In this text, the aim is to reflect on the implementation process of Law no. 12,711/2012, which provides for the admission into federal universities and federal institutions of secondary technical education, especially on the Pato Branco campus, at the Universidade Tecnológica Federal do Paraná (UTFPR). For this, we resorted to review, documentary analysis and academic production on the categories listed for this study: “Human Rights”, “Racial quota policy” and “Affirmative actions”, through a qualitative analysis. The results demonstrate that the effectiveness of the law ensured access to Higher Education courses, but not necessarily ensured the permanence of students in Higher Education. It is concluded that the full legal efficacy was not obtained, since only ensuring the access to Higher Education, without other guarantees for the dignified permanence of quota students, in the light of the data obtained, does not seem to be effective. En este texto tiene como objetivo reflexionar sobre el proceso de implementación de la Ley N° 12.711 del año 2012, que dispone sobre el ingreso a universidades federales e instituciones federales de enseñanza técnica de nivel secundario, especialmente en el campus Pato Branco, de la Universidade Tecnológica Federal do Paraná (UTFPR). Para ello, se recurre a la revisión y al análisis documental y a las producciones académicas sobre las categorías “Derechos Humanos”, “Política de Cuotas Raciales” y “Acciones Afirmativas”, mediante análisis cualitativo. Los resultados demuestran que la aplicación de la referida ley aseguró el acceso a los cursos superiores, pero no necesariamente la permanencia de los estudiantes en la Educación Superior. Se concluye que no se obtuvo plena eficacia legal, pues asegurar sólo el acceso a la Educación Superior, sin las demás garantías para la permanencia digna de los estudiantes de cuota, a la luz de los datos obtenidos, no parece ser efectivo. Objetivo: O artigo em tela objetiva uma reflexão referente à problemática denominada crise ambiental e, nessa análise, pretende ainda apresentar alternativas e diretrizes ambientalmente sustentáveis passíveis de serem implementadas na gestão pública no Brasil.Metodologia: O presente estudo guiou-se por um diálogo interdisciplinar, conjugando-se os saberes das ciências da natureza com a inserção da administração pública na questão ambiental. Neste foco, efetua-se uma revisão bibliográfica e a exposição conceitual das temáticas correlatas, para então adentrar no campo prático com a exposição de propostas sustentáveis à Administração Pública.Resultados: Deriva deste trabalho a disponibilização conceitual referente às temáticas ambientais e de desenvolvimento sustentável, com base em debates e estudos de importantes teóricos, bem como, a evidenciação da gestão pública como relevante ator, responsável pela implementação de medidas socioambientais sustentáveis.Contribuições: O estudo trata de uma temática pouco explorada no meio acadêmico e da administração pública, constituindo-se assim, como importante trabalho científico para pesquisadores e gestores públicos que objetivem alternativas e soluções para uma gestão socioambiental mais efetiva no âmbito público no Brasil.Palavras-Chave: Crise ambiental; Desenvolvimento sustentável; Sustentabilidade; Gestão Pública. ABSTRACTObjective: The article in question aims at reflecting on the problem called environmental crisis and, in this analysis, it also intends to present environmentally sustainable alternatives and guidelines that can be implemented in public management in Brazil.Methodology: The present study was guided by an interdisciplinary dialogue, combining the knowledge of the natural sciences with the insertion of public administration in the environmental issue. In this focus, a bibliographic review and the conceptual exposition of related themes are carried out, and then enter the practical field with the presentation of sustainable proposals to the Public Administration.Results: It derives from this work the conceptual exposure related to environmental issues and sustainable development, based on discussions and studies of important theorists, as well as the disclosure of public administration as a major player, responsible for implementing sustainable environmental measures.Contributions: The study deals with a theme little explored in academia and public administration, thus constituting itself as an important scientific work for researchers and public managers who aim at alternatives and solutions for more effective socio-environmental management in the public sphere in Brazil.Keywords: Environmental crisis; Sustainable development; Sustainability; Public Management.

This article proposes the analysis of the concepts of innovation and design of the social aspect in the construction of possible models of social perception, contributing to the building of technological knowledge and changes to environmental rationality. You can see the construction of new ideas and knowledge from the social dimension strongly associated with innovative processes, fostering the development with the construction of a democratic and participatory environmental dynamics. From this analysis, allows itself to be a case study of the Cluster of Information Technology (IT) in the southwestern region of Paraná, checking the main axes of social dimension can contribute to regional development. It is realized that contextualization innovation unfolds gradually, providing opportunities new approaches and directions of the central objectives, assuming roles in the development of sustainable processes and environmental constitution, turning the rationality of processes interconnected networks of information technology in a wide scope of complexity allowing evaluation of the main changes in the social and human capital. O presente artigo propõe a análise dos conceitos de inovação e concepção do aspecto social na construção de possíveis modelos de percepção social, contribuindo para a edificação do conhecimento tecnológico e mudanças à racionalidade ambiental. É possível verificar a construção de novas ideias e saberes, a partir da dimensão social fortemente associada aos processos inovativos, fomentando o desenvolvimento com a construção de uma dinâmica ambiental democrática e participativa. A partir desta análise, permite-se constituir estudo de caso sobre o Arranjo Produtivo Local - APL de Tecnologia de Informação – TI da região Sudoeste paranaense, verificando os principais eixos de dimensão social capazes de contribuir ao desenvolvimento regional. É percebido que a contextualização de inovação desdobra-se gradativamente, oportunizando novas abordagens e direcionamentos dos objetivos centrais, assumindo papéis sustentáveis na formulação de processos e constituição ambiental, transformando a racionalidade dos processos interligados às redes de tecnologia de informação em um âmbito de ampla complexidade, permitindo avaliar as principais mudanças no contexto social e de capital humano.

Resumo: A maioria dos agricultores familiares da região Cen tro -Su l do Paraná cultivam áreas declivosas onde predominam os Cambissolosálicos. Esses produtores , devido as baixas condições econômicas usam métodos de cultivo inadequados. Tradicionalmente usam o pousio de inverno com queima dos resíduos no verão e preparo com arado de tração animal ou o plantio convencional. Mais recentemente alguns produtores adotaram o plantio direto , também com tração animal. Este trabalho teve por objetivo comparar estes três sistemas, usando como indicadora capacidade de infiltração e as características que regem, ou podem interferir, neste processo no solo. O solo utilizado foi um Cambissolo álico. Os tratamentos procuravam simular as mesmas condições dos produtores , citadas acima, e foram instalados em 1990. O sistema plantio direto foi o mais eficiente em taxa de infiltração , devido a porosidade maior e mais contínua . A cobertura vegetal permanente sobre este tratamento permitiu melhor agregação do solo não ocorrendo formação significativa de selo superficial quando o solo foi exposto a ação das gotas da chuva. O plantio convenc ional apresentou taxa de infiltração menor que o plantio direto . Os poros de ste sistema concentravam -se nos primeiros dez centímetros amostrados. O pousio com queima apresentou boa porosidade. Mesmo assim este sistema apresentou as menores taxas de infiltração por apresenta r elevada formação de selo superficial. No pousio com queima o processo de infiltração foi regido pelo selo superficial, e não pela quantidade /continuidade dos poros. Assim, o plantio d ire to com tra ç ão animal mostrou ser o sistema que melhor mantém as c a ra c te rís tic a s agronômic as desejáveis do solo para as condições estudadas.

