Heat wave episodes are becoming more frequent and severe worldwide, especially in areas such as the Mediterranean region. This study is aimed at assessing the impact of heat waves in an urban environment and the ways areas of urban green infrastructure (UGI) can play key roles in moderating the impacts of these high-temperature events. We analyzed land surface temperature (LST) and normalized difference vegetation index (NDVI) data retrieved from Landsat 8/9 satellite images. These data were recorded during heat wave episodes from 2017 to 2022 in a representative Mediterranean medium-sized compact city. We carried out a correlation analysis between LST and NDVI per area type and as individual units to assess how UGI elements can contribute to the cooling of the urban matrix during heat wave episodes. Those small green spaces distributed throughout the city, defined as “Other” areas, showed stronger negative correlation. These spaces are particularly relevant for Mediterranean cities, where highly limited space in city centers hinders the possibility of having larger-surface UGI elements. The study highlights the need for further research into the composition of those small public green spaces to understand how their components enhance the city’s cooling capacity given the climate conditions and water scarcity in the Mediterranean region.

Understanding urban forms vulnerable to urban heat islands provides urban planning measures to improve urban heat islands and offering insight into different sustainable urban forms. The purpose of this study was to investigate the relationship between the urban heat island effect and urban forms, to explore which urban forms are vulnerable to this effect, and to present urban planning measures to alleviate urban heat islands. This study also conducted an analysis on two scales, the macro- and micro-dimensions, to develop policy suggestions for urban heat island mitigation. In the macro-scale analysis, the relationship between urban shape and urban heat islands was investigated through a statistical approach using a regression equation, and in the micro-scale analysis, a spatial analysis method using urban climate zones (LCZs) was used. In this article, we study the ongoing redevelopment of post-war, modernist residential area Rosengård, located in Sweden's third biggest city Malmö. We show how a planning and design strategy for this area has come to focus on a 'compact city' typology in line with Malmö's strategy for creating a 'near, dense, green and mixed city'. Such compact city typology emphasizes high density, urbanity, proximity and mixed-use as key values for renewal, but also threatens the green spaces in areas designated for densification. This article illustrates how renewal plans for modernist residential areas with generous green space provision also ensure dispossession of residents' rights to green space. Our analysis highlights how this planned dispossession is preceded by a discursive dispossession carried out by the way urban planning represents these spaces. The Rosengård case illustrates how a compact city vision imposed on marginalized modernist areas co-emerges with new forms of expert knowledge which both 'unmaps' existing green spaces and defines them as problematic and requiring interventions. The article highlights the important, but not yet sufficiently explored, dispossession of the right to public green space in racialized poor peripheries of Northern cities already facing intense displacement pressure. We argue that this type of renewal of modernist areas not only tends to neglect mapping important public spaces and uses of space, but actively produces blind spots by deploying a compact city planning epistemology which necessarily undermines rights to green space in the city and should put into question the compact city as the default sustainability fix. City densification and greening are two priority urban-policy objectives, for the coming years, aimed at making cities more resilient to climate change, slowing the spread of urbanization and improving the quality of life in cities. These are sometimes contradictory objectives that require fine and deep analysis to create approaches and methods that combine them. The most recent research has presented so-called small urban green spaces (SUGSs) as a viable alternative to achieve this double objective. This was the starting point of this research, which used GIS digital analysis and microscale fieldwork to study the possibilities of greening an excessively dense and low-quality urban space in the city of Pamplona (Spain). The results thereof showed that the urban structure of this neighbourhood contains a large number of small spaces with no specific use or function—residual, surface and vertical spaces—and that are simply undefined remnants between buildings and streets, or party walls that were never built. Only these surface spaces occupy a total area that is twice the size of the existing green spaces. Based on these results, this work explores the possibility of increasing the green areas of the neighbourhood through new SUGSs and the creation of a green corridor that increases environmental and social connectivity and the quality of life in the studied space.

