Tipping points in the Earth system could be passed within the Paris Agreement's temperature goal range (1.5°C–2°C). Tipping processes are a feature of complex Earth system dynamics that present major governance challenges not addressed by existing global governance institutions. The common governance toolkit is a poor match for dealing with tipping processes, especially non-linear change, and radical intertemporality. To support the development of effective responses to anticipated, rapid state changes in the Earth system, there is an urgent need for new interdisciplinary research programs focused specifically on tipping-point governance. We distinguish two domains of action in a multi-phase framework - prevention and impact governance - and identify key research areas and questions that need to be addressed. These include developing governance principles, identifying actors and institutions that should be involved or need to be created, and determining the appropriate temporal and spatial scales for governance efforts.

Abstract Non-technical summary Cities typically treat migration and sustainability as separate policy domains. When migration is highlighted in the context of sustainability in urban destination areas, it is typically understood to have no, or at worst, negative impacts on sustainability. As a result, migration and migrants are commonly left out of sustainability policy and planning. Here, we present emerging evidence to reframe the debate, demonstrating that migration is a force for sustainable development and that migrants can be sustainability actors in urban environments. We point to key action points for cities to better address the migration–sustainability nexus and harness this potential. Technical summary For long, migration has been recognized in literature as a force for societal transformations. Yet, mainstream policies dealing with sustainability generally downplay the role of migration. The Sustainable Development Goals, for example, frame migration as a temporary phenomenon needing management rather than as an integral part of sustainable development. As a result, cities generally overlook broader perspectives on migration and transformation in their sustainability strategies. Here, we present key policy insights building on an emerging field of research exploring the migration–sustainability nexus in urban governance. We focus specifically on the city scale, recognizing that cities are situated at the crossroads of migration and sustainability challenges and opportunities, bringing new possibilities to address current sustainability challenges. For example, migrants interact with their destination areas through influencing consumption behavior and resource conservation and migration contributes to sustainable development through the potential of enhancing wellbeing of residents. There is thus an urgent opportunity to address policy gaps to embrace the potentially transformative role of migration for sustainability transitions. We present critical action points to incorporate new insights into policymaking, emphasizing integrated, coordinated and reflexive approaches across all levels of governance. Abstract Research on the impacts of COVID-19 on mobility has focused primarily on the increased health vulnerabilities of involuntary migrant and displaced populations. But virtually all migration flows have been truncated and altered because of reduced economic and mobility opportunities of migrants. Here we use a well-established framework of migration decision-making, whereby individual decisions combine the aspiration and ability to migrate, to explain how public responses to the COVID-19 pandemic alter migration patterns among urban populations across the world. The principal responses to COVID-19 pandemic that affected migration are: 1) through travel restrictions and border closures, 2) by affecting abilities to move through economic and other means, and 3) by affecting aspirations to move. Using in-depth qualitative data collected in six cities in four continents (Accra, Amsterdam, Brussels, Dhaka, Maputo, and Worcester), we explore how populations with diverse levels of education and occupations were affected in their current and future mobility decisions. We use data from interviews with sample of internal and international migrants and non-migrants during the 2020 COVID-19 pandemic outbreak to identify the mechanisms through which the pandemic affected their mobility decisions. The results show common processes across the different geographical contexts: individuals perceived increased risks associated with further migration, which affected their migration aspirations, and had reduced abilities to migrate, all of which affected their migration decision-making processes. The results also reveal stark differences in perceived and experienced migration decision-making across precarious migrant groups compared to high-skilled and formally employed international migrants in all settings. This precarity of place is particularly evident in low-income marginalised populations.

Abstract Under the Paris Agreement, parties should undertake a global stocktake of progress toward meeting the goals of the agreement and tackling climate change. The first global stocktake will be undertaken in 2023, and an assessment of loss and damage from climate change is an important part of the process. Loss and damage refer to the impacts of climate change felt when mitigation and adaptation efforts are inadequate or absent. Much data, including metrics and indicators relevant for loss and damage, are held in existing global databases, but these are disparate and cannot easily be combined and compared to support the global stocktake. We combine relevant primary data sources to provide a harmonized country‐level global dataset containing relevant indicators of recorded losses and damages from climate‐related events; exposure to climate‐related events; country vulnerability and adaptation readiness; scientific studies of climate change attribution; financial support for climate adaptation; and contextual governance conditions. The indicators are standardized against country population and GDP where relevant. We describe original data sources, processing steps, and an overview of key indicators in the dataset. We also compare the assembled data to existing global risk databases; namely, the INFORM risk index and the World Risk Index. This comparison, provided in the Supporting Information, shows a large amount of redundancy among vulnerability and governance indicators, and we suggest that creators of new databases and risk indices be clear about data limitations and the gaps that specific indices attempt to fill in the global data landscape. We recommend the standard use of ISO codes in future databases of this nature, as well as clear metadata regarding how overseas territories are treated relative to their sovereign state, and information on dissolution and creation of states over time.

