Turkish Abstract: Amac – Bu arastirmanin amaci EUROCONTROL (Avrupa Hava Seyrusefer Emniyeti Teskilati) uyesi ulkelerin hava sahalarinda vermekle yukumlu olduklari hava trafik kontrol, havacilik bilgi yonetimi, SLOT uygulamalari vb. hizmetleri karsilarken kurumsal performanslarini karsilastirmali olarak analiz etmektir. Yontem – Calismada EUROCONTROL uyesi 37 ulkenin goreli etkinlik degerleri Veri Zarflama Analizi Yontemi ile hesaplanmistir. 2018 yili verilerini iceren EUROCONTROL yayinlarindan alinan veriler isiginda; kurum gider leri, operasyon baglantili personel, destek personeli sayisi girdi olarak; kurum gelirleri, tumlesik ucus saatleri cikti ve yasanan gecikme degerleri istenmeyen cikti olarak alinmistir. Veri analizinde girdi odakli CCR yontemi kullanilmistir. Bulgular – Yapilan analiz sonucunda ilgili kurumlarin ortalama etkinlik degerleri %91 olarak hesaplanmis, 12 Hava Seyrusefer Hizmet Saglayici (HSS - ANSP) kurulus etkin olarak tespit edilmistir. Etkinlik sinirinin altinda kalan kuruluslar icin girdi ve ciktilarda yapilmasi gereken iyilestirilmeler tespit edilmis, her ulke kurulusu icin ilgili degerler belirtilmistir. Tartisma – Uluslararasi yasalar v e standartlara gore her ulke kendi hava sahasinda monopol olarak hizmet veren HSS kuruluslari; yogun rekabet ortamindaki diger operasyonel alanlar havayollari ve havalimanlarina gore kurumsal yapilanma ve is modeli gelistirmekte nispeten daha gec kalmistir . Her gecen gun artan ucus sayilari dikkate alinarak, HSS hizmetlerinin daha etkin ve guvenli olarak verilebilmesi icin, devlet kontrolu ile verilen kamu hizmeti, ozellestirme, sirketlesme, kamuozel is birligi vb. modellerin ilgili kurumlar uzerinde uygul anmaya baslanmasiyla yonetim ve is modelleri acisindan da farklilasma baslamistir. Boylece ayni kural ve standartlara bagli, uluslararasi sozlesmeler ile ayni yukumluluklere tâbi kuruluslar arasinda operasyonel, idari ve yonetimsel farklilasmalar olusmaya baslamistir. Etkinlik degerinin altinda kalan HSS kuruluslarinin oncelikle havacilik acisindan buyuk bir mali kayip olan gecikme (Delay) oranini dusurmesi ve personel yapilanmalarini yeniden duzenlemesi gerektigi gozlenmektedir. English Abstract: Purpose – The purpose of this study is comparatetively analysis to effectiveness of EUROCONTROL (European Air Navigation Safety Organization) members states which are obligated to provide air traffic control, aeronautical informatin, airspace design, flow management etc. Design/methodology/approach – In the study, the relative efficiency values of 37 EUROCONTROL member states are analyzed with input oriented CCR Data Envelopment Analysis. Institution expenses, number of operational staff, number of support staff used as input and revenues, integrated flight hours, delay (undesired) values used as output. Data was collected from annual EUROCONTROL publications for the year 2018. Findings – As a result of analysis, the mean of efficiency for ANSP instititons is 91% and 12 of them were efficient. The improvements has to be made for efficiency for instititions which are not considered as efficent also determined and valued. Discussion – ANSP organizations, serving as a monopoly in each country’s own airspace, according to international laws and standarts are relatively been late for developing corporate structure and business models compared the other operational areas in aviation which are airlines and airports in a fierce competition environment. Considering the number of flights increasing day by day, with the implementation of the models like public services which provided by directly government, privatization, corparation, PPP, etc. in order to provide this services more effictively and reliablely; differentiation started in terms of management and business models. Thus operational, administrative and managerial differences have begun to occur between organizations that are bound by same rules and standarts which are subject to the sabe obligations by internetional law conventions. It is observed that ANSP organizations that are below the efficiency value should reduce the delay rate, which is a great financial loss in aviation and rearrange their personel structures.
