Der Beitrag beleuchtet die Herausbildung der Stadtlandschaft am Fluss von der Gestaltungsidee für die Residenzstadt bis zur Großstadt im Industriezeitalter, bezogen auf planerische Einflussnahmen, die Wirksamkeit der Unterschutzstellung von Landschaften und Denkmalen sowie der Beteiligung der Bürgerschaft an Entscheidungen zur Stadtentwicklung. Aus den Vorgehensweisen beim Wiederaufbau der Stadt und der Herausbildung einer Kulturlandschaft von Weltgeltung werden Erfolgsfaktoren abgeleitet. Für die Entwicklung einer grenzüberschreitenden Kulturlandschaft im Verflechtungsraum der Oberen Elbe zwischen Dresden und Litomerice (Leitmeritz) wird ein flexibles fach- und ebenenübergreifendes Vorgehen diskutiert, das Kommunen, die Regionalplanung bzw. die tschechische Bezirksverwaltung, Ämter, Vereine und Unternehmen einbezieht. Als Forum für Diskussionen und die fach- und ebenenübergreifende Koordination von Aktivitäten bei der Herausbildung der Kulturlandschaft an der Elbe/Labe wird die Euroregion vorgeschlagen., This article describes the evolution of this riverside urban landscape, from the initial design concept for Dresden as a seat of royal power to its emergence as a major city in the industrial age; the author focuses on the influence of planning decisions, the effectiveness of measures to provide protection for landscapes and historic monuments, and on the role of public participation in decision-making processes on urban development. By studying the approaches adopted during the post-war reconstruction process and fostering the emergence of a cultural landscape of global importance, the author is able to identify the factors which underlie this success. In the context of developing a cross-border cultural landscape in the Upper Elbe urban region between Dresden and Litomerice (Leitmeritz), a flexible, cross-sectoral and multi-tier approach is discussed involving local authorities and regional planning authorities (including the district administration on the Czech side of the border), as well other public authorities, associations and the private sector. The forum suggested for discussion and for the cross-sectoral and multi-tier co-ordination of activities to support the creation of the cultural landscape along the Elbe/Labe is that of the Euroregion.

Bei der deutschen Besiedlung Mecklenburgs im 13. Jahrhundert wurde die Flur in Hufen den Bauern und Lokatoren zugeteilt. Die Auswirkungen des Dreißigjährigen Krieges förderten die Ausbildung von Gütern durch die Ritterschaft. Die Einführung der Koppelwirtschaft erforderte die Aufgabe der bisherigen Flurform und führte zum Bauernlegen. Erste Änderungen der neuen Flurform begannen1919 mit der Aufsiedlung von Gütern. Die Bodenreform 1945 schuf neue Verhältnisse, die mit der Kollektivierung wieder zurückgenommen wurden. Durch Meliorationsmaßnahmen wurde in den 1970er-Jahren schwerwiegend in die Kulturlandschaft eingegriffen. 1990 wurde die Eigentumsstruktur der Bodenreform wiederhergestellt, wobei der Anteil des Staates rund 50 Prozent beträgt. Die großen Agrarflächen bilden nicht die kleinteiligen Eigentums-, sondern die Besitzverhältnisse ab. Die öffentliche Hand beachtet § 2 Abs.2 Nr. 13 ROG weder als Eigentümer der Gutsanlagen noch bei deren Privatisierung. Dies führt zu Nutzungskonflikten, Leerstand und Verfall., When Mecklenburg was settled by Germany in the thirteenth century, the farmland was parcelled out into strips and allocated to farmers and to the founders of settlements. The aftermath of the Thirty Years’ War fostered the development of estates by knights. The introduction of enclosures called for the previous field pattern to be abandoned and led to the expropriation of peasants’ land. The first changes associated with the new field pattern began in 1919 with the expansion of settlements on the estates. The land reform of 1945 created a new situation, which was subsequently overturned with the introduction of collectivism. Melioration measures in the 1970s had a damaging impact on the cultural landscape. In 1990, the ownership structure at the time of the land reform was restored, with the proportion of land in state hands amounting to some 50 percent. However, the vast swathes of land in agricultural use do not reflect the underlying patterns of (freehold) ownership, but rather of (leasehold) possession. The public authorities do not observe the provisions of section 2, paragraph 2, no. 13 of the Spatial Planning Act either as the owners of estates or in the process of privatising such estates. This gives rise to conflicts over use, and leads to properties standing empty and falling into disrepair.

ROG, BNatSchG und UVPG formulieren zwei analytische Aufträge in Bezug auf die "gewachsene" bzw. "historische Kulturlandschaft", nämlich zum Ersten die flächendeckende Erfassung, Auswertung und Bewertung von historischen Kulturlandschaftselementen und - strukturen als "prägende Merkmale“ sowie zweitens die Markierung von "gewachsenen Kulturlandschaften“ als Regionalisierung der gesamten Fläche der Bundesrepublik Deutschland. Beide Ansätze sind dadurch miteinander verbunden, dass Konstruktionen von "gewachsenen Kulturlandschaften“ nur als zweckbestimmte Ausgliederungen relativ homogener Räume erfolgen können, die durch eine spezifische Kombination "prägender Merkmale“ bestimmt sind. Die "prägenden Merkmale" sind analytisch fassbar als historische Landschaftselemente und -strukturen. Durch diesen Rekurs auf die Objektebene werden Wendungen wie "gewachsene Kulturlandschaft" in der Planung umsetzbar, denn an den Objekten entzünden sich Nutzungskonflikte im Spannungsfeld von Schutz und Weiterentwicklung. Diesen Gedanken folgt das in der Geographie in engem Kontakt zur Denkmalpflege entwickelte Konzept der Kulturlandschaftspflege. Deren zentrale analytische Instrumente sind die Inventarisierung von ulturlandschaftselementen und -strukturen in Kulturlandschaftskatastern“ sowie die Ausgliederung von "Kulturlandschaften“ auf dieser Basis. Der Beitrag stellt dazu in der Praxis erprobte Verfahren vor., Approaches towards a planning-oriented analysis of evolved cultural landscapes from the perspective of cultural landscape preservation In German law, the Federal Spatial Planning Act (ROG), the Federal Nature Protection Act (BNatSchG) and the Environmental Impact Assessment Act (UVPG) frame two analytical tasks with regard to “evolved” - ie, “historical” - cultural landscapes: the first is that the key elements and structures of historic cultural landscapes – the “constitutive features” – should be identified, assessed and evaluated throughout the national territory; the second is to designate “historic cultural landscapes” as part of the process of regionalising the overall territory of the Federal Republic of Germany. These two approaches are linked in as much as any attempt to create the construct of an “evolved cultural landscape” can only be a matter of hiving off relatively homogenous areas (in respect of a particular purpose) displaying a shared and specific combination of “constitutive features”. These “constitutive features” are quantifiable analytically as historic landscape elements and structures. It is only by making recourse to the level of tangible objects that such terms as “evolved cultural landscape” can be rendered capable of implementation in the planning process; as far as these individual objects are concerned, they are frequently the source of conflicting views on future uses - to preserve or to develop? This is the line underlying the concept of “preservation of the cultural landscape”, a concept from geography developed in close association with the task of preserving sites of historic interest. The key analytical instruments to support this approach are, firstly, the production of cultural landscape registers, consisting of inventories of elements and structures of cultural landscapes, and, on the basis of such registers, the identification and delineation of “cultural landscapes”. Spätestens seit Thomas Sieverts’ vehementem Plädoyer für die Gestaltung der Zwischenstadt ist der Gestaltungsbedarf im näheren und auch im weiteren Umfeld der großen Städte ein Thema, das in Wissenschaft und Praxis hohe Aufmerksamkeit genießt. Der Beitrag will zeigen, dass die Vorstellungen der Regionalplanung zur Steuerung der suburbanen Raumentwicklung weitgehend Kongruenz mit den Zielen einer qualitätsvollen Kulturlandschaftsgestaltung aufweisen. Dies wird an den Beispielen Siedlungsentwicklung und Freiraumsicherung, Einzelhandelsstandorte und Versorgungsstrukturen, Auslastung und Sicherung von Infrastruktureinrichtungen, Bodenabbau, Windenergie sowie Hochwasserschutz belegt. Die Verfasser gehen von einem öffentlichen Gestaltungsanspruch der Kulturlandschaft aus, weswegen sie dafür plädieren, die Möglichkeiten der Regionalplanung zu nutzen. Allerdings setzt die Regionalplanung lediglich einen Rahmen und hat i. d. R. keine Kompetenz für Detailsteuerung und Umsetzung. Außerdem können Gestaltungswille und Gestaltungskraft der Regionalplanung regional variieren. Gleichwohl wird Regionalplanung als unverzichtbarer Bestandteil der Qualitätssicherung der suburbanen Kulturlandschaft gewertet., At least since Thomas Sievert made his vehement appeal about the design of the in-between city, the design needs of the surroundings of large cities is a topic that has attracted great attention both in research and in practice. This paper intends to demonstrate that the ideas of regional planning in relation to the guiding of suburban spatial development are largely congruent with the aims of high-quality cultural landscape design. This will be shown by examining the examples of settlement development and the preservation of open space, retail locations and supply structures, utilisation and safeguarding of infrastructural facilities, land degradation, wind energy and flood protection. The authors assume that the cultural landscape requires public sector planning and design and therefore urge that regional planning competences be used. However, regional planning usually only sets a framework and is unable to provide guidance at any level of detail or to effect implementation. In addition, the will and the ability of regional planning to design vary from region to region. Nonetheless, regional planning is judged to be indispensible for ensuring the quality of the suburban cultural landscape.

