Abstract: Detecting non-classical light is a central requirement for photonics-based quantum technologies. Unrivaled high efficiencies and low dark counts have positioned superconducting nanowire single photon detectors (SNSPDs) as the leading detector technology for fiber and integrated photonic applications. However, a central challenge lies in their integration within photonic integrated circuits regardless of material platform or surface topography. Here, we introduce a method based on transfer printing that overcomes these constraints and allows for the integration of SNSPDs onto arbitrary photonic substrates. We prove this by integrating SNSPDs and showing through-waveguide single-photon detection in commercially manufactured silicon and lithium niobate on insulator integrated photonic circuits. Our method eliminates bottlenecks to the integration of high-quality single-photon detectors, turning them into a versatile and accessible building block for scalable quantum information processing., Comment: 11 pages, 12 figures

2. Quasiperiodic pairing in graphene quasicrystals

Abstract: We investigate the superconducting phase diagram of twisted bilayer graphene quasicrystals (TBGQC) obtained by stacking two monolayer graphene sheets with a $30^\circ$ relative twisting. The electronic energy spectrum of TBGQC contains periodic energy ranges (PER) and quasiperiodic energy ranges (QER), where the underlying local density of states (LDOS) exhibits periodic and quasiperiodic distribution, respectively. We found that superconductivity in the PER is a simple superposition of two monolayer superconductors. This is because, particularly near the charge neutrality point of TBGQC, the two layers are weekly coupled, leading to pairing instabilities with uniform distribution in real space. On the other hand, within QER, the inhomogeneous distribution of the LDOS enhances the superconducting instability with a non-uniform distribution of pairing amplitudes, leading to quasiperiodic superconductivity. Our study can qualitatively explain the superconductivity in recently discovered moir\'e quasicrystals, which show superconductivity in its QER., Comment: 4+19 pages, 3+9 figures

Abstract: Active Galactic Nuclei (AGN) are prime candidate sources of the high-energy, astrophysical neutrinos detected by IceCube. This is demonstrated by the real-time multi-messenger detection of the blazar TXS 0506+056 and the recent evidence of neutrino emission from NGC 1068 from a separate time-averaged study. However, the production mechanism of the astrophysical neutrinos in AGN is not well established which can be resolved via correlation studies with photon observations. For neutrinos produced due to photohadronic interactions in AGN, in addition to a correlation of neutrinos with high-energy photons, there would also be a correlation of neutrinos with photons emitted at radio wavelengths. In this work, we perform an in-depth stacking study of the correlation between 15 GHz radio observations of AGN reported in the MOJAVE XV catalog, and ten years of neutrino data from IceCube. We also use a time-dependent approach which improves the statistical power of the stacking analysis. No significant correlation was found for both analyses and upper limits are reported. When compared to the IceCube diffuse flux, at 100 TeV and for a spectral index of 2.5, the upper limits derived are $\sim3\%$ and $\sim9\%$ for the time-averaged and time-dependent case, respectively., Comment: 14 Pages 7 Figures

