Tutkimuksen tavoitteena oli arvioida viiden eri maanteiden nopeusrajoitusta muuttavan toimenpiteen vaikutuksia liikenteen turvallisuuteen, keskimääräiseen matkaaikaan, polttoaineenkulutukseen, energiankulutukseen, CO2-päästöihin ja liikennemeluun, ja vaikutusten yhteiskuntataloudellisia hyötyjä ja haittoja. Lisäksi arvioitiin, miten toimenpiteet tukevat valtakunnallisen liikennejärjestelmäsuunnitelman tavoitteita. Tutkimusmenetelmänä oli teoreettinen tarkastelu eri vaikutuksista perustuen nopeusrajoitusten muutosten aiheuttamiin keskinopeuden muutoksiin. Tarkasteltavat toimenpiteet olivat talviajan nopeusrajoitusten ympärivuotinen käyttö (TP1), yleisrajoitus 70 km/h taajaman ulkopuolella ja 40 km/h taajamissa (TP2), nopeusrajoitus ≥ 100 km/h vain rakenteellisesti erotetuilla tiejaksoilla (TP3), nopeusrajoitus enintään 100 km/h moottoriteillä (TP4) ja nopeusrajoitus 60–80 km/h kaupunkiseutujen sisääntuloväylillä (TP5). Kaikkien toimenpiteiden arvioitiin vähentävän vuosittaisia henkilövahinko-onnettomuuksia (-10...-77) sekä liikenteessä kuolleiden (-1...-14) ja vakavasti loukkaantuneiden (-1...-12) määrää. Suurimmat vaikutukset liikenneturvallisuuteen arvioitiin TP1:lle ja TP3:lle. Keskimääräisen matka-ajan arvioitiin kasvavan (3,7–9,6 %) kaikilla toimenpiteiden verkoilla. Sähköautojen vuosittaisen energiankulutuksen arvioitiin vähenevän kaikilla toimenpiteillä (-150...-1 280 MWh), ja polttoaineen vuosittaisen kulutuksen vähenevän lähes kaikilla toimenpiteillä (bensiini: 534...-6 274 kl ja diesel: -596...-7083 kl). Poikkeuksena on TP2, jonka arvioitiin johtavan kulutuksen maltilliseen kasvuun (bensiini: 228 kl ja diesel: 1 036 kl). Myös CO2-päästöjen arvioitiin vähenevän kaikilla toimenpiteillä (-2,3...-26,8 kt CO2) paitsi TP2:lla (2,5 kt CO2). Kaikkien toimenpiteiden arvioitiin vähentävän haitalliselle liikennemelulle altistuneiden määrää. Toimenpiteiden yhteiskuntataloudelliset vaikutukset laskettiin tieliikenteen hankearvioinnin yksikköarvojen avulla. Suurimmat arvioidut hyödyt syntyisivät henkilövahinkojen vähentymisestä (-3,7...-59,2 M€/v.) ja suurimmat haitat keskimääräisen matka-ajan kasvusta (8,3...59,2 M€/v.). Laskemalla yhteen kaikkien vaikutusalueiden arvioidut hyödyt ja haitat, TP3 ja TP5 olivat arvion mukaan yhteiskuntataloudellisesti hyödyllisiä (kustannussäästö noin -1,5 M€/v. molemmissa toimenpiteissä). Suurimmat arvioidut yhteiskuntataloudelliset haitat syntyisivät TP1:lle ja TP4:lle (kustannusten kasvu 4,9–6,7 M€/v). Kaikkien toimenpiteiden arvioitiin kasvattavan matka-aikoja hieman, minkä johdosta mikään toimenpide ei edistä saavutettavuustavoitetta. Kaikki toimenpiteet edistäisivät kestävyystavoitetta, koska ne vähentävät henkilövahinkoja, polttoaineen- ja sähkönkulutusta, hiilidioksidipäästöjä sekä haitalliselle liikennemelulle altistuneiden määrää. Kahdella toimenpiteen (TP3 ja TP5) arvioidut vaikutukset aikaan saavat yhteiskuntataloudellista hyötyä eli parantaisivat tehokkuustavoitetta.

