本研究は、特定非営利活動法人いいだ人形劇センターの9年間の成果を、人形劇センターの実施事業「人形劇講座」に焦点をあてて検証した。9年間の人形劇講座の記録からは、人形劇センターが市民の人形劇へ関心を広く集めることをねらい多様な講座が開講され、継続的に一定の受講者があり、数多くの劇団や作品が人形劇講座を通して誕生したことが明らかとなった。受講生へのアンケート調査からは、人形劇への理解の深まりが多くの受講生にもたらされ、その知識や技能をもとにした人形劇作品の制作・発表公演を通し、自己実現の喜びやまちづくりへの関心が広がりつつある実態が検証できた。

「eスポーツ」は，「エレクトロニック・スポーツ (electronic sports)」 の略称である．我が国では2018年が「eスポーツ元年」とされるが，業界団体による「eスポーツ」拡大のベクトルと，多くの国民（地域住民）の認識の間には乖離があるものと推察される．そこで本稿においては，業界団体，統括団体とは一定程度の距離を置き，「ｅスポーツ」の歴史的，社会的系譜を踏まえながら，今後の発展可能性をまちづくりや，教育学的な視点を取り入れながら検討を試みるものである． そこで，本稿は稚内北星学園大学稚内本校の「eスポーツ部」による地域実践を事例に，地方都市における「eスポーツ」を活用した「まちづくり」の可能性について検討し，今後の基礎資料を得ることを目的としている．本稿の実践事例をもとに，地方都市におけるまちづくりのツールとして，「eスポーツ」が寄与する可能性を提示できるものと予想される．同時に高等教育機関において「eスポーツ」コンテンツを利用する際には，「法律的な諸問題」や，「残虐シーンのあるゲーム」などに対処することも求められる．

本稿では，本学の1年必修科目「基礎セミナー」で取り組んでいるまちづくり提言コンペを事例として，地域への提言を行う地域学習の現状と課題を示した。成果として，身近でない地域に対しても関心と知識を持たせることができ，インターネットを利用した情報検索を通して地域への提言ができることを実証し，総じてポジティブに地域の未来像を考えさせることができたことがあげられる。課題としては，地域のネガティブな側面に焦点をあて，学生が自ら問題や課題を見つけられる手立てを示すとともに，提案の実現可能性と必要性，効果を吟味する時間を確保することがあげられる。

日本遺産の町・有松において伝統産業の絞りと瓦のコラボレーションによる灯りオブジェを古い町並みに灯すことにより、人気のいない夜の町に賑わいを作るとともに、伝統産業の新しいカタチを発信することを目的とした新しい事業活動を終えての事業報告書である。地域活性化のためには地元住民による地道な活動なしには成功することはなく、単年度の事業ではなく継続的な活動が求められる。今後に向けた課題も明確に記されており、活動の参考になることを願う。

本稿は，筆者が2017年度以降取り組んできている，“まちづくり”を題材とした高大連携による地域探究活動の概要や成果，課題を整理し，「総合的な探究の時間」における“まちづくり”を題材とした高大連携の可能性と期待される事項について考察することを目的とした． その結果，①まちづくりは様々な地域課題に対し，横断的・総合的な視点より解決に取り組み，「地域（フィールド）」という具体性があり，生徒でも理解しやすく，馴染みのあるテーマであることから，「総合的な探究の時間」において“まちづくり”を題材とすることは適切であると考えられること，②まちづくりを題材として「総合的な探究の時間」に取り組む際には，高大連携とともに，問題解決への対応などを担っている市役所や地域団体等の方々にも参加いただき，探究課題に対する助言等をいただくことが有効であること，③「総合的な探究の時間」での学習を契機とし，生徒が地域への愛着を高め，ふるさとへの愛着や誇りを培う上で，大きな効果をもたらすと考えられること，などが明らかとなった．, The aim of this paper is to consider the possibility and expected matters of high school-university cooperation in "Period of Integrated Study" on the teaching materials of "MACHIZUKURI (Community Development)". As a result, the following matters were clarified. (1) MACHIZUKURI tackles various regional issues from a cross-sectional and comprehensive perspective, and has the specificity of "Region(field)", which is easy for students to understand and is a familiar theme. So, It is considered appropriate to use MACIHZUKURI as the teaching materials in "Period of Integrated Study". (2) When working on "Period of Integrated Study" with the teaching materials of MACHIZUKURI, it is effective that we invite people from the city hall and local organizations who are in charge of problem solving as well as high school-university cooperation to give advice. (3) It is thought that the learning in the " Period of Integrated Study" will have a great effect on the students to increase their attachment to the community and to cultivate their attachment and pride in their hometown.

