Não recebi financiamento The thematic questioning of this study guides the need to face the resumption of the debate of the so-called "institutional confidence crisis", analyzes the conjectures to investigate the relationship regarding the knowledge and the attrition scenario of Brazilian institutions and politics, and directs the project to examine the contribution of public policies to civic education programs developed by the Legislative Houses in Brazil. The research used a quantitative and almost experimental method, through data from a survey of the Young Parliament Program of the Legislative Assembly of Minas Gerais (PJ), 2008 edition, which promoted two rounds of questions (pre-test and post-test ) between two groups: young participants (treatment) and young non-participants (control). The study tested the relationship between citizenship and civic culture on issues related to knowledge, behavior and participation in democracy. In conclusion, the data initially made it possible to sustain premises of failures in civic education; confirm that activities improve the image of trust in the brazilian institution, fact already found in the literature in this regard; and, consolidate concepts that drive research on education such as citizen transformation and democratic support. However, the data also allowed us to reflect on the fragility of this first edition of the program (PJ) as it did not obtain results on broader knowledge of political sophistication and did not immediately impact behaviors such as adherence to democracy, trust in other institutions and interest in politics among the young participants. On the other hand, it also allowed us to reflect on the impact that the Program (PJ) had as an example of transforming public policy, as it was a role model for the institution of this type of program in thousands of other legislative houses, assemblies and municipal councils, even gaining a national program at the Congress. It also allowed a very important compendium of research, which later tested, in broader periods, the immediate and late effects that this important type of instrument can contribute to citizen education and the strengthening of democracy. O questionamento temático deste estudo norteia a necessidade de enfrentamento da retomada do debate da chamada “crise de confiança institucional”, analisa as conjecturas para investigar a relação entre o conhecimento e o cenário de desgaste das instituições e da política brasileira, e, direciona o projeto de examinar a contribuição de políticas públicas de programas de educação cívica desenvolvidas pelas Casas Legislativas no Brasil. A pesquisa utilizou o método de natureza quantitativa e quase experimental, através dos dados de um survey do Programa Parlamento Jovem da Assembleia Legislativa de Minas Gerais (PJ), edição de 2008, que promoveu duas rodadas de questões (pré-teste e pós-teste) entre dois grupos: os jovens participantes (tratamento) e jovens não participantes (controle). O estudo testou a relação entre cidadania e cultura cívica sobre questões referentes ao conhecimento, comportamento e participação democráticas. Como conclusão, os dados permitiram inicialmente sustentar premissas de falhas da educação cívica; confirmar a relação de que as atividades melhoram a imagem da confiança na instituição, já achados na literatura a esse respeito; e, sedimentar conceitos que impulsionam a pesquisa sobre a educação como transformação cidadã e suporte democrático. No entanto, os dados também permitiram refletir sobre a fragilidade desta primeira edição do programa (PJ) ao não auferir resultados sobre conhecimentos mais amplos de sofisticação política e não impactar, de imediato, comportamentos como a adesão à democracia, a confiança em outras instituições e o interesse por política entre os jovens participantes. Por outro lado, permitiu também refletir sobre o impacto que o Programa (PJ) teve como exemplo de política pública transformadora, pois ele foi espelho para instituição deste tipo de programa em milhares de outras casas legislativas, Assembleias e Câmaras Municipais, ganhando, inclusive, um programa nacional no Congresso. Permitiu, também, um importantíssimo compêndio de pesquisas, que posteriormente testaram, em períodos mais amplos, os efeitos imediatos e tardios que este importante tipo de instrumento pode contribuir para educação cidadã e o para fortalecimento da democracia.

A presente pesquisa realiza um estudo de caso sobre o mandato coletivo de Alto Paraíso de Goiás, o qual vigorou entre os anos de 2017 e 2020. Guiando-se pelas teorias democráticas que sustentam ser possível identificar a ocorrência no atual cenário político de uma maior participação popular que estaria inserida no sistema representativo, diversa, portanto, dos clássicos modelos de democracia participativa, buscar-se-á identificar no modelo em exame a ocorrência de abertura para a manifestação da população local. Assim, o objetivo primordial deste trabalho é investigar em que medida seriam precisos os discursos frequentemente encontrados em campanhas políticas e materiais publicitários, podendo ser identificados também em análises de textos acadêmicos, no sentido de que o exercício dos mandatos coletivos teria aptidão de promover uma efetiva participação da população nas decisões do Estado. Mais que uma narrativa, as afirmações podem ser entendidas como um anseio dos grupos, já que invariavelmente adotam posturas e de fato implementam programas que acreditam estar cumprindo o objetivo de inclusão. No caso de Alto Paraíso de Goiás não foi diferente. Desde a campanha, passando pelo exercício do mandato até as entrevistas já com o mandato encerrado, os (as) integrantes sustentaram haver identificação com este ideal participativo, mediante programas extraparlamentares e projetos de lei. Assim, com o intuito de investigar em que medida as expectativas foram correspondidas com efetiva participação popular, realizou-se o presente estudo de caso sobre a atuação parlamentar e extraparlamentar do mandato coletivo, com vista a analisar a questão proposta, utilizando como parâmetro as recentes teorias da democracia representativa, as quais, acredita-se, indicam caminhos para responder adequadamente ao problema. The present research carries out a case study on the Collective Mandate of Alto Paraíso de Goiás, which was in force between the years 2017 and 2020. that would be inserted in the representative system, different, therefore, from the classic models of participatory democracy, it will seek to identify in the model under examination the occurrence of opening for the manifestation of the local population. Thus, the primary objective of this work is to investigate the extent to which the discourses frequently found in political campaigns and advertising materials would be necessary, which could also be identified in the analysis of academic texts, in the sense that the exercise of collective mandates would have the ability to promote an effective participation of the population in the decisions of the State. More than a narrative, the statements can be understood as a desire of the groups, since they invariably adopt postures and in fact implement programs that they believe are fulfilling the objective of inclusion. In the case of Alto Paraíso de Goiás it was no different. From the campaign, through the exercise of the mandate to the interviews with the mandate ended, the members maintained that they identified with this participatory ideal, through extra-parliamentary programs and bills. Thus, in order to investigate the extent to which expectations were met with effective popular participation, the present case study was carried out on the parliamentary and extra-parliamentary action of the Collective Mandate, in order to analyze the proposed question, using as a parameter the recent theories of representative democracy, which, it is believed, indicate ways to adequately respond to the problem.

Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) Using the theoretical perspective of Feminist Institutionalism, in which institutions are structured in masculine values that creates barriers for women political representation, we aimed to study women representation in the Brazilian Federal Chamber from 2003 to 2019, analyzing political representation as an institutional process that responds to numerous incentives. We ask if the women’s presence in this institution implicates the descriptive representation and if the electoral victory of populist governments impacts the legislative production on gender issues. Our argument articulates that women’s representation is not linear, so their presence in the political arena does not necessarily translate into substantive politics and, in circumstances of right-wing populist leaders and values rises, gender agendas may be captured. Throughout the thesis we built a theoretical overview and used a mixed methodology to investigate the process of women representation in Brazil and the impact of populist governments on gender issues agenda, using comparative research between Brazil and the United States of America. We indicate that women representation in Brazil finds it difficult to be carried out at the hands of elected deputies because of institutional obstacles, given the low number of women in this arena and the structures that prevent and constrain the effectiveness of their actions. On the other hand, right-wing populist governments had a positive impact on the number of women elected, but not necessarily on the production of gender issues agenda by parliament, depending on the institutional arrangement, since in Brazil there was a negative impact and in the United States a positive impact. A partir do entendimento da perspectiva teórica do Institucionalismo Feminista de que as instituições se estruturam em valores masculinos que atrapalham o desenvolvimento da representação política feminina, a tese teve como objetivo o estudo da representação feminina na Câmara Federal de 2003 a 2019, analisando-a como um processo institucional que responde a diversos incentivos. Nos perguntamos se a presença de mulheres nesta instituição compreende uma lógica da representação descritiva e se a vitória eleitoral de governos populistas de direita impacta na produção legislativa sobre questões de gênero. Nosso argumento articula que a representação feminina não é linear, de forma que a sua presença no contexto político não necessariamente se traduz em política substantiva e, em condições de ascensão de líderes e valores populistas de direita, as pautas sobre gênero podem ser capturadas. Ao longo da tese construímos um apanhado teórico e utilizamos uma metodologia mista para investigar o processo de representação de mulheres no país e o impacto de governos populistas nas agendas sobre questões de gênero, esse último ponto a partir de uma pesquisa comparada com os Estados Unidos da América. Indicamos que a representação feminina no Brasil encontra dificuldade em se efetivar pelas mãos das deputadas eleitas por causa de obstáculos institucionais, visto a baixa quantidade de mulheres nessa arena e as estruturas que impedem e constrangem a efetivação de suas ações. Por outro lado, governos populistas de direita tiveram impacto positivo no número de eleitas, mas não necessariamente na produção de matérias relacionadas a questões de gênero, a depender do arranjo institucional, visto que no Brasil houve um impacto negativo e nos EUA um impacto positivo. 2017/26776-6

Qual o espa?o existente para as ideias p?s-desenvolvimentistas e baseadas na sustentabilidade forte dentro dos partidos de esquerda no Brasil? Com base nestas quest?es de pesquisa, analisamos as propostas dos partidos da esquerda brasileira que apresentaram candidaturas pr?prias na elei??o presidencial de 2018, e entrevistamos ativistas ambientais cr?ticos ao desenvolvimentismo filiados a estes partidos. Partimos da hip?tese de que a esquerda partid?ria brasileira se limita a pensar alternativas dentro do paradigma desenvolvimentista, com base no paradigma da sustentabilidade fraca, e, portanto, o espa?o para ideias p?s-desenvolvimentistas e afins com a sustentabilidade forte nestes partidos ? restrita ou inexistente. As evid?ncias apontam que nossa hip?tese se demonstrou correta nos partidos analisados, com exce??o parcial do Partido Socialismo e Liberdade (PSOL). Regarding the environmental theme, are there proposals based on strong sustainability in the government programs presented by the Brazilian left parties in the 2018 presidential elections? What is the existent space for post-developmentalist ideas and ideas based on strong sustainability in Brazil?s left parties? Based on these research questions, we analyzed the proposals by Brazilian left parties that presented their own candidacies in the 2018 presidential elections and interviewed environmental activists who are critical towards the developmentalism that is connected to these parties. We hypothesize that the Brazilian left is limited to thinking alternatives inside a developmental paradigm, based on the weak sustainability paradigm and, thus, the space for post-developmentalist ideas and such with strong sustainability is limited or inexistent. The evidence reveals that our hypothesis was proven right for the parties analyzed in this study, except partially for the Liberty and Socialism Party (PSOL). The interviewees who are affiliated to this party stated that PSOL has increasingly been more open regarding the eco-socialist and post-developmentalist agenda. Although the program presented by the party in 2018, in general, focuses on development; in the part concerning environment, there are proposals directly referred to in the international debate on alternatives to development and adherent to strong sustainability, which indicates that, in this party, strong sustainability has enough space to (at least) fight developmentalism for space. Con relaci?n a la tem?tica ambiental, ?hay propuestas basadas en la sustentabilidad fuerte en los programas de gobierno presentados por la izquierda partidaria brasile?a en las elecciones presidenciales de 2018? ?Cu?l es el espacio existente para las ideas posdesarrollistas y basadas en la sustentabilidad fuerte dentro de los partidos de izquierda en Brasil? Con base en estas cuestiones de investigaci?n, analizamos las propuestas de los partidos de la izquierda brasile?a que presentaron candidaturas propias en los comicios presidenciales de 2018, y entrevistamos a activistas ambientales cr?ticos al desarrollismo, afiliados a estos partidos. Partimos de la hip?tesis de que la izquierda partidaria brasile?a se limita a pensar alternativas dentro del paradigma desarrollista, con base en el paradigma de la sustentabilidad d?bil, y, por lo tanto, el espacio para ideas postdesarrollistas y afines con la sostenibilidad fuerte en estos partidos es restringida o inexistente. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) The work of Joel Rufino dos Santos contains an important reflection on the contemporary world, emphasizing a new version of Brazilian history in the midst of the consolidation of industrial society in Brazil, a moment when intellectuals debated the theme of the national project and acted in full process of implementation and routinization of the social sciences in Brazil, privileging different themes and problems along this trajectory. The schedule of issues analyzed by Rufino is anchored in the trajectory of racial exclusion long rooted in the Brazilian tradition, under multiple aspects. Although Joel Rufino do Santos' work is extensive and deals with a complex thematic schedule, this work intends to analyze the author's intellectual thinking on two points: the first, closer in nature to the debate on social thought and interpretations about Brazil, will focus on a critique and review of the history of Brazilian education and the role of black people in it; the second will deal with the trajectory of Joel Rufino dos Santos. In the end, it is intended to give visibility to the thought of this black intellectual in whose agenda of reflection important themes are found for the understanding of how the racial question, the theme of subjectivity, and the sociopolitical dimension of blacks are articulated with national formation (yesterday and today). A obra de Joel Rufino dos Santos contém importante reflexão acerca do mundo contemporâneo, dando ênfase a se pensar uma nova versão da história brasileira no bojo da consolidação da sociedade industrial no Brasil, momento em que os intelectuais debatiam o tema do projeto nacional e atuavam em pleno processo de implementação e rotinização das ciências sociais no Brasil, privilegiando temas e problemas distintos ao longo dessa trajetória. A agenda de questões analisadas por Rufino ancora-se na trajetória da exclusão racial longamente enraizada na tradição brasileira, sob múltiplos aspectos. Não recebi financiamento Fake news came up with the post-truth and had the Trump’s election and Brexit as the main examples of its indiscriminate use. Brazil did not come out unscathed and here they also had repercussions, mainly during the electoral period, in which all sorts of misinformation has been resurrected and became public again. Although the use of lies in politics is not recent, the fake news phenomenon is associated to the technological apparatus of the information society in which we live. As usual, the term fake news has become complex and the literature has preferred the term disinformation for being more comprehensive and able to understand all kinds of rumors. The present study aims to investigate the discourse propagated against the Brazilian left, proposing a typology of fake news used in order to understand which themes were part of the political schedule in the period studied by cataloging the disinformation that was denied by the agencies/sites. Embora o uso da mentira na política não seja recente, o fenômeno das fake news é devido ao seu uso estar vinculado ao aparato tecnológico da sociedade da informação em que vivemos. De tão usual, o termo fake news tornou-se complexo, e a literatura tem preferido o termo desinformação por ser mais abrangente e conseguir compreender todo tipo de boato veiculado. O presente estudo tem como objetivo investigar o discurso propagado contra a esquerda brasileira, propondo uma tipologia das fake news utilizadas a fim de entender quais os temas fizeram parte da agenda política no período estudado por meio da catalogação das desinformações que foram desmentidas pelas agências/sites de checagem e a análise do seu conteúdo e discurso. As fake news são propostas por um sujeito interessado em trazer temas específicos para o debate político. Metodologicamente, o trabalho usa da Análise do Discurso para compreender esse fenômeno, e utiliza a Análise Semiolinguística como forma de análise.

Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) This dissertation analyzes the characteristics of the Brazilian policy agenda related to the energy sector to verify the governmental priorities (longitudinally and transversally), at the federal level, between 1995 and 2014, a period that compounds both governments Fernando Henrique Cardoso and Luiz Inácio Lula da Silva, and the Dilma Rousseff’s first term. To do so, the analysis focus on the attention of the Executive (Presidency, Ministry of Mines and Energy and National Council for Energy Policy), the Legislative, and the Indirect Administration (National Electric Energy Agency, National Agency of Petroleum, Natural Gas and Biofuels and Energy Research Company). The attention of these arenas and institutions is analyzed based on presidential investiture speeches, messages to the National Congress, executive decrees, provisional measures, ministerial decrees, resolutions from the regulatory agencies and the sectorial council, technical notes from the Energy Research Company, constitutional amendments, ordinary laws, and legislative decrees. Based on the Punctuated Equilibrium Theory, created by Baumgartner and Jones, and a methodology that combines content analysis, coding processes, database construction, and statistical treatment, used and recognized internationally by the Comparative Agendas Project, this dissertation undertakes qualitative analyzes based on data content, as well as quantitative analyzes based on frequency and correlation analyses. As result, it is pointed out that the policy agenda related to the energy sector is quite diversified and that priorities fluctuate considerably over the years, delimiting periods of incremental adjustments, as well as expressive changes. It is also identified that renewable energies had attention increased in PT governments (even though non-renewable energies are among the priorities), while in Cardoso governments the priorities are turned to the electricity and oil and natural gas sectors. Furthermore, it is argued that between 1995 and 2014 the energy sector had two distinct policy images, one during the Cardoso’s governments and the other during the PT’s governments. In this perspective, the set of elements around two factors, the energy crisis during 2001-2002s and the election of Lula, changes the policy image, as well as enabling the process of diversification of the Brazilian energy matrix and the entry of renewable energies issues on the policy agenda. Finally, it is highlighted that there are important differences in the Executive, Legislative and Indirect Administration agendas and that relevant associations are noted between the priorities of Indirect Administration and the Executive. Furthermore, there is a tendency for the Executive to usually direct the National Congress's attention on the energy sector. These findings reinforce the argument that the energy sector is more insulated in the Executive and has a predominance of attention in technical and bureaucratic institutions. Esta dissertação analisa as características da agenda governamental brasileira relacionada ao setor de energia a fim de verificar as prioridades governamentais (longitudinal e transversalmente), em nível federal, entre os anos de 1995 a 2014, período que congrega ambos os governos Fernando Henrique Cardoso e Luiz Inácio Lula da Silva e o primeiro mandato de Dilma Rousseff. Para isso, o foco da análise recai sobre a atenção do Executivo (Presidência, Ministério de Minas e Energia e Conselho Nacional de Política Energética), do Legislativo e da Administração Indireta (Agência Nacional de Energia Elétrica, Agência Nacional do Petróleo, Gás Natural e Biocombustíveis e Empresa de Pesquisa Energética). A atenção dessas arenas e instituições é analisada a partir de discursos de posse, mensagens ao Congresso Nacional, medidas provisórias, decretos do Executivo, portarias ministeriais, resoluções das agências reguladoras e do conselho setorial, notas técnicas da Empresa de Pesquisa Energética, emendas constitucionais, leis ordinárias e decretos legislativos. Tendo como base a Teoria do Equilíbrio Pontuado (Punctuated Equilibrium Theory), criada por Baumgartner e Jones, e metodologia que une análise de conteúdo, processos de codificação, construção de banco de dados e tratamento estatístico, utilizada e reconhecida internacionalmente pelo Comparative Agendas Project, esta dissertação empreende análises qualitativas sobre o conteúdo substantivo dos dados, como também quantitativas a partir de análises de frequência e correlação. Em termos de resultados, aponta-se que a agenda governamental relativa ao setor de energia é bastante diversificada e que as prioridades oscilam consideravelmente ao longo dos anos, demarcando períodos de ajustes incrementais, como também de mudanças expressivas. Identifica-se ainda que as energias renováveis ganham maior focalização nos governos petistas (ainda que energias não renováveis estejam entre as prioridades), enquanto que nos governos Cardoso as prioridades estão voltadas para os setores de eletricidade e petróleo e gás natural. Além disso, argumenta-se que entre 1995 e 2014 o setor de energia teve duas policy images distintas, uma durante os governos Cardoso e outra durante os governos petistas. Nessa perspectiva, o conjunto de elementos em torno de dois fatores, a crise energética de 2001-2002 e a eleição de Lula, faz a imagem do setor mudar, bem como possibilitar o processo de diversificação da matriz energética brasileira e a entrada das questões relativas às energias renováveis na agenda governamental. Por fim, demarca-se que existem diferenças importantes nas agendas do Executivo, do Legislativo e da Administração Indireta e que são notadas associações relevantes entre as prioridades da Administração Indireta e do Executivo. Ademais, demonstra-se uma tendência de o Executivo usualmente direcionar a atenção do Congresso Nacional sobre o setor de energia. A presente investigação debruça-se, de forma específica, nos resultados da Lei de Cotas para a inserção das mulheres na cidade de Goiânia, analisando o processo de seleção de candidaturas para a Câmara Municipal de Goiânia nas eleições de 2020 e o perfil das candidatas eleitas. O tema se mostra relevante, uma vez que grande parte dos estudos nessa vertente se dá no âmbito federal. O objetivo geral é analisar a participação proporcionalmente menor das mulheres nos cargos políticos brasileiros, com foco em Goiânia e na efetividade da Lei de Cotas. Deste modo, investigou-se o processo de aplicação da Lei de Cotas na seleção de mulheres nos partidos políticos para candidatas a vereadoras na Câmara Municipal de Goiânia. Na metodologia foram utilizados instrumentos como análise da legislação eleitoral, os mecanismos decisórios adotados pelos partidos políticos, dados eleitorais disponibilizados pelo Tribunal Superior Eleitoral (TSE) e entrevistas com candidatas eleitas, ou não, e dirigentes partidários. Nesse sentido, os dados e as entrevistas permitiram compreender que por mais que os partidos cumpram a legislação prevista em relação às cotas de gênero, não é o suficiente, há ainda um longo caminho a ser trilhado. As entrevistas trouxeram resultados bastante interessantes, uma vez que abordaram os bastidores das campanhas eleitorais e como atua cada partido. Foi constatado que não há uma preparação interna nos partidos preocupada com a formação e a preparação política de mulheres, visando candidaturas realmente competitivas. The present investigation focuses specifically on the results of the Quota Law for the insertion of women in the city of Goiânia, analyzing the process of selection of candidates for the Municipality of Goiânia in the 2020 elections and the profile of elected candidates . The topic is relevant, since most studies in this area take place at the federal level. The general objective is to analyze the proportionally smaller participation of women in Brazilian political positions, with a focus on Goiânia and on the effectiveness of the Quota Law. Thus, the process of applying the Quota Law in the selection of women in political parties for candidates for councilor in the Municipality of Goiânia was investigated. The methodology used instruments such as analysis of electoral legislation, decision-making mechanisms adopted by political parties, electoral data provided by the Superior Electoral Court (TSE) and interviews with candidates, elected or not, and party leaders. In this sense, the data and the interviews allowed us to understand that as much as the parties comply with the legislation foreseen in relation to gender quotas, it is not enough, there is still a long way to go. The interviews yielded very interesting results, as they approached the backstage of electoral campaigns and how each party operates. It was found that there is no internal preparation in the parties concerned with the formation and political preparation of women, aiming at really competitive candidacies.

Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) This research aims to employ a comparative analysis of the process of creation, institutionalization and concrete results of the state truth commissions of São Paulo “Rubens Paiva” (CEV-SP) and Rio de Janeiro (CEV-Rio). The research proposes an analysis based on a historical institutionalist perspective and assesses how deputies, CEV members and members of other public institutions made use of available institutional mechanisms to pressure veto-players and guarantee access to resources and autonomy of both commissions. This research also evaluates the impact of these commissions in each state, measuring the CEVs actions towards concrete results, the relationship between their recommendations, the legislative production in ALESP and ALERJ from 2015-2019, and the assessment of people targeted by the military dictatorship of the work of the commissions. The results show that members from each commission employed different strategies: while CEV-Rio sought to establish alliances of partner institutions, CEV-SP based its work on the support of social movements. This difference in approach led to different results. This research seeks to build on the commissions’ institutionalist approaches and defends the importance of the CEVs for the understanding of the modus operandi of the CNV, as well as the innovations promoted in the transitional justice model adopted in Brazil. Esta pesquisa teve como objetivo analisar de forma comparada o processo de instalação, institucionalização e alcance de resultados concretos da comissão estadual da verdade de São Paulo “Rubens Paiva” (CEV-SP) e do Rio de Janeiro (CEV-Rio). O trabalho propõe uma análise a partir de uma perspectiva institucionalista histórica e avalia como deputados, membros das CEV’s e integrantes de outros órgãos públicos utilizaram os mecanismos institucionais disponíveis para pressionar veto-players e garantir o acesso aos recursos e a autonomia da CEV-SP e CEV-Rio. A pesquisa também avalia o impacto destas comissões em cada estado mensurando as ações das CEV’s em busca de resultados concretos, a relação entre suas recomendações, a produção legislativa na ALESP e ALERJ de 2015 até 2019 e a avaliação de pessoas atingidas pela ditadura dos trabalhos das comissões. Os resultados mostram que os membros de cada comissão utilizaram diferentes estratégias de atuação, se por um lado a CEV-Rio procurou estabelecer alianças com instituições parceiras, por outro, a CEV-SP ancorou seu trabalho no apoio dos movimentos sociais. Essa diferença de estratégias adotadas também gerou resultados concretos diferentes em cada estado. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) The present research aims to understand the incentives that defined the voting and distribution strategies of the Special Fund for Campaign Financing. The general objective of the research was to analyze the voting process for implementing the Electoral Fund and the party strategies for its distribution in the 2018 general elections. electoral campaigns that were approaching, we tried to understand if 1) the volume of resources for each political party determined the vote of parliamentarians; and whether 2) the dispute for majority positions was concentrated in parties with the greatest funding from the FEFC. In this way, we seek to answer the following question: What incentives defined the FEFC voting and distribution strategies? The specific objectives that guide this research consist of: 1) Identifying the changes in Law No. 9,504/97 that affected the 2018 electoral process, especially with regard to articles dealing with campaign financing; 2) analyze the political disputes in both National Chambers around the vote for the creation of the FEFC; 3) understand to what extent the changes impacted party resource distribution strategies; 4) analyze the accountability of parties that had candidates for the 2018 election. For this, we propose a comparative analysis, combined with the rational choice neo-institutionalism approach to investigate the motivations and reorganization of political parties in this electoral process. In addition, we will carry out a qualitative analysis of the voting speeches of the project that culminated in Law No. 13.487/2017 and a quantitative analysis of the party's accountability (expenses) in the 2018 election. La investigación presentada tiene como objetivo comprender los incentivos que definieron las estrategias para la votación y distribución del Fondo Especial de Financiamiento de Campañas. El objetivo general de la investigación fue analizar el proceso de votación para la implementación del fondo electoral y las estrategias de los partidos para su distribución en las elecciones generales de 2018. Discutidos en un escenario político de fuertes choques institucionales y la ausencia de una densa fuente de recursos para el financiamiento de las próximas campañas electorales, tratamos de entender si 1) el volumen de recursos para cada partido político determinaba el voto de los parlamentarios; y si 2) la disputa por posiciones mayoritarias se concentró en partidos con mayor recaudación de fondos. Por lo tanto, buscamos responder a la siguiente pregunta: ¿Qué incentivos han definido las estrategias para la votación y distribución de la FEFC? The objectives of this research are: to build the decision-making profile of the TJAM regarding its external alignment with the Executive Powers of the state and municipal spheres in the face of the crisis discourse; assess the institutional metamorphosis of the Judiciary in the pragmatics of the crisis; and find out which theoretical conception can support the application of Law in its post-modern complexity. An inductive method was used, with qualitative research, implemented by discursive textual analysis, with its respective phases: unitarization, categorization and production of the metatext. As for the results, cases related to fundamental and social rights and the supremacy of the public interest were identified, such as those related to personnel expenses, nomination in public competition, twelfth to the city council, suspension of the bidding process, right to health, tariff of collective transport and exoneration or postponement of tax collection. In the identified cases, it was intended that the concrete effects of the crises were presumed, in a kind of crypto-pragmatism that honored economic consequentialism, which was not accepted by the TJAM. In this way, the TJAM acted as a functional representative of social citizenship, shielding the pretension of establishing states of exception, as a complement to political representation in a post-democratic environment. The Judiciary is democratically competent and legitimated to enforce the limits of substantial democracy, deliberatively, from the perspective of demodiversity, when the argument of judicial activism is superficial in view of all the factors that must be overcome to avoid the institutional weaknesses of the courts amidst its interinstitutional fragility. Finally, legal pragmatism can theoretically and practically encompass the legal complexity in postmodernity, which is contingent and prospective, the basis of Atienza's post-positivist vision, which faced the excesses of neoconstitutionalism, by promoting offenses to legal integrity with too much openness. The TJAM followed its remarkable historical background in the defense of fundamental rights, which shows that the legal practice is a continuous process of self-correction without rupture, of a responsive nature to the social environment. A presente tese tem como objeto de estudo as decis??es do Tribunal de Justi??a do Amazonas (TJAM) nos conflitos de interesse p??blico em que os Poderes Executivos das esferas estadual e municipal tenham se utilizado da estrat??gia discursiva da crise. Os objetivos da presente pesquisa s??o: construir o perfil decis??rio do TJAM quanto ao seu alinhamento externo aos Poderes Executivos das esferas estadual e municipais diante do discurso da crise; avaliar a metamorfose institucional do Poder Judici??rio na pragm??tica da crise; e apurar qual concep????o te??rica pode subsidiar a aplica????o do Direito na sua complexidade p??s-moderna. Desta forma, o TJAM agiu enquanto representante funcional da cidadania social, ao blindar a pretens??o de estabelecimento de estados de exce????o, de forma complementar ?? representa????o pol??tica em ambiente p??s-democr??tico. O Judici??rio ?? democraticamente competente e legitimado para fazer valer os limites da democracia substancial, de forma deliberativa, na perspectiva da demodiversidade, quando o argumento do ativismo judicial ?? superficial diante de todos os fatores que devem ser superados para se evitarem as debilidades institucionais das cortes em meio a sua fragilidade interinstitucional. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) The presented research aimed to identify the causal mechanism that allowed for the institutionalization of the Brazilian civil-military relations between 1988 and 2014. First, there was a need to demonstrate the occurrence of such a process, through a comparative analysis of the existing legislation in 1988 and 2014, showing whether they had become more complex, circumscriptive, and universalist during that time. Once the institutionalization process had been confirmed, process-tracing techniques were used to deduce the process, identifying the patterns of institutional change and, therefore, collecting information that would help identify the causal mechanism. The proceedings of the Constitutional Emends and Complimentary Laws, and theme-related policies were analyzed, and the findings were qualified in light of the concepts of Historical Institutionalism. Such findings allowed for the identification of the predominant action coming from the Executive Power in the institutional modifications, and for the determination of which resources available to this Power enabled it to act in such a dominant manner. Making use of the literature on the Brazilian Presidentialism, it was possible to understand what are the presidential prerogatives, and in which way they have provided advantage to the President, enabling a legislative predominance of the Executive Power in multiple areas, including civil-military relations. Such prerogatives were divided into three types, according to what was found: precedence, resources and tools – and, with them, it was possible to deduce the causal mechanism that allowed for the institutionalization of the civil-military relations between 1988 and 2014. La presente investigación buscó identificar el mecanismo causal que permitió la institucionalización de las relaciones cívico-militares brasileñas, entre 1988 y 2014. En este sentido, averiguamos, en primer lugar, comprobar la ocurrencia de un proceso de institucionalización de estas relaciones, a través de un análisis comparativo de las legislaciones vigentes en 1988 y 2014, observando si estas leyes se volvieron más complejas, circunscritas y universalistas, entre las dos fechas. Seguidamente de comprobar la existencia de institucionalización, técnicas de process-tracing fueron utilizadas para reconstruir el proceso, con el intento de identificar patrones de cambio institucional y, de esta manera, recolectar informaciones que permitieran la identificación del mecanismo causal. Para ello, analizamos el trámite legislativo de las Enmiendas Constitucionales, Leyes Complementarias y políticas asociadas al tema, calificando los hallazgos a la luz de los conceptos del Institucionalismo Histórico. Los hallazgos posibilitaron identificar la acción preponderante del Poder Ejecutivo en la realización de las modificaciones institucionales, y verificar cuáles recursos disponibles permitieron que este Poder actuara de manera destacada. Con el auxilio de la literatura sobre el presidencialismo brasileño, fue posible comprender lo qué son las prerrogativas presidenciales y entender de qué maneras estas prerrogativas proporcionaron ventajas de acción al Presidente de la República, las cuales posibilitan un predominio legislativo del Poder Ejecutivo en diversas áreas, incluidas las relaciones cívico-militares. A partir de lo encontrado, las prerrogativas identificadas como actuantes en el presente estudio de caso fueron divididas en tres tipos - primacía, recursos y herramientas - y, con ellas, fue posible componer el mecanismo causal que permitió la institucionalización de las relaciones cívico-militares, en el período de 1988 a 2014. A presente pesquisa buscou identificar o mecanismo causal que permitiu a institucionalização das relações civis-militares brasileiras, entre 1988 e 2014. Neste sentido, buscou-se, primeiramente, comprovar a ocorrência de um processo de institucionalização destas relações através de uma análise comparativa das legislações existentes em 1988 e em 2014, observando se elas se tornaram mais complexas, circunscritas e universalistas, entre as duas datas. Após a comprovação da existência da institucionalização, técnicas de process-tracing foram utilizadas para reconstruir o processo, com o intento de identificar padrões de mudança institucional e, desta forma, coletar informações que possibilitassem a identificação do mecanismo causal. Para tanto, foram analisados os trâmites legislativos das Emendas Constitucionais, Leis Complementares e políticas associadas ao tema, qualificando os achados à luz dos conceitos do Institucionalismo Histórico. Os achados permitiram a identificação da ação preponderante do Poder Executivo na realização das modificações institucionais, e a constatação de quais recursos disponíveis a este Poder que o possibilitaram atuar de forma destacada. Com o auxílio da literatura sobre o presidencialismo brasileiro, fez-se possível a compreensão do que são as prerrogativas presidenciais e entender de quais formas estas prerrogativas forneceram vantagens de ação ao Presidente da República, as quais tornam possível uma predominância legislativa do Poder Executivo em diversas áreas, incluindo as relações civis-militares. Com base no encontrado, dividiu-se as prerrogativas identificadas como atuantes no presente estudo de caso em três tipos – primazia, recursos e ferramentas – e, com elas, foi possível compor o mecanismo causal que permitiu a institucionalização das relações civis-militares, no período de 1988 a 2014. Esta tese pretende investigar a estrutura de carreira dos congressistas do PT, PSDB, PMDB e PFL/DEM presentes nos levantamentos Os ?Cabe?as? do Congresso Nacional, do Departamento Intersindical de Assessoria Parlamentar (DIAP), entre 1995 e 2010. A hip?tese principal desta pesquisa ? que os membros da elite do Legislativo possuem caracter?sticas sociais, pol?ticas e de experi?ncia que diferenciam os representantes deste grupo dos demais parlamentares. Foi identificado que n?o existe distin??o significativa entre ?Cabe?as? e congressistas nas caracter?sticas socias. No campo pol?tico, a hip?tese foi parcialmente confirmada. Foi constatado que os integrantes do escol do Legislativo se diferenciam dos parlamentares por trocarem menos de agremia??o. Tamb?m ocupam mais cargos de dire??o partid?ria na c?pula nacional das legendas. Foi demonstrado que a experi?ncia ? uma caracter?stica preponderante entre os ?Cabe?as?. Um dos principais achados desta tese foi que os membros da elite do Legislativo dedicam mais tempo de carreira ? atua??o no Congresso Nacional que os demais parlamentares. Os ?Cabe?as? filiados a partidos na oposi??o ao presidente da Rep?blica recebem do DIAP mais classifica??es como debatedores. Os parlamentares vinculados a agremia??es que integram a base de apoio s?o classificados mais vezes pelo departamento como articuladores/organizadores e formuladores. Na parte final da tese, foi analisado o perfil dos pol?ticos (PT, PSDB, PMDB e PFL/DEM) que apareceram 10 ou mais vezes nos levantamentos do DIAP entre 1995 e 2010. Foram identificados 30 ?Cabe?as? neste segmento espec?fico da elite congressual. A maioria representa estados do Nordeste, atua como professor universit?rio e possui familiares na pol?tica. A experi?ncia na vida p?blica e o tempo expressivo de carreira dedicado ao Congresso apareceram como caracter?sticas ainda mais marcantes entre os integrantes deste grupo seleto. Todas estas descobertas permitem uma compreens?o melhor dos fatores que convertem um deputado federal ou senador em membro da elite do Congresso Nacional, demonstrando que n?o s?o apenas fatores individuais (?compet?ncia?, ?expertise?, ?jogo de cintura?) e partid?rios (tamanho da bancada) que impactam na probabilidade de um parlamentar se destacar. Compor a base governista aumenta a chance de um congressista se projetar no interior do pr?prio Legislativo. Este achado real?a a import?ncia da influ?ncia do poder Executivo sobre o poder Legislativo. Tamb?m destaca a capacidade de atra??o do presidencialismo de coaliz?o. his work aims at investigating the careers of members of congress associated with PT, PSDB, PMDB and PFL/DEM who were referred to as The ?Cabe?as? (?masterminds?) of the Brazilian National Congress by the Inter-Union Parliamentary Advisory Department (Departamento Intersindical de Assessoria Parlamentar, DIAP) between 1995 and 2010. The main hypothesis is that the members of the legislative authority elite have social, political, and experience traits that make them different from other members of congress. No relevant social differences between the ?Cabe?as? and other members of congress were identified. The political hypothesis was partially confirmed. The members of the legislative elite were found to change teams less often. They also occupy more party leadership positions in the national summit of parties. Experience was identified as a major trait of the ?Cabe?as?. This study?s main conclusion is that the members of the legislative elite spend more career time in the National Congress than other members. The ?Cabe?as? associated with parties opposed to the president are more often classified as debaters by DIAP. Those associated with parties that make for the support base are more often classified by the department as articulators/organizers and formulators. In the final segment of this thesis, the profiles of politicians (PT, PSDB, PMDB e PFL/DEM) who appeared 10 times or more in DIAP?s surveys between 1995 and 2010 were analyzed. Thirty ?Cabe?as? were identified in this specific segment of the congress elite. Most members represent Northeast states, are college professors, and have relatives in politics. Public life experience and the long period dedicated to the Congress were identified as even more important traits shared by this select group. These findings allow for a better understanding of the factors that make a member part of the National Congress elite, which proves individual aspects (competence, expertise, flexibility) and party-related (size of party section) are not the only influencing a member?s success. Being part of the governing group increases the chances of a member?s success in the legislative authority. These findings highlight the importance of executive authority over legislative authority, as well as the attractiveness of presidential coalition. A presente Disserta??o tem como objetivo principal, no ?mbito da Ci?ncia Pol?tica, investigar a aplicabilidade de conceitua??o anal?tica constru?da por John D. French, denominada ?Consenso Corporativo?. Essa formula??o te?rica, derivada da an?lise da atua??o do movimento sindical brasileiro na primeira metade do s?culo XX e de sua cultura pol?tica, tem como premissa b?sica um ?enfoque (que) coloca uma ?nfase excessiva na interven??o corporativa do Estado (brasileiro) e no seu impacto negativo na consci?ncia, na auto-organiza??o e na luta da classe trabalhadora? (FRENCH, 2001 p. 31). Para tanto, buscou-se, a partir da an?lise da obra de French e com amparo em formula??es te?rico/pol?ticas relativamente a esse per?odo hist?rico, testar a presente proposi??o e averiguar os limites de sua utiliza??o para abarcar o campo pol?tico brasileiro e, com amparo na teoriza??o de Pierre Bourdieu, fazer a transposi??o do conceito em an?lise, do campo das rela??es do trabalho para o campo pol?tico. The main objective of this dissertation, within the scope of Political Science, is to investigate the applicability of analytical concepts constructed by John D. French, called ?Corporate Consensus?. This theoretical formulation, derived from the analysis of the performance of the Brazilian trade union movement in the first half of the 20th century and its political culture, has as its basic premise a ?focus (which) places an excessive emphasis on corporate intervention of the (Brazilian) State and its negative impact on conscience, self-organization and the struggle of the working class? (FRENCH, 2001 p. 31). To this end, it was sought, based on the analysis of French's work and based on theoretical / political formulations in relation to this historical period, to test the present proposition and investigate the limits of its use to cover the Brazilian political field and, with support in Pierre Bourdieu's theory, transpose the concept under analysis, from the field of labor relations to the political field. In methodological terms, we sought to carry out bibliographic and comparative research, based on deductive patterns, interrelating theoretical findings with factual reality. The conclusions allowed to infer that the researched elements support the theorized hypothesis towards the compatibility and applicability of the analyzed concept with the political and work fields. A presente pesquisa tem como objetivo geral compreender os fatores institucionais que est?o vinculados ? aprova??o da agenda de reformas do Governo Sartori. Para alcan?ar o objetivo proposto, buscou-se: (I) identificar a forma atrav?s da qual o Executivo construiu a sua base de sustenta??o no Legislativo atrav?s da forma??o da coaliz?o de governo; (II) compreender como a coes?o partid?ria impacta o n?vel de apoio legislativo obtido pelo Executivo em rela??o ? agenda de reformas; e (III) investigar os instrumentos regimentais utilizados pelo Executivo para o sucesso da aprova??o de sua agenda. Dessa forma, escolheu-se estudar o Governo Sartori por ser a gest?o mais recente a implementar uma agenda de reformas a fim de equacionar as contas p?blicas e, tamb?m, por ter uma vis?o antag?nica do papel do Estado em rela??o ao governo que foi o seu antecessor, cuja vis?o era a de um Estado provedor. O estudo realizado apresenta caracter?sticas descritivas, nas quais partindo da an?lise documental e bibliogr?fica analisou-se o Regimento Interno da Assembleia Legislativa do RS, a Constitui??o Estadual?RS, as mat?rias veiculadas nos meios de comunica??o que abordaram sobre o tema pesquisado, bem como, criou-se uma amostra contendo 39 iniciativas de autoria do Governador que foi buscada no Portal do Departamento de Assessoria Legislativa da Alergs. Atrav?s dos resultados obtidos, considerou-se que, n?o contrariando os resultados encontrados pela literatura, o Governo Sartori obteve sucesso na aprova??o da sua agenda reformista atrav?s de elementos que caracterizam o Presidencialismo de Coaliz?o e a Governabilidade presente nas esferas subnacionais, contudo obteve dificuldades no que tange ? coes?o partid?ria, fazendo com que determinados partidos que integraram a sua base de Governo n?o fossem fieis ? sua agenda. The present research has as general objective to understand the institutional factors that are linked to the approval of the reform agenda of the Sartori Government. To achieve the proposed objective, we sought to: (I) identify the way in which the Executive built its support base in the Legislative through the formation of the government coalition; (II) understand how party cohesion impacts the level of legislative support obtained by the Executive in relation to the reform agenda; and (III) to investigate the regulatory instruments used by the Executive for the successful approval of its agenda. Thus, it was chosen to study the Sartori Government because it is the most recent management to implement a reform agenda in order to settle the public accounts and, also, for having an antagonistic view of the role of the State in relation to the government that was its predecessor, whose vision was that of a provider state. The study carried out presents descriptive characteristics, in which, starting from the documentary and bibliographic analysis, the Internal Regulations of the Legislative Assembly of RS, the State Constitution?RS were analyzed, the materials published in the media that addressed the researched topic, as well as, a sample was created containing 39 initiatives authored by the Governor that was searched on the Portal of the Department of Legislative Assistance of Alergs. Through the results obtained, it was considered that, not contradicting the results found in the literature, the Sartori Government was successful in approving its reformist agenda through elements that characterize the Coalition Presidentialism and the Governance present in the subnational spheres, however it had difficulties in the with regard to party cohesion, making certain parties that were part of its government base not be faithful to its agenda. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) Right-wing movements have a growing order today and find support in the pillars and logic of modern democracy, supporting the ideals of liberalism, conservatism, authoritarianism and populism. This recent scenario is accompanied by growing dissatisfaction with politics and has had repercussions on both recent and consolidated democracies. In Brazil, social actors linked to the right-wing gained social representation and visibility, disseminating an anti-system discourse partially attributed to the impact of anti-corruption operations and the economic recession between 2014 and 2016. Indeed, in the elections for the presidency 2018, the disintegration of the electoral alliance traditionally held with MDB/PSDB and the fragmentation of the candidacies of right and center-right parties, provoked a change in the dynamic of strategic interaction that would have ceased to be polarized between PT and PSDB. Therefore, we have set the main objective of this work to identify and understand the patterns of strategic interaction in the 2018 presidential elections, indicating which were the themes prioritized by the parties, either by the emphasis on advantageous subjects in relation to the electorate or, when in network interaction with other parties, those who consider harmful to the opponent. In a first block, we noticed in all the applications the appeal anti System and Political Reform. In the spectrum of center-right and right-wing applications, the prominence in both the Manifesto and the television campaign advertising (HGPE) is based mainly on liberal economic ideology - with the exception of the PSL, in the emphasis of conservative values in topics such as family, abortion and the nationalist narrative in HGPE. Our results also point out that although PT and PSL have not significantly interacted with each other, these parties were, through the interaction of third ones - notably PSDB, MDB, PODEMOS and PDT -, the central poles in the strategic interaction network built on HGPE. Constituting as a strategy of those who are at a disadvantage in the electoral race, the negative propaganda, directed primarily to the PSL and the PT, did not have the expected effect. On the contrary, the evidence presented here suggests that it may have boosted both applications, especially that of the PSL. Consisting of networks of mostly direct interactions, carried out by the opposing candidate himself or by the narrator off, PT and PSL were associated, respectively, with corruption and the spread of fake news and, together, with polarization. Movimentos de direita possuem ordem crescente na atualidade e encontram apoio nos pilares e na lógica da democracia moderna, sustentando ideais do liberalismo, conservadorismo, autoritarismo e populismo. Esse cenário recente é acompanhado pela insatisfação crescente com a política e tem repercutido tanto em democracias recentes quanto em democracias consolidadas. No Brasil, atores sociais vinculados à direita ganharam representatividade social e visibilidade, disseminando um discurso antissistema parcialmente atribuído ao impacto das operações contra corrupção nos sistemas partidários e a recessão econômica entre 2014 e 2016. Com efeito, nas eleições para a presidência de 2018, o esfacelamento da aliança eleitoral tradicionalmente realizada com MDB/PMDB e a fragmentação das candidaturas de partidos de direita e centro-direita, provocaram uma alteração na dinâmica de interação estratégica que teria deixado de ser polarizada entre PT e PSDB. Assim, definimos como objetivo principal deste trabalho identificar e compreender os padrões de interação estratégica nas eleições presidenciais de 2018, indicando quais foram as temáticas priorizadas pelos partidos, seja pela ênfase em assuntos vantajosos em relação ao eleitorado ou, quando em rede de interação com outros partidos, àqueles que consideram prejudiciais ao adversário. Em um primeiro bloco, percebemos em todas as candidaturas o apelo antissistema e de Reforma Política. Já no espectro das candidaturas de centro-direita e de direita, a saliência tanto no manifesto quanto no HGPE está calcada sobretudo no ideário econômico liberal – com exceção para o PSL, na ênfase de valores conservadores em temas como família, aborto e na narrativa nacionalista no HGPE. Nossos resultados apontam também que embora PT e PSL não tenham interagido significativamente entre si, essas candidaturas foram, por meio da interação de terceiras candidaturas – notadamente PSDB, MDB, PODEMOS e PDT –, os polos centrais na rede de interações estratégicas construída no HGPE. Constituindo-se como uma estratégia daqueles que estão em desvantagem na corrida eleitoral, a propaganda negativa, direcionada primordialmente ao PSL e ao PT, não surtiu o efeito esperado. Ao contrário, os indícios aqui apresentados sugerem que ela pode ter impulsionado ambas as candidaturas, especialmente a do PSL. Constituídas por redes de interações majoritariamente diretas, efetuadas pelo próprio candidato adversário ou pelo narrador em off, PT e PSL foram associados, respectivamente, à corrupção e à disseminação de fake news e, conjuntamente, à polarização. A literatura de Política Pública na Ciência Política traz a base teórica para compreender a dinâmica da implementação e sua importância no processo de entrega dos serviços públicos à sociedade. Este tipo de análise de implementação apresenta-se como lacuna na literatura brasileira em relação a atuação dos agentes comunitários de saúde (ACSs) na preservação dos direitos humanos das mulheres. O presente trabalho fundamenta-se na teoria da Burocracia de Nível de Rua e conceitos inter-relacionados, padrões de práticas (conceitos) identificados e desenvolvidos por Lipsky (1980), caracterizados por ações discricionárias, que ocasionam ou não criação de políticas públicas na linha de frente. Aplica-se os métodos quantitativo e qualitativo. Desenho de questionário semi-estruturado com perguntas fechadas (variáveis quantitativas) e abertas (variáveis qualitativas). Devido à pandemia do COVID 19, pesquisou-se por meio online (WhatsApp) enviado para 348 ACSs de Goiânia. Obteve-se 147 respostas, efetuou-se uma análise estatística descritiva, tabelas de contingências (crosstabulations) das perguntas fechadas, análise temática e de síntese das perguntas abertas. Os resultados revelaram que os agentes comunitários de saúde exercem pouca discricionariedade; suas ações são permeadas por dilemas: a) entre obrigatoriedade de notificação e segurança pessoal; b) notificação e sigilo ou respeito à privacidade da mulher atendida; c) vínculo com a atendida e ética profissional, acarretando em consequência pouca criação embrionária de política pública. É preciso investir na capacitação do ACS de forma que ele possa conhecer melhor a Lei Maria da Penha. Também são necessárias ações concretas que ajudem o ACS a atenuar ou sanar dilemas vivenciados no decorrer do trabalho (seja no momento de notificação, no acompanhamento ou outro), acarretando dessa forma uma prestação de serviço de qualidade no enfrentamento à violência doméstica e familiar contra a mulher. The Public Policy literature in Political Science provides the theoretical basis for understanding the dynamics of implementation and its importance in the process of delivering public services to society. This type of implementation analysis presents itself as a gap in the Brazilian literature in relation to the performance of community health agents (CHAs) in the preservation of women's human rights. The present work is based on the theory of Bureaucracy of Street Level and interrelated concepts, practical patterns (concepts) identified and developed by Lipsky (1980), characterized by discretionary actions, causing or not the creation of public policies in the front line. Quantitative and qualitative methods are applied. Design of semi-structured questionnaire with closed questions (quantitative variables) and open questions (qualitative variables). Due to the pandemic of COVID 19, research was done through online (WhatsApp) sent to 348 (CHAs) in Goiânia. 147 responses were obtained, a descriptive statistical analysis was carried out, tables of contingencies (crosstabulations) of the closed questions, thematic analysis and synthesis of the open questions. The results revealed that community health agents exercise little discretionary; their actions are permeated by dilemmas: a) between the requirement of notification and personal security; b) notification and confidentiality or respect for the privacy of the woman served; c) link with the service and professional ethics, resulting in little embryonic creation of public policy. It is necessary to invest in the training of the CHA so that he can get to know the Maria da Penha Law better. Concrete actions are also needed that help the CHA to alleviate or remedy dilemmas experienced during the work (whether at the time of notification, monitoring or other), thus leading to a provision of quality service in addressing domestic and family violence against women. Essential participants of the Kurdish movement for liberation, autonomy and international recognition, the Kurdish women were recently transformed into symbols for this national quest by mainstream media, that since 2014 has reported on their active presence in Syria’s civil war, focusing particularly in the battles they have fought against the Islamic State. Therefore, the main goal of this study is to investigate the way Kurdish women have been represented by mainstream media, from 2014 to 2018. For this purpose, the articles published about them by the media agencies The Guardian and Daily Mail, two of the most influential in a global scale, were chosen as primary sources. More specifically, this dissertation will feature the historical, political, ideological and social context in which the Kurds are integrated, and then it will dissect the articles collected, to identify the image that has been constructed and widely disseminated by the media throughout the last years. Additionally, it will also address the matter of possible gains and losses that this format of symbolic representation entails, both for the Kurdish women and their movement. The study will have as theoretical basis orientalism and the debate about gender, war and militarization, as well as it will explore the power of media, due to the discourse it produces. Lastly, as methodology, it will employ the techniques of Discourse Analysis based on Patrick Charaudeau’s works, which will contribute to the research with an semiolinguistic approach of the media discourse investigated. O presente trabalho tem como objeto de estudo as mulheres curdas de Rojava, o Curdistão Sírio. Participantes essenciais do movimento curdo por libertação, autonomia e reconhecimento internacional, as curdas recentemente foram transformadas em símbolos desse pleito nacional pela grande mídia, que vem desde 2014 noticiando sobre a presença ativa de tais mulheres na guerra civil Síria, focando particularmente nas batalhas que travaram contra o Estado Islâmico. Em vista disso, tem-se como objetivo central investigar sobre a forma como as curdas têm sido representadas pela mídia ocidental, dentro do recorte temporal de 2014 a 2018. Para tanto, foram escolhidas como amostras principais as matérias publicadas sobre elas pelas agências midiáticas The Guardian e Daily Mail, duas das mais influentes em uma escala global. Mais especificamente, o trabalho apresentará o contexto histórico, político, ideológico e social no qual as curdas estão inseridas, para então dissecar as reportagens coletadas, a fim de identificar a imagem midiática que tem sido construída e amplamente divulgada através dos últimos anos. Adicionalmente, abordará também a questão dos possíveis ganhos e perdas que esse formato de representação simbólica acarreta tanto para as mulheres curdas quanto para seu movimento. O estudo terá como fundamentos teóricos o orientalismo e o debate sobre gênero, guerra e militarização, bem como irá explorar o poder da mídia, por conta do discurso que produz. Por fim, como metodologia, serão utilizadas técnicas de Análise de Discurso baseadas nos trabalhos de Patrick Charaudeau, que contribuirá para a pesquisa com uma abordagem semiolinguística do discurso midiático investigado.

