The rise of industry 4.0 has led to the implementation of new technology-based manufacturing standards (TMSs). This study proposes a new contract to support a manufacturer, Haier, in diffusing its home-country TMSs into host countries with technology gaps. The manufacturer conducts the diffusion by operating two-sided networks (i.e. consumer and supplier networks) and dual sourcing (i.e. placing orders from two suppliers in different countries). A procurement contract is designed to coordinate the two-sided networks; it defines a market-pricing and part-procurement problem to maximise the scale of customers and local suppliers, respectively. These suppliers decide whether to accept the contract after considering their production conditions and technology gaps. A part-supply contract is executed if the procurement contract is accepted. Surplus parts are procured from the manufacturer's home country if the local supply is insufficient. The coupling of procurement and supply contract (PSC) design is inherent, while a hierarchical collaborative optimisation (HCO) model based on Stackelberg game theory is formulated. The HCO model deploys a multi-objective bi-level programming decision structure to examine the PSC coupling. A more equal and sustainable digital future depends on the inclusion of digitally marginalized communities in the socioeconomic opportunities created by digital technologies. Digital inclusion is a complex process that involves all stages of digital innovation, including development, adoption, use, and maintenance. However, past research has largely approached digital inclusion as an adoption and use challenge. In this paper, we develop a view of digital inclusion as a design challenge. We focus on the activities of requirements elicitation (RE) as a critical element of the design process and draw on a design-based interpretive study involving the design of two mobile apps for agricultural communities in India and China. We analyze how the conditions of digital inequality underlying the digital marginalization of these communities affect their sensemaking as they participate in RE activities. We conceptualize these challenges as limitations on the emergence of technology affordances. Our findings reveal various shifts, or translations, in the emerging affordances, which enabled the RE activities to be more generative and consequently more inclusive. These affordance translations manifested along three main dimensions: specificity, temporality, and collectivity. BACKGROUND: Digital technology is a social determinant of health that affects older peoples ability to engage in health maintenance and disease prevention activities; connect with family and friends; and, more generally, age in place. Unfortunately, disparities in technology adoption and use exist among older adults compared with other age groups and are even greater among low-income older adults. OBJECTIVE: In this study, we described the development and implementation of a digital literacy training program designed with the dual goals of training low-income older adults in the community and teaching students about aging using a community-engaged learning (CEL) approach. METHODS: The training program was embedded within a 10-week CEL course that paired undergraduates (N=27) with low-income older adults (n=18) for 8 weeks of digital literacy training. Older adults and students met weekly at the local senior center for the training. Students also met in the classroom weekly to learn about aging and how to use design thinking to train their older adult trainees. Both older adults and students completed pre- and posttraining surveys. RESULTS: Older adults demonstrated increased digital literacy skills and confidence in the use of digital technology. Loneliness did not change from pre to postassessment measurements; however, older adults showed improvements in their attitudes toward their own aging and expressed enthusiasm for the training program. Although students fear of older adults did not change, their comfort in working with older adults increased. Importantly, older adults and students expressed positive feelings about the trainee-trainer relationship that they formed during the training program. CONCLUSIONS: A CEL approach that brings together students and low-income older adults in the community has a strong potential to reduce the digital divide experienced by underserved older adults. Additional work is needed to explore the efficacy and scalability of this approach in terms of older adults digital literacy as well as other potential benefits to both older and younger adults.

The investigation into organizational structures delves into the nuances of centralization vs. decentralization, federal structures, hierarchical frameworks, policy harmonization, and community engagement practices. The study uncovers how these structural variances impact the efficiency and effectiveness of local governance. Examining financial capacities and resource management practices, the research reveals substantial differences among LGUs in terms of the system of government and the subdivision of state. This prompts a call for tailored fiscal policies and collaborative initiatives to optimize resource utilization and financial autonomy. Citizen engagement mechanisms emerge as a focal point, with a notable emphasis placed on fostering inclusive decisionmaking processes. The study finds a high commitment to citizen involvement within Southeast Asian LGUs, urging continued support for transparent and responsive local governance. Technological adoption and digital strategies come under scrutiny, highlighting disparities, diverse adoption rates, and an increasing embrace of digital