[要旨] 地方創生の取り組みが日本各地で実施されているなか、全国の地方自治体は地域住民が安心するまちづくりに取り組んできた。少子化や超高齢化など、人口減少社会を迎え、持続可能なまちづくりが模索されている。地方自治体のまちづくりは、地域の特性を踏まえ、地域住民と連携した取り組みが求められ、地域活性化支援事業の実効性が問われる。本調査では千葉市美浜区のまちづくりを取り上げ、地域密着型のまちづくりの到達点と課題について取りまとめた。

介護サービスは、地域住民に理解されておらず見える化を組織で進めなければならない。コロナ禍の現状において、医療、介護を地域全体でデザインすることは重要である。医療、介護サービスの経営革新を斟酌すると人材育成、専門職が地域で講習等を行い「まちづくり」に寄与する。価値共創マーケティングを念頭に置いた4 Cアプローチを活用した組織論とマーケティング思考の、ハイブリッド研究がこれから求められる。事業者と利用者の共創領域を広げるべきである。

国民・国家の防衛は国の専管事項として，自衛隊法に基づき，防衛省・自衛隊がほぼ独占的に担ってきたが，国民保護法が2004年に制定され，その一部が変更された。全ての自治体は，地方分権改革と時期を同じくして，新たに防衛に関する責務が与えられた。それは法定受託事務である「国民の保護」であり「戦後ほとんど無縁の業務」であった。こうして全市町村も，国が示した国民の保護の基本方針と都道府県作成の国民保護計画を受けて国民保護計画を作成して国民保護業務を始めた。そのうち自衛隊が所在する市町村では，「まちづくり」のため「自衛隊との共存・共栄」を掲げて，基地・駐屯地の維持・拡充を求める運動を行っているが，それが最も盛んであるのは北海道の基礎自治体である。本論文では，当初の国民保護の計画作成・執行と訓練にあたっての議論，問題及び防衛行政に対する姿勢及び自衛隊との協働関係について，北海道の自衛隊が所在する基礎自治体の事例を用いて考察した。その結果，自治体は戸惑いながらも，長年維持してきた駐屯地との良好な協働関係を活用して自らの力で国民の保護業務を遂行している。しかし，国民保護法制は，施行後約20年経っても，全国的には未だ改善を要する多くの問題と課題がある。

研究の概要(和文)：新型コロナウイルスの発生によって、世界中の都市が封鎖され経済活動が停止し人々の往来が遮断される状況にある。日本では21世紀を支える産業として外国からのインバウンド旅行客の誘致が行われてきた。昨年末には、日本のインバウンド旅行客は順調に推移し、3,000万人を超える旅行客の往来が行われている。今年に入り、新型コロナウイルスの発生によって外国からの訪日観光客が途絶えている。インバウンドを中心とした旅行客の取り込みによるまちづくり政策を目指していた沖縄県においては、すべての活動が停止される状況にある。インバウンドによる活発な交流人口は経済的に多大な貢献をしてきた。現在は交流人口が遮断された状況であるが、新しいまちづくり政策に入らなければならない。本稿ではアフターコロナの世界を想定した観光とまちづくりについて検討を加えることを目的としている。, 研究の概要(英文)：COVID-19 due to around the world cities are blocked, economic activity is stopped, and people's traffic is blocked. In Japan, as an industry that supports the 21st century, inbound tourists from abroad. At the end of last year, Japan's inbound tourists were good condition, with more than 30 million tourists coming and going. This year, the outbreak of the COVID-19 has cut off foreign tourists to Japan. In Okinawa Prefecture, which was aiming for a community development policy that attracts tourists, mainly inbound tourists, all activities are being suspended. The exchange population by inbound has made a great economic contribution. Currently, the exchange population is cut off, but we must enter into a new community development policy. The purpose of this paper is to examine tourism and community development assuming the world of after-COVID-19.

