Despite initiatives by the Government of Tanzania to ensure the availability of Information and Communication Technology infrastructure still, the utilization of e-procurement remains low. The current study investigates the effects of e-procurement practices focusing on e-sourcing, e-evaluation, and e-contract on public entities' performance. The study employed the Technology Acceptance Model (TAM) and Diffusion of Innovation Theory (DOI). A cross-sectional research design and mixed research approach were used. Data were collected from 30 respondents from the Bank of Tanzania Academy, a census survey was applied. Questionnaires were used to collect quantitative data and interview guides served as qualitative data collection tools. Quantitative data were analyzed using descriptive statistics and inferential statistics. Thematic analysis was employed for qualitative data analysis. The multiple regression model revealed that e-sourcing, e-evaluation, and e-contracts positively and significantly affect public entities' performance. The study concludes that esourcing, e-evaluation, and e-contracts contribute to improved public entities' performance. Therefore, procuring entities should invest in technological infrastructure that supports interoperability and enhances communication with stakeholders, provide regular training to staff and vendors to handle technical issues, and implement strong data security measures to build user trust and ensure system integrity. The article presents the results of the analysis of the changes that have taken place in the legal system of the Netherlands under the influence of digitalization, in particular in the area of property relations regulation. Positive experience in the Netherlands in the implementation of digital technologies in the field of maintaining a number of state registers, which have a direct connection with the mechanism of proper exercise of property rights, has been revealed. The gradual changes that took place from 1996 to today have been clarified. A review of the authentic register of buildings, which contains information on buildings, objects and permanent sites (berths) and has been in operation since July 1, 2011, was carried out. It is emphasized that in the regulation of property registers, special importance is attached to the protection of personal data, in particular, the current Law on the Protection of Personal Data (adopted on May 25, 2018) was analyzed. This legislative act maximally takes into account EU requirements in the field of recording and use of personal data. A Personal Data Base (BRP) has been created separately, which contains personal data of people living in the Netherlands (residents), and citizens living abroad and other non-residents. It was revealed that the Netherlands plans to transform the system of basic registers into a Unified Data System in the coming years. This development is part of the interagency data strategy program. Research has shown that using core registries is not always straightforward, especially for those trying to combine data from multiple registries. The main focus in the coming years will be on streamlining the process of extracting data from sources and their further integrated use, even for sectors and purposes that were not initially envisaged. Analyzed the legal principles and practice of electronic procurement in the Netherlands. A review of judicial practice regarding consideration of the issue of ownership of digital data was carried out. It was established that the issues regarding the adoption of special acts on the regulation of the use of artificial intelligence, the recognition of cryptocurrencies and the owner ship of digital data are unresolved. PT Brinks Solution Indonesia has implemented an eprocurement system with artificial intelligence to struggle with fraud in end-to-end processes starting procurement to payment. The purpose of this research is to examine eprocurement to reduce fraud. This research uses a quantitative approach by distributing questionnaires to 100 employees, with different ages and functions. The main finding suggests e-procurement system has a positive relationship and is significant to fraud prevention and the emerging expectation to eradicate fraud in the procurement process. The extant literature has mostly blamed the setup costs and added transportation costs for the failures of relocating procurement centers overseas, whereas internal decentralization has long been ignored. In practice, issues such as the arm's length principle and information asymmetry can prevent the headquarters from fully centralizing its divisions when offshoring its procurement center overseas. To examine the impact of internal decentralization, we investigate the decision of a firm's headquarters regarding whether to set up an overseas procurement center and whether to further decentralize the procurement center. This article investigates a stylized model and reveals that, even without the setup and transportation costs, it is not always beneficial for the firm to offshore procurement centers under the impact of transfer pricing unless the tax advantage is big enough. An offshoring procurement system with a decentralized procurement center can outperform one with a centralized procurement center when the tax rate disparity is large, because the headquarters' procurement cost information screening makes it benefit more from a decentralized procurement center when the tax rate gap is big. Besides the intuitive trade‐off between the tax‐saving effect and the double marginalization effect caused by the internal decentralization, some indirect effects—cost‐saving effect of the procurement effort and the tax‐paying asymmetry effect (i.e., the procurement center still pays a positive tax even if the headquarters is not profitable)—are found to have a significant impact on the headquarters' choice. Screening the procurement cost information amplifies the advantage of the procurement independent accounting system when the tax rate disparity is big but decreases it otherwise. The construction sector is one of the strongest sectors supporting economic growth in Indonesia. Studies conducted by the Central Bureau of Statistics (BPS) show that construction is in the third main source of Indonesia's economic growth, noting that this sector's gross domestic product (GDP) contributed 10.44% to the national GDP of IDR 16.97 quadrillion in 2021. According to the Probolinggo City Government's Electronic Procurement Service, at least 101 jobs have been auctioned. The certificate of occupancy (Sertifikat Laik Fungsi/SLF) is a statement that the feasibility of a building's function has been completed. Laik Fungsi requires that abuilding meets administrative and technical standards according to the specified building function. So without SLF, a building can be legal but illegal for its utilization. The purpose of this research is to analyze the quality of services provided by CV Meter Consultant Company in meeting customer needs and satisfaction. This research uses a qualitative approach, i.e case study research. Data collection techniques