2. The Benefits of Sectoral Accreditation and Reflections for Educational Organizations

- Abstract
Accreditation is an instrument of academic quality, transparency, efficiency and accountability at every step of educational systems. However, usually very few benefits of accreditation are listed when talking about educational context. The purpose of this study is to emphasize the benefits that accreditation processes in such sectors as health, management and business provide and adapt them to the context of educational organizations since these sectors have a longer historical background in quality assurance concerns and are more experienced than education. A sampling frame was established and the benefits of accreditation processes stressed in some articles, a guide book and a book from management, business and health sectors were investigated. Inductive document analysis was used and several themes and sub themes have emerged. Findings showed benefits for service recipients (clients/costumers), benefits for personnel, organizational benefits, inter-organizational benefits, benefits for the field/discipline, national and international benefits. They show that great effort should be put by all higher education institutions towards establishing notably reliable, acceptable and quality educational practices and outcomes by attaining accreditation.

3. School Principals' Learnings from COVID-19 Pandemic

The COVID-19 pandemic, which broke out in late 2019 and which we are still facing today, has caused an extraordinary disruption of many systems globally, including educational ones, and affected the lives of many students and families. Various measures were abruptly taken in order to ensure that students, teachers, and school principals continued their educational processes safely and also to lessen the crisis situation and chaos. One of these measures was country-wide school closures, and along with Turkey, most countries chose to close schools and make a quick transition to remote learning. During those weeks, several policy responses aimed at making sure that students attended online classes regularly and that they felt well. In the meantime, diverse stakeholders of educational systems (students, teachers, educational leaders etc.) have learned some lessons from this situation. The purpose of this study is to emphasize the lessons that Turkish school principals learned during the school closure period in Turkey. Within the scope of maximum diversity sampling, a purposeful sampling method, a sampling frame was established, and 105 school principals working in primary, secondary, and high schools in different provinces participated in the study. In the study, in which a qualitative online survey method was used, a Google drive form with open-ended questions was employed. Based on the findings obtained in the study, main themes have been created. These are personal, organizational, and educational lessons learned.

7. How Did School Administrators Manage the Crises During the COVID-19 Outbreak?

The focus of this research was to investigate how school administrators in Turkey managed the crises caused by the COVID-19 outbreak, which was a deadly threat for humanity worldwide. The research questions guiding this study are: 1) Did schools have a crisis plan? 2) If yes, how was the plan implemented in a crisis situation?; 3) What kind of changes were made in the plans?; 4) What should administrators do in such crisis situations?; and 5) What was done in the COVID-19 outbreak? The research was conducted as a qualitative case study which involved 105 school administrators. Due to the pandemic conditions that hindered direct face-to-face interviews and interactions, data collection was carried out online via a Google drive form with open-ended questions. The findings demonstrated that there were two main headings as the basis for the research problems. The first was the existence of crisis planning by school administrators; the other was the status of implementation of these plans. Yıldırma "işyeri şiddeti" kavramı içerisinde, örgütleri tehdit eden psikolojik bir zorbalık türüdür. Yıldırma olgusunun kavramsal çerçevesine göre, mağdurlar, kişisel, örgütsel ve sosyal sebeplerden dolayı bu olguyu deneyimleyebilirler. Bu araştırmanın amacı, eğitim örgütlerinde etnik-kültürel farklılıklara dayalı yıldırma olgusunu, kritik bir örnek üzerinden özgün bir durumda analiz ederek yorumlamak ve tanımlamaktır. Çalışmada, nitel araştırma yöntemlerinden durum çalışması tekniği kullanılmıştır. Veriler, görüşme yolu ile toplanmıştır. Bulgulara göre, yıldırmanın nedeni, sürecindeki yaşantılarda ve sonuçlarda farklılıklara yol açabilmektedir. Etnik-kültürel sebeplerle yapılan yıldırma davranışlarının, kolektif ve çok yönlü olması, tanımlanan diğer sebepli yaşantılara göre mağdur için daha yaralayıcı olabilir ve fiziksel şiddete kadar uzanabilir Mobbing, which threatens organizations, is a kind of psychological coercion in a context of workplace violence. Mobbing creates a kind of psychological pressure at work that can lead to pathological problems that threaten the victims' private life and lead to great damage to individuals both spiritually and physically. In a conceptual framework of mobbing, personal, organizational, and social reasons may cause the victimization. The aim of this paper is to identify mobbing phenomena at educational organizations which are rooted in ethno-cultural differences by analyzing and interpreting critical examples of specific events of mobbing. This study has employed a case study of qualitative approach. Data were collected through in-depth interviews. Findings indicated that there could be differences and similarities between the mobbing experiences of victims, depending on the reasons. Mobbing behaviors rooted in ethno-cultural reason could be applied collective and multi-directed among different groups; causes could be more hurtful and, have broader implications for workplace violence than other kinds of mobbing, with the possibility of physical violence and destruction