We seek to demonstrate how the Bolivia-Brazil crisis served as a tool for the mainstream media to express values and positions converging with those defended by political opposition to the PT government, in particular to the objectives of regional foreign policy, thus expressing the tension of the transition from a passive subordinate foreign policy to a conflictive subordinate foreign policy. For the purposes of this research, we selected the newspaper O Globo because it is a press agency that is part of Grupo Globo, which has dominance in other markets, which exceptionally expands its power as a political agency. The methodology employed, Content Analysis and Discourse Analysis, made it possible to identify and analyze the location of the news and the journalistic discursive content about the crisis in focus, highlighting the positions that are largely unfavorable to Latin America as a whole, and, consequently, representing yet another challenge for the Brazilian government in solving this crisis. From a theoretical point of view, we have adopted interdisciplinarity based on aspects of Critical Theory, Political Economy of Communication, and Nicos Poulantzas. We conclude that the failure of the media's power of influence, in this case, is demonstrated in the continuity of the Lula government's regional policy, which maintained its conciliatory position and deepened the regional cooperation policy. We highlight how the post-crisis results did not affect the continuity of Bolivian gas supply to the country, and how the Brazilian government started a program to strengthen domestic oil and gas prospecting, seeking to achieve autonomy in the sector. Esta dissertação analisa os desafios políticos que envolveram a nacionalização do gasoduto Bolívia-Brasil, no âmbito da nacionalização dos hidrocarbonetos bolivianos, em maio de 2006. Buscamos demonstrar como a crise Bolívia-Brasil serviu para a mídia mainstream expressar valores e posições convergentes com aqueles defendidos pela oposição política ao governo petista, em particular aos objetivos da política externa regional, expressando, assim, a tensão da transição de uma política externa subordinada passiva para uma política externa subordinada conflitiva. Para os propósitos desta pesquisa, selecionamos o jornal O Globo porque é órgão da imprensa que faz parte do Grupo Globo, que possui domínio em outros mercados, o que amplia excepcionalmente seu poder de agência política. A metodologia empregada, Análise de conteúdo e a Análise de discurso, permitiu identificar e analisar a localização das notícias e o conteúdo discursivo jornalístico sobre a crise em foco, evidenciando as posições amplamente desfavoráveis à América Latina como um todo, e, por consequência, representando mais um desafio para o governo brasileiro na solução dessa crise. Do ponto de vista teórico, adotamos a interdisciplinaridade apoiando-nos em vertentes da Teoria Crítica, da Economia Política da Comunicação, e em Nicos Poulantzas. Concluímos que o fracasso do poder de influência da mídia, nesse caso, se demonstra na continuidade da política regional do governo Lula, que manteve sua posição conciliadora e aprofundou a política de cooperação regional. Destacamos como os resultados do pós-crise não afetaram a continuidade do fornecimento de gás boliviano para o país, e como o governo brasileiro deu início a um programa para fortalecer a prospecção interna de petróleo e de gás, buscando alcançar uma autonomia no setor.

More precisely, it seeks to answer the following questions: what are the deputies' incentives to make proposals? Who are the legislatively legislators? What political and institutional factors assist them in legislative bargaining? Using the concept of power-seeking (Dodd, 1977), it is argued that deputies seek to approve bills to reinforce and increase their political influence within the legislature because the approval of a proposition is a scarce resource. This phenomenon was observed showing that deputies of the "high clergy" (alto clero), that is, with more time in the House, besides a history of occupying positions such as rapporteur (relator) and / or chair of commissions, party leadership, ministry and / or chair of the Board of Directors (Mesa Diretora) are more successful than deputies of the "low clergy" (baixo clero) for not having held positions of power. In addition, it was noticed that institutional factors such as urgency procedure, the use of conclusive power and projects of political-institutional, honorary, social and of diffuse law themes favor the legislative success of the power-seeking deputy. It was observed that circumstantial issues also matter in the legislative success when verifying that deputies have more chances of success in the last two years of a Legislature. In addition, it was also found that political parties also facilitate the legislative bargaining of power-seeking deputies through negotiations via the parliamentary bloc in the distribution of gatekeeping posts. It was also found that parties characterized as "big" for owing more resources inside and outside the Legislative Power help the power-seeking deputy in the legislative bargain. It was also seen that power-seeking deputies from left-wing parties are more likely to succeed than those from the center and right-wing parties. Finally, it was found that membership in the president's party or in the governing coalition does not matter in the legislative success of deputies. Esta tese tem por objetivo analisar os determinantes do sucesso legislativo dos deputados federais brasileiros. Mais precisamente, busca-se responder às seguintes questões: quais são os incentivos do deputado em realizar proposições? Quem são os parlamentares bem sucedidos legislativamente? Quais fatores políticos e institucionais os auxiliam na barganha legislativa? Recorrendo ao conceito de power-seeking (Dodd, 1977), argumenta-se que deputados buscam aprovar projetos de lei visando reforçar e aumentar sua influência política dentro do Legislativo pelo fato da aprovação de uma proposição ser um recurso escasso. Tal fenômeno foi observado mostrando que parlamentares do "alto clero", ou seja, com mais tempo na Casa além de histórico de ocupação de cargos como relatoria e/ou presidência de comissões, liderança partidária, ministério e/ou presidência da Mesa Diretora são mais bem sucedidos do que parlamentares do "baixo clero" por não terem ocupado cargos de poder. Além disso, percebeu-se que fatores institucionais como tramitação em regime de urgência, o recurso do poder conclusivo e projetos de temas político-institucionais, honoríficos, sociais e de direito difuso favorecem o sucesso legislativo do deputado power-seeking. Observou-se que questões circunstanciais também importam no sucesso legislativo ao constatar que deputados possuem mais chances de sucesso nos dois últimos anos de uma Legislatura. Além disto, também foi encontrado que partidos políticos também facilitam a barganha legislativa dos deputados power-seeking através de negociações via bloco parlamentar na distribuição de postos de gatekeeping. Também foi encontrado que partidos englobados no grupo dos grandes por terem mais recursos intra e extra Poder Legislativo ajudam o deputado power-seeking. Viu-se também que deputados power-seeking de partidos de esquerda possuem maior probabilidade de sucesso em relação aos de centro e direita. Por fim, foi encontrado que o pertencimento ao partido do presidente ou à coalizão de governo não importam no sucesso legislativo dos deputados.

