Abstract

This paper surveys the strategies adopted in England to support the development of teachers' subject knowledge and confidence in relation to teaching Citizenship, which was introduced as a new statutory subject in the National Curriculum in 2002. It reviews examples of good practice and explores how a continuing professional development (CPD) strategy developed at several levels to support teachers and curriculum managers. It outlines the challenges and obstacles in relation to implementing effective Citizenship education in schools. It also underlines the fundamental importance of Citizenship education if young people are to understand and engage with contemporary events in the early Twenty First Century. [ABSTRACT FROM AUTHOR]

Abstract

Genetic linkage analysis has been used to study five Icelandic pedigrees multiply affected with manic depression. Genetic markers were chosen from regions which had been implicated by other studies or to which candidate genes had been localized. The transmission model used was of a dominant gene with incomplete penetrance and allowing for a large number of phenocopies, especially for unipolar rather than bipolar cases. Multipoint analysis with linked markers enabled information to be gained from regions spanning large distances. Using this approach we have excluded regions of chromosome 11p, 11q, 8q, 5q, 9q and Xq. Candidate genes excluded include those for tyrosine hydroxylase, the dopamine type 2 receptor, proenkephalin, the 5HT1A receptor and dopamine beta hydroxylase. Nevertheless, we remain optimistic that this approach will eventually identify at least some of the genes predisposing to manic depression. [ABSTRACT FROM AUTHOR]

Abstract

The first osteogenic cells to attach to a titanium (Ti) implant after placement are the multipotent stromal cells (MSCs) that circulate in the bloodstream and are recruited to the site of tissue damage. The reservoirs of these cells are heterogeneous in nature, consisting of a mixture of cells with varying differentiation abilities. In order to utilise these cells and to reduce the chance of unwanted events during regenerative therapies, the selection of a subset of cells that is truly multipotent is required. The behaviour of these cells has been shown to be altered by modifications to Ti implant surfaces, most notably rough, hydrophilic Ti. These changes in behaviour underpin the differences seen in clinical performance of these surfaces. In this study Human bone marrow derived stromal cells (hBMSCs) have been cultured on modified Ti surfaces in order to analyse these changes in cell behaviour. The results demonstrate the different effects of the surfaces and suggest that one surface selectively enriches the population with osteogenic adult ‘stem cells’ by inducing the cell death of the more differentiated cells. Combined with subsequent expansion in bioreactors before implantation, this may lead to a new source of cells for regenerative therapies., Highlights • Different titanium surfaces elicit differing responses from bone marrow derived stromal cells. • Hydrophilic rough titanium induces increased apoptosis and necrosis in MSCs in vitro. • Cells selected on rough hydrophilic titanium are more osteogenic than the parent population. • This may lead to a new source of osteogenic cells for regenerative therapies.

224. European governments and African demands for reparations

Abstract

Reparations for colonial atrocities in Africa are now, for perhaps the first time, a serious topic of discussion in European politics. The claims of the Mau-Mau veterans from Kenya, and the descendants of the victims of the Herero Genocide in Namibia (1904-1907), make headline news[1]. Drawing on considerable legal and historical expertise, the cases represent a new professionalisation and seriousness of the campaign for African reparations. Gone is the inflated rhetoric of the 2001 Durban World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, which allowed European states to dismiss the issue as a means for some states to boost their diminishing international legitimacy. In the Mau-Mau case, indeed, the British government was recently forced, effectively, to declare itself guilty, but not liable, for its repression of the uprising. In other words, it, like its German counterpart, is concerned about opening the infamous ‘Pandora’ Box’, and creating a legal precedent which would precipitate an avalanche of claims from every corner of its former colonial world.