4. Evidence on impacts of automated vehicles on traffic flow efficiency and emissions: Systematic review

Despite high expectations of driving automation improving road traffic, its practical implications on traffic flow and emissions are not yet definite. This study systematically reviewed literature on practical impacts of non-connected automation of passenger cars on motorway traffic efficiency. A conceptual framework showed the importance of understanding interactions between vehicles, both human-driven and automated, but they are not yet sufficiently known and reproduced by traffic models. Field studies have focused on equipped vehicles. Simulation studies have used different models and assumptions, narrow fleet compositions and road layouts, and covered the theoretical potential in ideal conditions rather than likely impacts in practice. Simulations with automated vehicle time gaps below 1.2 s have found throughput increases, but recent field experiments and simulations using commercial ACC vehicles indicate decreased traffic flow efficiency with increasing traffic volumes and penetration rates. Concluding implications for real traffic from available data is challenging. While benefits are possible for equipped vehicles in low traffic, results suggest negative implications for throughput and emissions at higher traffic volumes. Importantly, more differentiated discussion on the impacts of automated vehicles on traffic flow is needed, considering also the practical implications, such as tradeoffs with safety goals, if benefits are to be achieved.

Impacts of driving automation on traffic flow and emissions are usually studied with traffic simulations using only few speed limits and traffic volumes. Without considering the real-world prevalence of simulated scenarios, it is unknown how the results translate to real-world conditions, such as a regional motorway network. The present study assessed the potential impacts of conditionally automated driving, described by stable vehicle motion control and longer time gaps, on the European motorway network assuming no changes in other influential factors, such as travel demand or vehicle fleet. Traffic simulations provided estimates of the effect magnitude per vehicle kilometre travelled (VKT) in representative conditions, and results were scaled up using map-, traffic- and weather-related data, accounting for the VKT per condition. Overall, the impacts of automated vehicles (AVs) on the European motorway network are likely small. Travel times and delay are estimated to increase by 0.8% and 1.3% respectively at a 100% AV penetration rate among passenger cars, and CO
2 emissions to drop by 0.5%. While large reductions of average travel time (up to 8.0-10.4%), delay (up to 17.5-34.8%) and emissions (up to 13.5-15.0%) were found at high traffic volumes, most (86%) of the VKT accumulate at low traffic volumes, with small estimated effects. Thus, although beneficial in some conditions, the AVs considered in this study are not likely to support Europe's sustainability goals. Findings advocate a comprehensive approach: Whereas impacts are likely greatest in heavy traffic, the prevalence of conditions must be considered in network level assessment. - Abstract
Automated Valet Parking can be made more efficient with Internet of Things (IoT) techniques for e.g. reservation and detection of free parking spaces. In the framework of the H2020 AUTOPILOT project, a prototype vehicle and service have been developed and demonstrated in Tampere, Finland. The vehicle uses a reservation application for assigning the parking place and a traffic camera for detection of obstacles in the projected path and on the reserved parking space. User tests have been performed to assess the user acceptance of the service. The business opportunities of the services have been assessed in workshops with stakeholders.

Road vehicles are becoming increasingly automated and connected due to rapid technological progress and digitalization trends. Vehicle connectivity might improve automated driving (AD) in various ways. While the benefits of convergence of sensor-based technologies and connected-vehicle communications are relatively well analyzed from technological, economical, and legal perspective in recent works, assessing user acceptance remains a challengeable task as many of the benefits of this convergence are not directly observable by the users. This study provides early insights on expectations, requirements and concerns of potential users of AD progressed by Internet of Things solutions based on an online survey conducted in eight European countries. It is a part of the European project AUTOPILOT where different use cases of AD progressed by Internet of Things (IoT) are developed and tested. This contribution summarizes the main results from the survey and discusses their implication for the development of the technology considering the user perspective.