Der Beitrag befasst sich aus der Perspektive der sozialwissenschaftlichen Institutionen- und Governance-Forschung mit suburbanen Kulturlandschaften. Dazu werden suburbane Kulturlandschaften als Handlungsräume sowie die mit ihrer kollektiven Entwicklung verbundenen Institutionenprobleme thematisiert. Der Beitrag stellt hierzu zunächst die Governance kulturlandschaftlicher Handlungsräume in deutschen Stadtregionen im Überblick vor; eine vertiefte Betrachtung erfahren Regionalparks und andere regionale Grünsysteme. Anschließend werden am Beispiel des Barnim im nordöstlichen Berliner Stadtumland grundsätzlich relevante Institutionenprobleme suburbaner Kulturlandschaftsgestaltung erörtert. Hierzu gehören eine gegenüber ruralen Kulturlandschaften verschärfte "interplay"-Problematik, komplexe Vorstellungen zu Kulturlandschaftsimages und Ausprägungen regionaler Identitäten angesichts hybrider Landnutzungsformen und Lebensweisen zwischen Stadt und Land sowie verschärfte "problems of fit" durch eine administrative Zersplitterung des suburbanen Raums insbesondere im Übergangsbereich zur Kernstadt. Abschließend wird, verbunden mit einem Ausblick auf Fragen der sozialen Konstruktion suburbaner Kulturlandschaften, ein Resümee gezogen., This paper examines suburban cultural landscapes from the perspective of social science research into institutions and governance. Suburban cultural landscapes are investigated as spheres of action and attention paid to the institutional problems linked to their collective development. The governance of cultural landscape spheres of action in German urban regions is reviewed, with close attention being paid to regional parks and other regional systems of green areas. The example of Barnim to the north-east of Berlin serves to illustrate relevant institutional problems of suburban cultural landscape design. These include problems caused by the, in comparison to rural cultural landscapes, more intense interplay and more complex cultural landscape images and regional identities. This is due to the prevalence of hybrid land uses and ways of life that fall between urban and rural as well as exacerbated problems of fit arising from the administrative fragmentation of suburban space, particularly in the transition zone heading towards the inner city. The paper closes with a resume that includes consideration of the social construction of suburban cultural landscapes.

Für die Ermittlung und Bestimmung von kulturlandschaftlichen Werten im suburbanen Raum liegen bei den administrativ zuständigen Fachbehörden wie Bau- und Bodendenkmalpflege sowie den Landschaftsschutzbehörden wenig Erfahrungen vor. Dies war Anlass, im Rahmen der "Integrierten interkommunalen Raumanalyse - IIRA" im suburbanen Umfeld Kölns neue Wege der ergebnisoffenen kulturellen Wertbestimmung unter Einbeziehung der Bevölkerung zu versuchen. Um einen Impuls dazu zu geben, wurden in einem studentischen Seminar des Geographischen Institutes der Universität Bonn von den Studierenden sog. "Heimatkisten" mit raumbezogenen symbolhaften Gegenständen gefüllt. Der Heimatbegriff bietet sich für die umgangssprachliche Ebene an, um die kulturelle Codierung der Wohn- und Arbeitsregion durch diese Gegenstände zu entdecken. Diese "Heimatkisten" bilden den Kern einer Wanderausstellung, in der Bewohner dieser Region ausdrücklich zum Mitmachen aufgefordert werden. Sie sollen ebenso "Heimatkisten" befüllen und dies in einer ausgelegten Kladde erläutern. Als erstes Ergebnis dieses Zuganges kann festgehalten werden, dass auf diesem Wege auch in einer vermeintlich nivellierten Landschaft sich mithilfe von Symbolen die kulturelle Zeugnishaftigkeit räumlicher Strukturen in überraschender Deutlichkeit erschließen lässt., There is little experience of investigating and assigning cultural landscape values in suburban space among those administratively responsible, such as the archaeological and monument conservation and the landscape preservation authorities. This fact provided the incentive to seek new ways of carrying out an open-ended assignment of cultural values in the suburban surroundings of Cologne. The “Integrated Inter-municipal Spatial Analysis” (IIRA) provided a framework within which local residents could be involved. A starting point was provided by a seminar at the Geographical Institute of Bonn University where students filled so-called “homeland boxes” with symbolic objects that were related to the space in question. The use of the term “homeland” (“Heimat”) operates at the level of everyday language so as to uncover through these objects the cultural coding of the region as a place to live and work. These “homeland boxes” form the heart of a travelling exhibition. Residents of the region are called upon to join in and fill their own “homeland boxes” and then to explain them in the notebook provided. Early results of this process show that this indirect method using symbols can reveal the ways in which spatial structures bear cultural witness at a surprising level of detail, even in an apparently uniform landscape

Unter Verwendung sozialwissenschaftlicher Ansätze der Güter- und Institutionentheorie werden in diesem Beitrag Gemeinschaftsgutaspekte und Triebkräfte der Kulturlandschaftsentwicklung thematisiert und im Kontext von drei unterschiedlichen Problemstellungen dargestellt: Am Beispiel der Landwirtschaft wird erläutert, wie nutzungsorientierte Institutionensysteme die Kulturlandschaftsentwicklung beeinflussen. Anhand von Seen und ihren Uferzonen werden Konflikte zwischen übergeordneten gesellschaftlichen Ansprüchen und individuellen Nutzungsinteressen erörtert. Die Analyse von Regionalparks als Governance- Form zeigt Möglichkeiten auf, wie neben staatlichen Institutionen, die für die Kulturlandschaft zuständig sind, ein dynamisches Kulturlandschaftsmanagement möglich ist. Zusammenfassend werden Erkenntnisse der Gemeinschaftsgutforschung für den Umgang mit Kulturlandschaften in der Raumordnung abgeleitet., Applying three approaches derived from theories of goods and institutions current in the social sciences, this paper focuses on the aspect of communal assets and on the driving forces underlying the development of cultural landscapes. These are outlined within the context of three different problem areas: agriculture serves to illustrate the way in which the development of cultural landscapes may be influenced by use-oriented institutional systems; lakes and the banks of lakes demonstrate the conflicts over use which exist between the overriding needs of society and the interests of individuals; an analysis of regional parks, as one form of governance, demonstrates a dynamic management concept for cultural landscapes in metropolitan regions to set alongside the public-sector institutions usually responsible for cultural landscapes. In a final summary, lessons are drawn from research into communal assets on how spatial planning should deal with the issue of cultural landscapes.

In vier Schritten entwickelt dieser Beitrag eine entwicklungsoffenere "sozialkonstruktivistische" Kulturkonzeption, um dem weiter zunehmenden Gewicht von kulturellen Kodierungsprozessen bei der Bewertung und Inwertsetzung von Kulturlandschaften besser zu entsprechen. Leitende These dieses kritisch-proaktiven Beitrags ist es, dass sich damit sowohl alte ("gewachsene") wie neuere ("hybride") Formen von Kulturlandschaftsentwicklungen strukturell adäquater analysieren und für die planerische Implementation vorbereiten lassen - zwischen den Polen von Elementen und Gestalten. Nicht zuletzt kann die essentialisierende Traditionssemantik der deutschen Raumordnung auf diese Weise anschlussfähiger werden an internationale, insbesondere europäische Diskurse zu "cultural landscapes" etc., On the culture of “evolved cultural landscapes”: proposals on concepts and procedures towards the more systematic consideration of encodings of cultural landscapes in planning-related analyses of cultural landscapes In four steps, this paper develops a more development-friendly, “social-constructivist” concept of culture which is considered to be better able to cope with the increasing importance which continues to be attached to processes of cultural encoding in the assessment and valuation of cultural landscapes. The principal thesis of this critical and proactive contribution is that such an approach makes it possible for both old (“evolved”) and new (“hybrid”) types of development displayed by cultural landscapes to be analysed in a manner which is more appropriate in structural terms, and to be prepared for implementation within the planning process - ie, between the poles of elements and gestalts. Not least of all, this renders the traditional essentialising semantics of German spatial planning more amenable to inclusion within international - and, in particular, European - discourses on “cultural landscapes”, etc.

Das Projekt "Siedlung - Kultur - Landschaft" verfolgt die Idee, die Bedeutung des Schutzes der Kulturlandschaft der Region Münchner Norden und ihrer Entwicklung in das Bewusstsein der handelnden Akteure in Politik und Wirtschaft, vor allem aber auch in das Bewusstsein der vor Ort lebenden Bevölkerung zu bringen. Die "Bundesgartenschau 2005, in der Region - mit der Region" soll als positiv besetztes Großereignis unter dem Motto „Nachhaltigkeit und Perspektivenwechsel“ quasi als Katalysator dienen, um über zahlreiche dezentrale Projekte die Kulturlandschaft erfahrbar zu machen und den Lebensraum vor Ort neu zu entdecken. Außerdem ermöglicht es die Bundesgartenschau durch Symposien, die Ergebnisse dieser Projekte einem breiten Publikum unter Einbeziehung der lokalen Akteure vorzustellen. Das eröffnet die einmalige Chance, die Öffentlichkeit für "ihre Kulturlandschaft" zu interessieren und zu begeistern. Auf diesem Wege kann eine Verbundenheit mit dem Lebensraum und ein neuer Ansatz eines "Heimatgefühls" geschaffen werden. Das Projekt "Siedlung - Kultur - Landschaft“ soll darüber hinaus den politischen Entscheidungsträgern und den Planern verdeutlichen, dass die herausgestellten kulturlandschaftlichen Belange bei künftigen raumwirksamen Maßnahmen schon im Interesse der Bürger mehr Beachtung finden müssen., The basic idea underlying the "Settlement-Culture-Landscape Project" is to communicate the importance of protecting and developing the cultural landscape of the Munich North region to the various actors in the political and business spheres, and, more especially, to bring it to the attention of the people who live in this region. The 2005 Bundesgartenschau (Federal garden exhibition), which uses the slogan "In the region - with the region", is a major event with very positive connotations, and which - under the watchword of "Sustainability and a change of perspective" - is intended, through a host of decentralised projects, to serve as a catalyst to allow people to experience the cultural landscape and to see the area they live in with new eyes. With a programme of symposiums, the Bundesgartenschau also provides a forum to involve local actors in presenting the results of these projects to a broader public. This makes it a unique opportunity to arouse the interest and enthusiasm of the local population for "their own cultural landscape". This is a means of establishing a sense of connectedness between local residents and the space they live in, and of creating a new sense of "Heimat". A further aim of the "Settlement-Culture-Landscape Project" is to make it clear to political decisionmakers and planners that - in the interests of the general public – they need to pay considerably more attention to matters relating to cultural landscapes in the future as they develop measures with spatial impacts.