Não recebi financiamento This research analyzes political and institutional elements of the regulation of public basic sanitation services. Evaluates the quality of an essential component of governance – participatory dimension – from two complementary approaches: the implementation level of structures and practices aimed at the participation of stakeholders and the presence of actors in the arenas of participation promoted by the regulatory agencies. To measure the level of participatory governance, a survey was applied with the agencies, based on the composite indicators of a project developed by the OECD - Indicators of Regulatory Policy and Governance (iREG), and to identify the actors present in the arenas for participation, public consultations, hearings and councils existing at the agencies were analyzed. Given the data collected, the research sought to verify the correlation between the level of participatory governance and the presence of actors in the regulatory process, such as those that represent the environmental protection, health promotion, defense of consumers and access by low-income communities to basic sanitation services. It is, therefore, a matter of verifying whether the implementation of participation structures and practices in the agencies promotes the inclusion of these actors and interests in the regulatory process. The research is characterized as a cross-sectional observational study and used comparative and statistical methods. It sought to verify similarities and differences between the Sanitation Regulatory Agencies, using the year 2018 as a period, and making causal inferences through statistical tests. Avalia a qualidade de um componente essencial da governança – a dimensão participativa – a partir de dois enfoques complementares: o nível de implementação de estruturas e práticas voltadas à participação de interessados e a presença de atores nas arenas e espaços de participação instituídos pelas agências reguladoras. Para medir o nível de governança participativa, foi aplicado um survey com as agências do setor, elaborado a partir dos indicadores compostos do projeto desenvolvido pela OCDE – Indicators of Regulatory Policy and Governance (iREG), e para identificar os atores presentes nas arenas e espaços de participação, foram analisadas as consultas e audiências públicas e os conselhos existentes nas agências. Diante dos dados colhidos, a pesquisa procurou verificar a correlação entre o nível de governança participativa e a presença de atores no processo regulatório do setor, como os que representam as pautas de proteção ambiental, promoção da saúde, defesa de consumidores e acesso de comunidades de baixa renda ao serviço de saneamento básico. Trata-se, portanto, de verificar se a implementação de estruturas e práticas de governança participativa nas agências promovem a inclusão desses atores e interesses no processo regulatório. A pesquisa se caracteriza como um estudo de tipo observacional transversal e utilizou os métodos comparativo e estatístico. Buscou verificar semelhanças e diferenças entre as Agências Reguladoras de saneamento, utilizando como marco temporal o ano de 2018 e realizando inferências causais por meio de testes estatísticos.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) This research aims to answer the following question: does the Workers Party act as a social democratic party? The objective is to assess whether the party had social democratic characteristics in its party trajectory and in the policies implemented while it was in the federal government. To contemplate this objective, we will employ the study of social democracy characteristics and the trajectory of its parties relating these aspects to the PT trajectory and its actions in front of the executive. Our analysis concludes that the purpose and the way in which the PT ruled, along with the analysis of PT's trajectory, indicate that the party has sufficiently social-democratic elements, although not fully satisfying the social-democratic ideal type. A secondary objective is to discuss the methodology regarding the study of social democratic parties, mobilizing different elements from that used by traditional literature and making notes on a different methodology. Studying and understanding the ideology that guided the PT during the government is of great value to political science since the party has constituted itself as the main left force in Brazil in recent decades, thus the expected contribution is to assist future studies in understanding the Brazilian political system and the strategies employed by PT in the past, present and future. Esta pesquisa pretende responder à seguinte questão: o Partido dos Trabalhadores age como um partido social-democrata? O objetivo é avaliar se o partido apresentou características social-democratas em sua trajetória partidária e na sua governação no executivo federal. Para contemplar este objetivo empregaremos o estudo das características da social-democracia e da trajetória de seus partidos e relacionaremos tais aspectos à trajetória petista e suas ações no Executivo Federal. Nossa análise conclui que o propósito e a forma com os quais o PT governou, em conjunto com a análise da trajetória petista, indicam que o partido possui elementos suficientemente social-democráticos, ainda que não satisfazendo integralmente o tipo ideal social-democrata. Um objetivo secundário consiste na discussão da metodologia acerca do estudo de partidos social-democratas, mobilizando elementos diversos daquela empregada pela literatura tradicional e fazendo apontamentos a uma metodologia diversa. Estudar e entender a ideologia que balizou o PT durante o governo se faz de grande valia à ciência política já que o partido se constituiu como a principal força de esquerda no Brasil nas últimas décadas, dessa forma a contribuição esperada é de auxiliar estudos futuros no entendimento do sistema político brasileiro e das estratégias empregadas pelo PT no passado, presente e futuro. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) This dissertation aims to carry out a case study on the law 10.948/01 of the State of São Paulo, which presents itself as legislation that combats discriminatory acts committed to LGBT people. For this, the various constructions of mobilizations of this cause by the activists are analyzed, being these in the form of protests or by institutional means, seeking to relate their speeches and the forms of mobilization with the search for deputies who help them to project their demands in policies public. In addition, we analyze the context of the Legislative Assembly of the State of São Paulo and how was the presentation, discussion, and approval of this bill that in the future became this legislation. The work has as references the fields of citizenship, social movements, public and legislative policies. And, for its complete realization, semi-structured interviews combined with important documents to the case study were used as data collection forms. A presente dissertação de mestrado possui como objetivo a realização de um estudo de caso sobre a lei 10.948/01 do Estado de São Paulo, que se apresenta como uma legislação que combate os atos discriminatórios cometidos às pessoas LGBTs. Para isso, se analisa as diversas construções de mobilizações dessa causa pelos ativistas, sendo essas em forma de protestos ou pelos meios institucionais, buscando relacionar os seus discursos e as formas de mobilização com a busca por deputados que os auxiliem a projetar suas demandas em políticas públicas. Além disso, analisa-se o contexto da Assembleia Legislativa do Estado de São Paulo e como foi a apresentação, discussão e aprovação desse projeto de lei que futuramente se tornou essa legislação. For this, an analysis is made of the circumstances in which the growth of publications with this type of content occurs, especially on the Facebook and its peculiarities. The analyzed object is the cases of hate speech in virtual social networks and their social and political impacts. For the present work, a bibliographic and legislative research was developed, as well as an analysis of Facebook’s Terms of use and the penalties and restrictions on publications that contain characteristics of hate speech. A comparison was also made with the regulations of other social networking sites, such as Twitter, YouTuber and Facebook, in order to analyze how the topic has been treated by others. Observing how the internet has a prominent role in the dissemination of these messages due to its speed in the dissemination of publications and its ability to reach a large number of readers, the right to freedom of expression and the dignity of the human person that affect the topic. Thus, social networks have increasingly brought offensive texts and images, becoming the minefield of exchange of information and insults that involves everyone, generating social and political impacts of immeasurable dimensions. A crescente onda de discurso de ódio nas redes sociais, conforme pode ser visto no ‎aumento de postagens contendo mensagens de intolerância e de ódio, são o ponto de ‎partida da presente pesquisa, que visa a conceituação do que é um discurso de ódio, ‎especificamente o praticado no ciberespaço. Para isso, é feita uma análise das ‎circunstâncias nas quais o crescimento de publicações com esse tipo de conteúdo ‎ocorre, sobretudo no site Facebook, e suas peculiaridades. O objeto analisado são os ‎casos de discurso de ódio nas redes sociais virtuais e seus impactos sociais e políticos. ‎Para o presente trabalho, foi desenvolvida uma pesquisa bibliográfica e legislativa, bem ‎como uma análise do Termo de Uso Facebook e das penalidades e restrições que têm ‎sido aplicadas às publicações que contenham características de discursos de ódio. ‎Também foi feito um comparativo com o regulamento de outros sites de redes sociais, ‎o Twitter, o YouTube e o Facebook, com o intuito de analisar como o tema tem sido ‎tratado pelos demais. Observando como a internet tem um papel de destaque na difusão ‎dessas mensagens, devido à sua rapidez na propagação das publicações e sua ‎capacidade de alcançar a uma grande quantidade de leitores, também foi analisado o ‎direito à liberdade de expressão e a dignidade da pessoa humana que incidem sobre o ‎tema. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) The objective of this study is to comprehend how policies designed to improve women’s political representation are inserted in the decision agenda, by conducting a case study of a significant proposal in the Brazilian political history: the bill 5498/2009, which came to be recalled as “Minirreforma Eleitoral de 2009” once sanctioned. To this end, concepts related to John Kingdon’s Multiple Streams Approach are mobilized, with a special focus on the distinction between agendas and alternatives, which is addressed in distinct moments throughout the dissertation. In a first moment, an analysis of the legislative proposals presented in the Brazilian Chamber of Deputies between 1995 and 2014 is conducted, with the intent to determine a sample of possible cases to be studied, as well as to stablish the criteria which guided the selection of the “Minirreforma Eleitoral de 2009” as a representative case of a policy designed to improve women political representation which reached the decision agenda. Secondly, using as method the qualitative content analysis of shorthand transcripts from the Chamber of Deputies’ plenary speeches – delivered between the beginning of the legislative year until the sanction of the proposal –, the study identifies the theoretical elements described by Kingdon in relation to both the conduction of Brazilian political reform policies to the agenda and the selection of policies which propose changes in political, electoral or party legislations. As a result of this analysis, the study presents the hypothesis that policies designed to improve women political representation are not able to individually reach the last phases of the decision agenda, but they might be incorporated to broader political systems reforms, as occurred in the “Minirreforma Eleitoral de 2009” and possibly happened to other reforms which contemplated policies in favor of women in positions of power. This conclusion, in turn, may be inserted in the political theory debate which opposes the concepts of critical mass and critical actors, offering contributions that allow the suggestion that policies designed to improve women political representation reach the decision agenda through the articulated action of critical actors, and not by a predetermined percentage of political participants of a certain social group, as stablished by the critical mass theory. Este trabalho tem por objetivo entender como políticas públicas de inclusão representativa de mulheres são inseridas na agenda decisória, empreendendo um estudo de caso de uma proposição significativa para a história política brasileira: o Projeto de Lei 5498/2009, que viria a ser denominada Minirreforma Eleitoral de 2009 assim que ratificada. Para tal finalidade, conceitos relacionados ao Modelo de Múltiplos Fluxos de John Kingdon são mobilizados, considerando principalmente a distinção entre agendas e alternativas que é explorada de distintas maneiras no decorrer da dissertação. Primeiramente, o trabalho apresenta uma análise de proposições legislativas apresentadas na Câmara dos Deputados entre 1995 e 2014, com a finalidade de estabelecer uma amostra de possíveis casos de análise, assim como estabelece os critérios que conduziram a seleção da Minirreforma Eleitoral de 2009 como um caso representativo de medidas de inclusão representativa de mulheres que alcança a agenda decisória. Em seguida, utilizando como principal método a análise de conteúdo qualitativa de notas taquigráficas de discursos no Plenário da Câmara dos Deputados – do início do ano legislativo de 2009 até a ratificação da proposição –, o estudo identifica os elementos teóricos descritos por Kingdon relacionados tanto à condução de reformas no sistema político brasileiro à agenda quando à seleção de políticas públicas que propõem mudanças nas regras políticas, partidárias ou eleitorais. Como resultado dessa análise, o presente trabalho apresenta a hipótese de que políticas de inclusão representativa de mulheres não logram alcançar as últimas etapas da agenda decisória quando propostas de maneira individual, mas podem ser incorporadas a reformas mais amplas no sistema político, como ocorreu no caso da Minirreforma Eleitoral de 2009 e possivelmente se deu em outras reformas que contemplam medidas em prol de mulheres em espaços públicos de poder. Essa conclusão, por sua vez, se insere no debate da teoria política que contrapõe os conceitos de massa crítica e de atores críticos, oferecendo contribuições que permitem sugerir que medidas de inclusão representativa alcançam a agenda decisória pela ação articulada de atores críticos, e não por um percentual predeterminado de participantes de determinado grupo social, como estabelece a teoria da massa crítica. Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) This thesis is part of the range of recent studies of political and electoral development in Africa (since 2000), and seeks to highlight the simultaneous relationship between the role of political parties and voters in structuring an electoral democracy. It was in this context that this thesis aims to analyze the role of political parties in structuring the vote in Mozambique. Starting from the use of a methodology that complements the historical-institutional approach and the political culture, with the use of official electoral data, the most important results of the thesis, show that there is a tendency for political parties in Mozambique, after 20 years of the implementation of the democracy, structure the vote, through their areas of dominance and belonging. It is noteworthy that, in these areas (a. Gaza, Cabo Delgado, Maputo; b. Nampula, Sofala, Zambézia), since the period of the civil war, they have always been in favor of the Frelimo government and Renamo, respectively. Henceforth, despite a notoriety in terms of the structure of voting in Mozambique, there is an inverse tendency for the stability of abstention levels to grow from election to election in almost all areas of Mozambique, despite the increase in investment in socio-economic development programs, as public policies on education, health, improvements in HDI and GDP, did not reflect in the same proportionality with the increase in political and electoral engagement. Esta tese faz parte do leque dos estudos recentes do desenvolvimento político e eleitoral da África (desde 2000), e procura evidenciar a relação simultânea entre o papel dos partidos políticos e dos eleitores na estruturação de uma democracia eleitoral. Foi neste contexto que esta tese tem como objectivo analisar o papel dos partidos políticos na estruturação do voto em Moçambique. A partir da utilização de uma metodologia que complementa a abordagem histórico-institucional e da cultura política, com o uso de dados eleitorais oficiais, o argumento principal da tese, evidenciam que há uma tendência dos partidos políticos em Moçambique, após 20 anos da implementação da democracia, estruturarem o voto, por meio de suas zonas de domínio e pertença. Destaca se o fato de, nestas zonas (a. Gaza, Cabo Delgado, Maputo; b. Nampula, Sofala, Zambézia), desde o período da guerra civil, sempre foram favoráveis ao governo da Frelimo e a Renamo, respectivamente. Doravante, apesar de uma notoriedade em termos de estrutura do voto em Moçambique, ocorre inversamente uma tendência da estabilidade dos níveis de abstenção crescer de eleição à eleição em quase todas zonas de Moçambique, apesar do aumento do investimento em programas de desenvolvimento socioeconómico, como políticas públicas de educação, saúde, melhorias do IDH e PIB, não reflectiu na mesma proporcionalidade com o aumento do engajamento político e eleitoral. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) This research addresses the phenomenon of political corruption at the municipal level, and its scope of work consists in conducting a case study having as its object of analysis the corruption scandal entitled Sevandija, which occurred in Ribeirão Preto, in the State of São Paulo, Brazil, during the second administration of former Mayor Dárcy Vera (PSD), between 2013 and 2016. We maintain that the institutions have strong relevance in the study of the proposed theme and we seek to combine the theoretical debate about Local Power with the institutional study of corruption. The general objective that guides our research is to analyze the institutional conditions of the municipal administration that allowed the practice of corruption. In this sense, we fundamentally seek to answer the following question: What are the institutional conditions that made possible the practice of corruption in Ribeirão Preto? The specific objectives of this research are: (1) to map the institutional circuits where the illicit practices occurred in Ribeirão Preto and; (2) to analyze the institutional mechanisms that made it possible to halt the actions of the assembled CPIs to investigate signs of irregularities in the municipality's budget execution. We use a qualitative methodology based on the case study focusing on historical neoinstitutionalism combined with semi-structured interviews with prosecutor Leonardo Leonel Romanelli, who coordinated the investigations by GAECO, and councilor Marcos André Papa (REDE), who chaired the CPI of Daerp. From the listed methodology, and in order to achieve the proposed objectives and answer the research question, we will analyze the following material: semi-structured interviews; minutes of legislative sessions at which CPIs were voted; investigation reports and case files prepared by the Public Prosecution Service in conjunction with GAECO; Internal Regulations of the Ribeirão Preto City Council; the Organic Law of the Municipality. A presente pesquisa aborda o fenômeno da corrupção política no nível municipal, e seu escopo de trabalho consiste em realizar um estudo de caso tendo como objeto de análise o escândalo de corrupção intitulado Sevandija, ocorrido no município de Ribeirão Preto, no Estado de São Paulo, durante a segunda gestão da ex-prefeita Dárcy Vera (PSD), entre os anos de 2013 e 2016. Sustentamos que as instituições possuem forte relevância no estudo da temática proposta e buscamos aliar o debate teórico sobre poder local com o estudo institucional da corrupção. O objetivo geral que guia nossa pesquisa consiste em analisar as condições institucionais da administração municipal que possibilitaram a prática da corrupção. Neste sentido, procuramos fundamentalmente responder à seguinte questão: Quais as condições institucionais que viabilizaram a prática da corrupção no município de Ribeirão Preto? Os objetivos específicos trabalhados nesta pesquisa consistem em: (1) mapear os circuitos institucionais por onde ocorreram as práticas ilícitas em Ribeirão Preto e; (2) analisar os mecanismos institucionais que possibilitaram a paralização das ações das CPIs montadas para investigar indícios de irregularidades na execução orçamentária do município. Utilizamos uma metodologia de base qualitativa fundamentada no estudo de caso com enfoque no neoinstitucionalismo histórico combinado com entrevistas semi-estruturadas com o promotor de Justiça Leonardo Leonel Romanelli, que coordenou as investigações pelo GAECO, e o vereador Marcos André Papa (REDE), que presidiu a CPI do Daerp. Não recebi financiamento The intersection between financial capital and the state is an analytical key for understanding the form taken by urban public policies in recent decades. The fiscal crisis, associated with the centrality of finance and a new model of urban planning, brought a “new formula” composed of the articulation between public and private agents with the objective of making urban operations possible. Within this equation, revitalization policies are born out of the dialectical tension between collective insurgency movements that fight for the realization of the right to the city and the appropriation of these projects by financial capital. In this scenario, this work discusses how the financialization process takes place in a Special Areas of Social Interest and how it interrelates with the phenomenon of gentrification. The study is part of a discussion on the revitalization policy in the region of Luz in São Paulo, carried out through public-private partnerships. The dissertation hypothesis consists in the statement that the Special Areas of Social Interest emerge as new frontiers for capital articulated with the Public Power through public-private partnerships. In this sense, the finite characteristic of the land as a commodity acts as a guiding thread for the new role that the State assumes, which has the function of "unlocking" geographically privileged locations and that for various reasons would not be available to the market. However, at the epicenter of this phenomenon, there is a significant contingent of people who have an identity link with the place and constitute movements of resistance to the force of expulsion exerted by the process of financialization of space. A confluência entre capital financeiro e Estado constitui-se como chave analítica para a compreensão do desenho assumido pelas políticas públicas urbanas nos últimos decênios. A crise fiscal, associada à centralidade das finanças e a um novo modelo de planejamento urbano, implicou em uma “nova fórmula” composta pela articulação entre agentes públicos e privados com o objetivo de viabilizar as operações urbanas. Inseridas nessa equação, as políticas de revitalização emergem da tensão dialética entre os movimentos de insurgência coletiva que lutam pela concretização do direito à cidade e a apropriação desses projetos pelo capital financeiro. Diante do referido cenário, este trabalho discute como se dá o processo de financeirização em uma ZEIS e como se inter-relaciona com o fenômeno da gentrificação. O estudo parte de uma reflexão sobre a política de revitalização na região da Luz em São Paulo, executada a partir de parcerias público-privadas. A hipótese da dissertação consiste na afirmação de que as ZEIS despontam como novas fronteiras para o capital articulado com o Poder Público através das parcerias público-privadas. Nesse sentido, a característica finita da terra como mercadoria atua como fio condutor para o novo papel assumido pelo Estado, que possui a função de “destravar” localidades geograficamente privilegiadas e que por motivos diversos não estariam disponíveis para o mercado. No entanto, no epicentro desse fenômeno observa-se um contingente significativo de pessoas que possuem um vínculo identitário com o local e se constituem como movimentos de resistência à força de expulsão exercida pelo processo de financeirização do espaço.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) Argentina sanctified the UNFCCC in 1993 and accomplished its differentiated obligations, the creation of the National Comunications (mapping of causes and possible solutions for climate changes in a national scale). Thus, the present work has the general goal of understanding the historical and contextual meaning attributed by the Argentinian State to the climate changes, by the tracing of ideational and contextual changes. In specific terms, there are four purposes: to understand Argentina's participation in the genesis of the global environmental debate; to analyse the country's possible pioneerism in the South America region in the way of handling the environment issue; to highlight how the idea of environment has changed throughout the years (from primordial element of possible economical and political transformation to a instrumentalized unit by the principle of economical gain and loss); and, description and processual analysis of institutional and ideational aspects and agents involved in the construction of the climate and environmental issues by the Argentinian State. As an analytical guide the discursive institutionalism and its dialogue with other institutionalisms (rational choice, historical and sociological) was operationalized by the selection of works by Argentinian intellectuals who worked with this theme. In methodological terms, the process tracing, the documental analysis and semistructured interviews conducted the analysis. In general terms, it is concluded that the Argentinian State was the exponent in the genesis of the debate on the global environmental issue and in the handling of this issue as a political problem, besides being the pioneer regarding the ideational conception of environment as a central changer of the international economical reality (Péron). And, that the conceptions about climate changes in current times goes beyond the relative capacity of the country of changing the causes of the problem and the ideational understanding of the "State", by his agents (of several natures) of understanding the gains and losses of acting in the face of the phenomenon, clearly shown by directions and discreet changes, whether in national terms or international ones. Assim, o presente trabalho tem o objetivo geral de compreender o significado histórico e contextual atribuído pelo Estado argentino às mudanças climáticas, por meio do rastreamento de mudanças ideacionais e contextuais. Em termos específicos, há quatro propósitos: compreender a participação da Argentina na gênese do debate ambiental global; analisar o possível pioneirismo do país, na região da América do Sul, no tratamento da questão ambiental; evidenciar como a ideia de ambiente transformou-se ao longo do tempo (de elemento primordial de possível transformação econômica e política para unidade instrumentalizada pelo princípio de ganho e perda econômica); e, descrição e análise processual de aspectos institucionais, ideacionais e de agentes envolvidos na construção das questões ambientais e climáticas pelo Estado Argentino. Como guia analítico o institucionalismo discursivo e o diálogo desse com demais institucionalismos (escolha racional, histórico e sociológico) foi operacionalizado por meio da seleção de obras de intelectuais argentinos que trabalham com a temática. Em termos metodológicos, o process tracing, a análise documental e entrevistas semiestruturadas conduziram a análise. Em termos gerais, conclui-se que o Estado argentino foi expoente na gênese do debate sobre a questão ambiental global e no tratamento da questão como um problema político, além de ser pioneiro em relação a concepção ideacional de ambiente como núcleo transformador da realidade econômica internacional (Perón). E, que as concepções sobre as mudanças climáticas na atualidade perpassam a capacidade relativa do país de modificar as causas do problema e o entendimento ideacional do “Estado”, por meio de seus agentes (de naturezas diversas) de compreender ganhos e perdas do agir ante o fenômeno, visivelmente demonstrada pelos sentidos e mudanças discretas, tanto em termos nacionais, como internacionais. Thus, the present work initially sought to find the origins of this expression and to analyze the discourse in which it was used, with the intention of extracting the original meaning of what Judicial Activism would be. It was noticed throughout the study that the author of this expression, Arthur M. Schlesinger Jr., did not intend to create a concept, which turned out to be an effect produced. Despite not intending to create a concept, through the narrative of his text we were able to establish the elements that would characterize Judicial Activism, proposing our concept of Judicial Activism and Self-Containment. From this definition, we proceeded to the study of Judicialization of Politics, with the historical rescue of the expansion of the Judiciary Power, which led, in our opinion, the emergence of this phenomenon. Thus, from the study of the relevant literature, it was possible to extract the various meanings in which this term is used and, based on all these elements, we formulate a concept of Judicialization of Politics, in order to differentiate it from Judicial Activism. Then, we started to study the Politicization of the Judiciary, establishing the various meanings in which this expression can be used, also in order to differentiate them from the other terms. Once the conceptual question was solved, the path through which the studies of Judicial Activism for Law and Political Science went through was established, establishing, in the end, the different trajectories and conceptions of this term for each of the sciences. Finally, the question was answered as to whether Judicial Activism is the poison or the remedy for Democracy. A expressão ativismo judicial tem sido muito utilizada tanto nos meios de comunicação, quanto nos meios acadêmicos. Ocorre, entretanto, que se trata de um termo considerado ambíguo. Dessa forma, o presente trabalho procurou, inicialmente, encontrar as origens dessa expressão e analisar o discurso em que ela foi empregada, pretendendo-se extrair o sentido original do que seria o Ativismo Judicial. Percebeu-se, ao longo do estudo, que o autor dessa expressão, Arthur M. Schlesinger Jr., não pretendeu criar um conceito, o que acabou sendo um efeito produzido. A despeito de não pretender criar um conceito, pela narrativa do seu texto, pudemos estabelecer os elementos que caracterizariam o Ativismo Judicial, propondo a nossa interpretação sobre o conceito de Ativismo Judicial e de Autocontenção. A partir dessa definição, passou-se ao estudo da Judicialização da Política, com o resgate histórico da expansão do Poder Judiciário, o que propiciou, ao nosso entender, o surgimento de aludido fenômeno. Assim, a partir do estudo da literatura pertinente, pôde-se extrair os vários sentidos em que esse termo é utilizado e, com base em todos esses elementos, formulamos a nossa interpretação sobre o conceito de Judicialização da Política, a fim de diferenciá-lo do Ativismo Judicial. Partiu-se, então, para o estudo da Politização do Judiciário, estabelecendo-se os vários sentidos em que essa expressão pode ser utilizada, também com a finalidade de diferenciá-la dos demais termos. Resolvida a questão conceitual, foi traçado o caminho pelo qual passou os estudos do Ativismo Judicial para o Direito e para a Ciência Política, estabelecendo-se, ao final, as diferentes trajetórias e concepções sobre esse termo para cada uma das ciências. Por fim, foi respondida a questão proposta no sentido de se saber se o Ativismo Judicial é o veneno ou o remédio para a Democracia.

Este trabalho se dedica a investigar a atuação parlamentar do (P)MDB na Câmara dos deputados, durante um período de vinte e três anos, 1995-2017. O trabalho busca compreender como o (P)MDB, com diversas cisões internas e dificuldades estruturais para tomada de decisões em bloco, se comporta de forma relativamente estável, e se mantem um partido indispensável na composição dos ministérios? Para investigar, analisa-se os mecanismos institucionais utilizados pelo partido na Câmara dos Deputados, como o controle da pauta de diversas comissões temáticas e mecanismos de arregimentação das bases de apoio, cedidos pelo Executivo Federal, como nomeações para cargos ministeriais e liberação de emendas orçamentárias individuais. Os achados da pesquisa permitem afirmar que o (P)MDB se vale de instrumentos institucionais para eleger grandes bancadas, para ocupar o maior número de postos de liderança na Câmara, podendo ocupar grandes postos no Executivo, por conseguinte, ter mais acesso ao orçamento, assim aumentar a exposição de seus correligionários a nível local, e enfim, ampliar as chances de reeleger maiores bancadas. This work is devoted to investigating the parliamentary role of the MDB in the Chamber of Deputies over a period of twenty-three years, 1995-2017. The paper tries to understand how the MDB (P)MDB, with several internal divisions and structural difficulties for block decision making, behaves in a relatively stable way, and maintains an indispensable party in the composition of the ministries? Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) This dissertation shows us how state, gender, economy, kinship and family are produced and connected in everyday life. Here, I analyze the forms that Maria, Bela, Ana and Rosa dwell to ordinary life. Residents of a neighborhood promoted by the federal program Minha Casa, Minha Vida in São Carlos/SP, the four women are also (or were) holders of the Bolsa Família program. Research shows that the two politics are one among other possible universes of meaning by which they move. The text is divided into two parts. In the first, I argue that the processes of life and of houses, as well as the ways of living and houses, are entangled in everyday life; also show how the past are embedded in the present and extraordinary events are embedded in the ordinary. In a second moment, I argue that the house can only be thought of in configuration, that is, it only exists in relation. Thus, in the last chapters I describe three everyday circuits - of care, money and violence - that mutually shape the configuration of houses. By looking at such circuits, it is possible to analyze the flows of objects and people as well as the relationships of violence and conflict within and between houses. In addition, the circuits demonstrate that there is an intersection between supposed antinomies such as money and intimacy; economic domain and affection; life and economy; home and work; reproduction and production. As a methodological and analytical strategy, I argue that an ethnography of 'woman's house' in configuration allows one to see the 'between'; that is, it makes it possible to capture sociological phenomenon relationally. What will be seen here will be lines that expose the offal put into practice by Maria, Bela, Ana and Rosa to make the world habitable again with each new event. Esta dissertação nos mostra como estado, gênero, economia, parentesco e família se produzem e se conectam no cotidiano. Aqui, analiso as formas que Maria, Bela, Ana e Rosa habitam a vida ordinária. Moradoras de um bairro promovido pelo programa federal Minha Casa, Minha Vida em São Carlos/SP, as quatro mulheres também são (ou foram) titulares do programa Bolsa Família. A pesquisa mostra que as duas políticas constituem um entre outros universos possíveis de sentido pelos quais as moradoras se movem. O texto está dividido em duas partes. Na primeira, argumento que os processos de vida e de casas, bem como as formas de habitar e viver se emaranham nos cotidianos; também demonstro como o passado se embebe no presente e os eventos extraordinários se embebem no ordinário. Num segundo momento, argumento que a casa só pode ser pensada em configuração, isto é, só existe em relação. Desse modo, nos últimos capítulos descrevo três circuitos cotidianos – de cuidado, dinheiro e violência - que conformam mutuamente a configuração de casas. Ao olhar para tais circuitos, é possível analisar os fluxos de objetos e pessoas, bem como as relações de violência e conflito dentro e entre as casas. Ademais, os circuitos demonstram que existe intersecção entre supostas antinomias como, por exemplo, dinheiro e intimidade; domínio econômico e do afeto; vida e economia; casa e trabalho; reprodução e produção. Como estratégia metodológica e analítica, defendo que uma etnografia de ‘casa de mulher’ em configuração permite enxergar o ‘entre’; ou seja, possibilita captar os fenômenos sociológicos de forma relacional. The main argument is that institutional buildup was propelled by the connection between an enlargement of the coercive-extractive cycle and the fiscal opportunities of British world hegemony during the “long XIX century”. During the Age of Revolutions (1770-1840), which stands in the beginning of the cycle, the Iberian empires crisis had broadened the horizon of historical possibilities. During Latin American independencies, the struggle among opposing imaginaries of political order has intertwined with the proliferation of autonomic vindications of provinces, regions and cities. In this context, the link formed between capitalists and state-makers resulted, as a by-product, in a long process of disentanglement of these local spaces, as they became more subordinated to hegemonic liberalism. Hence, the nationalization of political dispute is also a closure in the horizon of possibilities opened during anti-imperial struggles. The dissertation develops three case studies to cast this explanation into particular trajectories. Along the way, it rejects the replication hypothesis, by which Latin American states are considered unit-like cases of the process previously fulfilled in Europe. The theoretical counterposition emphasizes world connections that encompass Europe and Latin America in the same and unequal process of development of the modern interstate system. The critique of Eurocentrism, in this sense, is developed as a conceptual reconstruction that brings to the forefront the imperial dimension of modern politics and unequal development in capitalist world economy. Este trabalho pretende rediscutir a formação histórica dos estados modernos na América Latina, mobilizando uma crítica ao eurocentrismo como plataforma de reconstrução conceitual. O argumento principal é que a autoconstrução institucional desses estados foi propulsionada por um dínamo causal que conectava o alargamento do ciclo extrativo-coercitivo às oportunidades fiscais do ciclo sistêmico liderado pela industrialização britânica no “longo século XIX”. Durante a Era das Revoluções (1770-1840), que marca o arranque do ciclo, a crise dos impérios ibéricos produziu uma abertura do horizonte de possibilidades. No contexto das independências, a disputa por imaginários incompatíveis de ordem política se combinou com uma tendência à proliferação de reivindicações autonômicas de províncias, regiões e cidades. Diante disso, a reciprocidade formada entre estadistas e capitalistas teve como subproduto um processo longo de desencaixe desses espaços locais, cada vez mais subordinados às injunções de um liberalismo hegemônico. Nesse sentido, a nacionalização da disputa política é também um fechamento do horizonte de possíveis abertos no ciclo das independências. A tese desenvolve três estudos de caso para projetar empiricamente essa explicação em trajetórias particulares. Através do percurso, a tese rejeita a hipótese de replicação, na qual os estados latino-americanos são considerados unidades analiticamente equivalentes e independentes do processo que ocorreu na Europa. A contrapartida é partir das conexões mundiais que envolvem Europa e América Latina no mesmo processo de expansão, embora desigual, do sistema interestatal moderno. A crítica ao eurocentrismo, nesse sentido, é encaminhada como uma reconstrução conceitual que traga ao primeiro plano a dimensão imperial da política moderna e o desenvolvimento desigual da economia mundial capitalista.

