[ES] El objetivo de la investigación es presentar un procedimiento que permita conocer el desarrollo económico y social de una entidad local a partir de iniciativas de gobierno abierto y apertura de la información. Se propone una metodología que facilite esta acción mediante la incorporación de plataformas analíticas a disposición del ciudadano. Para mostrar la aplicación de esta metodología, se explica la creación de la plataforma COMUNDA, que utiliza datos disponibles del Ayuntamiento de la Pobla de Vallbona (Valencia) sobre los gastos municipales para analizar aspectos de la contratación pública. Estos instrumentos de segundo nivel, creados a partir de datos publicados por los ayuntamientos, pueden constituir herramientas analíticas para detectar irregularidades y para publicitar el tejido empresarial del municipio que pueden permitir a los ayuntamientos articular políticas adecuadas, ya las empresas y los particulares conocer mejor las características socioeconómicas de la población. Se ha comprobado la utilidad del protocolo de actuación y análisis propuesto, extrapolable a otros casos, sobre el caso concreto de la plataforma citada. A methodology is proposed that incorporates analytical platforms available to the general public. To illustrateits application, the creation of the COMUNDA platform is described. The COMUNDA platform uses data provided from the Town Council of La Pobla de Vallbona (Valencia) on municipal spending in order to analyse aspects of public procurement. These second-level instruments, created from data published by the councils, can be useful analytical tools for detecting irregularities and for focusing attention on the business fabric of the municipality. The information obtained can help councils to design appropriate policies and help companies and individuals to understand the socioeconomic characteristics of the population. The article confirms the usefulness of the action and analysis protocolproposed for the platform mentioned, and the results suggest that it can be extrapolated to other scenarios. In this case, the MELODA metric gives a data reusabilityrating of 48.3%. Our procedure shows an increase in public procurement in the municipality in 2011, one of the worst years of the economic crisis, and also finds that outsourcing to external companies in the municipality accounts for 2 to 3 million € more than local contracting.

As an example, we apply our methodological approach to the study of the keywords in the Library and Information Sciences (LIS) area. Our objective is to detect the new author keywords that appear in a fixed knowledge area in the period of 1 year in order to quantify the probabilities of survival for 10 years as a function of the impact of the journals where they appeared. Many of the new keywords appearing in the LIS field are ephemeral. Actually, more than half are never used again. In general, the terms most commonly used in the LIS area come from other areas. The average survival time of these keywords is approximately 3 years, being slightly higher in the case of words that were published in journals classified in the second quartile of the area. We believe that measuring the appearance and disappearance of terms will allow understanding some relevant aspects of the evolution of a discipline, providing in this way a new bibliometric approach.

[EN] Two new classes of summing multilinear operators, factorable (q,p)-summing operators and (r;p,q)-summing operators are studied. These classes are described in terms of factorization. It is shown that operators in the first (resp., the second) class admit the factorization through the injective tensor product of Banach spaces (resp., through some Banach lattices). Applications in different contexts related to Grothendieck Theorem and Fourier integral bilinear operators are shown. Motivated by Pisier¿s Theorem on factorization of (q,1)-summing operators from C(K)-spaces through Lorentz spaces Lq,1 on some probability Borel measure spaces, we prove two variants of Pisier¿s Theorem for bilinear operators on the product of C(K)-spaces. We also prove bilinear versions of Mityagin¿Pe¿czy¿ski and Kislyakov Theorems.

[EN] Let (X, Sigma, mu) be a finite measure space and consider a Banach function space Y(mu). Motivated by some previous papers and current applications, we provide a general framework for representing reproducing kernel Hilbert spaces as subsets of Kothe Bochner (vectorvalued) function spaces. We analyze operator-valued kernels Gamma that define integration maps L-Gamma between Kothe-Bochner spaces of Hilbert-valued functions Y(mu; kappa). We show a reduction procedure which allows to find a factorization of the corresponding kernel operator through weighted Bochner spaces L-P(gd mu; kappa) and L-P (hd mu; kappa) - where 1/p + 1/p' = 1 - under the assumption of p-concavity of Y(mu). Equivalently, a new kernel obtained by multiplying Gamma by scalar functions can be given in such a way that the kernel operator is defined from L-P (mu; kappa) to L-P (mu; kappa) in a natural way. As an application, we prove a new version of Mercer Theorem for matrix-valued weighted kernels.