In this paper, we see “multicultural coexistence” as “multicultural collaboration” as one of the efforts of “regional collaboration”, and see if multicultural collaboration leads to the development of the leaders of local communities.Internationalization at the level of local governments initially began as exchange and cooperation activities with foreign countries, and in the 1970s it was themed as “internal internationalization” by advanced local governments and provided support activities as a guarantee of rights for “oldcomers.” In the 1990s, the number of foreigners settled(“newcomers”) increased, and the local governments started to support newcomers. The term multicultural coexistence is a term that has been widely used since the 1990s as a support to these foreign residents. Moreover, in 2006, Ministry of Internal Affairs and Communications pointed out that in the “Regional Multicultural Coexistence Promotion Plan,” multicultural coexistence will become the third pillar of regional internationalization, together with international exchange and cooperation.Kure City’s existing multicultural collaboration measures began with international exchange in the 1970s, and have provided communication support and lifestyle support. It is also being used to support the participation of foreign residents in community development.

本稿では，両大戦間期東京市における小売商店の職住関係（職住一致か職住分離か）について，銀座通商店街を事例として，地価・賃料の動向や，小売業経営の視点，住生活環境の問題などに注目しつつ実証的に検討した。結果は以下の5点に整理できる。①職住分離の動きは関東大震災（1923年）の前から始まっていたが，震災後の変化が特に大きかった。②住生活の面からみると，銀座通り沿いの住環境は悪く，健康・安全面での不安と高い家賃水準のために，郊外居住を含めた職住分離のほうに利点があった。③土地・建物の利用に即してみると，当該期の地価の高さは小売業経営における坪効率の高さによって十分吸収できるものであったため，売場面積をさらに拡張するために，職住分離によって営業用床面積を増やすことに利点があった。しかし一方で，④従業上の観点からは，長時間営業を可能にする職住一致の利点が大きく，そのことは住み込み形態による店員の職住一致が店主のそれよりも根強く残った点にあらわれていた。さらに，⑤家族観に注目すると，店員との共同生活を「楽しい」「賑やか」とみる商人家族的な価値観が職住一致を積極的に選ばせていた。

[要旨]地方創生の取り組みが日本各地で実施されているなか、全国の地方自治体は地域住民が安心するまちづくりに取り組んできた。少子化や超高齢化など、人口減少社会の到来を迎え、持続可能なまちづくりが模索されている。地方自治体のまちづくりは、地域の特性を踏まえ、地域住民と連携した取り組みが求められ、地域活性化支援事業の実効性が問われる。本調査では千葉市若葉区のまちづくりを取り上げ、地域密着型のまちづくりの到達点と課題について取りまとめることとした。

Universities are expected to play a role in society as a cultural resource which offers new ideas and values created through intellectual activities. However, it is concerning that such expectations are not fully met because the learning environment of Japanese universities tends to be homogenous and uniform. This paper addresses such lack of diversity by examining an action research project aimed at creating a space for stimulating new ideas and values through the collaboration between Wako University and a local restaurant/café business in Machida City, a suburb of Tokyo. The project developed an original learning program modelled on informal conversations in a living room or café. It was designed for students and the public to meet people with different backgrounds, listen to each other and share ideas and values. The keys to making this work were changing the contexts of learning and facilitating multi-directionalexchanges among participants.