include conducting observations, interviews, and documentation of objects and informants. The data interview collected was from 5 informants. The results of this study are that there are several indicators that have not been fulfilled, including the tangible dimension. Purpose: Electronic procurement has received primacy as one of the significant reforms to help fight corruption and inefficiencies in the public sector across countries. The purpose of this paper is to examine the effect of electronic procurement adoption on procurement performance. Additionally, the paper examines the moderating role of institutional quality in the relationship between electronic procurement and procurement performance. Design/methodology/approach: The study applied an explanatory design and a quantitative research approach. Also, the study relied on UTAUT and institutional theory to develop a test research model using 121 responses from public entities in Ghana. Hypothesised paths were investigated using structural equation modelling. Findings: The findings revealed that electronic procurement adoption positively and significantly affects procurement performance. Also, the findings indicated that institutional quality positively and significantly affects electronic procurement adoption and procurement performance, respectively. Lastly, the findings proved that institutional quality moderates the relationship between electronic procurement adoption and procurement performance. Research limitations/implications: The study focused on public procurement entities in the Greater Accra Region – Ghana. The study contributes to adopting electronic procurement, institutional quality, and procurement performance literature. The study also extends the UTAUT and the institutional theory to African public entities. The study reechoes the importance of institutional quality in developing economies to enhance electronic procurement adoption. This paper considers an e‐tailing supply chain for fresh produce (E‐FSC) composed of a supplier investing in freshness‐keeping effort and an e‐retailer providing value‐added service. We study the e‐retailer's information sharing strategy with supplier encroachment. First, we discuss the supplier's encroachment strategy without or with information sharing and indicate that the e‐retailer may profit more from encroachment. Second, we explore the e‐retailer's information sharing strategy under two scenarios. Under the independent scenario, the e‐retailer may share information when the freshness sensitivity is comparatively high, which cannot affect the supplier's encroachment strategy. Under the interactive scenario, the e‐retailer influences the supplier's encroachment strategy through an information sharing strategy. The e‐retailer may share (withhold) information to induce (deter) encroachment when the competition intensity is comparatively low or high (moderate). Finally, we discuss the influence of the entry cost on E‐FSC members' profits, which finds that increasing entry cost may improve the supplier's profit. [ABSTRACT FROM AUTHOR]

This study has assessed the potential of e-procurement in improving the sustainability of the MRA's supply chain. According to the results of the study, e-procurement can enhance transparency by 70%, reduce manual errors by 50%, and make staff more efficient by 60%. These improvements therefore allow better monitoring of supplier practices and increased attention to strategic activities, which involve greater consideration of sustainability issues within the practices concerned. It is further envisioned to increase stakeholder engagement by 65%, which will yield improved information and sustainability-driven procurement decisions. A cost-benefit analysis indicates a likely cost reduction of 40% in five years, thus further consolidating the financial case for e-procurement. From these observations, it seems that MRA's shift to e-procurement is likely to successfully enhance supply chain sustainability so that procurement practices are oriented towards the set national goals of sustainability and contribute towards sustainable development in Malawi. The selection of potential executor combinations is the initial stage in planning the development of an e-procurement system. The aim is to conduct studies and analyze each combination of executor vendors and consultants based on their impact and scale of importance on cost, time, quality, and flexibility. This study will lead to selecting a recommended combination with the least risk value and the most important based on the current conditions of PT XYZ. The method used in this research is a quantitative method with the MANOVA test to assess differences in the influence of each executor combination on costs, time, quality, and flexibility. Next, a risk analysis is carried out using the FMEA method to assess the Risk Priority Index and determine risk mitigation. After that, the best combination of executors is selected based on the risk value and the interest scale. The research results show that there are differences in the influence on cost and quality of all combinations of executors, but different combinations of executors do not have a different influence on time and specificity. The results of the risk analysis show that there are influences of risk management in the relationship between each type of executor on costs, time, quality, and flexibility, which can be seen from the decrease in the Risk Priority Index value for each risk event that has been identified due to risk mitigation. Finally, the results of selecting potential executor combinations using AHP show that combination 8 is the first potential with a value of 0.136, followed by combination 5 in second place with a value of 0.112, and third place is achieved by combination 7 with a value of 0.111. The fourth, fifth, and sixth places are each occupied by Combination 3 with a value of 0.101; combination 2 with a value of 0.098; and combination 1 with a value of 0.097. [ABSTRACT FROM AUTHOR]

Purpose: This study attempts to examine the factors that influence user intention to adopt e-procurement in the Nigerian public sector. Design/methodology/approach: A well-structured questionnaire was used to collect primary data from 278 procurement and information technology (IT) departments' officials of key federal government ministries and agencies. The technology acceptance model (TAM) model was adopted and extended with security-related factors, namely perceived trust and perceived security. A partial least squares-structural equation modelling (PLS-SEM) approach was used to test and validate the model. Findings: The results indicated that perceived usefulness is the best predictor of users' intention to adopt e-procurement, followed by perceived security and perceived trust. In contrast, however, perceived ease of use was found to have a significant negative effect on the intention to adopt e-procurement. Originality/value: This study is among the first in the Nigerian public sector context to evaluate users' perceptions on e-procurement adoption with the use of a distinctive research model (TAM). Theoretical background: Nowadays, the development of digital technologies, including e-service portals in the public procurement, is crucial for improving purchasing processes and expanding markets for companies, including family businesses. Understanding the factors influencing satisfaction with the use of e-procurement is important for optimizing these processes and improving work efficiency. In the context of public procurement, such studies are few. None of the publications found results of research combining the areas of business family, e-procurement, and user experience. This shows that there is a research gap related to the experiences of employees of family businesses and their interactions with e-procurement for public area, especially in the context of the impact of UX on the efficiency and satisfaction of procurement processes in the public sector. Purpose of the article: The main objective of the study, of which results are presented below, is to develop a model of key factors and the relationships between them that influence the efficiency of work in an e-procurement dedicated to public area. Despite the numerous benefits of using e-procurement, there are also many challenges and barriers that can affect the level of satisfaction of employees using these types of solutions, including in the procurement area. Understanding the factors that influence satisfaction and dissatisfaction with the use of e-procurement is crucial for improving procurement processes and work efficiency. In the application area, the research results can be helpful for creators and suppliers of e-procurement, enabling them to tailor their solution to the specific needs of family business employees. Research methods: In order to examine the factors of satisfaction with the use of e-procurement in the public area, a survey was conducted among contractors submitting offers in public procurement procedures. The online survey was sent to over 10,000 business entities, obtaining 406 correctly completed responses, including 109 from family businesses. The analysis of the obtained results allowed, among others, to identify satisfaction factors in the use of e-procurement. Main findings: In a study assessing the use of e-procurement in the public area, respondents rated their digital competences on average at 4.7 on a scale of 1–6, indicating high digital skills. Intuitiveness of use and ease of searching for advertisements turned out to be crucial for satisfaction with e-procurement, which emphasizes the importance of good UX practice in the design of these tools. Respondents also highly rated functions such as automatic encryption of offers and the ability to create an electronic signature, which affects the security and efficiency of purchasing processes. Public procurement related expenditure is approximately fifty to seventy percent of the national budget of developing countries and accounts for almost a third of the gross domestic product. Cognizant of the significant funds committed in public procurement, the quest for value for money is critical. This study sought to determine the effect of procurement practices on value for money in State Corporations in Kenya. Specifically, the study investigated the effect of procurement planning, supplier sourcing, supplies management and E-procurement on value for money. Data collected from 87 State Corporations in Kenya was used in this study. The results of the study indicated that procurement planning, supplier sourcing, supplies management and e-procurement positively and significantly affect the value for money in state corporations in Kenya. The study concluded that proper procurement practices positively and significantly affect the value for money in state corporations in Kenya. The findings of this study contributes to literature by providing an empirical examination on the impact of procurement practices and value for money from a developing country perspective. This study investigated how e-procurement can reduce corruption in construction project delivery in Rivers State. The study followed a survey research design. We distributed one hundred and fifty-six questionnaires (156) to various professionals in both the public and private sectors, of which one hundred and twelve (112) returned and deemed valid for further analysis. The data collection and measurement instrument was a well-structured, standardised questionnaire based on Likert five-point scales and used to elicit responses from a variety of professionals. We analysed the major issues of the study using statistical tools (SPSS version 25.0) and Microsoft Excel software, which included factor analysis, mean item score (MIS), and relative importance index. According to the study's findings, there are several factors that contribute to corrupt practices in construction project delivery, including a lack of control mechanisms, poor record documentation, monopolies, and personal greed. The study also uncovered the use of various e-procurement tools and techniques, such as an internet-based tool, a web-based enterprise resource planning tool, an e-sourcing tool, an e-tendering tool, and others, to counteract corrupt practices in construction project delivery. Furthermore, the findings reveal that measures are in place to combat corrupt practices in construction project delivery, such as the government's commitment to open contracting, the establishment of a formal integrity framework, the implementation of construction work and process supervision throughout the project's lifecycle, and so on. The study recommends that the government, as a matter of policy, should be organizing periodic awareness and reorientation workshops and seminars via professional association platforms through web-based portals for both the public and private sectors, and enlightening them of the dangers of factors precipitating corrupt practices in construction project delivery. Governance is unarguably the largest human enterprise. It involves interactions with diverse stakeholders, including private contractors, for procurements and delivery of public goods and services to the population through the invitation of tenders and bids for auction. Procurement can often lead to disputes given the diverse purposes of such contracts, and the nature of the contracting entities. Disputes arise in three stages: notification, allotment and performance. Private contractors are driven by profit, while the State follows its sovereign and public law obligations. In such high-stakes engagements, effective and efficient dispute resolution is not just desirable but necessary. This paper analyses the legal regime governing public procurement contracts in India, with special emphasis on the relevant dispute resolution mechanisms available. It outlines the existing international law regime on public procurement to suggest arbitration as an effective dispute resolution mechanism. The paper analyses the WTO Model, the UNCITRAL Model Law on Public Procurement, and the EU Law, to reconcile the issues particular to the Indian context, especially those related to dispute resolution. Purpose: I