Im Auftrag der Regionalen Planungsgemeinschaft Ostthüringen führte der Fachbereich Landschaftsarchitektur der Fachhochschule Erfurt im Jahr 2004 ein einjähriges Forschungsvorhaben zur Kulturlandschaft Ostthüringens durch. Das Forschungsumfeld gestaltete sich dabei günstig: In der Region wurden bereits im Vorfeld vielfältige Diskurse zum Wert und zur Entwicklung der Kulturlandschaft geführt, die in eine intensive Zusammenarbeit im Rahmen des Forschungsvorhabens mündeten. Der Beitrag gibt eine Übersicht über Methodik und wesentliche Ergebnisse des Vorhabens., The cultural landscape project for eastern Thuringia In 2004, the department of landscape architecture at the Fachhochschule Erfurt (university of applied sciences) carried out a one-year research project on behalf of the Regional Planning Association for Eastern Thuringia to study the cultural landscape of eastern Thuringia. The research environment was particularly favourable: a wide-ranging discourse had already taken place in the region in advance of the research project on the value and the development of the cultural landscape; this subsequently provided a basis for intensive co-operation within the framework of the research project. This paper provides an overview of the methodology adopted in the project and of the key findings.

Das Thema "Kulturlandschaft" nimmt seit rund 15 Jahren in der deutschen Raumentwicklungspolitik eine immer prominentere Position ein, wobei auch die Kombination von "suburbaner Raum" und "Kulturlandschaft" eine Rolle spielt. Mit dem vorliegenden Beitrag wird versucht, Antworten auf die Fragen zu geben, welche Ziele und Forderungen mit der Verbindung von "Kulturlandschaft" und „suburbaner Raum“ verknüpft werden, inwieweit darin ein hegemoniales diskursives Projekt zu erkennen ist und wieso Kulturlandschaften - insbesondere in suburbanen Räumen - ein Handlungsfeld der Raumordnung darstellen sollten. Dabei wird mit zwei diskursanalytischen Methoden gearbeitet: einer Analyse diskursiver Strategien und einer Argumentationsmusteranalyse. Diese Methoden werden auf eine kleine Anzahl ausgewählter Schlüsseltexte angewandt. In der Argumentationsmusteranalyse wurden drei Typen von Argumentationsmustern gefunden, mit denen ein Engagement der Raumordnung in diesem Feld begründet werden soll: Eigennutz-, Gemeinwohl- und Eignungs-Topoi. Hinzu kommt noch der Topos des "schwachen Helden", der allerdings eine etwas andere Zielrichtung hat. Mit der Verknüpfung von "Kulturlandschaft" und "suburbaner Raum" werden zahlreiche, einander z. T. widersprechende Forderungen artikuliert. Ein eindeutiges hegemoniales diskursives Projekt ist höchstens in Ansätzen zu erkennen., The theme of cultural landscape has in the last 15 years occupied an increasingly prominent position in German spatial development policy, whereby the combination of “suburban space” and “cultural landscape” has also played a role. This paper is intended to answer the following questions: which aims and demands are related to the linking of “cultural landscape” and “suburban space”, to what extent can a hegemonic discursive project be recognised in this, and why should cultural landscapes – particularly in suburban spaces – represent a field of action for spatial planning? Two methods of discourse analysis are used: the analysis of discursive strategies and the analysis of argument patterns. These methods are applied to a small selection of key texts. The argument pattern analysis reveals three types of argument pattern intended to justify the engagement of spatial planning in this field: the topoi of selfinterest, common good and suitability. In addition there is also the topos of “weak heroes”, although this points in a somewhat different direction. The linking of “cultural landscape” and “suburban space” involves the articulation of many at times contradictory demands. At most, only the rudimentaries of a clear hegemonic discursive project can be recognised.

Der Aufsatz geht der Frage nach, ob der suburbane Raum auch im Alltag von Bewohnern und Nutzern als eine spezifische Kulturlandschaft gesehen wird. Nach einer Rückblende auf das historische Interesse an Landschaftswahrnehmung, speziell in der Geographie, werden verschiedene Wahrnehmungskonzepte reflektiert und schließlich jüngere Ansätze der Landschaftswahrnehmung angesprochen. Nicht nur aus der Perspektive der Landschaftsästhetik heraus zeigen sich bei fast allen Untersuchungen explizite oder implizite Werthaltungen, die einer Interpretation des suburbanen Raumes als Kulturlandschaft entgegenstehen. Fruchtbar für diese Perspektive sind dagegen Ansätze, die sich mit Kulturlandschaft als Lebensraum befassen und deren Qualitäten oder Bedeutungen für den Einzelnen thematisieren. Bei solchen Ansätzen liegt der Schwerpunkt der Wahrnehmung nicht auf der Identifikation eines Raumes als wertvoller und schützenswerter kultureller Landschaft, sondern auf der Bedeutung eines Raumes als kulturell geschaffener und für den Einzelnen oder für Gruppen mit Bedeutungen behafteter Umgebung., This paper investigates whether suburban space is seen as being a specific cultural landscape in the everyday life of residents and users. After reviewing historical interest in perceptions of landscape, particularly in geography, various concepts of perception are discussed and finally more recent theories of landscape perception brought to the fore. Nearly all the investigations, not only those from the landscape aesthetic tradition, display explicit or implicit values that oppose interpretations of suburban space as cultural landscape. More useful for this perspective are approaches that see cultural landscape as lived-in space and address its qualities or meanings for the individual. The focus of perception in such approaches is not on the identification of a space as being a valuable cultural landscape worthy of protection, but rather on its importance as a culturally created environment filled with meanings for individuals or groups.

Suburbane Räume sind permanente Problemräume, dynamische Gestaltungsräume und Übergangslandschaften zwischen agrarisch-forstlichen Landschaften und urbanen (Kern-)Landschaften, deren beider Eigenschaften sie enthalten. Daraus entsteht ein spezifisches Ökosysteminventar, das aus historischen Reliktnutzungen geringer Nutzungsintensität und Umbruchsfrequenz einerseits und andererseits aus urbanen Versatzelementen wie Einkaufszentren, Gewerbegebieten, Wohnanlagen etc. besteht. Bodenversiegelung und Landschaftszerschneidung führen tendenziell zur Isolation verbliebener Natur-Resträume und zum Verlust von den durch sie getragenen Ökosystem- Dienstleistungen.In einer ökologisch-planerischen Perspektive sollten die oftmals noch teilweise vorhandenen Ökosystem-Dienstleistungen im suburbanen Raum erkannt, quantifiziert und bewertet werden. Dies sind Unterstützungs- (Biodiversität), Bereitstellungs- (Nahrungsmittelproduktion), Regulations- (z.B. Klimaausgleichsfunktion) und Kulturfunktionen z.B. Erholung). Dafür können ökologische Prinzipien, Strategien und Leitbilder für eine bewusst gestaltete suburbane Kulturlandschaft angewandt werden und damit kann aus dem "Zufallsprodukt" suburbane Kulturlandschaft eine Leistungsträger-Landschaft für den suburbanen Raum selbst und die benachbarten Räume, besonders für die Stadt(kern)landschaft, entstehen., Suburban spaces are permanent problem spaces: dynamic design spaces and transitional landscapes that fall between agricultural and forestry landscapes and urban (core) landscapes and that contain features of both. This gives rise to a specific ecosystem inventory consisting on the one hand of historical relicts that experience a low level of use and little change and on the other hand of displaced urban features such as shopping centres, commercial districts, residential estates and the like. Soil surface sealing and landscape fragmentation tend to lead to the isolation of the remaining natural spaces and to the loss of ecosystem services previously provided by such areas. The aim is to take an ecological planning perspective and to identify, quantify and evaluate the ecosystem services that often still exist in suburban spaces. These services consist of supporting (biodiversity), provisioning (food production), regulating (e.g. climate stabilisation) and cultural (e.g. recreation) functions. Ecological principles, strategies and guidelines can then be applied to purposefully design a suburban cultural landscape. The intention is thus from the "random product" of the suburban cultural landscape to create a service provider landscape for suburban spaces themselves and also for adjoining spaces, especially the urban (core) landscapes.

Die Schweiz ist durch eine kleinräumige Vielfalt geprägt, die sich auch in ihren föderalistischen Strukturen zeigt. Auf Bundesebene wird koordiniert, die Planungsverantwortung liegt hauptsächlich bei den Kantonen. Verschiedene gesamtschweizerische Inventare bilden eine gute Grundlage für den Landschaftsschutz. Seit 1997 entstehen mit den Landschaftskonzepten auf Bundes- und Kantonsebene neue, umfassende Planungs- und Koordinationsinstrumente. Die wichtigste Umsetzungsebene bilden die Gemeinden, die sich vielerorts in privatrechtlichen Planungsregionen zusammengeschlossen haben. Mit der Strategie "Landschaft 2020" sollen die raumwirksamen Tätigkeiten des Bundes langfristig geplant und koordiniert werden. Als größte Probleme bei der Realisierung der Kulturlandschaftspflege erweisen sich die ungenügende Durchsetzbarkeit auf Bundesebene und die fehlende räumliche Festlegung in den Landschaftskonzepten. Die Zersiedelung konnte bisher kaum gebremst werden, sodass eine großräumige Landschaftsplanung nur ungenügend umgesetzt werden kann., Switzerland is characterised by diversity at the local level, a feature also manifested in Switzerland’s federalist structures. The federal level is concerned with co-ordination; responsibility for planning rests primarily with the cantons. There are a number of inventories covering the whole of Switzerland which provide a good basis for landscape protection. Since 1997, new and comprehensive instruments of planning and co-ordination have been emerging with the framing of landscape concepts for the federal level and for the cantons. The most important level with regard to implementation is that of the municipalities, which in many areas have joined together under private law to form planning regions. The “Landscape 2020” strategy aims to promote long-term planning and co-ordination for all federal actions with spatial impacts. The biggest problems encountered in putting landscape conservation into practice are the unsatisfactory degree of enforceability at federal level, and the lack of clear spatial designations in the landscape concepts. To date it has proved almost impossible to curb urban sprawl; consequently, attempts to implement landscape planning on a broader scale have so far been only a partial success.