Mestrado de dupla diplomação com a UTFPR, Universidade Tecnológica Federal do Paraná Na agricultura atual, o manejo integrado e uso eficiente de insumos agrícolas são exemplos de estratégias para maior otimização e produção de alimentos. No contexto global, além da disponibilidade de água, o nitrogênio (N) é o elemento nutricional que mais limita o crescimento e desenvolvimento das plantas. As leguminosas têm um papel relevante nos ecossistemas agrícolas, pois proporcionam uma maior quantidade de massa vegetal quando cultivadas em solos pobres, devido a associações simbióticas que formam com microrganismos fixadores de N. Desse mutualismo resulta uma maior disponibilidade de N para as leguminosas e para outras culturas não leguminosas cultivadas em consórcio ou que lhes sucedam na rotação. Assim, as leguminosas são cultivadas por todo o mundo com o objetivo de reduzir o uso de fertilizantes sintéticos, contribuindo para a manutenção e aumento da fertilidade do solo. Neste trabalho, estudou-se o potencial de produção de biomassa e de acumulação de nitrogênio e outros nutrientes nos tecidos de seis espécies de leguminosas anuais cultivadas para promoção da adubação verde em uma área de olival de sequeiro com solo ácido. O experimento a campo foi instalado na freguesia de Pinelo, no município de Vimioso, nordeste de Portugal. O ensaio consistiu em sete parcelas com uma área de 300 m2, onde se semearam aveia (Avena sativa L., cv. Boa Fé), como testemunha, trevo subterrâneo (Trifolium subterraneum, cv. Campeda), duas tremocilhas (Lupinus luteus, cvs. Nacional e Mister), duas favas (Vicia faba, cvs. Vesúvio e Favel) e tremoceiro azul (L. angustifolius, cv. Karo). O experimento a campo conduziu a resultados difíceis de interpretar, em que algumas plantas devido ao frio e/ou à excessiva acidez do solo originaram uma produção de biomassa muito baixa e não compatível com uma nodulação adequada. Para tentar isolar a causa do insucesso foi instalado um experimento em vasos usando o solo do olival e o trevo subterrâneo, cv. Campeda, como planta teste. Este ensaio decorreu nas estufas do Instituto Politécnico de Bragança. O ensaio consistiu em cinco tratamentos, correspondentes à aplicação de calcário, fósforo, boro, calcário + fósforo + boro (controlo+) e testemunha (controlo-), e quatro repetições. As plantas foram coletadas e levadas para estufa de secagem regulada a 70 oC até atingirem peso constante, sendo posteriormente pesadas, moídas e analisadas para a composição elementar dos seus tecidos. As tremocilhas, cvs. Nacional e Mister e o tremoceiro azul, cv. Karo, apresentaram os maiores valores de matéria seca, assim como o maior acúmulo de nitrogênio, se revelando as mais promissoras para adubação verde, constituindo-se como uma importante fonte de nitrogênio para a cultura principal e para a melhoria da fertilidade do solo. No experimento em vasos, o tratamento com fósforo originou maior produção de biomassa e boa nodulação. A aplicação de calcário também se mostrou efetiva na nodulação, mas não estimulou a produção de biomassa como a aplicação de fósforo. Este resultado parece indicar que o principal problema do solo do olival para o crescimento das leguminosas pode não ter sido o pH, mas talvez a reduzida disponibilidade em fósforo. In current agriculture, the integrated management and efficient use of agricultural inputs are examples of strategies for greater optimization and food production. In the global context, in addition to water availability, nitrogen (N) is the nutritional element that most limits plant growth and yield. Legumes play an important role in agricultural ecosystems, as they provide a greater amount of plant mass when grown in poor soils, due to symbiotic associations they form with N-fixing microorganisms. This mutualism results in a greater availability of N for legumes and others non-leguminous crops grown in intercropping or succeeding them in rotation. Thus, legumes are grown all over the world with the aim of reducing the use of synthetic fertilizers, contributing to the maintenance and increase of soil fertility. In this work, we studied the potential for biomass production and accumulation of nitrogen and other nutrients in the tissues of six species of annual legumes grown to promote green manure in a rainfed olive grove with acidic soil. The field experiment was installed in the parish of Pinelo, in the municipality of Vimioso, northeast of Portugal. The experiment consisted of seven plots with an area of 300 m2, where oat (Avena sativa L., cv. Boa Fé), as a control, subterranean clover (Trifolium subterraneum, cv. Campeda), two yellow-lupines (Lupinus luteus, cvs. Nacional and Mister), two fava beans (Vicia faba, cvs. Vesúvio and Favel) and blue lupine (L. angustifolius, cv. Karo). The field experiment led to difficult to interpret results, in which some plants, due to the cold and/or excessive soil acidity, resulted in a very low biomass production that was not compatible with adequate nodulation. To try to isolate the cause of failure, an experiment was installed in pots using olive grove soil and subterranean clover, cv. Campeda, as a test plant. This study took place in a greenhouse of the Instituto Politécnico de Bragança. The experiment consisted of five treatments, corresponding to the application of limestone, phosphorus, boron, limestone + phosphorus + boron (control+) and control (control-), and four replicates. The plants were collected and taken to a drying oven regulated at 70 oC until they reached constant weight, being later weighed, ground and analyzed for the elemental composition of their tissues. The yellow-lupines, cvs. Nacional and Mister, and the blue lupine, cv. Karo, presented the highest dry matter values, as well as the highest nitrogen accumulation, proving to be the most promising for green manure, constituting an important source of nitrogen for the main crop and for the improvement of soil fertility. In the pot experiment, the phosphorus treatment resulted in higher biomass production and good nodulation. Limestone application was also effective in nodulation but did not stimulate biomass production as did phosphorus application. This result seems to indicate that the main problem of the olive grove soil for the growth of legumes may not have been the pH but perhaps the reduced availability of phosphorus.

Os parques urbanos são áreas verdes, dotados de equipamentos para as atividades de recreação e lazer dentro das estruturas urbanas (KLIASS, 1993). Assim, o Parque Lago Dourado em Dois Vizinhos, nasce como bacia de contenção para minimização dos impactos ambientais causados pela ocupação de áreas de preservação permanente, impermeabilização do solo e urbanização, que causava alagamentos em pontos da cidade. Apesar de não ser dotado de infraestrutura, a população desenvolveu um “senso de pertencimento”, dando notoriedade ao espaço e cobrando do poder público adequação. Sem conseguir angariar fundos por falta de regulamentação, em 2017 uma parceria com o “Loteamento Portal do Lago” subsidiou uma grande revitalização e edificação das principais estruturas, que acabou trazendo para a área, uma “elitização” do entorno com a valorização imobiliária e segregação espacial. Apenas em dezembro de 2020 através da Lei Nº 2.441/2020 o referido Lago foi reconhecido como um dos núcleos do “Parque Natural Municipal Dois Vizinhos”, possibilitando aporte de verbas governamentais. Nesse sentido, usuários apontam como deficiências: segurança, tranquilidade, qualidade das áreas verdes, espaço para recreação e equipamentos para prática esportiva. Sendo necessário um esforço da gestão pública para sanar essas problemáticas e estruturar adequadamente essa importante área com notória importância sócio, econômica e ambiental para a cidade. Nesse sentido, novos estudos devem ser estimulados para difundir e aprofundar a consolidação do espaço, a preservação e qualidade de vida dos munícipes/usuários. The urban parks are green areas, equipped with equipment for recreation and leisure activities within urban structures (KLIASS, 1993). Thus, the Lago Dourado Park in Dois Vizinhos, was born as a containment basin to minimize the environmental impacts caused by the occupation of areas of permanent preservation, waterproofing of the soil and urbanization, which caused flooding in parts of the town. Despite not being equipped with infrastructure, the population has developed a “sense of belonging”, giving notoriety to the space and demanding that the public authorities adapt it. Unable to raise funds due to lack of regulation, in 2017 a partnership with the “Allotment Portal do Lago” subsidized a major revitalization and building of the main structures, which ended up bringing to the area, an “elitization” of the surroundings with the real estate valuation and segregation space. Only in December 2020, through the Law No. 2.441/2020, said Lake was recognized as one of the nucleus of the “Dois Vizinhos Municipal Natural Park”, making it possible to provide government funds. In this sense, users point out as deficiencies: security, tranquility, quality of green areas, space for recreation and equipment for sports practice. Thus, it is necessary an intense work to improve it, making it possible to carry out many studies that can still be carried out in the area in order to disseminate and deepen socio, economic and environmental practices for the same, seeking its consolidation in space, preservation and quality of life of residents/users.