aimed to obtain a deeper insight into the link between supplier involvement in product development (SIPD), supplier relationship resilience and company performance. Design/methodology/approach: To collect data, a survey among 500 Polish manufacturing companies was conducted. I used quantitative methods (structural equation modeling) to test several research hypotheses referring to a single supplier–customer relationship. Thanks to the use of multi-construct measurement of SIPD and supplier relationship resilience, the study provides detailed research results on the topic. Findings: Collaborative practices implemented during SIPD increase procurement flexibility and decrease redundancy in the relationship with the involved supplier. Communication during SIPD increases supplier flexibility and procurement flexibility. Increased supplier flexibility and increased procurement flexibility in the relationship with the involved supplier as well as collaborative practices during SIPD positively impact company performance. I confirmed the indirect effect between communication during SIPD and company performance when the mediators are supplier flexibility and procurement flexibility. Decreased redundancy in relationship with involved supplier does not impact company performance. Practical implications: Supply chain managers need to rethink SIPD practice to effectively ensure supply chain resilience (SCRES), especially in the face of the contemporary global crisis and black swans affecting the supplier base. My article provides important managerial insights into drivers of SCRES and company performance. Originality/value: To the best of my knowledge, this research is among the first to conclude that SIPD does not have an unequivocally positive or direct impact on supplier relationship resilience. The research fills the gap by analyzing the impact of SIPD on two main SCRES elements. The study examines supplier relationship resilience, understood as flexibility and redundancy elements, in a single supplier–buyer relationship perspective. Thus, the presented considerations go beyond the traditional understanding of flexibility and redundancy in supplier relationship management, that is through the prism of double or multi sourcing and having back up-suppliers. In this study, the critical success factors (CSFs): organizational e-procurement competency, change management program, top management support, end-user training, supplier involvement, and e-procurement implementation strategy, that best support the management implementation of e-procurement initiatives in the Nigerian upstream sector of the oil and gas firms were examined. The study adopted a survey research design. The population of the study consists of all staff of the procurement entities of the respective Nigerian upstream sector of the oil and gas firms. A total of 232 copies of structured questionnaire were administered through convenience sampling technique while 229 copies were successfully retrieved. The model framework was estimated using the Ordinary Least Squares (OLS) technique through the use of Statistical Package for Social Sciences (SPSS) Version 22. It was revealed that all the CSFs examined have positive significant relationship with management implementation of e-procurement initiatives in the Nigerian upstream sector of the oil and gas firms. It was also revealed that organizational e-procurement competency confirmed the main factor that best support the management implementation of eprocurement initiative as displayed by the staff of the selected Nigerian upstream sector of the oil and gas firms. The study recommends that management should make end-users of new technology see change as a necessary ingredient for the growth of the organization because things cannot continuously be done the same way over time. Thus, top management support is needed in ensuring that end-users are trained with the requisite skills in the use of eprocurement practices. Also, management should build good business synergy, sensitization, confidence, and create opportunities for suppliers to offer their contributions/feedbacks in terms of necessary changes, issues, and concerns in developing and maintaining supplier catalogues/workability of the proposed e-procurement initiative. Implementing Lean Six Sigma increases productivity and efficiency in the manufacturing and service sectors. To date, there has been no research focusing on the development of a real-time e-procurement monitoring system in the supply chain with the aim of improving operational reliability in terms of material availability and effectiveness in the use of materials in company operations. The Lean Six Sigma DMADV (Define, Measure, Analyze, Design, Verify) methodology was utilized to conduct this study. This study aims to define the issue, quantify the factors influencing the procurement section's performance, and investigate its potential causes. The adoption of e-procurement systems in developing countries is progressing slowly due to several challenges and barriers. Likewise, the adoption of e-procurement systems has been extensively studied, with research focusing on direct effects of factors like transparency and compatibility. This research aimed to evaluate the direct and indirect effects of relative advantage and performance expectancy on the adoption of e-procurement systems by combining components from the Technology, Organization, and Environment model with a modified Unified Theory of Acceptance and Use of Technology. This was accomplished by analyzing the function of attitude as a mediator and the legal framework as a moderator in the suggested study model. This study used a cross-sectional survey research design, together with a stratified sampling technique, to acquire a sample size of 367 respondents. The data were acquired via the distribution of questionnaires and the examination of relevant documents. The collected data underwent descriptive analysis using IBM SPSS statistics version 26, and inferential analysis was performed using PLS-SEM with the assistance of SmartPLS 4 software. The study's results validate a significant statistical moderating impact of the legal framework on the relationship between performance expectancy and attitude towards adoption of e-procurement system. On the other hand, adoption of e-procurement system is impacted by performance expectancy and relative advantage, which have both direct and indirect significances. Attitudes have a direct impact on the adoption of eprocurement system. EPC project performance is affected by the relation between work processes. E-procurement implemented as a tool to mitigate procurement process risk gives a positive effect and residual risk that needs to be managed further. This research aims to analyze the e-procurement process risk and identify the root causes of critical risks. Data is collected using Focus Group Discussion (FGD) and a questionnaire by 41 e-procurement practitioners from 5 (five) Indonesian construction state-owned enterprises (BUMN). There are 116 risks identified from 22 e-procurement steps, of which three risks are determined