This chapter aims to describe new sustainable people’s mobility solutions, in the field of maritime cross-border transport. The review proposed here extends beyond the typical review of technological solutions. Starting from the need to profile the cross-border traveller and the overall context, four possible strategies for reducing the environmental impact of a transport system are identified. Technology is an important catalyst of sustainable transport strategy but the changes in behaviours, the adoption of data-based planning process and the definition of targeted policy measures (e.g., soft measures adoption) are important as well.

As an important part of sustainable mobility, intermodality aims at improving the efficiency and attractiveness of a travel made by different means of transport, resulting in a seamless experience for travellers. The Inter-Connect Project was set up as a study to reduce environmental impact caused by motorised transport, thus enhancing sustainable mobility of passengers. The whole analysis developed through the creation of integrated connections among different transport modes - road, rail, and sea transport considering different factors related to sustainability such as social (quality of life, transfer safety and comfort), economic (efficiency, employment, productivity) and environmental factors (emissions, biodiversity, environmental protection). The study was realized in the ADRION area developing different solutions aimed to promote transport integration among partner States: Albania, Bosnia Herzegovina, Croatia, Greece, Italy, Montenegro, Serbia, Slovenia. The cooperation between the partner states led to align some goals and policies, to share knowledge, data and resources, between different institutions and organizations. To this end, the study methodology followed a bottom-up approach to ensure each entity involved was willing to cooperate, in order to overcome any legal, infrastructural, and operating barriers, and to supply the best intermodal solutions to facilitate passengers. Potential improvements introduced to promote intermodality in the eight Inter-Connect study cases were examined from a transnational, national, and regional point of view to identify their strengths and weaknesses. Each partner of the Inter-Connect Project developed their projects thus enhancing and promoting the use of intermodal transport modes for passengers.

The concept of intermodality is becoming increasingly important for the development of global communication and environmental sustainability. Creating an intermodal network capable of expanding connections between inland and coastal areas of the same country or between different countries, is fundamental in order to improve mobility and the level of service offered. In Italy numerous projects have been presented to increase national intermodality. An example is the Emilia-Romagna Region which, thanks to the Inter-Connect project, aims of enhancing the accessibility of passengers between the city of Bologna and the coastal areas, by promoting the use of collective transport. In this study, an analysis was carried out on the connectivity between Bologna and Ravenna to reduce the journey time on the railway line and increase the use of collective transport. The analysis included the redesign of the railway stops for a faster and more efficient service, as well as improving user satisfaction. In addition, an integrated bus-train ticket was created to promote the use of public transport. The results showed that this new solution led to have less delays on the line, although the reorganization of the stops involved the cancellation of some of them. Moreover, numerous surveys have shown that the use of an integrated bus-train ticket helps to improve intermodality within cities. The study has also highlighted the need for more efficient ticket advertising campaigns to better inform users.

Energy efficiency information campaigns are key to promote energy savings and reduction of air pollutants. Bike sharing is no longer a novelty in transportation and has now become a mobility solution in its own right. This study investigated the potential scope of application of e-bike sharing solutions for a niche sector such as cruise tourism, the importance of which is growing, with the aim of improving sustainability and reducing pollution levels in cruise ports. A revealed preference survey was administered to cruise tourists, who chose a pilot e-bike service once they had disembarked from the ship to visit the nearby city center, to investigate the main variables affecting satisfaction with the service under investigation. An ordered probit model was specified and calibrated to identify the relationship among the variables influencing e-bike sharing usage by cruise tourists and their satisfaction. Subsequently, the marginal effect of each significant factor was evaluated to quantify its actual impact on the related e-bike sharing satisfaction level. The results obtained are consistent with the literature, but interesting interpretations are provided in terms of the relative importance of significant variables.

This report presents the cross-analysis of the cross-cutting social, economic, cultural, educational and institutional barriers to the implementation of energy efficiency in the building and transport sectors for all eight HERON partner countries. The cross-cutting barriers relate to barriers that affect both the transport and building sectors, and this report seeks to build on the individual barriers within the building and transport sectors that were identified in D.2.1 ‘Mapping social, economic, cultural and educational barriers in buildings and transport’. The report is based on the eight individual national reports from the HERON partner countries, included in Annexes, and sought to clarify and integrate the cross-cutting barriers identified within these individual reports. This report first outlines the common social, cultural, educational, economic and institutional cross-cutting barriers, followed by an assessment of the level of potential impact of the cross-cutting barriers. The final section presents a review of the partner countries in terms of whether or not cross-sector, or sector-specific only, policy instruments are currently in place to tackle the crosscutting barriers.