[EN] Given a countable set of families {Dk:k¿N} of pseudometrics over the same set D, we study the power-aggregations of this class, that are defined as convex combinations of integral averages of powers of the elements of ¿kDk. We prove that a Lipschitz function f is dominated by such a power-aggregation if and only if a certain property of super-additivity involving the powers of the elements of ¿kDk is fulfilled by f. In particular, we show that a pseudo-metric is equivalent to a power-aggregation of other pseudometrics if this kind of domination holds. When the super-additivity property involves a p-power domination, we say that the elements of Dk are p-concave. As an application of our results, we prove under this requirement a new extension result of McShane-Whitney type for Lipschitz p-concave real valued maps.

[EN] We present a constructive technique to represent classes of bilinear operators that allow a factorization through a bilinear product, providing a general version of the well-known characterization of integral bilinear forms as elements of the dual of an injective tensor product. We show that this general method fits with several known situations coming from different contexts-harmonic analysis, C*-algebras, C(K)-spaces, operator theory, polynomials-, providing a unified approach to the integral representation of a broad class of bilinear operators. [EN] We explore the connection between p-regular operators on Banach function spaces and weighted p-estimates. In particular, our results focus on the following problem. Given finite measure spaces mu and nu, let T be an operator defined from a Banach function space X(nu) and taking values on L-p(vd mu) for v in certain family of weights V subset of L-1(mu)+ we analyze the existence of a bounded family of weights W subset of L-1(nu)+ such that for every v is an element of V there is w is an element of W in such a way that T : L-p(wd nu) -> L-p (vd mu) is continuous uniformly on V. A condition for the existence of such a family is given in terms of p-regularity of the integration map associated to a certain vector measure induced by the operator T.

[EN] Choosing a journal to publish a work is a task that involves many variables. Usually, the authors' experience allows them to classify journals into categories, according to their suitability and the characteristics of the article. However, there are certain aspects in the choice that are probabilistic in nature, whose modelling may provide some help. Suppose an author has to choose a journal from a preference list to publish an article. The researcher is interested in publishing the paper in a journal with a rank number less than or equal to k. For this purpose, a simple classification model is presented in order to choose the best journal from the list, from which some fundamental consequences can be deduced and simple rules derived. For example, if the list contains 100 journals and is ordered using 2-year impact factor, the rule "send to the journal at the k - 10 position" is adequate.

[EN] We show a simple model of the dynamics of a viral process based, on the determination of the Kaplan-Meier curvePof the virus. Together with the function of the newly infected individualsI, this model allows us to predict the evolution of the resulting epidemic process in terms of the numberEof the death patients plus individuals who have overcome the disease. Our model has as a starting point the representation ofEas the convolution ofIandP. It allows introducing information about latent patients-patients who have already been cured but are still potentially infectious, and re-infected individuals. We also provide three methods for the estimation ofPusing real data, all of them based on the minimization of the quadratic error: the exact solution using the associated Lagrangian function and Karush-Kuhn-Tucker conditions, a Monte Carlo computational scheme acting on the total set of local minima, and a genetic algorithm for the approximation of the global minima. Although the calculation of the exact solutions of all the linear systems provided by the use of the Lagrangian naturally gives the best optimization result, the huge number of such systems that appear when the time variable increases makes it necessary to use numerical methods. We have chosen the genetic algorithms. Indeed, we show that the results obtained in this way provide good solutions for the model.

[EN] We prove that under adequate geometric requirements, translation invariant mappings between vector-valued quasi-Banach function spaces on a locally compact group G have a bounded extension between Kothe-Bochner spaces L-r (G, E). The class of mappings for which our results apply includes polynomials and multilinear operators. We develop an abstract approach based on some new tools as abstract convolution and matching among Banach function lattices, and also on some classical techniques as Maurey-Rosenthal factorization of operators. As a by-product we show when Haar measures which appear in certain factorization theorems for nonlinear mappings are in fact Pietsch measures. [EN] Given s-finite measure spaces ( 1, 1, mu 1) and ( 2, 2, mu 2), we consider Banach spaces X1(mu 1) and X2(mu 2), consisting of L0(mu 1) and L0(mu 2) measurable functions respectively, and study when the completion of the simple tensors in the projective tensor product X1(mu 1). p X2(mu 2) is continuously included in the metric space of measurable functions L0(mu 1. mu 2). In particular, we prove that the elements of the completion of the projective tensor product of L p-spaces are measurable functions with respect to the product measure. Assuming certain conditions, we finally showthat given a bounded linear operator T : X1(mu 1). p X2(mu 2). E (where E is a Banach space), a norm can be found for T to be bounded, which is ` minimal' with respect to a given property (2-rectangularity). The same technique may work for the case of n-spaces.