Abstract Successful conservation of ecosystems in a changing climate requires actionable research that directly supports the rethinking and revising of management approaches to address changing risks and opportunities. As an important first step toward actionable research, we reviewed and synthesized grassland management‐related documents to identify broadly shared questions that, if answered, would help to support collective conservation of the grasslands in the northern Great Plains of the United States in a changing climate. A Management Priorities Working Group reviewed 183 grassland‐relevant management documents and identified 70 questions. Feedback was iteratively provided by a Climate and Ecology Working Group, an Advisory Committee, and representatives from grassland management agencies and organizations. The identified questions generally fall under 15 topics: land conversion; restoration; disturbance regimes; woody encroachment; herbaceous invasives; grazing; water quality, quantity, and availability; animal species; private land; public understanding; legal and policy changes; economic incentives; coordination across management entities; accessibility of science and tools; and novel ways of thinking. These questions can inform a research agenda for researchers looking to conduct actionable science in the Great Plains grassland ecosystems. Both the approach and the questions presented here can also be adapted and applied in other regions and ecosystems.

Non-technical summary We summarize what we assess as the past year's most important findings within climate change research: limits to adaptation, vulnerability hotspots, new threats coming from the climate–health nexus, climate (im)mobility and security, sustainable practices for land use and finance, losses and damages, inclusive societal climate decisions and ways to overcome structural barriers to accelerate mitigation and limit global warming to below 2°C. Technical summary We synthesize 10 topics within climate research where there have been significant advances or emerging scientific consensus since January 2021. The selection of these insights was based on input from an international open call with broad disciplinary scope. Findings concern: (1) new aspects of soft and hard limits to adaptation; (2) the emergence of regional vulnerability hotspots from climate impacts and human vulnerability; (3) new threats on the climate–health horizon – some involving plants and animals; (4) climate (im)mobility and the need for anticipatory action; (5) security and climate; (6) sustainable land management as a prerequisite to land-based solutions; (7) sustainable finance practices in the private sector and the need for political guidance; (8) the urgent planetary imperative for addressing losses and damages; (9) inclusive societal choices for climate-resilient development and (10) how to overcome barriers to accelerate mitigation and limit global warming to below 2°C. Social media summary Science has evidence on barriers to mitigation and how to overcome them to avoid limits to adaptation across multiple fields.

Disasters occur when hazards meet vulnerability. We must acknowledge the human-made components of both vulnerability and hazard and emphasize human agency in order to proactively reduce disaster impacts.

Resilience is a cross-disciplinary concept that is relevant for understanding the sustainability of the social and environmental conditions in which we live. Most research normatively focuses on building or strengthening resilience, despite growing recognition of the importance of breaking the resilience of, and thus transforming, unsustainable social-ecological systems. Undesirable resilience (cf. lock-ins, social-ecological traps), however, is not only less explored in the academic literature, but its understanding is also more fragmented across different disciplines. This disparity can inhibit collaboration among researchers exploring interdependent challenges in sustainability sciences. In this article, we propose that the term lock-in may contribute to a common understanding of undesirable resilience across scientific fields.

Despite efforts to address the global forest crisis, deforestation and degradation continue, so we need to urgently revisit possible solutions. A failure to halt the global forest crisis contributes to climate change and biodiversity loss and will continue to result in inequalities in access to, and benefits from, forest resources. In this paper, we unpack a series of powerful myths about forests and their management. By exposing and better understanding these myths and what makes them so persistent, we have the basis to make the social and political changes needed to better manage and protect forests globally.

Forested countries in the global south that have agreed to engage in REDD+, a policy mechanism for addressing climate change, are receiving support to improve laws, policies, systems and structures. As a mechanism initiated at the global level and seeking to use forests to address a global commons crisis (atmospheric carbon concentration), understanding how REDD+ translates into implementation at the local level is essential. Therefore, using a systematic review approach, we examined 15 studies of REDD+ in the context of public and/or community managed forests, drawn from a comprehensive application of inclusion criteria to identify relevant published peer-reviewed empirical research. The common property resources literature was used to highlight the role of local institutions in REDD+ and to distil how REDD+ community forest projects conform to Ostrom’s collective action principles. The review revealed limited sharing of information and decision-making authority with communities; a general absence of FPIC; and a lack of defined benefit sharing and conflict resolution arrangements in many of the REDD+ projects.

