The formation and functioning of suburban areas in the zone of influence of a large city is investigated. A number of issues have been identified that require further research, in particular the definition of the essence of the concept of “suburban zone”, the definitions of the suburban zone and the definition of its boundaries. The proposals for planning the territory of the suburban zone in the zone of influence of a large city are formulated, which is associated with the formation of the attractiveness of the suburban zone for the population of large cities. The processes of development of suburban areas are not only a global trend in the development of urban planning systems, but also a cry for environmental safety, environmental protection, and the solution of a number of social, transport and economic problems in the development of large megacities. All these issues are considered in the article and ways to ensure the solution of these issues in the conditions of the development of suburban areas, as territories that can provide attractiveness for the population while ensuring socio-economic and urban development infrastructure, are identified., Досліджується формування та функціонування приміських зон в зоні впливу великого міста. Визначено ряд питань які потребують подальших досліджень, зокрема визначення сутності поняття «приміська зона», дефініцій приміської зони та визначення її меж. Сформульовано пропозиції щодо планування території приміської зони в зоні впливу великого міста.

In der Adoleszenz ist die sexuelle Identitätsfindung von großer Bedeutung. LGBTQ* Personen leiden noch immer unter Diskriminierung, deswegen ist es wichtig, die heutige Generation bezüglich ihrer Offenheit und ihrem Wissen zu befragen. Da ein großer Teil des Lebens in der Schule verbracht wird, ist es von Bedeutung, dass auch dort allen Personen offen begegnet wird. Für vorliegende Untersuchung haben sich unter anderem folgende Hypothesen ergeben: Ein positiver Zusammenhang besteht zwischen dem Wissen und der Offenheit bezüglich sexueller Identität; die Jugendlichen sind der Großstadt Hamburg offener als in der Mittelstadt Klagenfurt; Mädchen sind offener als Jungen; die Offenheit der Eltern korreliert mit der Offenheit der Jugendlichen; und affektive Erwähnungen von Lehrpersonen über LGBTQ* korrelieren mit Offenheit. Die 79 befragten Jugendlichen befanden sich am Ende ihrer Schulpflicht. Der Fragebogen erhob Aspekte des Wissens und der Offenheit der Jugendlichen, sowie den Umgang mit LGBTQ* in der Schule. Die Ergebnisse zeigen einen signifikanten Zusammenhang des Wissens und der Offenheit der Jugendlichen wie auch einen signifikanten Zusammenhang zwischen der Offenheit der Jugendlichen und der Eltern. Die Mädchen wiesen höhere Offenheitswerte auf als die Jungen. Jugendliche aus Hamburg und Klagenfurt wiesen keine Unterschiede in ihrer Offenheit auf. Es bestand kein Zusammenhang zwischen der Thematisierung von LGBTQ der Lehrpersonen und der Offenheit der Jugendlichen. La modernité ne peut apparaître que dans les grandes villes qui, autour de 1900, sont en passe de devenir de véritables métropoles. Avec le progrès technique et industriel de l’imprimerie et la mise en réseau des pays par l’aménagement de l’infrastructure et le désenclavement des métropoles, l’information circule facilement. De plus, les vecteurs d’information voient s’élargir leur palette médiale, avec l’écriture mêlée à l’image dans les journaux, et le son diffusé à la radio ou sur gramophone. L’écrivain autrichien Hermann Bahr (1863-1934), qui séjourna à Berlin et Paris avant de regagner Vienne en 1891, fut particulièrement sensible à cette évolution médiale et interculturelle. Les pages culturelles des journaux (Feuilleton) de ces années-là sont le berceau d’une perception radicalement différenciée et polarisée de ces deux centres de la modernité. The structure of the existing alert system does not take into account: changes in the structure of central and local executive and local self-government bodies; the new structure of the civil protection system; structure of emergency response forces and their legal status; legislative and other regulatory acts in the relevant field; economic and legal relations between the entities involved in the notification of the threat of emergencies or emergencies (forms of ownership of newly created entities)”.Recent research and publications analysis. The work of public alert systems is being explored by scientists in various fields. In particular S. Bilousov discusses the improvement of technical solutions