我が国の障害者政策は1970（昭和45）年に制定された「障害者基本法」に則り施行されている。近年，そこで用いられている「害」と言う表記を「がい」または「碍」に改めるべきだと言う声や，実際に改める動きが一部の自治体で起こっている。その結果，現在，我が国において「害」「がい」「碍」の３つの表記が共存していることが挙げられる。このことは単なる文字表記の違いに過ぎないと見なされがちだが，その根底には「障害者」を社会に包摂しうるか否かに関わる「意味作用」の問題が有る。本稿ではこのような問題意識に基づき，まず語源と法制度上の表記の歴史的変遷を文献研究によって読み解き，次に近年の一部自治体における表記見直しの動向を聞き取り調査等によって検討した上で，表記をめぐる議論の今後の方向性を考察する。結語として「しょうがい」が社会的バリアを低くするために当面は有効な表記であると主張する。

本稿においては，別府温泉観光における新たな地域創造のかたちを求め，「経験価値」と「障がい者観光」に傾注し，今後必要となる新たな文脈創造と価値創造を，「経験価値」や「物語性」といった観点から考察する。また，「観光まちづくり」においてノーマライゼーション社会が実現し得るかを問い，高度な文化社会の形成を目指して，それをデザインという創造行為と実践により，検証する。障がい者にとって豊かな旅を齎し，実現のためのデザインシステムが計画された。

スウェーデンにおいては,1842年の初等民衆学校の開設以来,障害者を「分ける」「分けない」の闘争の歴史が展開してきた。隔離して保護するシステムが進歩とみなされる時代が続いた。第2次世界大戦後,ノーマライゼーションの思想が登場した。ノーマライゼーション思想の核心は,障害者を,障害のない人々から「分けない」ことを,「ノーマルな社会」を実現する「方法」として提起したことにある。この「ノーマライゼーション思想」の延長線上にあるのが「だれもが参加できる社会」(A society for all, Ett samhälle för alla)である。「ノーマライゼーション思想」の展開と軌を一にして,第2次世界大戦後のスウェーデンでは,学校教育においても,障害児を「分ける」伝統を止めて,「分けない」工夫を模索してきた。インクルーシブ教育の理念の標語は,「すべての児童生徒が参加できる学校」(A school for all, En skola för alla)である。 インクルーシブ教育の普及は,時の政治状況に密接に関連するものであって,1990年代以降の右傾化する世界情勢は,スウェーデンとて例外ではなかった。小論の目的は,インクルーシブ教育の展開において「スウェーデンモデル」が存在するとすれば,いかなる特徴を持ったものなのかを提示する試みの第一歩として,スウェーデンが,現在,到達している,あるいは構築している法的システムを改めて再確認する作業である。, 1842 infördes obligatorisk skola i Sverige. Sedan dess har det funnits en kamp mellan två grupper angående funktionshindrade. En relativt stor grupp ville exkludera de funktionshindrade. En annan grupp sade emot detta och hävdade inkludering. Under lång tid fortsatte trenden av exkludering därför att de flesta tänkte att det var det bästa för både funktionshindrade och icke funktionshindrade. Efter andra världskriget 1945 kom tanken om normaliseringsprincipen. Något av det viktigaste som denna princip hade med sig var inkludering som medel för att nå det målet. På vägen där normaliseringsprincipen slog igenom, kom uttrycket "ett samhälle för alla". Samtidigt i skolans värld debatterade man inkluderingsfrågan om hur man skulle inkludera de funktionshindrade i de vanliga grundskolorna. "En skola för alla" talade man om överallt. Men inkluderingsutvecklingen berodde mycket på olika tiders politiska mål. I den här uppsatsen syftar författaren till att visa vilka lagliga system som finns i Sverige i nutid. Detta arbete vill hjälpa oss visa "Sveriges modell " i inkluderingsfrågan.