as critical risks based on Risk Priority Number analysis, with delay of material requisition document as the highest RPN risk. Fault Tree Analysis identifies that several failure modes, such as miscalculation, misallocation of workforce, and payment issues cause the critical risk. Preparing an in-house engineering team to support the calculation process can mitigate two critical risks at the same time. This article examines the impact of e-procurement on project completion times in the Nigerian public sector. It focuses on e-tendering, e-invoicing, and e-sourcing and finds that e-invoicing has the most significant impact on project timelines. However, the introduction of government e-procurement policies diminishes the individual effects of these practices. The study emphasizes the need for organizations to evaluate the impact of e-procurement, balance oversight and efficiency, and highlights the potential benefits of implementing e-procurement in the Nigerian public sector. Drawing on the resource-based view of the firm, we argue that partaking in procurement can erode grant effectiveness by relaxing a firm's preexisting financial constraints and diverting managerial attention away from market-centered resource configurations. To test our hypothesis, we use detailed firm-level data from Slovenia and combine matching with difference-in-differences. When firms are not involved in procurement, all investigated types of grants meet the intended policy goals, apart from productivity growth. In contrast, when firms participate in procurement, small-business grants exhibit generally weaker effects, R&D grants fail to have any impact, and employment grants lastingly reduce firm productivity. Given that public procurement occupies a large footprint in many economies, our analysis highlights an unintended adverse by-product of big government and underscores the limits of state capitalism. Plain English Summary: This study explores how public procurement shapes the effectiveness of grants-based entrepreneurship policy. If procurement loosens firm's preexisting financial constraints or induces businesses to prioritize contracting with the government over other market opportunities, then public procurement could reduce the effectiveness of government grants. The growing interest in digitalization signals a need for technology-oriented supply chain operations in the construction industry. Electronic procurement (e-procurement) aims to convert traditional procurement approaches into web-based/online platforms. Even though e-procurement is an effective tool that may improve supply chain management, the extent of e-procurement implementation has been slow to date. This study investigates the barriers that hinder e-procurement implementation in construction supply chains with the aim of prioritizing solutions to the identified barriers relative to time, cost, quality, and construction owner satisfaction. A comprehensive literature survey was performed, and a focus group discussion was organized for the purpose of the study, which resulted in the identification of 28 barriers. Then, a total of 131 construction practitioners were contacted to evaluate the barriers through a questionnaire survey. The responses were analyzed using the fuzzy Technique for Order Preference by Similarities to Ideal Solution (fuzzy TOPSIS) for prioritization. Finally, 15 semi-structured interviews were conducted to gain a deeper insight into the transformation process from the conventional procurement route to the e-procurement solution. Findings highlight that issues related to unexpected order cancellations, large variations in material costs, and the uncertain nature of the industry that requires a large number of changes are ranked as the most significant barriers. Given the highly competitive environment and the high demand for advanced technologies in the construction industry, a new paradigm can enhance the efficiency of supply chain operations. Exploring and eliminating the potential difficulties of adopting e-procurement in the procurement process may be a good start. This paper investigates the consequences of bureaucratic discretion in public procurement. I exploit a Hungarian policy reform, which allows a "high-discretion" procedure below a certain contract value. At the threshold, I document large discontinuities both in procurement outcomes and in the density of contract values, which indicates that buyers manipulate contract values to avoid auctions. I combine the reform and a structural model to find that discretion increases prices and results in the selection of less productive contractors. I also show that high discretion benefits firms with connections to the party of the central government. I use the structural model to document that public buyers are willing to sacrifice more contract value to increase their discretion if more connected firms are operating in the market. This study investigates the effect of E-Procurement policy on corruption in government procurement across 34 provinces in Indonesia. Using the difference-in-differences (DD) approach, this study analyses the panel data of 103 government procurement corruption cases handled by Indonesia's Corruption Eradication Commission (KPK) from 2005 to 2017. This study finds that the use of E-Procurement significantly decreases the amount of government procurement corruption in provinces that have relatively high government procurement spending or capital expenditure. This finding shows the positive effect of E-Procurement on reducing the number of corruption cases in government procurement; it is in line with previous studies suggesting that E-Procurement supports the implementation of good governance in government procurement. The COVID-19 pandemic has highlighted the need to rely on a diverse pool of suppliers, besides achieving cost effectiveness. Common wisdom, however, holds that these two aims are in conflict. We explore a model of dual sourcing and propose complementing a share auction with affirmative action to create an endogenous set-aside for a high-cost supplier. In our model more intensive affirmative action strengthens the targeted provider. This has the potential to level the playing field, inducing more competitive procurement overall. Our main result provides a condition under which the endogenous set-aside not only guarantees a very substantial share for the high-cost supplier, but also reduces the buyer's provision cost compared to a standard auction. We also illustrate how our approach can help reducing the severity and likelihood of health product shortages, such as those occurred during the COVID-19 outbreak. [ABSTRACT FROM AUTHOR]