O uso de herbicidas como o 2,4-D em lavouras de grãos pode causar a contaminação de frutíferas próximas em virtude das perdas deste produto por deriva. No munícipio de Mariópolis - PR, importante região de produção de uvas, o uso desse herbicida tem sido colocado legalmente em discussão, na medida em que houve comprovação do seu potencial de danos para as plantações de frutíferas, principalmente no período de floração. Trata-se de um estudo de caso delimitado no campo jurídico com aporte nas premissas do desenvolvimento regional. Nesse sentido, buscou-se analisar, juridicamente, o tema a partir da análise da revogação da Lei nº 26/2016, de 28/04/2016, que previu a proibição do 2,4-D no município e a posterior aprovação da Lei nº 21/2017, de 24/05/2017 que, restringiu a utilização do agrotóxico. A partir de uma perspectiva interdisciplinar, perpassando pelas bases do desenvolvimento endógeno e da sustentabilidade, o objetivo do presente estudo foi analisar as regulamentações que versam sobre a matéria de restrição e proibição do 2,4-D. Além de discutir a competência municipal para legislar sobre a questão ambiental, foram realizadas investigações sobre as características de desenvolvimento do cultivo da uva e sobre as implicações legais do uso do herbicida próximo aos parreirais. Para isso, utilizou-se da metodologia qualitativa, com investigação bibliográfica, coleta de dados estatísticos sobre a produção da uva e o uso do herbicida 2,4-D, mapeamento dos territórios, discussão sobre a legislação acerca da restrição do uso do herbicida 2,4-D e por fim foram coletados os dados narrativos de vinte viticultores entrevistados do Município de Mariópolis com o objetivo de identificar, a partir de trechos selecionados das entrevistas, as principais características da produção da uva, o método de trabalho, bem como a percepção deles em relação ao uso do 2,4-D, tendo em vista a Lei Municipal que restringe o uso desse herbicida buscando identificar as perspectivas positivas e os possíveis problemas que envolvem a aplicabilidade de uma lei. Os resultados apontam a importância da viticultura para o desenvolvimento local e sustentável do município de Mariópolis, abrangendo esferas que ultrapassam o segmento econômico, com o envolvimento dos viticultores, das cooperativas, das associações, e dos agentes públicos. Resta evidente que a produção de uva no município enfrenta problemas diretamente ligados ao uso do herbicida 2,4-D nas lavouras de grãos e ao investigar a matéria na jurisprudência do Supremo Tribunal Federal, em regra, os municípios têm competência para legislar sobre restrição dos agrotóxicos, porém a proibição apresenta entendimentos divergentes, o que tem uma posição consolidada é a delimitação dentro do território municipal, e isso tem gerado outro panorama, o caso dos municípios fronteiriços não terem restrição ao uso do herbicida, o que ultrapassa a esfera municipal, e dependeria de uma legislação a nível estadual ou federal. A Lei Municipal n° 21/2017 tem seus efeitos positivos, pois traz em seu bojo a proteção a uma atividade agrícola que agrega valor ao desenvolvimento endógeno do município, porém não garante que todos os entraves pertinentes à viticultura e a relação negativa desta com os agrotóxicos sejam resolvidos. The use of herbicides such as 2,4-D in grain crops can cause contamination of nearby fruit due to losses of this product by drift. In the municipality of Mariópolis - PR, an important region for the production of grapes, the use of this herbicide has been legally under discussion, insofar as there was evidence of its potential for damage to fruit plantations, especially during the flowering period. This is a case study delimited in the legal field, based on the premises of regional development. In this sense, it was sought to analyze, legally, the theme from the analysis of the repeal of Law No. 26/2016, of 04/28/2016, which provided for the prohibition of 2,4-D in the municipality and the subsequent approval of the Law nº 21/2017, of 05/24/2017 that restricted the use of the pesticide. From an interdisciplinary perspective, going through the bases of endogenous development and sustainability, the objective of the present study was to analyze the regulations that deal with the matter of restriction and prohibition of 2,4-D. In addition to discussing municipal competence to legislate on the environmental issue, investigations were carried out on the development characteristics of grape cultivation and on the legal implications of the use of the herbicide near the vineyards. For that, we used the qualitative methodology, with bibliographic investigation, collection of statistical data on the production of the grape and the use of the herbicide 2,4-D, mapping of the territories, discussion on the legislation about the restriction of the use of the herbicide 2,4-D and finally, narrative data were collected from twenty wine growers interviewed in the municipality of Mariópolis with the aim of identifying, from selected sections of the interviews, the main characteristics of grape production, the method of work, as well as the their perception in relation to the use of 2,4-D, in view of the Municipal Law that restricts the use of this herbicide seeking to identify the positive perspectives and possible problems that involve the applicability of a law. The results point to the importance of viticulture for the local and sustainable development of the municipality of Mariópolis, covering spheres that supass the economic segment, with the involvement of viticulturists, cooperatives, associations, and public agents. It remains evident that grape production in the municipality faces problems directly linked to the use of the herbicide 2,4-D in grain crops and when investigating the matter in the jurisprudence of the Supreme Federal Court, as a rule, the municipalities are competent to legislate on the restriction of pesticides, however the prohibition presents divergent understandings, what has a consolidated position is the delimitation within the municipal territory, and this has generated another panorama, the case of border municipalities having no restriction on the use of the herbicide, which goes beyond the municipal sphere, and it would depend on legislation at the state or federal level. Municipal Law No. 21/2017 has its positive effects, as it brings with it the protection of an agricultural activity that adds value to the endogenous development of the municipality, but does not guarantee that all obstacles relevant to viticulture and its negative relationship with pesticides are resolved.

O acentuado crescimento das cidades brasileiras registrado nos últimos anos incorre em constantes mudanças os hábitos, costumes, culturas e valores sociais, requerendo atenção às necessidades dos habitantes aos espaços públicos urbanos. Diante da vida urbana agitada as áreas públicas devem proporcionar alternativas de lazer e descanso à população. A presente pesquisa implementa uma análise do uso e da apropriação das praças na cidade de Francisco Beltrão/PR identificando as suas áreas verdes. Estas análises foram feitas com intuito de localizar e classificar as praças com tal conhecimento das normativas municipais buscando apontar as possibilidades de um melhor uso para uma forma de vida mais ativa. Para suprir a insuficiência de área física propusemos associar os vazios urbanos próximos para a valorização e preservação das praças do município. Foram traçados como ferramentas de pesquisa, inicialmente, o referencial teórico e, posteriormente, os estudos de caso das praças distribuídas nos bairros da cidade, listadas pela Prefeitura Municipal para as quais pudemos validar, analisar e compreender. Ao final da análise, propusemos algumas medidas para a Política Pública Municipal sugerindo uma nova postura frente às questões relacionadas às praças e áreas verdes por meio da requalificação e expansão de áreas para novos programas de necessidades. A medida proporcionará o enaltecimento às praças na malha urbana servindo de modelo para novas áreas de expansão. The strong growth of Brazilian cities recorded in recent years has been constantly changing habits, customs, cultures and social values, requiring attention to the needs of the inhabitants to the urban public spaces. In the face of bustling urban life, public areas should provide leisure and relaxation alternatives for the population. The present research implements an analysis of the use and appropriation of the squares in the city of Francisco Beltrão / PR, identifying their green areas. These analyzes were made with the purpose of locating and classifying squares with such knowledge of the municipal regulations seeking to point out the possibilities of a better use for a more active way of life. In order to overcome the insufficiency of the physical area, we proposed to associate the nearby urban voids for the valorization and preservation of the town squares. We have traced as research tools, initially the theoretical reference and later the case studies of the squares distributed in the districts of the city, listed by the City Hall for which we were able to validate, analyze and understand. At the end of the analysis, we proposed some measures for the Municipal Public Policy suggesting a new posture regarding issues related to squares and green areas through the requalification and expansion of areas for new needs programs. The measure will provide the praising the squares in the urban fabric serving as a model for new expansion areas.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) A fragmentação do estudo das ciências vem colaborando com o atual quadro de degradação ambiental no planeta. Neste caso, a Educação Ambiental Crítica pode ser uma alternativa para alterarmos essa rota, visto que busca sensibilizar as pessoas quanto a seus respectivos poderes de ação. Como uma vertente da Educação Ambiental, a Educação em Solos tradicionalmente tem como objetivo informar as pessoas sobre a existência do solo e suas relações com o ambiente. Neste contexto, situa-se a proposta de uma Educação em Solos Crítica, que leve o aluno a refletir e a questionar sobre as mais diversas questões no que se refere a este recurso, principalmente quanto à sua degradação. Esta pesquisa teve como objetivo verificar se a Educação em Solos Crítica é capaz de gerar impactos na percepção dos alunos em relação ao Solo como componente integrante do ambiente, bem como na relevância de sua conservação. Os participantes deste estudo foram alunos do 4º ano do Ensino Fundamental da rede pública de ensino do município de Pato Branco. Os dados foram coletados mediante observação em sala de aula seguida de aplicação e reaplicação de questionário, com auxílio de aulas expositivas baseadas na Educação em Solos Crítica (ESC). Conforme pôde ser observado, as aulas foram ministradas às crianças de maneira muito tradicional, com poucas aberturas para interação, e basearam-se principalmente no uso do livro didático como principal ferramenta de apoio. Sobre os conhecimentos prévios dos alunos a respeito do solo, os mesmos apresentaram muitas limitações ao descrevê-lo como um componente do ambiente, e principalmente aparentavam estar confusos a respeito das funções que este recurso desempenha. Após realização das aulas expositivas baseadas na ESC, a grande maioria dos alunos mostraram-se mais precisos ao relatar sobre diversos assuntos referentes ao solo, principalmente quanto às funções que este desempenha no ambiente, sobretudo, sua função social. The fragmentation of the study of the sciences has been collaborating with the current scenario global environmental degradation. In this case, Environmental Education can be an alternative to change this scenario, since it seeks to sensitize people to their own powers of action. In this context, the proposal of a Critical Soil Education arises, that leads the student to reflect and to question about the most diverse questions regarding this resource, mainly regarding its degradation. This research has as general objective to verify if the Education in Critical Soils is capable of generating impacts in the students' perception regarding the Soil as an integral component of the environment, as well as in the relevance of its conservation. The participants of this study were students of the 4th grade of Elementary School of the public school system of the municipality of Pato Branco. Data were collected through classroom observation followed by questionnaire application and reapplication, with the aid of expositive classes based on Critical Soil Education (ESC). As could be observed in the classroom, the classes which wore performed in a very traditional way, with few openings for interaction, and were mainly based on the use of textbooks as the main support tool. Regarding the students' prior knowledge of the soil, they presented many limitations in describing it as a component of the environment, and mainly appeared to be confused about the functions that this resource performs. After conducting the lectures based on the ESC, most of the students were more precise when reporting on various subjects related to the soil, mainly regarding the functions that it performs in the environment, especially its social function.

