Abstract: International audience; Prosumers are households that are both producers and consumers of electricity. A prosumer has a grid-connected decentralized production unit and makes two types of exchanges with the grid: energy imports when the local production is insufficient to match the local consumption and energy exports when local production exceeds it. There exists two systems to measure the exchanges: a net metering system that uses a single meter to measure the balance between exports and imports and a net purchasing system that uses two meters to measure separately power exports and imports. Both systems are currently used for residential consumption.We build a model to compare the two metering systems. Under net metering, the price of exports paid to prosumers is implicitly set at the price of the electricity that they import. We show that net metering leads to (1) too many prosumers, (2) a decrease in the bills of prosumers, compensated via a higher bill for traditional consumers, and (3) a lack of incentives to synchronize local production and consumption.

Abstract: International audience; Leapfrog development is a typical form of sprawl. This paper aims at analyzing the existence, size, and persistence of leapfrogging in a dynamic urban economic model with endogenous green amenities. We analyze whether incoming households choose to settle at the fringe of the city or to jump further away depending on their preferences and the structure of the city. We first provide an analytical treatment of the conditions and characteristics under which a first leapfrog occurs and show how the optimal choice is affected by the size of the city, income, commuting costs, as well as the size of the area where green amenities are considered. We then study how further leapfrogging and multiple urban rings may appear and be maintained in the long-run equilibrium, and how infill processes take place through time.

Abstract: Multiple causation is one of the most intricate issues in contemporary tort law. Sharing a loss suffered by a victim among multiple tortfeasors is indeed difficult and Courts do not always follow clear and consistent principles. Here, we argue that the axiomatic approach provided by the theory of cooperative games can be used to clarify that issue. We have considered the question from a purely game theoretic point of view in Dehez and Ferey (2013). Here we propose to analyze it in a legal perspective. We consider in particular the difficult case of successive causation to which we associate a general class of games called "sequential liability games". We show that our model rationalizes the two-step procedure proposed by the Restatement Third of Torts, apportionment by causation and apportionment by responsibility. More precisely, we show that the weighted Shapley value associated to a sequential liability game is the legal counterpart of this two-step procedure.

Abstract: We study a coordination game on a fixed connected network where players have to choose between two projects. Some players are moderate (i.e. they are ex-ante indifferent between both projects) while others are stubborn (i.e. they always choose the same project). Benefits for moderate players are increasing in the number of neighbors who choose the same project. In addition, players are either farsighted or myopic. Farsighted players anticipate the reactions of others while myopic players do not. We show that, when all players are farsighted, full coordination among the moderate players is reached except if there are stubborn players for both projects. When the population is mixed, the set of stable strategy profiles is a refinement of the set of Nash equilibrium strategy profiles. In fact, turning myopic players into farsighted ones eliminates gradually the inefficient Nash equilibria. Finally, we consider a social planner who can improve coordination by means of two policy instruments: adding links to the network (socialization) and/or turning myopic players into farsighted ones (education).

Abstract: International audience; Under income-differentiated mortality, poverty measures suffer from a selection bias: they do not count the missing poor (i.e., persons who would have been counted as poor provided they did not die prematurely). The Pre-Industrial period being characterized by an evolutionary advantage (i.e., a higher number of surviving children per household) of the non-poor over the poor, one may expect that the missing poor bias is substantial during that period. This paper quantifies the missing poor bias in Pre-Industrial societies, by computing the hypothetical headcount poverty rates that would have prevailed provided the non-poor did not benefit from an evolutionary advantage over the poor. Using data on Pre-Industrial England and France, we show that the sign and size of the missing poor bias are sensitive to the degree of downward social mobility.

Abstract: The postal sector has undergone dramatic changes over the recent years under the double effect of ongoing liberalization and increased competition with alternative communication channels (e-substitution). As a result, the mail volume handled by the historical operator has declined sharply while the latter’s ability to match the same standard of universal service may be under threat. Thus, a reform of the postal universal service is on the agenda. This paper examines possible reforming options ranging from keeping universal service within the postal sector to redefining universal service as spanning postal and electronic technologies.