In Schweden wurden in den 1980er- und 1990er-Jahren die gesetzlichen Grundlagen für Kulturlandschaftsschutz und -pflege modifiziert und damit aktuellen Bedürfnissen angepasst. Im Vordergrund stehen dabei das vom Reichstag 1988 verabschiedete Kulturdenkmalgesetz sowie das 1998 beschlossene Umweltgesetz. Während das Kulturdenkmalgesetz den Schutz der Kulturlandschaft als nationale Aufgabe definiert und dabei eine Herleitung aus einem denkmalpflegerischen Ansatz vornimmt, ermöglicht das Umweltgesetz als Rahmengesetz eine bessere Koordinierung, weil es mehrere frühere Einzelgesetze aus dem Bereich des Natur- und Umweltschutzes zielorientiert bündelt. Bei der Umsetzung der beiden Gesetze kommt die starke zentralstaatliche Tradition in Schweden insbesondere bei den reichsweit agierenden Behörden zum Tragen. In diesem Beitrag werden die neuen bzw. neu gewichteten Schutzmechanismen überblicksartig vorgestellt. Ein besonderes Augenmerk wird auf die Forschungsebene gelegt, die im Vorfeld der neuen gesetzlichen Regelungen sowie bei deren Umsetzung eine wichtige Rolle spielte., In Sweden in the 1980s and ’90s, the statutory basis for protecting and conserving cultural landscapes was modified to meet present-day requirements and needs. The main pieces of legislation affected were the 1988 law on the conservation of sites of cultural importance and the environmental legislation enacted in 1998. Whilst the law on the conservation of sites of cultural importance follows the approach taken in respect of the protection of sites of historic interest and defines the protection of the cultural landscape as a national-level task, the environment act, which is framework legislation, enables improved co-ordination by bundling together, with a clear overriding purpose, a number of what were previously separate pieces of legislation from the spheres of nature and environmental protection. As far as implementation of these laws is concerned, this was assisted by Sweden’s strong central-state tradition, with authorities able to act throughout the entire national territory. This paper provides an overview of the new – or in some cases remodelled – mechanisms to provide protection. Particular attention is paid to research, which had an important role to play both in the preparation of the revisions to the legislation and at the implementation stage.

Der Begriff der gewachsenen Kulturlandschaften in § 2 Abs. 2 Nr. 13 Satz 2 ROG ist ein unbestimmter Rechtsbegriff, der im Kontext der Regelungen des Raumordnungsgesetzes, insbesondere im Zusammenhang mit § 1 ROG zu interpretieren ist (raumordnerischer Kulturlandschaftsbegriff). Er beinhaltet ein räumliches Abgrenzungserfordernis, objektive und subjektive Kriterien und ist adressatenbezogen auszulegen. Die rechtliche Abgrenzung ist in erster Linie zum Naturschutzrecht und zum Denkmalschutzrecht zu führen. Aus naturschutzrechtlicher Perspektive ist die historische Kulturlandschaft in Hinsicht auf ihren Erholungswert flächendeckend zu erfassen, was im Rahmen der Landschaftsplanung zu erfolgen hat (Makroebene). Auf der Mikroebene verdrängt diese den Denkmalschutz, wenn es um die nähere Umgebung von Naturdenkmälern geht. Die Bezeichnungen gewachsene und historische Kulturlandschaft können sich auf denselben Raum beziehen. Zur Abgrenzung des raumordnerischen Kulturlandschaftsbegriffs vom Denkmalschutzrecht gilt, dass der flächenhafte Kulturlandschaftsschutz Aufgabe der Raumordnung ist. Für die Identifikation von Kulturdenkmälern hingegen ist auf die Expertise der Denkmalbehörden zurückzugreifen, denen dabei kein Ermessensspielraum zur Verfügung steht. Das Europäische Landschaftsübereinkommen enthält keine weiterführenden Hinweise für die Konkretisierung des Begriffs Kulturlandschaft, Legal questions relating to the inclusion of the concept of “cultural landscapes” in superordinate spatial planning The term “evolved cultural landscapes”, which appears in section 2, paragraph 2, no. 13, sentence 2 of the Federal Spatial Planning Act, is not defined in law; it has to be interpreted within the context of the provisions of the Spatial Planning Act, in particular in association with section 1 of the Act (on the concept of cultural landscapes in superordinate spatial planning).The term implies a need for physical demarcation, is subject to both subjective and objective criteria, and has to be interpreted in a manner which is addressee-specific. The legal demarcation lines are primarily in respect of legislation on nature protection and the conservation of historic buildings and monuments. From the nature-protection perspective, cultural landscapes, which have evolved over the course of history, have to be identified at the macro level in terms of their recreational value. This task falls within the remit of landscape planning. At the micro level, this also takes precedence over the interests of conservation (of historic buildings and monuments) in those locations where the area concerned is in the immediate vicinity of a site of natural interest. The same spatial entity may well be described both an being “evolved” and as a “historic” cultural landscape. In distinguishing between the concept of cultural landscapes in superordinate spatial planning and the use of the term in legislation on the conservation of historic buildings and monuments, it is important to note that the protection of cultural landscapes over the broader territory is a task of the superordinate tier of spatial planning. The identification of sites of cultural interest, on the other hand, needs to draw on the expertise of the authorities responsible for the protection of historic buildings. On this matter, these authorities are not allowed room to exercise discretion. The European la

Die überörtliche Raumordnung, insbesondere die Regionalplanung, ist sehr dafür geeignet, integrative Ansätze zum Schutz und zur Entwicklung von Kulturlandschaften zu konzipieren und auch maßgeblich zu ihrer Umsetzung beizutragen. Allerdings wird die raumordnerische Diskussion derzeit vor allem von Forderungen nach Deregulierung und Verschlankung der Pläne bestimmt, sodass es unrealistisch erscheint, auf eine Ausweitung des förmlichen Instrumentariums im Hinblick auf den Kulturlandschaftsschutz zu drängen. Angesichts dessen wird hier die Erarbeitung eines „kulturlandschaftlichen Fachbeitrages“ bei der Aufstellung von Regionalplänen empfohlen, um ein sachlich solides Fundament für regionalplanerische Aktivitäten zu haben., The responsibilities and the role of regional planning in implementing the statutory requirements associated with cultural landscapes It is the non-local tiers of spatial planning, and in particular the level of regional planning, which are best placed to develop integrative approaches for the protection and development of cultural landscapes, and equally to play a pivotal role in the implementation of such approaches. Currently, however, discussions on superordinate spatial planning are dominated by calls for deregulation and for plans to be slimmed down; it would appear, therefore, to be unrealistic at the present time to campaign for an expansion of the formal instruments currently available to include cultural landscapes. In this light, the authors recommend the use of what are known as “technical contributions” on the subject of cultural landscapes to inform the preparation of regional plans. This approach would provide a technically sound foundation for actions taken within the context of regional planning.

Suburbane Räume als Kulturlandschaften zu denken, stellt in der deutschen Forschungstradition noch immer eine Provokation dar. Genau diese Perspektive fi ndet sich aber zunehmend in der internationalen Raumforschung. Zudem wird ein solches Denken auch in einigen europäischen Dokumenten zur Raumentwicklung gefordert. In diesem Sinne versteht auch das 3. Leitbild "Ressourcen bewahren, Kulturlandschaften gestalten" der bundesdeutschen Raumordnung aus dem Jahr 2006 alle Räume als Kulturlandschaften, also auch die suburbanen, und sieht ein solches Kulturlandschaftsverständnis insgesamt als wichtige qualitative Ergänzung traditioneller Raumentwicklungspolitik. Dieser Band will zeigen, dass der kulturlandschaftliche Blick tatsächlich dazu beitragen kann, eine neue Wahrnehmung auf suburbane Räume zu strukturieren, denn er hilft, ökologische, ästhetische, kulturelle und lebensweltliche Qualitäten auch in diesen Räumen aufzudecken, obgleich sie ihnen bisweilen abgesprochen werden. Das bedeutet eine Erweiterung der bislang eher funktionalen Perspektive der Raumordnung auf diesen hybriden Raumtypus und kann als Ausgangspunkt für adäquate Formen kooperativer Regionalentwicklungspolitik genutzt werden, wie an Beispielen verdeutlicht wird., The conceptualisation of suburban spaces as cultural landscapes still represents a provocation within the German research tradition. It is, however, increasingly common in international spatial research. Indeed, several policy documents concerning European spatial development call for suburban spaces to be seen as cultural landscapes. Similarly, the 2006 German Spatial Planning guideline “Preserving resources, shaping cultural landscapes” understands all spaces, including suburban, as cultural landscapes and sees cultural landscapes overall as being an important qualitative supplement to traditional spatial development policy. This volume is intended to show that the cultural landscape viewpoint can indeed contribute to the structuring of a new perception of suburban spaces, as it helps to uncover the ecological, aesthetic, cultural and everyday qualities of these spaces, the very existence of which is not always acknowledged. This involves extending the rather functional way in which spatial planning sees this hybrid spatial type and can thus represent a starting point for more adequate forms of cooperative regional development policy, as the examples make clear.