and the functional structure of regional alert systems, I. Kochin and others provide recommendations on improving the operation of alert systems in general, S. Palaguta gives examples of the functioning of alert systems in NATO countries, V. Polozhezhny analyzes the legislation and offers technical solutions based on modern equipment. The State Emergency Service of Ukraine conducts an annual analysis of the operation of existing systems of centralized notification of threat or emergence of emergencies.Highlighting previously unsettled parts of the general problem. The Code of Civil Protection stipulates that local self-government bodies should exercise the authority to create and maintain on a permanent basis the local systems of centralized notification of threat or emergencies, to carry out its modernization and to ensure the functioning, provision of notification and informing the population of threat and emergencies. To date, local automated centralized alert systems, as constituents of the respective territorial systems, are in a state of disrepair, and the respective powers of the civil protection authorities of large cities to notify and inform the population are poorly implemented.Paper main body. Throughout the history of humanity, the means of warning have been constantly changing, becoming more complex, improving, going from the great fireplaces in the hills, wind instruments, drums and church bells to the most modern devices that can instantly form and transmit any information to people.Now an automated centralized public alert system of threat or emergencies - a set of organizationally and technically combined software and hardware, telecommunication networks and other means of processing and transmission (display) of information intended for timely signaling and information on issues of civil protection to executive bodies, local self-government bodies, governing bodies and civil protection forces, enterprises, institutions, organizations and population.For the organization and implementation of measures for ensuring the sustainable functioning of the technical equipment of the local automated centralized alert system in each big city, within the units of territorial subsystems of the unified state system of civil protection, there are city specialized communication and alert services.As of mid-2019, almost all of the big cities are upgrading existing legacy alert systems. The speed and quality of change depends on the understanding of city councils of the importance of the safety of urban residents.Local self-government bodies need to constantly monitor organizational and technical changes occurring at the level of regional and national alert systems, to ensure both the technical compatibility of the systems and the interaction at the level of operational and dispatching services.In the structures of the governing bodies of most of the cities under consideration, operational and dispatching services of the city economy, emergency rescue services with round-the-clock duty, video surveillance centers and guards operate in parallel.Given that any emergency in a large city leads to significant material damage, causes temporary discomfort to residents, it is advisable to create a single city security centers in the form of utility companies (institutions), which would integrate the functions of the above services and, where necessary, promptly notified and informed authorities and the general public, both massively and personally.Conclusions of the research and prospects for further studies. In general, in the big cities - oblast centers considered, local authorities have the authority to notify the public of a threat or emergency, in accordance with applicable law. Authorities and specialized civil protection services were established. Taking into account local conditions, the existing local centralized alert systems are being modernized to maintain an adequate level of security for citizens, however, there are risks of inconsistency across the country when designing a nationwide system. Further research should focus on developing practical guidance on creating single security centers in urban structures with the task of directly informing authorities and the public about threats or emergencies., Розглянуто норми законодавства про виконання органами місцевого самоврядування завдань щодо оповіщення населення великих міст. Проаналізовано стан експлуатації та модернізації місцевих систем централізованого оповіщення. Надано рекомендації щодо удосконалення механізмів управління системами.