Abstract: International audience; In this paper we extract the morphological boundaries of urban agglomerations and characterize boundary shapes using eight fractal and nonfractal spatial indexes. Analyses were first performed on six archetypal theoretical cities, and then on Belgium's 18 largest towns. The results show that: (1) the relationship between the shape of the urban boundary (fractal dimension, dendricity, and compactness) and the built morphology within the urban agglomeration (fractal dimension, proportion of buildings close to the urban boundary) is not straightforward; (2) each city is a unique combination of the morphological characteristics considered here; (3) due to their different morphological characteristics, the planning potential of Flemish and Walloon cities seems to be very different.

Abstract: In this paper, we present new second-order methods with convergence rate $$O\left( k^{-4}\right) $$ O k - 4 , where k is the iteration counter. This is faster than the existing lower bound for this type of schemes (Agarwal and Hazan in Proceedings of the 31st conference on learning theory, PMLR, pp. 774–792, 2018; Arjevani and Shiff in Math Program 178(1–2):327–360, 2019), which is $$O\left( k^{-7/2} \right) $$ O k - 7 / 2 . Our progress can be explained by a finer specification of the problem class. The main idea of this approach consists in implementation of the third-order scheme from Nesterov (Math Program 186:157–183, 2021) using the second-order oracle. At each iteration of our method, we solve a nontrivial auxiliary problem by a linearly convergent scheme based on the relative non-degeneracy condition (Bauschke et al. in Math Oper Res 42:330–348, 2016; Lu et al. in SIOPT 28(1):333–354, 2018). During this process, the Hessian of the objective function is computed once, and the gradient is computed $$O\left( \ln {1 \over \epsilon }\right) $$ O ln 1 ϵ times, where $$\epsilon $$ ϵ is the desired accuracy of the solution for our problem.

Abstract: Le choix résidentiel est considéré comme un acte individuel ou celui d'un " mini-groupe " (famille) qui est conditionné par des références collectives. De ce fait, il s'appuie sur des informations (renommée de quartiers, d'une école, accessibilité à des services, commerces ...) mais il contribue également à l'émergence de tendances (préférence de certains modes de vie et de quartiers ...) qui peuvent être à l'origine de flux migratoires. Ces derniers participent à l'émergence de nouvelles configurations spatiales à l'échelle d'une ville, donc de phénomènes macroscopiques. De telles tendances sont donc le résultat d'interactions entre individus et groupe sociaux, entre individus et société, ce qui nous amène à considérer les phénomènes émergents dans ce chapitre d'ouvrage. Afin d'aborder les comportements émergents dans le domaine de la mobilité quotidienne et résidentielle, quatre théories, qui constituent l'ossature de ce chapitre, sont présentées : deux d'entre elles s'inscrivent dans des champs disciplinaires, à savoir la physique et la psychologie sociale, tandis que les deux autres sont du domaine des systèmes complexes. Il s'agit respectivement des théories de la synergétique (issue de la physique des lasers) et de la dissonance cognitive (issue de la psychologie sociale) et des théories de l'auto-organisation critique (Bak (1996)) et des jeux (von Neumann (1944)). Le choix de ces quatre cadres théoriques n'est pas anodin. Ces derniers permettent, du point de vue du théoricien et du modélisateur, de centrer l'analyse des phénomènes émergents autour des interactions et des jeux d'échelles, autour de l'étude des phénomènes critiques et des points de rupture (synergétique, auto-organisation critique) ou des équilibres (usage de la théorie des jeux coopératifs et non coopératifs en économie), et autour des dynamiques lentes et rapides des systèmes. Les auteurs ont pris le parti d'associer à chacune de ces présentations théoriques des modèles, certains conçus spécifiquement dans le cadre de du projet ECDESUP, d'autres construits par nos prédécesseurs.