Milli Eğitim Bakanlığı’nın performans değerlendirme çalışmaları içerisinde denetimde çoklu veri kaynağına dayalı denetim çalışmaları, bazı okullarda pilot çalışmaların yapılmasını gerektirmiştir. Bu çalışmanın amacı çoklu veri kaynağına dayalı değerlendirmenin okul iklimine etkisini belirlemektir. Bu amaçla çoklu veri kaynağına dayalı denetim yapılan iki okulda çalışan yöneticiler ve öğretmenlerle ile bu okullarda denetim yapan müfettişlerle yarı yapılandırılmış görüşmeler yapılmıştır. Toplanan veriler içerik analizi ile değerlendirilmiştir. Araştırmanın sonucunda katılımcıların büyük çoğunluğu (15 öğretmen, 5 müfettiş ve 3 okul yöneticisi) bu tür değerlendirmenin okul iklimini olumsuz etkilediğini ifade etmiştir. Bu olumsuz etkiler duygu, davranış ve düşünce olarak üç başlık altında toplanmıştır. Değerlendirmede objektif olunmaması veya değerlendirmenin objektif yapılmadığına ilişkin olan inancın olumsuz duygu, düşünce ve davranışlara sebep olduğu sonucuna varılmıştır. Çoklu veri kaynağına dayalı değerlendirme örgüt iklimin olumsuz etkilemektedir. Ministry of National Education piloted multiple sources of performance evaluation in some schools within performance evaluation. The aim of this study was to determine the effect of multiple source of performance evaluation on school climate. With this purpose, administrators and teachers of two piloted schools, and supervisors who supervised those schools were interviewed individually by using semi-structured interview technique. Collected data analyzed by using content analysis. Most of the participants (15 teachers, 5 supervisors, 3 administrators) claimed that multiple source of performance evaluations affects school climate negatively. Those negative effects were explained under three themes as emotion, behavior and thought. Those negative effects were believed to emerge from nonobjective evaluation and/or misconduct evaluation practices. Multiple source of evaluation affects organizational climate negatively

Bu arastırmanın amacı, öğretmen adaylarının “eğitim kavramı” hakkındaki düsüncelerini metaforlar aracılığıyla nasıl kavramsallastırdıklarını ortaya koymaktır. Arastırmanın çalısma grubunu, 2009-2010 eğitim öğretim döneminde bir vakıf üniversitesinde okuyan toplam 165 öğretmen adayı olusturmaktadır. Katılımcılar “Eğitim Bilimine Giris” dersine katılan birinci sınıf lisans öğrencileri ile yine aynı dersi alan tezsiz yüksek lisans öğrencileridir. Bu arastırma nitel arastırma yöntemlerinden biri olan olgubilim yaklasımı ile desenlenmistir. Arastırmaya katılan öğrenciler kolay ulasılabilir örneklem yöntemiyle seçilmistir. Katılımcıların görüsleri nitel bir arastırma yöntemi olan içerik yöntem ile analiz edilmistir. Katılımcıların görüsleri arastırmacılar tarafından gelistirilmis açık uçlu sorudan olusan bir görüsme formu ile toplanmıstır. Arastırmanın bulgularına göre; kız öğretmen adayı öğrencilerin somut metaforlardan su, fidan, bebek, çocuk ve yemek yeme olmak üzere bes kavramsal temayı kullandıkları; erkek öğretmen adayı öğrencilerin ise meyve ağacı kavramını kullandıkları görülmektedir. Öğrencilerin eğitime yönelik soyut metafor kavramlar bulmada sınırlı kaldıkları tespit edilmistir. Kız öğretmen adayı öğrencilerin eğitime iliskin kullandıkları metaforları seçme nedenleri eğitimin bireyi sekillendirmesi/ biçimlendirmesi, kaliteli yasam sunması, sürekli gelisim sağlaması, bireysel gelisimi desteklemesi, değisim yaratması, bir ürün ortaya çıkarması ve temel gereksinim olması olarak sıralanabilir. Erkek öğretmen adayı öğrencilerin eğitime iliskin kullandıkları metaforları seçme nedenleri ise eğitimin değisim yaratması, bir ürün olması ve varlığını sürdürmeyi sağlamasıdır., The aim of this study is to reveal how prospective teachers conceptualize their opinions regarding “the concept of education” through metaphorical images. The sample consists of 165 prospective teachers studying at a founded university in 2009–2010 academic year. The participants of the study are freshman students and non-thesis master`s degree students who both take “Introduction to Educational Science” course. This study was designed with a phenomenology approach which is one of the qualitative research methods. The participants in the study were chosen with the method of availability sampling. Qualitative research design was used in data collection process. Open-ended questions were used as the method of data collection. Data analysis was done through content analysis. The results of the study reveal that while female prospective teachers use five conceptual themes of water, sapling, baby, child and eating among the concrete metaphors, male prospective teachers use the concept of fruit tree. It is found that prospective teachers have difficulty finding abstract metaphors related to education. The reason why female teacher candidates associate the metaphorical images of water, sapling, baby, child and eating with education is that they believe education shapes the individual; provides quality life; enables continuous development; supports personal development, leads to change; creates a new product and is an essential requirement for life. The reason for male teacher candidates' choosing the metaphorical image of fruit tree is that they believe education creates change; it produces a product and ensures survival.