As cidades são corpos complexos e dinâmicos, cuja configuração espacial varia em função de diversos fatores, como por exemplo, a influência socioeconômica, a disponibilidade de recursos e a geomorfologia. A elevada pressão por espaço, associada a uma condição geomorfológica desfavorável induz o crescimento desordenado, expondo o ser humano ao risco e reduzindo sua qualidade de vida. Assim, o presente trabalho tem como objetivo analisar o processo de expansão urbana do município de São Miguel do Oeste – SC, baseado em aspectos geomorfológicos, temporais, espaciais e arquitetônicos, com o intuito de contribuir com o entendimento da relação homem/espaço/tempo. A análise do relevo foi realizada por Modelo Digital de Elevação (MDE), a partir da qual foram gerados os mapas de declividade, hipsométrico e os perfis topográficos. A análise da expansão urbana foi efetivada através de documentos e mapas históricos do acervo da prefeitura do município. O estudo das transformações temporais das técnicas construtivas e dos estilos arquitetônicos foi realizado por meio de documentos e registros fotográficos de edificações típicas de cada período histórico. A formação da cidade de São Miguel do Oeste ocorreu em área de relevo plano, próximo à cabeceira do rio Guamirim e a sua expansão foi condicionada pelas escarpas erosivas observadas nas bordas leste e oeste, aonde a declividade atingiu 47%. Seu eixo preferencial de desenvolvimento seguiu no sentido norte/sul, em direção ao relevo mais suave e com as principais rotas de entrada e saída do município. O início da cidade é datado da década de 1950 e, nas suas construções, fica evidente a forte influência do pensamento europeu, tendo a madeira como principal matéria prima. O período de maior expansão urbana foi observado na década de 1970, induzido pelo êxodo rural e, especialmente por processos migratórios originários de outros Estados. Tal contexto é marcado por novas formas e técnicas de construção com a utilização do concreto e do vidro, destacados na arquitetura Modernista. A década de 1980 caracteriza-se como o período de intensa urbanização, assinalado pelo surgimento do estilo Brutalista. Na década de 1990 surgem as obras Pós-Modernista e em 2000 as edificações Neoclássicas, ambas voltadas ao aumento do uso de estruturas em vidro e com tendências a identidades próprias. A partir de 2010, há maior preocupação com a funcionalidade das construções e com o bem estar dos seus usuários, na qual o aço e o vidro ganham destaque. A cidade de São Miguel do Oeste iniciou sua história na cabeceira do rio Guamirim e sua atual configuração foi condicionada ao relevo escarpado do seu entorno. Durante todo o processo de desenvolvimento, a cidade se adaptou aos recursos disponíveis e as tendências arquitetônicas, demonstrando claramente a substituição da madeira como matéria prima básica para a utilização do concreto, aço e vidro. Cities are complex and dynamic bodies whose spatial configuration varies according to several factors, such as socioeconomic influence, availability of resources and geomorphology. The high pressure for space, associated with an unfavorable geomorphological condition, induces disordered growth, exposing human beings to risk and reducing their quality of life. Thus, this work aims at analyzing the process of urban expansion of the city of São Miguel do Oeste – SC, based on geomorphological, temporal, spatial and architectural aspects, with the purpose of contributing to the understanding of the relation man/space/time. The relief analysis was performed by Digital Elevation Model (DEM), generating maps of slope, hypsometric and topographic profiles. The analysis of the urban expansion was carried out through documents and historical maps of the collection of the Municipality. The study of temporal transformations of constructive techniques and architectural styles was conducted through documents and photographic records of typical buildings from each historical period. The formation of the city of São Miguel do Oeste occurred in a flat relief area, near the headwaters of the Guamirim River and its expansion was conditioned by the erosive escarpments observed on the East and West edges, where the slope reached 47%. Its preferential axis of development followed North and South directions, towards the smoothest relief and with the main routes of entry and exit of the city. The beginning of the city dates back to the 1950s and, in its constructions, the strong influence of European thought is evident, with wood being the main raw material. The period of greatest urban expansion was observed in the 1970s, induced by rural exodus and especially by migratory processes originating in other states. This context is marked by new forms and techniques of construction using concrete and glass, highlighted in Modernist architecture. The 1980s are characterized as a period of intense urbanization, marked by the emergence of the Brutalist style. In the 1990s, Postmodernist works appeared and in the 2000s, the Neoclassical buildings, both highlighting the use of glass structures with tendencies to their own identities. As of 2010, there is a clear concern about the functionality of buildings and the well-being of their users, in which steel and glass are highlighted. The city of São Miguel do Oeste began its history at the headwaters of the Guamirim River and its current configuration was conditioned by the steep relief of its surroundings. Throughout the development process, the city has adapted to available resources and architectural trends, clearly demonstrating the substitution of wood as the basic raw material for the use of concrete, steel and glass.

Atualmente a mobilidade urbana é um dos assuntos de maior preocupação na cidade. Ela diz respeito à forma como os deslocamentos de pessoas e cargas acontecem na malha urbana, e é considerada por diversos autores como um importante atributo das mesmas, estando diretamente relacionada com a crise ambiental mundial, devido à poluição que gera em função do tipo de meio de transporte escolhido. O objetivo do presente trabalho é analisar a mobilidade urbana por meio do transporte coletivo urbano na cidade de São Miguel do Oeste – SC, de forma a entender como esta acontece e então, se há condições de realizar intervenções com soluções não apenas pontuais ou de caráter imediatista, mas que possam ser justificadas em longo prazo e que promovam melhorias em todo o sistema. O transporte coletivo tem como função permitir o deslocamento de um número maior de usuários em um único veículo, otimizando o deslocamento e reduzindo o grande número de automóveis que circulam pelo município. O foco no usuário do transporte coletivo é importante, pois abrange o público enquanto usuário e enquanto pedestre, permitindo analisar do ponto de vista do usuário, os passeios da cidade. Para essa compreensão, elaborou-se um questionário do tipo survey, que foi aplicado em uma amostra de 100 pessoas, usuárias do transporte coletivo da cidade, nos meses de setembro e outubro. Realizou-se ainda, uma coleta de dados que subsidiou a caracterização do espaço urbano e do transporte coletivo, e também, uma análise do sistema viário. As políticas públicas vêm sendo uma importante aliada na cobrança de planos de mobilidade para os municípios brasileiros, entretanto, não existe uma rigorosidade quanto a sua aplicação, resultando em desinteresse de sua efetivação. Este fato ocorre também no município de São Miguel do Oeste, que perdeu os prazos para a implantação do Plano de Mobilidade, determinados no seu próprio Plano Diretor e pela Política Nacional de Mobilidade Urbana. Conclui-se que o transporte coletivo em São Miguel do Oeste é utilizado principalmente por jovens mulheres e o principal motivo do deslocamento acontece para fins de estudo. Ele não atende a malha urbana como um todo, considerando um raio de abrangência de 300 metros a partir dos pontos e paradas de ônibus. É necessário repensar na infraestrutura dos pontos e paradas de ônibus, na quantidade de ônibus que percorrem a linha e ainda, repensá-lo a partir de políticas públicas que possam incentivar o uso do transporte coletivo, como uma alternativa positiva à mobilidade urbana do município. Por fim, pensar em soluções que permitam e incentivem a caminhabilidade, como forma de promover a qualidade de vida da população e maior vitalidade urbana no município. Currently, urban mobility is a matter of major preoccupation in a city. It concerns about how the displacements of people and cargo take place in the urban mesh, which is considered by multiple authors as an important attribute of it, being directly related with the global environmental crisis, due to the pollution that’s generated by the chosen means of transportation. The intention of the present study is to analyze urban mobility through collective transportation, in the city of São Miguel do Oeste - SC, in order to understand how it happens and then, to be able to perform interventions with solutions that are not only punctual or immediate, but that can be justified in the long term and promote improvements throughout all the system. Public transportation has the purpose to allow a great number of users in a single vehicle, optimizing displacement and reducing a large number of automobiles that circulate through the city. Focusing on the user of collective transportation is important, since it embraces the public as users and as pedestrians, allowing to analyze city's walks based on their view point. For this understanding, a questionnaire of the type survey was elaborated and applied in a sample of a hundred people, all users of the collective transportation of the city, in the months of September and October. Also, a data collection was done, which subsidized the characterization of urban space and collective transportation, as well as an analysis of the road system. Public policies have been an important ally in the requirement of mobility plans for brazilian cities, however, there is no strictness in its application, resulting in disinterest in its effectiveness. This also occurs in the city of São Miguel do Oeste, which missed the deadlines for the implementation of the Mobility Plan, determined in its own Master Plan and in the National Urban Mobility Policy. São Miguel do Oeste’s collective transportation is mainly used by young women, and for studying purposes. Considering a radius of 300 meters from one bus stop to another, it doesn’t attend the urban mesh as a whole. It is necessary to rethink the infrastructure of the bus stops, the number of buses that travel a bus’ route and also, rethink public policies that are able to encourage the use of public transport as a positive alternative to the urban mobility of the municipality. Finally, to think of solutions that allow and stimulate the walkability as a way to promote population’s quality of life and greater urban vitality in the city.