Não recebi financiamento Despite advances in the last thirty years, the Brazilian public health system still faces impasses for its consolidation as a social policy to foster citizenship and the challenge of breaking with the traditional care model in the daily services. With the perspective of structuring new forms of care management, organization of supply and guarantee of continuity, the "ICSAP Project - hospitalizations for conditions sensitive to primary care" in the city of Campinas-SP was designed and implemented in 2012, which seeks to articulate and negotiate actions between the services of a specific territory, especially the basic health units and the hospital, in order to qualify and guarantee the access and continuity of the care of its users. Taking this initiative as an object, this research aims to analyze the perceptions of these users regarding their appropriation of public health policy, in particular the understanding, repercussions and participation in the processes of organization, operationalization and evaluation of the health system and services in which they are inserted. This is a qualitative study with a documentary survey and data collection through interviews with users, the results being systematized according to content analysis and discussed in the light of critical hermeneutics and the "Paidéia" reference. The findings demonstrate that users recognize the Unified Health System as a public policy, aiming to know their logic of operation and the benefits offered by their services when they need health care; in an analogous way, recognize and perceive the effects of the "ICSAP Project", especially for the institution of new practices in the care after hospital hospitalization episode in the basic units; however, it is evidenced that these users were not included in the institutional spaces of social participation for discussion, organization and evaluation of this initiative, as well as the health system in general, demonstrating that there are still challenges to their effective appropriations by society. From this scenario, it is hoped to contribute to the reflection in the different instances of this system, especially in Campinas, and in society in general, about the necessary expansion of the inclusion of users in the deliberative processes of both the "ICSAP Project" and in the organization of the health system. A despeito dos avanços nestes últimos trinta anos, o sistema público de saúde brasileiro ainda enfrenta impasses para sua consolidação como política social de fomento a cidadania e o desafio da ruptura com o modelo de atenção tradicional no cotidiano dos serviços. Com a perspectiva da estruturação de novas formas de gestão do cuidado, de organização da oferta e garantia de sua continuidade, foi concebido e implementado em 2012 o “Projeto ICSAP - internações por condições sensíveis à atenção primária” na cidade de Campinas-SP, que busca articular e pactuar ações entre os serviços de um determinado território, especialmente as unidades básicas de saúde e o hospital, com a finalidade de qualificar e garantir o acesso e a continuidade do cuidado de seus usuários. Tomando esta iniciativa como objeto, esta pesquisa tem por objetivo analisar as percepções destes usuários quanto à sua apropriação da política pública de saúde, em especial pela compreensão, repercussões e participação nos processos de organização, operacionalização e avaliação do sistema e serviços de saúde em que estão inseridos. Trata-se de um estudo de abordagem qualitativa com levantamento documental e coleta de dados através de entrevistas com os usuários, sendo os resultados sistematizados segundo a análise de conteúdo e discutidos a luz da hermenêutica crítica e do referencial “Paidéia”. Os achados demonstram que os usuários reconhecem o Sistema Único de Saúde como política pública, apontando conhecerem sua lógica de funcionamento e os benefícios ofertados por seus serviços quando necessitam de cuidados à saúde; de forma análoga, reconhecem e percebem os efeitos do “Projeto ICSAP”, especialmente pela instituição de novas práticas no cuidado após episódio de internação hospitalar nas unidades básicas; porém, fica evidenciado que estes usuários não foram incluídos nos espaços institucionais de participação social para discussão, organização e avaliação desta iniciativa, assim como do sistema de saúde de maneira geral, demonstrando que ainda há desafios para suas efetivas apropriações pela sociedade. A partir deste cenário, espera-se contribuir para a reflexão nas diferentes instâncias deste sistema, especialmente de Campinas, e na sociedade de maneira geral, sobre a necessária ampliação da inclusão dos usuários nos processos deliberativos tanto do “Projeto ICSAP” como na organização do sistema de saúde.

O propósito desta dissertação é analisar três formas de medir ideologia a partir de cinco modelos para responder a seguinte pergunta: qual a melhor forma de medir ideologia levando em consideração esquemas cognitivos, valores e comportamento? O objetivo é analisar e apresentar os problemas de operacionalização do conceito em relação à validade e confiabilidade dos indicadores. Para isso, buscou-se correlacionar o voto dos goianienses para presidência da república e governo do estado à escala de autoposicionamento ideológico clássica, onde 1 significa ser de esquerda e 10 de direita; a uma nova configuração do indicador clássico de ideologia a partir da solução proposta por Wood e Oliver (2012) que considera o grau de escolaridade dos entrevistados; e a um índice de ideologia derivado de uma bateria de perguntas e repostas forçadas com questões sobre temas ligados a valores econômicos, morais e sociais e; variáveis de controle. Os dados utilizados foram provenientes do Estudo Eleitoral Goianiense (ESEG) realizado no ano de 2015 com 1200 goianienses. Para a consecução do objetivo determinado, optou-se pelo método de regressão logística binária para estimar coeficientes determinantes do voto em relação aos modelos de mensuração ideológica. Os modelos de mensuração ideológica, em síntese, não apresentaram força explicativa ao levar em consideração o baixo valor dos coeficientes de determinação estimados. Entretanto, ao utilizar critérios de seleção de modelos como Akaike e Bayesiano, mesmo que com coeficientes não significativos, a escala clássica de autoposicionamento foi o melhor modelo que conseguiu explicar ideologia e voto. The purpose of this dissertation is to analyze three ways of measuring ideology from five models to answer the following question: what is the best way of measuring ideology taking into account cognitive schemas, values and behavior? The objective is to analyze and present the problems of operationalization of the concept in relation to the validity and reliability of the indicators. For this, we tried to correlate the vote of the Goianienses to the presidency of the republic and state government on the scale of classic ideological self-positioning, where 1 means to be left and 10 right; to a new configuration of the classic indicator of ideology from the solution proposed by Wood and Oliver (2012) that considers the level of schooling of the interviewees; and to an ideology index derived from a battery of questions and forced answers with questions on issues related to economic, moral, and social values; control variables. The data used came from the Goianiense Electoral Study (ESEG), conducted in 2015 with 1200 Goianienses. In order to achieve the goal, the binary logistic regression method was used to estimate voting coefficients in relation to the ideological measurement models. The ideological measurement models, in brief, do not present explanatory power taking into account the low value of the estimated coefficients of determination. However, when using models selection criteria such as Akaike and Bayesian, even with non-significant coefficients, the classic self-positioning scale was the best model that was able to explain ideology and vote. Therefore, the scientific discourse of Freedom has been studied in its methodological variables and in its academic and political legitimacy, as a vehicle of private authority producing scientific discourse that establishes truth and power about the world democratic classification. The critical focus of the research rests on the Brazilian democratic model that, despite high international ranking, in the national factual panorama coexists with the low historical rates of electoral political participation. Freedom House's scientific discourse has been evaluated, and it is inferred that there are no methodological assumptions that cover the complexity of social formation, the peculiarities of the country's economic policy and cultural identity. Thus, there is an incongruity in the evaluation system, capable of assigning doubt to its legitimacy. The real political scenario in Brazil seems to have been emptied by the inability of governmentalism to contain, on one hand, the vertiginous increase in popular demands and, on the other, the predominance of interests outside of national, regional and social desires. So the study here summarized is predominantly qualitative and genealogical, building by the bibliographical and documentary retrieval of historical and contemporary facts, in order to help seeking the understanding of this problematic which hasn’t been overcome of the present moment in Brazil. O objetivo deste estudo é analisar a legitimidade do modelo de ranqueamento democrático brasileiro elaborado pela Freedom House em contraste com a historiografia do sistema representativo nacional e a participação popular na arena política. Para tanto, estuda-se o discurso científico da Freedom em suas variáveis metodológicas e em sua legitimidade acadêmica e política, enquanto veículo de autoridade privada produtora de discurso científico que estabelece verdade e poder acerca da classificação democrática mundial. O foco crítico da pesquisa recai sobre o modelo democrático brasileiro que, apesar de elevadas notas no ranqueamento internacional, no panorama fático nacional coexiste com os baixos índices históricos de participação política eleitoral. Avalia-se o discurso científico da Freedom House e se infere a ausência de pressupostos metodológicos que abranjam a complexidade da formação social, das peculiaridades da política econômica e da identidade cultural do país. Assim, revela-se uma incongruência no sistema de avaliação, capaz de atribuir dúvida à sua legitimidade. O cenário político real no Brasil parece esvaziado, pelo efeito da incapacidade da governamentalidade instaurada de conter, de um lado, o vertiginoso aumento das demandas populares e, de outro, o predominante favorecimento de interesses alheios aos desejos nacionais, regionais e sociais. Então o estudo, ora aqui resumido, é predominantemente qualitativo e genealógico, construído pela recuperação bibliográfica e documental de fatos históricos e contemporâneos, de forma a buscar auxiliar na compreensão dessa problemática não superada do momento presente no Brasil.

É surpreendente constatar que a democracia desponta como um valor universal desejável da humanidade ao mesmo tempo em que é apontada como infratora por toda uma geração. O desapontamento com as instituições representativas tradicionais sugere o aprofundamento da democracia e o olhar em direção a alternativas que exijam maior participação e envolvimento da sociedade nas questões públicas. O Brasil pós-democratização constitui-se país pródigo na experimentação de projetos participativos: conselhos de direitos, orçamento participativo, ouvidorias, projetos de lei de iniciativa popular, controladorias, conferências, audiências públicas. Outrossim, ao se completar trinta anos de promulgação da Constituição Federal de 1988 (CF/88), documento que abarca em seu bojo importantes institutos de participação – em especial, prevê a criação dos conselhos de direitos como espaços paritários de participação entre Estado e sociedade civil – natural que se questione os resultados obtidos por estas instâncias, ou seja, sua efetividade, com a associação entre participação e políticas públicas. Nessa perspectiva, o estudo a seguir objetiva analisar e compreender o Conselho Municipal dos Direitos da Criança e do Adolescente (CMDCA) de Goiânia sobre dois aspectos: primeiro, quanto aos resultados da atuação do Conselho, ou seja, quanto à sua capacidade de influenciar, controlar e decidir acerca da política pública na área da criança e do adolescente; segundo, com maior ênfase, focado no processo, ou seja, no desenho institucional do órgão, na interação entre os Conselheiros e possíveis entraves ao seu funcionamento. Preliminarmente, aventou-se a possibilidade de que a não confluência em torno de um projeto participativo por parte do aparato estatal incorreria na inefetividade deste órgão. Para tanto foi feita a análise documental, compreendendo a legislação municipal, atas, editais e resoluções do conselho, a observação das deliberações e a realização de entrevistas semiestruturadas. Apoderando-se de farto referencial teórico existente, analisou-se os diferentes graus de institucionalização, democratização e representação na prática deliberativa do Conselho. Após a utilização da metodologia qualitativa de investigação das atas e documentos compreende-se que, mesmo estando presentes em bom nível desde a sua origem, o orgão enfrenta dificuldades no sentido de se formar como ente norteador de políticas públicas. Ao restringir seu campo de atuação como instância participativa a pautas de cunho essencialmente burocráticas o CMDCA Goiânia, muito embora cumpra às funções para as quais foi criado e cujas ações são fundamentais à execução da política de atendimento da criança e adolescente, relega importante atribuição como agente formulador da política da área se transformando em mero legitimador das ações do município. Não obstante, para além dessas observações e da discussão quanto à efetividade, resta evidenciado a importância do órgão quanto ao seu caráter pedagógico, de formação política, de preparação para o debate, para o exercício perene de tolerância e respeito à opinião alheia, tão raros na atualidade, em que pese as condições adversas impostas pela municipalidade. It is surprising to note that democracy emerges as a desirable universal value of humanity at the same time that it is singled out as a culprit for a generation. The disappointment with traditional representative institutions suggests the deepening of democracy and the search towards alternatives that require greater participation and involvement of society in public issues. Post-transition Brazil is a country that thrives with the experimentation of participatory projects: rights’ councils, participatory budgeting, ombudsman’s offices, popular legislative initiatives, controllerships, conferences, public hearings. In addition, upon the completion of thirty years of the promulgation of the Federal Constitution of 1988 (CF/88), a charter that includes important participation institutes – in particular, it provides for the creation of the councils of rights as joint participation spaces between State and society civil - it is natural to ask about the results obtained by these instances, that is, their effectiveness, considering the association between participation and public policies. From this perspective, this study aims to analyze and understand the Municipal Council of the Rights of the Child and the Adolescent (CMDCA) of Goiânia on two aspects: first, regarding the outcomes of the Council’s performance, that is, its capacity to influence, control and decide on public policy in the area of children and adolescents; second, with greater emphasis, focused on the process, that is, on the institutional design of the agency, on the interaction between the Directors and possible obstacles to its operation. Preliminarily, we raised the possibility that the nonconfluence around a participatory project on the part of the State apparatus would incur in the ineffectiveness of this agency. For this purpose, a documentary analysis was carried out, including municipal legislation, minutes, edicts and resolutions of the council, observation of deliberations and semi-structured interviews. Taking advantage of a large body of theoretical references, we analyzed the different degrees of institutionalization, democratization and representation in the deliberative practice of the council. After using this methodology of investigation of the minutes and documents we understood that, even though they have been present at a good level since its origin, the agency faces difficulties in constituting itself as a guiding entity of public policies. By restricting its field of action as a participatory instance to essentially bureaucratic guidelines the CMDCA Goiânia, although fulfilling the functions for which it was created and whose actions are fundamental to the execution of the child and adolescent care policy, relegates important attributions as formulator agent of the area’s policy by becoming a mere legitimator of the actions of the municipality. Nevertheless, beyond these observations and the discussion on effectiveness, the importance of the agency remains evident in terms of its pedagogical character, political formation, preparation for debate, the perennial exercise of tolerance and respect for the opinion of others, so rare nowadays, despite the adverse conditions imposed by the municipality.

Não recebi financiamento Since the Brazilian Constitution of 1824 the conduct of foreign policy has been of considerable concentration in the Executive Branch, having the Legislative Branch a post factum role in its decision making process. This institutional model was not altered by the Federal Constitution of 1988, which established the exclusive competence of the President of the Republic to conclude treaties, conventions and other international acts subject to a referendum of the National Congress when they incur burdensome charges or commitments to national patrimony. In this context, part of the national literature has brought to the discussion the role of the Legislative in the conduct of external relations, debating its role as a mere locus homologous to the decisions coming from the Executive. Likewise, since the late 1990s, there has been a growing movement for the presentation of proposals for amendments to the Constitution (PEC’s) by parliamentarians in order to promote a political-institutional reform in the distribution of competences in the scope of foreign policy. In this way, the objective of this paper is to answer the following question: what is the potential veto point in the decision making process of these PECs, considering that, to date, none of the measures presented has achieved its objective. And in this sense, one will try to understand when, under what conditions and for what reasons, this Power chooses to formally propose the alteration of the rules of the political game in this scope. Thus, it is based on the hypothesis that the Constitution and Justice Commission of the Legislative Houses of the National Congress is a potential veto point for the measures that are the object of this research, acting more for the non-inclusion of these proposals for voting in plenary of that Committee, than for its express rejection in the opinions issued. Methodologically, the bibliographical and documentary research will be used with a qualitative study and analysis of data content regarding these proposed Constitutional Amendments presented at both Houses of the National Congress in the post-enactment period of CF/88 until 2015. Desde a Constituição Brasileira de 1824 a condução da política externa tem sido de considerável concentração no Poder Executivo, tendo o Poder Legislativo papel post factum no seu processo de tomada de decisão. Este modelo institucional não foi alterado pela Constituição Federal de 1988 que estabeleceu a competência privativa do presidente da República para celebrar tratados, convenções e outros atos internacionais sujeitos a referendo do Congresso Nacional quando acarretarem encargos ou compromissos gravosos ao patrimônio nacional. Neste contexto, parte da literatura nacional vem trazendo à discussão o papel do Legislativo na condução das relações externas, rediscutindo a sua atuação como mero locus homologatório das decisões advindas do Executivo. Por sua vez, desde o final da década de 1990, observa-se um movimento crescente de apresentação de propostas de Emendas à Constituição (PEC’s) pelos parlamentares no intuito de promover uma reforma político-institucional na distribuição de competências no âmbito da política externa. Desta forma, o objetivo deste trabalho é responder a seguinte pergunta: qual é a potencial instância de veto no processo decisório destas PEC’s, tendo em vista que, até o momento, nenhuma das medidas apresentadas alcançou o seu objetivo. E, neste sentido, buscar-se-á compreender quando, sob quais condições e por quais motivos este Poder opta em propor formalmente a alteração das regras do jogo político nesta seara. Assim, parte-se da hipótese de que a Comissão de Constituição e Justiça das Casas Legislativas do Congresso Nacional é uma potencial instância decisória de veto na tramitação das medidas objeto da presente pesquisa, atuando mais pela não inclusão em pauta dessas propostas para a votação em plenário dessa Comissão, do que pela sua rejeição expressa nos pareceres emitidos. Metodologicamente, será utilizada a pesquisa bibliográfica e documental, com estudo qualitativo e análise de conteúdo dos dados referentes a estas propostas de Emendas Constitucionais apresentadas em ambas as Casas do Congresso Nacional no período pós-promulgação da CF/88 até o ano de 2015.

