With the strong immigration of refugees at the end of the last decade, many minors came to Germany. Their integration into the German educational system will be one of the central tasks of German society and is important for the medium- and long-term integration of incoming young refugees in various areas of society. Data from the ReGES panel study enable analyses of the early integration process of refugees into the German educational system. The study focuses on two cohorts: 2,405 children of preschool age who are about to start school and 2,415 adolescents in lower secondary education who were followed during the transition into vocational training or upper secondary education. Each cohort was interviewed seven times over three school years from 2018 to 2020, with sampling procedures starting in 2017. This article provides an overview of the study design, contents, and research potential of ReGES. The large number of measures of individual characteristics, including objective competence test data (German language and basic cognitive skills) and information on the learning and living contexts of refugees provided by parents, teachers, and administrative staff, allow us to address many research questions.

Unterschiede in den Bildungsaspirationen zwischen Personen mit Migrationshintergrund und der Mehrheitsbevölkerung wurden häufig an spezifischen Punkten der Bildungskarriere analysiert. Wenig ist jedoch über die Verläufe von Aspirationen und die Entwicklung ethnischer Unterschiede im Zeitverlauf bekannt. Unter Anwendung gängiger Erklärungsansätze (Immigrant optimism, relativer Statuserhalt, antizipierte Diskriminierung, ethnische Netzwerke und Informationsdefizite) leiten wir spezifische Hypothesen über die Entwicklung von Bildungsaspirationen und -erwartungen im Zeitverlauf ab und konzentrieren uns dabei auf Familien aus der Türkei. Wir greifen auf Daten des Nationalen Bildungspanels (NEPS) zurück, um zu untersuchen, wie sich die Aspirationen und Erwartungen für den höchsten Schulabschluss im Verlauf der Sekundarstufe I im stratifizierten Schulsystem Deutschlands entwickeln. Unter Anwendung einer Multi-Akteurs-Perspektive unterscheiden wir die von Schülerinnen und Schülern und ihren Eltern berichteten Aspirationsverläufe. Erstens analysieren wir die Entwicklung von Gruppenunterschieden. In Übereinstimmung mit früherer Forschung finden wir zu Beginn der Sekundarstufe I in Deutschland höhere Aspirationen und Erwartungen für türkische Schülerinnen und Schüler und ihre Eltern, wenn soziale Herkunft und Leistungsunterschiede kontrolliert werden. Die Herkunftsunterschiede für die Erwartungen der Schülerinnen und Schüler und die Aspirationen der Eltern nehmen im Verlauf der Sekundarstufe I ab. Zweitens zeigen die intra-individuellen Verläufe der Aspirationen und Erwartungen, dass türkischstämmige Eltern diese eher nach unten anpassen als Eltern der ethnischen Mehrheit, während türkischstämmige Schülerinnen und Schüler eine höhere Wahrscheinlichkeit stabil hoher Aspirationen und Erwartungen aufweisen als Schülerinnen und Schüler ohne Migrationshintergrund. Differences in educational goals between immigrants and the majority population have often been analysed at specific stages in their educational career. Little is known about longitudinal trajectories and the development of group differences over time. By applying common explanations (immigrant optimism, relative status maintenance, blocked opportunities, ethnic networks and information deficits), we derived specific hypotheses about the development of educational aspirations and expectations over time, focusing on families from Turkey. We drew upon data from the National Educational Panel Study to assess how aspirations and expectations for the highest school degree develop over the course of lower secondary education in Germany's stratified school system. Applying a multi-actor perspective, we observed trajectories reported by students and their parents. First, we analysed the development of group differences. In line with prior research, we found higher aspirations and expectations for Turkish students and their parents at the beginning of lower secondary education in Germany once social background and achievement differences were controlled for. Origin gaps for students' expectations and parents’ aspirations decreased over the course of lower secondary education. Second, intraindividual trajectories of aspirations and expectations revealed that parents of Turkish origin were more likely to experience downwards adaptations than majority parents, whereas students of Turkish origin were more likely to hold stable high aspirations and expectations than majority students.