18. Başarılı İlköğretim Okulu Müdürlerinin Zaman Yönetimi Stratejileri

Background. The importance of time management is well documented and it is common to observe the new beginners often experience time management problems in their administrative positions (Lyons, 1993; Beeson and Mattews, 1991; Beckman, 2005). However, it should be noted that time management is not only a necessity for beginners, but also it is one of the essential skills for senior school principals. Purpose. The purpose of this study is to shed a light to new school administrators about time management strategies.In addition, it might contribute to those who experience time management problems. Three questions were addressed in this study: First, how do successful school principals perceive time management? Second, which strategies those successful school principals employ? Third, what do those successful school principals spend their time on? Method. This is a qualitative study. The participants were purposefully selected (Patton, 1990; Yıldırım and Şimşek, 2005), with the criterion-based sampling methodology. Firstly, successful school principals, determined based on the superintendents' reports, were asked to be a volunteer for an interview to be conducted with them. The schools where those school principals work are known to be successful in sports, arts, or academic studies. A total of 35 male and 4 female school principals participated in the study. The data were gathered through interviews. For those who could not allocate their time, the questions were sent and the answers were gathered via email. All data were digitally stored and coded. School principals were named as OM1, OM2, OM3. Once the coding was done, themes were emerged and subcategories were formed under each theme. In addition, in order to observe the importance of each category within itself, frequency tables were also calculated. School principals indicated more than one strategy for each case. Therefore, the total number in frequency tables can be more than the sum of the numbers of the participants. Findings and Conclusion. Nearly half of the successful school principals indicated they experienced problems in time management. One eighth of the participants directly said they experienced time management issues. One third of them, on the other hand, mentioned that they had to spend most of their time at school to finish their work. Successful school principals use more than one strategy in time management. Those strategies are grouped in two categories: Direct and Facilitative Strategies. Direct strategies start with planning and followed by division of labor, delegation of authority, completing the job on-time, following up the assigned work, listing according to their importance, setting up effective communication channels, keeping notes, assessing the plans, delegating work load, delegating and following the coordination. The facilitative strategies are getting support from teachers, being ready for unanticipated events, varying the job, doing things right, valuing one's job, doing the important things by themselves, not considering the job as a burden, working in determined and disciplined manner, creating “we” in the school, distilling people, using political language, and being a team with the vice principal. The other finding in this study shows that school principals devote most of their time to bureaucratic work.One of the school principals said that as they spend extra time at school, their family life gets affected; therefore, they needed to balance it. In the literature, some suggestions are made on describing how to balance family and work. Zigler (2007) and Blackburn and Womack (2007) advised school principals to pay attention to balance their school and home with a good planning, although the expectations from them are quite high. In addition to the strategies they use, school principals can use electronic organizers, calendars, and other administrative software. Effective time management will definitely make school principals' lives more balanced, happier, more successful, and stress free. How effective time management would be reflected upon their leadership behaviors and performances could be explored in depth. Although international academia had published extensively on this matter, national studies are scare. This study is limited to understanding successful school principals' time management strategies from a qualitative paradigm. More research is needed from qualitative and quantitative paradigms., Bu araştırmanın amacı başarılı ilköğretim okulu müdürlerinin zamanlarını nasıl yönettiklerine yönelik görüşlerini belirlemektir.Araştırmaya ölçüt örnekleme yöntemi ile seçilen 4 kadın 35 erkek olmak üzere toplam 39 okul müdürü katılmıştır. Araştırmaya katılan okul müdürleriyle görüşmeler yapılmış, ulaşılamayan bazı okul yöneticilerinden e-posta yoluyla veriler toplanmıştır. Toplanan veriler içeriklerine göre analiz edilmiştir. Araştırmanın sonunda okul müdürlerinin yarısından biraz fazlası zaman yönetimini başarılı olarak yaptıklarını belirtirken, araştırmaya katılan başarılı okul müdürlerinden yaklaşık sekizde biri zamanı yönetemediklerini, zamanını yönettiklerini düşünenlerin de aslında zaman yönetmede çok etkili olmadıkları, akşamları ve hafta sonlarını işi eve taşıdıkları görülmüştür. Başarılı okul müdürlerinin zaman yönetimi için doğrudan ve dolaylı stratejiler kullandığı görülmüştür. Başarılı okul yöneticilerinin zaman yönetimine ilişkin ilk beş stratejisinin planlama, iş bölümü, işleri zamanında yapmak, yetki devri ve öncelikleri belirlemek olduğu görülmektedir