As cidades são espaços urbanos e aqueles que nelas vivem anseiam por locais que lhes proporcionem conforto e qualidade de vida. Para que isso ocorra de forma ordenada são criadas leis e códigos para auxiliar no desenvolvimento das mesmas. A espacialização do território se dá por meio de áreas consolidadas (cheios) e áreas destinadas à expansão deste município (vazios) e, com o passar dos anos o aumento dos cheios é sempre mais considerável que o dos vazios. Assim como ocorre em diversos municípios brasileiros, o desenvolvimento e crescimento de vazios urbanos nas áreas mais consolidadas do município de Pato Branco pode ser visto de duas formas: a) como estratégia de especulação imobiliária; b) como resultado do crescimento desordenado da população. A utilização do Sistema de Informações Geográficas (SIG) proporciona ferramentas para a criação e atualização das bases cartográficas do município, oferecendo subsídios para melhor compreensão de como o espaço urbano está se desenvolvendo. O objetivo desta dissertação é realizar a caracterização dos vazios urbanos públicos no município de Pato Branco-PR, indicando quais destes são aptos para implantação de projetos para novas habitações de interesse social (HIS). A pesquisa desenvolvida foi principalmente a bibliográfica, com a finalidade de proporcionar maior conhecimento sobre os vazios urbanos, HIS e SIG. Também, foram feitas buscas em bases bibliográficas sobre a legislação vigente desenvolvendo mapas temáticos com as áreas mínimas para os lotes realizando o primeiro recorte dos vazios. Foram realizados levantamentos e transferência dos dados coletados em shapefiles, a fim de usá-los no processo de análise da seleção dos vazios urbanos. Depois de determinar os vazios urbanos, foi feita uma seleção através da análise de multicritérios e assim escolhidos os vazios urbanos aptos a receber as HIS. Com a caracterização dos vazios urbanos públicos obteve-se o resultado de 136 lotes aptos a implantação das HIS, estes estão distribuídos ao longo da malha urbana. Conclui-se que existem possibilidades concretas para a implantação das HIS nos vazios urbanos apresentados, proporcionando assim a inclusão social desta população em diversas áreas do município. The cities are urban spaces and those who live in them yearn for the places that confer comfort and quality of life. For this to occur in an orderly fashion, are created laws and codes to assist in their development. The spatialisation of the territory occurs through consolidated areas (full) and areas destined to the expansion of this municipality (voids) and, with the passage of the years the increase of the floods is always more considerable than the one of the empty ones. As it happens in several Brazilian municipalities, the development and growth of urban voids in the more consolidated areas of the municipality of Pato Branco can be seen in two ways: a) as strategy of real estate speculation; b) as a result of disorderly population growth. The use of the Geographic Information System (GIS) provides brings tools for the creation and updating of the cartographic bases of the municipality, offering subsidies for the best understanding of the urban space being developed. The objective of this work is to characterize the public urban voids in the municipality of Pato Branco-PR, indicating which of these are suitable for the implementation of projects of new housing of housing of social interest. The research was mainly bibliographical, with a purpose of greater knowledge about the urban voids, housing of social interest and GIS. We also found searches on bibliographic bases on a current legislation developing thematic maps with the minimum areas for the lots realizing the first cut of the voids. Were done surveys and data transfer collected in shapefiles, in order to use them in the process of analysis of the urban void selection. After determining the urban voids, a selection was made through the analysis of multicriteria and thus chosen the urban voids able to receive the social housing. With the characterization of the public urban voids, the results of 136 lots were obtained, suitable for the implementation of housing of social interest, these are distributed along the urban network, it is concluded that there are concrete possibilities for the implantation of housing of social interest in the urban voids presented, thus providing the social inclusion of this population in several areas of the municipality.

Há muito que a humanidade sabe que os recursos são finitos. Porém, nem sempre o desenvolvimento almejado por uma determinada sociedade estabelecida em determinado território é condizente com a disponibilidade dos recursos naturais, refletindo diretamente na qualidade do solo e instalando um desenvolvimento “insustentável”. Nesse cenário, a pesquisa objetivou analisar o desmatamento utilizando como ponto de partida autos de infração ambiental e características pedológicas do solo na Região de Pato Branco, Paraná. Os resultados foram obtidos por meio da análise de diversos conceitos em diferentes disciplinas e, também, pela utilização de geotecnologias na elaboração de mapas temáticos. Foram observadas cinco zonas de pressão ambiental, nas quais a classe de solo que possui maior incidência no desmatamento é também a classe de solo que abriga a atividade predominante. Outrossim, verificou-se que o desmatamento ocorre em solos mais sensíveis e propensos à erosão, como resultado histórico da colonização, que primeiramente ocupou os solos com maior capacidade de produção. A longo prazo, a solução será sempre a educação ambiental e a erradicação das desigualdades sociais e econômicas. Mas a curto prazo, no quesito meio ambiente, o fortalecimento da política pública ambiental representa uma alternativa de resposta à crise. Humanity has long known that resources are finite. However, not always the development desired by a certain society established in a given territory is consistent with the availability of natural resources, reflecting directly on the quality of the soil and installing an "unsustainable" development. In this scenario, the objective of this research was to analyze deforestation using as a starting point cases of environmental infraction and pedological characteristics in the Pato Branco Region, Paraná. The results were obtained through the analysis of several concepts in different disciplines and also by the use of geotechnologies in the elaboration of thematic maps. Five zones of environmental pressure were observed, in which the class of soil that has the highest incidence of deforestation is also the class of soil that houses the predominant activity. In addition, deforestation occurred in more sensitive and erosion-prone soils, as a historical result of colonization, which first occupied soils with higher production capacity. In the long run, the solution will always be environmental education and the eradication of social and economic inequalities. But in the short term, in the environmental issue, the strengthening of public environmental policy represents an alternative response to the crisis.