This chapter focuses on specific challenges to surveying newly arrived immigrants with a focus on refugees. In addition to the need to provide interviews for immigrants in their native language, it must be taken into account that a considerable proportion of this group has poor or no reading skills in their native language. Two strategies can be used to avoid systematically excluding this population: offering interviews with native-speaking interviewers or using computer-assisted self-interviewing (CASI) with additional audio files that enable respondents to listen to a questionnaire. We discuss the pros and cons of both strategies. Subsequently, using the data from the first wave of the German refugee study ReGES, in which both strategies were offered as a combined approach, we consider their effectiveness and practicability in more detail. Although native-speaking interviewers can increase cooperation and help to not exclude illiterate individuals, they also can encourage a higher social desirability bias. However, illiterate interviewees are more likely to take advantage of the interviewer’s support to read the questions aloud than to use the audio files. Nevertheless, we also found that a small but substantial subgroup of interviewees with little or no reading skills used the audio files often.

This article investigates the educational participation of refugee adolescents in Germany as a main European destination country of refugee migration. Opportunities and restrictions for school participation vary not only across countries-, but in the case of the Federal Republic of Germany, also within countries. The influence of different regional educational policies on refugees' educational participation and the extent to which they limit or enable individual agency, are however, widely understudied. We thus aim to analyze how different regional educational policies within Germany influence refugee students' educational participation regarding four central indicators: the duration until school enrollment, the type of class attended (newcomer vs. regular class), the type of school attended, and whether they are enrolled in settings appropriate for their age. We rely on a theoretical model which sees educational decisions as the result of rational cost-benefit calculations. The individual educational investments depend on individual motivations and resources within a given opportunity structure. We integrate the legal regulations via the opportunity structures into the theoretical model. Our analyses are based on data from 2,415 adolescents who were interviewed in the "ReGES-Refugees in the German Educational System" study. Our results show significant correlations between different regional educational policies and the four domains of educational participation. These effects remain stable when considering family and individual resources, as well as further control variables that previous research on social and ethnic educational inequality has shown to be relevant. Family and individual resources only partially influence educational participation. This indicates that refugee students and their parents have only limited options for action concerning their educational participation. Thus, our study shows that educational policies in fact matter: the assignment to a federal state plays a significant role in determining the duration until school enrollment, whether one is placed to a grade level age-appropriately, and whether one attends a newcomer class. Mastering the language of the destination country is key to immigrant and refugee children's educational success. Refugee children typically face the challenge of starting or continuing their educational carrier in a completely new context and in a completely new language. In this study, we examine the role of preschool attendance and formal language instruction in supporting young refugee children to acquire destination language competencies. We pursue three research objectives

In the recent wave of refugee immigration to Germany, many children and adolescents were among the migrants. Their integration into the German educational system will be a major challenge for the years and decades to come. The paper’s aim is to examine both general and refugee-specific mechanisms that likely explain ethnic and social inequality in education among refugee adolescents. The study is based on ReGES (Refugees in the German Educational System) data collected in five German federal states. Our results show that refugee adolescents attend lower grade levels and lower school types than the general pupil population in Germany. We further posit that established mechanisms to explain social and ethnic inequality are also applicable to refugee adolescents. Among refugee-specific aspects, we identify factors at the federal state level that influence the school placement of young refugees. Furthermore, at the individual level, post-traumatic stress disorder is associated with differences in educational achievement among refugee students.