The aim of the study is to specify pre-school teachers’ views on reading and writing preparation studies. In order to reach this aim, interview method, a type of qualitative research, was used. The study group of the research consists of 48 – 60 months old (5years) and 61-72 months old (6 years) children and 4 pre-school teachers who are bound to kindergartens in Ankara province center. The views of the teachers are collected via semi-structured interview questions prepared by the researchers. At the end of the research, it was observed that the interviewed teachers implement concept, sound, and line exercises for the reading and writing preparation studies. It was ascertained that they found concept and writing preparation studies important for primary school; however, they stated no views about the studies related to writing awareness. It was detected that they made more use of worksheets in the concept books as a material for reading and writing preparation studies., Çalışmanın amacı okul öncesi öğretmenlerinin okuma yazmaya hazırlık çalışmalarına ilişkin görüşlerini belirlemektir. Bu amaca ulaşabilmek için nitel araştırma yöntemlerinden görüşme yöntemi kullanılmıştır. Araştırmanın çalışma grubu Ankara il merkezinde anasınıfı ve anaokullarında görev yapan 48- 60 aylık (5 yaş) ve 61- 72 aylık (6 yaş) çocuklar ile çalışan dört öğretmenden oluşmaktadır. Araştırmada öğretmenlerin görüşleri araştırmacılar tarafından hazırlanmış yarı yapılandırılmış görüşme soruları aracılığıyla toplanmıştır. Araştırma sonucunda görüşme yapılan öğretmenlerin okuma yazmaya hazırlık çalışmaları kapsamında kavram, ses ve çizgi çalışmalarına yer verdiklerini belirttikleri görülmüştür. Kavram ve yazmaya hazırlık çalışmalarının ilköğretime hazırlıkta önemli oluğunu belirttikleri, yazı farkındalığına yönelik çalışmalarla ilgili görüş bildirmedikleri saptanmıştır. Öğretmenlerin okuma yazmaya hazırlık çalışmalarında materyal olarak, kavram kitaplarında yer alan çalışma sayfalarını daha çok tercih ettikleri tespit edilmiştir.