communication strategies. Recommendations include addressing digital divides and promoting comprehensive digital strategies for efficient public service delivery and citizen engagement. Finally, the study explores common challenges faced by LGUs in Southeast Asian nations, such as corruption, political dynamics, and capacity constraints. Digital finance provides new possible ways to promote innovation-driven development strategies. Using data of 257 prefecture-level cities in China from 2011 to 2019, this paper examines the impact of digital finance on regional innovation, as well as the mediating effect of resource mismatch underlies it. The empirical results are as follows. First, digital finance can significantly boost innovation, both in terms of the quantity and quality. Second, the incentive effects of innovation have been more obviously observed in the eastern cities and the cities with high financial levels or light digital divides in China. Third, the mechanism effect implies that digital finance works positively on innovation through improving the factor allocation efficiency by alleviating the misallocation of labour and capital. These conclusions indicate that to better promote regional innovation, it is crucial to encourage the digital transformation of the financial industry, enhance digital infrastructure development, and facilitate the free flow of resources among regions. The paper offers both theoretical and empirical evidence that digital finance influences regional innovation by alleviating resource mismatches. Background: Poor social connections are associated with poor digital literacy. Poor digital literacy could induce poor outcomes in daily life or health status, especially among older adults. This study aimed to investigate the effect of social participation based on its absolute magnitude on digital literacy and to confirm the well-known fact that social participations are good for digital literacy is applicable regardless of activity types in a sample of older Korean adults. Methods: A total of 9,297 adults aged 65 years or older from the 2020 National Survey of Older Koreans were analyzed. All data were self-reported. Poor digital literacy was defined by limited usage of digital devices. Offline social participation was evaluated using seven different social activities: senior community activities, learning activities, religious activities, volunteer work, leisure, political groups, and club activities. Multivariable logistic regression analysis with covariate adjustment was used for the analysis. Results: Engaging in more than two types of social participation was associated with higher digital literacy: adjusted odds ratio (aOR) 1.965, 95% confidence interval (CI) 1.567–2.465 for two types of participation, and aOR 2.558, 95% CI 2.040–3.208 for more than three types of participation. Additionally, social participation occurring less than once a month and most types of offline activities were associated with improved digital literacy. However, senior community activities were negatively associated with digital literacy (aOR 0.762; 95% CI 0.681–0.852). Conclusions: In this sample of older Korean adults, it was found that the lower the social participation, the poorer the digital literacy. Introduction: Mental health is the cornerstone of public health, especially where middle-aged and older adults during the COVID-19 pandemic were concerned. The impact of Internet usage on mental health in the time of the crisis still presents a mixed picture. Methods: This study employs the PSM-DID method according to longitudinal data (CFPS) to explore whether Internet usage reduced the impact of COVID-19 on the mental health of middle-aged and older adults. Results: The results reveal that Internet use improves the mental health of middle-aged and older adults during the pandemic in China, but that the impact varies between urban and rural residents. Furthermore, the moderator effects model shows that people's perceptions of the Internet have an impact upon the length of time spent online and its consequent effect on mental health. Discussion: These findings suggested that Internet use had a significant effect on alleviating the levels of depression in middle-aged and older adults. Greater marginal gains may be realized by enhancing the digital capacity of and narrowing the digital divide that exists among rural residents. The enhancement of digital capacity and proper guidance in digital education should be taken into consideration where the mental health of middle-aged and older adults is at issue. This study was conducted to determine the relationship and influence of financial inclusion on the business performance of micro and small enterprises (MSEs). The level of financial inclusion was investigated through access, usage, quality, and welfare. Business performance with its dimensions of sales growth, capital growth, labor increase, market growth and profit growth were also examined. Consequently, the relationship between financial inclusion and business performance, and the influence of financial inclusion on the business performance of MSEs were studied. Descriptive-correlational design was used to explore and describe connections between financial inclusion and business performance. Data were collected from the fifty (50) owners and managers of MSEs using stratified random sampling technique. Upon careful analysis of the results, it became evident that micro and small enterprises demonstrate a very high level of financial inclusion, coupled also with high results of their business performance. Further, it is found that there exists a statistically significant and positive relationship between financial inclusion and