Schutz und Erhaltung von Kulturgütern sind als Belange im Rahmen von Umweltprüfungen zu berücksichtigen. Die entsprechenden europarechtlichen Vorschriften sind im deutschen Recht und in der Planungspraxis allerdings nur unzureichend umgesetzt. Es bleibt abzuwarten, wie derzeitige Entwicklungen, unter anderem in Zusammenhang mit der Einführung der Umweltprüfung für Pläne und Programme sowie der Novellierung der UVP-Verwaltungsvorschrift diese Defizite aufheben. Unabdingbar ist hierfür die Inventarisation der Kulturgüter innerhalb von digitalen Kulturlandschaftskatastern. Seit 1994 setzt sich der Arbeitskreis "Kulturgüter in der UVP" für eine angemessene Berücksichtigung dieses Schutzgutes in Rechtsprechung und Planungspraxis ein., Cultural assets in the context of environmental impact assessment Protecting and preserving cultural assets are among the concerns which need to be considered within the framework of environmental impact assessment. However, to date the translation of EU directives and regulations on this issue into German law, and in turn adoption into planning practice, has been inadequate. It remains to be seen to what extent recent developments - such as the introduction of environmental impact assessment for plans and programmes and the reform of administrative regulations on EIA - will remedy these deficits. An essential prerequisite in this process is to produce inventories of cultural assets within digital registers of cultural landscapes. Since 1994, the working group on "Cultural assets in EIA" has been arguing the case for the recognition of such assets both by the courts and in planning practice.

In der bayerischen Denkmalpflege gibt es eine mehr als zehnjährige Tradition der Beschäftigung mit kulturlandschaftlichen Ansätzen. Dabei wurde von vornherein davon ausgegangen, dass es nicht allein Aufgabe der Denkmalpflege sein kann, sich hauptverantwortlich um die Erhaltung der historischen Kulturlandschaft zu bemühen. Ihr fällt es in erster Linie zu, die Denkmalqualitäten von Elementen und Strukturen der Kulturlandschaft zu definieren. Für die Erhaltung und Pflege der Kulturlandschaft müssen Partner aus den Feldern des Naturschutzes und der Landschaftspflege, der Ländlichen Entwicklung und der Raumordnung gewonnen werden. Beispielhaft ist dies gelungen im Fall des Modellprojektes "Die historische Kulturlandschaft in der Region Oberfranken-West"., In Bavaria, there is now a tradition stretching back over ten years of incorporating a concern for cultural landscapes within the established function of conserving sites of historical interest. However, from the outset it was understood that the prime responsibility for preserving the historical cultural landscape could not be placed solely with conservation agencies. These agencies are primarily responsible for defining the conservation status and qualities of the elements and structures which form part of the cultural landscape. The protection and cultivation of cultural landscapes requires suitable partners to be identified from the fields of environmental protection and landscape preservation, rural development and spatial planning. The model project outlined here on the "Historical cultural landscape in the Upper Franconia West region" provides one successful example of such an approach.

Die als UNESCO-Weltkulturerbe ausgewiesenen Potsdamer Schlösser und Parks bilden den Kern einer historischen Kulturlandschaft, die durch das Zusammenspiel von Städtebau, Architektur und Landschaftsgestaltung als international bedeutsames Gesamtkunstwerk gilt. Der denkmalpflegerische Schutz der Potsdamer Kulturlandschaft begrenzt sich dabei auf die Flächen der historischen Parks und ihre direkte Umgebung. Als kulturhistorische Einheit greift die Potsdamer Kulturlandschaft jedoch weit über die Grenzen der Stadt Potsdam hinaus und weist eine regionale Dimension auf. Im Hinblick auf regionale Schutz- und Entwicklungskonzepte der Potsdamer Kulturlandschaft sind die formellen Planwerke der Landesund Regionalplanung bisher eher von marginaler Bedeutung. Dagegen stellen das Gemeindeforum Havelseen und der Regionalpark Potsdamer Havelseen informelle, projektorientierte Ansätze dar, deren Zukunft allerdings nicht gesichert erscheint. Vorgeschlagen wird die Institutionalisierung einer regionalen Entwicklungsgesellschaft bzw. -agentur zur Entwicklung der Potsdamer Kulturlandschaft., The Potsdam cultural landscape: Approaches and problems in regional planning The castles and parks in Potsdam which have been designated by UNESCO as a World Heritage Site form the core of the historic cultural landscape, which with its interplay of urban design, architecture and landscape design is widely regarded as collectively constituting a work of art of international significance. The protection afforded to Potsdam’s cultural landscape within the framework of preserving historic monuments is limited to the area within the historic park and its immediate surroundings. However, the impact of Potsdam’s cultural landscape as an expression of cultural history is felt well beyond the boundaries of the city of Potsdam. Its significance also has a regional dimension. As far as regional strategies for protecting and developing Potsdam’s cultural landscape are concerned, the formal planning instruments employed within state-level and regional planning have to date been at best of marginal importance. By contrast, the municipal forum representing the Havel Lakes and the Potsdam Havel Lakes Regional Park are examples of informal, project-based approaches, the future of which is, however, by no means certain. The author proposes the creation of a regional development company.

Suburbane Räume finden bis dato in der Landschaftsplanung nur begrenzte Aufmerksamkeit. Dies hat mehrere Ursachen: Zum einen entsprechen suburbane Räume nur selten den Vorstellungen und den Kriterien von wertvollen Landschaften. Werden jedoch keine Werte in der Landschaft festgestellt - wie z. B. wertvolle Arten, fruchtbare Böden oder für das Landschaftserleben bedeutsame, da vielfältige, schöne oder naturnahe Landschaftsbilder -, werden suburbane Räume oft keiner näheren Betrachtung unterzogen. In vielen Landschaftsplänen dominieren zum anderen Maßnahmenvorschläge, die sich auf den Schutz und die Pflege wertvoller Landschaftselemente und Artenvorkommen beziehen. Konkrete Maßnahmenvorschläge zur Entwicklung, Gestaltung und Wiederherstellung von defizitären Landschaftsräumen gerieten in den letzten Jahren jedoch häufig aus dem Blickfeld der Landschaftsplanung. Mit Blick auf die wachsenden suburbanen Räume und deren Bedeutung und Potenziale als Lebensräume in der Gesamtlandschaft wäre jedoch ein zunehmender Fokus auf Entwicklungs- und Reparaturmaßnahmen erforderlich. Dieser böte die Chance, suburbane Räume in ihren Potenzialen zu erkennen und diese durch die Entwicklung gezielter Maßnahmenvorschläge in Kooperation mit der Stadt- und Regionalentwicklung qualitätsvoll weiterzuentwickeln., Suburban spaces have thus far attracted little attention from landscape planning. There are a number of reasons for this. First, suburban spaces seldom correspond with notions of and criteria for valuable landscapes. If nothing valuable (e. g. valuable species, fertile soils or diverse, beautiful or natural landscape views significant for experiencing the landscape) is identified in the landscape, then suburban spaces are seldom more closely examined. Second, many landscape plans are dominated by suggested measures related to the protection and care of valuable landscape elements and species populations. Concrete measures related to the development, design and reconstruction of poor landscape areas have in recent years often been overlooked by landscape planning. In view of the growth of suburban spaces and their importance and potential as living spaces within the landscape as a whole however, an increased focus on development and repair measures seems necessary. This would offer an opportunity to recognise the potentials of suburban spaces and then in cooperation with town and regional planning to develop targeted measures to ensure their high-quality development.

Dieser Beitrag unterstützt die Suche nach planerischen Antworten auf das Phänomen der Durchdringung von Stadt und Landschaft auf einer metatheoretischen Ebene. Im Hauptteil werden drei Strategien zur Gestaltung und Planung suburbaner Räume identifiziert, deren Repräsentanten als "Gegner", "Qualifizierer" und "Euphoriker" bezeichnet werden. Die Strategien werden anhand der Kriterien Identität, Geschichte, Ganzheit und Urbanität dargestellt und mit Projektbeispielen erläutert; abschließend werden jeweils Einwände, die gegen sie erhoben werden können, vorgebracht. Der Beitrag schließt mit zwei kursorischen Anmerkungen zum Verhältnis von Theorie und Praxis., This paper supports the search for planning responses to the phenomenon of the interpenetration of city and landscape on a meta-theoretical level. The aim is to order and typify the various design and planning approaches to suburban space. First, a differentiation is made between two concepts of cultural landscape that are relevant to the discussion of suburban spaces. Then in the major part of the paper three strategies for the design and planning of suburban spaces are identified, the representatives of which are termed “Opponents”, “Qualifiers” and “Euphorics”. The strategies are described using the criteria identity, history, unity and urbanity and are illustrated using examples of projects. Finally, the objections that can be made to the strategies are discussed. The paper closes with two brief comments about the relationship between theory and practice.

Die "Regionalen" sind ein strukturpolitisches Instrument des Landes Nordrhein- Westfalen. Sie sollen die Qualitäten und Eigenheiten einer Region herausarbeiten, um Impulse für deren zukünftige Entwicklung zu geben. Das Wort "Regionale" setzt sich zusammen aus "Region" und "Biennale". Es beschreibt ein Programm, das im Turnus von bisher zwei Jahren einer jeweils ausgewählten Region die Möglichkeit bietet, sich selbst zu präsentieren. Im Jahr 2010 fand die Regionale in der Region Köln/Bonn statt. Sie knüpfte an eine Entwicklung an, die im Jahr 2000 mit der EXPO-Initiative OstWestfalenLippe begann. Es folgten die Euroga 2002plus am mittleren Niederrhein und an der Maas sowie die Regionale links und rechts der Ems im Münsterland. 2006 war die Regionale zu Gast im Bergischen Städtedreieck Remscheid, Solingen und Wuppertal. Schauplatz der EuRegionale 2008 war die Grenzregion Aachen mit Partnern in Belgien und den Niederlanden. Im Jahr 2013 ist die Region Südwestfalen Ausrichter und der Zuschlag des Landes für die Regionale 2016 ging an die Region West-Münsterland., The “Regionale” is a structural policy instrument of the state of North Rhine-Westphalia. It is intended to draw out the qualities and characteristics of a region in order to provide new impulses for its future development. The word “Regionale” is made up of the words “region” and “biennale” and describes a programme that every two years offers a different region the opportunity to present itself. In 2010 the Regionale moved to the Cologne/Bonn region, building on the Regionale tradition that began in 2000 with the EXPO initiative in East Westphalia-Lippe. This was followed by the Euroga 2002plus on the middle Lower Rhine and on the Meuse, and the Regionale to the right and left of the Ems in Münsterland. In 2006 the Regionale visited the Bergisch city triangle of Remscheid, Solingen and Wuppertal. The stage for the Euregionale held in 2008 was the border region of Aachen with partners in Belgium and in the Netherlands. In 2013 the region of South-Westphalia will hold the Regionale, while the state has decided that the Regionale 2016 is to be in West Münsterland.