Previous research has found that ethnic educational inequalities arise even before children enroll in primary school. It has been shown that especially for migrants, early participation in education has a positive impact on later educational outcomes, with the acquisition of the host-country language being one of the main mechanisms driving this effect. With the influx of over one million refugees into Germany in recent years, the integration of migrant children, especially refugee children, into the educational system is more salient in educational politics than ever. The first empirical findings on early and preschool education among refugees have shown that while a considerable share of refugee children attend a daycare center, they do so at lower rates than native and other migrant children. This paper aims to examine whether inequalities in the early education of refugee children can be explained by different socioeconomic and migration-related factors known to be associated with inequality in daycare attendance and to explore whether additional refugee-specific factors affect the likelihood of enrollment in preschool education. With data from the IAB-BAMF-SOEP Survey of Refugees in Germany and the study Refugees in the German Educational System (ReGES), we show that conventional explanatory variables do affect refugee children’s attendance of daycare centers. In addition to children’s age, the employment status of the mother, and the length of stay in Germany are particularly important. However, we see regional differences in participation in preschool education that cannot be explained by the municipal childcare supply. Es wurde gezeigt, dass insbesondere für Lernende mit Migrationshintergrund eine frühe Bildungsbeteiligung einen positiven Einfluss auf die späteren Bildungsergebnisse hat, wobei der Erwerb der Sprache des Aufnahmelandes einer der Hauptmechanismen für diesen Effekt ist. Mit der Zuwanderung von über einer Million Schutzsuchenden nach Deutschland in den letzten Jahren ist die Integration von Migrantenkindern, insbesondere von geflüchteten Kindern, in das Bildungssystem bildungspolitisch aktueller denn je. Erste empirische Befunde zur frühkindlichen und vorschulischen Bildung von Geflüchteten haben gezeigt, dass zwar ein erheblicher Anteil der geflüchteten Kinder eine Kindertagesstätte besucht, ihre Betreuungsquoten sind jedoch geringer als die von einheimischen und anderen Migrantenkindern. In diesem Beitrag soll untersucht werden, ob Ungleichheiten in der frühen Bildung von geflüchteten Kindern durch verschiedene sozioökonomische und migrationsspezifische Faktoren erklärt werden können, von denen aus der Literatur bekannt ist, dass sie mit Ungleichheiten im Kindertagesstättenbesuch einhergehen, und ob zusätzliche flüchtlingsspezifische Faktoren die Wahrscheinlichkeit den Besuch einer Kindertagesstätte beeinflussen. Mit Daten aus der IAB-BAMFSOEP-Befragung von Geflüchteten in Deutschland und der Studie Refugees in the German Educational System (ReGES) zeigen wir, dass bekannte Determinanten den Kindertagesstättenbesuch von geflüchteten Kindern tatsächlich beeinflussen. Neben dem Alter der Kinder sind vor allem der Erwerbsstatus der Mutter und die Dauer des Aufenthalts in Deutschland von Bedeutung. Wir sehen jedoch regionale Unterschiede in der frühkindlichen Bildungsbeteiligung, die nicht durch das kommunale Kinderbetreuungsangebot erklärt werden können. (DIPF/Orig.)

In this article we use a combination of retrospective and prospective data from the Polish Migration Project to examine the effect of social capital on the likelihood of migrating to Germany. We derive hypotheses from social capital theory about how personal connections to people with migratory experience affect the probability of migration, and we specify models to be estimated using both the retrospective and prospective data. Estimates of retrospective event history models con- firm prior findings about social capital’s influence on migration decisions, and these findings are also generally confirmed using prospective data, even when potentially confounding variables are controlled. The prospective data also enable estimation of a two-stage decision model in which people first come to consider migration as an option and then rationally consider whether to depart. The estimates suggest that weak social ties are especially influential in predicting whether migration is considered, while strong ties are important in the decision to move.