[EN] We show a factorization through Lorentz spaces for Banach-space-valued operators defined in Banach function spaces. Although our results are inspired in the classical factorization theorem for operators from Ls-spaces through Lorentz spaces Lq,1 due to Pisier, our arguments are different and essentially connected with Maurey's theorem for operators that factor through Lp-spaces. As a consequence, we obtain a new characterization of Lorentz Lq,1-spaces in terms of lattice geometric properties, in the line of the (isomorphic) description of Lp-spaces as the unique ones that are p-convex and p-concave.

[EN] This paper deals with bilinear operators acting in pairs of Banach function spaces that factor through the pointwise product. We find similar situations in different contexts of the functional analysis, including abstract vector lattices¿orthosymmetric maps, C¿-algebras¿zero product preserving operators, and classical and harmonic analysis¿integral bilinear operators. Bringing together the ideas of these areas, we show new factorization theorems and characterizations by means of norm inequalities. The objective of the paper is to apply these tools to provide new descriptions of some classes of bilinear integral operators, and to obtain integral representations for abstract classes of bilinear maps satisfying certain domination properties.

[EN] Consider two continuous linear operators T: X-1 (mu) -> Y-1 (nu) and S: X-2 (mu) -> Y-2 (nu) between Banach function spaces related to different sigma-finite measures mu and nu. By means of weighted norm inequalities we characterize when T can be strongly factored through S, that is, when there exist functions g and h such that T(f) = gS(hf) for all f is an element of X-1 (mu). For the case of spaces with Schauder basis, our characterization can be improved, as we show when S is, for instance, the Fourier or Cesar operator. Our aim is to study the case where the map T is besides injective. Then we say that it is a representing operator-in the sense that it allows us to represent each element of the Banach function space X (mu) by a sequence of generalized Fourier coefficients-providing a complete characterization of these maps in terms of weighted norm inequalities. We also provide some examples and applications involving recent results on the Hausdorff-Young and the Hardy-Littlewood inequalities for operators on weighted Banach function spaces.

[EN] We extend the notions of p-convexity and p-concavity for Banach ideals of measurable functions following an asymptotic procedure. We prove a representation theorem for the spaces satisfying both properties as the one that works for the classical case: each almost p-convex and almost p-concave space is order isomorphic to an almost-L-p-space. The class of almost-L-p-spaces contains, in particular, direct sums of (infinitely many) L-p-spaces with different norms, that are not in general p-convex nor p-concave -. We also analyze in this context the extension of the Maurey Rosenthal factorization theorem that works for p-concave operators acting in p-convex spaces. [EN] We study the class of (p,q)-regular operators between quasi-Banach lattices. In particular, a representation of this class as the dual of a certain tensor norm for Banach lattices is given. We also provide some factorization results for (p,q)-regular operators yielding new Marcinkiewicz-Zygmund type inequalities for Banach function spaces. An extension theorem for (q,)-regular operators defined on a subspace of Lq is also given.

[EN] Integration with respect to vector-valued fuzzy measures is used to define and study information measuring tools. Motivated by some current developments in Information Science, we apply the integration of scalar functions with respect to vector-valued fuzzy measures, also called vector capacities. Bartle-Dunford-Schwartz integration (for the additive case) and Choquet type integration (for the non-additive case) are considered, showing that these formalisms can be used to define and develop vector-valued impact measures. Examples related to existing bibliometric tools as well as to new measuring indices are given.