Eine der produktiven Funktionen der Rede über "Kulturlandschaft" im Planungsdiskurs besteht derzeit darin, Gebiete mit in einem größeren Aspektreichtum zu bezeichnen, als das etwa Ausdrücke wie "Raum" oder "Region" zu leisten vermögen. Geradezu tautologisch ist mit "Kulturlandschaft" gesagt, dass es um eine explizite Auseinandersetzung auch mit den im weitesten Sinne kulturellen Bedingungen und Eigenschaften eines Gebietes geht. Nun versteht sich das Konzept "Kulturlandschaft" nicht von selbst, und insofern sind Zweifel daran angebracht, ob die Rede von den Kulturlandschaften umstandslos zu einer gemeinsamen Gesprächsgrundlage der jeweils darüber Sprechenden führt. Dieser Beitrag stellt drei Konzepte vor, die für unterschiedliche Positionen und Ziele stehen und deutlich voneinander abweichende Haltungen zu den Veränderungen implizieren, denen die aktuelle Landschaftsentwicklung unterliegt., One of the productive effects of the discussion about “cultural landscape” in the planning discourse is that areas are being described using a richer range of facets than that offered by terms such as “space” or “region”. “Cultural landscape” conveys, tautologically, that it is concerned with an explicit analysis of, in the widest sense, the cultural conditions and characteristics of a region. However, the “cultural landscape” concept is not self-explanatory, and there is thus reason to doubt that speaking of the cultural landscape automatically provides a common basis for discussion between individuals. This paper describes three concepts, each representing a different position with differing aims and very differing attitudes towards the changes underlying current landscape development.

Die Kulturlandschaft wird im Raumordnungsgesetz in § 2 Abs. 2 Nr. 5 ROG als Grundsatz der Raumordnung aufgeführt, aus dem deutlich wird, dass die Kulturlandschaft sich im Wesentlichen in zwei Grundtypen einteilen lässt: in eine „einfache“ Kulturlandschaft, welche als raumgliedernder Teilraum grundsätzlich zu erhalten und zu entwickeln ist, und in eine kleinere, historisch geprägte und gewachsene Kulturlandschaft, welche in ihren prägenden Merkmalen nur zu erhalten ist. Der kulturlandschaftliche Grundsatz besitzt dabei mit seinem raumordnungsrechtlichen Erhaltungs- und Entwicklungsauftrag trotz nicht unproblematischer Zuständigkeitsfragen ein beachtenswertes Potenzial, um spezifischen Raumproblemen entgegenzutreten. Dies gilt auch für den suburbanen Raum, der jedoch nach einer formaljuristischen Betrachtungsweise keine Besonderheiten bzgl. der kulturlandschaftlichen Aufträge aufweist., The cultural landscape is included in German spatial planning law (§ 2 par. 2 no. 5 ROG) as a spatial planning tenet. It is made clear that cultural landscapes can primarily be divided into two basic groups. The first is the “simple” cultural landscape that is seen as a spatially structuring subspace that is to be preserved and developed. The second is a smaller, historically influenced and evolved cultural landscape, the essential features of which are to only be preserved. The cultural landscape tenet with its preservation and development mandate as laid out in spatial planning law thus has considerable potential for tackling specific spatial problems, and this despite the not unproblematic jurisdiction issues. This is also true for suburban space, although in formally legal terms it does not represent a special case for the cultural landscape mandate.

In diesem Beitrag wird behauptet, dass unterschiedliche Denkstile für unterschiedliche Beschreibungen sozialräumlicher Tatsächlichkeiten verantwortlich sind, die nicht ineinander überführbar sind. Der lebensweltliche Zugang, der hier vorgeführt wird, rekonstruiert aus den Erzählungen von Bewohnern einer Region deren Verständnis ihres Lebensraums. Die beispielhermeneutische Methodologie erfasst die lebensgeschichtlich bedeutsamen Erfahrungen einer Familie, die sie bei einem Umzug gemacht hat. Im Mittelpunkt stehen dann die Erlebnisse und Befindlichkeiten während der Suche und die Erfahrung des Findens eines neuen Lebensraums, in dem die Familie nun bleiben und wohnen will. Als "Lebensraum" werden Ort und Landschaft stets in einer atmosphärischen Weise wahrgenommen, und es ist v. a. die Stimmung des "Ländlichen", die mit Land und Leuten verbunden werden kann und die der Familie eine mentale Orientierung in der Region ermöglicht., This paper claims that differing incompatible ways of thinking are responsible for differing descriptions of social spatial realities. The everyday life approach presented here uses the stories of a region’s residents to reconstruct residents’ understanding of their living space. The hermeneutic methodology uses examples to capture the important life history experiences made by a family when they moved house. The focus is on the family’s experiences and states of mind while house hunting and the experience of finding a new living space in which the family wants to stay and dwell. As “living space”, settlement and landscape are always perceived as being atmospheric. It is particularly the “rural” atmosphere, which can be connected to countryside and people, that enables the family’s mental orientation in the region.

Der Beitrag zeigt anhand einer umfangreichen Literaturauswertung, welche Verständnisse von Kulturlandschaft in den Disziplinen Naturschutz und Landschaftsplanung anzutreffen sind. Dabei ist der Begriff "Verständnisse" bewusst im Plural verwendet: Trotz einer engen geschichtlichen Verwobenheit von Kulturlandschaft und Naturschutz finden sich aktuell sehr unterschiedliche Auffassungen über den Begriff - und in der Folge auch über seine raumbezogene Anwendbarkeit sowie die Notwendigkeit des Kulturlandschaftsschutzes und dessen Begründung. Von besonderer Bedeutung ist die Frage, wie mit dem Gegensatz zwischen der Erhaltung eines gewissen historischen Zustands einer Landschaft einerseits, dem landschaftsimmanenten Wandel andererseits umzugehen ist. Abschließend wird die Beziehung der Kulturlandschaftsverständnisse in Naturschutz und Landschaftsplanung zu jenen in Denkmalpflege und Raumordnung diskutiert., Based on an extensive review of the literature available, this paper sets out the various ways in which the term "cultural landscape" is understood and employed in the disciplines of nature protection and landscape planning. Here the plural use of "ways" is quite deliberate: despite the fact that the interests of nature conservation and cultural landscapes have been closely intertwined over the course of history, today views diverge considerably on how the term is to be understood – and, in turn, both on how the concept should be applied in spatial terms, as well as on the very need and justification for protection to be given to cultural landscapes. One question of special importance is how to deal with the contradiction between preserving the historical features of a particular landscape and the inherent changes which landscapes undergo. The paper closes with a comparative discussion of definitions of the concept of cultural landscapes in the nature-protection and landscape-planning fields, on the one hand, and those current in connection with the conservation of historic monuments and in the field of spatial planning.

Dieser Beitrag behandelt die Strategie zur Erhaltung der archäologisch-historischen Landschaften in den Niederlanden durch nachhaltige Entwicklung im Rahmen der Raumordnung. Dazu werden seit 1999 ein mehr anwendungsorientiertes Belvedere-Programm und ein mehr wissenschaftlich ausgerichtetes BBO-Programm durchgeführt. Zentrale Konzepte, die sich mit den Kernbegriffen Dynamik und Qualität aus der Raumordnung verbinden lassen, sind "Erhaltung durch Entwicklung" und "Biographie der Landschaft". Methodisch ist die Region die räumliche Ebene, auf der Forschung, Strategie und Anwendung durch "Denken und Handeln" wie in einem empirischen Zyklus miteinander verbunden werden. Die Aktivitäten beider Programme werden allgemein beschrieben. Sie beabsichtigen, das Ziel der Erhaltung durch Entwicklung durch die Bildung einer "community of practice" zu erreichen. Der Begriff Nachhaltigkeit wird erläutert und in materielle, konzeptuelle, methodische und disziplinäre Nachhaltigkeit differenziert., This paper discusses the strategy in place in the Netherlands for protecting landscapes of archaeological and historical interest by promoting sustainable development in spatial planning. This approach has been supported since 1999 by two programmes: the applicationoriented Belvedere programme, and the more scientifically oriented BBO programme . Its key concepts, which are wholly compatible with the core tenets of spatial planning - dynamics and quality, are “conservation through development” and “landscape biography”. With regard to methodology, the region is the spatial level at which research, strategy and application are linked together through “thought and action” in a kind of empirical cycle. The activities associated with both programmes are described in general terms. Their purpose is to achieve the goal of “conservation through development” by establishing a “community of practice”. In explaining the concept of sustainability, the author distinguishes between material, conceptual, methodological and disciplinary sustainability.