スヴェン=ウーロフ・ブラットゴード(Sven-Olof Brattgård)は,スウェーデンの障害者の歴史に大きな足跡を残した人物の一人である。1960年代に,フォーカス協会(Stiftelsen Fokus)を創設し,フォーカス運動を展開した。内容は,ノーマライゼーションの思想に即した理念を維持しながらの,重度運動機能障害者のための「介護サービス付き住宅」の建設であった。世界的にも障害者の自立生活運動が,アメリカ発で急成長し,怒涛のごとく世界を席巻した時代と重なる。ブラットゴードの思想と業績を再評価する試みである。, Sven-Olof Brattgård var en av de viktigaste personerna i området av funktionshindrade i Sverige. Han var mest angelägen med att starta Stiftelsen Fokus som hade byggt fokuslägenheterna för de yngre omfattande rörelsehindrade så tidigt som 1960-talet. Som utgångspunkt byggde de handikapplägenheter i normalabostadsområden. Där kunde de rörelsehindrade leva med dygnet-rund vårdtjänst. Men Stiftelsens syfte var att hjälpa samtliga unga rörelsehindrade leva deras eget liv och ger dem möjlighet att hitta jobb, utbildning och fritidsaktiviteter i deras närmaste miljö. Samtidigt genom att få hjälp av färdtjänst, blev det lättare för dem att gå ut hemifrån. Deras grundtanke ser ut som att komma överens med normaliseringsprincipen och integreringsideologi. Men i Sverige kritiserades Sven-Olof Brattgård från sidan av handikapprörelsen därför att Stiftelsen Fokus finasierades av traditionella välgörenhets verksamhet. I dag är det viktigt att utvärdera och kritisera Sven-Olof Brattgårds roll på dåtidens sammanhang på objektivt sätt ur synpunkterna av normaliseringprincipen. Då försökte jag att skriva om Sven-Olof Brattgård både på hans negativa och positiva sidor i historiska sammanhang.

Original Article, The normalization of disabled people has two principles, i.e., individuation and socialization. In hospital life, supporters provide support, attaching more importance to socialization at present. Therefore, noting individualization (personality development) as one of the 2 principles of the normalization of disabled people, we surveyed the present status of personality development support. The subjects consisted of 42 intellectually disabled persons differing in developmental stage (6 subjects in the sensorimotor period/infancy stage, 24 in the preoperational period/early childhood, and 12 in the concrete operational period/later childhood). Concerning hobbies as a concept associated with individualization (personality development), evaluation of consistency between the subjects’ hobbies and supporters’ viewpoint about the hobbies of the intellectually disabled showed approximate consistency. In addition, evaluation of the problems regarding personality development support for people with severe intellectual disabilities suggested elements necessary for hobby activities as support and relations with each disabled person.障害者のノーマライゼーションの原理である個人化と社会化に関し、病院内生活において支援者は社会化を重視して支援しているのが実態である。そこで本研究では、知的障害者のノーマライゼーションを構成する個人化と社会化という２つの原理のうち、個人化（パーソナリティ形成）に着目して、病院内生活におけるパーソナリティ形成支援の実態を調査することとした。発達段階の異なる知的障害者42 人（感覚運動期・乳幼児期段階6 人、前操作期・幼児期段階24 人、具体的操作期・学童期段階12 人）を対象に、個人化( パーソナリティ形成) に関連づけられる概念の一つである趣味に関して、知的障害者の趣味と知的障害者の趣味に関する支援者のとらえ方とが適合しているかを検討した結果、ほぼ適合した。さらに、知的障害者のパーソナリティ形成支援の課題についての考察を行ったところ、支援としての趣味的活動および人との関わりにそれぞれ必要な要素が示唆された。

本稿では、「障害者」から「障がいのある人」への「障がい」及び障がい者観のパラダイム転換において、障がい児保育(教育)を支える理念について考察した。とりわけ、障がい者のおかれている生活条件を可能な限りノーマルなものにしようとするノーマライゼーションの考え方を敷衍するとともに、今日的に進展させたインクルージョンの理念について言及した。それらの理念を具体的に推進する考え方として、障壁の除去を意味するバリアフリーから誰にでも公平に利用できることをめざすユニバーサルデザインについて検討した。そして、それらの理念やその理念を実現するための方法の基底にあるものとして、障がい当事者の自己決定について考察したところである。

