This article contributes to geographical scholarship on settler colonialism by exploring its urban valences in the U.S. West. Urban development in the U.S. West has long been guided by ideologies of the cowboy and frontier, which seek to explain and justify settler occupation of indigenous and Mexican land. Produced overwhelmingly in cities, frontier narratives have shaped urban landscapes and organized urban industries in powerful ways. As a result, indigenous and migrant populations in the urban U.S. West must wrestle with frontier myths—and the institutions that produce them—in their struggles for social justice. In this article, I examine two recent struggles over urban land use, economic development, and public space in the U.S. West that engaged settler myths of the frontier. These include the purchase, relocation, and operation of Rawhide Wild West Town in Phoenix, Arizona, by the Gila River Indian Community and failed efforts bycharros(Mexican cowboys) to use a major sports facility in Las Vegas, Nevada. Together, these cases show that U.S. settler colonialism is far from settled but that settler nostalgia for the frontier—and the urban institutions that produce it—imposes real limits on the abilities of indigenous and marginalized peoples to pursue and achieve their visions of social justice. Topics covered include the lack of scholarship about the agency of Tejanos bound for Kansas, perceptions by white cowboys that Tejanos were inferior workmen, and the exceptional skills of many Tejano vaqueros or cowhands. Américo Paredes's contributions to folklore featured the recognition of power relations in his methodology and the analysis of the construction of symbolic forms for political purposes, all of this well in advance of the introduction of these concepts into academic discourse. Specifically, he analyzed the North American cowboy and the shaping of that figure into a hero in response to "a craving for a strong national identity." Building on that argument, I examine a struggle between businessmen and rodeo cowboys over the production of professional rodeo performances, a struggle that echoed similar power relations between large capital and workers in the United States at that time (the 1920s and 1930s). The cowboy contestation took the form of strikes against specific rodeos. Using data from Hoofs and Horns (a publication of the period), the paper explores this national performance conflict as a difference in perception over the meaning of the cowboy, whether a sign available for capital to exploit or a performer deserving a living wage in return for his performance. This paper concerns Arl Walter Fulcher of Terlingua, Texas. The primary emphasis is on his tour in the Army Mobile Veterinary Hospital during World War I and his voluntary service as the Captain of Company C in the Texas State Guard, stationed in Terlingua during World War II. The former period is illuminated through 25 letters written by Fulcher to his family during World War I, documents now housed in Sul Ross' Archives of the Big Bend. The letters started immediately after he left for duty in Europe and ended just days before he arrived home. These letters provide an account of his interactions with his fellow soldiers and the local French residents. A narrative of Fulcher's participation in the Texas State Guard during World War II was constructed by utilizing the Texas State Archives and the Archives of the Big Bend. Among his many accomplishments, his leadership and training style provided a great foundation for non-English speaking recruits to the Texas State Guard. It is noteworthy that many of these Terlingua-based guardsmen went on to serve in the regular United States Army during World War II. [ABSTRACT FROM AUTHOR]
