The present study aimed to know the effectiveness of livestock services delivered by the veterinarians working under state regional cooperative milk producers’ union (SRCMPU) and farmers views on these services. An ex-post-facto research design was adopted for the study. A total of fifteen veterinarians working under SRCMPU, Kerala, and thirty livestock farmers dependent on SRCMPU for the livestock services were selected. Data collection was done through using structured interview schedule method. The result from the study revealed that majority of the veterinarians and livestock farmers perceived curative services (60.00% and 46.66%), production services (53.33% and 63.33%), preventive services (53.34% and 56.66%), extension services (60.00% and 50.00%) and miscellaneous services (60.00% and 60.00%) as average. About satisfaction level, majority of the livestock farmers had medium level of satisfaction towards curative services (66.66%), production services (43.33%), preventive services (60.00%), extension services (50.00%) and miscellaneous services (60.00%). It is concluded from the result that there is need to improve the quality of livestock services from both veterinarians and farmers point of view. It is the need of hour to analyze and interpret the current scenario of service delivery systems of state regional cooperative milk producers’ union through assessing the constraints perceived by them in livestock service delivery.

India has enormous livestock resources, production and productivity of Indian livestock remains low due to several factors including poor livestock service delivery. Towards improving the delivery of livestock services, Mobile Veterinary Unit (MVU) appears an innovative way of animal health service delivery at farmers' doorstep. The MVUs set up with funding under Rastriya Krishi Vikas Yojana (RKVY), are currently operational in all the 314 blocks of Odisha. This study was undertaken in Kandhamal district of Odisha during 2016, to analyse the functioning of MVUs including the constraints faced by the farmers as well as the service providers (Veterinary Officers and Livestock Inspectors) in delivering the animal health services through MVUs. The study revealed that limited frequency of service, limited staff in the MVUs, lack of awareness towards importance of service among farmers, less number of awareness camps, short service delivery period and very less remuneration to MVU professionals were the major constraints reported by the farmers and service providers. This study, thus, suggests that the MVUs could be more successful in improving the animal health service delivery in rural Odisha, if these constraints are overcome. [ABSTRACT FROM AUTHOR]

The opportunities of information access to livestock owners especially from institutional sources are minimal under Indian context. Social media tools such as WhatsApp have remarkable ability to reduce the transaction cost as well as increase the coverage of extension services. WhatsApp, a hugely popular medium of information exchange can be a cost-effective tool to improve livestock advisory services since skilful use of WhatsApp can overcome limitations of time and geographical barriers faced by these services. The current study explored and experimented with the possibility of using WhatsApp in livestock advisory work. Under the experimental study, WhatsApp emerged as a most preferred choice of referring to a diverse set of livestock-related information. Furthermore, advice through WhatsApp helped farmers in seeking the timely interventions and information support from other relevant sources. Hence, state development departments must promote its use through suitable models among which one discussed in this paper to enhance the scope and coverage of livestock advisory services. A study was undertaken in southern peninsular State of India, the Tamil Nadu State, (i) to ascertain the time costs of animal health care and bovine breeding services, and (ii) to comprehend the perceptions of farmers on the livestock services rendered by different service providers. The districts of the state were categorized as 'Livestock Developed' (LD) and 'Livestock Under Developed' (LUD) based on initial base line developed. Travel, waiting and service time were among the primary non-price factors that affected service quality. Average travel time was highest for visiting the public veterinary centre in both LUD (23.05 min.) and LD (21.32 min.) districts. Waiting time with regard to veterinarians providing home services in LUD districts was highest (23.01 min.), followed by public veterinary centre services at LUD districts (22.35 min.), home services by para-veterinarians (22.01 min.) and public veterinary centre services at LD districts (20.10 min.). Both travel and waiting time were much higher in case of breeding services compared to curative services, which could be due to the fact that the farmers preferred Artificial Insemination (AI) over its close substitute, the natural service. However, the service time was relatively less in case of insemination services vis-à-vis curative services both in LUD and LD districts. The quality perceptions of farmers on livestock services revealed that the home services rendered by veterinarians as the best one (0.83), followed by private veterinary clinics (0.75), home services by para-veterinarians (0.74), public veterinary centres (0.64) and co-operative veterinary centres (0.48). An ex-post-facto study was conducted to assess the livestock service delivery pattern of Mobile Veterinary Unit (MVU), with a sample size of 90 farmers, who had availed the services of MVU, in Kandhamal district of Odisha. According to Total weighed mean square analysis (TWMS), preventive services were ranked first as the most available services in MVU, while in other veterinary service centers, curative services were most available. Further, cent percent respondents reported that the services by MVU were supply driven, whereas, in case of other agencies, only 16.7 per cent told that it was supply driven. Majority (76.7%) of respondents said MVU provides service on demand, moreover, cent percent respondents reported 'doorstep' availability of MVU services. Majority (57.8%) of farmers received services through MVUs three times in last 12 months, while, only two times by any other veterinary service centers during the same period. The minimum fee charged for the services delivered through MVU was only Rs. 2.0, while, Rs. 50-100 were being charged by other veterinary service centers. [ABSTRACT FROM AUTHOR]