The norms of legislation concerning activity of local self-government bodies in the sphere of civil protection are considered. The state of the formation of civil protection authorities of big cities, the merging of powers with mobilization units was determined and analyzed. Practical recommendations for changing the normative framework for elimination of the identified problem are given., Сьогодні в Україні відбуваються системні зміни систем управління та адміністративно-територіального устрою, що мають на меті оптимізацію роботи державних органів, усунення громіздких та неефективних органів, що мають дублюючі повноваження, наближення до світових стандартів надання державних послуг та захищеності громадян. Одним з основних напрямків цього процесу є удосконалення єдиної державної системи цивільного захисту.Згідно з Законом України «Про місцеве самоврядування в Україні» (Закон) управління містами нашої держави здійснюється територіальними громадами міст через відповідні міські ради та їх виконавчі органи. До делегованих повноважень виконавчих органів міських рад належить цивільний захист населення (Стаття 36 «Повноваження в галузі оборонної роботи»). Пунктом 3 цієї статті передбачено, що виконавчі органи міських ради організують та здійснюють заходи, пов’язані з мобілізаційною підготовкою та цивільним захистом на відповідній території. Об’єднання в одному пункті статті Закону абсолютно різних за своїм значенням завдань призводить до суперечливості вимогам статті 5 Закону України «Про мобілізаційну підготовку та мобілізацію», якою заборонено об’єднання мобілізаційних підрозділів з іншими структурними підрозділами органів влади та сумісництво працівників з питань мобілізаційної роботи, а також покладання на них функцій, які не пов’язані з розв’язанням поточних проблем мобілізаційної підготовки. На практиці таке суміщення має місце.Так, у 4 з 10 найбільших міст - обласних центрів України мобілізаційні підрозділи об’єднані з підрозділами з питань цивільного захисту в одному департаменті (управлінні, відділі) та не підпорядковуються безпосередньо міському голові. Це міста: Харків, Одеса, Дніпро, Вінниця, у яких мешкає 3 799 тис. чоловік, що складає 8,4% населення України.Дослідження вчених досить детально охоплюють системи цивільного захисту багатьох країн світу та України, проте проблеми органів управління заходами цивільного захисту міст, агломерацій та мегаполісів в доступній літературі вивчені недостатньо.Метою статті є розгляд законодавчих підстав формування існуючих структур управління цивільним захистом великих міст України, визначення причин виникнення проблем та надання рекомендацій щодо їх усунення.Існують різні визначення терміну «місто». Академічний тлумачний словник української мови дає таке визначення: «місто» - це великий населений пункт; адміністративний, промисловий, торговий і культурний центр. З. Герасимчук надає уточнення: «місто» - це населений пункт, який «виконує економічну, соціальну, екологічну, інфраструктурну функції з метою забезпечення високої якості життя місцевих жителів шляхом створення нових та нарощення наявних конкурентних переваг». За методологією В. Наконечного під поняттям «велике місто» розуміють міста з населенням від 100 до 250 тис. осіб.З. Герасимчук та К. Бєліков уточнюють, що за чисельністю населення та розвитком промисловості до великих промислових міст відносять ті населені пункти, населення яких нараховує понад 250 тис. осіб та за своєю спеціалізацією належать до промислових центрів.При подальшому розвитку місто дістає статусу мегаполісу. Мегаполіс — група агломерацій населених пунктів. Мегаполіси характерні для країн, у яких на основі територіальної концентрації господарства стихійно формуються високо урбанізовані зони. Мегаполіси можуть об’єднувати десятки мільйонів населення. Їм притаманні переважно лінійно витягнутий характер забудови, поліцентрична структура, порушення екологічної рівноваги навколишнього середовища.Управління містами, як адміністративно-територіальними одиницями, здійснюються органами місцевого самоврядування. На сьогоднішній день «інститут місцевого самоврядування відіграє значну роль в процесі формування громадянського суспільства, оскільки всі громадянські права і масові форми активності громадян, різні позадержавні прояви суспільного життя зароджуються і зрештою реалізуються в місцевих громадах, що створюють базу громадянського суспільства. Саме місцеве самоврядування відіграє вирішальну роль в реалізації одного з головних завдань сучасності – об’єднання в єдине ціле інтересів держави, суспільства і особистості, оскільки сама його сутність полягає в гармонізації прав і свобод людини та громадянина з інтересами держави і суспільства».Під час формування сучасної системи цивільного захисту України поступово поняття «цивільна оборона» було переформатовано у «цивільний захист». Відбулося розширення завдань та функцій систем від суто оборонних до більш загальних питань. У ранніх редакціях статті 36 Закону про місцеве самоврядування в Україні замість «цивільний захист» було зазначено «цивільна оборона». Незважаючи на прийняття у 2004 році Закону України «Про правові засади цивільного захисту», правки до цієї статті були внесені у 2012 році із прийняттям Кодексу цивільного захисту. Цей Кодекс врегулював відносини, пов’язані із захистом населення, територій, навколишнього природного середовища і майна від надзвичайних ситуацій, замінивши собою декілька законів цієї сфери державного управління.