Esta dissertação está inserida, de maneira geral, nos estudos sobre a Educação Superior e de maneira mais específica, busca trazer à discussão o tema da internacionalização da Educação Superior, com especial ênfase nos Cursos de bacharelado em Direito da Região Sudoeste do Paraná. Assim, o objetivo central da pesquisa é identificar e analisar, nos cursos de Bacharelado em Direito ofertados pelas IES da Região Sudoeste do Paraná, como a internacionalização da Educação Superior tem se manifestado. O locus de estudo é composto por sete IES, sendo destas quatro de natureza privada com fins lucrativos, uma de natureza privada sem fins lucrativos, uma pública federal e uma pública estadual, tendo os Cursos de Direito sido instalados em referidas IES nos anos 2000. Geograficamente, a região se encontra em área de fronteira, próxima às divisas com a Argentina e o Paraguai e tem na agropecuária sua principal estrutura produtiva. Utiliza-se do método da análise de conteúdo (BARDIN, 2016) para analisar documentos institucionais (PPC e PPI) e entrevistas semi-estruturadas, buscando identificar as concepções de internacionalização presentes nos Cursos, bem como estratégias de internacionalização. Os principais conceitos e concepções que deram sustentação às análises realizadas foram globalização (SANTOS, 2001 e SOUSA SANTOS, 2001), universidade e uma perspectiva histórica dos Cursos de bacharelado em Direito (CHARLE E VERGER, 1996 e VENANCIO FILHO, 2004); bem como internacionalização da Educação Superior (MOROSINI, 2006, KNIGHT, 2012 e SANTOS E ALMEIDA FILHO, 2012). A partir de uma perspectiva crítica de uma temática emergente, busca-se compreender a globalização a partir da ideologia neoliberal e analisar sua influência na universidade contemporânea. A história da universidade e as políticas educacionais brasileiras são abordadas ao longo do trabalho e permitem a compreensão da racionalidade e dos modelos de internacionalização hegemônicos. Reconhece-se que a internacionalização da Educação Superior é uma realidade, entretanto, apresentam-se reflexões acerca da necessidade de uma internacionalização mais humana e democrática, numa perspectiva contra-hegemônica. Os principais resultados obtidos foram no sentido de que a internacionalização já ocorre nas instituições da região, alinhada com modelos consolidados no país, muito embora de forma tímida, especialmente em razão de serem IES jovens e interioranas. As análises realizadas nesta dissertação permitem apontar que é necessário discutir e avançar com outros modelos de internacionalização para os Cursos de Bacharelado em Direito, que supere as questões meramente burocráticas de formação e currículos. O modelo de globalização hegemônico (neoliberal) compromete as possibilidades de crescimento humano e social, inclusive em relação à própria Educação Superior, sendo necessário que os Cursos de Direito se reaproximem da sua missão original de promoção de cultura e de humanismo universal, podendo as ações de internacionalização ser uma forte aliada neste processo. This dissertation is inserted, in a general way, in the studies on Higher Education and in a more specific way, it seeks to bring to the discussion the topic of the internationalization of Higher Education, with special emphasis on the Bachelor's Courses in Law of the Southwest Region of Paraná. Thus, the main objective of the research is to identify and analyze, in the Bachelor of Law courses offered by the Universities of the Southwest Region of Paraná, how the internationalization of Higher Education has been manifested. The study locus is composed of seven Universities, of which four are of a private for-profit nature, one of a nonprofit private nature, a federal public and a state public, and the Law Courses have been installed in years 2000. Geographically, the region is located in the border area, close to the currencies with Argentina and Paraguay and has in the agricultural sector its main productive structure. It uses the content analysis method (BARDIN, 2016) to analyze institutional documents (PPC and PPI) and semi-structured interviews, seeking to identify the internationalization concepts present in the Courses, as well as internationalization strategies. The main concepts and conceptions that supported the analyzes were globalization (SANTOS, 2001 and SOUSA SANTOS, 2001), university and historical perspective of the Bachelor's Degree in Law (CHARLE E VERGER, 1996 and VENANCIO FILHO, 2004) as internationalization of Higher Education (MOROSINI, 2006, KNIGHT, 2012 and SANTOS E ALMEIDA FILHO, 2012). From a critical perspective of an emerging theme, it’s seek to understand globalization from the neoliberal ideology and analyze its influence in the contemporary university. The history of the university and Brazilian educational policies are addressed throughout the work and allow the understanding of rationality and hegemonic models of internationalization. It is recognized that the internationalization of Higher Education is a reality, however, there are reflections on the need for a more human and democratic internationalization, in a counter-hegemonic perspective. The main results obtained were in the sense that internationalization already occurs in the institutions of the region, in line with consolidated models in the country, although in a timid way, especially because they are young and interior universities. The analyzes carried out in this dissertation allow to point out that it is necessary to discuss and move forward with other internationalization models for Law Bachelor Programs that overcome the purely bureaucratic questions of training and curricula. The model of hegemonic (neoliberal) globalization compromises the possibilities of human and social growth, including in relation to Higher Education itself, and it is necessary that Law Courses re-approximate their original mission of promoting culture and universal humanism, and actions of internacionalization can be a strong partner in this process.

Mestrado de dupla diplomação com a UTFPR - Universidade Tecnológica Federal do Paraná O trabalho foi desenvolvido em parceria com o Instituto da Conservação da Natureza e das Florestas (ICNF), no âmbto do Habmonte, projeto em curso no Parque Natural de Montesinho (PNM), uma Área Protegida, localizada no nordeste de Portugal Continental. Com cerca de 74.200 ha, o PNM abrange a parte norte dos Concelhos de Bragança e Vinhais, sendo um território de montanha com um conjunto complexo de paisagens naturais, seminaturais e humanizadas. O trabalho foi realizado em 16 lameiros, de 100 áreas definidas pelo projeto Habmonte, incluídos em 4 categorias, cada uma com 4 repetições: lameiro utilizado com linha de água, lameiro abandonado com linha de água, lameiro utilizado sem linha de água e lameiro abandonado sem linha de água. Analisou-se a influência do uso e abandono e da presença ou ausência de linha de água permanente nos resultados. Os parâmetros estudados foram propriedades físicas (permeabilidade, densidade, elementos grosseiros) e químicas do solo (porcentagem de matéria orgânica, soma de bases de troca, capacidade de troca catiônica, P2O5, K2O, pH em água, alumínio), resultantes da análise laboratorial de amostras colhidas em cada lameiro com quatro repetições. As amostras para a determinação da densidade aparente, elementos grosseiros e propriedades químicas foram coletadas em duas profundidades (0-20 cm e 20-40 cm), e na camada superficial (0-5 cm) para as restantes propriedades físicas. Os resultados evidenciaram que os lameiros em estado de abandono, quando comparados com os em uso, apresentaram parâmetros indicadores da qualidade do solo mais favoráveis, como é o caso do teor de Matéria Orgânica, Densidade Aparente, Soma de Bases de Troca e Capacidade de Troca Catiônica efetiva. The work was carried out in partnership with the Institute of Nature Conservation and Forests (ICNF), in the context of the Habmonte project under way in the Montesinho Natural Park (PNM), a protected area located in the northeast of Portugal. With around 74,200 hectares, the PNM covers the northern part of the municipalities of Bragança and Vinhais, being a mountain territory with a complex set of natural, semi-natural and humanized landscapes. The work was carried out on 16 lameiros, from 100 areas defined by the Habmonte project, included in 4 categories, each with 4 repetitions: lameiro used with a water line, lameiro abandoned with a water line, lameiro used without a water line and lameiro abandoned without a water line. The influence of use and abandonment and the presence or absence of a permanent water line on the results was analyzed. The parameters studied were physical (permeability, density, coarse elements) and chemical properties of the soil (percentage of organic matter, sum of exchangeable bases, cation exchangeable capacity, P2O5, K2O, pH, aluminum), resulting from laboratory analysis of samples collected in each lameiro. The samples for the determination of bulk density, coarse elements and chemical properties were collected at two depths (0-20 cm and 20-40 cm), and in the surface layer (0-5 cm) for the remaining physical properties. The results showed that lameiro in a state of abandonment, when compared to those in use, presented more favorable soil quality indicator parameters, such as the organic matter content, bulk density, sum of exchangeable bases and effective cation exchangeable capacity.

Os debates sobre as questões ambientais tornaram-se interdisciplinares, visto que os reflexos das interferências nocivas do ser humano no meio ambiente apresentam-se de modo veloz e agressivo contemporaneamente para toda a sociedade. Dessa forma, muitos pesquisadores têm direcionado esforços para entender a dinâmica da relação homem-natureza, bem como o que pode ser modificado nela para minimizar as ações prejudiciais e os seus efeitos. Diretamente proporcional ao aumento da degradação ambiental, está o aumento do arcabouço legislativo que visa coibir práticas nocivas ao meio ambiente. No entanto, o aumento do número de leis e das sanções contidas nelas não parece resolver o problema. Desse modo, a presente pesquisa visa inovar no estudo da questão ambiental a fim de verificar a percepção ambiental dos assentados sobre as áreas de vegetação nativa em dois assentamentos de reforma agrária do município de Abelardo Luz-SC. Para tanto, serão utilizados questionário, entrevista e imagens dos lotes pesquisados obtidas por satélite. Para além de saber se as áreas de vegetação nativa estão sendo preservadas, o objetivo deste estudo é a análise da motivação pela qual os assentados justificam fazê-la: se pela obrigatoriedade da legislação ambiental ou por fatores internos, íntimos, como a autodeterminação pela compreensão da necessidade de preservação, o que, neste trabalho, é denominada como percepção. Após a aplicação do questionário, da entrevista e do cotejamento com imagens, ficou demonstrada que significativa parcela dos assentados mantém as suas áreas de vegetação nativa baseadas na percepção ambiental, enquanto que um pequeno percentual justificou fazê-la por imposição legal, constatando-se a hipótese. Debates about environmental issues became interdisciplinary since the reflections of human being harmful interference in the environment are presented contemporaneously in a swift and aggressive way for society as a whole. This way, many researchers have focused their efforts on understanding the dynamics of relationship between man and nature, as well as what can be modified in order to minimize the harmful actions and its results. Proportionally to the increasing environmental degradation is the increasing of legislative framework that aims to avoid environment harmful practices. However, the increasing in the number of laws and sanctions contained on them does not seem to have solved the problem. The suggested hypothesis states that the level of personal environmental perception is what interferes in the effective preservation. This way, the present research aims to innovate in the study of the environmental issue in order to verify the environmental perception of the settled people on area of preserved native forest in two agrarian reform settlements located in Abelardo Luz, Santa Catarina, Brazil. Besides knowing if areas of preserved native forest are being in fact preserved, the purpose of this study is the analysis related to the motivation that moves settled people in order to preservate: if by the means of the environmental legislation obligation or by internal factors, like the self-determination by need to preserv comprehension, what is called “perception” in this study. After collecting, collating, analyzing and summarizing data it was clear that a significant part of settled people keeps its areas of native forest as a result of environmental perception exclusively, while a small number of people justified doing that due to legal requirement, resulting in the hypothesis verification.