Abstract: Ouvrage publié avec le soutien de la Direction de la recherche et de l'innovation (service de la recherche) du Commissariat général au développement durable (ministère de l'Écologie, de l'Énergie, du Développement durable et de la Mer), en liaison avec le Programme de recherche et d'innovation dans les transports terrestres - PREDIT 4; National audience; Pour de nombreux acteurs, impliqués professionnellement ou politiquement dans les problématiques de la ville et de son aménagement, il est devenu clair que la planification de l’urbanisation ne peut être déconnectée des politiques de transport : elles interagissent l’une sur l’autre et doivent être considérées ensemble, ce qui nécessite de les formaliser sous la forme d’un système. Dans ce contexte, c’est véritablement à la question de la modélisation du système-ville, envisagé à travers sa forme et ses politiques de transport, que cet ouvrage souhaite apporter une contribution : celle de la recherche française actuelle dans ce domaine.L’ouvrage présente douze modèles de la ville, issus du monde de la recherche académique, de bureaux d’études ou d’organismes privés impliqués dans les questions d’aménagement du territoire, regroupés en deux parties. La première présente une série de modèles qui prennent en compte de manière combinée la question des déplacements quotidiens et des localisations résidentielles et d’entreprises, selon des échelles et des temporalités différentes, dans une philosophie qui peut s’assimiler à celle des modèles LUTI (Land-Use and Transportation Integrated models), dont ils offrent une adaptation au cas français sur plusieurs terrains d’étude. La deuxième partie regroupe des modèles fondés sur l’analyse des transports et de l’urbanisation : ils prennent en compte les interactions de ces deux dynamiques, mais se distinguent par une approche centrée sur des questions plus particulières, souvent innovantes, parfois très théoriques, qui offrent autant d’ouvertures pour de nombreux développements futurs. Ainsi, chacun de ces modèles s’attache à la question des mobilités ou de l’évolution de l’occupation du sol en ouvrant de nouvelles voies, tant sur le plan formel, que sur celui des thématiques qu’ils explorent et de leurs implications en matière d’aide à la décision pour la planification urbaine et les politiques de transport.Les questionnements auxquels cet ouvrage tente de faire face, les méthodes qu’il apporte à la simulation de processus complexes, les résultats prometteurs qui s’y esquissent, les domaines nouveaux qui y sont explorés, tant d’un point de vue pratique que théorique, montrent que la recherche ouvre des voies et des chemins qui se croisent et permettent de mieux considérer la question de l’urbanisation et des politiques de transports qui s’y associent, proposant des solutions pour envisager plus concrètement la mise en place d’un développement durable des territoires et des systèmes urbains.

Abstract: JEL classification : C61; C63; D62; R21; R40; International audience; We present a model that simulates the growth of a metropolitan area on a 2D lattice. The model is dynamic and based on microeconomics. Households show preferences for nearby open spaces and neighbourhood density. They compete on the land market. They travel along a road network to access the CBD. A planner ensures the connectedness and maintenance of the road network. The spatial pattern of houses, green spaces and road network self-organises, emerging from agents individualistic decisions. We perform several simulations and vary residential preferences. Our results show morphologies and transition phases that are similar to Dieletric Breakdown Models (DBM). Such similarities were observed earlier by other authors, but we show here that it can be deducted from the functioning of the land market and thus explicitly connected to urban economic theory.