Тому, при оптимізації організаційно-штатної структури виконавчих органів деяких міських рад відповідні комісії не беруть до уваги вимоги Кодексу цивільного захисту України, Закону України «Про мобілізаційну підготовку та мобілізацію», обмежуючись перейменуванням та злиттям мало сумісних між собою органів управління.Для того, щоб уникати в подальшому таких порушень, рекомендуємо внести зміни до нормативних актів, а саме:1. Пункт 7 статті 5 Закону України «Про мобілізаційну підготовку та мобілізацію» викласти у наступній редакції: «забороняється об’єднання мобілізаційних підрозділів органів державної влади, інших державних органів, органів місцевого самоврядування з іншими структурними підрозділами цих органів та сумісництво працівників з питань мобілізаційної роботи, а також покладання на них функцій, які не пов’язані з розв’язанням поточних проблем мобілізаційної підготовки».2. Вилучити з пункту 3 статті 36 Закону України «Про місцеве самоврядування в Україні» слова «та цивільним захистом». 3. Додати до статті 38 Закону України «Про місцеве самоврядування в Україні» (Повноваження щодо забезпечення законності, правопорядку, охорони прав, свобод і законних інтересів громадян) в частину 1 до пункту «б» (делеговані повноваження) пункт 9 «виконання повноважень, передбачених «Кодексом цивільного захисту України».

Problem setting. The growing threat of the economic crisis, the problems of poverty, сrime and other threats have put the world community in the process of improving the joint development strategy on the basis of sustainability. An important basic problem that needs to be addressed through the realization of the true values of a person, a citizen, is the lack of motivation to make qualitative changes in the community, starting with each individual. This problem is especially acute in large cities, where social orientations are most shifted towards consumption of goods.Recent research and publications analysis. In research devoted to territorial development, the emphasis is placed on the fact that society as a complex system is not limited only by economic and social relations. The needs of each person are multifaceted, and material ones are only one element, therefore, it is not entirely correct to be guided by socio-economic indicators, from the point of view of sustainable development. A study of this nature, in particular, deals with the works of O. Bilorus, I. Iristysheva, T. Mamatova, L. Marmul, M. Malik, O. Matveieva, L. Prokopenko, S. Seryogin, M. Stegney, I. Chikarenko, Y. Sharov. In general, many Ukrainian scientists carry out the research on the phenomenon of urban community development from the standpoint of the concept of sustainable development: V. Antonyuk, O. Berdanov, O. Bobrovska, V. Vakulenko, O. Goncharuk, O. Veklych, O. Grishanov, B. Danylyshyn, O. Kondratinsky, T. Mamatova, V. Mikitenko, A. Tkachuk and others.Highlighting previously unsettled parts of the general problem. The work of scientists is slowly influencing the formation of an approach in Ukraine to the qualitative motivation of a large city’s community to ensure its conscious participation in the multifaceted processes of its sustainable development, as well as the fact that the factor of motivation in these processes has not been deeply investigated, which necessitates further scientific research in this direction.Paper main body. This article investigates the role of motivation factor in the process of ensuring development of a big city’s community. The content of motivation as the basic precondition for the implementation of radical changes and transformations in the system of city management and community participation in it has been determined. The technologies of this factor activation in the conditions of transition of modern cities to the foundations of sustainable development with the aim of preserving the natural potential of territories and the prospect of raising the economy and social consciousness, new levels of quality have been described.The strategy of common social motivation is described as a long-term action plan aimed to implement effective measures to upgrade the city in order to ensure its sustainable development. The important factor for shaping the motivation is to determine the desired future state with the next step forward. The mission of the big city development on a sustainability basis is to introduce the efficient motivational measures to achieve sustainable growth of the main indicators of social, economic and environmental spheres.Conclusions of the research and prospects for further studies. The formed strategies of community’s motivation as to participation in ensuring sustainable urban development by city councils will foster the territorial heterogeneity reduction (central districts – ‘sleeping’ districts), contribute to overall production growth of competitive products in the city, expansion of export potential of urban enterprises, solving a number of serious problems of economic and environmental development and on this basis, increase social welfare., Досліджено роль стратегії мотивації у забезпеченні розвитку громади великого міста. Визначено зміст мотивації як базової передумови здійснення докорінних змін і перетворень у системі управління міським розвитком та участі у ній громади. Описано технології активізації цього фактору в умовах переходу сучасних міст до закладання основ сталого розвитку з метою збереження природного потенціалу територій та перспективою піднесення економіки й соціальної свідомості на нові рівні якості.

