Abstract The conclusions of the European Food Safety Authority (EFSA) following the peer review of the initial risk assessments carried out by the competent authorities of the rapporteur Member State, Italy, and co‐rapporteur Member State, Poland, for the pesticide active substance penoxsulam are reported. The context of the peer review was that required by Commission Implementing Regulation (EU) No 844/2012, as amended by Commission Implementing Regulation (EU) No 2018/1659. The conclusions were reached on the basis of the evaluation of the representative uses of penoxsulam as a herbicide on rice and chicory. The reliable end points, appropriate for use in regulatory risk assessment, are presented. Missing information identified as being required by the regulatory framework is listed. Concerns are reported where identified.

Abstract The conclusions of the European Food Safety Authority (EFSA) following the peer review of the initial risk assessments carried out by the competent authority of the rapporteur Member State Austria for the pesticide active substance elemental iron and the considerations as regards the inclusion of the substance in Annex IV of Regulation (EC) No 396/2005 are reported. The context of the peer review was that required by Regulation (EC) No 1107/2009 of the European Parliament and of the Council. The conclusions were reached on the basis of the evaluation of the representative uses of elemental iron in field and greenhouses (permanent and non‐permanent structures) via granule application by spreading on all edible and non‐edible crops, ornamental plants and amenity grassland to control molluscs. The context of the peer review was that required by Regulation (EC) No 1107/2009 of the European Parliament and of the Council for an amendment in approval conditions. The current approval of 1‐methylcyclopropene includes the specific provision ‘Only uses as plant growth regulator for post‐harvest storage in sealable warehouse may be authorised’. The applicant AgroFresh Holding France SAS submitted, in accordance with Article 7 of Reg. (EC) 1107/2009, an application to remove this specific provision in order to allow member states to authorise the use of products containing 1‐methylcyclopropene on outdoor crops pre‐harvest. The conclusions were reached on the basis of the evaluation of the representative use(s) of 1‐methylcyclopropene as a plant growth regulator via spray application on pome fruit. Abstract Following a request from the European Commission, the European Food Safety Authority (EFSA) assessed the 2022 post‐market environmental monitoring (PMEM) report on the cultivation of Cry1Ab‐expressing maize event MON 810. Overall, the 2022 PMEM report provides no evidence of adverse effects of maize MON 810 cultivation. It shows a high level of compliance with refuge requirements by Spanish and Portuguese farmers growing maize MON 810, but uncertainty remains on compliance in areas where the clustered surface of maize MON 810 farms exceeds 5 ha. There are no signs of practical resistance to Cry1Ab in the field in corn borer populations collected in north‐eastern Spain in 2022, although a decrease in Cry1Ab susceptibility in Mediterranean corn borer populations from this area cannot be excluded. Information retrieved through farmer questionnaires in Spain and from the scientific literature reveals no unanticipated adverse effects on human and animal health or the environment arising from the cultivation of maize MON 810. Uncertainties remain on whether ‘very highly’ and ‘extremely’ sensitive non‐target lepidoptera are potentially exposed to harmful amounts of MON 810 pollen. EFSA notes that several recommendations made in the frame of the assessment of previous PMEM reports remain unaddressed and identified additional shortcomings in the 2022 PMEM report that require further consideration by the consent holder in future annual PMEM reports. Particularly, EFSA emphasises the urgent need to increase the sensitivity of the insect resistance monitoring strategy and implement mitigation measures to ensure that the exposure of non‐target lepidoptera to maize MON 810 pollen is reduced to levels of no concern.