Abstract: We present a search for an eV-scale sterile neutrino using 7.5 years of data from the IceCube DeepCore detector. The analysis uses a sample of 21,914 events with energies between 5 and 150 GeV to search for sterile neutrinos through atmospheric muon neutrino disappearance. Improvements in event selection and treatment of systematic uncertainties provide greater statistical power compared to previous DeepCore sterile neutrino searches. Our results are compatible with the absence of mixing between active and sterile neutrino states, and we place constraints on the mixing matrix elements $|U_{\mu 4}|^2 < 0.0534$ and $|U_{\tau 4}|^2 < 0.0574$ at 90% CL under the assumption that $\Delta m^2_{41}\geq 1\;\mathrm{eV^2}$. These null results add to the growing tension between anomalous appearance results and constraints from disappearance searches in the 3+1 sterile neutrino landscape., Comment: 11 pages, 5 figures. Abstract: The recent IceCube detection of TeV neutrino emission from the nearby active galaxy NGC 1068 suggests that active galactic nuclei (AGN) could make a sizable contribution to the diffuse flux of astrophysical neutrinos. The absence of TeV $\gamma$-rays from NGC 1068 indicates neutrino production in the vicinity of the supermassive black hole, where the high radiation density leads to $\gamma$-ray attenuation. Therefore, any potential neutrino emission from similar sources is not expected to correlate with high-energy $\gamma$-rays. Disk-corona models predict neutrino emission from Seyfert galaxies to correlate with keV X-rays, as they are tracers of coronal activity. Using through-going track events from the Northern Sky recorded by IceCube between 2011 and 2021, we report results from a search for individual and aggregated neutrino signals from 27 additional Seyfert galaxies that are contained in the BAT AGN Spectroscopic Survey (BASS). Besides the generic single power-law, we evaluate the spectra predicted by the disk-corona model. Assuming all sources to be intrinsically similar to NGC 1068, our findings constrain the collective neutrino emission from X-ray bright Seyfert galaxies in the Northern Hemisphere, but, at the same time, show excesses of neutrinos that could be associated with the objects NGC 4151 and CGCG 420-015. Abstract: Active Galactic Nuclei (AGN) are promising candidate sources of high-energy astrophysical neutrinos since they provide environments rich in matter and photon targets where cosmic ray interactions may lead to the production of gamma rays and neutrinos. We searched for high-energy neutrino emission from AGN using the $\textit{Swift}$-BAT Spectroscopic Survey (BASS) catalog of hard X-ray sources and 12 years of IceCube muon track data. First, upon performing a stacked search, no significant emission was found. Second, we searched for neutrinos from a list of 43 candidate sources and found an excess from the direction of two sources, Seyfert galaxies NGC 1068 and NGC 4151. We observed NGC 1068 at flux $\phi_{\nu_{\mu}+\bar{\nu}_{\mu}}$ = $4.02_{-1.52}^{+1.58} \times 10^{-11}$ TeV$^{-1}$ cm$^{-2}$ s$^{-1}$ normalized at 1 TeV, with power-law spectral index, $\gamma$ = 3.10$^{+0.26}_{-0.22}$, consistent with previous IceCube results. The observation of a neutrino excess from the direction of NGC 4151 is at a post-trial significance of 2.9$\sigma$. If interpreted as an astrophysical signal, the excess observed from NGC 4151 corresponds to a flux $\phi_{\nu_{\mu}+\bar{\nu}_{\mu}}$ = $1.51_{-0.81}^{+0.99} \times 10^{-11}$ TeV$^{-1}$ cm$^{-2}$ s$^{-1}$ normalized at 1 TeV and $\gamma$ = 2.83$^{+0.35}_{-0.28}$.