知的障がい者の社会的機能の程度に応じた支援施設である「生活援助事業（グループホーム）」と「障がい者共同生活介護事業（ケアホーム）」が，平成26 年4 月から一元化された。しかし，知的障がいの程度や合併する身体・精神障害に応じて，同じ生活空間を共にする利用者ごとに発生するニーズは異なると想定され，職員はそれぞれのニーズを把握した上での対応が必要になる。本研究では，主として軽度知的障がい者を対象としたグループホームで発生するニーズをカテゴリー分けした小松（2002）を参考に，より重度知的障がい者を含むケアホームで発生するニーズについて参与観察を行い，特定，分類した。その結果，障がいの程度が軽度の者は生活が現状よりさらに快適に変化することを求め，逆に障がいの程度が重度の者は生活内での小さな変化に過敏に反応し，維持を求めることが示唆された。

秋田大学教育文化学部附属学校園は，同敷地内に四校園が隣接するという全国的にも数少ない教育環境に恵まれている．そこで，本研究では，この恵まれた環境を生かし，特別支援学校が幼稚園，小学校，中学校とそれぞれ継続的に交流活動を行った成果について検証する．, The kindergarten, elementary, junior high and special support schools operated under the Faculty of Education and Human Studies, Akita University, comprise one of the few examples of affiliated schools in the country that provide an integrated educational environment due in part to their lose physical proximity. This study examines the accomplishments of the continuous exchange program run between the special support school and the kindergarten, elementary school, and junior high schools, respectively, as they make the most out of their rare surroundings.

Independent living of the intellectual disabilities has not advanced compared with the physical disabilities because of their economical state and their insufficient abilities of the self-decision. I take historical reviews of the principle of normalization in chapter 1, and of the concept of quality of life in chapter 2. In chapter 3, I assume the condition to build up the concept of quality of life of intellectual disabilities by referencing the development of normalization and quality of life mentioned in chapter 1 and 2.

This study examines changes in attitude to disabilities and considers current issues on the subject. Views on disabilities can be understood from within a social model rather than a personal model by using the concept of normalization, or as new independence-based on the work of the independent living movement. Emphasis on empowerment and viewing the state of health, rather than disabilities, are common today, as is the point of view of disability as personality. It is proposed that it is necessary to establish a view of disabilities that acknowledges the disability, while building a society where the disabled are not disadvantaged.

本稿では、今日のグローバリゼーションの中での格差社会における格差問題と貧困問題を考察した。その問題は社会の活力そのものの弱体化と関わる問題であるだけに格差の是正は喫緊の課題である。その課題を検討する際の重要なキーワードとしての社会的排除という問題について、国の内外の抱える問題から言及した。それに次いで、社会的排除の問題の解決に取り組むために打ち出されてきた理念ともいえる社会的インクルージョンという考え方について検討した。そして、本稿の主題ともいえる障がい者問題と関わって、ノーマライゼーションの理念それ自体の今日的課題とは何かについて考察したところである。

ノーマライゼーションやインテグレーションといった風潮が高まる中，身体障害のある人達が教壇に立ち，子ども達の教育に携わる機会が増えてきている。一方で，「教員採用」ということになると，その実数は未だ少ないという現状がある。そこで，本稿では，公的に発表されている統計データを踏まえて，身体障害者の教員採用の現状について検証し，背景要因や課題について議論を行った。また，子ども達や現職教員が身体障害のある教員をどのように捉えているかについて検討する為，アンケート調査を実施した。最後に，身体障害のある人達の教員採用に向けて，現状の課題を改善する為の視点と今後の展望について述べた。

高齢化社会である現在、特別養護老人ホーム等高齢者対象福祉施設のニーズが増加している。そこで必要とされる福祉活動は、日常生活の介助、生活空間の提供だけではなく、高齢者がそれぞれ社会を構成する一人として尊重され、施設内外の人と交流し、共に支えあうノーマライゼーションの実践である。そして、心豊かな生活、自身の存在が肯定される活動等、ノーマライゼーションの実践において有用性のある生涯学習「美術」への関心は近年社会的に高まっている。本稿では、このようなノーマライゼーションの実践を目指した陶芸ワークショップの活動内容について報告し、粘土という触覚体験活動で得られるワークショップ参加者の心の変化を検証する。

