The paper describes physical characteristics of drying animal- and plant-based raw materials with pulsed infrared emitters. Furthermore, it discusses how to select and use infrared emitters to produce high quality products with a long shelf-life. Using an experimental facility, we identified basic patterns of changes in the heat flux density. We also analysed the drying thermograms and assessed the influence of process factors on the removal of moisture from raw materials and the preservation of biologically active substances in dried and concentrated products. We determined specific kinetics of drying in different modes of power supply and selected the most efficient pulsed cera- mic emitters. These emitters had a high rate of heat transfer and an ability to accurately target molecular bonds, thus reducing the drying time and energy costs. Mathematical modelling enabled us to obtain specific values of process parameters for pulsed infrared drying of plant materials. The heating time constant was calculated for root and tuber vegetables, depending on their moisture content and size. The study showed that root and tuber vegetables should not be heated to more than 60°C when irradiated with a 500 W medium-wave emitter at a working distance of 250 mm during a full 10-minute cycle. The optimal modes of drying liquid products with milk and plant proteins included a heating power of 400 W, a radiant heating temperature of 60°C, and a layer thickness of 10 mm. The selected modes of pulsed infrared drying of sugar-containing root and tuber vegetables reduced the duration of moisture removal by 16–20% and cut energy costs by 16.6%. This unconventional method of infrared drying of whole milk, whey, whey drinks, and milk mixture preserves beneficial microflora and increases the nutritional value and shelf-life, with a pos- sible content of chemically bound water of polymolecular and monomolecular adsorption ranging from 10 to 15.58%.

O Cedca/PR, por ser um conselho gestor de política pública, é responsável pela deliberação e fiscalização da política de atendimento da criança e do adolescente no Paraná, e dele participam, como conselheiras não-governamentais, doze entidades da sociedade civil organizada. Tendo em vista o desafio de se analisar um tipo de instituição ainda recente na história da democracia brasileira, traçou-se como objetivo geral da pesquisa compreender a experiência de participação social no conselho. Especificamente se buscou: situar o Cedca/PR no tempo e no espaço, através da análise comparativa com outros conselhos estaduais e do levantamento da sua história e de seu desenho institucional; conhecer quem são os conselheiros não-governamentais do biênio 2010-2011, verificando o grau de heterogeneidade das entidades conselheiras; e, por fim, analisar a dinâmica de participação nas plenárias do conselho a partir de dois "processos-participativos": Banco de Projetos e Manifesto da sociedade civil. A hipótese que norteia a pesquisa é de que a experiência de participação social no Cedca/PR é ambígua. A ambiguidade estaria relacionada a duas situações. Primeiramente, supusemos que a identidade institucional do conselho não é compreensível claramente e, em segundo lugar, questionamos o fato de a participação social no conselho gerar um baixo efeito de controle social. A realização da pesquisa de campo se deu através de observação das reuniões plenárias mensais no ano de 2011, de pesquisa documental de legislação atinente à instituição e funcionamento do conselho, assim como dos arquivos do conselho, como informações disponibilizadas no site institucional, nas atas e nas deliberações. Ao final, chegamos à conclusão de que o Cedca/PR, através da atuação dos seus conselheiros, não é exclusivamente um espaço de deliberação das políticas públicas de direitos da criança e do adolescente voltadas ao cumprimento do princípio da prioridade absoluta, pois o Cedca/PR é uma instituição que abriga uma pluralidade de atores e interesses constantemente em tensão. As deliberações concentram-se mais na manutenção das formas de financiamento de projetos para a infância e adolescência do que na formulação, no acompanhamento e na transparência das políticas públicas para a infância e adolescência. A criação de espaços de participação social abriu lugar para práticas sociais que não foram idealizadas na democracia-participativa. Abstract: The study object of this dissertation is the Conselho Estadual dos Direitos da Criança e Adolescente Cedca/PR. The Cedca/PR , as a council manager of public policy, is responsible for deliberating and monitoring children's rights in Parana, and it's a institution where participate, as non-governmental councilors, twelve entities of civil society organizations. Given the challenge of analyzing a relatively new kind of institution in the history of Brazilian democracy, we have chosen as general objective of the research to understand the experience of social participation in the Council. Specifically: to place the Cedca/PR in time and space, through comparing analyses with other councils, survey of its history and its institutional design; to know who the non-governmental councilors of the biennium 2010-2011, checking the degree of heterogeneity of the entities counselors; and finally to analyze the dynamics of participation in the plenary council from two "participatory processes": Banco de Projetos e Manifesto da sociedade civil. The hypothesis guiding the research is that the experience of social participation in Cedca/PR is ambiguous. The ambiguity is related to two situations. First, we assumed that the institutional identity of the Council is not clearly understood and, secondly, we question the fact that social participation in the Council produces a low effect of social control. The research field was through observation of monthly plenary sessions in 2011, documentary research of legislation regarding the establishment and operation of the Council, as well as the archives of the Council, such as institutional information available on the site, in transcriptions and in the deliberations. Finally, we conclude that the Cedca/PR, through the performance of its councilors, is not only a place of deliberation of public policies on the rights of children and adolescents related to the principle of absolute priority, because Cedca/PR is an institution that houses a plurality of actors and interests constantly in tension. The discussions focus more on maintaining the forms of project financing for childhood and adolescence than in the formulation, monitoring and transparency of public policies for childhood and adolescence. The creation of spaces for social participation opened place for social practices that were not idealized on participatory democracy theory.