Abstract: We present the first three-parameter fit to a 3+1 sterile neutrino model using 7.634 years of data from the IceCube Neutrino Observatory on $\nu_\mu+\overline{\nu}_\mu$ charged-current interactions in the energy range 500--9976 GeV. Our analysis is sensitive to the mass-squared splitting between the heaviest and lightest mass state ($\Delta m_{41}^2$), the mixing matrix element connecting muon flavor to the fourth mass state ($|U_{\mu4}|^2$), and the element connecting tau flavor to the fourth mass state ($|U_{\tau4}|^2$). Predicted propagation effects in matter enhance the signature through a resonance as atmospheric neutrinos from the Northern Hemisphere traverse the Earth to the IceCube detector at the South Pole. The remaining sterile neutrino matrix elements are left fixed, with $|U_{e4}|^2= 0$ and $\delta_{14}=0$, as they have a negligible effect, and $\delta_{24}=\pi$ is set to give the most conservative limits. The result is consistent with the no-sterile neutrino hypothesis with a probability of 4.3%. Profiling the likelihood of each parameter yields the 90\% confidence levels: $ 2.4\,\mathrm{eV}^{2} < \Delta m_{41}^2 <9.6\,\mathrm{eV}^{2} $ , $0.0081 < |U_{\mu4}|^2 < 0.10$ , and $|U_{\tau4}|^2< 0.035$, which narrows the allowed parameter-space for $|U_{\tau4}|^2$. Abstract: We provide supporting details for the search for a 3+1 sterile neutrino using data collected over eleven years at the IceCube Neutrino Observatory. The analysis uses atmospheric muon-flavored neutrinos from 0.5 to 100\, TeV that traverse the Earth to reach the IceCube detector, and finds a best-fit point at $\sin^2(2\theta_{24}) = 0.16$ and $\Delta m^{2}_{41} = 3.5$ eV$^2$ with a goodness-of-fit p-value of 12\% and consistency with the null hypothesis of no oscillations to sterile neutrinos with a p-value of 3.1\%. Several improvements were made over past analyses, which are reviewed in this article, including upgrades to the reconstruction and the study of sources of systematic uncertainty. We provide details of the fit quality and discuss stability tests that split the data for separate samples, comparing results. Abstract: This Letter presents the result of a 3+1 sterile neutrino search using 10.7 years of IceCube data. We analyze atmospheric muon neutrinos that traverse the Earth with energies ranging from 0.5 to 100 TeV, incorporating significant improvements in modeling neutrino flux and detector response compared to earlier studies. Notably, for the first time, we categorize data into starting and through-going events, distinguishing neutrino interactions with vertices inside or outside the instrumented volume, to improve energy resolution. The best-fit point for a 3+1 model is found to be at $\sin^2(2\theta_{24}) = 0.16$ and $\Delta m^{2}_{41} = 3.5$ eV$^2$, which agrees with previous iterations of this study. The result is consistent with the null hypothesis of no sterile neutrinos with a p-value of 3.1\%., Comment: 9 pages, 3 figures. Abstract: Galactic PeVatrons are sources that can accelerate cosmic rays to PeV energies. The high-energy cosmic rays are expected to interact with the surrounding ambient material or radiation, resulting in the production of gamma rays and neutrinos. To optimize for the detection of such associated production of gamma rays and neutrinos for a given source morphology and spectrum, a multi-messenger analysis that combines gamma rays and neutrinos is required. In this study, we use the Multi-Mission Maximum Likelihood framework (3ML) with IceCube Maximum Likelihood Analysis software (i3mla) and HAWC Accelerated Likelihood (HAL) to search for a correlation between 22 known gamma-ray sources from the third HAWC gamma-ray catalog and 14 years of IceCube track-like data. No significant neutrino emission from the direction of the HAWC sources was found. We report the best-fit gamma-ray model and 90% CL neutrino flux limit from the 22 sources. From the neutrino flux limit, we conclude that the gamma-ray emission from five of the sources can not be produced purely from hadronic interactions. We report the limit for the fraction of gamma rays produced by hadronic interactions for these five sources.

Abstract: More than 10,000 photomultiplier tubes (PMTs) with a diameter of 80 mm will be installed in multi-PMT Digital Optical Modules (mDOMs) of the IceCube Upgrade. These have been tested and pre-calibrated at two sites. A throughput of more than 1000 PMTs per week with both sites was achieved with a modular design of the testing facilities and highly automated testing procedures. The testing facilities can easily be adapted to other PMTs, such that they can, e.g., be re-used for testing the PMTs for IceCube-Gen2. Single photoelectron response, high voltage dependence, time resolution, prepulse, late pulse, afterpulse probabilities, and dark rates were measured for each PMT. 12. Fully Zeroth-Order Bilevel Programming via Gaussian Smoothing

Abstract: In this paper, we study and analyze zeroth-order stochastic approximation algorithms for solving bilvel problems, when neither the upper/lower objective values, nor their unbiased gradient estimates are available. In particular, exploiting Stein's identity, we first use Gaussian smoothing to estimate first- and second-order partial derivatives of functions with two independent block of variables. We then used these estimates in the framework of a stochastic approximation algorithm for solving bilevel optimization problems and establish its non-asymptotic convergence analysis. To the best of our knowledge, this is the first time that sample complexity bounds are established for a fully stochastic zeroth-order bilevel optimization algorithm.