Abstract: An early death is, undoubtedly, a serious disadvantage. However, the compensation of short-lived individuals has remained so far largely unexplored, probably because it appears infeasible. Indeed, short-lived agents can hardly be identified ex ante, and cannot be compensated ex post. We argue that, despite the above difficulties, a compensation can be carried out by encouraging early consumption in the life cycle. In a model with heterogeneous preferences and longevities, we show how a specific social criterion can be derived from intuitive principles, and we study the corresponding optimal policy under various informational assumptions. We also study the robustness of our solution to alternative types of preferences and savings policies., Une mort précoce constitue, sans aucun doute, un dommage majeur. Cependant, la compensation des individus à vie courte est restée jusqu'à présent largement non explorée, principalement parce que cette compensation semble infaisable. En effet, les personnes à vie courte peuvent difficilement être identifiées ex ante, et ne peuvent plus être compensées ex post. Nous démontrons que, malgré les difficultés mentionnées ci-dessus, une compensation peut être réalisée, en encourageant la consommation au début du cycle de vie. Sur la base d'un modèle où la population présente des préférences hétérogènes et des longueurs de vie inégales, nous montrons qu'un critère social spécifique peut être dérivé à partir de principes intuitifs, et nous étudions la politique optimale correspondante sous divers contextes informationnels. Nous examinons enfin la robustesse de notre solution à diverses spécifications des préférences individuelles et à diverses politiques d'épargne.

Abstract: JEL Classification R12; R21; International audience; A residential location model derived from urban economics is combined with the geometry of a multifractal Sierpinski carpet to represent and model a metropolitan area. This area is made up of a system of built-up patches hierarchically organised around a city centre, and green areas arranged in an inverse hierarchical order (large open-spaces in the periphery). An analytical solution is obtained using a specific geographic coding system for computing distances. The values of the parameters used in the model are based on the French medium sized metropolitan areas; a realistic benchmark is proposed and comparative-statics simulations are performed. The results show that the French peri-urbanisation process (which took place from 1970 onward) can be explained by an increase in income and a reduction in transport costs. Nevertheless, changes in household preferences, in particular an increased taste for open spaces, can also contribute to urban sprawl by making the gradient of land rents less steep and by making peripheral household locations more desirable.

Abstract: International audience; An urban microeconomic model of households evolving in a 2D cellular automata allows to simulate the growth of a metropolitan area where land is devoted to housing, road network and agricultural/green areas. This system is self-organised: based on individualistic decisions of economic agents who compete on the land market, the model generates a metropolitan area with houses, roads, and agriculture. Several simulation are performed. The results show strong similarities with physical Dieletric breackdown models (DBM). In particular, phase transitions in the urban morphology occur when a control parameter reaches critical values. Population density in our model and the electric potential in DBM play similar roles, which can explain these resemblances.

Abstract: International audience; S-GHOST city is a theoretical simulation model aimed at investigating the spatial patterns of urban growth. A gridded (cellular) 2D space is considered, with a CBD located at a crossroad. Households arrive sequentially in the city and choose their location by maximizing a utility function subject to a budget constraint. Households have preference for open-space and for the public goods that are located in their neighbourhood. They bear a cost for commuting to the CBD along the road network. As households migrate into this growing city, agricultural plots are converted to residential use, and the public authorities create a continuous network of roads so as to provide all new households with an access to the CBD. The authorities levy a local tax for compulsory purchasing from landowners the land that is used for roads. Given these simple rules, the city grows according to the individual choice of migrants, leading to a self-organisation of the residential space, the road network and the open-spaces. The range of spatial patterns and network forms that can be obtained from varying the parameters of the model is analysed, as well as the social costs (welfare, total transportation costs) of these anarchic urban developments.

Abstract: We survey the empirical literature on ethical preferences, covering both survey studies and incentivized laboratory experiments. Crucial axioms such as the Pigou-Dalton transfer principle are not accepted by a large fraction of the subjects. Moreover, in formulating their distributive preferences subjects attach much importance to the sources of income differences. Their preferences behind a veil of ignorance do not coincide with their preferences in the position of a social planner. These results suggest that prioritarian policy proposals will not necessarily be supported by a majority of the population. Although the majority opinion does not necessarily reflect the ethically desirable perspective, the empirical results still raise some interesting normative challenges.