Nesta pesquisa objetivou-se analisar a percepção dos gestores do processo licitatório, dos Câmpus Dois Vizinhos, Francisco Beltrão e Pato Branco da Universidade Tecnológica Federal do Paraná sobre as licitações e a contribuição destas para a promoção do desenvolvimento sustentável. Para o tratamento dos dados, fundamentou-se no suporte metodológico da análise de conteúdo e dentre o conjunto de técnicas sistematizadas pelo referido método, utilizou-se da análise por categorias. Os dados foram coletados por meio de questionário de evocação livre, constituído de uma questão de evocação livre e duas questões dissertativas e entrevistas semiestruturadas, ambos aplicados de forma homogênea aos três segmentos respondentes, que incluiu pregoeiros, diretores de planejamento e administração e diretores gerais do locus da pesquisa. Concluiu-se que, de maneira geral, o processo de implementação das licitações sustentáveis ainda é incipiente no locus da pesquisa, o que enseja uma considerável evolução, tanto por parte da Instituição quanto do mercado fornecedor, de forma a garantir a competitividade, fator imprescindível ao processo licitatório. Ademais, percebe-se que a mudança deste cenário ocorrerá de forma gradativa e a longo prazo, demandando que algumas barreiras sejam transpostas, especialmente a barreira informacional, que pode ser superada através da capacitação continuada, pois o que se verifica é que não há resistência na implementação, há falta de conhecimento e familiaridade concernente à toda temática que envolve as licitações sustentáveis. Verificou-se ainda que a legislação foi o aspecto considerado mais importante pelos gestores para traduzir a licitação, seguida da economicidade, da transparência e do planejamento. Deste modo, fica evidente a importância atribuída aos aspectos convencionais e concomitantemente, a ausência de qualquer inferência que remeta à promoção do desenvolvimento sustentável ou a inserção de critérios socioambientais, muito embora referida finalidade conste expressamente do artigo 3° da Lei Geral de Licitações. Assim sendo, conclui-se que a referida inserção, promovida pela Lei n°. 12.349/2012, que tornou a promoção do desenvolvimento sustentável uma obrigação à todos os gestores públicos não foi suficiente para a efetiva inserção de critérios socioambientais nos editais licitatórios. The objective of this research was to analyze the perceptions of the bidding process managers, Campi of Dois Vizinhos, Francisco Beltrão and Pato Branco of the University Techonological Federal of Paraná on bidding and their contribution to the promotion of sustainable development. For the data analysis, it was based on the methodological support of the content analysis and among the set of techniques systematized by the referred method, it was used of the analysis by categories. Data were collected through a free evocation questionnaire, consisting of a free evocation question and two writing questions and semi-structured interviews, both of which were homogeneously applied to the three respondent segments, which included pregoers, planning and administration directors and general directors of the research locus. It was concluded that, in general, the process of implementation of sustainable bids is still incipient in the research locus, which leads to considerable evolution, both by the Institution and the supplier market, in order to guarantee competitiveness, an essential factor to the bidding process. In addition, it is perceived that the change of this scenario will occur gradually and in the long term, demanding that some barriers be transposed, especially the informational barrier, that can be overcome through the continuous training, since what is verified is that there is no resistance in the implementation, there is a lack of knowledge and familiarity regarding the whole theme that involves sustainable biddings. It was also verified that the legislation was the aspect considered most important by the managers to translate the bid, followed by the economical, the transparency and the planning. In this way, the importance attributed to conventional aspects and the absence of any inference referring to the promotion of sustainable development or the insertion of socio-environmental criteria is evident, although this purpose is expressly stated in Article 3 of the General Law on Tenders. Therefore, it is concluded that referred insertion, promoted by Law no. 12,349 / 2012, which made the promotion of sustainable development an obligation for all public managers was not enough for the effective insertion of socio-environmental criteria in the bidding documents.

Considering the problem of sediment dynamics in urban areas and the lack of information on the quantitative aspects of sediment yield in urban areas, this study aimed to evaluate the possibility of applying the traditional MUSLE model adjusted to the Guamirim river watershed in the urban area of São Miguel do Oeste – SC. Classical monitoring techniques were used to quantify the concentration of suspended sediments (sampling by the same width increase) during rainfall events from May to October 2016. At the same time, with the help of a Geographic Information System (GIS) platform, the numerical model of the terrain and the orthophoto of the São Miguel do Oeste - SC town were used to define the relief features and the use and occupation of urban land. In order to verify the observed and calculated values, two statistical analyses were used: coefficient of efficiency of the model (COE) and mean square error (MSE). The sediment yields observed in the field during twelve rainfall events distributed throughout the year 2016 were calculated. The results were compared with the sediment yields estimated by the traditional MUSLE (empirical coefficient used) and the MUSLE adjusted for the urban watershed under study. The values obtained by traditional MUSLE underestimated the events while the adjusted MUSLE superestimated the observed productions. The statistical analysis showed little variability between what was observed and the values obtained by the adjusted MUSLE. It can be concluded that it can be used in the urban area of São Miguel do Oeste SC, as long as the other parameters of the model do not change (land use and occupation). Considerando a problemática da dinâmica dos sedimentos nas áreas urbanas e a falta de informações sobre os aspectos quantitativos das produções de sedimentos em áreas urbanas, este estudo teve como objetivo avaliar a possibilidade de aplicação do modelo MUSLE tradicional e ajustada para a microbacia hidrográfica do rio Guamirim na área urbana de São Miguel do Oeste – SC. Foram utilizadas as técnicas clássicas de monitoramento para quantificação de concentração de sedimentos em suspensão (amostragem pelo igual incremento de largura) durante eventos de chuvas, no período de maio a outubro de 2016. Concomitantemente, com auxílio de uma plataforma de um Sistema de Informações Geográficas (SIG), o modelo numérico do terreno e a ortofoto do município de São Miguel do Oeste - SC foram usados para definir as feições de relevo e uso e ocupação do solo urbano. Para fim de verificação entre os valores observados e os valores calculados, foram utilizadas duas análises estatísticas: coeficiente de eficiência do modelo (COE) e erro médio quadrático (EMQ). Foram calculadas as produções de sedimentos observadas em campo durante 12 eventos de chuvas distribuídos ao longo do ano de 2016. Os resultados foram comparados com as produções de sedimentos estimadas pela MUSLE tradicional (usado coeficiente empíricos) e pela MUSLE ajustada para a microbacia urbana em estudo. Após as comparações, foi verificado que as produções de sedimentos observadas foram altas para uma área de apenas 1,49 km², totalizando nos 12 eventos 15,5 Mg de sedimentos, durante os seis meses de monitoramento. Os valores obtidos pela MUSLE tradicional subestimaram os eventos enquanto que a MUSLE ajustada superestimou as produções observadas. Como as análises estatísticas demostraram pouca variabilidade entre o que foi observado e os valores obtidos pela MUSLE ajustada, conclui-se que a mesma pode ser utilizada na área urbana de São Miguel do Oeste, desde que os demais parâmetros do modelo não se alterem (uso e ocupação do solo).