The last three decades have seen courts and constitutional bodies worldwide expand their activities beyond the application of individual rights provisions and basic procedural justice norms into what Ran Hirschl (2008, 98) calls 'an elusive yet intuitive category of 'existential' national issues'. This study aims to describe, explain and assess the sub-Saharan African dimensions of this shift. Its focus is on the politics of three high-profile cases from the continent's Southern region. The first, Campbell v Republic of Zimbabwe (2008), was brought by farmers opposing Fast-Track Land Reform in Zimbabwe. The second, Sesana v The Attorney General (2006), challenged Botswana's decision to relocate the inhabitants of the Central Kalahari Game Reserve. The third, The Herero People's Reparation Corporation v Deutsche Bank AG, et al. (2001), demanded reparations for colonial atrocity outside of bilateral relations frameworks. All three have had significant political consequences, and have provoked 'backlash' from regional governments. But none have shown any significant movement towards resolution. The first part of this study describes this phenomenon. The second provides an interpretive explanation for it. Drawing on the work of Donald Davidson and Mark Bevir, it highlights the emergence of new human rights beliefs in the 1970s. These can be explained by dilemmas emerging from a dual crisis of socialist utopias and modernist administrative orthodoxies. Foucauldian and constructivist theories can account neither for the emergence of these new beliefs, nor for the impossibility of deriving new behavioural norms from them to resolve political disputes. There are particular weaknesses in constructivist 'norm spiral' models of transnational mobilisation, knowledge-gathering, and international institutionalisation. This study's third part argues that new rights beliefs have expanded into realms of fundamental political order. Drawing on the work of Bernard Williams it provides an evaluative argument for the moral priority of Hobbesian 'first questions'.

Abstract

The red meat processing industry has a harsh work environment where tasks performed in abattoirs are physically and mentally demanding. In addition, the high financial costs associated with employing skilled labour, the shortage of such workers, and the rise in worldwide meat consumption, there has been a growing push towards integrating automation as a potential solution for the industry. This paper describes the complexities of implementing robotics technology in red meat processing. The complexity when processing deformable natural meat mediums is significantly sensitive to the variations of workpieces caused by mechanical properties, physical shape and the position of tissues. These differences hinder conventional robotic systems from succeeding. Experimental and commercial robotic systems in red meat processing are shown to perform cutting tasks in the deboning room, whose systems capabilities are limited by executing cuts requiring little to no adaptability during the process. The review shows that X-ray, optical probes, and ultrasonic are the most effective sensing technologies in determining the cutting trajectories prior to the task. Some experimental systems utilised tactile sensing to follow more complex cutting paths but have not yet produced a commercially viable product. The evaluation of these sensing technologies' applicability to guide a robotic system in real-time is critical to tackling more complex cuts. A combination of preoperative scanning and real-time perception for adaptive control is recommended to automate tasks in red meat cutting. Also, it is recommended that to fully automate the meat cutting process, a gradual approach should be taken by shifting abattoirs by first utilising assistive technologies such as cobots, exoskeletons augmented reality, and virtual reality. • Explores automation integration in red meat processing, its motivation, and challenges for implementation. • Recommends combining preoperative scanning and real-time perception for adaptive control in meat cutting. • Reviewed the experimental and commercially available automatic systems for carcass cutting and deboning. • Evaluates the developed sensing technologies' applicability to guide a real-time automatic system. • Assistive robotics technologies are a recommended approach towards fully automating the meat industry. 239. Urban damage detection in high resolution amplitude SAR images

Abstract

The majority of the world’s human population lives in towns and cities. High population densities mean that damage and disruption caused by natural disasters and other events have a much greater impact when urban areas are affected. Satellite remote sensing has the potential to play an important role in urban disaster monitoring and management, thanks to its relative immunity to disruption by terrestrial events. When data is required promptly and at short notice, Synthetic Aperture Radar (SAR) is of particular interest because of its ability to penetrate atmospheric conditions such as cloud and smoke. This thesis describes some recent contributions in the field of urban SAR, and in particular the exploitation of SAR amplitude images from metre-resolution satellite SAR systems such as TerraSAR-X and COSMO/SkyMed. An efficient curvilinear feature detection algorithm based on the Lindeberg scale-space ridge detector is introduced, and used for extraction of bright lines from SAR images. Two novel feature classification techniques for the detection of buildings are described, based on model selection: one supervised approach using local brightness and ridge strength statistics of bright line points, and one unsupervised approach using shape-dependent statistics of curvilinear features and priors derived from idealised building geometry. Finally, this thesis discusses the successful integration of these methods into an unsupervised tool for earthquake damage detection. The effectiveness of the models, algorithms and software tools is demonstrated and illustrated using SAR data from the COSMO/SkyMed constellation covering the 2009 earthquake in L’Aquila, Italy and the 2010 earthquake in Port-au-Prince, Haiti. The research described in this thesis provides the conceptual basis for a whole new approach to urban feature extraction, classification and change detection, using statistical models for the actual geometry of urban structures.