business performance. Moreover, it was revealed that financial inclusion significantly influences the business performance of MSEs. These findings underscore the critical importance of enhancing the financial inclusion initiatives for MSEs as it directly impacts and improves their overall business performance. We investigate the evolution of Internet speed and its implications for access to key digital services, as well as the resilience of the network during crises, focusing on six major Brazilian cities: Belo Horizonte, Brasília, Fortaleza, Manaus, Rio de Janeiro, and São Paulo. Leveraging a unique dataset of Internet Speedtest® results provided by Ookla®, we analyze Internet speed trends from 2017 to 2023. Our findings reveal significant improvements in Internet speed across all cities. However, we find that prosperous areas generally exhibit better Internet access, and that the dependence of Internet quality on wealth have increased over time. Additionally, we investigate the impact of Internet quality on access to critical online services, focusing on e-learning. Our analysis shows that nearly 13% of catchment areas around educational facilities have Internet speeds below the threshold required for e-learning, with disadvantaged areas experiencing more significant challenges. Moreover, we investigate the network's resilience during the COVID-19 pandemic, finding a sharp decline in network quality following the declaration of national emergency. We also find that less wealthy areas experience larger drops in network quality during crises. Overall, this study underscores the importance of addressing disparities in Internet access to ensure equitable digital services and enhance network resilience during crises. [ABSTRACT FROM AUTHOR]

AbstractIn this systematic review on the educational digital divide, we examined 77 studies for publication trends, context, research methods, digital divide factors, dimensions and interventions using a multidimensional approach. This review identified factors such as socioeconomic status, gender, geography, age, ethnicity, parent knowledge/educational level, school type and second language influencing digital divide and found gender, geography, and socio-economic status were the most studied. Among multidimensional digital divide dimensions, utilization and access dimensions were most studied compared to cognitive and affective dimensions. Among 17 digital divide sub-dimensions examined, student use, internet access, and hardware access were the most studied. Interventions recommended in research for digital inclusion include providing technology resources; training, instruction and support for teachers, students and parents; and organizational practices. The effects of the COVID‐19 pandemic on adolescents were extensive, touching aspects of their lives such as those reviewed in this Special Section : school experiences, family relationships, peer relationships, and civic engagement. In parallel with these effects on individuals, the fields of developmental and psychological science were shaken up by this global crisis. The accelerated transition to online data collection and collaboration presented opportunities to expand research on adolescence, breaking down many physical and social barriers to participation and sparking methodological innovation. Yet, this crisis also shed light on the global digital divides and the uneven impacts of the pandemic across the research community. This commentary reflects on the influence of the COVID‐19 pandemic on the methods and methodologies of developmental science, the challenges and opportunities it surfaced, and the populations included and omitted in this period of research. This article explores the intersection of healthcare accessibility and digitalisation from a rights perspective. Drawing from two illustrative cases presented to a filariasis management clinic in Puducherry, where the authors are affiliated, the article argues that despite the multiple benefits that digital health poses, there are individuals and sections of society that experience marginalisation in healthcare owing to digitalisation. Collating the data generated through the observations of the authors and the narratives of the patients, the article illustrates that such marginalisation can originate even from a relatively simple ICT adaptation like text message-based appointments, inducing health inequities. The impact of such digital marginalisation disproportionately affects vulnerable sections like older adults and the rural population in an intersectional pattern where disadvantages compound to produce larger health inequities for the affected. The study advocates for bridging the digital divide through efforts including digital literacy–when possible–and alternative solutions like dedicated helpdesks, training healthcare staff and involving NGOs and voluntary organisations to ensure health equity for the digitally marginalised. Objective: Understanding the sources of telehealth disparities can inform efforts to ensure equity. This study examines disparities in telehealth offer and use to understand the role of health care providers in increasing telehealth access. Methods: This cross-sectional analysis of the 2022 Health Information National Trends Survey (n = 5,295) used survey-weighted proportions to characterize telehealth use and multivariable logistic regressions to test associations of sociodemographic and social determinants with (1) telehealth offer and (2) use among those offered the option. Results: Among U.S. adults, 57% were offered telehealth, 80% of whom used it. Technology difficulties and privacy concerns were barriers for 15%−20% of U.S. adults. Compared to telehealth