13. Quantum Valley Hall effect without Berry curvature

Abstract: The quantum valley Hall effect (QVHE) is characterized by the valley Chern number (VCN) in a way that one-dimensional (1D) chiral metallic states are guaranteed to appear at the domain walls (DW) between two domains with opposite VCN for a given valley. Although in the case of QVHE, the total BC of the system is zero, the BC distributed locally around each valley makes the VCN well-defined as long as inter-valley scattering is negligible. Here, we propose a new type of valley-dependent topological phenomenon that occurs when the BC is strictly zero at each momentum. Such zero Berry curvature (ZBC) QVHE is characterized by the valley Euler number (VEN) which is computed by integrating the Euler curvature around a given valley in two-dimensional (2D) systems with space-time inversion symmetry. 1D helical metallic states can be topologically protected at the DW between two domains with the opposite VENs when the DW configuration preserves either the mirror symmetry with respect to the DW or the combination of the DW space-time inversion , and chiral symmetries. We establish the fundamental origin of ZBC-QVHE. Also, by combining tight-binding model study and first-principles calculations, we propose stacked hexagonal bilayer lattices including h-BX (X=As, P) and large-angle twisted bilayer graphenes as candidate systems with robust helical DW states protected by VEN., Comment: 3+3 figure

Abstract: We report on a measurement of astrophysical tau neutrinos with 9.7 years of IceCube data. Using convolutional neural networks trained on images derived from simulated events, seven candidate $\nu_\tau$ events were found with visible energies ranging from roughly 20 TeV to 1 PeV and a median expected parent $\nu_\tau$ energy of about 200 TeV. Considering backgrounds from astrophysical and atmospheric neutrinos, and muons from $\pi^\pm/K^\pm$ decays in atmospheric air showers, we obtain a total estimated background of about 0.5 events, dominated by non-$\nu_\tau$ astrophysical neutrinos. Thus, we rule out the absence of astrophysical $\nu_\tau$ at the $5\sigma$ level. The measured astrophysical $\nu_\tau$ flux is consistent with expectations based on previously published IceCube astrophysical neutrino flux measurements and neutrino oscillations., Comment: Accepted for publication in Physical Review Letters. Abstract: The IceCube Neutrino Observatory relies on an array of photomultiplier tubes to detect Cherenkov light produced by charged particles in the South Pole ice. IceCube data analyses depend on an in-depth characterization of the glacial ice, and on novel approaches in event reconstruction that utilize fast approximations of photoelectron yields. Here, a more accurate model is derived for event reconstruction that better captures our current knowledge of ice optical properties. When evaluated on a Monte Carlo simulation set, the median angular resolution for in-ice particle showers improves by over a factor of three compared to a reconstruction based on a simplified model of the ice. The most substantial improvement is obtained when including effects of birefringence due to the polycrystalline structure of the ice. Abstract: A measurement of the diffuse astrophysical neutrino spectrum is presented using IceCube data collected from 2011-2022 (10.3 years). We developed novel detection techniques to search for events with a contained vertex and exiting track induced by muon neutrinos undergoing a charged-current interaction. Searching for these starting track events allows us to not only more effectively reject atmospheric muons but also atmospheric neutrino backgrounds in the southern sky, opening a new window to the sub-100 TeV astrophysical neutrino sky. The event selection is constructed using a dynamic starting track veto and machine learning algorithms. We use this data to measure the astrophysical diffuse flux as a single power law flux (SPL) with a best-fit spectral index of $\gamma = 2.58 ^{+0.10}_{-0.09}$ and per-flavor normalization of $\phi^{\mathrm{Astro}}_{\mathrm{per-flavor}} = 1.68 ^{+0.19}_{-0.22} \times 10^{-18} \times \mathrm{GeV}^{-1} \mathrm{cm}^{-2} \mathrm{s}^{-1} \mathrm{sr}^{-1}$ (at 100 TeV). The sensitive energy range for this dataset is 3 - 550 TeV under the SPL assumption. Abstract: Name that Neutrino is a citizen science project where volunteers aid in classification of events for the IceCube Neutrino Observatory, an immense particle detector at the geographic South Pole. From March 2023 to September 2023, volunteers did classifications of videos produced from simulated data of both neutrino signal and background interactions. Name that Neutrino obtained more than 128,000 classifications by over 1,800 registered volunteers that were compared to results obtained by a deep neural network machine-learning algorithm. Possible improvements for both Name that Neutrino and the deep neural network are discussed.