Die Herausbildung der Kulturlandschaft im Oberen Elbtal wird am Beispiel der Stadtentwicklung der ausgewählten Kernstädte Pirna, Meißen und Dresden mit ihren Einflüssen auf die Landschaftsentwicklung und die Herausbildung kulturhistorischer Besonderheiten nachgezeichnet. Die Steuerung der Urbanisierung während der Gründerzeit und der Suburbanisierung seit den 1990er Jahren bilden den Bezug zur Thematik des Bandes, wobei die bewusste Landschaftsentwicklung im Umland der o. g. Städte sowie der neu gegründeten Städte Freital und Heidenau ab Mitte des 20. Jahrhunderts vorangetrieben wurde. Dieser Prozess wird durch die Ausweisung von Landschaftsschutz-, Naturschutz- und Denkmalschutzgebieten einschließlich ihrer Pflegeziele dargestellt. Die Herausbildung von Freiraumkonzepten erfolgte ab den 1960er Jahren durch die städtebauliche und territoriale Planung. Die dargestellten Planungsansätze der 1970er Jahre beziehen sich auf die Entwicklung der Siedlungsstruktur und das Entwicklungskonzept für den Ballungsraum Dresden, seit 1991 beziehen sie sich auf die Primärintegration der Landschaftsrahmenplanung in den Regionalplan Oberes Elbtal/Osterzgebirge. Weiterführende Aufgaben für die Herausbildung der Kulturlandschaft werden für die Stadtentwicklung im Rahmen des Stadtumbaus zur Förderung der Standortqualität und einer bedarfsgerechten Freiraumentwicklung in den Stadtgebieten angesprochen, ebenso die bewusste Förderung ökologischer Dienstleistungsfunktionen u. a. bei der Nutzung von Brachflächen., The creation of the cultural landscape in the Upper Elbe Valley is traced using the examples of the urban development of Pirna, Meißen and Dresden. The influence of these urban cores on the development of the landscape and the creation of historical cultural features is demonstrated. Directly related to the topic of the book is the subject of the control of urbanisation in the late nineteenth century and of suburbanisation since the 1990s. The purposeful development of the landscape around Pirna, Meißen and Dresden and the newly founded settlements of Freital and Heidenau from the mid-twentieth century also receives attention. The designation of protected landscape areas, nature reserves and conservation areas is described and the objectives of each discussed. From the 1960s open space concepts were developed within the frame of urban and regional planning. Planning approaches from the 1970s were related to the development of settlement structures, to development concepts for the Dresden conurbation, and from 1991 to the integration of framework landscape planning in the regional plan of the Upper Elbe Valley and Eastern Erz Mountains. Further tasks related to the evolution of the cultural landscape are mentioned in the context of urban redevelopment and the needs-based design of open space in urban districts, this includes the promotion of ecosystem services, for instance when using brownfield sites.

Der Regionalverband Ballungsraum Frankfurt/Rhein-Main hat als Planungsträger die Aufgabe, einen polyzentrischen, intensiv genutzten Raum zu ordnen. Dabei spielt die historische Kulturlandschaft insofern eine wichtige Rolle, als es mit zunehmender Globalisierung für die Menschen immer wichtiger wird, einen Ankerpunkt zu finden, eine "Heimat". Das Kulturlandschaftskataster wurde ursprünglich als Abwägungsgrundlage in der Landschaftsplanung entwickelt sowie um die stetig schwindende Menge von kulturhistorischen Landschaftselementen vor einer Überplanung zu schützen. Diese Funktion erfüllt es auch heute noch im Regionalen Flächennutzungsplan und dort v.a. in der Strategischen Umweltprüfung. Darüber hinaus liefert das Kataster jedoch wichtige Inhalte bei der Erholungsplanung und ist ein Baustein bei der Erhöhung der regionalen Identität. Wichtige Ziele für die Zukunft sind die Entwicklung von Schutzkonzepten, eine Kulturlandschaftsgliederung und eine behutsame Weiterentwicklung der Kulturlandschaft., The planning association of the agglomeration Frankfurt/Rhine-Main has the task of ordering a polycentric, intensely used space. The historical cultural landscape has an important role to play, as continued globalisation makes it increasingly important for people to find an anchor, a “home”. The cultural landscape register was originally developed as a basis for assessment for landscape planning, with the aim of protecting the ever-decreasing number of historical cultural landscape features from being ignored when drawing up plans. It continues to fulfil this function within the context of regional land-use planning and especially of strategic environmental assessment. In addition, the register provides important content for recreational planning and is important for strengthening regional identity. Major future objectives are the development of conservation concepts, a cultural landscape classification and the cautious further development of the cultural landscape.

Der Beitrag behandelt den Begriff des suburbanen Raums aus einer epistemologischen Perspektive. Gefragt wird, wie dieser Begriff definiert wird und welche verschiedenen Bedeutungszuschreibungen mit Blick auf diesen Gegenstand im raumbezogenen Kontext vorgenommen werden. Im Gegensatz zu den thematisch eng geführten und normativ eher einseitigen, pauschalen Begriffsverwendungen des "Suburbanen", wie sie auch in Raumforschung und -planung verbreitet sind, wird hier einem differenzierten, eher pluralistischen Verständnis gefolgt. Dazu werden unterschiedliche analytische Kategorien genutzt, hinter denen sich jeweils verschiedene Dimensionen des Themas verbergen; daraus ergeben sich zudem Hinweise auf Definitions- und Abgrenzungsprobleme sowie die teilweise konstruierte Natur des Begriffs des suburbanen Raums. Ziel des Beitrags ist es, mit einer komprimierten, tendenziell enzyklopädischen Darstellung eine Grundlage für die weitere Diskussion dieses Begriffs aus kulturlandschaftlicher Perspektive zu legen. Der Vorteil einer solchen Perspektive könnte sein, den Begriff des "suburbanen Raums" auf eine Weise zu öffnen, wie sie sich in den zwei letzten Dekaden bereits im angelsächsischen Diskurs durchgesetzt hat., The paper deals with the term suburban space from an epistemological perspective. The way in which the term is defined and the various meanings assigned to the object in the spatial context are discussed. The approach taken is differentiated and pluralistic, and contrasts to the narrowly focused and normative, rather one-sided and generalised use of the term "suburban" that is common in spatial research and planning. Various analytical categories are used, each of which represents a different dimension of the topic. Problems of definition, delimitation and the partially constructed nature of the term suburban space manifest themselves. The aim is to produce a compact, rather encyclopaedic representation and thus provide a basis for further discussion of the term from a cultural landscape perspective. The advantage of such an approach is that it may open up the term "suburban space", as has been seen in the last two decades in the Anglo-Saxon discourse.

In den vergangenen Jahrzehnten hat das Phänomen der Suburbanisierung für die raumwissenschaftliche Forschung und die planerische Gestaltung in Städten und Stadtregionen eine bedeutende Rolle gespielt. Dabei haben soziale, demographische und ökonomische, siedlungsstrukturelle und funktionale Aspekte im Vordergrund gestanden. Erst seit wenigen Jahren (seit der Diskussion um die "Zwischenstadt") geht es auch verstärkt um ein Verständnis der Stadtregion als Kulturlandschaft und darauf bezogene Gestaltungsperspektiven. Diese Debatte wird inzwischen von der Frage überlagert, ob die Suburbanisierung angesichts von vermeintlichen oder realen Reurbanisierungstendenzen noch ein relevantes Thema sei. Dieser Frage wird hier sowohl in grundsätzlichen Überlegungen als auch konkret am Beispiel der Region Hannover nachgegangen. Im Ergebnis ist festzuhalten, dass auch ein in jüngster Zeit durchaus zu beobachtender gewisser (relativer) Bedeutungsgewinn der Kernstädte die Aufgabe der angemessenen planerischen Gestaltung suburbaner Kulturlandschaften keinesfalls obsolet werden lässt., In recent decades the phenomenon of suburbanisation has played an important role for spatial research and planning in cities and urban regions. The focus has been on social, demographic, economic and functional aspects as well as aspects related to settlement structure. It is only in recent years (since the discussion surrounding the "in-between city") that attention has moved increasingly to an understanding of urban regions as cultural landscapes and the related design perspectives. This discussion has in the meanwhile been overlaid by the debate about whether, in the light of alleged or actual re-urbanisation trends, suburbanisation is a relevant topic. This issue is discussed here both at the level of fundamentals and in the context of the concrete example of the Hanover region. The conclusion is reached that despite recent (relative) gains in the significance of inner cities, the appropriate planning and design of suburban cultural landscapes is by no means an obsolete task.

Der Aufsatz besteht aus drei Teilen. In einem ersten Abschnitt werden die bisherigen Arbeiten zu Kulturlandschaften seit Ende der 1990er Jahre im Kontext der ARL und in Verbindung mit anderen raumwissenschaftlichen Einrichtungen resümiert. Daraus wird deutlich, dass Kulturlandschaften zwischenzeitlich ein zentrales Forschungsfeld der Raumwissenschaften geworden sind. Motor dieser Entwicklung waren sich wandelnde Verständnisse von Kulturlandschaft in bundesdeutschen und europäischen Dokumenten zur Raumordnung und zur Strukturpolitik. Diese werden im zweiten Abschnitt vorgestellt. Dabei wird offenkundig, dass der Begriff "Kulturlandschaft" zunehmend auch auf suburbane Räume bezogen wird. Das bildet den Hintergrund für aktuelle Diskussionen darüber, welchen Mehrwert es bringt, solche Räume auch als Kulturlandschaften zu verstehen. Der dritte Abschnitt skizziert die unterschiedlichen Perspektiven auf suburbane Räume, wie sie in den Beiträgen dieses Bandes zur Diskussion gestellt werden., The paper is divided into three parts. The first section reviews work undertaken on cultural landscapes since the end of the 1990s in the context of the ARL and in connection to other spatial research institutions. The review shows that cultural landscapes have become a central field of research for spatial planning and regional development. Driving this development was a changing understanding of cultural landscape in German Federal and European documentation on spatial planning and structural policy, as is discussed in the second section of the paper. It becomes obvious that the concept of cultural landscape is being increasingly used with reference to suburban spaces. This provides a background for current discussions about the advantages of conceptualising such spaces as cultural landscapes. The third section outlines the various perspectives on suburban spaces taken in the contributions to this volume.