The purpose of this study is to explore elementary school principals’ views on restructuring the supervision.The study included 17 provinces with the participation of 148 elementary school supervisors. This study is a descriptivestudy and the data were collected through a survey. The survey included demographic information as well as open-endedquestions. The data were analyzed through content analysis and were reported with frequencies and percentages together withdatum by datum narrations. The content analysis revealed that what elementary school supervisors think as restructuringsupervision is different from what MoNE plans and intends to implement.What elementary school supervisors have in mindcan be categorized under three categories: restructuring in the general system, restructuring in the supervision system, andchange in personnel rights and appointments. Among the most requested demands is the change in general structure and theirtitles. Elementary school supervisors stated that both elementary school and ministry supervisors should be under the samedirectorate with the same title. In paralel with these articulated changes, they further request (a) specialization on certainbranches, (b) betterment of personnel rights, (c) providing opportunities for education and personal growth, (d) providing inserviceprograms, (e) having access to technological opportunities, (f) decreasing the workloads, and (f) re-organiziation ofhow appointments were made., Bu araştırmanın amacı ilköğretim müfettişlerinin denetimin yeniden yapılandırılması hakkındaki görüşlerini araştırmaktır. Araştırmaya 17 ilden 148 ilköğretim müfettişi katılmıştır. Araştırma betimsel bir çalışma olup, veriler ilköğretim müfettişlerine anket uygulanarak elde edilmiştir. Ankette kişisel bilgilerin yanı sıra açık uçlu soru ile de veriler toplanmış, veriler içerik analizi yöntemiyle analiz edilmiş, yazılırken de frekansları verilerek ve doğrudan alıntılarla desteklenerek yazılmıştır. Araştırma verilerine uygulanan içerik analizi sonucunda ilköğretim müfettişlerinin denetimin yeniden yapılanmasına ilişkin görüşlerinin Milli Eğitim Bakanlığı’nın uygulamaya koymaya çalıştığı performans değerlendirmesinden farklı olduğu anlaşılmıştır. İlköğretim müfettişlerinin kafalarındaki yeniden yapılanma öncelikle üçe ayrılmaktadır: genel sistemde, teftiş sisteminde, özlük haklarında ve yetiştirilmelerinde değişiklik. Teftiş sisteminde istenilen değişiklilerin başında genel olarak yapıda ve unvanda değişiklik istemi gelmektedir. İlköğretim müfettişleri, ilköğretim ve bakanlık müfettişlerinin tek bir çatı altında toplanması ve tek bir unvanla anılması gerektiğini ifade etmişlerdir. Bu değişime paralel olarak denetimde uzmanlaşma/branşlaşma, hizmet içi eğitimlerin olması, teknolojik imkânlardan yararlanma, iş yüklerinin azaltılması, özlük haklarında iyileştirme, eğitim ve gelişim olanaklarının sağlanması ve yer değiştirmelere ilişkin yeniden bir düzenlemeye gidilmesi istenmektedir

Bu araştırmanın amacı, okul yöneticilerinin tükenmişlik düzeyini; duygusal tükenme, duyarsızlaşma, kişisel başarısızlık boyutlarına ve toplam tükenmişliğe göre belirlemek, tükenmişlik düzeyleri arasında anlamlı fark olup olmadığını ortaya koymaktır. Bu amaçla Düzce ili ilköğretim okullarında 2003-2004 öğretim yılında müdür ve müdür yardımcısı olarak çalışan 204 yöneticiye anket uygulanmıştır. Araştırma betimsel bir çalışmadır. Araştırmada nicel yaklaşım kullanılmıştır. Araştırma, Maslach Tükenmişlik Ölçeği ile toplanan veriler üzerinde yürütülmüştür. Araştırmada, tükenmişlik düzeylerini belirlemek için elde edilen verilerin frekansları, yüzdeleri, aritmetik ortalamaları ve ilişkili ölçümlerde tek yönlü varyans analizi sonuçları tablolaştırılarak yorumlanmıştır. Araştırmada, yöneticilerin az düzeyde tükenmişlik yaşadığı; en fazla tükenmişliği duygusal tükenme, en az tükenmişliği duyarsızlaşmada yaşadıkları sonucuna ulaşılmıştır., The aim of this study is to determine the burnout level of school principals according to the aspects of emotional exhaustion, depersonalization, reduced personal accomplishment and total burnout levels according to these areas. 204 principals and vice principals who worked in 2003-2004 in Düzce primary schools were surveyed in line with this aim. The research is a descriptive study. Quantitative approach is used in the study. The research is conducted on the data collected from Maslach Burnout Inventory. It has been found that principals experience low level burnout; they experience the highest level of burnout in emotional exhaustion while they experience the lowest level of burnout in depersonalization.