Abstract: International audience; La coexistence d'activités résidentielles et agricoles dans des ceintures périurbaines caractérise de nombreuses aires métropolitaines modernes. Malheureusement, peu de modèles théoriques de l'économie urbaine prennent en compte ce type de mixité spatiale. L'article contribue à combler cette lacune : les auteurs présentent un modèle de localisation résidentielle (standard en économie urbaine) opérant dans un espace structuré par la géométrie spatiale. Plus précisément, d'un côté, un tapis de Sierpinski est utilisé pour rendre compte de l'organisation hiérarchisée de sites urbains et ruraux dans une aire métropolitaine. D'un autre côté, un ménage maximise, sous contrainte budgétaire, une fonction d'utilité Cobb-Douglas-Constant Elasticity of Substitution (CES) où la sous-fonction CES rend compte de son goût pour la variété des aménités urbaines et rurales, qui dépend de leur rang hiérarchique. L'optimum pour le ménage dépendant de l'accessibilité à ces diverses aménités, les auteurs proposent un codage des sites du tapis de Sierpinski et une méthode de calcul des distances entre chacun des sites et chaque type d'aménité. L'équilibre urbain est analytiquement déterminé, dans le modèle d'une ville ouverte. Des simulations numériques sont effectuées. Les résultats montrent les liens entre le gradient de rente foncière et l'accessibilité aux aménités rurales et urbaines. En particulier, les auteurs montrent que la rente n'est pas monotone en la distance à l'origine (le centre des affaires) et que la structure d'une "ville fractale" est très différente de celle d'une "ville thünienne" quand (i) les coûts de migration alternante sont faibles, (ii) le goût pour les aménités rurales prononcé ou (iii) la substituabilité entre aménités urbaines (rurales) faible.

Abstract: This exploratory paper aims at showing how the fractal dimension can be used to characterise the spatial structure of built-up areas within the periurban fringe. The southern periphery of Brussels is considered here. Two estimation techniques (correlation and dilation) are applied to surface areas, and one (correlation after dilation) to the borders of built-up areas. They are applied to windows of fixed size. Fractal dimensions are then compared with traditional socio-economic and morphological indicators. The results are interpreted in the context of urban sprawl and polycentric development of the peripheries. These analyses confirm the usefulness of the fractal approach for describing built-up morphology., Cet article est exploratoire : il montre l'utilité de la dimension fractale pour caractériser la structure spatiale du bâti en milieu périurbain à partir de l'exemple de la périphérie sud de Bruxelles. Deux méthodes d'estimation sont utilisées pour les surfaces (corrélation et dilatation) et une pour les bordures (corrélation après dilatation) du bâti. Elles sont appliquées à des fenêtres de taille prédéfinie. Ces analyses sont ensuite poursuivies en reliant la dimension fractale à des indicateurs socio-économiques et morphologiques traditionnellement utilisés pour mesurer les caractéristiques des espaces périurbains à l'échelle de la commune. Les résultats obtenus sont interprétés dans le contexte d'étalement urbain et en termes d'émergence des nouvelles centralités périphériques.

Abstract: International audience; The objective of this paper is to compare fractal-based parameters calculated by different fractal methods for urban built-up areas and to link the observed spatial variations to variables commonly used in urban geography, urban economics, or land-use planning. Computations are performed on Brussels, Belgium. Two fractal methods (correlation and dilation) are systematically applied for evaluating the fractal dimension of built-up surfaces; correlation is used to evaluate the fractal dimension of the borders (lines). Analyses show that while fractal dimension is ideal for distinguishing the morphology of Brussels, each estimation technique leads to slightly different results. Interesting associations are to be found between the fractal dimensions and rent, distance, income, and planning rules. Despite its limitations, fractal analysis seems to be a promising tool for describing the morphology of the city and for simulating its genesis and planning. The model is robust: it replicates the urban spatial regularities and patterns, and could hence fruitfully be integrated into intra-urban simulation processes.