25. Comparison of photorefraction by Plusoptix A12 and cycloplegic autorefraction in children.

Abstract: BACKGROUND: Plusoptix photoscreeners are capable of measuring refractive errors of children from 1 meter distance, without cyloplegia. We aimed to compare refractive data obtained from the newest version of Plusoptix (model 12) with cycloplegic autorefraction. METHODS: We examined 111 consecutive children aged 3-7 years first by Plusoptix A12C under manifest condition and subsequently for cycloplegic refraction by Topcon KR-1 tabletop autorefractometer. Sphere, spherical equivalent, cylinder and axis of astigmatism measured by the two methods were analyzed to determine correlation, agreement and differences. RESULTS: Binocular examination of 111 children aged 4.86±1.27 years revealed good agreement between refractive data obtained by Plusoptix and cycloautorefraction, according to Bland-Altman plots. Significant (p < 0.001) and strong correlation was found between all refractive measurements (Pearsons r value of 0.707 for sphere, 0.756 for pherical equivalent, and 0.863 for cylinder). Plusoptix mean sphere, spherical equivalent and cylinder were 1.22, 0.56, and -1.32 D, respectively. Corresponding values for cycloautorefraction were 1.63, 1.00, and -1.26 D. The difference between axis of cylinder measured by the two methods was < 10° in 144 eyes (64.9%). CONCLUSIONS: Considering the significant agreement and correlation between Plusoptix photoscreener and cycloplegic autorefraction, the need for cycloplegic drops in refractive examination of children may be obviated. The mean difference between cylinder measurements are considerably trivial (0.06 D), but sphere is approximately 0.4 D underestimated by Plusoptix compared to cycloautorefraction, on average.

26. Photonic crystal cavity IQ modulators in thin-film lithium niobate for coherent communications

Abstract: Thin-Film Lithium Niobate (TFLN) is an emerging integrated photonic platform showing great promise due to its large second-order nonlinearity at microwave and optical frequencies, cryogenic compatibility, large piezoelectric response, and low optical loss at visible and near-infrared wavelengths. These properties enabled Mach-Zehnder interferometer-based devices to demonstrate amplitude- and in-phase/quadrature (IQ) modulation at voltage levels compatible with complementary metal-oxide-semiconductor (CMOS) electronics. Maintaining low-voltage operation requires centimeter-scale device lengths, making it challenging to realize the large-scale circuits required by ever-increasing bandwidth demands in data communications. Reduced device sizes reaching the 10 um scale are possible with photonic crystal (PhC) cavities. So far, their operation has been limited to modulation of amplitudes and required circulators or lacked cascadability. Here, we demonstrate a compact IQ modulator using two PhC cavities operating as phase shifters in a Fabry-Perot-enhanced Michelson interferometer configuration. It supports cascadable amplitude and phase modulation at GHz bandwidths with CMOS-compatible voltages. While the bandwidth limitation of resonant devices is often considered detrimental, their compactness enables dense co-integration with CMOS electronics where clock-rate-level operation (few GHz) removes power-hungry electrical time-multiplexing. Recent demonstrations of chip-scale transceivers with dense-wavelength division multiplied transceivers could be monolithically implemented and driven toward ultimate information densities using TFLN electro-optic frequency combs and our PhC IQ modulators., Comment: 27 pages, 27 figures