Ante los insólitos paisajes de la tecnología y la masificación, se exploran nuevos estilos, en particular, los ritmos sincopados y la yuxtaposición de imágenes atrevidas e inesperadas, a modo de collage. En estas páginas se ofrece una selección traducida de siete autores de la etapa expresionista, escogidos entre los menos familiares para el público español (Boldt, Van Hoddis, Zech, Lotz, Wegner, Petzold y Lichtenstein); en su práctica totalidad se trata de poemas no traducidos previamente al castellano. Against the backdrop of unprecedented landscapes, built out of technology and overcrowding, new styles are explored, in particular, the syncopated rhythms and the juxtaposition of daring and unexpected collage-like images. In the following we offer a translated selection of authors from the expressionist years, chosen from among the least familiar to the Spanish public (Boldt, Van Hoddis, Zech, Lotz, Wegner, Petzold and Lichtenstein). Nearly all the poems included have no previous translation into Spanish.

This article reports selected findings of a six-year qualitative in-depth study of both high-priced commercial and not-for-profit childcare centres in Germany. Against the backdrop of a vastly differentiated childcare system that is basically state-funded, tightly regulated and made up of state and private not-for-profit organisations, commercial providers started proliferating and gaining a high public profile in the mid-2000s. In this article, the authors argue that high-priced providers that rely on parents' fees as their only source of revenue add to the German system in several ways: (1) the individualisation of care arrangements in the context of collective care settings; (2) the commodification of childcare as an alternative mode of distribution; (3) shifting patterns of recognition, which are linked to mother's subjectivities and (moral) selves. Correspondingly, the authors propose to understand the high-priced providers as part of an infrastructure that, for a price, aids parents in better conforming to the demands put upon contemporary subjects. (DIPF/Orig.), Vor dem Hintergrund der stark regulierten und in weiten Teilen staatlich finanzierten deutschen Kita-Landschaft wurde die zunehmende Verbreitung gewerblich betriebener Kitas vor einigen Jahren heftig debattiert. In diesem Beitrag stellen die Autoren Ergebnisse ihrer qualitativen Studie sowohl gewerblicher als auch gemeinn��tziger Einrichtungen vor, in der sie der Bedeutung des Aufkommens (preislich) exklusiver Kitas nachgegangen sind. Die Autoren konzentrieren sich auf drei Ph��nomene, die ihre gewerblichen von den gemeinn��tzigen Anbietern verschieden stark unterscheiden: (1) die Individualisierung von Betreuungsarrangements im kollektiven Setting der Einrichtung, (2) die Kommodifizierung des Betreuungsangebots, (3) sich ��ndernde Muster der Anerkennung, die auf Subjektivit��t und Selbstentw��rfe der M��tter bezogen sind. Auf diese Weise werden von den hochpreisigen Anbietern Bedarfe sowohl bedient als auch hervorgebracht, die im Kontext neoliberaler Transformationsprozesse der Arbeitsmarkt-, Sozial- und Bildungspolitik aktuell werden. In diesem Beitrag steht die Frage im Mittelpunkt, ob sich in st��dtischen gymnasialen Feldern eine Hierarchie und Segregation zwischen Gymnasien rekonstruieren l��sst. Daf��r wird die gymnasiale Sch��lerschaft in das Zentrum des Beitrags ger��ckt. Es wird eine Sch��lerhabitustypologie von exklusiven und nicht-exklusiven GymnasiastInnen und eine Passungstypologie zwischen Sch��lerhabitus und Schule ausformuliert. Auf dieser Grundlage kann erstens gezeigt werden, dass die besonders schulaffinen Sch��lerhabitus typisch f��r exklusive Gymnasien sind und eine koh��rente Sch��lerschaft generiert wird. Zweitens sind die idealen und besonders harmonischen Passungen kennzeichnend f��r exklusive Gymnasien, die mit einer Koh��renzbildung nach innen und einer Distinktion nach au��en, gegen��ber anderen Gymnasien und Schulformen, einhergehen. Drittens zeigt sich im Zusammenspiel von Anwahl, Auswahl, Koh��renzbildung und Distinktion eine Privilegierung der ohnehin privilegierten Sch��lerInnen im exklusiven gymnasialen Feld. (DIPF/Orig.), In this paper the authors want to raise