[EN] Consider a finite measure space (Omega, Sigma, mu) and a Banach space X(mu) consisting of (equivalence classes of) real measurable functions defined on Omega such that f chi(A) is an element of X(mu) and parallel to f chi(A)parallel to <= parallel to f parallel to, for all f is an element of X(mu), A is an element of Sigma. We prove that if it satisfies the subsequence property, then it is an ideal of measurable functions and has an equivalent norm under which it is a Banach function space. [EN] Blockchain technology is being introduced in all areas and procedures of verification, identification and recording of the virtual world. Some of its applications are simple translations of methods that are already being developed in other technical supports, but most of them provide new utilities that can change the technological context of scientific documentation. In this article we present an updated panorama of the initiatives based on blockchain for the management of scientific and technological documentation, highlighting those aspects that make this new technology a differentiated and authentically novel tool. A critical analysis with theoretical and practical considerations on its potential use completes the content of this work., [ES] La tecnología blockchain está introduciéndose en todos los ámbitos y procedimientos de verificación, identificación y registro del mundo virtual. Algunas de sus aplicaciones son simples traslaciones de métodos que se desarrollan ya en otros soportes técnicos, pero la mayor parte aporta nuevas utilidades que pueden revolucionar el contexto tecnológico de la documentación científica. Se presenta un panorama actualizado de las iniciativas basadas en blockchain para la gestión de la documentación científica y tecnológica, destacando aquellos aspectos que hacen de esta nueva tecnología una herramienta diferenciada y auténticamente novedosa. Un análisis crítico con consideraciones teóricas y prácticas sobre su uso potencial completa el contenido de este trabajo.

[EN] Impact indices used for joint evaluation of research items coming from different scientific fields must be comparable. Often a linear transformation -a normalization or another basic operation-is considered to be enough for providing the correct translation to a unified setting in which all the fields are adequately treated. In this paper it is shown that this is not always true. The attention is centered in the case of the h-index. It is proved that it that cannot be translated by means of direct normalization preserving its genuine meaning. According to the universality of citation distribution, it is shown that a slight variant of the h-index is necessary for this notion to produce comparable values when applied to different scientific fields. A complete example concerning a group of top scientists is shown.

[EN] An explicit construction for the representation of the Calderón interpolation of spaces of vector measure integrable functions is given as well as for the representation of the real interpolation of these spaces using the K-functional. In order to do this, we introduce a technique based on interpolation of function valued matrices. For the real interpolation, we develop a vector-valued version of the K-functional having values in `¿-spaces, providing in this way a new procedure for the study of the interpolation of general Banach lattices.

[EN] The main purpose of this paper is the study of a new class of summing mul-tilinear operators acting from the product of Banach lattices with some nontrivial lattice convexity. A mixed Pietsch-Maurey-Rosenthal type factorization theorem for these opera-tors is proved under weaker convexity requirements than the ones that are needed in the Maurey-Rosenthal factorization through products of Lq-spaces. A by-product of our fac-torization is an extension of multilinear operators de¿ned by a q-concavity type property to a product of special Banach function lattices which inherit some lattice-geometric prop-erties of the domain spaces, as order continuity and p-convexity. Factorization through Fremlin¿s tensor products is also analyzed. Applications are presented to study a special class of linear operators between Banach function lattices that can be characterized by a strong version of q-concavity. This class contains q-dominated operators, and so the obtained results provide a new factorization theorem for operators from this class.

[EN] Operators T that belong to some summing operator ideal, can be characterized by means of the continuity of an associated tensor operator T that is de¿ned between tensor products of sequences spaces. In this paper we provide a unifying treatment of these tensor product characterizations of summing operators. We work in the more general frame provided by homogeneous polynomials, where an associated ¿ten-sor¿ polynomial ¿which plays the role of T ¿, needs to be determined ¿rst. Examples of applications are shown.

[EN] We characterize the ¿nite dimensional asymmetric normed spaces which are right bounded and the relation of this property with the natural compactness properties of the unit ball, such as compactness and strong compactness. In contrast with some results found in the ex-isting literature, we show that not all right bounded asymmetric norms have compact closed balls. We also prove that there are ¿nite dimen-sional asymmetric normed spaces that satisfy that the closed unit ball is compact, but not strongly compact, closing in this way an open ques-tion on the topology of ¿nite dimensional asymmetric normed spaces. In the positive direction, we will prove that a ¿nite dimensional asym-metric normed space is strongly locally compact if and only if it is right bounded.