users, most nonusers preferred in-person care (25% versus 84%). Age, education, geographic location, and broadband internet access were related to telehealth offer, whereas no significant disparities emerged in telehealth use. Objective: This study aims to explore the relationship between Internet use and intrinsic capability among Chinese older adults, and the potential mediating role of social participation. Methods: We verified the correlation between Internet use and intrinsic capacity using multiple linear regression and verified the mediating role of social participation using the Sobel and Bootstrap tests. Results: The results of multiple linear regression show that there is a significant positive association between Internet use and intrinsic capacity (B = 0.717, p <.001); and social participation plays a mediating role, explaining a total of 20.5% of the association (indirect effect = 0.147, 95% CI: 0.067–0.227). Conclusion: Our findings suggest that Internet use significantly improves intrinsic capacity among Chinese older adults, with social participation playing a mediating role. The COVID‐19 pandemic and the subsequent lockdown measures in many countries have increased young people's engagement with digital media. The digital divide goes beyond just having devices and includes differences in how well young people can use digital technology. In this paper, we shift our attention beyond screen time to the nature of the adolescents' digital media use. Our study looks at two adolescents from different backgrounds to understand how their digital media experiences differ in viewing, play, and reading. We add to the literature on the influence SES has on the ways in which adolescents are using digital media during the COVID‐19 pandemic in Singapore. Our study was conducted during the pandemic and participants were selected using convenience stratified sampling and the snowballing method. Our findings show that the adolescents' digital viewing was motivated by the need to be a part of an affinity group and that while the viewing was passive, it served a social function to develop a sense of connectedness with peers. We also found that adolescents from high socioeconomic backgrounds tended to engage in more digital reading compared to their peers from low socioeconomic backgrounds. In addition, while the adolescents' digital play was shaped by their socioeconomic realities, they were able to make the most from their circumstances and demonstrated both creativity and savviness. By demonstrating the disparities in digital media experiences between two adolescents from contrastive socioeconomic backgrounds, we shed light on the implications of the digital divide, where both equitable access to digital resources and the development of digital literacies necessary to navigate the digital landscape is currently lacking. This research explores the relationship between information and communications technology (ICT) development and its impact on a country's economy during the COVID‐19 pandemic. This study has two primary objectives: (1) to understand how ICT development influences a country's economic resilience during a crisis, and (2) to examine the interrelationships between various country‐level ICT development measures. We use multi‐year, country‐level data made available by the United Nations, the World Bank, and World Health Organization to empirically examine our research model. Partial least squares path analysis is the primary research methodology employed in this study. Our results suggest that ICT development has a positive impact on economic resilience in the face of the COVID‐19 pandemic. In addition, our results specify the interrelationships between individual ICT development measures and economic resilience. This research contributes to the extant body of knowledge on the impact of country‐level ICT development on economy by empirically validating a research model that explores the relationships between the various measures of ICT development and economic resilience of countries during the COVID‐19 pandemic. Background/Objectives: Social isolation (SI) and loneliness (L) are the long-standing critical concerns impacting the mental well-being of older adults. The COVID-19 pandemic has exacerbated existing vulnerabilities, leading to a notable rise in perceived social isolation (PSI) and its associated risks among an aging population. Reportedly, nearly 35% of older Americans felt lonely before the pandemic, with the pandemic further intensifying these feelings. This commentary examines the multifaceted factors contributing to PSI, including demographic and socio-economic characteristics. Methods: We outline the health risks associated with PSI, including cardiovascular diseases and mental health conditions. Results: This commentary addresses the potential of information and communication technology (ICT) to alleviate loneliness, despite significant barriers such as the digital divide and technological anxiety among older adults. Conclusions: This commentary advocates targeted digital literacy interventions and theoretical frameworks to enhance technology adoption and mitigate PSI, ultimately aiming to improve health outcomes and quality of life for the aging population. Social sustainability is the generation of significant behaviors through balanced levels of education, learning and awareness so that the population has a good standard of living, achieves self-improvement and supports society. This can be achieved with various strategies, one of which is learning through games, which has gained popularity in recent years due to positive results. This is effectively achieved through serious gaming, which is growing steadily, mostly