Pillar 4 of the German National Education Panel Study addresses migrants’ and their descendants’ acquisition of education across the life course. Apart from documenting the evolution of ethnic educational inequalities throughout the educational career by focusing on different origin groups and distinct indicators of educational success, we seek to uncover the origins of these disparities. Beyond the mechanisms associated with social inequalities, pillar 4 aims to disentangle those processes that impact particularly on immigrants and their children and to assess their empirical relevance. We apply the prominent distinction between primary and secondary effects to students of immigrant origin and then link this distinction to a general resources framework that we further adapt for migrants. This leads to the crucial debate within integration research on whether the resources and opportunities available within the migrant group foster educational success. One stream within this debate refers to the contested question whether proficiency in the language of the country of origin influences competence development in the country of residence. Another important stream concerns the role of ethnic networks and social capital for educational success. We discuss the mechanisms predicting either beneficial, neutral, or harmful effects and present available empirical evidence. Based on this account, we highlight the analysis potential of the data gathered in pillar 4.

In dieser empirischen Studie untersucht Gisela Will anhand aufwendig erhobener Primardaten die Bedeutung sozialen Kapitals fur Migrationsentscheidungen am Beispiel des polnisch-deutschen Migrationsgeschehens. Hierbei wird nicht nur das gangige Vorgehen in der internationalen Migrationsforschung verfolgt, Ereignisdaten anhand retrospektiv erfasster Migrationsbiographien zu analysieren, sondern es werden zusatzlich prospektiv erhobene Paneldaten ausgewertet. Neben der allgemeinen Prufung der statistischen Relevanz sozialer Netzwerke fur diesen spezifischen Migrationskontext anhand quantitativer Individualdaten werden auch spezifischere Hypothesen aus der Sozialkapitaltheorie abgeleitet und getestet. Die Analysen liefern Hinweise darauf, dass die aufgefundenen Effekte tatsachlich auf Mechanismen sozialen Kapitals und nicht auf Alternativerklarungen zuruckzufuhren sind.

Wie am Beispiel der polnisch-deutschen Wanderungen gezeigt wurde, kann Migration – selbst innerhalb ein und desselben raumlichen Kontextes – ein Phanomen sein, das auserst unterschiedliche Facetten hat. Vergleicht man die im vorherigen Kapitel dargestellten Migrationsarten mit Typologien von Migrationsbewegungen nach rechtlichen Grundlagen (vgl. z.B. Bundesministerium des Innern 2010: 37ff.; Lederer 2004: 25ff.), dann sieht man, dass eigentlich alle Migrationsarten, die unterschieden werden, auch im polnisch-deutschen Migrationsgeschehen eine Rolle spielen.

Im vorangegangenen Kapitel wurde einerseits dargelegt, dass die soziale Einbettung von Personen ohne Weiteres in ein SEU-Modell der Wanderung integriert werden kann, sofern soziale Beziehungen als soziales Kapital operationalisiert werden. Andererseits wurden aus diesem theoretischen Modell der Wanderung bereits Mechanismen abgleitet, wie soziales Kapital konkret auf die Entscheidung zur Migration wirken kann.

Quantitativ bedeutsame Migrationsbewegungen von Polen nach Deutschland sind kein neues Phanomen, sondern konnen bis ins 19. Jahrhundert zuruckverfolgt werden. Allerdings handelt es sich bei den Zuwanderern aus Polen um keine homogene Gruppe. Neben Arbeitsmigration, die im Verlauf der fortschreitenden Industrialisierung Ende des 19. Jahrhunderts einsetzte, sind hierbei insbesondere der Zuzug von Vertriebenen nach dem Zweiten Weltkrieg, die Zuwanderung von politischen Fluchtlingen sowie die Einwanderung von Aussiedlern vor allem Ende der 1950er Jahre und Ende der 1980er Jahre zu nennen.

Trotz der in Kapitel 4.2 aufgestellten Kriterien zur Eingrenzung der naher zu betrachtenden empirischen Studien gibt es eine ganze Reihe von Analysen, die den Einfluss sozialen Kapitals auf die Migrationsentscheidung untersuchen. Die bisherigen Ergebnisse lassen durchaus den Schluss zu, dass sowohl herkunfts- als auch ziellandbezogenes soziales Kapital Einfluss auf die Migrationsentscheidung nimmt, auch wenn oftmals die konkreten Mechanismen nur sehr indirekt getestet werden konnen.