questions on the establishment of segregation and new processes of hierarchisation in the field of exclusive secondary education. The main foci are pupils of (non-)exclusive secondary schools ('Gymnasien') in two urban regions in Germany. With reference to differences and similarities between exclusive and non-exclusive secondary schools and their pupils, the authors develop two typologies: a typology on pupils' habitus and a typology about the matching between the school and the pupils. Against this backdrop they will discuss their key findings. Firstly, their empirical results show that exclusive secondary schools nurture pupils with a particular affinity for school and thus generate a very homogenous student body. Secondly, exclusive schools characterised by a harmonious fit between the pupils and the school as well as by processes that foster within-school coherence while creating a distinction towards other exclusive schools. Thirdly, the interplay of selection, school choice and distinction as well as coherence in exclusive secondary schools creates a privileged status for already privileged pupils. (DIPF/Orig.)

The aim of the article is identifying the main factors and trends of self-organization of service industry with increasing the city and transition to agglomerations, analysis of the impact of interaction factor sites of objects of service industry in terms of single urbanization environment. It is proved that the service industry organizes itself, forming a system that mitigates competition. Recommendations that focus on improving the efficiency of allocation of infrastructure are given.

В статье рассматривается проблема внутренней миграции из малых городов в большие. Рассматриваются основные понятия, используемые в работе с точки зрения выбранного методологического подхода. Выявляется тенденция роста миграционных потоков из малых городов в большие и ее неблагоприятные последствия. Приводятся результаты исследований по России и Свердловской области. Уделяется внимание мотивации внутренних мигрантов для решения сложившейся проблемы. В работе приводятся результаты исследования, которое было проведено автором в городе Екатеринбург. На их основе выделены мотивы миграций из малых городов в мегаполисы первого и второго порядка. The article devoted to the problem of internal migrations from small town to big cities. Key terms, which are used in the works, are considered from the point of view methodological approach. Growth trend of migration flows from the small towns to the big cities and his adverse effects are revealed. There are results of the research of Russia and Sverdlovsk‘ region. Attention is paid to the internal migrant‘s motivation for solution of current problem. There are the results ofauthor‘s research of Yekaterinburg in the work. Based on them, main migration motives of first and second have been separated out.

Büyükşehir teması, Avrupa’da sanayi inkılabının gerçekleşmesinden sonra 19. Yüzyılda edebiyatta hızla yer bulmaya başlar. İnsanlarda büyük şehir algısı iki farklı şekilde ortaya çıkar. Bunlardan birincisi büyük şehrin kirli, yorucu, hızlı ve dönüştürücü olduğu, diğeri de içerisinde sinema, tiyatro, alışveriş, sosyal ilişkiler ve daha bir çok imkanı barındıran bir mekan olduğu yönündedir. Büyük şehir teması en çok da 20. Yüzyıl romanlarında ve şiirlerinde işlenmiştir. Alman edebiyatında en ünlü büyük şehir romanı olarak Alfred Döblin’in “Berlin Alexanderplatz” (1929) gösterilmektedir. Burada dikkat çeken nokta ise I. Dünya Savaşı’ndan sonra ve II. Dünya Savaşı’ndan önce yazılan büyük şehir temalı eserlerin çoğunun, büyük şehir olarak Berlin’i konu almalarıdır. Bunlardan birisi de çalışmaya konu olan Erich Kastner’in eserleridir. Kastner’in en ünlü romanı olan “Fabian” da Berlin’de geçmektedir. Diğer eserlerinden “Emil” romanı ile “Besuch vom Lande” şiiri de yine Berlin şehrinde geçer. 