Abstract: We present the results of a search for 10--1,000 GeV neutrinos from 2,268 gamma-ray bursts over 8 years of IceCube-DeepCore data. This work probes burst physics below the photosphere where electromagnetic radiation cannot escape. Neutrinos of tens of GeVs are predicted in sub-photospheric collision of free streaming neutrons with bulk-jet protons. In a first analysis, we searched for the most significant neutrino-GRB coincidence using six overlapping time windows centered on the prompt phase of each GRB. In a second analysis, we conducted a search for a group of GRBs, each individually too weak to be detectable, but potentially significant when combined. No evidence of neutrino emission is found for either analysis. The most significant neutrino coincidence is for Fermi-GBM GRB bn 140807500, with a p-value of 0.097 corrected for all trials. The binomial test used to search for a group of GRBs had a p-value of 0.65 after all trial corrections. The binomial test found a group consisting only of GRB bn 140807500 and no additional GRBs. The neutrino limits of this work complement those obtained by IceCube at TeV to PeV energies. We compare our findings for the large set of GRBs as well as GRB 221009A to the sub-photospheric neutron-proton collision model and find that GRB 221009A provides the most constraining limit on baryon loading. For a jet Lorentz factor of 300 (800), the baryon loading on GRB 221009A is lower than 3.85 (2.13) at a 90% confidence level.

Abstract: We present the results of a time-dependent search for neutrino flares in data collected by IceCube between May 2011 and 2021. This data set contains cascade-like events originating from charged-current electron neutrino and tau neutrino interactions and all-flavor neutral-current interactions. IceCube's previous all-sky searches for neutrino flares used data sets consisting of track-like events originating from charged-current muon neutrino interactions. The cascade data sets are statistically independent of the track data sets and provide a new opportunity to observe the transient all-sky landscape. This search uses the spatial, temporal, and energy information of the cascade-like events to conduct searches for the most statistically significant neutrino flares in the northern and southern skies. No statistically significant time-dependent neutrino emission was observed. For the most statistically significant location in the northern sky, $p_\mathrm{global} =$ 0.71, and in the southern sky, $p_\mathrm{global} =$ 0.51. These results are compatible with the background hypothesis. Assuming an E$^{-2.53}$ spectrum from the diffuse astrophysical neutrino flux as measured with cascades, these results are used to calculate upper limits at the 90\% confidence level on neutrino flares of varying duration and constrain the contribution of these flares to the diffuse astrophysical neutrino flux. These constraints are independent of a specified class of astrophysical objects and show that multiple unresolved transient sources may contribute to the diffuse astrophysical neutrino flux., Comment: Submitted to The Astrophysical Journal

Abstract: IceCube alert events are neutrinos with a moderate-to-high probability of having astrophysical origin. In this study, we analyze 11 years of IceCube data and investigate 122 alert events and a selection of high-energy tracks detected between 2009 and the end of 2021. This high-energy event selection (alert events + high-energy tracks) has an average probability of $\geq 0.5$ to be of astrophysical origin. We search for additional continuous and transient neutrino emission within the high-energy events' error regions. We find no evidence for significant continuous neutrino emission from any of the alert event directions. The only locally significant neutrino emission is the transient emission associated with the blazar TXS~0506+056, with a local significance of $ 3 \sigma$, which confirms previous IceCube studies. When correcting for 122 test positions, the global p-value is $0.156$ and is compatible with the background hypothesis. We constrain the total continuous flux emitted from all 122 test positions at 100~TeV to be below $1.2 \times 10^{-15}$~(TeV cm$^2$ s)$^{-1}$ at 90% confidence assuming an $E^{-2}$ spectrum. This corresponds to 4.5% of IceCube's astrophysical diffuse flux. Abstract: Background: Although an optimal screening model is still under investigation, pre-eclampsia is a leading cause of perinatal morbidity. The association between cancer-antigen-125 (CA-125) and pre-eclampsia has been discussed in several studies recently. Objective: We aimed to determine the association between CA-125 and preeclampsia and estimated fetal weight. Materials and Methods: This case-control study was performed on 30 pregnant women with pre-eclampsia who were homogenized in terms of age, body mass index, and gestational age with 30 normal pregnant women. Participants were recruited via convenience sampling. The level of CA-125 in blood at the time of termination of pregnancy was measured by Enzyme Linked Immunosorbent Assay. The urine sample was used to check proteinuria. Blood pressure and pregnancy outcomes were assessed and recorded. Results: The mean serum CA-125 level in study group was considerably higher than control group (p < 0.001). Elevating the level of CA-125 has increased the likelihood of pre-eclampsia by 1.5 times. A significant direct correlation was obtained between CA-125 level and the amount of urinary protein (r = 0.605, p < 0.001). Also, a significant but negative correlation was obtained between the CA-125 level and the estimated weight of the fetus (r = -0.593, p < 0.001). Conclusion: Increasing the serum level of CA-125 with high sensitivity and specificity is significantly associated with the occurrence of pre-eclampsia and estimated fetal weight.

