The Planning Policy Statement (PPS) on Planning and Climate Change called for the adoption of the Merton Rule policy, which requires that carbon dioxide emissions by new buildings be reduced by at least 10%. An interpretation of the PPS and an evaluation of its effectiveness in terms of clarifying issues in the Merton Rule are presented.