Cocoa yields in Ghana remain low. This has variously been attributed to low rates of fertilizer application, pollinator limitation, and particularly dry growing conditions. In this paper we use an African forest-agriculture landscape dominated by cocoa (Theobroma cacao) to develop an ecological production function, allowing us to identify key ecological and management limits acting on cocoa yields simultaneously. These included more consistent application of fertilizers inter-annually, distributing rotting biomass throughout the farm and reducing the incidence of capsid attacks. By relaxing these limits, we estimate plausible increases in yields and, by extension, farm incomes. Our analysis reveals that resulting increases in cocoa yields requiring both ecological and intensive management interventions could be significant (113 ± 60%); however, benefits are disproportionately realized by the wealthiest households. We found that wealthier households benefited proportionally more from ecological intensification methods (e.g., leaving more rotting biomass in their farms) and the poorest households benefited proportionally more from capital-intensive intensification methods (e.g., pesticide and fertilizer applications). We treated poverty as multi-dimensional, and show that only certain dimensions of poverty (school attendance, assets, and food security) are significantly related to cocoa incomes, while several other dimensions (access to clean water, sanitation and electricity, and infant mortality) are not. We explore how increased household cocoa incomes could impact different dimensions of poverty. Our findings suggest, that if all households adopted the optimal level of each of these management options, and in so doing had similar poverty profiles to those households already managing optimally, we would see the community-averaged probability: a child of a household misses school decrease from 47 to 31%, a household would be able to acquire assets increase from 40 to 59% and a household would have access to an adequate amount of food increase from 62 to 79%.

Reducing vulnerability is essential for adaptation to climate change. Compared to approaches that examine vulnerability to a specific hazard, our analysis offers an alternative perspective that conceptualizes vulnerability to climate change as a phenomenon that is independent of any specific type of hazard but relevant to multiple hazards. Vulnerability is thus a product of structural inequality and systemic in nature. Based on two established index systems, we perform global analyses of specific phenomena—such as poverty, access to basic infrastructure services and forced migration—that influence and determine vulnerability. Our statistical and spatial analyses reveal an emerging pattern of climate vulnerability within regional clusters and shows that vulnerability is a transboundary issue, crossing political, sectorial and geographical borders and impacting shared resources. The spatial statistical hotspot analysis of vulnerability underscores that hotspots, for example of high vulnerability, state fragility, low biodiversity protection or forced migration, emerge in multi-country clusters. This aspect has often been overlooked, most attention to-date having been given to the positioning of individual countries within vulnerability rankings. In hotspots such as in the Sahel, East and Central Africa, as well as in Southern Asia and Central America, vulnerability is interwoven with high levels of state fragility, making adaptation solutions more complex. The recognition of the regional clusters and the transboundary nature of vulnerability calls for new research and action on how to strengthen transboundary approaches for vulnerability reduction, potentially enhancing prospects for successful adaptation.

Our current global food system – from food production to consumption, including manufacture, packaging, transport, retail and associated businesses – is responsible for extensive negative social and environmental impacts which threaten the long-term well-being of society. This has led to increasing calls from science–policy organizations for major reform and transformation of the global food system. However, our knowledge regarding food system transformations is fragmented and this is hindering the development of co-ordinated solutions. Here, we collate recent research across several academic disciplines and sectors in order to better understand the mechanisms that ‘lock-in’ food systems in unsustainable states.

Ecosystem-based adaptation (EbA) to climate change is an approach claimed to deliver social benefits relevant to marginalized groups. Based on a structured literature review, we interrogate such claims, asking whether such approaches may (or may not) contribute to social change and, more specifically, empowerment. We present a review of the predominant meaning and interlinkages of the EbA and empowerment concepts, which shows that EbA pays insufficient attention to issues of empowerment and agency. On this basis, we discuss how an empowerment lens could be (better) integrated into the conceptualization of EbA, suggesting key dimensions through which this could be supported. We show that the emphasis on empowerment theory and the merits that it brings to the EbA literature are helpful, leading to a number of important questions to adaptation projects on the ground. Incorporating an empowerment lens leads to an increased consideration of issues of power more broadly, especially the way marginalized groups' agency, access, and aspirations are conditioned by social structures that may prevent strategic adaptation choices. We conclude that EbA will facilitate empowerment better by explicitly considering how social benefits can emerge from the interplay between particular types of actions, marginalized people's adaptive strategies, and their relational context.