The present study is conducted in Tonk district of Rajasthan in order to ascertain the status of livestock services delivery system of state department of animal husbandry (SDAH) in Rajasthan. A total of 120 livestock farmers were selected as respondent from 8 selected villages of 4 tehsils of the district while secondary data were collected from annual reports and other occasional reports of SDAH. Majority of the livestock farmers had medium availability for SDAH livestock services followed by high and low availability. Majority of the livestock farmer's rated SDAH livestock services as average in terms of their effectiveness followed by excellent and poor. A study on the willingness to pay (WTP) of farmers in the Tamil Nadu State in India to improve the quality of livestock services delivery is presented. Among the aspects of the delivery that will be improved are geographical proximity, drug availability and staff attitude. The factors considered for the study include socio-economic status of farmer, livestock possession and accessibility of veterinary services.

This article considers the formation of economic mechanisms of agroservice modernization module in stock raising branch and foundation of market of livestock service in the Republic of Uzbekistan. The offered project for further development of stock raising agricultural sector and implementation of market of livestock service in the Republic of Uzbekistan opens the new perspective to creation of the real competitive environment in this region. This article discusses ethnoveterinary medical pluralism in Western Kenya. Qualitative methods of data collection such as key informant interviews, open-ended in-depth interviews, focus group discussions (FGDs), narratives, and participant and direct observations were applied. The study shows that farmers in Nyang’oma seek both curative and preventive medical services for their animals from the broad range of health care providers available to them within a pluralistic medical system. Kleinman’s model of medical pluralism, which describes the professional, folk, and popular sectors, informs this discussion because of its relevance and appropriateness to the study. It is, however, important to note the overlap in the three sectors and to point out that livestock farmers engage in multiple “consultations” based on a combination of their own characteristics and the cost, availability and specialization of health care providers. The study concludes by recognizing the complexity of ethnoveterinary medical pluralism and calls for the integration of a pluralistic perspective into the planning and implementation of animal health care interventions and services. Small livestock is an important resource for rural human populations in dry climates. How strongly will climate change affect the capacity of the rangeland? We used hierarchical modelling to scale quantitatively the growth of shrubs and annual plants, the main food of sheep and goats, to the landscape extent in the eastern Mediterranean region. Without grazing, productivity increased in a sigmoid way with mean annual precipitation. Grazing reduced productivity more strongly the drier the landscape. At a point just under the stocking capacity of the vegetation, productivity declined precipitously with more intense grazing due to a lack of seed production of annuals. We repeated simulations with precipitation patterns projected by two contrasting IPCC scenarios. Compared to results based on historic patterns, productivity and stocking capacity did not differ in most cases. Thus, grazing intensity remains the stronger impact on landscape productivity in this dry region even in the future. [ABSTRACT FROM AUTHOR]