The spatial structure of cities has changed a lot after technological changes and population growth and they have shifted from a monocentric compact city structure to an extended and scattered structure that poses many challenges and they have made human life and well-being difficult. Efforts to achieve a sustainable urban structure and form intensified after the second half of the twentieth century and solutions such as smart growth, urbanism, infill development, and a compact city are offered. Following the process of changing the structure of cities, the structure of polycentric city has become apparent in large cities. The formation of a polycentric structure in large cities is inevitable. Therefore, in order to increase sustainability in the urban form and achieve sustainable urban development, it is necessary to combine the polycentric city structure with previous approaches such as the compact city. The main purpose of the research is to explain theoretically the approach of polycentric compact city structure within the framework of urban planning theories. In this study, using the review method of studies related to urban sprawl, compact city and polycentric structure, the theoretical framework of combining compact and polycentric structures was explained. The research results suggest that a compact city with several indicators such as increasing density, strengthening public transport, increasing mixed land use, facilitating service delivery, reducing the distance between home and work, intensification and infill are proposed as the last structure to achieve sustainable urban development. Municipal climate policies tie in closely with sustainable urban development. Land use has far-ranging impacts on carbon emissions from mobility, housing, and consumption; as well as climate resilience, carbon sinks, and biodiversity. While compact city is well-established as the dominant strategy for climate-wise planning, a parallel approach focused on greening and its climate advantages is gaining prominence. However, there is little empirical evidence on how municipal climate policies address the relationship between these often conflicting strategies. This study examines how compacting and greening are motivated and how greening is negotiated in relation to compacting in the six largest cities in Finland. Based on a qualitative content analysis of municipal climate action plans (CAP), we show that the primacy of compacting as a strategy is not questioned, however, the importance of greening is increasingly underlined. We demonstrate that the relationship between compacting and greening policies is framed by three main discourses: 1) compacting while protecting the green, 2) greening the built-up structure for adaptation purposes, and 3) greening as a multifunctional strategy parallel with compacting. Japan's compact-city policy addresses rapid population decline and aging to ensure sustainable development. However, its implementation requires significant time, financial resources, and complex stakeholder collaborations. Faced with these challenges, we asked: How can the cost-and-effect of planning be simply and automatically recognized by stakeholders? To address this, a simulation model was developed for evaluating urban planning strategies within the compact-city framework. Our model integrates pseudo-people-flow data and includes three fundamental modules and five sub-models to simulate and predict urban metrics, including population, administrative costs, visitors, and traffic volume from 2015 to 2040. Four scenarios-baseline, location optimization, new road and new station installation-were analyzed. Findings suggest that 1) new station project could mitigate population decline, 2) both location optimization and new station projects improve public services efficiency and sustainability, 3) urban vitality could be enhanced by new station construction, generating a new urban core, and 4) compact city policy may also reduce and concentrate traffic volume, shortening car trips. The model's efficiency and uncertainty were examined, and user experiments highlighted the potential of digital tools to democratize urban planning, making it accessible for non-expert stakeholders and fostering informed participation. While cities are embracing nature through urban greening and nature conservation, vegetation in typhoon-prone cities is facing stress from intense typhoon disturbances. Limited studies have investigated vegetation loss and its potential ecosystem disservices in the aftermath of typhoons from a land use zoning perspective. Therefore, we (1) compared vegetation losses from three 2023 category 3–4 typhoons in Hong Kong across all land uses in protected and non-protected areas, (2) identified hot spots and cold spots, and (3) weighed the annual average daily traffic and urban volumetric density with vegetation loss rates to generate a Disservice Risk Index for analysis. Results suggest that vegetation loss rate in non-protected areas was higher (7.23%) than in protected areas (1.57%). Within protected areas, country parks had the lowest loss rate (0.11%) and the highest percentage of cold spots (79.4%). In contrast, transportation land use has the highest loss rate of 18.04% and the highest percentage of hot spots (17.9%) within non-protected areas. Ecosystem disservices are potentially more adverse in the city center, which requires immediate preventive measures. Streamlining urban areas to appropriate sizes based on the current population structure is an important and urgent issue. Therefore, Japan enacted the Location Normalization Plan in 2014, and a shift toward a more compact regional structure is underway. However, this plan cannot force people to migrate to the target area. Consequently, the formation of a compact regional structure is expected to persist for several decades. It consequently is crucial to shortly convert to a compact regional structure based on the voluntary migration of residents before the living environment outside residential zones deteriorates. This study analyzed the time required for the population to reach zero in urbanization-promoting areas excluded from residential attraction, using spatial statistical analysis. We assumed that multiple generations were the targets of the migration promotion policy, and considered the differences in each scenario. The results demonstrate that >100 years would be required before the natural withdrawal of target areas, and that migration policies targeting pre- and post-retirement generations were the most effective. Urban areas are increasingly experiencing extreme weather events, especially related to water (e.g., droughts, heatwaves, floods), which are devastatingly impacting infrastructure and human lives. Compact cities, conceived to create more robust, effective, and sustainable environments, are under pressure to increase their resilience by co-producing adaptive strategies mainly focused on the urban public space. However, public space design tends to face environmental challenges without sufficiently exploring their intersection with social issues (citizens living conditions and vulnerability) and political structures (governance). This contribution delves into how urban public space interventions are (not) moving towards achieving urban resilience in an integrated way instead of sectoral. A triple-loop approach has been developed and tested in ten urban public spaces in European compact cities in the last 25 years. The results report how most projects reinforce the social dimension by promoting citizen well-being through new quality standards in public spaces, excluding some citizenry’s vulnerable segments (immigrants, women, and disabled). The political dimension reinforces hard adaptation measures to manage water resources, although increasing attention is put on nature-based solutions, and most projects ensure participation processes. Finally, the environmental dimension is the most transversal by increasing land conversion, ensuring flooding mitigation, and enhancing adaptive capacity.

Compact city strategies have become central to the development of urban sustainability politics. Cities across the globe are pursuing high-density, mixed-use developments and energy-efficient transportation systems. However, the correlation between compact city strategies and achieved sustainability is largely taken for granted in public and academic debates. Providing a spatial critique of the theory guiding compact city policy and practice, this article demonstrates how the prioritisation of urban form and territorial boundaries in measuring sustainability ultimately ignores the societal and environmental effects and foundations of current compact city approaches. Building upon this critique, I argue for a relational orientation that can attune research and practice to the compact city's intensive and extensive constitution and consequently to its actual and potential (re)production. Analysing Oslo's involvement in the EU network 'Sub>Urban: Reinventing the Fringe', and work that has followed from this network, the article develops three critical perspectives to advance compact city theorisation beyond traditional frameworks: (1) the relational topographies of the compact city; (2) the relational intensities of the compact city; and (3) the planetary constitution of the compact city. In the 1960–70s, there was a proposal to expand the administrative border of Canberra into the neighbouring state New South Wales to accommodate long-term population growth and urban development. However, this attempt failed ultimately. This study investigates this 'remaking' of the border, and revisits the same issue in the planning and development context of the twenty-first century. It employs three conceptual constructs – 'bordering', 'debording', and 'rebordering' – to draw insights into the nexus between the border's (re)making, dominant planning thinking, and emerging development process. It uses a mix of primary and secondary sources of data and information collected from the National Archives of Australia, newspaper clippings of The Canberra Times, interviews with planners involved, Australian Census data, and planning literature. It finds that the border expansion proposal was driven by a political advocacy out of a modernist technocratic