This assertion corroborates with the hypothesis of the present work that there is underutilization of the knowledge brought by the student about the local space during the teaching process, which would not happen if there was a greater commitment to effect EE practices during the classes, especially Geography. Thus, the present research proposes to investigate how the theme EA and Water Resources (HR) are approached in the High School of Francisco Beltrão - PR and suggest methodologies that link geographic knowledge with the local reality, using as central theme the hydrography of the city. In order to carry out the analysis, two state colleges with differentiated Political and Pedagogical Projects (PPP) were selected to contemplate the realities, both of the students linked to the rural area of the municipality and the urban area. The selected colleges were the Eduardo Virmond Suplicy State College and the Francisco Beltrão - PR Agricultural College (CEEP). The theoretical and bibliographic component of the research was fulfilled by reading and analyzing the State Curricular Guidelines for Geography Teaching (DCES) and the survey of questions related to EE through the research carried out by Guimarães (2006); Smith (1998); Dias (2004); Loureiro (2006); Carson (1962), among others. Research and analysis on how AD and HR are addressed in high school was done through the study of the PPPs of the two colleges; The application of structured questionnaires to 200 (two hundred) students and interviews with six (6) teachers. Through the research, it was concluded that the EE is worked in the schools in an integrated way, but it was also verified that the frequency and depth of the dialogue, especially in the subject of Geography, with the themes of EA and HR, falls short of what the DCEs taken by reference. Based on teachers' suggestions, among them the importance of approaching Geography teaching and EA with an interdisciplinary approach, a recommendation was made for activities that can be used during Geography classes, creating an opportunity for integrated actions In the disciplines from the local HR and making effective the fulfillment of what proposes the curricular structure of the studied colleges. Em detrimento da importância do cumprimento do ensino de Educação Ambiental (EA) e da efetivação de práticas metodológicas que aproximem o conhecimento construído pelo aluno na realidade local, verificou-se por meio da bibliografia pesquisada, dentre a qual se indica Pires (2011) e Biral (2011), que pouco se vincula a EA durante o processo de Ensino de Geografia. Tal assertiva corrobora com a hipótese do presente trabalho de que há subutilização do conhecimento trazido pelo aluno acerca do espaço local durante o processo de ensino, o que não ocorreria caso houvesse maior empenho em efetivar práticas de EA durante as aulas, sobretudo, de Geografia. Dessa forma, a presente pesquisa propõe investigar como o tema EA e Recursos Hídricos (RH) são abordados no Ensino Médio de Francisco Beltrão – PR e sugerir metodologias que vinculem o conhecimento geográfico com a realidade local, utilizando como tema central a hidrografia da cidade. Para efetuar a análise foram selecionados dois colégios estaduais com Projetos Políticos e Pedagógicos (PPP) diferenciados visando contemplar as realidades, tanto dos alunos vinculados à área rural do município quanto da área urbana. Os colégios selecionados foram o Colégio Estadual Eduardo Virmond Suplicy e o Colégio Agrícola (CEEP) Francisco Beltrão – PR. O componente teórico e bibliográfico da pesquisa foi cumprido por meio de leitura e análise das Diretrizes Curriculares Estaduais para o ensino de Geografia (DCES) – PR e do levantamento das questões relacionadas a EA por meio das pesquisas realizadas por Guimarães (2006); Smith (1998); Dias (2004); Loureiro (2006); Carson (1962), dentre outros. A investigação e análise sobre o modo como a EA e os RH são abordados no Ensino Médio foi realizada por meio do estudo dos PPPs dos dois colégios; da aplicação de questionários estruturados para 200 (duzentos) alunos e entrevistas com 06 (seis) professores. Através da pesquisa concluiu-se que a EA é trabalhada nos colégios de forma integrada, mas também constatou-se que a frequência e a profundidade do diálogo, sobretudo, na disciplina de Geografia, com as temáticas de EA e RH está aquém do que preconizam as DCEs tomadas por referência. A partir das sugestões dos professores, dentre as quais cita-se a importância de aproximar o ensino de Geografia e a EA com abordagem interdisciplinar, realizou-se a recomendação de atividades que podem ser utilizadas durante as aulas de Geografia, criando oportunidade para ações integradas nas disciplinas a partir dos RH locais e tornando efetivo o cumprimento do que propõe a estrutura curricular dos colégios pesquisados.

A Lei Federal n. 12.651/2012 dispõe sobre a proteção da vegetação nativa sendo denominada pela doutrina especializada como Novo Código Florestal Brasileiro. Entre as principais alterações encontra-se um novo mecanismo de compensação de Área de Reserva Legal denominado de Cotas de Reserva Ambiental. A nova legislação permite que o proprietário rural transforme a área excedente de sua Reserva Legal em Cotas de Reserva Ambiental correspondentes a cada hectare de vegetação nativa. Contudo, a pequena propriedade rural, isto é, aquela que possui até4 (quatro) módulos fiscais, pode instituir as Cotas de Reserva Ambiental sobre todo o tamanho de sua área de reserva legal, não somente sobre o excedente. Ademais, a pequena propriedade está desobrigada a manter o percentual mínimo de área de reserva legal, desde que a área estivesse consolidada em 22 de julho de 2008, sendo proibidos novos desmatamentos. Em virtude de tantas peculiaridades e diante da complexidade das questões que envolvem o meio ambiente e o desenvolvimento sustentável, para a presente pesquisa, optou-se por um estudo de caso na Comunidade da Linha Damaceno, zona rural do município de Pato Branco, localizada no Bioma Mata Atlântica, de formação vegetal Floresta Ombrófila Mista Montana. A Comunidade está inserida na macrozona de manancial agrícola, eis que banhada pelo Rio Pato Branco e seus afluentes (Rio Pinheiro, Rio da Divisa), e de onde a SANEPAR faz a captação de água que abastece o município. Para compreender como esta comunidade percebe as questões ambientais, utilizou-se de uma pesquisa semiestruturada, contendo um formulário e uma entrevista, além de métodos como a análise dialógica do discurso e da percepção ambiental. Os resultados obtidos fizeram uma correlação entre o desenvolvimento sustentável, o pagamento de serviços ambientais e compensação de área de reserva legal por cotas de reserva ambiental, pelo viés da interdisciplinaridade. Outrossim, em razão dos métodos utilizados, foi feito um resgate histórico quanto ao surgimento da compensação de área de reserva legal no ordenamento jurídico brasileiro, e sobre a própria formação da Comunidade Linha Damaceno, que demonstrou possuir também grande riqueza histórica para o município de Pato Branco. Quanto ao tema principal da pesquisa, a possibilidade de comercialização de Cotas de Reserva Ambiental pelos pequenos proprietários rurais da Linha Damaceno, chegou-se à conclusão que existem propriedades que atendem a todos os requisitos atualmente formulados pelo Novo Código Florestal, contudo poucos agricultores demonstraram interesse, principalmente devido às limitações que a propriedade passaria a ter após a instituição das Cotas de Reserva Ambiental. Outro fator de destaque foi à percepção ambiental quanto ao favorecimento dos agricultores que desmataram suas áreas de reserva legal e hoje podem se utilizar do mecanismo de compensação sem a necessidade de restituir os percentuais mínimos da Área de Reserva legal. The Federal Law n. 12.651 / 2012 refers to the native vegetation protection named by the specialized doctrine as New Brazilian Forest Code. Among the main changes in it, there is a new compensation mechanism of Legal Reserve Area called Environmental Reserve Quotas. The new legislation allows the rural landowner to transform the surplus area of his Legal Reserve into Environmental Reserve Quotas corresponding to each hectare of native vegetation. However, small rural property, that is, the one which has up to four (4) fiscal modules, can institute the Environmental Reserve Quotas over the entire size of its legal reserve area, not only over the surplus area. In addition, the small property is free to maintain the minimum percentage of legal reserve area, since the area had been consolidated on July 22, 2008, and new deforestation is prohibited. Because of the many peculiarities and the complexity of issues involving the environment and sustainable development, to the present piece of research a case study was chosen in the Community of the Damaceno Line, a rural area in the municipality of PatoBranco, located in the Atlantic Forest Biome, of plant formation Mixed Ombrophylous Forest Montana. The community is inserted in the macro-area of agricultural stock, bathed by the Pato Branco River and its tributaries (Rio Pinheiro, Rio da Divisa), and from where SANEPAR collects the water to supply the municipality. To understand how this community perceives environmental issues, a semi-structured research was used, containing a form and an interview, as well as methods such as the dialogical analysis of discourse and environmental perception. The obtained results made a correlation between the sustainable development, the payment of environmental services and compensation of the legal reserve area for quotas of environmental reserve, by means of interdisciplinary orientation. In addition, due to the methods used, a historical rescue was made regarding on the emergence of legal reserve area compensation in the Brazilian legal system, and on the formation of the Linha Damaceno Community, which has also demonstrated great historical wealth for the municipality of PatoBranco. In relation to the main theme of the research, the possibility of commercialization of Environmental Reserve Quotas by the small landowners of the Damaceno Line, it was concluded that there are properties that match all requirements currently formulated by the New Forest Code, however few farmers have shown interest on it, mainly due to the limitations that the property would have after the institution of the Environmental Reserve Quotas. Another important factor was the environmental perception regarding the farmers’ favoring who deforested their legal reserve areas and today can use the compensation mechanism without the need to restore the minimum percentages of the Legal Reserve Area.