Foot-and-mouth disease (FMD) is one of the biggest threats to animal health in European countries. In the last 22 years (1985–2006), FMD has occurred 37 times in 14 European countries . Serotype O was most frequently involved in these outbreaks followed by A, C and Asia 1. Sometimes, epidemics were very limited and at other times, they were the cause of devastating economic losses. In most cases (22/37), the origin of the outbreaks could not be determined. For some of these outbreaks, however, routes of introduction and spread were identified through epidemiological inquiries. Moreover, in some cases, the origin of the virus was also traced by phylogenetic analysis of the partial or complete sequences of VP1 genes. Lessons learned from the outbreaks are still useful as most of the same risk factors persist. However, efforts made by FMD-free countries to help those where the disease is endemic are a valuable strategy for the reduction of the global risk. The European Union (EU) strategy with respect to sheep and goat brucellosis aims to eradicate the infection and achieve officially brucellosis-free (OBF) status in all EU holdings and territories. Council Directive 91/68/EEC of 28 January 1991 states that to maintain OBF status of ovine or caprine holdings located outside an OBF territory, only a representative number of animals need to be tested annually. However, depending on the number of animals in a holding, this testing method risks non-detection of the infection, thereby reducing the efficacy of the brucellosis control plan. The recommended sampling procedure has a low sensitivity for detecting infection in medium-sized flocks; furthermore, the risk of not detecting re-infection in OBF flocks, particularly in territories that have not yet gained OBF status, is also not acceptable. Moreover, in large-sized flocks, the Directive sampling procedure entails taking an excessive number of samples, which can be very expensive. The authors evaluated, by using statistical analyses and a simulation model based on field data, the possible consequences of the current EU strategy. It is suggested that the sampling criteria for the maintenance of OBF status in the EU should be modified and that a statistically based sampling method should be applied instead of the fixed percentage method that is currently in use. This paper reviews the economic framework for the delivery of livestock services to the poor. It is argued that the demand for livestock products is likely to increase rapidly and the ability of the poor to participate in the opportunities presented by this growth is linked critically to the availability of good service support, both on the input and output side. Governments therefore have a responsibility to supply the necessary public goods (including the institutions and legal frameworks), and the market infrastructure for facilitating the emergence of efficient markets for livestock services. The paper further argues that the dynamics of public policy in developing countries are much more complex than the simple application of economic logic. It is the larger political economy that often dictates policy choices. It is therefore important to integrate political economy and governance issues into the economic debate on livestock service delivery. The paper also reviews the context in which the markets for livestock services will need to function. Different countries are facing very different sets of issues, and the identification of possible interventions in livestock service markets would require careful field research and analysis. The article reports on the 31-million-pound grant provided to the Global Alliance for Livestock Veterinary Medicines (GALVmed) by the Bill and Melinda Gates Foundation and the British Department for International Development. It notes that the grant will enable the international livestock health charity to implement the second phase of its Protecting livestock, saving human life. It also outlines the features of t he GALVmed model and its four different types of activities.

The present study was carried out in Jagatsinghpur district of Odisha to assess the knowledge level of Gomitras in livestock extension services. The study revealed that most of the Gomitras possess very good knowledge on various aspects of livestock extension services. The socio-economic variables like age, education, livestock possession and income are found positively correlated and family size, land holding and occupation are negatively correlated with knowledge on livestock extension services. No variable was found significantly associated with knowledge on livestock extension services. Based on the findings of this study, age, education, livestock possession and income level of Gomitras may be considered while selecting Gomitras for paraveterinary training. [ABSTRACT FROM AUTHOR]

One Health (OH) is a collaborative effort to attain optimal health for people, animals and the environment. The concept of OH is still in its infancy in Nepal but is increasingly growing. The Government of Nepal (GoN) has taken some initiatives to tackle burgeoning problems such as antimicrobial resistance, highly pathogenic avian influenza and rabies using OH approach but there are several challenges at the level of implementation. Few non-governmental organizations support GoN to promote an OH approach. The major bottlenecks in implementing OH in Nepal include poor organizational structure to support OH, absence of a legal framework to implement OH, poor coordination among different governmental agencies, insufficient technical expertise, poor data sharing mechanism across sectors, limited budget and poor understanding at political level. We encourage GoN to address these gaps and prioritize the health problems where OH approach would give the best outcome. Institutional and legal frameworks need to be created to effectively implement an OH approach in Nepal. Increasing awareness among policy makers including political leadership and increasing regular government budget for OH activities would be helpful to promote OH in Nepal.

The article focuses on the livestock routes initiative under the Sudan Productive Capacity Recovery Programme. The initiative seeks to address the issues surrounding livestock migration routes through the reopening livestock corridors on both sides of the Blue Nile River. Under the initiative, stock routes will be demarcated and mapped using Global Positioning System (GPS) technology as well as marker stones and other landmarks. The initiative will also entail the reallocation of land to stock routes and rehabilitation of rural services.

The article reports on the U.S. $28 million grant for the Global Alliance for Livestock Medicines (GALVMed), a UK-based not-for-profit organization committed to advancing innovations as a means of reducing poverty. The fund was granted by the Bill and Melinda Gates Foundation and the Department for International Development (DFID). With the aim of reducing livestock mortality in Africa and Asia, GALVMed will be using the grant for the development and delivery of vaccines for a range of diseases.

The author reflects on the unnecessary deaths of children during summer in the U.S. He emphasizes the effort of the government to maintain an expensive bureau to combat the diseases of pigs, cows and sheep, but has not spent even a cent to protect the children from being attacked by diseases. He concluded his reflection with a question on how long will the brute live stock be more important than the human.