Smallholder farmers dependent on rain-fed agriculture are particularly vulnerable to extreme climate events and, therefore, it is necessary to identify adaptive measures that would increase farmer resilience to these shocks. The management options in a low-input system, like forest coffee ( Coffea arabica ), are limited and there are several factors out of farmers’ control driving their vulnerability to changing climatic conditions. These can relate to social structures and landscape factors, which can interact to reduce farmers’ adaptive capacity, creating a state of contextual vulnerability. We explored the potential synergies of this interaction across elevation, patch area and shade management gradients for smallholder coffee farms around the UNESCO Yayu Coffee Forest Biosphere Reserve in Ethiopia before, during and immediately following the 2015/16 El Niño. We documented a dramatic collapse in coffee yields across all farms, resulting in coffee incomes 29.5% ± 18.0% and 19.5% ± 10.0% of 2014 incomes in 2015 and 2016, respectively. We identified farms at elevations between 1500 and 1600 m with canopy openness between 40% and 45% as being consistently low yielding over our study period. We found these farmers had the highest rates of income diversification and, therefore, were already exhibiting adaptive capacity. Farmers with the largest income losses were spatially concentrated between 1600 and 1700 m, located in larger patch areas with lower canopy openness. Farmers at this elevation have access to poor infrastructure, restrictions on shade management and reported higher dependence on income from coffee, indicating an interaction of biotic and social factors exacerbating their vulnerability. Unfortunately, due to a nationally declared state of emergency, we were unable to survey farmers on the adaptive measures they undertook; therefore, we are limited in assessing their resilience. However, we do show the importance of considering both biotically and socially-mediated influences for assessing smallholder vulnerability, particularly barriers to diversifying incomes.

Mas é possível encontrar resultados que tanto reduzem emissões de carbono quanto aliviam a pobreza. Estudos empíricos no Brasil e na Bolívia ilustram como projetos-pilotos tiverem resultados limitados em termos de sustentabilidade local. Os seus processos decisórios verticais, sem participação adequada de grupos locais, constituíram-se em barreiras, mas os projetos ofereceram também oportunidades valiosas para aprendizagem, úteis para experiências futuras. O trabalho fornece orientações para integrar variáveis socioeconômicas em projetos ambientais globais.

Understanding complex social-ecological systems, and anticipating how they may respond to rapid change, requires an approach that incorporates environmental, social, economic, and policy factors, usually in a context of fragmented data availability. We employed fuzzy cognitive mapping (FCM) to integrate these factors in the assessment of future wildfire risk in the Chiquitania region, Bolivia. In this region, dealing with wildfires is becoming increasingly challenging because of reinforcing feedbacks between multiple drivers. We conducted semistructured interviews and constructed different FCMs in focus groups to understand the regional dynamics of wildfire from diverse perspectives. We used FCM modelling to evaluate possible adaptation scenarios in the context of future drier climatic conditions. Scenarios also considered possible failure to respond in time to the emergent risk. This approach proved of great potential to support decision making for risk management. It helped identify key forcing variables and generate insights into potential risks and trade-offs of different strategies. The "Hands-off" scenario resulted in amplified impacts driven by intensifying trends, affecting particularly the agricultural production under drought conditions. The "Fire management" scenario, which adopted a bottom-up approach to improve controlled burning, showed less trade-offs between wildfire risk reduction and production compared with the "Fire suppression" scenario. Findings highlighted the importance of considering strategies that involve all actors who use fire, and the need to nest these strategies for a more systemic approach to manage wildfire risk. The FCM model could be used as a decision-support tool and serve as a "boundary object" to facilitate collaboration and integration of different perceptions of fire in the region. This approach also has the potential to inform decisions in other dynamic frontier landscapes around the world that are facing increased risk of large wildfires.