Abstract The conclusions of the EFSA following the peer review of the initial risk assessments carried out by the competent authority of the rapporteur Member State, Malta, for the pesticide active substance clove oil are reported. The context of the peer review was that required by Regulation (EC) No 1107/2009 of the European Parliament and of the Council. The conclusions for the amendment of approval were reached on the basis of the evaluation of the representative use of clove oil as a preharvest nematicide on tomatoes and cucumbers (permanent greenhouse use). The representative use evaluated for the renewal of approval of clove oil was as post‐harvest fungicide and bactericide on apples, pears and peaches (indoor uses). The reliable endpoints appropriate for use in regulatory risk assessment are presented. Endpoints not relevant to the scope of the proposed amendment of approval conditions will be addressed in the context of the renewal of approval procedure of clove oil running in parallel (AIR IV, EFSA Q‐2016‐00809). The context of the peer review was that required by Commission Implementing Regulation (EU) No 844/2012. The conclusions were reached on the basis of the evaluation of the representative uses of dichlorprop‐P as a herbicide on cereals, grassland and grass seed crops and of the variant dichlorprop‐P‐2‐ethylhexyl as a plant growth regulator on citrus. MRLs were assessed in mandarin and lemon. The conclusions from 2018 were updated in 2024 following the request from the European Commission with regard to the endocrine‐disrupting properties. The reliable end points, appropriate for use in regulatory risk assessment and the proposed MRLs, are presented. BackgroundAdverse events in the primary care setting result in a direct cost equivalent to at least 2.5% of total healthcare spending. Across OECD countries, they lead to more than seven million avoidable hospital admissions annually. In this manuscript, we describe the protocol of a trial aimed at evaluating the effectiveness of SinergiAPS (a patient-centered audit and feedback intervention) in reducing avoidable hospital admission and explore the factors that may affect its implementation.MethodsWe will conduct a 24-month, parallel, open-label, multicenter, pragmatic, hybrid type 1 randomized clinical trial. 118 primary healthcare centers with wide geographical distribution in Spain will be randomly assigned (ratio 1:1) to two groups. The intervention group will receive two audits (baseline and intermediate at 12 months) based on information collected through the administration of the PREOS-PC questionnaire (a measure of patient-reported patient safety) to a convenience sample of 100 patients per center. The intervention group will receive reports on the results of both audits, along with educational resources aimed at facilitating the design and implementation of safety improvement plans. The control group will receive care as usual. The primary outcome will be the rate of avoidable hospitalizations (administrative data). Secondary outcomes: patient-reported patient safety experiences and outcomes (PREOS-PC questionnaire); patient safety culture as perceived by professionals (MOSPSC questionnaire); adverse events reported by healthcare professionals (ad hoc questionnaire); the number of safety improvement actions which the re has implemented (ad hoc questionnaire). Outcome data will be collected at baseline and 24 months follow-up. For the evaluation of the implementation of the SinergiAPS intervention, we will draw on the Consolidated Framework for Implementation Research (CFIR). We will collect and analyze qualitative and quantitative data (30 individual interviews, implementation logbooks; questionnaires for professionals from intervention centers, and level of use of the SinergiAPS web tool).DiscussionThis study will expand the scarce body of evidence existing regarding the effects and implementation of interventions aimed at promoting patient and family engagement in primary healthcare, specifically for enhancing patient safety. 17. Locating Insulation Defects in HV Substations Using HFCT Sensors and AI Diagnostic Tools

In general, a high voltage (HV) substation can be made up of multiple insulation subsystems: an air insulation subsystem (AIS), gas insulation subsystem (GIS), liquid insulation subsystem (power transformers), and solid insulation subsystem (power cables), all of them with their grounding structures interconnected and linked to the substation earth. Partial discharge (PD) pulses, which are generated in a HV apparatus belonging to a subsystem, travel through the grounding structures of the others. PD analyzers using high-frequency current transformer (HFCT) sensors, which are installed at the connections between the grounding structures, are sensitive to these traveling pulses. In a substation made up of an AIS, several non-critical PD sources can be detected, such as possible corona, air surface, or floating discharges. To perform the correct diagnosis, non-critical PD sources must be separated from critical PD sources related to insulation defects, such as a cavity in a solid dielectric material, mobile particles in SF6, or surface discharges in oil. Powerful diagnostic tools using PD clustering and phase-resolved PD (PRPD) pattern recognition have been developed to check the insulation condition of HV substations. However, a common issue is how to determine the subsystem in which a critical PD source is located when there are several PD sources, and a critical one is near the boundary between two HV subsystems, e.g., a cavity defect located between a cable end and a GIS. The traveling direction of the detected PD is valuable information to determine the subsystem in which the insulation defect is located. However, incorrect diagnostics are usually due to the constraints of PD measuring systems and inadequate PD diagnostic procedures. This paper presents a diagnostic procedure using an appropriate PD analyzer with multiple HFCT sensors to carry out efficient insulation condition diagnoses. This PD procedure has been developed on the basis of laboratory tests, transient signal modeling, and validation tests. The validation tests were carried out in a special test bench developed for the characterization of PD analyzers. To demonstrate the effectiveness of the procedure, a real case is also presented, where satisfactory results are shown.

During their lifespan, high-voltage (HV) electrical systems are subjected to operating conditions in which electrical, mechanical, thermal and environmental-related stresses occur. These conditions over time lead to unforeseen failures caused by various types of defects. For this reason, there are several technologies for measuring and monitoring the electrical systems, with the aim of minimizing the number of faults. The early detection of defects, preferably in their incipient state, will enable the necessary corrective actions to be taken in order to avoid unforeseen failures. These failures generally lead to human risks and material damage, lack of power supply and significant economic losses. An efficient maintenance technique for the early detection of defects consists of the supervision of the dielectrics status in the installations by means of on-line partial discharge (PD) measurement. Nowadays, there are numerous systems in the market for the measurement of PD in HV installations. The most efficient with a reasonable cost will be those that offer greater security guarantees and the best positioned in the market. Currently, technology developers and users of PD measuring systems face difficulties related to the lack of reference procedures for their complete characterization and to the technical and economic drawback of performing the characterization tests on site or in laboratory installations. To deal with the previous difficulties, in this paper a novel method for the complete and standardized characterization of PD measuring systems is presented. The applicability of this method is mainly adapted for the characterization of systems operating in on-line applications using high-frequency current transformer (HFCT) sensors. For the appropriate application of the method, an associated and necessary scale modular test platform is used. In the test platform, the real on-site measuring conditions of an HV insulated distribution line are simulated in a controlled way. Practical characterizations, showing the convenience and advantages of applying the method using the modular test platform, are also presented.