Tieverkon liikennöitävyyden ylläpitäminen edellyttää säännöllisiä kunnossapito- ja parannustöitä. Tietöistä voi aiheutua haittaa liikenteelle, ja tienkäyttäjät sekä tietöitä suorittavat henkilöt ovat alttiina onnettomuuksille. Tietöistä on perinteisesti tiedotettu liikennemerkein sekä tieliikennekeskusten liikennetiedotteilla. Teknologian kehittyminen mahdollistaa uudenlaisten yhteistoiminnallisten (C-ITS) tiedotusjärjestelmien käyttöönoton osana älykästä liikennejärjestelmää. Yksi esimerkki on yhteistoiminnallinen lyhyen kantaman tietyövaroitus, jossa kuljettaja saa erillisen ITS-G5-vastaanottimen kautta varoituksen edessä olevasta työmaasta, tyypillisesti noin 300 m ennen kohdetta.Törmäysvaimentimiin kiinnitettyjen C-ITS-lähettimien lähettämät varoitukset ovat käytännöllinen ratkaisu tietyövaroitusten toteuttamiseen. Euroopan ensimmäiset kokeilut keskittyvät pääasiassa järjestelmien tekniseen toimivuuteen ja toimintalinjausten määrittämiseen, eikä vaikutustutkimuksia ole vielä saatavilla kovinkaan monesta kohteesta. Varsinaisia käyttäjiä näiden testienulkopuolella on vielä vähän, sillä viestien vastaanottaminen vaatii erillisen ITSG5- vastaanottimen ajoneuvossa. Suomessa törmäysvaimentimet ovat vielä harvinaisia, ja varoituksia on kokeiltu mobiililaitteiden kautta. Tämä ratkaisu ei vaadi erillistä päätettä tai infrastruktuuria ja sen on todettu sopivan Suomen olosuhteisiin. NordicWay-hankkeen tulokset osoittivat, että tieliikenteen häiriötiedon jakelu toimii matkapuhelinverkossa nopeasti, turvallisesti ja tehokkaasti.Tämän työn tavoitteena oli tuottaa pohjatietoa yhteistoiminnallisten tietyövaroitusten käyttöönotto- ja käyttöstrategian valmisteluun suomalaisessa tieympäristössä. Tutkimusmenetelminä käytettiin kirjallisuuskatsausta, asiantuntijahaastatteluja sekä tietöiden läheisyydessä tapahtuvien onnettomuuksien ja tietöiden turvallisuuspoikkeamien tarkastelua. Eri lähteiden perusteella määritetyt keskeisimmät tietyövaroitusten luokittelutekijät täydentävät toisiaan. Asiantuntijahaastatteluiden tuloksissa korostuvat tieympäristö ja tietyön ominaisuudet, tieliikennekeskusten haitta-asteluokituksessa olosuhteet ja tietyön seuraukset, ja kirjallisuus tarjosi täydennystä etenkin kuljettajan toiminnan näkökulmasta.Taulukossa 1 on esitetty tärkeimmät kriteerit, jotka tämän työn tulosten perusteella tulisi huomioida varoituksen tärkeyden arvioimisessa. Varoituksen kohteen, eli tietyön ominaisuuksien, lisäksi varoituskriteereihin tulisi vaikuttaavaroituksen tarkoitus ja toteutustapa. Lyhyen ja pitkän kantaman varoituksissa korostuvat hieman eri kriteerit olosuhteista ja käyttötarkoituksesta riippuen. Myös työmaan ja kuljettajan ominaisuuksia tulisi huomioida. Yhteistoiminnallisten järjestelmien yleistyessä laajemmin eri lähteistä tulevien viestien koordinointi on kuljettajan näkökulmasta tärkeää, jotta voidaan välttää liiallista viestien määrää eri järjestelmistä.

15. Quality of life impacts of connected automated driving:Case: AVP

- Abstract
Automated driving is expected to change the transport system and way we travel and thus have impacts on our society. Solutions through which automated driving is accelerated, enhanced or enabled by the Internet of Things (IoT), are developed and tested in the AUTOPILOT project under the European H2020 programme. This paper describes a comprehensive methodology for evaluating the impact of connected automated driving on quality of life in terms of personal mobility, well-being, traffic safety, traffic efficiency and the environment, including test experiences and data, expert views and modelling. A comprehensive methodology framework is developed taking into account direct and indirect impacts on users and the society, by considering the most important impact mechanisms affecting quality of life in connected automated driving. The methodology is applied to the case example automated valet parking (AVP).

- Abstract
This deliverable presents the methodologies for the evaluation of the piloted use cases; for technical evaluation and the assessments of user acceptance, quality of life and the business impact.The FESTA methodology is applied and enhanced for evaluating the added value of the Internet-of-Things (IoT) to improve Cooperative and Automated Driving (AD). The main research question to be evaluated is defined as “What is the added value of IoT for AD?” This central question is refined for all four evaluation perspectives in more detailed research questions, hypotheses and key performance indicators, measurements and log data from the pilots, and in evaluation methods. The methodologies provide the starting point for implementation and execution int he evaluation tasks in the next preparation and piloting phases.The evaluation methodologies are tailored for the scale and scope of the pilot sites and implementations of the use cases. The common research focus in the evaluation methodologies on the concepts and criteria that are most common among pilot sites and use cases maximises the synergy and coherence between the evaluation tasks. Potential improvements of IoT to accelerate, enhance or enable automated driving functions and services will be evaluated and assessed collaboratively from all four perspectives. The methodologies will be extended for additional use case or pilot site specific evaluation criteria during the coming phases.This deliverable provides guidelines, requests and requirements for pilot test scenarios and data provisioning that will be needed as input for evaluation. This is input for the specification and data management of the pilots.