planning vision for a linear city, and was based on an over-optimistic and mechanical population projection. However, as a highly political initiative, its failure was doomed by political strains and changes, and local community's concerns. Knowing this history contributes to tackling a similar issue in today's paradox of a planning paradigm for compactness and sustainability and an emerging development expansion onto the border. In European countries such as Denmark and the Netherlands, the compact city is regarded as a sustainable city model. Because of high density and intensity, the quality of the urban environment is essential for its success. As dense cities may also be experienced as 'dense' and 'intense' in terms of activity and sound, the acoustic environment of public urban spaces are currently attracting attention from such perspectives, including wider notions of 'quiet' and 'resonance'. To study these phenomena, a case study was set up in Copenhagen and Amsterdam, and four typologies of urban public space were defined in each city. A questionnaire survey was conducted, and supported by transcribed soundtracks, respondents' statements provided insight into their experience of the acoustic environment of these spaces, i.e. the soundscapes. Results indicate that the urban environment has the potential for offering environmental and existential resonance, and points to relations between sound quality and built density. This is of importance for both urban planning and the public health agenda. Based on these initial findings it is suggested that soundscape information may offer inspiration for rethinking compact city characteristics such as density and intensity, potentially stimulating cultural uniqueness and diversity and inspire 'new typology thinking'. Rapid urbanization in China has led to an excessive urban expansion of built-up areas, which makes quantitative research on compact city important. We adopted density and the degree of mixed land use to measure the compactness of 160 Chinese cities. Spatial autocorrelation analysis was performed to identify spatial clustering patterns, and the relationships between compactness and five variables were explored through regression models. The result shows that in nearly half of the cases, the calculated values of two indices are less than the average. The high or low values of density and the degree of mixed land use tend to be spatially clustered. The hot spot regions of density and the degree of mixed land use lie mainly in the south of China, while the north present as cold spots or the insignificant regions. Urban compactness can be affected by multifaceted factors and the relationships between compactness and five variables are not consistent throughout the areas of analysis. The GWR model can identify this phenomenon and provides a better fit than the OLS model. This study proposed a new approach to measure the compactness, and the results of GWR analysis can conducive to appropriate policy-making based on different local conditions.

The compact city is one of the leading paradigms of sustainable urbanism. Compact city planning and development has, over the last 30 years or so, been the preferred response to the challenges of sustainable development. It is strongly promoted by global and local policies due to its positive outcomes in terms of contributing to the economic, environmental, and social goals of sustainability. This paper examines how the compact city model is practiced and justified in urban planning and development with respect to the three dimensions of sustainability, and whether any progress has been made in this regard. To illuminate this urban phenomenon accordingly, a descriptive case study is adopted as a qualitative research methodology where the empirical basis is mainly formed by the official plans and documents of two Swedish cities: Gothenburg and Helsingborg, in combination with qualitative interview data and secondary data. This study shows that compactness, density, diversity, mixed land use, sustainable transportation, and green space are the core design strategies of compact city planning and development, with the latter being contextually linked to the concept of green structure, an institutional setup under which the two cities operate. Moreover, at the core of the compact city model is the clear synergy between the underlying strategies in terms of their cooperation to produce combined effects greater than the sum of their separate effects with respect to the benefits of sustainability as to its tripartite composition. Further, this study demonstrates that the compact city model as practiced by the two cities is justified by its ability to contribute to the economic, environmental, and social goals of sustainability. However, the economic goals dominate over the environmental and social goals, notwithstanding the claim about the three dimensions of sustainability being equally important at the discursive level. Nevertheless, new measures are being developed and implemented to strengthen their influence over urban planning and development practices towards balancing the three goals of sustainability.