Public procurement is a crucial function of governments, accounting for a significant part of their expenditure. As such, ensuring the efficiency, sustainability, and integrity of public procurement processes is key to optimizing the use of public funds. This literature review examines existing research on public procurement, focusing on its impact on budgets, efficiency, and sustainability. The review highlights the importance of legislation and public policy in shaping procurement practices and identifies corruption as a significant challenge to achieving efficiency, sustainability, and budgetary impact. The examination also highlights various elements that can enhance the effectiveness of public procurement procedures, such as electronic procurement systems, involvement of stakeholders, and the incorporation of sustainability criteria. Overall, this literature review provides insight into the complexity of public procurement and makes recommendations for improving its efficiency, sustainability, and budgetary impact. The findings suggest that strengthening legislation, promoting transparency, and incorporating sustainability criteria into public procurement processes are essential to optimize the use of public funds and to ensure that public procurement is a tool for sustainable development. Public services in government administration must be realized immediately in order to create good governance. E-procurement as a website is an auction system for the procurement of goods and services by the government using internet-based technology, information and communication tools, but the problems that occur with this system are not yet running effectively in terms of timeliness, cost accuracy, choice accuracy and precision. targets and problems of lack of human resource capacity and supporting infrastructure, the grand theory used is timeliness, cost accuracy, choice accuracy and target accuracy. This research uses descriptive qualitative research methods using techniques to obtain data through observation, interviews and documentation. This research used 13 informants who were determined purposively, consisting of the Head of the Goods and Services Procurement Section of the Gayo Lues Regency Government and his staff, e-procurement operators, some participants in the goods/services procurement auction and some residents of the Gayo Lues Regency community. To overcome the various weaknesses that exist in the conventional goods/services procurement process, the government has introduced an innovation in the procurement of goods/services in the public sector, namely eprocurement. E-procurement is a website which is an auction system for the procurement of goods and services by the government using internet-based technology, information and communication tools. The results of the research explain that the effectiveness of the EProcurement System in Procurement of Goods and Services in the Gayo Lues Regency Government is not yet effective because there are still constraints in infrastructure and human resources which are still lacking, which affects effectiveness in procuring goods and services. E-procurement, indicated as an emerging trend in procurement, promises various benefits including cost reduction, improved efficiency, and transparency. However, its uptake and effectiveness within the tendering processes of public institutions in Kenya have been limited. The purpose of the study was to analyze the adoption of electronic ordering and its effect on tendering process efficiency in public universities in Kenya. The study was grounded on the Technology Acceptance Model. The study applied a descriptive research design. The population of the study was 136 employees of thirty-four public universities in Kenya. Slovin's formula was used to determine a sample size of 102 respondents and purposive sampling was employed to select three respondents from each university targeting Heads of Procurement, Finance, and ICT departments because they are responsible for handling the University's day-to-day procurement tasks and ensuring compliance with procurement policies, will constitute the targeted population. They regularly engage with procurement systems and play a key role in managing electronic procurement matters for the University. To assess the reliability of the questionnaire, the researcher applied Cronbach's Alpha formula. Primary data was collected by a structured questionnaire employing a five-point Likert scale. Subsequently, the data was coded and analyzed using the Statistical Package for Social Sciences (SPSS) for descriptive and inferential statistical, and the findings were presented in tables. The results indicated that electronic ordering was found to be statistically significant in predicting tender process effectiveness, with a p-value of 0.000. The study recommends that to enhance the effectiveness of electronic ordering systems, institutions should allocate resources toward training and capacitybuilding initiatives for individuals involved in procurement activities. Purpose: This study aims to investigate the dynamic influences of clustered barriers that hinder electronic procurement technology (EPT) implementation in construction procurement, using the neuro-fuzzy system. Design/methodology/approach: A comprehensive literature review was conducted and 21 barriers to EPT implementation within construction projects were identified. Based on an expert survey, 121 datasets were gathered for this study. Using mean and normalization analysis for the datasets, 15 out of the 21 barriers were deemed to have critical influences in EPT barriers phenomenon. Subsequently, the critical barriers were classified into five groups: human-related; technological risk-related; government-related; industry growth-related; and financial-related. The relationships and influence patterns between the groups of barriers to EPT implementation were analyzed using the neuro-fuzzy system. Furthermore, sensitivity analysis was performed to examine the dynamic influence levels of the barriers within the hindrance level composition. Findings: The results reveal that addressing one barrier group does not reduce the high levels of hindrances experienced in EPT implementation. However, addressing at least two barrier groups mostly tends to reduce the hindrance levels for EPT implementation. Further, this study revealed that addressing some barrier group pairings, such as technological risk-related and government-related barriers, while other barrier groups remained at a high level, still resulted in high levels of hindrances to EPT implementation in construction procurement. Research limitations/implications: This study provides insights for researchers to help them contribute to the development of theory with contemporary approaches based on the influence patterns of barrier interrelationships. Practical implications: This study provides a model that would help practitioners and decision makers in construction procurement to understand and effectively determine the complex and dynamic influences of barrier groups to EPT uptake, for the development of suitable mitigation strategies. Originality/value: This study provides novel insights into the complex influence patterns among grouped barriers concerning EPT adoption in the construction industry. Researchers and practitioners are equipped with knowledge on the influence patterns of barriers. This knowledge aids the development of effective strategies that mitigate the combined groups of barriers, and promote the wider implementation of EPT in the construction