発達障害児に関する医療は長年「療育」と呼ばれ、一部の特殊な医療施設で行われるのが主であった。一般社会においては当然のことながら、多くの医療従事者にとっても認知度は低く、障害を持つ人々と発達障害児の医療行為には多くの誤解や偏見が持たれてきた。筆者らは救急総合診療や、医療者への継続教育(professional development)を担当してきたが、これらの経験をもとに、特に発達障害児の医療システムと心理的な概況と支援について、文献のレビューと現状認識について討論を重ねてきたものの一部が本稿である。充実した障害児医療システムの展開には、各診療機関の連携と医療の現場そのもののノーマライゼーションが必要であることが示唆された。, We considered remedial education or "Ryouiku",which is treatment methods or systems for child with developmental disorder. It is a lot of misunderstandings and the prejudices have been naturally had in the medical professionals,much less in a general society. As for medical treatment systems for child with developmental disorder and a psychological status and support, part is especially this texts based on these experiences though the discussion of the review and the perception about the present state of affairs of the document was done repeatedly though authors. Those are specialists,one is ER(Emergency Room)doctor who have practiced in near residents on day and night around the clock and another is clinical educationalist who have taken charge of continuing education and training (professional development) to medical professionals. It was suggested that the normalization of practices on general medical treatment systems of each diagnosis and treatment organization be necessary in progressing in the child with developmental disorder for medical treatment systems that enhanced it.

本論文の一つめの目的は、障害理解学習とその背景となる交流教育(交流及び共同学習)や障害観を概観することである。二つめの目的は、小学校6年生を対象として行った障害理解学習での感想を質的研究法であるKJ法を用いて分析し考察することである。その障害理解学習は、アイマスクやシュミレーションレンズを用いて視覚障害者を模擬体験する授業であった。模擬体験により、児童は障害に対してマイナスのイメージやステレオタイプのイメージを抱いた。これらは、ICDIHの構造的理解といえる。スティグマ的な感想もあり、今回の模擬体験による障害理解学習は転換が必要である。一方で、スティグマを障害理解の段階の初期ととらえることもできた。今後、模擬体験を含めたうえで、系統的な障害理解学習の構築が必要であると指摘することができる。, The primary purpose of this thesis is to take general views of The Disability Understanding Study and exchange education, and to challenge the individual's outlook on disabilities. The secondary purpose is to analyze, by using the KJ Method (that is, the qualitative research method) and to consider the general impressions from the practical use of the Disability Understanding Method targeting elementary school sixth graders for this study. For the Disability Understanding study, eye masks and simulation lenses were used to mimic the experience of a visual handicap. The sixth grade student had the opportunity to deal with both the visual challenge and the stereotypes associated with this particular impediment through the mock experience of sightlessness. It can be said that this lays the basis for a structural understanding of ICDIH. There are also issues of stigmas associated with handicaps therefore making it necessary to increase awareness of the disabled experience through mock practice. In the case of the sixth graders using the Disability Understanding Study, stigma was caught and identified with the promise of a deeper understanding of visually handicapped people. It can be pointed out that systematic constructions of Disability Understanding Studies incluging mock experiences of physical disabilities are valid and necessary in the future.

わが国の障害児(者)施策における福祉サービスの動向は、既存の施設入所サービスから在宅福祉サービスへの流れが急速に高まり、ノーマライゼーションの浸透とともに施策の整備も図られてきている。こうした流れの中で、在宅福祉サービスの一環として整備・発展してきているレスパイトサービスに焦点を当て、その実情を知るために、全国342ヶ所で実施されているレスパイトサービス事業所のうち、協力の得られた東京近郊の事業所において実態調査を行なった。この結果、平成3年度厚生省心身障害研究班の定義で「レスパイトサービスとは家族への息抜き援助である。」とされている範疇を越えて、レスパイトサービスが障害児(者)本人にとっても今後の地域生活や社会参加の意図を促進するためにも大変有効な方策であることが明らかになった。また、この事業が全国に拡大、定着していることも資料から類推でき、更なる発展が期待される。