筆者らは、2019 年度から島根県隠岐郡隠岐の島町をフィールドにして、当該地域の社会課題解決に向けた活動を展開している。近年、隠岐の島町が抱える問題に人口減少があり、特に若者の流出が顕著である。そこから生じ得る様々な社会課題に対処するために、社会的ネットワークを資本と捉えるソーシャル・キャピタル論（Putnam 2000 ＝ 2006）やよそ者効果（敷田 2005、2009）、まちづくりラウンドテーブル（久 n.d.）の研究に加えて、現地でのフィールドワークや住民との対話から得られた情報を踏まえ、課題が持続的に解決されて新たなアイデアが次々に創出される理想状態へと向かうロードマップを作成した。まずは、第一段階である全体的な地域の活力の向上を目指して、住民と協働しながら、高校生から大学院生への質問会や、課題解決の場としてのワークショップ、高校と大学の合同研究発表会・座談会を開催した。また、継続的に実施するワークショップで出されたアイデアのうち、島内外のボランティアによる中学生対象の学習塾の開催を実現した。そして、これらの活動を通して、現地における大学院生としての筆者らの存在意義を再考するとともに、上述の諸理論へのフィードバック可能性を指摘した。, We have conducted several activities to tackle social problems in Okinoshima Town, Shimane Prefecture, Japan since 2019. This town has recently faced population decreasing, especially a great drain on young people. In order to attack problems caused by such a situation, the authors have gotten information from not only previous studies including Social Capital (Putnam, 2000=2006), which regards social network as capital, Outsider Effects (Shikida, 2005; 2009), and Machizukuri Round Table (Hisa, n.d.) but also our fieldwork and communication in the town. These investigations gave us a roadmap to an ideal situation where people continuously solve social problems and come up with a series of new ideas. As a first step, the inhabitants and authors decided to improve the whole vitality of the town. We have created opportunities for high-school students to ask graduate students, held workshops as a place to discuss the town’s problems, and had a study meeting and symposium jointly promoted by Oki High School and Osaka University. Furthermore, one of the ideas from the workshops, voluntary juku for junior-high-school students, has been realized. Lastly, we have evaluated our roles as graduate students in Okinoshima Town and pointed out some possibility of theoretical feedback from these activities.

本論文では、茨城県大洗町を対象に、位置情報とライフログデータを活用して地域経済活性化を図るためのリサーチデザインを主に述べる。この研究の意義は、来訪者の消費者心理をデータから把握できていなかった町と、対企業には実績がありながらも、まちづくりへの位置情報活用に前例をもたない企業をマッチングさせ、データにもとづいたまちづくりをする仕組みを作りつつあるところにある。, In this paper, I mainly present the research design to revitalize the regional economy in Oarai town, Ibaraki prefecture, using location-based services and lifelog data. 本論文は、まちづくりに関して、民を起点とした中心のないローカル・ガバナンスの生成と形成、発展についての分析モデルを提示し、和束町のまちづくりの変遷に一時期に焦点を当て、仮説の立証を試みている。併せて、これを通じて地域において民を起点とするローカル・ガバナンスが生成され、形成、発展していく、動的でダイナミックなプロセスを明らかにするとともに、その原動力となった構成要素についても提示を行っている。, This paper presents an analytical model for the generation,formation, and development of local governance without center to be organized by the people in , focusing on the transition of machizukuri in Wazuka Town for a period of time and attempting to prove the hypothesis. 東日本大震災の被災地におけるまちづくりの取り組みから、住民主体の活動基盤について考察した。宮城県東松島市あおい地区は、全員が被災し移転した集団移転地である。半数は公営住宅、半数は自立再建である。地域づくりの活動として、祭りやサロン、見守り等が展開されている。その活動は住民の力によるが、県内・市内の行政や専門機関・職はもちろんのこと、被災当時からつながりのある全国の団体や教育機関等の協力のもと、活発に実施されている。被災から8年経過し、復興支援の縮小や各活動における課題が生じてきた。一方で全国的に介護保険や地域福祉における住民主体の活動への期待は大きい。あおい地区の活動分析から、まちづくりおよび住民活動の目的を改めて確認することが求められている。