in education and healthcare. This type of strategy has been typically used in young populations with a transparent interaction with technological processes that facilitate its application. However, one cannot neglect other populations such as the elderly, who may experience a technology gap and may not perceive this type of initiative in the best light. The purpose of this article is to identify the different motivations that can encourage older adults to use serious games to encourage learning processes through technology. For this purpose, different previous research on gaming experiences with older adults has been identified, from which it was possible to categorize a series of factors that motivate this population. Subsequently, we represented these factors by means of a model of motivation for the elderly and, to be able to use it, we have defined a set of heuristics based on this model. Finally, we used the heuristics by means of a questionnaire to evaluate the design of serious gaming for older adults, obtaining positive results for the use of these elements to guide the design and construction of serious games for learning in older adults. In line with the upward trend of applying online video in education, this study examined factors influencing the behavioral intention of children to use video-sharing tools in an integrated elementary curriculum. A total of 222 children from Taiwan participated in this study, wherein a questionnaire survey extending a technology acceptance model was conducted to gather data after a cross-classroom video-sharing activity. Results showed that the three external factors of social presence, perception of enjoyment, and perception of visual attractiveness positively affect children's behavior intention toward using video-sharing tools. The resultant joy and enhanced interest of this process will improve their learning experience and usage attitude. This study further examined the role of gender and digital divides in children's adoption of video-sharing tools. The results of multigroup analysis revealed that perceived enjoyment is the dominant external predictor, especially for females and disadvantaged children. Social media platforms have become significant media for participating in society. This, and society's digitalization overall, has resulted in concerns regarding access and inclusion. By combining theories of social media participation and digital inequality, we explore issues regarding the prerequisites of participating through social media platforms, focusing especially on education. Through an analysis of data from a representative survey study in Finland (N = 3724), we illuminate the ambiguity of the perceived obstacles to both digital skills and political participation. We further build on the concept of digital capital to show the significant mediating effect of digital skills on education and participation. By utilizing the ISS (Internet Skills Scale), we break down digital skills into operational, information navigation, social, creative and mobile skills, and show how the operational skills have most significant mediator between education and political participation in social media. In studying digital inequality, we claim that the concept of digital capital is a valuable tool to illuminate the mechanisms for overcoming digital divides through the transaction of other forms of capital into digital capital, and digital capital to other forms of capital, in this case political capital. We propose a parsimonious mechanism for generating premature deindustrialization (PD). In the baseline model, the Baumol effect drives the hump-shaped path of the manufacturing share. Countries follow different paths due to the difference in the sector-specific adoption lags. The condition for PD under which countries differ only in technology gap implies that the cross-country productivity dispersion is the largest in agriculture. Moreover, when calibrated to match Rodrik's (2016) findings, it is the smallest in manufacturing. In three extensions, we add the Engel effect, international trade, and catching up by late industrializers, to demonstrate the robustness of the mechanism. We present a footloose capital model in a two‐country economy and the manufacturing and natural resource sectors with heterogeneous manufacturing firms to analyze the impacts of trade liberalization and technological progress on the net capital flows, net export, and social welfare. Our main analytical result is that a lagged country initially experiences capital outflow due to the high technological gap in the manufacturing sector with increasing returns to scale, then capital inflow due to the home market effect. This corresponds with the fact that China was a net importer of manufactured goods initially, and became a net exporter recently. The development of renewable energy is a strategic deployment to address climate change and ensure energy security. Frontier research generally focuses on the impact of renewable energy development and technological innovation on environmental protection and neglects the inequality in renewable energy technology innovation. This paper constructs a renewable energy technology innovation inequality index and analyzes the impact of digital finance on renewable energy technology innovation inequality using panel data from 30 regions in China from 2011 to 2018. The study found that digital finance can alleviate inequality in renewable energy technology innovation. The mechanism test results show that digital finance can optimize green credit allocation, promote technology flow, and optimize energy consumption structure, thus reducing inequality in renewable energy technology innovation. Further