Urbanisasi merupakan proses terjadinya pengkotaan suatu desa sehingga menyebabkan rencana pembangunan kota menjadi tidak terkendali sehingga menimbulkan Urban Sprawl. Urbanisasi akan di proyeksikan beberapa tahun mendatang akan terjadi di Kabupaten Kendal, dikarenakan Pengembangan Kawasan Industri Jababeka di Kendal dalam skala yakni pada area seluas 2200 hektar. Tentu akan membawa dampak yang cukup signifikan, keberadaan lahan pertanian akan terancam akibat meningkatnya permintaan lahan. Upaya untuk membatasi Urban Sprawl di perkotaan kendal dapat dilakukan dengan konsep Compact City sebagai model pengembangan kota yang efisien. Dari itu, di perlukannya Urban Compactness untuk menimalisir Urban Sprawl di Perkotaan Kendal. Penelitian ini bertujuan untuk mengukur tingkat kekompakan kota di Wilayah Perkotaan Kendal, sehingga di perlukannya derajat pengukuran kota kompak yang disebut dengan Urban Compactness. Pengukuran Urban Compactness berdasarkan keseluruhan indikator Compact City antara lain, indikator Urban Compactness yang digunakan meliputi kepadatan, percampuran fungsi, aksesbilitas kota, dan kerterkaitan jaringan jalan dan transportasi. Penelitian ini menggunakan pendekatan kuantitatif yang dipakai dalam mengidentifikasi Urban Compactness di Wilayah Perkotaan Kendal, dengan teknik analisis yang digunakan untuk menjawab tujuan dan sasaran. Dalam penelitian ini menggunakan analisis deskriptif kuantitatif, analisis spasial, dan analisis scoring. Hasil penelitian ini menunjukkan bahwa Urban Compactness di Wilayah Perkotaan Kendal, mengenai setiap indikator Compact City dalam penentuan Urban Compactness menunjukkan bahwa, pada tingkat Urban Compactness tertinggi berada di Kecamatan Kendal, sedangkan tingkat Urban Compactness sedang berada di Kecamatan Pegandon, dan tingkat Urban Compactness terendah terdapat di Kecamatan Brangsong, Kecamatan kaliwungu, Kecamatan Ngampel, dan Kecamatan Patebon.

Australian planning authorities have struggled to develop more compact cities for decades, yet empirical explanations for this policy challenge are lacking. This is critical to inform future sustainable planning efforts. In response, we correlate 20 years of change in greater Brisbane's activity centres against factors related to land use regulations, transport accessibility, property characteristics, and socio-economic status. We find activity centre implementation is most strongly associated with property-based factors and that land use regulations have the weakest relationship. Policymakers should therefore pursue alternative strategies that do not rely on planning mechanisms geared primarily towards creating a market for development. [ABSTRACT FROM AUTHOR]

In this research, from a macro perspective, we studied the impact of urban development planning on population changes in central urban areas. Regional development plans have different aggregation modes and different development structures for different functional areas. This difference was evaluated as a different development model. Kanazawa was used as a case study area, and the corresponding development plan was determined by different development models. Set up three development modes of concentrated central urban area development mode, decentralized central urban area development mode, and maintenance-oriented central urban area development mode. Under the guidance of three different development modes, calculation and analysis are performed using genetic algorithms. The population recovery, the degree of land-use mix, and the degree of land-use specialization in the central urban area are three indicators. Multi-unit developments have been a feature of Australian cities for decades, particularly Sydney. As these buildings age, commercial and planning drivers promote redevelopment, but renewing private multi-unit housing poses significant and unique problems, as this housing is typically under multiple ownership (e.g., strata title). Jurisdictions worldwide have responded by changing laws to allow redevelopment with less-than-unanimous consent of all unit owners, meaning a majority of owners can vote their neighbours out of their homes against their will. In New South Wales, legislation introduced in 2015 enabled the redevelopment of strata titled property with the consent of 75% of owners. Research conducted at the time highlighted a range of risks, especially for vulnerable groups like lower-income and elderly residents. With the legislation now due for a statutory 5-year review, it is timely to revisit the research findings and examine subsequent developments, to identify key issues for policymakers when assessing the impact of the law's first five years. These issues should be of interest not only in NSW, but in all three Australian jurisdictions with less-than-unanimous renewal laws, as well as many international cities. [ABSTRACT FROM AUTHOR]