- Abstract
L3Pilot is a large-scale, Europe-wide, real-world pilot study of SAE Level 3 automated driving functions. The functions to be tested include a Motorway Chauffeur, Urban Chauffeur, and Parking Chauffeur, all designed to enable the driver to move safely and efficiently through selected road environments. This deliverable reports the results of applying the ‘FESTA ‘V’ methodology to the development of a set of Research Questions that will be used to direct the study of SAE Level 3 (and Level 4) automated driving. The main result reported here is a list of Research Questions (RQs) with associated hypotheses, performance indicators and required vehicle-based data logging needs, agreed by partners, following a series of iterations . These RQs are tied to a specific Evaluation Area and Impact Area which were defined at the outset of the L3Pilot project, and are motivated by the FESTA approach and existing literature in the field. The RQ-list is intended as a ‘living document’, to be reviewed and revised as more detailed information becomes available about the ADFs for test (reported in D4.1), and further work is completed in the matching of Experimental Methods and Evaluation Methods to Research Questions. The document is delivered with an accompanying Table showing the selected Research Questions, with related hypotheses and performance indicators in additional detail.The output from this Deliverable feeds into the work conducted by WP3.4 and WP3.5, where experimental procedures and evaluation methods are mapped on to this Research Questions list, and the feasibility of each RQ is assessed through interaction with partners involved in the preparation and delivery of the pilot studies, and the evaluation activities (SP7). This deliverable also informs the pre-piloting stage of the ADFs in SP4, such that the experimental studies can be designed and set-up with the Research Questions and hypotheses in mind. The definition of Performance Indicators required for the evaluation of the ADFs supports the production of piloting tools and testing of the data processing and analysis chain (SP5), before full-scale, on-road, testing begins (SP6).This work will also provide contributions to the Code of Practice for the Development of ADFs (SP2); specifically the amendments to the FESTA methodology to accommodate testing of SAE Level 3 and Level 4 ADFs.The final version of the RQs that will be addressed in the L3Pilot project will be reported in D3.4 Final Evaluation Plan.

About 4000 reindeer are killed each year on roads in Northern Finland, causing significant costs due to reindeer recompenses and vehicle repair costs. This study investigated the use and acceptance of a real time reindeer warning system. The potential of the system in preventing reindeer accidents was studied with warnings sent by participating professional drivers and reindeer herders. The real time reindeer warning system was tested for about 1,5 years on two roads in Northern Finland: main road 20 between Oulu and Kuusamo and main road 4 North of Rovaniemi. Participating professional heavy goods vehicle drivers received warnings about reindeer on the road with a simple and easy to use smart phone application. The drivers drove on the test roads regularly and often encountered reindeer on the roads. The warnings were sent by the drivers themselves as well as by a group of local reindeer herders. When a driver saw reindeer on or near the road, he touched a circle on the screen of a smart phone installed in their vehicle, sending the warning to all nearby drivers who had the application in use. The warnings were in effect within an area of radius 500 m from the initial warning for the following 2-4 hours. The impacts of the service were evaluated by driver questionnaires and interviews, expert assessment and interviewing reindeer herders and other stakeholders. The drivers were interviewed twice, after about 6 and 12 months use of the service. 25 drivers participated in the interviews. The majority of drivers assessed the service useful and easy to use. They especially appreciated the possibility to foresee unexpected situations. Almost all drivers expressed directing their attention more towards the road environment after receiving a message. Most also reported lowering their driving speed as a result of receiving the warning. It was estimated that the service could lead to a decrease in reindeer accidents by 10-18 % if all drivers had the possibility to receive messages and all local professional drivers had the possibility to send and receive them. This corresponds to a reduction of 395-725 reindeer accidents annually. The warning service was also found to have indirect effects on traffic safety. In addition to reindeer collisions the service also has an effect on general traffic safety as drivers are more alert and reduce speed after receiving a warning. Regarding all injury accidents in the area, the service was estimated to cause a reduction of 0,8-1,5 % of accidents, corresponding to 2-4 injury accidents annually. The service worked well and was well received by its users. Also the stakeholders interviewed believed the service to be useful and hoped for a large scale implementation. The reindeer warning service raised wide interest in Northern Finland and also elsewhere in Northern Europe. Reducing reindeer accidents is perceived as an important issue. Regarding future services, attention has to be paid on the end user device. Permanently installed devices such as navigators are preferable to loose smart phones, but even then special attention has to be paid on the design of the user interface. It is advisable to study the possibility of risk compensation, especially concerning casual travellers. This is to make sure that the service maintains its effect and the users do not trust too much that there are no reindeer ono the road if they receive no warnings. The drivers' responsibility in all situations has to be emphasised.