La jaiba Callinectes sapidus, habita en costas tropicales y templadas, en aguas de bahías, lagunas costeras, esteros y desembocaduras de ríos. Son omnívoros, bentónicos, oportunistas, activos y voraces. Se sugiere que los ojos de esta especie sean del tipo de superposición, debido a que son organismos de actividad nocturna, lo que les permite encontrar alimento y pareja en ese periodo. Sin embargo, sus ojos se someten a una columna de agua y a diferentes gradientes de salinidad, aunado a la exposición de las diferentes intensidades lumínicas de la luna. Este estudio consistió en describir la estructura interna del ojo de Callinectes sapidus para determinar si correspondía al ojo compuesto de aposición. La colecta de los organismos se realizó en la Laguna de La Mancha, Actopan Veracruz, Mex., colectando 60 organismos, que fueron fijados en Bouin. El tejido ocular se sometió a técnicas histológicas, teñidos con Hematoxilina & Eosina. Como resultado se encontró, que cada omatidia está constituida por cuatro estructuras: córnea, cristalino rhabdoma y membrana basal. La córnea es delgada y a su vez está dividida en dos capas. El cristalino, constituido por cuatro células organizadas en forma de cono. El rhabdoma se forma de siete células rabdomericas alineadas longitudinalmente. La porción profunda del rhabdoma está relacionada con la membrana basal. En este sitio de unión rhabdoma-membrana basal se distribuyen terminaciones de fibras nerviosas agrupadas para cada célula rabdomerica. Conclusión: la organización estructural de las omatidias de Callinectes sapidus, comprende a un ojo compuesto de superposición característico de organismos nocturnos.

21. Assessment of the 2021 post‐market environmental monitoring report on the cultivation of genetically modified maize MON 810 in the EU

Abstract Following a request from the European Commission, the European Food Safety Authority (EFSA) assessed the 2021 post‐market environmental monitoring (PMEM) report on the cultivation of Cry1Ab‐expressing maize event MON 810. Evidence provided in the PMEM report shows that farmers growing maize MON 810 in Spain complied partially with refuge requirements, while full compliance was achieved in Portugal. Cry1Ab susceptibility tests performed on European and Mediterranean corn borer populations collected from north‐eastern Spain in 2021 indicated no symptoms of resistance evolution to maize MON 810. However, unexpected damage to maize MON 810 plants was observed in a field trial in the province of Girona (north‐eastern Spain), which may point to the presence of resistance alleles in this region. Information retrieved through farmer questionnaires and the scientific literature reveals no unanticipated adverse effects on human and animal health or the environment arising from the cultivation of maize MON 810. Overall, EFSA concludes that the evidence reported in the 2021 PMEM report does not invalidate its previous conclusions on the safety of maize MON 810. The possible presence of Cry1Ab resistance alleles at frequencies leading to damage to maize MON 810 plants in Girona requires twofold actions: (1) increase monitoring efforts in this area; and (2) implement remedial measures to limit the suspected evolution and spread of resistance. As in previous years, EFSA identified shortcomings on resistance monitoring that need revision. In particular, full refuge compliance must be achieved in Spain. Moreover, the sensitivity of the monitoring plan must be increased, which can be achieved by replacing the current susceptibility assays by periodic F2 screens. EFSA also recommends the consent holder to revise the farmer questionnaires to account for the emergence of teosinte as a noxious agricultural weed in maize MON 810‐growing areas in Spain.