analysis shows that the differences in local government governance, environmental regulation, financial supervision, marketization, digital divide, and renewable energy category affect the relationship between digital finance and inequality in renewable energy technology innovation. Digital technology profoundly impacts family dynamics, posing challenges for therapists. This article explores how excessive technology use affects family interactions, illustrated through three case studies. The aim is to highlight the implications of overuse rather than the inherent properties of technology. Using Bowen family systems therapy and socioculturally attuned family therapy, a blending of these systemic approaches, the therapist designed targeted interventions to address excessive technology use within diverse family systems. Interventions shifted pre‐intervention attitudes and technology‐related beliefs, where family members viewed technology as either a source of conflict or an integral part of daily life. Six 90‐minute family therapy sessions were conducted where families, with varied pre‐intervention perspectives on technology, transitioned towards technology moderation, fostering digital mindfulness and offline family activities. Understanding and addressing the interplay between technology and family dynamics are crucial. Cultural considerations and sensitivity towards generational, ethnic and technological cultural differences were emphasised. An immigrant family and their first‐generation American children exemplify the intersection of cultural identity, generational technology gap and technology integration, advocating for socioculturally attuned therapeutic approaches. This study integrates the technology acceptance model (TAM), diffusion of innovations (DOI), comprehensive literature review, in‐depth case studies and empirical survey data to explore these dynamics. The findings reveal the potential of digital technologies—such as online platforms, adaptive learning tools and immersive technologies—to expand access, personalise learning and foster collaboration. However, the research also identifies major barriers, including the digital divide, faculty resistance and data privacy concerns. By combining qualitative thematic analysis and quantitative statistical analysis, this study underscores the importance of strategic planning, inclusive policies and ongoing professional development in maximising the benefits of digital education. Assessment of digital competence for citizens could support the Education Action plan at a national level, a regional level, or even at a global level to enhance the digital skills and competence gap for work and life for digital transformation. This study applies the DigComp framework through a self-administered online survey to 723 citizens in Vietnam, using a sequential exploratory mixed methods research design. Data were analysed using factor analysis, standard descriptive statistics, and simple regression methods, followed by qualitative content analysis from interviews with ten respondents and a focus group discussion with eight stakeholders on digital competence. The results confirmed the validity of the DigComp framework for measuring the digital competence of Vietnamese citizens. Overall, the proficiency level of the 723 surveyed Vietnamese citizens falls between basic and intermediate levels, being more advanced in areas in information and data literacy and communication and collaboration, compared to digital content creation, safety, and problem solving. The results further showed that male citizens with a higher education level, working in the public sector, or living in province with high provincial digital transformation index rankings perceived themselves to be more digital competent than females with a lower educational level, working in the private sector, or living in the province with low provincial digital transformation index rankings. The article is devoted to the analysis of the features of the manifestation of digital inequality in education during COVID-19 pandemic. It analyzes the definitions, levels and criteria for assessing the digital divide. We consider current examples of digital divide in education at the following levels: divide in access to information technology (IT), divide in the degree of IT possession, divide in the ability to refuse the use of IT. According to these levels, possible types of discrimination against students and teachers are presented. These types include established features and new features resulting from the pandemic, in particular, discrimination based on the possession of a certificate of vaccination against a new coronavirus infection. In addition, the identified signs of discrimination are widely manifested even after the normalization of the epidemiological situation in the world. It is noted that the lack of proper anti-discrimination impact in education can lead to global negative consequences, including a decrease in the competitiveness of national economies, as well as a decline in the overall level of culture and morality. The COVID-19 pandemic has highlighted the ongoing challenges of the Digital Divide in educational institutions, extending beyond mere technology availability and access. This study employed inductive-thematic analysis to investigate the experiences of 20 college students at the University of Caloocan City in accessing administrative services during the height of the pandemic. The participants included incoming and current students, as well as recent graduates who had interacted with the university's administrative services. Three main themes emerged from the analysis: limited internet access, the university's inadequate online