20. yüzyıl edebiyatı konularını çoğu kez büyükşehirden almıştır, çünkü büyükşehir insan üzerinde derin izler bırakır. Sanayii inkılabı ile birlikte köyden kente göçün başlaması ve bunun neticesinde şehirlerde gecekondulaşmanın artması bu tür yerlerde gettolaşmaya neden olur. Sınıflar arası mücadele daha fazla çalışmayı, işe yetişme kaygısını da beraberinde getirir. Bunun yanında çalışma saatlerinin uzunluğu, aile bireylerinin birbirinden uzaklaşması, mutluluğun aile dışında aranması da yabancılaşmayı doğurmuştur. Tüm bu olumsuzluklar büyükşehrin, köyden kente göç eden insana hazırladığı tuzaklar olmuştur., Metropolitan concept started to take part in literature quickly after the industrial revolution in 19. century in Europe. Metropolitan concept appears in people in two different ways. One of them is that, the big city is dirty, burdensome, fast, transformative and the other is that in a metropolitan city there are cinema, theater, shopping, social relationships and lots of other various opportunities. Metropolitan concept is proccessed majorly in 20. century novel and poetry. In German literature , “Berlin Alexanderplatz (1929)” of Alferd Döblin is shown as the most famous metropolitan novel. The conspicuous point here is that most of the literary works written about metropolitan after the First World War and before Second World War talk over Berlin as a metropolitan city. One of them is Eric Kastner’s works which have been the subject of this study. “Fabian”, the most famous work of Kastner, also takes place in Berlin. Among his other works, the novel “Emil” and the poem “Besuch vom Lande” also take place in Berlin, too. 20th century literature takes its topic from metropolitan cities most of the time, because metropolitans leave profound impression on the person. The startup of migration from the village to the city with the industrial revolution and as a result of this, the increase of squatter settlement in the cities cause to the ghettoization. The struggle between social classes leads to the anxiety of getting to work on time and working harder. Besides, the longness of working hours, becoming distanced with the family members, the pursuit of happiness apart from family lead to alienation. All of these unfavorableness becomes a springe which the metropolitan cities prepare for the people who migrate from village to city.

Le mythe de la grande ville s’est exprimé de diverses façons en littérature, notamment dans le roman français du xixe siècle, avec Balzac et Hugo, et dans le roman du xxe siècle, chez Döblin ou Dos Passos. Cet article se propose de suivre ce mythe à travers deux poètes, Baudelaire et Brecht, lus par le critique juif allemand Walter Benjamin. Ce dernier fut en effet très attentif à l’histoire du mythe de la ville dans la poésie moderne, puisqu’il fut un archéologue minutieux de la perception littéraire de la ville. Il a ainsi suivi l’évolution du mythe de la ville entre Baudelaire, le poète encore fasciné par les phénomènes urbains comme la foule, le flâneur ou la passante inconnue, et Brecht, chez qui la perception de la ville s’est durcie au contact des rapports de classe qui se sont imposés dans la ville au xxe siècle. The myth of the big city found many expressions in literature, for example in the French novel of the 19th century, by Balzac and Hugo, and in the 20th century novel, by Döblin or Dos Passos. This article aims to follow this myth through two poets, Baudelaire and Brecht. I read them through the lenses of the Jewish-German critique Walter Benjamin. This latter described the myth of the big city from the phase of Baudelaire, still fascinated by urban phenomena like the crowd, the poet as “flaneur” and the unknown woman passing through the crowd, and that of Brecht, for whom the perception of the city became tougher in the light of the new class-relations in the city of the 20th century.

На основе результатов ряда конкретно-социологических исследований, проведенных авторами, в статье раскрываются особенности девиантной субкультуры тинейджеров в большом уральском городе. Особое внимание уделяется проблемам причинно-следственных связей отклоняющегося поведения юношей и девушек в процессе их взросления в родительской семье. Based on results of a number of the concrete and sociological researches conducted by authors in article features of deviant subculture of teenagers in the big Ural city are unveiled. The special attention is paid to problems of relationships of cause and effect of deviant behavior of young men and girls in process of their growing in a parental family.