Abstract The conclusions of the EFSA following the peer review of the initial risk assessments carried out by the competent authorities of the rapporteur Member State, Hungary, and co‐rapporteur Member State, Ireland, for the pesticide active substance dimoxystrobin as well as the assessment of maximum residue levels (MRLs) and confirmatory data following the review of the existing MRLs of dimoxystrobin according to Article 12 of Regulation (EC) No 396/2005 are reported. The context of the peer review was that required by Commission Implementing Regulation (EU) No 844/2012. In June 2023, the European Commission sent a mandate confirming the need to adopt and publish a conclusion on the peer review of the pesticide risk assessment of the active substance dimoxystrobin excluding the full assessment of endocrine‐disrupting properties, containing all the results of the peer review process related to the renewal of approval as well as the assessment of the application for MRL for oilseed rapeseed, poppy seed, mustard seed and gold of pleasure seed, and the MRL application addressing the confirmatory data identified during the MRL review under Article 12 of Regulation (EC) No 396/2005. The conclusions were reached on the basis of the evaluation of the representative uses of dimoxystrobin as a fungicide on oilseed rape and sunflower. MRLs were assessed in rapeseeds, poppy seed, mustard seed and Gold of pleasure seed. The reliable end points, appropriate for use in regulatory risk assessment and the proposed MRLs, are presented. Today, online partial discharge (PD) measurements are common practice to assess the condition status of dielectrics in high-voltage (HV) electrical grids. However, when online PD measurements are carried out in electrical facilities, several disadvantages must be considered. Among the most important are high levels of changing electrical noise and interferences, signal phase couplings (cross-talk phenomena), and the simultaneous presence of various defects and difficulties in localizing and identifying them. In the last few decades, various PD-measuring systems have been developed to deal with these inconveniences and try to achieve the adequate supervision of electrical installations. In the state of the art, one of the main problems that electrical companies and technology developers face is the difficulty in characterizing the measuring system’s functionalities in laboratory setups or in real-world facilities, where simulated or real defects must be detected. This is mainly due to the complexity and costs that the laboratory setups entail and the fact that the facilities are permanently in service. Furthermore, in the latter scenario, owners cannot assign facilities to carry out the tests, which could cause irreversible damage. Additionally, with the aforementioned installations, a comparison of results over time in various locations is not possible, and noise conditions cannot be controlled to perform the characterizations in a correct way. To deal with the problems indicated, in this article, an affordable scale modular test platform that simulates an HV installation is presented, where real on-site PD measuring conditions are simulated and controlled. In this first development, the HV installation comprises a cable system connected at both ends to a gas-insulated substation (GIS). As the most common acquisition technique in online applications is based on the placement of high-frequency current transformer (HFCT) sensors in the grounding cables of facilities, the test platform is mainly adapted to carry out measurements with this type of sensor. The designed and developed test platform was validated to assess its features and the degree of convergence with a real installation, showing the convenience of its use for the appropriate and standardized characterization of PD-measuring systems.

The freshwater crab genus Tehuana Rodríguez & Smalley in Smalley, 1970 includes eight species distributed in southeastern Mexico. A recent review of organisms belonging to this genus uncovered new variations in the male gonopod morphology. A phylogenetic analysis based on molecular characters using three genes (H3, 16S, and COI) resulted in the identification of two new species which are described herein: Tehuana ayotzintepecensis sp. nov. from Oaxaca and Tehuana col sp. nov. from Veracruz. New diagnoses are provided for those species that had very brief descriptions lacking the treatment of important taxonomic characters and an identification key for all the species in the genus is also given. A discussion of the distribution of all the species in Tehuana in the Isthmus of Tehuantepec is presented.

The rhythm of biodiversity loss vastly surpasses the number of new species described per year, with several taxa going extinct without us even knowing about their existence. After more than 250 years of traditional taxonomy, it is clear that the rate of biodiversity description and discovery needs to be improved. Molecular data has greatly increased the speed of species discovery and accuracy of taxonomic delimitation. Phenotypic documentation, although relatively slower, is still crucial to identify species and communicate taxonomic discoveries to a broader audience. Here, we integrate these data sources to describe a relatively large number of new species of the spider genus Anyphaena and look into its internal phylogenetic relationships. Our findings support the existence of several species groups within Anyphaena (as currently defined), but failed to recover the monophyly of this genus, suggesting a more comprehensive revision of its species groups and closely related anyphaenid genera is necessary. The 21 new species described here are: Anyphaena adnani sp. nov., A. bifurcata sp. nov., A. dulceae sp. nov., A. epicardia sp. nov., A. fernandae sp. nov., A. franciscoi sp. nov., A. ibarrai sp. nov., A. jimenezi sp. nov., A. megamedia sp. nov., A. miniducta sp. nov., A. natachae sp. nov., A. noctua sp. nov., A. porta sp. nov., A. quadrata sp. nov., A. rebecae sp. nov., A. salgueiroi sp. nov., A. sofiae sp. nov., A. stigma sp. nov., A. tonoi sp. nov., A. triangularis sp. nov. and A. urieli sp. nov.

32. Parasitic bopyrid isopods of hermit crabs (Anomura, Paguridae) from the Atlantic coast of Mexico, with notes on their reproduction and distribution

Six species of bopyrids were detected from the examination of hermit crabs collected along the Atlantic coasts of Mexico and deposited in the Colección Nacional de Crustáceos housed at the Universidad Nacional Autónoma de México. Asymmetrione tuxtlaensis sp. nov., the third species of the genus from the west Atlantic, is described. The occurrence of Asymmetrione desultor, Pseudostegias atlantica and Stegias clibanarii are recorded for the first time from the Mexican Atlantic coasts and the distribution range of the last two species is extended. Both a new host and three new localities for Mexico are reported for Anathelges hyptius and Bopyrissa wolffi, respectively. Distribution and reproductive data are provided for all six species examined. A key to genera and species of bopyrid isopods that parasitize hermit crabs in the Mexican Atlantic is provided.