presence, and gaps in technology skills among administrators and personnel. These findings pinpoint specific areas where the university needs to enhance its information and communication technology resources and infrastructure to better serve its students. This study adds to the ongoing discussion on the Digital Divide and underscores the need to improve technology effectiveness and utilization. Perovskite solar cells (PSCs) are the fastest-growing photovoltaic (PV) technology and hold great promise for the photovoltaic industry due to their low-cost fabrication and excellent efficiency. To achieve commercial readiness level, the most important factor would be yield beyond 95% at the PSC module levels. The current essential requirements for PSCs are reproducibility of high efficiency devices, scalability, and stability. The reported certified high efficiency (24–26%) results are based on the use of FAPbI3 perovskites with a bandgap of E g ≈ 1.5 eV, and the typical device's active area ranges from ≈ 0.1 cm2 to a maximum of 1 cm2. However, relatively higher bandgap PSCs are essential, especially in tandem solar cell applications. Hence, optimization of higher bandgap PSCs is a necessity. As the bandgap of the perovskites increases, the efficiency goes down due to reduced J S C and increased V O C loss. Therefore, understanding the loss mechanism and corresponding solutions need to be developed. Scaling up the device's active area without compromising the fill factor and, hence, efficiency is non-trivial. So, understanding the loss mechanism in large area devices is crucial. The stability analysis reported in the literature is inconsistent, preventing data comparison and identifying various degradation factors or failure mechanisms. Moreover, how the accelerated tests would be useful in predicting the real lifetime of the solar cells is yet to be developed. So, understanding the knowledge and the technological gaps between laboratory and industry-scale production is crucial for further development. ABSTRACT Digital equity and accessibility for higher education (HE) students have become crucial since the early 21st century, especially for underserved, deprived, marginalised and oppressed students. The present study aimed mainly to reveal the barriers to digital access (BDA) faced by marginalised groups and to find effective strategies for promoting digital inclusion (DI). Another objective of the paper was to provide actionable policy insights (API) to improve DI in Pakistani universities. Participants (students from marginalised groups who face unique barriers to accessing digital education) were selected using a simple random sampling technique from the four provinces of Pakistan (Punjab, Sindh, KPK and Baluchistan). We used a cross‐sectional research design to collect quantitative data from 590 students selected from 12 universities in Pakistan using a self‐developed questionnaire via online platforms. The study's findings revealed a significant difference in digital access for marginalised groups, which contributes to educational inequalities for students in low‐income areas and remote areas facing enormous challenges. We also identified practices to improve digital accessibility, including technology‐based interventions and policy reforms to improve digital infrastructure. Based on preliminary findings, a combined effort toward digital equity can significantly improve educational outcomes for marginalised students, providing a roadmap for universities to bridge the digital divide. The present paper not only highlights the current state of digital equity and accessibility but also focuses on practical insights for policy and teachers and ensures that universities are inclusive and accessible to everyone. In an era where digital competence is increasingly crucial, understanding the factors that influence successful learning outcomes, especially among older adults, is vital. This study investigates the impact of psychological motivation, perseverance, consistency of interest, and instructor interaction on cognitive problem-solving abilities, subsequently affecting digital competence and individual impact. Utilizing Partial Least Squares Structural Equation Modeling (PLS-SEM) on a sample of 459 older adults who have completed digital competence training, this research provides empirical insights into the learning process. Findings reveal that psychological motivation significantly influences cognitive problem-solving, which, in turn, enhances digital competence and personal achievement. Interestingly, while perseverance and interaction with instructors also positively impact problem-solving, consistency of interest does not show a significant effect. These results suggest the need for educational strategies that foster motivation and effective instructor-learner interaction to improve digital learning outcomes. Using the data of listed agriculture-affiliated companies with customer-supplier association information, we examine the diffusion effect of the digitalisation of listed agricultural companies on the digital transformation of agriculture-affiliated enterprises from the perspective of supply chain. We show that the supply chain diffusion effect of digitalisation mainly exists in ‘customer enterprises-suppliers enterprises’ and ‘leading enterprises-other enterprises’. And the digital transformation of agriculture-affiliated customer enterprises forces suppliers to respond to customer innovation demands, thereby improving the digitalisation level of suppliers, while leading agriculture-affiliated enterprises improve the digitisation level of other agriculture-affiliated enterprises in the supply chain network through knowledge