The objective of VTT's Innovation programme for Intelligent Transport Systems and Services (INTRANS) is to promote transport safety, efficiency and environmental friendliness by exploiting new innovative services and technology. The objective of this study was to create a foresight plan and roadmap for innovative operation of the transport system 10-20 years into the future, enabling the most promising services to be selected for development. The services chosen should provide new possibilities for export and domestic business for Finnish companies while providing distinct added value to transport system operators. The work was based on Ventä's roadmap method and two expert workshops with representatives from the Ministry of Transport and Com-munications, the Finnish Transport Agency, the Finnish Transport Safety Agency, the Centre for Economic Development, Transport and the Envi-ronment of Southeast Finland, the City of Tampere and VTT. The vision "Proactive operation ensures that the transport system works as a whole in the most efficient, safe and environmentally friendly way and fulfils the user's expectations under all circumstances" was created within the project. In the vision, operation affects the travel mode distribution and prerequisites of mobility and thus the demand for traffic. Within the work the present state was described and future trends were worked out. The challenges and solutions of transport system operation were listed. As a result, lists of action for the different parties in charge were created for the years 2012-2013, 2014-2020 and 2021-2030 in order to reach the vision.

VTT:n älyliikenteen innovaatio-ohjelma INTRANSin tavoitteena on edistää liikenteen turvallisuutta, sujuvuutta ja ympäristöystävällisyyttä kehittämällä uusia innovatiivisia palveluja ja teknologiaratkaisuja. Tässä työssä oli tarkoituksena kehittää ennakkonäkemys ja tiekartta innovatiivisille liikennejärjestelmän operoinnin palveluille 10-20 vuoden päähän, jotta lupaavimmat palvelutyypit voitaisiin tunnistaa ja ottaa kehitettäviksi. Palveluiden tulisi tarjota uusia mahdollisuuksia vientiin ja kotimaan liiketoimintaan suomalaisille yrityksille sekä samalla tuottaa selkeää lisäarvoa liikennejärjestelmän operaattoreille. Työ perustui Ventän tiekarttamenetelmään ja kahteen asiantuntijatyöpajaan, joissa oli edustajat VTT:n lisäksi liikenne- ja viestintäministeriöstä, Liikennevirastosta, Liikenteen turvallisuusvirastosta (Trafi), Kaakkois-Suomen ELY-keskuksesta ja Tampereen kaupungilta. Työssä kehitettiin visio: "Proaktiivinen operointi takaa, että liikennejärjestelmä toimii kokonaisuutena mahdollisimman tehokkaasti ja täyttää käyttäjän odotukset kaikissa olosuhteissa." Visiossa operoinnilla vaikutetaan kulkutapajakaumaan ja liikkumisen edellytyksiin ja sitä kautta liikenteen kysyntään. Työssä kuvattiin nykytila ja selvitettiin tulevaisuuden trendejä. Liikennejärjestelmän operoinnin haasteet ja keinot selvitä haasteista listattiin. Lopputuloksena annettiin toimenpidelistat alan eri toimijoille vuosille 2012-2013, 2014-2020 ja 2021-2030, jotta visio saavutettaisiin.