Resist-refuse dynamics or parent-child contact problems constitute a complex dysfunctional relational pattern, which is made visible through the child’s attitudes and behaviors of refusing to maintain an affective relationship with one of the parents, usually showing a strong alliance with the other. These problems and dynamics are most seen during family conflicts, especially if these conflicts are litigated, in which case they have important implications, both for clinical psychology and forensic psychology. The present work reviews the historical evolution of the explanatory models, providing for Spanish-speaking areas a useful term and definition for the analysis, understanding, intervention, and assessment of these kinds of family dynamics.

Abstract The Yucatán Peninsula, Mexico is a carbonate platform well-known for extensive karst networks of densely stratified aquifer ecosystems. This aquifer supports diverse anchialine fauna, including species of the globally distributed anchialine shrimp genus Typhlatya (Atyidae). Four species (T. campecheae, T. pearsei, T. dzilamensis and T. mitchelli) are endemic to the Peninsula, of which three are federally listed in Mexico. This first integrative evaluation (i.e., molecular, morphological, broad geographic and type locality sampling, and environmental data) of Yucatán Typhlatya reveals considerable species identity conflict in prior phylogenetic assessments, broad species ranges, syntopy within cave systems and five genetic lineages (of which two are new to science). Despite sampling from the type locality of endangered T. campecheae, specimens (and molecular data) were indistinguishable from vulnerable T. pearsei. Ancestral/divergence reconstructions support convergent evolution of a low-salinity ancestor for a post-Paleogene arc Yucatán + Cuba Typhlatya clade within the anchialine Atyidae clade. A secondary adaptation for the coastal-restricted euryhaline (2–37 psu), Typhlatya dzilamensis (unknown conservation status) was identified, while remaining species lineages were low-salinity (

Abstract Genetically modified maize GA21 × T25 was developed by crossing to combine two single events: GA21 and T25. The GMO Panel previously assessed the two single maize events and did not identify safety concerns. No new data on the single maize events were identified that could lead to modification of the original conclusions on their safety. The molecular characterisation, comparative analysis (agronomic, phenotypic and compositional characteristics) and the outcome of the toxicological, allergenicity and nutritional assessment indicate that the combination of the single maize events and of the newly expressed proteins in maize GA21 × T25 does not give rise to food and feed safety and nutritional concerns. The GMO Panel concludes that maize GA21 × T25, as described in this application, is as safe as its conventional counterpart and the non‐GM reference varieties tested, and no post‐market monitoring of food and feed is considered necessary. In the case of accidental release of viable maize GA21 × T25 grains into the environment, this would not raise environmental safety concerns. The post‐market environmental monitoring plan and reporting intervals are in line with the intended uses of maize GA21 × T25. Post‐market monitoring of food and feed is not considered necessary. The GMO Panel concludes that maize GA21 × T25 is as safe as its conventional counterpart and the non‐GM reference varieties tested, with respect to potential effects on human and animal health and the environment.

Esta entrevista a Julia Varela y Fernando Álvarez Uría descubre la vocación y la autoexigencia que para ellos supone la experiencia de pensar dentro de las ciencias sociales: cuestionar la naturalización del espacio social, no renunciar a las raíces y al mismo tiempo mejorar la realidad de la gente. A través de su formación profesional en la sociología crítica francesa, heredera de la tradición durkheimiana, nos describen un clima intelectual, el del París de los años setenta del siglo pasado, que nos resulta a la vez cercano y extraño: los cambios profundos en las formas de enseñanza y aprendizaje, la poderosa socialización universitaria en la vida paraacadémica de la ciudad o la trayectoria curricular en cierto modo autogestionada. Es así como conocen las obras del momento posestructuralista y comienzan a desarrollar sus primeras investigaciones; otorgando una especial incidencia a la crítica institucional que denuncia la vinculación entre el ámbito psiquiátrico y el control social, así como a los elementos fundamentales de la constitución de la subjetividad como la educación. Como es obvio la temática de sus estudios se ha ido ampliando con el tiempo hasta abarcar áreas como la sociología histórica, la antropología, la sociología del conocimiento, el análisis literario y otras. Causa y consecuencia a la vez de este proceso ha resultado su compromiso con la difusión de la obra de Foucault y sus discípulos, en especial a través de la editorial La Piqueta, pero también de una vida dedicada a la docencia, la investigación y la creación y divulgación intelectuales, caracterizada por el rigor y con un fuerte sentido crítico.