Building on recent analyses that find a sizeable overall gender wage gap in Azerbaijan's workforce, this paper uses data on young workers in their early years in the labor market to understand how gender wage gaps evolve over time, if at all. The paper uses a unique database from a survey of young people ages 15–29 years. The analysis provides evidence that new labor market entrants begin with little or no gender differences in earnings, but a wage gap gradually emerges over time closer to the childbearing years. The gender wage gap grows from virtually zero, or even a small, positive gap in favor of women, until age 20 years, to about 20 percent two years later and even more than 30 percent at age 29 years. The gap in labor supply rises from almost zero to about 20 percent during the years from 19 to 22, while the gap in hours worked falls from positive (up to six hours per week more than their male counterparts) to negative (up to five hours per week less) over the same period in the life cycle. When decomposing the gap at different deciles of the wage distribution, it appears that most of it is at the lower and upper ends of the distribution, among young adults and prime-age workers. Selection of women into employment is strong and strongly skill-based: when controlling for sample selection bias, the gender gap becomes positive.

В статье рассматривается становление практики социологического мониторинга деятельности органов внутренних дел (полиции), обозначается место социологического мониторинга в механизме обратной связи в управлении полицией, рассказывается об опыте проведения социологического мониторинга и использования его результатов в работе полиции г. Уфы – столице Республики Башкортостан, обосновывается тезис о том, что мониторинговые социологические исследования способствуют росту эффективности работы полиции по обеспечению правопорядка в условиях крупного города. Социологический мониторинг оценивается как действенное условие эффективности правоохранительной деятельности. The article deals with the formation of the practice of sociological monitoring of internal affairs (police) activities, denotes the place of the sociological monitoring in the feedback mechanism of the police management, describes the experience of the sociological monitoring and using its results in the work of the police in Ufa - the capital of the Republic of Bashkortostan, substantiates the thesis that the monitoring of sociological studies help to increase the efficiency of police work on ensuring law and order in a large city. Sociological monitoring is assessed as an effective condition of efficiency of law enforcement. Этническая трудовая миграция в крупные города России детерминирована институциональной, экономической, политической, демографической и социальной средой, оказывающей многофакторное и неоднозначное влияние. Изменились объемы и структура миграционного потока, что приводит к трансформации облика крупного города и его городской среды, человеческого капитала. Новизна исследования состоит в определении детерминант, влияющих на этническую трудовую миграцию в крупный город на примере Екатеринбурга, для разработки рекомендаций по реформирования региональных миграционных программ. В качестве методологического приема использован принцип пилонизации, расширяющий состава теоретических оснований для раскрытия сложного социально-экономического явления с последующим статистическом (количественным) и качественным анализом влияния этнической трудовой миграции на человеческий капитал мегаполиса - г. Екатеринбурга за период с 2000 по 2015 гг. Ethnic labor migration to the large cities of Russia is determined by the institutional, economic, political, demographic and social environment having multiple-factor and ambiguous impact. Volumes and structure of a migratory stream that leads to transformation of image of the large city and its urban environment, the human capital changed. Novelty of research consists in definition a determinant, influencing ethnic labor migration to the large city on the example of Yekaterinburg, for development of rec-ommendations on reforming of regional migratory programs. As methodological reception the principle of a pilonization expanding structure of the theoretical bases for disclosure difficult socially - economic event with the subsequent statistical (quantitative) and qualitative analysis of influence of ethnic labor migration on the human capital of the megalopolis - Yekaterinburg from 2000 for 2015 is used.

The aim of the article is identifying the main factors and trends of self-organization of service industry with increasing the city and transition to agglomerations, analysis of the impact of interaction factor sites of objects of service industry in terms of single urbanization environment. It is proved that the service industry organizes itself, forming a system that mitigates competition. Recommendations that focus on improving the efficiency of allocation of infrastructure are given., Метою дослідження є виявлення основних чинників і тенденцій самоорганізації сфери обслуговування при збільшенні міста і переході до агломерації, аналіз впливу фактору взаємодії об'єктів сфери послуг в умовах єдиного урбанізаційного середовища. Доведено, що сфера послуг самоорганізується, утворюючи систему, що пом'якшує конкуренцію. Вироблено рекомендації, які орієнтовані на підвищення ефективності розміщення об'єктів інфраструктури.