Article, 老年期にある高齢者の重度記憶障害についての若干の検討と考察を試みた。特に認知症（痴呆）による知能障害と記憶障害についての脳病理学的、神経心理学的、認知心理学的解明を試みながら、福祉臨床における介護支援の諸方策について検討した。加齢にともなう高齢者の認知機能の抵下は、われわれ人間にとっては避けがたい生物学的、神経心理学的現象と言えるが、長年にわたって培われた知識・技能が容易に失われないこともまた事実である。認知症の中核症状に記憶機能と認知機能障害が考えられている。記憶能力の低下は知覚、学習、思考、コミュニケーション行動に直接的な影響を及ぼすが、そのための介護福祉的支援方策について考察し、若干の提案を試みようとした。急性、亜急性に発症する認知症は医療の対象となるが、一般的な老化による記憶機能と認知過程の障害は、徐々に部分的に出現し次第に憎悪する傾向がみられる。そのあらわれ方には個人差があり、個々人の人生努力と密接である。個人の自助努力は言うに及ばず、また家族、地域による福祉支援課題として、その対応方策が考慮されねばならない。軽度の認知症が疑われるレベルでは、幼少期から十分習慣化した運動や身体作業、ADLに支障があらわれ、日常生活や社会行動面において部分的な不具合や不都合が生じるようになる。 さらに、中・重度の認知症になると見当識などの認知機能のみならずADL、APDLにも重い障害があらわれてくるが、著しい言語・記憶障害を示す認知症への対応には、医療、理学療法、作業療法、言語療法のほかにも、福祉的環境調整ときめの細かいケアプランとケアワーク、それに生活療法的、行動療法的、芸術療法的支援、非言語的意志伝達などの諸方策が必要となる。高齢認知症者の抱える個人的問題に関しては、身体的側面のみならず精神的側面と、家庭・社会関係の再体制化への配慮が求められる。なかでも家族福祉支援が重要である。そのための医療・福祉支援は必須のものとなる。問題の解決には高齢認知症者のQOLと高齢者をとりまく社会・文化的環境についての配慮も欠くことはできない。, 弘前学院大学社会福祉学部研究紀要. 5, 2005, p.1-13

少子・高齢化が急速に進む日本の社会福祉制度の課題を把握するために、福祉先進国といわれるスウェーデンを訪問し、聞き取り調査を行った。高齢者福祉施設の現状と取り組み等を検討し、その背景にある福祉理念の豊かさこそが、充実した制度の原動力となっていることを考察した。日本の社会福祉制度においても、人権保障・自立支援等の福祉理念に基づく制度・施策の実現が、求められる課題であることを明らかにした。

自立生活運動(IL運動)を契機として障害者支援においては当事者性が重視され,ピア・カウンセリングやセルフ・ヘルプ・グループなどの様々なアプローチが開発されてきた。こうした取り組みは一定の成果を上げているものの,障害者支援の主流となるにはまだ多くの課題を残している。本研究は,自立支援システムの構築にあたっての理論的枠組みを得ることが目的としたが,自立支援思想の基本的な概念であるノーマライゼーション,自立,人権,自己決定,国際障害分類(ICIDH-2)などにおける課題の明確化を試みた。主体性と関係性が分離された論理展開によって生じる矛盾を指摘し,ワロンの発達理論や鈴木亨の響存哲学の推論式(存在者逆接空)を用いてそれらを統合した基本構造を検討した。また,主体性と関係性の二重構造をモデルの柱としたシステム論的アプローチを用いることにより実践の方向性を示した。