On-site partial discharge (PD) measurements have turned out to be a very efficient technique for determining the insulation condition in high-voltage electrical grids (AIS, cable systems, GIS, HVDC converters, etc.); however, there is not any standardised procedure for determining the performances of PD measuring systems. In on-line and on-site PD measurements, high-frequency current transformers (HFCTs) are commonly used as sensors as they allow for monitoring over long distances in high-voltage installations. To ensure the required performances, a metrological qualification of the PD analysers by applying an evaluation procedure is necessary. A novel evaluation procedure was established to specify the quantities to be measured (electrical charge and PD repetition rate) and to describe the evaluation tests considering the measured influence parameters: noise, charge amplitude, pulse width and time interval between consecutive pulses. This procedure was applied to different types of PD analysers used for off-line measurements, sporadic on-line measurements and continuous PD monitoring. The procedure was validated in a round-robin test involving two metrological institutes (RISE from Sweden and FFII from Spain) and three universities (TUDelft from the Netherlands, TAU from Finland and UPM from Spain). With this round-robin test, the effectiveness of the proposed qualification procedure for discriminating between efficient and inappropriate PD analysers was demonstrated. Furthermore, it was shown that the PD charge quantity can be properly determined for on-line measurements and continuous monitoring by integrating the pulse signals acquired with HFCT sensors. In this case, these sensors must have a flat frequency spectrum in the range between several tens of kHz and at least two tens of MHz, where the frequency pulse content is more significant. The proposed qualification procedure can be useful for improving the future versions of the technical specification TS IEC 62478 and the standard IEC 60270.

The insulation condition of HVDC grids consisting of cable systems, GIS, and converters should be monitored by partial discharge (PD) analysers using artificial intelligence (AI) tools for efficient insulation diagnosis. Although there are many experiences of PD monitoring solutions developed for the supervision of the insulation condition of HVAC grids using PD analysers, there are no standardised requirements for their qualification available yet. The international technical specification TS IEC 62478 provides general rules for PD measurements using electromagnetic methods but does not define performance requirements for qualification tests. HVDC and HVAC PD analysers must be tested by unambiguous test procedures. This paper compiles experiences of using PD analysers with HFCT sensors in HVAC grids (cable systems, GIS, and AIS) to define a qualification procedure for HVAC systems. This procedure is applicable to HVDC grids (cable systems, GIS, AIS, and converters) because the particularities related to the insulation behaviour under HVDC voltage are also considered. Representative PD sources are discussed in HVAC and HVDC positive and negative polarity. The PD pulse trend of representative insulation defects in HVDC cable systems is quite different from that of HVAC grids. Special attention should be paid to the acquisition of PD signals in HVDC grids since few pulses appear in solid insulations, mainly during voltage changes (polarity reversals or surges), but rarely in continuous operation with constant direct voltage. A synthetic PD simulator has been developed to reproduce trains of PD pulses or noise signals, similar to those that can appear in the power network. A set of three functionality tests has been developed for qualification of the diagnostic capabilities of PD analysers working up to 30 MHz addressed to HVDC or HVAC grids: (1) PD recognition test, (2) PD clustering test, and (3) PD location test. This qualification procedure has been validated by means of a round-robin test performed by five research institutes (RISE, FFII, TUDelft, TAU, and UPM) using commercial and in-development AI PD recognition and clustering tools to demonstrate its robustness and applicability. Applying this qualification procedure, two PD methods for electrical detection and prevention of insulation defects have been approved, one for HVAC and the other for HVDC grids.

Abstract Following a request from the European Commission; the European Food Safety Authority (EFSA) assessed the 2020 post‐market environmental monitoring (PMEM) report on the cultivation of Cry1Ab‐expressing maize event MON 810. Like previous years, there was full compliance with refuge requirement in Portugal and partial compliance with refuge requirements by Spanish farmers growing MON 810 varieties. European and Mediterranean corn borer populations collected from north‐eastern Spain during the 2020 maize growing season and tested for Cry1Ab susceptibility show no symptoms of resistance to maize MON 810. The assessment of farmer questionnaires and relevant scientific publications does not indicate any unanticipated adverse effects on human and animal health or the environment arising from the cultivation of maize MON 810. Overall, EFSA concludes that the evidence reported in the 2020 PMEM report does not invalidate previous EFSA evaluations on the safety of maize MON 810. However, as in previous years, EFSA identifies shortcomings on resistance monitoring that need revision in future reports. In particular, the monitoring plan, as implemented in 2020, is not sufficiently sensitive to detect the recommended 3% resistance allele frequency. Consequently, EFSA strongly recommends the consent holder to achieve full compliance with refuge obligations in areas where adoption of maize MON 810 is high and increase the sensitivity of the monitoring plan by performing periodic F2‐screens on corn borer populations from north‐eastern Spain. EFSA recommends revising the farmer questionnaires when new characteristics of the receiving environment emerge which are relevant for the environmental risk assessment of MON 810 such as the emergence of teosinte. EFSA encourages the Competent authorities of concerned EU Member States, the consent holder and environmental networks to engage in a dialogue to develop a framework on how to best identify and report unexpected adverse effects from the cultivation of Bt maize varieties.