industry. Since public procurement involves such large amounts of money in various procurement operations, it is imperative to ensure value for money (VfM), electronic procurement is a modern tool through which value for money can be attained, this study determine the influence ofelectronic procurement strategy on Value for Money in construction project. Study used a cross section design to collect data from 160 employees from different department who were sampled based on their strata and by using questionnaire. The study found that reliability and speedy of electronic procurement increases the efficiency of construction projects. The study concludes that electronic procurement, is the key tools through in which, if utilized well the construction project in public organization will be efficiency, economy and effectively through trade discount and communication. The purpose of this study was to examine the effect of e-procurement on business profitability of SMEs during Covid-19 pandemic. This study has employed cross section design using both quantitative and qualitative data. The population of study involved five business sectors which were Communication, Construction, Agriculture, Health and Education. The study used convenience sampling to capture quantitative data and purposive sampling to capture qualitative data. Quantitative data were captured by using structured questionnaires while qualitative data were collected by using interview guide. Quantitative data were analyzed by using descriptive and inferential statistics while qualitative data were analyzed by using content analysis. The result indicates that among the three variables tested ie (time, cost and risk) the variable of risk was significant with p-value of 0.03. In order to achieve the competitive advantage, SMEs should use eprocurement as a strategy to mitigate risks including Covid-19 pandemic to increase business profitability. Zimbabwe has a strong Constitution that outlines basic principles of public procurement. Also, this country is party to various regional and international anti-corruption conventions. However, public procurement in Zimbabwe continues to face enormous challenges such as corruption, unethical practices and non-compliance with legal frameworks and policies. This article examines whether or not procuring entities comply with procurement principles set out in section 315(1) of the Constitution of Zimbabwe and Public Procurement and Disposal of Public Assets Act [Chapter 22:23]. The Zimbabwean Procurement Act in section 33 provides for circumstances under which direct procurement is applicable, such as when there are no responses to a competitive bidding procedure. But challenges with direct procurement method are enormous, and they involve corruption and conflict of interest. Generally, Zimbabwe is lacking with regard to effective enforcement of procurement standards as articulated in the procurement legislation and regulation. The article recommends for the enactment of whistleblower protection policy, enforcement of conflict-of-interest policy, implementation of beneficial ownership standards, enforcement of sanctions and penalties, promotion of accountability, implementation of e-procurement and e-payment as well as legislative review and amendment. Despite high pneumococcal disease and economic burden in Indonesia and interest to introduce pneumococcal conjugate vaccine (PCV), there were challenges in establishing a comprehensive strategy to accelerate and enable the introduction in country in the early 2010s. Starting in 2017, Clinton Health Access Initiative and partners supported the government of Indonesia with evidence-based decision-making and implementation support for introducing PCV into the routine immunization program. Indonesia has since accelerated PCV roll out, with nationwide reach achieved in 2022. On the path to PCV introduction, several challenges were observed that impacted decision making on whether and on how to optimally roll out PCV, resulting in significant introduction delays; including (1) a complex country context with a devolved government structure, fragmented domestic funding streams, and an imminent transition out of major immunization donor (Gavi) support; (2) strong preference to use domestically sourced products, with limited experience accessing global pooled procurement mechanism including for vaccines; and (3) concerns around programmatic feasibility and sustainability. This case study documents key insights into the challenges experienced and how those were systematically addressed to accelerate new vaccine introduction in Indonesia, with support from local and global stakeholders over time. The learnings would be beneficial for other countries yet to introduce critical new vaccines, in particular those with similar archetype as Indonesia e.g., middle-income countries with domestic manufacturing capacity and/or countries recently transitioning out of Gavi support. Purpose: The commonly used e-procurement systems still show unsatisfactory implementation outcomes because many organisations are still unable to effectively interpret the initial adoption decision. The e-procurement systems are generally developed at organisational level, but their usage is at individual level, by the employees particularly. This paper examined technology acceptance model's (TAM) key antecedents, involving e-procurement systems usage by employees in their daily activities. This study aims to examine the impact of factors affecting e-procurement acceptance among users through the mediating role of users' attitude. The commonly used e-procurement systems still show. Design/methodology/approach: TAM was applied and expanded in this study, in exploring the factors impacting the employees' e-procurement acceptance. This study used quantitative method, and questionnaires were distributed to 200 users in Jordanian public shareholding firms. The collected data were quantitatively analysed using PLS modelling. Findings: Significant TAM relationships involving e-procurement were affirmed. The expanded TAM in the scrutiny of antecedents showed that content, processing and usability affected perceived usefulness, while perceived convenience did not affect the usefulness factor. Furthermore, it was noticed that perceived ease of use was affected by usability and training, while perceived connectedness was not affected by usability and training. Practical implications: The results demonstrated the necessity of e-procurement training. Furthermore, at the start of the implementation stage, effective design on system navigation and system usability, and consistent support, could increase use effectiveness and acceptance. Also, expedient information and buyer–supplier product flows should be made available. Originality/value: Most organizations invest a lot of time and money in installing e-procurement systems to deliver their goods at the right time and at the right price. However, many of these e-procurement systems have failed due to low acceptance among users. Thus, to the best of the authors' knowledge, this is the first study that used