沖縄では1995年頃に、地域で暮らすことをめざす重度障害者やその親の運動が一挙に現れてきた。この最近の数年間の沖縄の状況をまとめると以下のようである。(1)障害者のデイサービスが介護型を含めようやく７カ所になった（2000年４月開始予定を含む)。(2)デイサービスと連携して住宅保障による24時間の地域生活を保障する試みが開始された。(3)小規模作業所で重度障害者を受け入れるいくつかの試みが現れた。(4)重症心身障害児施設の通園事業が３カ所になった。これらの取り組みの中で重度障害者が地域で生活しようとしたときに国の施策が量的にも質的にもきわめて不充分であることがあきらかになった。特に離島においてそのことが顕著である。九州でも沖縄と同様な状況があり、福岡県福間町や佐賀県佐賀市等、一部の地域では重度障害者が多数を占めている作業所づくりが発展している。国と自治体は重度障害者の地域生活支援の施策を根本的に見直す必要がある。, In Okinawa, persons with severe handicaps and their parents have began to claim the right to live an active and normal life in their own communities with other non-handicapped people. This change started during the past few years. A few plans have been put into practice by persons concerned, local government and the Ministry of Health and Welfare, For example, day service， homes for groups of the handicapped, unauthorized small workshops and day care in authorized facilities for adults and children with severely mental and physical handicaps have begun. But these changes are far from sufficient in both quality and quantity. Central government and local government are mostly responsible for realizing the normalization of the severely handicapped in Okinawa.

快適住まい環境研究会の平成10年度の活動を報告した。1.その人の身体の状態に合った外出の便宜のために、家、バス、道路、駐車場の整備の必要がある。2.緊急避難システムの活用と「予防救急」のために、身体の状態の変化に合わせて、家の構造を見直す必要がある。3.老人の施設を設計する設計士は、老人の行動を理解することが必要である。そして、そのことが、ノーマライゼーションを進めると考える。, This paper is report of our research in 1998. 1. We should improve as such as conditions of house, road and parking for the handicapped who goes out from their houses. 2. For the system of emergency refuge and "preventive emergency", we have to reexamine the structure of the house according as their corporeal ability. 3. We concluded that the designer must understand the behaviors of the aged and this would evolve a normalization.

精神障害者の自立と社会参加の具体的な方法論を探る目的で共同住居・作業所・福祉関連企業複合体「浦河べてるの家」を訪問し、その施設やグループの歴史、活動、理念について観察、聞き取り調査を行った。その結果、1．共同作業所や有限会社設立前の自然発生的な会合や共同生活の中にセルフヘルプグループとしてのエンパワーメントの獲得過程があり、それが発展の力になっていること。2．押し付けの援助はされておらずスタッフは障害者ー非障害者という枠を越えて「この世に棲む」人間として共に生きようとする姿勢があること。3．企業としての活動が,メンバーの意欲を高め創造性豊かな社会参加を促進していること。4．地域社会全体の中にあるコミュニケーション不全の解決がノーマライゼーションの促進につながることなどがうかがえた。これらの活動は、精神障害者リハビリテーションばかりでなく、将来の市民社会のあり方にも興味深い示唆を与えているものと思われた。The history, activity and management system of the Urakawa Bethel-no-Ie, which has a factory, two grocery stores and four group homes for community based rehabilitation for individuals with mental disorders (the members) was investigated through field work. The findings and observations on the Urakawa Bethel-no-Ie could be summarized as follows: 1. The activities of individuals with mental disorders as a self-help group with empowerment contributed to the establishment and development of the stores and factory of the Urakawa Bethel-no-Ie. 2. The staff of the Urakawa Bethel-no-Ie has never enforced training or supervision against any member's will and has treated the members as companions for life. 3. Commercial activities of the Urakawa Bethel-no-Ie has facilitated the normalization of the members' lives. 4. Actions taken to improve the communication system in the community also helped to normalize individuals with mental disorders. From the above it may be concluded that activities of the Urakawa Bethel-no-Ie provide important guidelines, not only for community based rehabilitation systems, but also for the general social system in the future.

The purpose of this study was to investigate the attitudes of college students toward disabled people. The subjects were 34 education majors taking a special education class, 39 education majors not taking such a class, and 76 engineering majors. All were asked to answer a 99-item questionnaire concerning blind-ness, deafness, and physical disabilities, rating the items on a 5-point scale. The hypotheses were the following: first, that it is easier to accept deafness than blindness because it is an invisible handicap. Second, that students majoring in education can more easily accept deafness than students not majoring such a field. Third, that students taking a special education class find it easier to accept than students who are not. The results of the question-naires supported all these hypotheses. This paper discusses the attitudes, not only of college students, but also of others toward those with disabilities. The conclusion is that an awareness of both disabilities and abilities is an important factor in Community Based Rehabilitation.