43. Search for high-energy neutrinos from magnetars with IceCube

Abstract: Neutron stars with very strong magnetic fields are known as magnetars. There are multiple theories that predict magnetars may be able to emit high-energy (HE) neutrinos through hadronic processes by accelerating cosmic rays to high energies. A subclass of magnetars known as soft gamma-ray repeaters (SGRs) can produce giant flares that can result in the production of HE neutrinos. Some magnetars also exhibit bursting activity during which they may emit HE neutrinos. Here we describe our time-integrated search for neutrino emission from magnetars listed in the McGill Online Magnetar Catalog and three newly discovered magnetars SGR 1830-0645, Swift J1555.5-5402, and NGC 253. SGR 1830-0645 and Swift J1555.2-5402 were discovered in 2020 and 2021 respectively by SWIFT after emitting short bursts. A very bright short gamma-ray burst that is believed to be a magnetar giant flare has been localized to NGC 253. Abstract: Neutrino oscillations at the highest energies and longest baselines provide a natural quantum interferometer with which to study the structure of spacetime and test the fundamental principles of quantum mechanics. If the metric of spacetime has a quantum mechanical description, there is a generic expectation that its fluctuations at the Planck scale would introduce non-unitary effects that are inconsistent with the standard unitary time evolution of quantum mechanics. Neutrinos interacting with such fluctuations would lose their quantum coherence, deviating from the expected oscillatory flavor composition at long distances and high energies. The IceCube South Pole Neutrino Observatory is a billion-ton neutrino telescope situated in the deep ice of the Antarctic glacier. Atmospheric neutrinos detected by IceCube in the energy range 0.5--10 TeV have been used to test for coherence loss in neutrino propagation. No evidence of anomalous neutrino decoherence was observed, leading to the strongest experimental limits on neutrino-quantum gravity interactions to date, significantly surpassing expectations from natural Planck-scale models. The resulting constraint on the effective decoherence strength parameter within an energy-independent decoherence model is $\Gamma_0\leq 1.17\times10^{-15}$~eV, improving upon past limits by a factor of 30. For decoherence effects scaling as E$^2$, limits are advanced by more than six orders of magnitude beyond past measurements.