flow. Additionally, the supply chain diffusion effect of digital transformation is stronger under the conditions of smaller ‘digital divide’, lower geographic distance, the downstream consumer end and more government support of agriculture-affiliated enterprises. Few studies have examined older, elite users of digital technology use. To address this gap, we examined predictors of novel technology use among this group. As hypothesized, several markers of successful aging predicted greater technology use in older elite users, including higher levels of cognition, socioeconomics, and self-efficacy. Skills needed to engage with technology at a basic level differ slightly from those needed to reach higher levels. While prior research suggested that poor episodic long-term memory may pose a barrier to basic technology use, short-term memory may be more important at the upper end of the technology use spectrum. In recent years, artificial intelligence (AI) has increasingly made advances across various fields, including ELT. In this article we embrace an egalitarian dialogue framework to explore and understand the role of AI in language education. This format provides a useful backdrop for navigating the dual responses—enthusiasm and scepticism—by which AI's influence in education has often been characterized. We critically assess both the advantages and limitations of AI in ELT, highlighting and praising how AI-powered tools can assist educators in differentiating instruction, promoting learner autonomy, and creating personalized and inclusive learning environments, thus making education more accessible to students with diverse and individual needs. However, the article also addresses the challenges posed by the digital divide, particularly the inequities in access to (AI) technologies in low-socioeconomic-status regions. We also reflect upon how AI can become an obstacle in developing learner autonomy due to the risks associated with overdependence on such technologies and the lack of critical skills. The article concludes that although AI presents exciting opportunities for advancing and facilitating language learning, its integration must be approached with a rational mindset to ensure that it serves to bridge educational gaps rather than intensify them. Video consultations have seen increasing use in nephrology since the COVID-19 pandemic with an aim to address constraints in F2F outpatient capacity and also patients' concerns around risks of infection when attending healthcare facilities. Nephrologists have learned through experience to use video consultations for providing routine follow up and also for ad hoc triage of unwell patients. Advantages of video consultations include convenience, cost savings through avoiding clinic overheads, and reducing the carbon footprint of care. The last is increasingly relevant as nephrologists consider climate change and its implications. Video consultations are not a panacea to overcome challenges in nephrology and risks also exist for example when it comes to redesigning pathways and maintaining access to F2F assessments when required. It is equally important to consider practical aspects such as reimbursement, prescribing, and documentation. Some clinicians may wish to carry out video consultations from home to save time spent commuting but this, too, requires careful thought. Another consideration is the digital divide and support should be provided for patients who are less IT literate or who have no access to the digital world. Patients with special needs such as those with visual or hearing impairment and those with language issues also require consideration. We view video consultations as a developing and growing part of the portfolio of renal care. We see their main role in providing routine follow up to stable and IT literate outpatients, particularly where there is provider continuity and where care is provided across a large geographical area. As governments worldwide increasingly adopt digital technologies, this study explores how these tools reshape decision-making processes, citizen engagement, and overall political efficacy. Through a comprehensive analysis of theoretical frameworks, existing literature, and case studies, the research investigates the impact of digital administration on transparency, accountability, and participatory governance. Findings suggest that while digital administration offers significant potential for improving political rationality and governance, it also presents challenges related to the digital divide, cybersecurity, and privacy concerns. This paper addresses the 'Digital Divide' concerning disparities in adopting information and communication technologies (ICTs) at the regional level in Türkiye. Acknowledging the multiscale dimension of the digital divide, two main research questions are addressed: (1) Is there a digital divide between regions in Türkiye? If so, (2) How does the digital divide affect the development disparities in Türkiye? The ICT Development Index (IDI) and Socio-Economic Development Index (SEDI) are utilized together to answer these questions. Results reveal a positive correlation between them and significant discrepancies between Türkiye's eastern and western regions. Remarkably, the digitalization gap is narrower than the socio-economic development gap. The findings suggest that while digital technologies have diffused rapidly in Türkiye, their socio-economic benefits have been absorbed more slowly. This study aims to contribute to the literature on the digital divide and information and communication technology for development (ICT4D) at the regional level, providing insights for policymakers to address regional digital inequalities in Türkiye.