TAM and theory of planned behaviour in examining the effects of perceived convenience, perceived connectedness, content, training, processing and usability factors, in Jordanian firms. Lastly, the focus of this study was on the individual employee's acceptance, rather than on the organisational-level adoption, as the unit of analysis, to provide insight on how organisations can achieve maximally from e-procurement investments and from other comparable technologies of e-supply chain management. Everyone can work more swiftly and efficiently when Information, Communication, and Technology (ICT) are used. However, employing an ICT with a sufficient understanding can be beneficial. Through occurrences, field circumstances, initial data, and interviews with the government and other stakeholders, this study examines how well E-Procurement has been implemented in Kupang City. Thirty-three participants have participated in this study, performed at the procurement section of the regional secretariat in Kupang City. Interviews and surveys are used in data collection strategies. It has been gathered through the distribution of questionnaires, and SEM-PLS has been used for quantitative statistical analysis. The results show that significantly influence how E-Procurement is implemented. This indicates that improving the quality of human resources is crucial to the effective execution of E-Procurement activities. The anti‐corruption capabilities of e‐procurement have not gotten any attention in Ghana, although the success factors of e‐procurement adoption have been thoroughly researched. The study's main objective is to assess how e‐procurement may reduce procurement fraud and corruption in Ghanaian mining enterprises. A self‐administered questionnaire was used to gather information on the extent to which e‐procurement anti‐corruption factors outlined in the literature reduced procurement fraud and corruption in Ghanaian mining firms from the perspectives of sector practitioners. The data was then analyzed using factor analysis. The study revealed the breaking of the monopoly of power, transparency and accountability, and breaking of information asymmetry, as e‐procurement anti‐corruption variables that combat procurement fraud and corruption in the mining companies. The most effective e‐procurement factor for preventing procurement fraud and corruption is the breaking of the monopoly of power, followed by transparency and accountability, and the least is the breaking of information asymmetry. To reduce procurement fraud and corruption, the government and organizations that manage procurement activities will now have a better understanding of the e‐procurement anti‐corruption activities and be guided as such. This study aims to discuss the opportunities and challenges in implementing bureaucratic reform in the procurement of goods and services based on e-procurement. The method used was literature review (library research). Data were obtained from various sources such as books, journals, online platforms, legislation, and other relevant sources related to the research topic. Data analysis was conducted through data reduction, data presentation, and drawing of conclusions. The results of this study show that e-procurement is part of bureaucratic reform, particularly in the procurement of goods and services. E-procurement can enhance the efficiency and effectiveness of the procurement process, reduce costs, and promote competition to ensure equal opportunities and treatment. Overall, the goal is to ensure integrity, public trust, and transparency in the procurement of goods and services. However, there are challenges in implementing e-procurement, including infrastructure, the digital divide, and inadequate human resource support. The adoption of e-procurement as a manifestation of government procurement reform is not without resistance from organizational, group, and individual factors. As a recommendation, regular socialization of the importance of e-procurement is necessary. Equally important is the need for change management to build shared perceptions, commitment, consistency, and engagement in implementing bureaucratic reform programs and activities, especially in the procurement of goods and services. The "public good" differs from the private in its source of mandate, management structure, and funding formula, guided by a provision of basic needs, on which basic survival depends, for all societal sectors. Water, sewage, roads, safety (defence and policing), energy, justice and education, for example, cannot be selectively offered to some and not to others without threatening the very fabric of human well-being. A lack of capacity within the public service delivery sector in developing countries, however, threatens this objective. Inferential insight on enabling electronic solutions such as Online Reverse Auctions in the service-delivery-challenged public sector in South Africa was also minimal. Hence, an investigation into electronic solutions to enhance efficient public service delivery in South Africa was undertaken. As is the nature of supply chain and procurement processes however, the public sector works with the private entities as sourcing and selling stakeholders. The public sector cannot be studied in isolation from the private sector in this research problem. A mixed-methods approach, combining a review of literature, a survey and interviews, on leaders and service specialists in both sectors was adopted. The Technology Adoption Model offered a conceptual, theoretical and operational lens to the investigation. Data was thus collected with appropriate means to ascertain explanations, and to guide solutions. Findings point to gaps in leadership, together with limited skills experience and exposure to new innovative solutions among service delivery practitioners. As a contribution, we drew on Technology Adoption Model theories to devise an appropriate adoption framework to guide Online Reverse Auction implementations. The framework should be used to guide the public and private sectors Online Reverse Auction adoptions, for enhanced supply chain process efficiencies in developing country contexts. The intensive introduction of information technologies in Russian public procurement sector prolife rates quite a number of challenges. Digital technologies in Russian public procurement are analysed in the research, including the problems that generate application of electronic public procurement. Empirical research with expert interviews allowed to estimate practical results of the electronic public procurement in Russia. The analysis has shown that the main positive implications of digitalization are the increase in transparency, saving of budgetary funds and reducing opportunities for corruption. Complication of the working process and deterioration in the quality of goods and services are among the main negative consequences of the reforms. We believe that causes for negative consequences in digital technologies application are higher rates in public procurement transfer into digital form and the lack of testing within the pilot projects.