日本では明治維新以後の西欧化により日本の伝統文化の衰退あるいは消滅の危機を迎え、大正末期に柳宗悦が民藝運動を起こして、地域固有の材料や技術を用いた民衆の芸術の研究調査と収集を行った。90年後の現在、地方創生の政策の元で、日本各地の地域資源である手工芸や伝統をフィールドとして、服飾デザインを通じた手漉き和紙や藍染さらに縞織を通したまちづくりに参加してきた。そこで、それぞれの地域あるいは個人がどのように地域資源のレジリエンスを具体化しているかについて、調査研究するとともに服飾創造を行うのがここでの目的である。レジリエンスの現状と概念規定については枝廣淳子の『レジリエンスとは何か』をまた、ここで重視している文化芸術での地域文化・産業の活性化あるいは創生の立場では、中川眞の『アートの力』の事例を参考にした。 具体的には本論は長門市で7 年間地域の農業文化・産業の復興を目的に取り組んできたアグリアート・フェスティバル2019と、複数以上の国の若者を対象とした国際交流による服飾造形の共創を目指すスーパーグローバル・ファッションワークショップ2019を事例として検討したものである。, In Japan, Westernization after the Meiji Restoration led to the decline or disappearance of Japanese traditional culture. At the end of the Taisho era, Muneyoshi Yanagi launched a folk art movement called ‘Mingei-undo’, during which he conducted a research study of popular art using local materials and techniques and collected popular art. Ninety years later, under the policy of regional revitalization, reconstruction activities such as handicrafts and traditional industries, which are local resources in various parts of Japan, are being carried out. The author has participated in handmade Japanese paper-making, indigo dyeing, and fabric-weaving workshops here in Yamaguchi Prefecture during the research of clothing design and community development. Therefore, the purpose of this study is to research and study how each region or individual embodies the resilience of local resources and to create clothing. For the current status of the concept of resilience, see "What is Resilience?", by Junko Edahiro. The emphasis on revitalizing or creating regional culture and industry in cultural arts, which we emphasize here, is based on the case of Shin Nakagawa's "Art no Chikara." Specifically, this paper focuses on the ‘Agri-art Festival 2019’, which has been working on the revival of agricultural culture and industry in the region for seven years, and the ‘Super Global Fashion Workshop 2019’ which aims for the co-creation of fashion modeling through international exchanges for young people from more than one country.

論文, Research Article, 特集２ : インクルージョンと共生, 本稿では2018 年の西日本豪雨の被災地である倉敷市真備町での活動事例を通じて、まちづくりにおけるインクルージョンについて考察した。「小さな声」の当事者たちは自身の声を届けたいと思っているのではなく「お互いの声」を聴きあいたいと思い活動している。「お互いの声」を聴きあう中で障害の有無や被災の有無などの差異を越えたゆるやかな連帯が被災地に生まれていることが明らかになった。「お互いの声」を聴き合うには「小さな声」の人が表出できる状態を確保し、互いの差異を認め合いながら、ゆるやかなつながりを育むことが必要である。まちづくりの現場には「お互いの声」を聴きあう場をつくることが求められている。, In this paper I consider community renovation and inclusion through a case study of Mabi-town, Kurashiki city, which was affected by a flood disaster in 2018. People with "weak voices" do not only want to present their own voices but want to listen to each other's voices. While listening to each other's voices, despite their differences, a sense of solidarity can be formed in a disaster area irrespective of whether they are people with disabilities or not, or disaster victims or not, etc. I think that in order to listen to each other's voices, it is necessary to establish a safe place where people with "weak voices" can feel secure and build a sense of solidarity while recognizing each other's differences. It is important to create opportunities in disaster areas wherein people can listen to each other's diverse voices to effectively bring about community renovation.

本論文は、地域のまちづくりにおける「メタガバナー」の役割を検証したものである。ローカル・ガバナンスは、官民のアソシエーションによって形成される複雑なネットワークによって支えられている。ガバナンスが機能不全に陥らないようにするためには、地域のガバナンス・ネットワークは、メタガバナンスの仕組み、つまり「ガバナンスをガバナンスする」仕組みを用意しなければならない。京都府より委嘱され亀岡市河原林町に派遣された民間人である「まちの公共員」を事例研究として取り上げ、民間人のメタガバナーが成功する条件を明らかにする。, This article examines the functions of "meta-governor" for the community development. Local governance is sustained by the complex network of private and public associations. In order to avoid falling into dysfunction of govenance, it is necessary for local governance network to introduce the system of meta-governance, that is "governance of governance". これからの人生をどんなふうに働いて生きていくのか。それは，学生時代から今も抱き続けている問いである。ここでは，十名教授が実践されてきた「働・学・研」融合の理念と試みを私なりに紐解き，そこから得た視点に基づいて，自らの拙い実践を振り返る。「働きつつ学ぶ」を越えて「研究する」ことを継続的に実践していくことが，現場ではどれほど大変なことか。その困難に直面しながらも，いただいた機会を活かすべく最善を尽くし，実践の今を素描する。