[EN] Let (X,d) be a pointed metric space. Let T : X ¿ Y1(µ) and S : X ¿ Y2(µ) be two Lipschitz operators into two Banach function spaces Y1 and Y2 over the same finite measure µ. We show which are the vector norm inequalities that characterize those T and S for which T = Mg ¿ S, for some multiplication operator Mg : Y2 ¿ Y1. Our ideas give rise to Maurey-Rosenthal type factorization results for Lipschitz operators. We provide some applications on the Lipschitz structure of metric subsets of Banach function spaces.

[EN] In this article reference is made to the possible use of mathematical tools in the prevention and detection of fraud. The detection of fraud is considered one of the biggest challenges for public administrations. Beyond the processes of inspection and auditing, society not only requires of its administrators the prosecution of the crime but also its prevention, to avoid not only the economic damage, but also the high price that in terms of lack of services end up paying citizens, who have previously fulfilled their obligations by contributing to public coffers., [ES] En este artículo se hace referencia a la posible utilización de herramientas matemáticas en la prevención y detección del fraude. La detección del fraude se plantea como uno de los mayores desafíos de las administraciones públicas. Más allá de los procesos de inspección y auditoría, la sociedad no sólo exige de sus administradores la persecución del delito sino también su prevención, para evitar, no sólo el daño económico, sino también el alto precio que en términos de carencia de servicios acaban pagando los ciudadanos, quienes previamente han cumplido con sus obligaciones contribuyendo a las arcas públicas.

[EN] This article shows an approach to the study of two fundamental aspects of the prepublication of scientific manuscripts in specialized repositories (arXiv). The first refers to the size of the interaction of ¿standard papers¿ in journals appearing in the Web of Science (WoS) ¿ now Clarivate Analytics ¿ and ¿non-standard papers¿ (manuscripts appearing in arXiv). Specifically, we analyze the citations found in the WoS to articles in arXiv. The second aspect is how publication in arXiv affects the citation count of authors. The question is whether or not prepublishing in arXiv benefits authors from the point of view of increasing their citations, or rather produces a dispersion, which would diminish the relevance of their publications in evaluation processes. Data have been collected from arXiv, the websites of the journals, Google Scholar, and WoS following a specific ad hoc procedure. The number of citations in journal articles published in WoS to preprints in arXiv is not large. We show that citation counts from regular papers and preprints using different sources (arXiv, the journal¿s website, WoS) give completely different results. This suggests a rather scattered picture of citations that could distort the citation count of a given article against the author¿s interest. However, the number of WoS references to arXiv preprints is small, minimizing this potential negative effect.

[EN] Let (Omega, Sigma, mu) be a complete probability space, X a Banach space and 1 <= p < infinity. In this paper we discuss several aspects of p-Dunford in-tegrable functions f : Omega->X. Special attention is paid to the compactness of the Dunford operator of f. We also study the p-Bochner integrability of the composition u o f: Omega->Y , where u is a p-summing operator from X to another Banach space Y . Finally, we also provide some tests of p-Dunford integrability by using w*-thick subsets of X¿.

[ES] Se exponen políticas existentes para el intercambio de datos y se señalan algunos de los trabajos de colaboración puestos en marcha. Se incide en cuestiones ya conocidas, como la influencia de los incentivos ¿positivos o negativos¿ acadé-micos y de los organismos de financiación para abrir datos, y cómo han contribuido a que se extienda la colaboración en áreas en las que hasta el momento era escasa.

[EN] We study bilinear operators acting on a product of Hilbert spaces of integrable functions¿zero-valued for couples of functions whose convolution equals zero¿that we call convolution-continuous bilinear maps. We prove a factorization theorem for them, showing that they factor through ¿1. We also present some applications for the case when the range space has some relevant properties, such as the Orlicz or Schur properties. We prove that ¿1 is the only Banach space for which there is a norming bilinear map which equals zero exactly in those couples of functions whose convolution is zero. We also show some examples and applications to generalized convolutions.

[EN] Consider an abstract Banach lattice. Under some mild assumptions, it can be identi¿ed with a Banach ideal of integrable functions with respect to a (non necessarily ¿-¿nite) vector measure on a ¿-ring. Extending some nowadays well-known results for the Koml¿os property involving Cesaro sums, we prove that the weak ¿-Fatou property is equivalent to the existence of a regular method of summability D of any norm bounded sequence in the space.