There is an increasing demand in higher education institutions for training in complex environmental problems. Such training requires a careful mix of conventional methods and innovative solutions, a task not always easy to accomplish. In this paper we review literature on this theme, highlight relevant advances in the pedagogical literature, and report on some examples resulting from our recent efforts to teach complex environmental issues. The examples range from full credit courses in sustainable development and research methods to project-based and in-class activity units. A consensus from the literature is that lectures are not sufficient to fully engage students in these issues. A conclusion from the review of examples is that problem-based and project-based, e.g., through case studies, experiential learning opportunities, or real-world applications, learning offers much promise. This could greatly be facilitated by online hubs through which teachers, students, and other members of the practitioner and academic community share experiences in teaching and research, the way that we have done here.

Human population growth and resource use, mediated by changes in climate, land use, and water use, increasingly impact biodiversity and ecosystem services provision. However, impacts of these drivers on biodiversity and ecosystem services are rarely analyzed simultaneously and remain largely unknown. An emerging question is how science can improve the understanding of change in biodiversity and ecosystem service delivery and of potential feedback mechanisms of adaptive governance. We analyzed past and future change in drivers in south-central Sweden. We used the analysis to identify main research challenges and outline important research tasks. Since the 19th century, our study area has experienced substantial and interlinked changes; a 1.6°C temperature increase, rapid population growth, urbanization, and massive changes in land use and water use. Considerable future changes are also projected until the mid-21st century. However, little is known about the impacts on biodiversity and ecosystem services so far, and this in turn hampers future projections of such effects. Therefore, we urge scientists to explore interdisciplinary approaches designed to investigate change in multiple drivers, underlying mechanisms, and interactions over time, including assessment and analysis of matching-scale data from several disciplines. Such a perspective is needed for science to contribute to adaptive governance by constantly improving the understanding of linked change complexities and their impacts.

The scope of the reducing emissions from deforestation and forest degradation (REDD) mechanism has broadened REDD+ to accommodate different country interests such as natural forests, protected areas, as well as forests under community-based management. In Tanzania the REDD+ mechanism is still under development and pilot projects are at an early stage. In this paper, we seek to understand how local priorities and needs could be met in REDD+ implementation and how these expectations match with global mitigation benefits. We examine the local priorities and needs in the use of land and forest resources in the Angai Villages Land Forest Reserve (AVLFR) in the Liwale District of Lindi Region in Tanzania. Primary data was collected in two villages, Mihumo and Lilombe, using semistructured key informant interviews and participatory rural appraisal methods. In addition, the key informant interviews were conducted with other village, district, and national level actors, as well as international donors. Findings show that in the two communities REDD+ is seen as something new and is generating new expectations among communities. However, the Angai villagers highlight three key priorities that have yet to be integrated into the design of REDD+: water scarcity, rural development, and food security. At the local level improved forest governance and sustainable management of forest resources have been identified as one way to achieve livelihood diversification. Although the national goals of REDD+ include poverty reduction, these goals are not necessarily conducive to the goals of these communities. There exist both structural and cultural limits to the ability of the Angai villages to implement these goals and to improve forestry governance. Given the vulnerability to current and future climate variability and change it will be important to consider how the AVLFR will be managed and for whose benefit?

Resilience and vulnerability represent two related yet different approaches to understanding the response of systems and actors to change; to shocks and surprises, as well as slow creeping changes. Their respective origins in ecological and social theory largely explain the continuing differences in approach to social-ecological dimensions of change. However, there are many areas of strong convergence. This paper explores the emerging linkages and complementarities between the concepts of resilience and vulnerability to identify areas of synergy. We do this with regard to theory, methodology, and application. The paper seeks to go beyond just recognizing the complementarities between the two approaches to demonstrate how researchers are actively engaging with each field to coproduce new knowledge, and to suggest promising areas of complementarity that are likely to further research and action in the field.

Scenario analysis is a useful tool for exploring key uncertainties that may shape the future of social-ecological systems. This paper explores the methods, costs, and benefits of developing and linking scenarios of social-ecological systems across multiple spatial scales. Drawing largely on experiences in the Millennium Ecosystem Assessment, we suggest that the desired degree of cross-scale linkage depends on the primary aim of the scenario exercise. Loosely linked multiscale scenarios appear more appropriate when the primary aim is to engage in exploratory dialog with stakeholders. Tightly coupled cross-scale scenarios seem to work best when the main objective is to further our understanding of cross-scale interactions or to assess trade-offs between scales. The main disadvantages of tightly coupled cross-scale scenarios are that their development requires substantial time and financial resources, and that they often suffer loss of credibility at one or more scales. The reasons for developing multiscale scenarios and the expectations associated with doing so therefore need to be carefully evaluated when choosing the desired degree of cross-scale linkage in a particular scenario exercise.