The aim of this study is to find out factors that causes elementary education students’ academicfaliure. Participants were selected by using criterion sampling. Data were collected by elementary educationstudetns, their parents, and teachers through open ended survey. Collected data were analysed by usingdescriptive and content analysis. It was found that students’ academic failure were related uninterested parents,lack of students motivation, schools realted problems, lack of teachers’ quality, program and system relatedproblems., Bu çalışmanın amacı ilköğretim okullarındaki seviyenin başarısızlık nedenlerini ortayamektedir. Bu egzersiz “Ölçüt örnekleme” veli, öğrenci ve öğretmenlerden açık uçlu sorularla toplat. Veriler betimsel ve içerik analizi. Bunlarınlara göre verildi başarısızlık nedenlerini motivasyon eksikliği ve ilgisizliği, okulla ilgili zorluklar, öğretmenin niteliği ile ilgili sorunlar, programla ilgili sorunlar ve sistemle ilgili sorunlar şeklinde belirtmişlerdir.

This study is designed to explore the reasons for sending and not sending preschool age children to preschools at an early age by exploring the motivations for and barriers towards promoting preschool education in Turkey. It aimed to determine various stakeholders' perceptions, attitudes, and knowledge related to preschool education in order to promote high-quality and comprehensive preschool education. The research was conducted with 224 participants in five cities in Turkey. Qualitative data was collected through individual and focus group interviews and interpreted by content analysis and descriptive analysis. The findings indicated that families put forward the following reasons for sending their children to preschool: preschool education prepares children for school and helps form the habit of attending school, teachers' efforts in convincing parents to send their children to preschool, providing the care for the children of working mothers with preschool teachers, and preschool helps children develop social behavior. The following factors were reasons families did not send their children to preschool: economic conditions, perceiving the child as too young, concerns over practices at school, perceptions about the mother's role, and distrust of the transportation system. The results will help decision makers develop policies and strategies to heighten the general public's awareness of the need for early education, as well as better provide early education opportunities. Blended learning can facilitate many opportunities about usage of online discussion for different purposes. As a tool in blended learning, online discussions widen the walls of classroom discussions in a virtual manner. Especially, in teacher education programs case based discussions are very helpful for pre-service teachers to practice real-life situations. By this way, the link between theory and practice can be established. This study aims to examine the pre-service teachers' experiences about three different discussion structures in a case based blended learning environment. This study also explored their thoughts toward the effects of online discussion on their professional development and their suggestions to increase the effectiveness of online discussion. The participants of this study were 14 pre-service teachers from the department of Early Childhood Education (ECE) of a funded university. This is a qualitative study carried out to investigate the strategies that preschool teachers use when facing with undesired behaviors. The study was conducted in a private nursery school in Ankara, affiliated with the Ministry of National Education. Two teachers and the children between 5 and 6 took part in the study. To ensure validity and reliability of the results, the researchers read the observation notes with teachers at the end of the data collection process to ensure triangulation. The results show that, in both age groups, the most frequently used strategies by teachers are "verbal warning", "non-verbal warning" and "first-type punishment". The observations demonstrated that both of the teachers preferred reactive model when they faced with undesired behaviors. During the co-reading the interview notes, the teachers further commented that the most frequently used strategy they used was the "second-type punishment". The purpose of this study is to explore elementary school principals' views on restructuring the supervision. The study included 17 provinces with the participation of 148 elementary school supervisors. This study is a descriptive study and the data were collected through a survey. The survey included demographic information as well as open-ended questions. The data were analyzed through content analysis and were reported with frequencies and percentages together with datum by datum narrations. The content analysis revealed that what elementary school supervisors think as restructuring supervision is different from what MoNE plans and intends to implement. What elementary school supervisors have in mind can be categorized under three categories: restructuring in the general system, restructuring in the supervision system, and change in personnel rights and appointments. Among the most requested demands is the change in general structure and their titles. Elementary school supervisors stated that both elementary school and ministry supervisors should be under the same directorate with the same title. In paralel with these articulated changes, they further request (a) specialization on certain branches, (b) betterment of personnel rights, (c) providing opportunities for education and personal growth, (d) providing inservice programs, (e) having access to technological opportunities, (f) decreasing the workloads, and (f) re-organiziation of how appointments were made.