The 'compact city' is generally considered to represent a sustainable urban form. However, transformation of urban sites as consequence of compact city planning potentially conflicts with heritage interests. A reading of a selection of scientific articles in land-use and heritage journals, supplemented with thematic plans, indicates that there is a need to bridge the gap between urban heritage policy and planning for the compact city. When challenged by strong pro-development partners to present convincing alternative perspectives, specialised heritage competence would benefit from skills within land-use planning and vice versa. Compact cities are promoted in policy as a response to current societal challenges, but it is unclear or ambiguous what qualities or benefits a compact city is supposed to deliver. The concept of the compact city is widely debated in the research literature, and there are numerous arguments both for and against compact cities. However, many studies or reviews tend to apply a delimited approach, discussing a confined number of qualities or basing the assessment on fairly narrow empirical material. Research is also carried out from within a number of separate disciplines or "discourses". This paper aims to provide a clearer and more consolidated understanding of the wide spectrum of qualities that make up the compact city in support of better planning, governance and management of cities in the Global South. The objective is to present a review of current articles discussing the compact city in order to capture similarities and differences in the academic discourse between Global North and Global South contexts, and to outline a comprehensive compact city taxonomy. This is achieved by answering three questions: (1) What types of urban qualities are discussed in scientific articles studying urban compactness? (2) (How) do articles focusing on Global North and Global South contexts differ when it comes to exploring compact city qualities? and (3) Do the findings indicate areas of research withing the broader scope of urban compactness where research should be initiated or strengthened? The analysis is based on literature searches in the Scopus database for 2012-2015 using the search term "compact city". A quantitative assessment was carried out, sifting out what terms are used to label purported (or debated) qualities of compact cities. Papers are sorted into different categories according to geoeconomic context (i.e. Global North, BRICS, Global South). The outcome is an extended taxonomy of compact city qualities, including twelve categories. Weaknesses in compact city research aimed at cities in the Global South were identified, linked in particular to nature, health, environmental issues, quality of life, sociocultural aspects, justice and economy, as well as a significant lack of compact city research linked to urban adaptability and resilience. Although the influence of compact development on travel behavior has been extensively studied over the past decades, additional empirical evidence is needed to better understand that effect. This study explores the influences of the built environment (BE) on zone-based travel patterns using the 2010 Household Travel Survey data in Korea,. We apply seemingly unrelated regression (SUR) and censored regression models to reveal relationships between the BE and zone-based travel patterns in the SMA. Results indicate that: (1) transit-oriented design promotes public transit and suppresses auto trips; (2) the rail mode is more predominant relative to the bus mode; (3) mixed land use with high-density development and gridded pattern streets have a positive impact on walking; and (4) high density and easy access to rail have positive influences on reducing distance traveled by automobiles. A major problem for policymakers is to ensure that levels of citizen participation reflect the society in its diversity, but they must also ensure that those citizens who want to get involved have the means to do so. Despite empirical evidence of the role of urban planning in health, well-being, and livability, studies have not delved into the implications of how low-density sprawled urban forms influence civic involvement. This paper adds new evidence regarding the significance of urban form, built environment characteristics and more in general city planning, as intermediary factors between public and private life connected to civic engagement and public space use. Based on surveys and geographic data from the Greater Metropolitan Area of San José, in Costa Rica, the article investigates how the results of citizen participation change depending on whether residents are from a compact or dispersed study area, relating to urban rhythms and mobility metrics. Findings suggest that inhabitants of group A (lower-density neighborhoods) differ significantly from group B (compact-city areas) in four variables: means of mobility, commuting time, public space use, and civic activism, while having similar sociodemographic composition. Compared with residents of group A, group B report higher levels of use and knowledge of public spaces and civic participation. These two aspects constitute, the Urban Civic Participation Index, which, related to self-reported free time, forms what we define as Public Time. The main characteristics of the compact city (higher population and building density, high street connectivity, grid presence and proximity of services, mixed land use) were found to be positively related to the outcomes of accessibility to public space and community participation. In contrast, there are no significant differences in the availability of free time between the two groups. This study, along with others on the compact city, shows that there are other reasons to reduce daily commuting distances in cities and the need of urban time policies to redesign urban society's temporal dimension besides the known environmental impacts.
