The study of the economic institutions of the diffusion of convergent technologies in the modern economy has a direct connection with sustainable development. The expansion of ultra-modern industries in the course of the "tertialization" of the economy (the growth of the sector of high-tech material and non-material production) makes it possible to significantly reduce resource consumption and the burden on the environment, while maintaining and increasing traditional economic values (income, well-being, employment, quality of life). The expansion of convergent technologies in technologically advanced countries is taking place in parallel with the formation of a "green" economy, which forms an independent technological platform for sustainable development, and may become the main one in the coming decades. The innovative upgrade of the extractive industries up to the Industry 4.0 level, based on this platform, requires special support from the state, primarily in the extractive countries. A special role in this process is assigned to the institutional support for the diffusion of convergent technologies, which is especially in demand in the Russian economy.

The article is devoted to the main tools for the development of mining regions of Russia, and it is noted that the lack of real implementation of the principle of consistency of the plan and strategy for the development of a mining region can lead to an irrational and uncontrolled use of resources and space potential in the subsequent development of the economy. The article presents analytical data on the restructuring of budgetary debts in some mining regions of the Russian Federation. The author concludes that there is a need to create a policy that takes into account the following guidelines for zoning: strengthening partnerships between urban and rural areas, promoting the development of all types of transport and communications, development and preservation of cultural heritage through competent management of the region.

The role of the northern territories of the Russian Federation is explained by the presence of proven mineral reserves – up to two thirds of national minerals, including over nine tenths of natural gas, three quarters of oil, the whole diamonds deposits, eight tenths of gold. The exploitation of the northern territories of Russia acquires a special role due to the fact that the export of mineral resources brings more than two thirds of all its foreign trade income. The transition to sustainable development for the Russian North means resolving old and new problems associated with environmental degradation and the infringement of the interests of local minorities. The problem of transition to sustainable development is especially acute in oil and gas producing regions, where economic, social and environmental issues are closely related. Sustainable development of resource regions of the Russian North is possible only with the active support of the state, subject to the creation and consistent implementation of a regional policy for sustainable development, which. This article formulates the main directions of the state policy for the transition to sustainable development of the northern territories, contributing to the achievement of the strategic goals of balanced and socially responsible subsoil use.

The strategic task of the world community is to create a global network of environmental education, in which all educational systems include acquaintance with environmental problems faced by humanity, and form an understanding of the interconnection of man, society and nature on a global scale. The article is devoted to the study of basic provisions and current trends in the formation of innovative processes of globalization of education, in particular, environmental education. Environmental education can be defined as the process of acquiring knowledge of environmental problems, the reasons for their occurrence, the need and the possibilities for their solution. Understood in this way, it should contribute to the formation of environmental awareness and to the development of ecological culture as integral components of the concept of environmental policy aimed at preserving the environment. It has been established that globalization processes in education are universal, they are not inherently essential to the industry-specific training of specialists. Digital transformation, international governmental and institutional agreements, competition relations are the main drivers for the development of environmental education.

One of the characteristics of soils in Tatarstan is their low organic matter content. The decrease in soil organic matter is paralleled by declines in soil fertility. One method to reverse this degradation in soil quality is the addition of organic matter. The use of sewage sludge on soils intended for growing of plant seedlings provides an alternative for sewage sludge disposal. Therefore, the evaluation of the feasibility of using compost from the municipal sewage sludge produced in Kazan for the soil restoration and growth of Pinus silvestris seedlings was carried out. The grey forest soil (Haplic Greyzem) was amended with compost at application rate 30, 60 and 90 Mg ha(-1) on a dry matter basis. Organic matter content increased with the increase in sludge amendment. The concentrations of individual heavy metal were below the current limits established for Russia and European countries. Sludge amendments enhanced the germination and the number of the seedlings and the increase were more obvious for the soil with highest sludge treatment. The application of composted sludge to soil was followed by the increase in microbial biomass and basal respiration.

Painting with heavy catalytic gas oil was followed by skin tumor development in 97 (84.3%) mice: benign lesions--21 and carcinoma--76 cases. Pathologic changes in the upper part of the digestive tract were found in 55 out of 106 mice (51.9%): precancerous lesions (leukoplakia, dysplasia and papilloma) in 54 cases and cancer in one animal. Frequency of development of papilloma in the cardia was 27 times that in the esophagus. Multicentric growth was typical of precancerous lesions. Papilloma of the cardia was found in one control animal. Resorptive as well as direct action of gas oil seem to have been the causative factors of the development of precancerous and neoplastic lesions of the upper part of the gastrointestinal tract. The agent found its way into the digestive tract as animals licked each other in the course of the experiments.

The carcinogenic effect of treatment with heavy catalytic gasoil on the skin of 120 albino noninbred mice was studied. Skin tumors arose in 97 of 115 animals (84.3%) which survived until the appearance of the first papillomas. In 21 mice, tumors were benign while cancer developed in 76 animals. 116 visceral neoplasms were detected in 99 animals (93.4%). They were found in the upper part of digestive tract of 57, the hematopoietic and lymphatic tissues of 57 and in the lungs of two animals. The study established a high carcinogenicity of heavy catalytic gasoil matched by early appearance and multicentric growth of tumors as well as rapid generalization of the process.