Yhtenä ajatuksena liikenneturvallisuustavoitteita asetettaessa on esitetty, että liikenteen tulisi olla yhtä turvallista kuin työelämä keskimäärin. Tämän tutkimuksen tarkoituksena oli päivittää ja täydentää liikenteen ja muiden toimintojen turvallisuutta koskeva vertailu. Loukkaantumisten määritelmä- ja tilastointieroista johtuen keskityttiin kuolemantapausten vertailuihin. Tutkimus perustui eri tilastoihin käyttäen riskistöinä henkilö- ja liikennesuoritteita sekä aikaa. Kuljettu kilometri on selvästi vaarallisinta ns. suojaamattomissa kulkumuodoissa: moottoripyörä, mopo, polkupyörä ja jalankulku. Turvallisimmin kilometrin kulkee lentäen tai junalla, mutta linjaautokin on henkilöautoa turvallisempi, vaikka poikkeuksellisen vakava Konginkankaan onnettomuus (23 kuollutta) sattui tarkastelujakson ajalla. Liikenteessä vietetty tunti on turvallisinta viettää junassa, linja-autossa tai jalankulkijana. Tunti ilmaliikenteessä on likimain yhtä turvallinen kuin tunti henkilöautossa – näin vaikka tarkastelujaksoon osui harvinainen helikopterionnettomuus Tallinnan edustalla (14 kuollutta). Tieliikenteen kuolemien vuoksi menetetään vuosittain elinaikaa yli sata miljoonaa tuntia. Matkaa kohti vaarallisimmalla kulkutavalla, moottoripyörällä, menetetään sataa ajokilometriä kohti matka-ajan lisäksi keskimäärin 92 minuuttia liikennekuolemien vuoksi. Onnettomuuksissa, joissa on osallisena joku kevyen liikenteen edustaja (jalankulku, polkupyörä tai mopo), kuolemat tapahtuvat tyypillisesti kevyen liikenteen osapuolelle. Kuolemia toisille osapuolille suhteessa omiin kuolemiin tapahtuu eniten onnettomuuksissa, joissa on osallisena juna, kuorma-auto tai pakettiauto. Yleensä raskaassa ajoneuvossa oleva osapuoli selviää onnettomuudesta hengissä paremmin kuin kevyemmän osapuolen kulkija. Suomen tieliikenteen turvallisuus oli vuonna 2005 EU:n keskiarvoa parempi, mutta muita Pohjoismaita huonompi sekä asukaslukuun että ajoneuvokilometreihin suhteutettuna. Myös rautatieliikenteessä Suomessa tapahtui muita Pohjoismaita enemmän kuolemantapauksia asukaslukuun nähden. Tarkasteluajanjaksona liikenteessä kuoli vuosittain noin 400 henkeä: 368 tieliikenteessä, 23 junaliikenteessä ja 7 ilmaliikenteessä. Työtapaturmissa (ilman työmatkoja) kuoli vastaavasti vuosittain 45 henkeä. Kuolemanriski tuntia kohti on liikenteessä noin kymmenkertainen työelämän riskiin verrattuna ja lähes kaksinkertainen vapaa-aikaan nähden. Liikenteessä ja työelämässä vietetty aika on muuttunut turvallisemmaksi 1980-luvun ja 1990-luvun lopuista. Vapaa-ajalla kuolemanriski on kasvanut.

Liikennesää on liikenteen tiedotuspalvelu, jossa tienkäyttäjille välitetään Internetissä sekä osana television ja radion sääennusteita ajosäätä ja -keliä koskevia ennusteita. Palvelussa kootaan ja yhdistetään tiedot kelistä, kunnossapidosta sekä säästä ja sen kehityksestä ja ennustetaan näiden tietojen perusteella ajokelin kehittyminen seuraavan vuorokauden aikana. Tutkimuksen tavoitteena oli selvittää talvikaudelta 2003–2004, miten Liikennesää- palvelun tavoite oli toteutunut eli kuinka paljon eri Liikennesää-luokkia oli ennustettu, miten Liikennesää-ennusteet olivat onnistuneet eli miten päivistä, jolloin oli tapahtunut erittäin runsaasti onnettomuuksia, oli varoitettu ja miten onnettomuusriski pääteillä erosi eli keliennusteiden aikoina. Normaalia keliä ennustettiin 66 % ajasta, huonoa keliä 30 % ajasta ja erittäin huonoa keliä 4 % ajasta. Erittäin huonoa keliä ennustettiin edellistä talvikautta selvästi enemmän. Koko maassa oli talven aikana 9 päivää, joiden aikana tapahtui yli 80 % keskimääräistä enemmän liikenneonnettomuuksia. Useimmissa tapauksissa matalapaine liikkui lumisateineen Suomen yli, joissakin tapauksissa pyry oli vallinnut jo onnettomuuspäivää edeltävänä päivänä. Näiden päivien huonoista tai erittäin huonoista ajo-olosuhteista oli varoitettu erittäin hyvin ennakkoon. Pääteillä henkilövahinko-onnettomuuksien riski kasvoi selvästi ajo-olosuhteiden huonontuessa: huonon kelin riski oli yli kaksinkertainen ja erittäin huonon kelin yli kolmikertainen verrattuna normaalin ajokelin riskiin. Huonojen kelien korkeat onnettomuusriskit osoittavat Liikennesää-varoitusten tarpeellisuuden.