The data gathered in the German National Educational Panel Study (NEPS) can be used to describe and analyze the education of immigrants and their offspring across different stages in the school career and the life course and to uncover the origins of ethnic educational inequalities. In order to complement this task, it is necessary to adequately identify the population of interest. For this purpose, the NEPS includes a set of potential immigrant identifiers. This contribution provides an overview of the various measures and illustrates alternative ways of considering immigrants and their descendants. It also addresses a selection of problems that arise when applying one operationalization as opposed to another. The focus is on the country of birth, citizenship, and language use. The analyses are based on NEPS data from three starting cohorts: Kindergarten, Grade 5, and Grade 9. The findings indicate that the size of the immigrant population varies when using different operationalizations as well as across cohorts. Assignments based on citizenship and language use yield a substantially smaller migrant population than assignments via the country of birth. Drawing on the example of the two largest immigrant groups in Germany, namely children and youth of Turkish origin and from the Former Soviet Union, it turns out that the use of certain identifiers may not be equally appropriate for different groups.

Der Buchbeitrag geht auf das Potential der Daten des Nationalen Bildungspanels (NEPS) fur Analysen zu Fragestellungen der Integrationsforschung ein. Im Anschluss an eine kurze Einfuhrung in die Rahmenkonzeption des NEPS werden zunachst Moglichkeiten zur Operationalisierung des Migrationshintergrunds aufgezeigt. Nachfolgend werden die fur die einzelnen Startkohorten zur Verfugung stehenden Fallzahlen ausgewiesen und die Zusammensetzung der Migrantenpopulation mit Blick auf den Generationenstatus sowie auf die Zugehorigkeit zu unterschiedlichen Herkunftsgruppen beschrieben. Es zeigt sich, dass der Anteil von Kindern aus Migrationsfamilien in der Kindergartenkohorte mit uber 30 % am hochsten ist, die Migrantenanteile jedoch uber die Startkohorten hinweg – mit zunehmendem Alter der Zielpersonen – zuruckgehen. In allen Stichproben gehoren Zuwanderer aus der Turkei und aus der ehemaligen Sowjetunion sowie deren Nachkommen zu den grosten Herkunftsgruppen. Die im NEPS erfassten migrationsspezifischen Inhalte – die ubergreifend fur die verschiedenen Startkohorten erhoben werden – stehen anschliesend im Fokus. Mit den zur Verfugung stehenden Angaben lassen sich vielfaltige Problemstellungen zu Prozessen der Integration behandeln. Abschliesend werden die Datenzugangsmoglichkeiten ebenso wie die zentralen Informationsquellen benannt.

In diesem Kapitel wird ein Uberblick uber die aktuelle Situation von Zuwanderern und deren Nachkommen im deutschen Bildungssystem gegeben. Anhand der Daten des Nationalen Bildungspanels (NEPS) kann gezeigt werden, dass sich das vergangene und gegenwartige Migrationsgeschehen in der Zusammensetzung der verschiedenen Bildungsetappen nach Generationenstatus und Herkunftsgruppe widerspiegelt. Mit Blick auf den Bildungserwerb zeichnen sich nach wie vor ausgepragte Unterschiede zwischen Personen mit und ohne Migrationshintergrund ab. So weist die zugewanderte Bevolkerung uber alle Bildungsetappen hinweg ein geringeres sprachliches Niveau als die einheimische Referenzgruppe auf und besucht vergleichsweise haufiger die weniger prestigetrachtigen Bildungszweige der Sekundarstufe I. Die Befunde legen eine differenzierte Betrachtung unter anderem nach Generationenstatus und Herkunftsgruppe nahe. Zusammengefasste Betrachtungen, die lediglich nach Migrationshintergrund oder nach Staatsangehorigkeit unterscheiden, greifen hier zu kurz.