Abstract: In the THÜNEN tradition, Urban Economy is a striking abstraction, giving models that keep the main features of the wide diversity of real word cities. Nevertheless, this paradigm less suits the modern urban spatial structures (polycentrism, weak centripetal forces, etc.), particularly the peri-urban form of metropolitan areas, which are an urban/rural integrated space. In this paper, we propose a classical micro-economic urban model combined with a " SIERPINSKI's carpet " geometry, a fractal form which suits for fit together urban and rural areas in a hierarchical structure. Subject to a budget constraint, a household maximises a Cobb-Douglas/CES function, where household's taste for diversity is modelled with the CES sub-utility functions. Equilibrium is realised on the land market. Household's optimum depends on the accessibility to hierarchically arranged amenities. Distances between cells are calculated following the metric of the SIERPINSKI's carpet. An analytical solution is found and simulations show some effects of the fractal geometry. The land rent gradient depends on the accessibility to urban and rural amenities and it is not monotonous in the distance from the CBD, as in Thünen's models. SIERPINSKI's form produces results very different from Thünen's one when commuting cost is low, amenity taste is high or when substituability between amenities is weak., L'Économie Urbaine à la THÜNEN est une abstraction remarquable : la famille de modèles qui la constitue conserve des traits essentiels de l'infinie complexité des villes réelles. Cependant, elle est moins adaptée aux formes urbaines modernes (polycentrisme, relâchement des forces centripètes, etc.), en particulier au périurbain, en tant qu'il est un espace mixte. Abstract: International audience; Energy consumers can invest in photovoltaic (PV) panels and become prosumers. The benefit of such an investment depends on the regulatory framework. We consider a population of heterogenous consumers, with respect to both the cost of decentralized production and their degree of self-consumption.it is efficient to have investment by low-cost and high self-consumption profiles. We determine the optimal tariff in the presence of heterogenous prosumers. Net metering fails to screen consumers on the self-consumption dimension. Net purchasing can lead to the efficient investment if the tariffs are non-Coasian that is fixed fees exceed the grid operator's fixed costs.

Abstract: International audience; Identifying urban boundaries involves analysing both the functional and the morphological aspects of urban systems. In this paper, we adopt a purely morphological approach and compare three methods for the morphological delineation of cities. Each method avoids using any predefined quantified threshold (size, distance, built density, etc.) to detect crucial discontinuities in space. The first method identifies Natural Cities by clustering points. The other two are the fractal-based MorphoLim method and the Hierarchical Percolation; both involve transforming the data using a step-by-step dilation process. The three methods are critically compared and illustrated by applications to theoretical urban patterns. We further apply each method to the urban agglomeration of Brussels, the Belgian capital, using different data (building footprints, building centroids and street nodes) and considering two study areas, namely the former province of Brabant and the entire country of Belgium. The results show that it is impossible to draw an unambiguous morphological boundary for an urban agglomeration. Consequently, it is crucial to relate the data used, the size of the study area and the method chosen to the objectives of the delineation.

But what makes an agent trust a person, a resource or an organization? Which characteristics should a trustee have in order to be considered trustworthy? The importance of understanding trust in organizations has motivated us to investigate the representation of trust concerns in enterprise models. Based on a well-founded reference ontology of trust, we propose a pattern language for trust modeling in ArchiMate. We present a first iteration of the design cycle, which includes the development of the pattern language and its demonstration by means of a realistic case study about trust in a COVID-19 data repository.

Abstract: International audience; Further reducing empty running by trucks is clearly an important source of efficiency for transportation companies, as well as a valuable way to decrease their carbon footprint. The Pickup and Delivery Problem (PDP) aims at selecting routes such that the distance travelled empty is as short as possible, given a set of transportation requests. In this context, the driving time constraint may be a key factor since it restricts the number of possible routes for each vehicle. To overcome this time constraint, an opportunity is for vehicles to drop or swap their trailer at intermediary transshipment points. In this paper, we evaluate the benefits of using transshipment points in the PDP to reduce the length of the empty backhauls, and we study how the driving time constraint affects those benefits. For this, we apply a MIP model for the PDP integrating transshipment points, and conduct computational experiments comparing the results with a classical PDP. We find that indeed, when driving time is constraining, enabling transshipment points seems to be of interest (up to 25% more reduction in the distance travelled empty).