Abstract: IceCube-Gen2 is a planned next-generation neutrino observatory at the South Pole that builds upon the successful design of IceCube. Integrating two complementary detection technologies for neutrinos, optical and radio Cherenkov emission, in combination with a surface array for cosmic ray air shower detection, IceCube-Gen2 will cover a broad neutrino energy range from MeV to EeV. This index of contributions to the 38th International Cosmic Ray Conference in Nagoya, Japan (July 26 - August 3, 2023) describes research and development efforts for IceCube-Gen2. Included are summaries of the design, status, and sensitivity of the IceCube-Gen2 optical, surface, and radio components; performance studies of next-generation optical sensors detecting optical Cherenkov radiation from cosmic ray and neutrino events; reconstruction techniques of radio and optical events in terms of energy, direction, and neutrino flavor; and sensitivity studies of astrophysical neutrino flavors, diffuse neutrino fluxes, and cosmic ray anisotropies. Abstract: The IceCube Observatory at the South Pole has been operating in its full configuration since May 2011 with a duty cycle of about 99%. Its main component consists of a cubic-kilometer array of optical sensors deployed deep in the Glacial ice designed for the detection of high-energy astrophysical neutrinos. A surface array for cosmic ray air shower detection, IceTop, and a denser inner subdetector, DeepCore, significantly enhance the capabilities of the observatory, making it a multipurpose facility. This list of contributions to the 38th International Cosmic Ray Conference in Nagoya, Japan (July 26 - August 3, 2023) summarizes the latest results from IceCube covering a broad set of key questions in physics and astrophysics. The papers in this index are grouped topically to highlight IceCube contributions related to high-energy neutrino and multi-messenger astrophysics, cosmic-ray physics, low-energy neutrino transients such as Galactic supernovae, fundamental physics, detector calibration and event reconstruction, education and public outreach, and research and development for the IceCube Upgrade, a scheduled dense sensor infill complemented by calibration devices. Abstract: The Galactic plane, harboring a diffuse neutrino flux, is a particularly interesting target to study potential cosmic-ray acceleration sites. Recent gamma-ray observations by HAWC and LHAASO have presented evidence for multiple Galactic sources that exhibit a spatially extended morphology and have energy spectra continuing beyond 100 TeV. A fraction of such emission could be produced by interactions of accelerated hadronic cosmic rays, resulting in an excess of high-energy neutrinos clustered near these regions. Using 10 years of IceCube data comprising track-like events that originate from charged-current muon neutrino interactions, we perform a dedicated search for extended neutrino sources in the Galaxy. We find no evidence for time-integrated neutrino emission from the potential extended sources studied in the Galactic plane. The most significant location, at 2.6$\sigma$ post-trials, is a 1.7$^\circ$ sized region coincident with the unidentified TeV gamma-ray source 3HWC J1951+266. 48. Stochastic Nested Compositional Bi-level Optimization for Robust Feature Learning

Abstract: We develop and analyze stochastic approximation algorithms for solving nested compositional bi-level optimization problems. These problems involve a nested composition of $T$ potentially non-convex smooth functions in the upper-level, and a smooth and strongly convex function in the lower-level. Our proposed algorithm does not rely on matrix inversions or mini-batches and can achieve an $\epsilon$-stationary solution with an oracle complexity of approximately $\tilde{O}_T(1/\epsilon^{2})$, assuming the availability of stochastic first-order oracles for the individual functions in the composition and the lower-level, which are unbiased and have bounded moments. Here, $\tilde{O}_T$ hides polylog factors and constants that depend on $T$. The key challenge we address in establishing this result relates to handling three distinct sources of bias in the stochastic gradients. The first source arises from the compositional nature of the upper-level, the second stems from the bi-level structure, and the third emerges due to the utilization of Neumann series approximations to avoid matrix inversion. To demonstrate the effectiveness of our approach, we apply it to the problem of robust feature learning for deep neural networks under covariate shift, showcasing the benefits and advantages of our methodology in that context.

Abstract: The origin of high-energy cosmic rays, atomic nuclei that continuously impact Earth's atmosphere, has been a mystery for over a century. Due to deflection in interstellar magnetic fields, cosmic rays from the Milky Way arrive at Earth from random directions. However, near their sources and during propagation, cosmic rays interact with matter and produce high-energy neutrinos. We search for neutrino emission using machine learning techniques applied to ten years of data from the IceCube Neutrino Observatory. We identify neutrino emission from the Galactic plane at the 4.5$\sigma$ level of significance, by comparing diffuse emission models to a background-only hypothesis. Abstract: Artificial intelligence (AI) has emerged as a powerful tool for addressing complex and dynamic tasks in radio communication systems. Research in this area, however, focused on AI solutions for specific, limited conditions, hindering models from learning and adapting to generic situations, such as those met across radio communication systems. This paper emphasizes the pivotal role of achieving model generalization in enhancing performance and enabling scalable AI integration within radio communications. We outline design principles for model generalization in three key domains: environment for robustness, intents for adaptability to system objectives, and control tasks for reducing AI-driven control loops. Implementing these principles can decrease the number of models deployed and increase adaptability in diverse radio communication environments. To address the challenges of model generalization in communication systems, we propose a learning architecture that leverages centralization of training and data management functionalities, combined with distributed data generation. We illustrate these concepts by designing a generalized link adaptation algorithm, demonstrating the benefits of our proposed approach.