La independencia judicial como valor y principio del sistema jurídico se reviste de derecho subjetivo para que cualquier ciudadano pueda salir en su defensa. Las afrentas a la independencia de los jueces y magistrados, externas o internas, pueden ser alegadas ante los tribunales sin necesidad de demostrar un daño específico o concreto, es decir, incluso en situaciones en que la actuación de la justicia no haya dado muestras de parcialidad. Este derecho individual a un juez independiente tiene como objeto la protección de la confianza que los ciudadanos han de tener en la justicia, es decir, la salvaguarda del poder del Estado que se ocupa de garantizar la indemnidad del ordenamiento jurídico en el momento de su aplicación frente a presiones ilegítimas. En estas páginas analizaremos, a partir de una sentencia piloto del TEDH, como la independencia judicial es un derecho subjetivo pensado para la defensa del Estado de Derecho. We document the taxonomic diversity of medium-sized and large mammals present in Rancho Experimental Teseachi, a teaching and research facility of the Universidad Autónoma de Chihuahua located in the northwestern part of Chihuahua, Mexico. Monthly samplings were made with lineal transects of 5 km in two habitats, open grassland and pine-oak forest, where camera-traps and scent-stations were placed, and tracks were searched. Sixteen species of medium-sized and large mammals were recorded in the area, representing 12.03% of the state’s diversity. The greatest diversity was found in the pine-oak forest. Implementing three different sampling techniques at the same time allows the documentation of mammal diversity more efficiently than using only one or two sampling techniques.

Abstract Objective To analyze which factors predict mediastinal N2/N3 lymph node staging and diagnostic accuracy of PET and CT to determine it. Patients and Methods We analyzed data collected prospectively in a database that included patients with non‐small cell lung cancer (NSCLC) who underwent EBUS‐TBNA. Prior to EBUS‐TBNA, CT and PET were used to define the radiographic N stage and lymph nodes with short axis ≥ 1 cm by CT or with ratio between maximum standardized uptake value (maxSUV), by PET, of lymph node and primary tumor greater than 0.56, were considered pathological. Definitive lymph node staging was established through EBUS‐TBNA, mediastinoscopy or surgical lymph node dissection. Results One hundred and thirty four patients were included, in 88 of whom (65.6%), definitive lymph node staging was N2 or N3. Primary tumor of central location, lymph node size, maxSUV of lymph node and radiographic N stage by CT or PET were associated with N2/N3 in univariate analysis, but in logistic regression model it was only independently related with N stage by CT or PET. Negative predictive value and positive predictive value of CT were 0.81 and 0.74, respectively, and for PET 0.78 and 0.68. Conclusion In NSCLC, in locoregional disease radiographic staging by CT or PET predict the existence of N2/N3 mediastinal disease, but negative and positive predictive values of both imaging techniques are not adequate, so EBUS‐TBNA samples should be taken in all lymph nodes with a diameter greater than 5 mm, regardless of PET findings.

Resources are needed to ensure tuberculosis care continuity during the pandemic.

The Baja California Pacific Islands (BCPI) is a seabird hotspot in the southern California Current System supporting 129 seabird breeding populations of 23 species and over one million birds annually. These islands had a history of environmental degradation because of invasive alien species, human disturbance, and contaminants that caused the extirpation of 27 seabird populations. Most of the invasive mammals have been eradicated and colonies have been restored with social attraction techniques. We have recorded the number of breeding pairs annually for most of the colonies since 2008. To assess population trends, we analyzed these data and show results for 19 seabird species on ten island groups. The maximum number of breeding pairs for each nesting season was used to estimate the population growth rate (λ) for each species at every island colony. We performed a moving block bootstrap analysis to assess whether seabird breeding populations are increasing or decreasing. San Benito, Natividad, and San Jerónimo are the top three islands in terms of abundance of breeding pairs. The most widespread species is Cassin's Auklet (Ptychoramphus aleuticus) with 14 colonies. Thirty-one populations of 14 species are significantly increasing while eleven populations of seven species are decreasing. We did not find statistical significance for 19 populations, however, 15 have λ>1 which suggest they are growing. Twelve of the 18 species for which we estimated a regional population trend are significantly increasing, including seven surface-nesting species: Brandt's Cormorant (Phalacrocorax penicillatus), Brown Pelican (Pelecanus occidentalis), Caspian Tern (Hydroprogne caspia), Double-crested Cormorant (P. auritus), Elegant Tern (Thalasseus elegans), Laysan Albatross (Phoebastria immutabilis) and Western Gull (Larus occidentalis), and five burrow-nesting species: Ainley's (Hydrobates cheimomnestes), Ashy (H. homochroa) and Townsend's (H. socorroensis) Storm-Petrels, and Craveri's (Synthliboramphus craveri) and Guadalupe (S. hypoleucus) Murrelets. The BCPI support between 400,000 and 1.4 million breeding individuals annually. Our results suggest that these islands support healthy and growing populations of seabirds that have shown to be resilient to extreme environmental conditions such as the "Blob", and that such resilience has been strengthen from conservation and restoration actions such as the eradication of invasive mammals, social attraction techniques and island biosecurity.