Mit der Novellierung von 1998 wurde der Begriff "gewachsene Kulturlandschaften" erstmals im Raumordnungsgesetz verankert. Um dem gesetzlichen Auftrag zur Erhaltung von Kulturlandschaften Genüge tun zu können, gilt es, den Begriff und die aus dem Gesetz abzuleitenden Aufgaben zu konkretisieren und Arbeitshilfen für die raumplanerische Praxis zu entwickeln. Dabei ist zu klären, wie die zwischen verschiedenen Fachbereichen zum Teil stark differierenden Verständnisse und Herangehensweisen zu einzelnen Aspekten des Themenfeldes "Kulturlandschaft" zusammengeführt werden können. Insbesondere muss sich die Raumordnung auch damit auseinandersetzen, wie mit der Dynamik von Kulturlandschaften umzugehen ist. Bei all dem gilt, dass ganz unterschiedliche Landschaftstypen, z.B. auch Stadtlandschaften, als Kulturlandschaften betrachtet werden können. Der vorliegende Band, Ergebnis eines gemeinsamen Arbeitskreises der vier raumwissenschaftlichen Einrichtungen der Leibniz-Gemeinschaft, befasst sich zunächst mit Kulturlandschaften als Gegenstand aktueller Diskurse und behandelt im Anschluss raumordnungsrechtliche und fachdisziplinäre Zugänge zum Thema. Weiter werden Kulturlandschaften im Spannungsfeld zwischen Privateigentum und Gemeinschaftsgut diskutiert. Der umfangreichste Teil des Bandes widmet sich Methoden, Problemen und Perspektiven im Umgang mit Kulturlandschaften in der Planungspraxis und stellt deutsche und europäische Beispiele vor. Das Abschlusskapitel gibt Handlungsempfehlungen zur Rolle der Regionalplanung und stellt Herausforderungen im planerischen Umgang mit Kulturlandschaften sowie weiteren Forschungsbedarf dar., The 1998 revision of the Federal Spatial Planning Act included the adoption of the phrase "evolved cultural landscapes" into the wording of the Act. As a consequence, it is now important to clarify how this concept is to be understood. Specific tools need to be developed to enable planning practice to meet its statutory obligations in an appropriate manner. Spatial planning as a discipline will have to address future strategies for coping with the dynamics of cultural landscapes which include urban landscapes as well. It has to develop ways of assimilating the diverse definitions and approaches associated with some aspects and distinct features of cultural landscapes in the various sectors responsible for them. This collection of papers, result of a joint working group of the four institutions of the Leibniz association involved in spatial science, starts with a discussion of cultural landscapes as subject of current discourses and then treats legal issues as well as approaches in sectoral planning. Further, cultural landscapes are considered in relation to the concept of communal assets. The largest section of this publication focuses on methods, problems and perspectives concerning cultural landscapes in the planning practice. Examples both from Germany and from other parts of Europe are presented. The final section contains recommendations for action in regional planning and describes challenges and future research needs in relation to cultural landscapes and spatial planning.

Der Beitrag beschreibt die Stadtlandschaft zwischen Berlin und Potsdam. Durch seine Historizität stellt dieser suburbane Raum eine in Deutschland besondere, teilweise als Weltkulturerbe ausgezeichnete Kulturlandschaft dar. Die Kulturgeschichte dieses suburbanen Raumes wird seit dem 19. Jahrhundert skizziert. 1838 wurden die beiden preußischen Residenzstädte erstmals durch die Stammbahn miteinander verbunden. Dies war die Grundlage für viele Siedlungsgebiete am Wannsee, Schlachtensee und Griebnitzsee. Zugleich wurden die Seenlandschaft der Havel und die Waldlandschaft des Grunewaldes beliebte Naherholungsgebiete für Berlin. Seit der Phase der Industrialisierung in der Gründerzeit siedelten sich große Teile des Berliner Bürgertums in Landhaus- und Villenkolonien am südwestlichen Rand der Millionenmetropole an. Der private Bauunternehmer von Carstenn entwarf bereits 1892 die metropolitane Vision von Berlin und Potsdam als einer Stadt, verbunden durch den Grunewald als Park. Der wachsende Siedlungsdruck und die Freiraumverluste in diesem Gebiet führten Ende des 19. Jahrhunderts zur Herausbildung einer Waldschutzbewegung, welcher es schließlich 1915 gelang, durch den Staat große Dauerwaldgebiete gegen den metropolitanen Wachstumsdruck zu sichern. Durch die Bildung von Groß-Berlin im Jahr 1920 wurden viele Villenvororte eingemeindet, das "wilde", durch private Akteure getragene Siedlungswachstum wurde nun öffentlich gesteuert. Der in den 1920er und 1930er Jahren durch die Mittelschichten getragene Suburbanisierungsprozess wurde mit der Teilung Deutschlands und Berlins für über vier Jahrzehnte unterbrochen. Seit 1990 wachsen Berlin und Potsdam wieder enger zusammen, der Siedlungsdruck erfasst auch die benachbarte Region Teltow, Kleinmachnow und Stahnsdorf., This paper describes the urban landscape between Berlin and Potsdam. The historicity of this cultural landscape makes it a particularly important suburban space within Germany, and part of it has been designated a world heritage site. The cultural history of this suburban space is outlined from the nineteenth century onwards. In 1838 the two Prussian residencies were linked by a permanent railway. This provided the basis for the development of many settlements on the lakes of Wannsee, Schlachtensee and Griebnitzsee. At the same time the lake-dominated landscape of the Havel and the woody landscape of Grunewald became popular recreational areas for Berlin residents. At the time of industrialisation in the late nineteenth century many of Berlin’s bourgeoisies settled in villa and country-house districts on the south-western edge of the million-strong metropolis. As early as 1892 the private developer von Carstenn designed a metropolitan vision whereby Berlin and Potsdam were one city connected by a park consisting of the woodland area of Grunewald. The increasing pressure on land through continued building and the associated loss of recreational space in this area led to the formation of a wood protection movement at the end of the nineteenth century. In 1915 this initiative managed to persuade the state to protect large areas of permanent woodland from urban growth. The creation of Greater Berlin in 1920 involved the incorporation of many of the suburban villa districts and the bringing under public control of the “wild” urban development carried out by private actors. The process of suburbanisation was continued by the middle classes through the 1920s and 1930s, but this was then interrupted for four decades by the division of Germany and Berlin. Since 1990 Berlin and Potsdam have been growing closer together again and the demand for housing is also affecting the neighbouring region of Teltow, Kleinmachnow and Stahnsdorf.

In einer Kulturlandschaft gibt es zahlreiche, von Menschenhand geschaffene Phänomene aus unterschiedlichen Zeitschichten nebeneinander. Sind solche Elemente materiell ausgeprägt, wächst ihnen historische Zeugniskraft zu und damit in manchen Fällen, wenn ihre Bedeutung für die Allgemeinheit hoch genug ist, auch Denkmalqualität. Wenn auch die Denkmalschutzgesetze der Länder sehr unterschiedliche Prämissen für die Behandlung der Kulturlandschaft in der Denkmalpflege setzen, so kann doch heute davon ausgegangen werden, dass es einen Konsens gibt, die Kulturlandschaft als ein Aufgabenfeld der Denkmalpflege zu sehen. Nicht zuletzt äußert sich dies in der Kategorie "Kulturlandschaft" des Welterbebegriffs der UNESCO., A cultural landscape will display side by side numerous examples of man-made phenomena from different periods of history. Where these elements have material shape, they acquire the role of bearing testimony to history and, if the general public are familiar with their importance, they take on the quality of historic monuments. Even though the legislation on the protection of historic monuments in place in the various federal states in Germany is based on very different premises for dealing with cultural landscapes within the context of preserving historic monuments, a consensus can nonetheless be assumed to exist today to regard cultural landscapes as one aspect of the sites of historic interest which are afforded protection. This is expressed not least in the category "cultural landscape landscapes" within UNESCO’s concept of World Heritage Sites.

Mit der Novellierung von 1998 wurde der Begriff "gewachsene Kulturlandschaften" erstmals im Raumordnungsgesetz verankert. Um dem gesetzlichen Auftrag zur Erhaltung von Kulturlandschaften Genüge tun zu können, gilt es, den Begriff und die aus dem Gesetz abzuleitenden Aufgaben zu konkretisieren und Arbeitshilfen für die raumplanerische Praxis zu entwickeln. Dabei ist zu klären, wie die zwischen verschiedenen Fachbereichen zum Teil stark differierenden Verständnisse und Herangehensweisen zu einzelnen Aspekten des Themenfeldes "Kulturlandschaft" zusammengeführt werden können. Insbesondere muss sich die Raumordnung auch damit auseinandersetzen, wie mit der Dynamik von Kulturlandschaften umzugehen ist. Bei all dem gilt, dass ganz unterschiedliche Landschaftstypen, z.B. auch Stadtlandschaften, als Kulturlandschaften betrachtet werden können. Der vorliegende Band, Ergebnis eines gemeinsamen Arbeitskreises der vier raumwissenschaftlichen Einrichtungen der Leibniz-Gemeinschaft, befasst sich zunächst mit Kulturlandschaften als Gegenstand aktueller Diskurse und behandelt im Anschluss raumordnungsrechtliche und fachdisziplinäre Zugänge zum Thema. Weiter werden Kulturlandschaften im Spannungsfeld zwischen Privateigentum und Gemeinschaftsgut diskutiert. Der umfangreichste Teil des Bandes widmet sich Methoden, Problemen und Perspektiven im Umgang mit Kulturlandschaften in der Planungspraxis und stellt deutsche und europäische Beispiele vor. Das Abschlusskapitel gibt Handlungsempfehlungen zur Rolle der Regionalplanung und stellt Herausforderungen im planerischen Umgang mit Kulturlandschaften sowie weiteren Forschungsbedarf dar., The 1998 revision of the Federal Spatial Planning Act included the adoption of the phrase "evolved cultural landscapes" into the wording of the Act. As a consequence, it is now important to clarify how this concept is to be understood. Specific tools need to be developed to enable planning practice to meet its statutory obligations in an appropriate manner. Spatial planning as a discipline will have to address future strategies for coping with the dynamics of cultural landscapes which include urban landscapes as well. It has to develop ways of assimilating the diverse definitions and approaches associated with some aspects and distinct features of cultural landscapes in the various sectors responsible for them. This collection of papers, result of a joint working group of the four institutions of the Leibniz association involved in spatial science, starts with a discussion of cultural landscapes as subject of current discourses and then treats legal issues as well as approaches in sectoral planning. Further, cultural landscapes are considered in relation to the concept of communal assets. The largest section of this publication focuses on methods, problems and perspectives concerning cultural landscapes in the planning practice. Examples both from Germany and from other parts of Europe are presented. The final section contains recommendations for action in regional planning and describes challenges and future research needs in relation to cultural landscapes and spatial planning.