Considering the current social-economic crisis it is essential to rethink the knowledge process and its connection with the reality consisted of the knowledgeable subject and the sensible object. On this matter, this thesis questions. For what reason has the hegemonic epistemology eliminated the cultural and political contexts of knowledge production and reproduction from its reflections? What are the consequences of this decontextualization?Are other epistemologies possible today?How to build knowledge despite the european thinking monopoly? Which are the possible contributions of Capoeira to establish other epistemologies valuing brazilian social and environmental reality and transforming it? We’ve tried to identify how capoeira, as a afro-brazilian social practice, can engender emancipatory educative processes which will contribute to the development of sustainable societies. A field research was developed at the Kilombo Tenendé, a ​ capoeira angola a ​ nd permaculture center, coordinated by master ​ Cobra Mansa and located in the city of Valença in Bahia State. Also at the ​ Corrégo do Mel ​ a research center of education, health and sustainability through ​ capoeira angola ​ , permaculture and spagyric, which is coordinated by master ​ Índio a ​ nd located in the São Gonçalo do Rio das Pedras, in Minas Gerais state. And finally at the ​ Associação de Capuêra Angola Paraguassú, c ​ oordinated by master Jaime from Mar Grande in Itaparica island, in the Bahia state. The results, analyses, and developments of the research are presented in the II part of this work through articles. The investigation is guided by the critical communicative methodology grounded in Paulo Freire’s and Junger Haberman’s theories. Guided by dialogue and assessments the work is a process built collectively by the researcher and all individuals involved in the researched contexts. Beyond observation, interpretation, description, and comprehension of the social and environmental reality we sought to transform it. We identified in the Capoeira universe educative processes grounded on the afro – brazilian knowledge diversity, therefore those are emancipatory processes since they arouse reflections on consumption, ethnic-racial relations, folk wisdom, food production, ancestral heritage, etc. Thus, these educative processes grounded in african epistemologies are fundamental to the ​ intentionality and ​ intelligibility of socially fair and environmentally sustainable societies. ​ Toda experiência social produz e reproduz conhecimento e, ao fazê-lo, pressupõe uma ou mais epistemologias, ainda que não intencional ou conscientemente. Na atual crise socioambiental é fundamental repensarmos o processo de conhecimento e suas conexões com o real constituído pelo sujeito que conhece e pelo objeto cognoscível. Nesse sentido, esta tese parte das seguintes questões: por que razão a epistemologia hegemônica eliminou de sua reflexão o contexto cultural e político da produção e reprodução do conhecimento? Quais foram as consequências de uma tal descontextualização? São hoje possíveis outras epistemologias? Como construir conhecimento para além da influência monopolizadora do pensamento europeu? Quais seriam as possíveis contribuições da capoeira na construção de outras epistemologias de modo a valorizar os aspectos socioambientais da realidade brasileira e a implicar sua transformação? Buscamos identificar como a capoeira, enquanto prática social afro-brasileira, pode engendrar processos educativos emancipatórios que contribuam com a transição para sociedades sustentáveis. Desenvolvemos nossa pesquisa de campo no Kilombo Tenondé, que é um centro de capoeira angola e permacultura, coordenado pelo mestre Cobra Mansa e localizado no município de Valença/BA, no Córrego do Mel, que é um ​ centro de pesquisa em educação, saúde e sustentabilidade por meio da capoeira angola, da permacultura e da espagiria, coordenado pelo mestre Índio e localizado em São Gonçalo do Rio das Pedras-MG, e também na Associação de Capuêra Angola Paraguassú, coordenada pelo mestre Jaime de Mar Grande, e localizada na Ilha de Itaparica - Gamboa/BA. Os resultados, as análises e os desdobramentos realizados estão apresentados na parte II desta tese através de artigos. A investigação ​ foi realizada com a orientação da metodologia comunicativo-crítica, ​ que se baseia nos conhecimentos de Paulo Freire e Jurgen Habermas. Pautado no diálogo e na crítica, este trabalho é um processo construído coletivamente entre a pesquisadora e as pessoas dos contextos pesquisados. Além da observação, interpretação, descrição e compreensão da realidade socioambiental, buscamos também sua transformação. Identificamos que há, no universo da capoeira, processos educativos pautados na diversidade de saberes afro-brasileiros e que esses processos são emancipatórios, uma vez que suscitam reflexões sobre o consumo, as relações étnico-raciais, a produção de alimentos, a sabedoria popular, a ancestralidade etc., criando condições para a busca de transformações socioambientais em diferentes dimensões. Assim, esses processos educativos pautados em epistemologias africanas se mostraram fundamentais para a intencionalidade e a inteligibilidade de sociedades socialmente justas e sustentáveis. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) The period placed between the early 2000s and the mid 2010s set up new experiences on the horizon of Latin America that presented themselves as alternatives to the neoliberal hegemony that followed the processes of democratic reconstruction of the 1980s and 1990s. Respected the peculiarities and specificities of each case, those experiences were broadly defined as different expressions of a post neoliberal State. This work aims to analyze the patterns of rupture and continuity represented by the post neoliberal experiences of Brazil and Argentina, considering as the object what became the main state strategy to fight social asymmetries in the late twentieth century: the Conditioned Cash Transfer Programs, respectively the Programa Bolsa Família and the Asignación Universal por Hijo. O período situado entre o início da década de 2000 e meados da década de 2010 configurou novas experiências políticas no horizonte da América Latina que se apresentaram como alternativas à hegemonia neoliberal que se seguiu aos processos de reconstrução democrática das décadas de 1980 e 1990. Respeitadas as peculiaridades e especificidades de cada caso, tais experiências foram definidas de modo mais amplo como sendo diferentes expressões de um Estado pós-neoliberal. Este trabalho se propõe a analisar os padrões de ruptura e continuidade representados pelas experiências pós-neoliberais do Brasil e da Argentina, tomando como objeto aquilo que se configura como a principal estratégia estatal de combate às assimetrias sociais a partir do final do século XX: os Programas de Transferência Condicionada de Renda, respectivamente o Programa Bolsa Família e a Asignación Universal por Hijo.

In this way, it relates directly to the population so as to influence it in some way through its programming. The news programs end up being elevated like the main pieces in the formation of the opinion of the viewers, making important the analyzes regarding the construction of image. In a context where politics increasingly relies on journalistic coverage to express to voters certain thoughts, it is extremely important to understand how political facts are covered. Cases of corruption, such as "Mensalão" and “Operation Lava Jato”, have obtained and still obtain great media coverage reaching a large space within the agenda of the news programs. Therefore, the main objective of this research is to analyze the coverage of cases of corruption by Globo's Jornal Nacional. To achieve this objective, the JN programs of the last two electoral periods will be used: 2014 and 2016. A televisão possui posição central dentro do sistema de comunicação brasileiro. Assim, ela se relaciona diretamente à população de maneira a influenciá-la, de alguma forma, através de sua programação. Os telejornais acabam sendo alçados como as principais peças na formação da opinião dos telespectadores, tornando importante as análises a respeito da construção de imagem. Num contexto em que cada vez mais a política se apoia na cobertura jornalística para expressar aos eleitores determinados pensamentos, é de extrema importância compreender a forma como fatos políticos são cobertos. Casos de corrupção como o “Mensalão” e a Operação Lava Jato, obtiveram e ainda obtém grande cobertura midiática, alcançando um grande espaço dentro da agenda dos telejornais. Portanto, o principal objetivo dessa pesquisa é analisar a cobertura de casos de corrupção pelo Jornal Nacional da Rede Globo. Para se alcançar tal objetivo, serão utilizados os programas do JN dos dois últimos períodos eleitorais: 2014 e 2016.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) The mass media are a central element of the contemporary political life, and newspapers, in Brazil, are important mainly because of their ability to set the agenda of other media. In this sense, Folha de S. Paulo has a leading role not only because of its leadership in printed circulation, but also because of its growing virtual audience. Since 2014, its agenda has come to include the coverage of “Operação Lava-Jato” (literally, Operation Car Wash), an investigation carried out by the Brazilian Federal Police in order to inquire into corruption schemes. The object of this research is the editorial section of the Folha de S. Paulo, and the objective is to understand how the operation was portrayed by the newspaper. Thus, due to the importance of this investigation in the Brazilian political scenario, we sought to understand how the Folha de S. Paulo characterized both the operation and the political actors involved in it. To this end, the newspapers’ editorials published throughout almost four years were analyzed. The main method used was framework analysis. In terms of frequency of mentions, the results show that the newspaper initially highlighted individuals associated with the Brazilian Workers’ Party that were involved in the scandals, a highlight that was lessened after the impeachment that took place in 2016. In terms of the frameworks, it was found that at first the operation was praised, after which it was seen as a force disturbant to the political system and from which arose abuse of authority. It was found that the “antipetismo” (bias against the Workers’ Party), already pointed out by other researches, was present under different configurations in the editorials. In addition, it was noted that the Folha de S. Paulo did not embrace the opportunity to hold a debate on the institutional conditions that favor transgressions of the kind investigated by the operation in question. Os meios de comunicação de massa são um elemento fundamental da vida política contemporânea, e os jornais, no Brasil, são importantes principalmente em função de sua capacidade de pautar a agenda de outros meios. Nesse sentido, a Folha de S. Paulo tem protagonismo não só por conta de sua liderança na circulação impressa, mas também em função de sua crescente audiência virtual. Desde 2014, sua agenda passou a compreender a cobertura da Operação Lava-Jato, investigação executada pela Polícia Federal brasileira a fim de apurar esquemas de corrupção. Este trabalho tem por objeto a seção editorial da Folha de S. Paulo, e o objetivo é compreender como a Operação Lava-Jato foi retratada pelo jornal. Assim, em função do protagonismo dessa operação no cenário político brasileiro, busca-se entender como a Folha de S. Paulo caracterizou tanto a operação quanto os atores políticos nela envolvidos. Para isso, foram analisados os editoriais publicados durante quase quatro anos. O principal método utilizado foi o da análise de enquadramento. Em termos da frequência de menções, os resultados evidenciam que inicialmente o jornal deu destaque a figuras petistas envolvidas nos escândalos perscrutados, destaque que se atenua após o impeachment ocorrido em 2016. Em termos dos enquadramentos, verificou-se que a princípio a operação foi enaltecida, ao que se seguiu um período em que ela foi vista como elemento que perturbava o sistema político e do qual emanava abuso por parte das autoridades investigadoras. Verificou-se que o antipetismo, já apontado por outras pesquisas, esteve presente nos editoriais sob diferentes configurações. Além disso, notou-se que o jornal não utilizou a oportunidade para realizar um debate sobre as condições institucionais que favorecem transgressões do tipo investigado pela operação em questão. Nowadays as great importance because it has a deep relationship with spheres of action and human interest, such as, work, education, leisure, etc. The topic brings values to all society as well it is influenced by the ruling social, economic and political structure. Environmental conservation and assure its use by the population is a central element to construction programs for the public use of urban parks and natural parks. It is essential to consider local characteristics while ensuring access to non-formal education programs based on culture and leisure practices. In order to collaborate for the discussion in areas related to the parks, the present work target to verify the appropriation of the public spaces in these areas by the population of Sorocaba and, as well as the policy of recreational activities, and the distribution of these areas in the city of Sorocaba. As a methodology, the study was developed through a combination of bibliographical, documentary and field research. As an instrument of data collection, direct observation in 8 city parks (4 delimited - fenced and 4 without physical delimitation - not fenced), with the use of field diaries and semi-structured interviews with visitors. The collected achieved some points like, of safety, the lack of activity policy, followed by improvements in infrastructure and environmental landscaping. There are parks in worse conditions that end up being underutilized and small frequency to the detriment of better-located parks and higher level of income around these parks receive more activities from public power and private initiative, visitors tend to be frequent in use, highlighting activities are more diversified. Although the high number of parks created, it is strongly necessary to rescue an intersectoral public policy, prioritizing environmental education, culture and leisure in the green areas of Sorocaba. O tema meio ambiente esta cada vez mais presente em nossa sociedade. Compreendido nos dias atuais como uma área de grande importância, pois tem profunda relação com esferas de atuação e interesse humano, como o trabalho, a educação, o lazer etc. O meio ambiente traz à tona valores na sociedade como um todo, assim como, sofre influências da estrutura social, econômica e política vigente. Conservar a natureza e garantir o uso pelas populações é elemento central na construção dos programas de uso público dos parques urbanos e parques naturais. Portanto é fundamental considerar as características locais e ao mesmo tempo, garantir o acesso a programas de educação não formal, com base nas práticas de cultura e lazer. Entendendo os espaços públicos como fundamentais para as cidades mais vivas, seguras, sustentáveis e saudáveis; O presente trabalho colabora para a discussão relacionada aos parques em ambiente urbano tendo em seus objetivos verificar como se dá a apropriação do espaço público pela população, bem como é desenvolvida as práticas recreativas; e a distribuição destas áreas na cidade de Sorocaba. Enquanto metodologia o estudo foi desenvolvido por meio da combinação da pesquisa bibliográfica, documental e de campo: Observatório exploratório partindo do instrumento da coleta de dados quantitativos com a utilização de entrevistas semiestruturadas realizadas na área amostral de 8 parques da cidade (4 delimitados - cercados e 4 sem delimitação física - não cercados); E como parte do método: a observação direta para descrição da amostra selecionada dentro do objeto de pesquisa. As entrevistas e observações apontam que os parques de Sorocaba são utilizados para a prática de atividades esportivas, para o descanso, encontro com amigos, passeios com crianças e contemplação da natureza. Nos parques mais estruturados há festas com pic nics, e churrascos, aproveitando cênico, fotográfico e entre outras atividades. Por outro lado, os visitantes se manifestam com relação aos quesitos falta de segurança, a carência de política de atividades, seguida por melhorias da infraestrutura e paisagismo ambiental. Há em Sorocaba parques em piores condições que acabam sendo subutilizados em detrimento de parques melhores localizados e com maior concentração de renda no entorno. Estes parques recebem mais atividades do poder público e iniciativa privada, os visitantes tendem a ser frequentes na utilização, destacando que as atividades são mais diversificadas. Apesar do elevado número de parques criados e suas distribuições atenderem a todas as regiões de Sorocaba estes resultados suportam ações para uma maior intervenção do poder público que deve priorizar as atividades de cultura, lazer e educação ambiental em todas as regiões. Buscando melhorias dos aspectos paisagísticos e de limpeza com atenção para a segurança pública.

Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) This research aims to understand the process of institutionalization of public policies focused on the theme of local development, analyzing the main legal frameworks that surrounded these policies, emphasizing the contradictions intrinsic to them from the theoretical model of historical institutionalism. From the previous theoretical observation on development at the local scale, it can be observed that the brazilian municipalities, within the perspective of a global capitalism, have difficulties of economic growth and guarantee of good quality of life for its population. Therefore, the objective of the research is to investigate the process of institutionalization of local development in Brazil, starting with the 1988’s Constitution. Considering that the discussions on public policies of local development have gained strength in recent years, the present work intends to critically analyze socioeconomic development policies based on the theory of endogenous development.In conclusion, we observe that local development, inserted in a national development project, has characteristics that can contribute to economic growth aligned to the quality of life. However, its appropriation from the mainstream perspective distorts the proposal of development from the local actors, which creates a mismatch between the project and its application. Esta pesquisa tem como objetivo compreender o processo de institucionalização de políticas públicas voltadas para o tema do desenvolvimento local, analisando os principais marcos legais que cercaram tais políticas, enfatizando as contradições intrínsecas a elas a partir do modelo teórico do institucionalismo histórico. A partir da observação teórica prévia sobre desenvolvimento na escala local, observa-se que os municípios brasileiros, dentro da perspectiva de um capitalismo global, possuem dificuldades de crescimento econômico e garantia de boa qualidade de vida para a sua população. Logo, o objetivo da pesquisa, é investigar o processo de institucionalização do desenvolvimento local no Brasil, a partir da Constituição de 1988. Tendo em vista que as discussões sobre as políticas públicas de desenvolvimento local ganharam força nos últimos anos, o presente trabalho tem a intenção de analisar criticamente políticas de desenvolvimento socioeconômico baseadas na teoria do desenvolvimento endógeno. Em conclusão, observamos que o desenvolvimento local, inserido em um projeto nacional de desenvolvimento, possui características que podem contribuir para o crescimento econômico alinhado a qualidade de vida. Todavia, a sua apropriação pela perspectiva mainstream distorce a proposta de desenvolvimento a partir dos atores locais, o que cria um descompasso entre o projeto e a sua aplicação. 133295/2017-6

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) With the increase of public resources destined to political parties in Brazil, the research will present two plans of analysis: The first level corresponds to a comparison between the party organizations in relation to the concentration of resources of the Partisan Fund in the National Directory. While the second level of analysis corresponds to a vertical organizational study of which State Directories receive more resources from the National Directory and what are the determinants for this to occur. The cut of this dissertation encompasses PT, PMDB, PSDB, DEM and PP during the period of 2007 to 2015. The five parties present a higher percentage of distribution of the Party Fund during the analyzed period, and also allow comparisons with the ideological profile of organizational origins and electoral strategies. The hypothesis is that the State Directorates that receive more financial resources are the most successful in the electoral arena. Com o crescente adensamento dos recursos públicos destinados aos partidos políticos no Brasil, a pesquisa apresentará dois planos de análise: O primeiro nível corresponde a uma comparação entre as organizações partidárias em relação a concentração de recursos do Fundo Partidário no Diretório Nacional. Enquanto o segundo nível de análise, corresponde a um estudo organizacional vertical de quais Diretórios Estaduais recebem mais recursos do Diretório Nacional e quais são os determinantes para que isso ocorra. O recorte dessa dissertação engloba PT, PMDB, PSDB, DEM e PP durante o período de 2007 até 2015. Os cinco partidos apresentam maior porcentagem de distribuição do Fundo Partidário no período analisado, e além disso, possibilitam comparações em relação ao perfil ideológico, de origem organizacional e de estratégias eleitorais. A hipótese é que os Diretórios Estaduais que recebem mais recursos financeiros são os com maior êxito na arena eleitoral.

Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) This research is based on the hypothesis that the more progressive and detailed constitutions tend to be the result of drafting processes marked by a high level of popular participation. We analyze this relationship based on the 1987-88 drafting process. We present an interpretation on the lobby during the period, proposing an organizational model for the interest groups in the process. We argued that the lobby was translated into the division between two types of interest groups, defined by the product of the relationship between their organizational characteristics and the area of interest in which they were inserted. This dynamic constitutes a theoretical model defined by the tendency of centralization of interests in a single group, which represented, formally or not, all other groups in each area of interest. The model was based on an empirical analysis of the interest groups' performance in the areas of Education and Health Care, whose relationship revealed the occurrence of the organizational model, which we express through network analysis. Esta pesquisa se baseia na hipótese de que as constituições mais progressistas e detalhadas tendem ser resultado de processos constituintes marcados por um alto nível de participação popular. Analisamos esta relação tendo como modelo a Constituinte de 1987-88. Apresentamos uma interpretação sobre o lobby durante o período, propondo um modelo de organização dos grupos de interesse na Constituinte. Sustentamos que o lobby se traduziu na divisão entre dois tipos de grupos de interesse, definidos pelo produto da relação entre suas características organizacionais e a área de interesse em que estavam inseridos. Esta dinâmica constitui um modelo teórico definido pela tendência de centralização dos interesses em um único grupo, o qual representou, formalmente ou não, o conjunto dos demais grupos em cada área de interesse. O modelo se baseou em análise empírica da atuação dos grupos de interesse nas áreas da Educação e Saúde, cuja relação revelou a ocorrência do modelo organizativo, o qual expressamos por meio da análise de redes. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) Our goal in this research is to analyse Francisco Weffort's politic-intellectual trajectory, as well as his interpretation about Brazil. Our main hypothesis is that Weffort, with his populism theory formulation, built up an ex-ante justification to the Worker's Party formation in 1979. We are also led by another hypothesis, which is fixed in the idea that a radical change in Weffort National History comprehension would have been influenced by his actuation as Secretary-General in the Worker's Party during the 80s. In the first part of his interpretations, especially about the populism theory, there is an understanding which means that for an effective Brazilian democratization process, a rupture with the republican tradition - focused in the Nation construction thematic - would be needed. This reality apprehension, which focused in the criticism of the populism demagogic characteristic, would be the main reason for his commitment in favour of a new workers' political organization. This commitment would not just be able to affirm a classist perspective, but would also disrupt with the conformism and with the typical class conciliation, that in his vision, was descendant from the labour tradition, as well as from the Communist Brazilian Party (PCB). This line of thought, which aimed to break up with national-populist conceptual remarks, improved after the 1964 military coup and became hegemonic in the academic sphere and among the Left not linked to the PCB during the 70s. The process led to an intellectuality expressive fraction to experience the political life and to commit them into the Worker's Party creation. Nevertheless, despite Weffort's winning interpretation, the political practical test would not be so easy for him. After actuating as PT's Secretary-General and coordinating with Lula's Republic Presidential campaign in 1994 he would leave the Party and be in charge of Fernando Henrique Cardoso's Ministry of Culture. Afterwards, Weffort would completely change his interpretation about the nation's reality. From a disruptive republican traditional view, he adopted a position in which he recognized as positive some constitutive tradition elements, which he denied by at the beginning of his interpretations. This new comprehension substantially overpassed his first comprehension about the nation's reality and induced him to reconsider much of his judgments about it. The political and intellectual actors, as well as the history process (the 1930 revolution e.g.), which were hardly criticized during his first interpretations, started to be seen in a positive way and as very important for the state-building process, citizen rights improvement and for the Brazilian's fortification of democracy. In other words, overcoming an essential negative view proposed by the populism theory, Weffort performed a kind of reconciliation with the Brazilian History and with its intellectual traditions, especially with the national-populism. Nesta pesquisa pretendemos analisar a trajetória político-intelectual de Francisco Correa Weffort, bem como sua interpretação do Brasil. Nossa hipótese principal sustenta que Weffort, com a formulação da teoria do populismo, construiu uma espécie de justificativa ex-ante para a criação do PT, em 1979. A outra hipótese que nos orienta centra-se na ideia de que a atuação como Secretário Geral do PT, durante a década de 1980, o teria levado a iniciar uma radical mudança em sua leitura da história nacional. Nas primeiras interpretações, especificamente naquelas sobre o populismo, há um entendimento de que a efetiva democratização do Brasil exigiria a ruptura com a tradição republicana centrada no tema da construção da nação. Teria sido exatamente tal leitura da realidade, com foco na crítica ao caráter demagógico do populismo, o principal motivo de seu engajamento em prol da criação de uma nova agremiação política dos trabalhadores que afirmasse não só uma perspectiva classista, como também rompesse com o conformismo e com a conciliação de classe típicos, em sua visão, tanto da tradição trabalhista quanto do PCB. Essa forma de pensar, que visava romper com marcos conceituais da tradição nacional-populista, ganhou corpo depois do golpe militar de 1964 e tornou-se hegemônica no ambiente acadêmico e entre a esquerda não vinculada ao PCB, durante a década de 1970, levando uma parcela expressiva da intelectualidade a viver a experiência da política e a se engajar na criação do Partido dos Trabalhadores. Não obstante, a despeito da “vitória” de sua interpretação, a prova da prática não teria sido nada fácil para Francisco Weffort, fazendo com que, depois de ter ocupado o cargo de Secretário Geral na década de 1980 e coordenado a campanha de Lula à presidência da República, em 1994, se afastasse do PT e assumisse o cargo de Ministro da Cultura de Fernando Henrique Cardoso. Com isso, Weffort efetivou um giro no modo de pensar a realidade nacional e de uma perspectiva de ruptura com a tradição republicana, paulatinamente, passou a se identificar com uma posição que reconhece como positivos elementos constitutivos da tradição que inicialmente pretendera negar. Essas novas interpretações sobrepujaram substancialmente suas leituras sobre a realidade nacional, levando-o a reconsiderar muitos dos juízos sobre ela. De tal forma que os atores políticos e intelectuais, assim como os processos históricos (como a Revolução de 1930), duramente criticados em suas interpretações iniciais, deixaram de ser vistos de forma negativa, e passaram a ser considerados como importantes para os processos de state-building, de ampliação dos direitos de cidadania e de fortalecimento da democracia no Brasil. Ou seja, superando a visão essencialmente negativa proposta pela teoria do populismo, Weffort efetivou uma espécie de reconciliação com a história do país e com suas tradições intelectuais, especialmente com o chamado nacional-populismo. Com a pesquisa “O concreto já rachou”: o movimento punk de Brasília como herdeiro da MPB, pretendemos entender os impactos representativos e históricos do período da Ditadura militar brasileira (1964-1985) em movimentos musicais, no caso a MPB e o Punk. O decreto da censura pelo ato institucional número 5 em 1968 e o avanço do mercado cultural delimitaram os rumos das produções artísticas no país, assim como a onda de manifestações públicas que marcaram o mundo divido pela então Guerra Fria. As gerações dos anos 60 e 70 se tornaram marcadas pelo engajamento político, pelo hedonismo em contraponto as transformações sociais e pela negação de valores, atributos de juventude que preconizaram as produções de músicas como crônicas sociais. Com a ascensão da indústria cultural, a MPB se tornou um dos principais gêneros de canção engajada e crítica nos tempos de autoritarismo e departamentos de censura, na qual a criatividade artística alçou meios de burlar. Na década de 80 o rock se apresenta como o novo acionador da indústria fonográfica, embora essa nova geração de um regime decadente e o processo de redemocratização já se fazer presente, carrega os mesmos preceitos de protesto dos músicos das décadas anteriores, porém menos dispostos a abraçar ideias utópicas. O movimento punk de Brasília denota a perspectiva de uma juventude mais bruta que desmitifica os mitos fundadores da cidade símbolo modernista, enquanto são figuras próximas do centro de poder político. Porém, por mais que os anseios de todas essas gerações se embasassem em mudanças sociais, tanto a MPB quanto o Punk reconfiguraram-se apresentando uma lógica mais comercial e individualista, enquanto a música da nova geração do final do século XX caminha para o romantismo apolítico. With the research “O concreto já rachou”: the Punk movement of Brasília as an heir of MPB, we intend to understand the representative and historical impacts of the period of the Brazilian military dictatorship (1964-1985) on musical movements, in this case MPB and Punk. The decree of the censorship by the institutional act number 5 in 1968 and the advance of the cultural market delimited the course of the artistic productions in the country, as well as the wave of public demonstrations that marked the world divided by the then Cold War. The generations of the 60s and 70s became marked by the political engagement, by the hedonism in counterpoint to the social transformations and by the denial of values, attributes of youth that advocated the production of music as social chronicles. With the rise of the cultural industry, the MPB has become one of the main genres of song engaged and critical in times of authoritarianism and censorship departments, in which artistic creativity has raised means of cheating. In the 80s, rock presents itself as the new trigger of the music industry, although this new generation of a decadent regime and the process of re-democratization to be already present, it carries the same precepts of the protest of the musicians of the previous decades, but less willing to embrace utopian ideas. The Punk movement of Brasília denotes the perspective of a more brutal youth that demystifies the founding myths of the modernist symbol city, while they are figures close to the center of the political power. Yet, however much the aspirations of all these generations were based on social changes, both MPB and Punk reconfigured themselves presenting a more commercial and individualistic logic, while the music of the new generation of the end of the twentieth century moves towards apolitical romanticism.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) This thesis deals with a set of questions and an analytical perspective that are relatively recent in the frameworks of contemporary international economic and financial sociologies and is underrepresented, at least at a first glance, in the national institutional picture. The research addresses the profound transformations that financial metrics and classifications have produced, at different rates, in the contemporary Sovereign States. The enunciation of classifications, metrics and statistics as a reference for the construction and justification of realities in different scenarios in the contemporary social life, reverberates even more when it comes to the economic and financial dimensions of Sovereign States. Thus, the proposition of these devices in this specific space is based on the justification of two orders: the objective and efficient orientation of decision-making and the minimization of the implied risks of this decision. Thus, these devices may be understood as intentional instruments of creation and implementation of cultural and political order, that is, systems of rules that facilitate the coordination and cooperation of social actors in situations of uncertainty that determine the distribution of costs and benefits of collective action. Based on the theoretical conceptions of governmentality and performativity, the research constructed a narrative about how an abstract and polysemic conception of the notion of risk culminates in an objective proposition of sovereign credit risk. The singular dimension addressed in the research is that the emergence of this modern notion of risk is simultaneously accompanied by metric devices of classification, evaluation and control. In the Brazilian case, this key between the ideal of credit risk and the classification devices echoes in the tensions and disputes that arise in the economic-financial space. The importance of the state in the governmentality of devices is undeniable. By inducing markets to use risk rating metrics, given their regulation role, states become targets of these same devices as they enter the sovereign bond market. Thus, in addition to the credit risk narrative, another contribution of the study is the construction of a reference framework on the institutionalization of the Public Debt Securities Market in Brazil. The research proposes a way to reflect on how the notions of credit risk, metrics and finances have become fundamental institutions for contemporary states. Esta tese aborda um conjunto de questões e uma perspectiva analítica relativamente recentes aos quadros das sociologias econômica e das finanças contemporâneas internacionais e, ao que a primeira vista indica, pouco adensada no quadro institucional nacional. A pesquisa se ocupa de encarar as profundas transformações que a metrologia e as classificações financeiras vem produzindo, em ritmos diferentes, nos Estados Soberanos contemporâneos. A enunciação das classificações, métricas e estatísticas, como uma referência para construção e justificação de realidades em distintos cenários da vida social contemporânea, se mostra ainda mais reverberante quando as dimensões econômica e financeira de Estados Soberanos são levadas em conta. Assim, a proposição desses dispositivos nesse espaço específico se assenta na justificação de duas ordens: a orientação objetiva e eficiente na tomada de decisão e a minimização dos riscos dessa decisão. Estes dispositivos podem assim ser entendidos como instrumentos de criação e implementação intencional de ordem cultural e política, isto é, sistemas de regras que facilitam a coordenação e a cooperação de atores sociais em situações de incerteza, que determinam a distribuição dos custos e benefícios da ação coletiva. Com base nas concepções teóricas de governamentalidade e performatividade, a pesquisa construiu uma narrativa sobre como uma concepção abstrata e polissêmica da noção de risco culmina em uma proposição objetiva de risco de crédito soberano. A dimensão singular para a qual a pesquisa chama a atenção é a de que emergência dessa noção de risco moderna é acompanhada simultaneamente por dispositivos métricos de classificação, avaliação e controle. No caso Brasileiro, essa ligação entre o ideal de risco de crédito e os dispositivos de classificação ecoa nas tensões e disputas deflagradas no espaço econômicofinanceiro. A importância do Estado na governamentalidade dos dispositivos é inegável. Ao induzir os mercados no uso das métricas de classificação de risco, dado seu papel de regulador, os Estados se tornam alvo desses próprios dispositivos na medida que se inserem no mercado de títulos públicos soberanos. Assim, para além da narrativa do risco de crédito, outra contribuição do estudo é a construção de um quadro de referência sobre a institucionalização do Mercado de Títulos da Dívida Pública Brasileira. A pesquisa propõe ao leitor um caminho para reflexão sobre como as noções de risco de crédito, métricas e finanças se tornaram instituições fundamentais para os Estados contemporâneos.

Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) The thesis presents a proposal of relational analysis of the brazilian diplomats. We used the theoretical framework of Pierre Bourdieu to analyze, therefore, the agents of the field of diplomats during the period of the governments of the former presidents Fernando Henrique Cardoso (FHC) and Luiz Inácio Lula da Silva (Lula), that is, between the years of 1995 and 2010. The chosen period points to the main objective of the work: to understand the dynamics of action of diplomats based on their relationship with the process of alternation between the two governments. As a research strategy, we focus our analysis on the "game" of the field related with the process of selection and training of new diplomats. This strategy led us to the “Rio Branco Institute” (Instituto Rio Branco - IRBr), an institution linked to the Ministry of Foreign Affairs (Ministério das Relações Exteriores – MRE, also known as “Itamaraty”), which has a monopoly on the selection and training of brazilian diplomats. We assume that the diplomats are agents of the field of diplomats; therefore, they do not constitute a homogeneous group as their actions and ways of thinking the field. They are agents that share the same habitus of the field, so they are in constant dispute for the symbolic domination of the actions that lead the field. However, as a requirement of the theoretical framework, this assumption was been tested during empirical research in the same way as our initial hypothesis: the dynamics of internal disputes in the field of diplomats presents an interference from external factor, important to understand its logic of operation, which is the action of the political field. This can be observed even in an internal "game" of the field that shows high degree of autonomy like the process of selection and formation of new diplomats. We did a prosopographic study of the field agents involved in the game described. We associate this study with Geometric Data Analysis (GDA) as statistical methodology, more specifically with one of its components, Multiple Correspondence Analysis (MCA). We seek to understand the relationship between the field of diplomats and other social fields beyond the political field, such as the field of power and the field of international relations, according to the research focus. We also discussed the notion of autonomy in the field of diplomats, in addition to proposing a critical analysis of the idea "Itamaraty insulation". This work seeks to contribute to the development of the sociology of elites (or of the ruling groups) and to the still new sociology of international relations. Este trabalho apresenta uma proposta de análise relacional dos diplomatas brasileiros. Utilizamos o arcabouço teórico de Pierre Bourdieu para analisar, portanto, os agentes do campo dos diplomatas durante o período dos governos dos ex-presidentes Fernando Henrique Cardoso (FHC) e Luiz Inácio Lula da Silva (Lula), ou seja, entre os anos de 1995 e 2010. O recorte temporal escolhido aponta para o principal objetivo do trabalho: entender a dinâmica de ação dos diplomatas a partir da relação desta com o processo de alternância entre os dois governos citados. Como estratégia de pesquisa, focamos a análise no “jogo” do campo relacionado ao processo de seleção e formação de novos diplomatas. Isso nos levou ao Instituto Rio Branco (IRBr), instituição ligada ao Ministério das Relações Exteriores (MRE, também conhecido como Itamaraty), que detém o monopólio de seleção e formação dos diplomatas brasileiros. Partimos do pressuposto de que os diplomatas são agentes do campo dos diplomatas, portanto, não constituem um grupo homogêneo quanto as suas ações e formas de pensar o campo. São agentes que compartilham o mesmo habitus do campo e que, por isso, estão em constante disputa pela dominação simbólica das ações que conduzem o campo. Contudo, esse pressuposto, como exigência do arcabouço teórico, foi testado durante a pesquisa empírica da mesma forma que nossa hipótese inicial de trabalho: a dinâmica de disputas internas do campo, apesar de terem um alto grau de autonomia, principalmente no que se refere ao processo de seleção e formação de novos diplomatas, apresenta a interferência de um fator externo ao campo, importante para entendermos a sua lógica de funcionamento: a ação do campo político. Fizemos um estudo prosopográfico dos agentes envolvidos no jogo descrito. Associamos esse estudo à Análise Geométrica de Dados (AGD) como metodologia estatística, mais especificamente com uma de suas componentes: a Análise de Correspondência Múltipla (ACM). Procuramos entender a relação do campo dos diplomatas com outros campos sociais além do campo político, como o campo do poder e o campo das relações internacionais, de acordo com o foco da pesquisa. Discutimos também a noção de autonomia no campo dos diplomatas, além de nos propormos a fazer uma análise crítica da ideia de “insulamento do Itamaraty”.