Abstract: The aim of this paper is to assess the effectiveness on climate change mitigation of the climate-related commitments contained in PTAs. Because of a lack of availability of detailed data on PTAs, the academic literature on the role of PTAs with environmental provisions (PTAwEP) in global climate governance remains limited. A novel and detailed database identifying nearly 300 different types of environmental provisions from more than 680 PTAs since 1947 allows us to establish per country and per year the number of PTAs by distinguishing PTAs with climate-related provisions (PTAwCP) and PTAs with provisions related to other environmental issues. Using panel data covering 165 countries over the period 1995 to 2012, controlling for endogeneity issues, our main result shows that PTAwCP statistically reduce the level of CO2, CH4 and N2O. This suggests that governments seem to comply with the climate-related commitments they made in the PTAs, what potentially helps tackling global warming. Moreover, findings show that to be effective in terms of mitigating climate change, a PTAwEP should contain climate-related commitments.

Abstract: International audience; The paper uses the most general version of a Dixit–Stiglitz economy and the concept of oligopolistic equilibrium, defined in previous work, with firms maximizing profits in prices and quantities under a market share and a market size constraint. The purpose here is to take even more advantage of separability so as to partition the oligopolistic sector into groups. Weak separability simplifies quantity conjectures and homothetic separability simplifies price conjectures. Oligopolistic equilibria can in addition be approximated by introducing group expenditure conjectures. Finally, the way different groups interact within the same industry is illustrated within the same framework.

Abstract: International audience; Both theoretical and empirical studies have shown the ability of scaling laws to reveal processes of emergence in urban systems. Nevertheless, a controversy about the robustness of results obtained with these models on empirical cases remains, regarding for instance the definition of the 'city' considered or the way the estimations are performed. Another source of bias is highlighted in this contribution, with respect to the non-ubiquitous character of some urban attributes (i.e. their partial absence from several cities of the system). The problem with the zero count for cities where these attributes are absent is that the technical necessities of usual estimation procedures make the analysis ignore them altogether even when they represent some valid information. This could seriously impact the results. A precise exploration of the effects of this arbitrary filtering is conducted here, and several solutions are proposed to overcome this limitation. In a case study about foreign investment towards French cities, we show that some erroneous conclusions about a hierarchical diffusion could be drawn when adopting the classical ordinary least squares approach. The framework we suggest specifies how it is possible to avoid misinterpretations deriving from the exclusion of zero values by using methods of analysis which deal with zero values specifically. The conclusion of a diffusion of foreign investment in the French urban system is then rejected.

Abstract: We consider a model of competitive opinion formation in which three persuaders characterized by (possibly unequal) persuasion impacts try to influence opinions in a society of individuals embedded in a social network. Two of the persuaders have the extreme and opposite opinions, and the third one has the centrist opinion. Each persuader chooses one individual to target, i.e., he forms a link with the chosen individual in order to spread his own “point of view” in the society and to get the average long run opinion as close as possible to his own opinion. We examine the opinion convergence and consensus reaching in the society. Also the case when the persuaders choose several targets for diffusion of information is discussed. We study the existence and characterization of pure strategyNash equilibriain the game played by the persuaders with equal impacts. This characterization depends on influenceability and centrality of the targets. We discuss the effect of the centrist persuader on the consensus and symmetric equilibria, compared to the framework with only two persuaders having the extreme opinions. When the persuasion impacts are unequal with one persuader having a sufficiently large impact, the game has only equilibria in mixed strategies.