La monitorización y medida de las descargas parciales en las redes eléctricas e instalaciones de alta tensión para evaluar el estado del aislamiento de los activos es un tema de gran actualidad, sin embargo, no existen criterios ni procedimientos para evaluar las características técnicas de estos sistemas de medida y diagnóstico. Los sistemas de cable se monitorizan con sensores de tipo HFCT por tener alcances de medida de varios kilómetros cada sensor. En las instalaciones GIS, los sensores invasivos de tipo UHF son ampliamente utilizados, al presentar alta sensibilidad para detectar pequeñas DP pese a su corto su alcance de pocos metros y para los transformadores de potencia se utilizan las capacidades de las bornas capacitivas, como condensador de acoplamiento acoplado a una impedancia de medida. Aunque aparentemente no existe una solución universal para resolver el mismo problema “detección del defecto del aislamiento eléctrico”, en realidad no son bien conocidas las capacidades que tienen las diferentes técnicas de medida convencionales, en HF, VHF y las de UHF. En este artículo se presenta un procedimiento de ensayo desarrollado con motivo del proyecto europeo “FuturEnergy” dentro del programa EURAMET que utiliza un banco de ensayo monofásico de alta tensión (20 kV) compuesto por una GIS y un sistema de cable que permite realizar pruebas de caracterización de sistemas de medida que utilicen sensores de tipo convencional, HFCT, VHF y de UHF. Las descargas parciales son generadas por un conjunto de probetas de referencia diseñadas al efecto o por un generador de trenes de pulsos de DP de referencia utilizado como calibrador.

Finalmente, una propuesta de la inviolabilidad parlamentaria como defensa de las minorías parlamentarias y de su libertad de expresión. Todo ello haciendo un recorrido por la jurisprudencia del Tribunal Europeo de Derechos Humanos, en un intento de sistematizar su amplia jurisprudencia al respecto.

El presente estudio aborda el problema de la dificultad contramayoritaria que se les suele imputar a los tribunales que ejercen control de constitucionalidad. Para superar dicha dificultad, se asume la perspectiva de la legitimidad de reflexividad conceptualizada por Pierre Rosanvallon. Con apoyo en las teorizaciones de este autor y enriqueciendo el análisis y la argumentación con diferentes conceptos provenientes del derecho constitucional y de la teoría de la democracia, se propone una hipótesis innovadora: el rol democrático de los tribunales constitucionales y de la reflexividad jurídica en general no remite a fundamentos liberales, sino propiamente democráticos dada la imposibilidad de identificación entre la voluntad del pueblo soberano y la voluntad de los representantes. De este modo, el trabajo pretende dar cuenta, de manera clara y fundada, cómo los tribunales constitucionales pueden cristalizar, en la perspectiva de una democracia compleja, nuevas formas de representación. Si bien la pluralidad necesita ser condensada, simplificada, por los procesos electorales para erigir mayorías gobernantes, como contraparte es imprescindible que existan instancias reflexivas que recompongan la diversidad a través del debate público, poniendo freno a las decisiones mayoritarias, especialmente cuando estas invaden la esfera de los derechos humanos fundamentales. Adicionalmente, puede resultar de especial interés el tratamiento de la cuestión de la temporalidad plural de la democracia, aspecto al que no se le suele prestar atención desde la teoría política y jurídica.

Se presenta de manera global un programa de computador que permite almacenar electrónicamente y de manera codificada los datos más importantes referentes al ingreso y subsiguiente atención de pacientes por parte de un servicio de cirugía general. Para capturar la información, se utiliza un formato parcialmente precodificado para algunos datos, con espacio para registrar la información de carácter propiamente médico-quirúrgico que luego se codifica mediante el uso del SNOMED (Systematized NOmenclature of MEDicine) y con la posibilidad de agregar dos notas individuales de texto libre bajo la forma de observaciones. Este formato es una síntesis de la nota quirúrgica con algunos datos generales propios de la epicrisis. El paquete busca incorporar las enormes posibilidades que brinda el uso del computador a la auditoría quirúrgica, una actividad de indudable beneficio para el mejoramiento permanente de la atención que se presta a los pacientes, la cual, sin embargo, no se realiza de manera adecuada en nuestro medio. Como un beneficio adicional, el programa genera una nota de egreso para anexar a la historia clínica, archivar en el servicio y, a la vez, enviar al médico o institución remitente.

Trabajo de investigación anatómica, basado en 14 disecciones en cadáveres, realizado por el autor en el Hospital San Juan de Dios de la Universidad de Chile, Santiago, en 1983, con el propósito de mostrar la irrigación biliar principal extrahepática. Se pone en evidencia la existencia de las arterias denominadas "de las 3", "de las 9" y la arteria "retroporta ", descritas ya por otros autores, y se describe la arteria "coledociana anterior", presente en el 500,6 de las disecciones de este estudio, pero no conocida con anterioridad. Finalmente, se plantean algunas hipótesis sobre la probable participación que pudiera tener la lesión iatrogénica de la irrigación de la vía biliar con la cirugía de esta región, en la palogénesis de algunas de las estenosis benignas de la vía biliar extrahepática.
