The main objective of the study was to evaluate the National Library of Pakistan, its activities, policies and services. To meet this objective, the study analysed to understand the role of National Library in promotion of research; to assess the current status of the National Library in the light of functions, services and management; to review the status of ICT applications at the National Library; to assess the functions of National Library in legal deposit; and to analyse the different policies of the National Library of Pakistan. The study is divided into two parts, 1. National Library Activities and 2. National Library Services and Policies. Questionnaire survey was used for both parts. The respondents of the study were the experts of Library and Information Science, users and employees of the National Library of Pakistan. First survey was carried on the employees of the library about activities of the national library. The response rate was 82.05 %. Second survey was carried out on the users of the library to evaluate the library services. The response rate was 84.49%. The third survey was carried out from the Librarians and Faculty of Library and Information Science Departments. The response rate was 80%. The data was in the form of nominal, ordinal and ratio scales. The descriptive statistical analysis was used to interpret the data. The conclusion of the study revealed that the library is not playing a vital role for the promotion of research and its culture. The performance of the National Library of Pakistan is poor regarding its services and management as expressed by the users. There is a lack of effective decisions and co-operation in the library. The National Library services are inadequate for users. The users of the library are not satisfied with the OPAC and Digitization services, e. g. Online Databases, Electronic reference services, Computing facilities, Internet services, Website services, Wi-Fi, Reprographic and Scanning. The demand of the foreign literature (Published about Pakistan or by Pakistanis) is increasing and users of the library preferred the literature published from well-known and well reputed publishers. The Legal Deposit Law has not been totally implemented by the NLP in the country. The budget of the library is insufficient tofulfil the financial requirements of the library. The major recommendations of the study have been given as management of the NLP should take viable decisions/implement policies to achieve their short term and long term goals. Policies followed by plans are undertaken and regularly evaluated Major changes/ revisions are required for the overall policy of the NLP. Standard codes of ISO, IFLA and UNESCO are followed for the formulation/ up-gradation of policies of the NLP. Four policies of the NLP have been revised (proposed) by the researcher. These are acquisition policy, national bibliographical policy, national library digital policy and human resource development policy.
