Background: The crude mortality rate and the lifetime mortality risk from prostate cancer in Germany are above international average. However age-standardised mortality and years of life lost per capita from prostate cancer are declining. This study analyses the mortality-related measures for the federal state of North Rhine-Westphalia (NRW) in Germany. Methods: Based on the cause of death statistics and data from the NRW State Cancer Registry on 45,300 deaths in the years 2007–2021, mortality rates, the lifetime mortality risk from prostate cancer, median age at death and years of life lost are presented. Additionally, the 15 most frequent causes of death of 95,013 patients diagnosed with prostate cancer are reported. Results: With a stable lifetime mortality risk from prostate cancer, age-standardised mortality and years of life lost per capita are decreasing while crude mortality and median age at death are increasing in NRW. Less than half of the patients die from their prostate cancer. Cancers of the urinary bladder and other urinary organs also occur more frequently as a cause of death than it would be expected based on the age-specific risk in the total population. Conclusions: More people in North Rhine-Westphalia are dying of prostate cancer over time due to demographic ageing alone. At the same time, the age-specific mortality risk has not increased and when patients die of prostate cancer, it is at an increasingly older age. In line with the European Commission's target, land take in Germany has to be reduced to net zero by 2050. This not only presupposes greater inner urban development and more efficient development outside existing settlements, but also puts a greater planning and political focus on renaturation. The aim of this paper is to investigate the implementation of no net land take policy using the example of the highly dense and urbanised federal state of North Rhine-Westphalia in Germany. Based on an online survey, the current and potential use of (planning) instruments to implement this policy in all 396 municipalities in North Rhine-Westphalia was investigated. The findings suggest that the municipalities are not yet in a position to consistently implement no net land take. Particularly in the field of renaturation, this is often due to a lack of experience and uncertainties in the use of the existing (planning) instruments, but also to lacking awareness of the problem and a lack of political and social acceptance for higher housing densities. Since the necessary instruments are defined in current legislation and the concepts for implementation are generally known, it is important to support municipalities in using the available instruments and concepts even without direct pressure to act. Niphargus carolinensis sp. nov. was sampled from the Carolina Mine located in North Rhine–Westphalia, Germany. The new species is described and compared to phylogenetically related species and species identified in nearby locations. The three phylogenetic markers (i.e., COI, 28S rRNA and ITS2) studied in the examined specimens had different sequences compared to those belonging to species present in locations neighboring the Carolina Mine, i.e., in a radius of 40 km. N. carolinensis sp. nov. is a small-to-medium-sized species that is poorly setose; has a relatively short antenna I, trapezoidal gnathopod propodites, long pereopod VI, and short uropod III; and is not differentiated sexually. The new species described herein is a case of narrow endemism and adds to the diversity of the genus Niphargus in Germany. This work is a contribution to knowledge on groundwater amphipod diversity and the systematics of the genus Niphargus close to the northern border of the distribution of this genus.

Der Beitrag gibt Einblick in die Bibliotheksarbeit im Justizvollzug in Deutschland auf verschiedenen Ebenen: von örtlichen Best-Praxis-Beispielen (z. B. in Berlin, Bremen, Dortmund, Würzburg) über regionale Erfahrungen – schwerpunktmäßig aus langjähriger Praxiserfahrung in Nordrhein-Westfalen und hier mit der Besonderheit der ehemaligen Gefangenenbücherei Münster, die mit dem nationalen Bibliothekspreis als Deutschlands „Bibliothek des Jahres 2007" ausgezeichnet worden ist – über bundesweite Themen bis zu gewachsener Internationalität auf der Basis langjähriger Integration in die bibliothekarische Fachöffentlichkeit. Dabei wird sowohl auf grundlegende Themen wie Geschichte und Gesetzesgrundlage der Gefangenenbüchereien eingegangen als auch von Praxiserfahrungen auf verschiedenen Zuständigkeitsebenen aus dem vielfältigen Aufgabenspektrum berichtet wie z. B. Bestandsaufbau, Datenverarbeitung, Raumgestaltung, Veranstaltungen, Kooperation mit Stadtbibliotheken. Der Blick in die Zukunft skizziert den Sachstand und die Herausforderung der Digitalisierung für die Entwicklung von Gefangenenbüchereien. Schließlich hält der Traum des Verfassers vom Bücherbaum auf der Gefängnismauer, der international Resonanz gefunden hat, die Vision von Dialog und Toleranz über trennende Mauern hinweg wach und lädt ein, ihn zu teilen. The article gives an insight into library services in correctional facilities in Germany at different levels, ranging from local best practice examples (e.g. Berlin, Bremen, Dortmund, Würzburg), to regional experiences – with a view to long-term experiences in North Rhine-Westphalia and the outstanding former Münster prison library in particular, which won the German national Library Prize "Library of the Year 2007" – to national issues and a growth in internationalization based on long-term integration into the library community. Fundamental issues include the historical development and the legal basis of prison libraries, as well as practical experiences at various levels of responsibility and tasks, such as collection development, data processing, interior design, event management, and cooperation projects with public libraries. The article offers a progress report and points out the challenges of digitalization for the further development of prison libraries. Finally, the author's idea of a book tree on every prison wall, which has found international resonance, invites readers to share his vision of dialogue and tolerance across the dividing walls. Comparable port efficiency among ports of the European northern range leads to a competitive shift toward hinterland connectivity. North Rhine-Westphalia (NRW), having a high population and industry density and an extensive road, rail and waterway network, is prone to such inter port competition due to its proximity. Using a simulation model, the potential hinterland scope by each port and mode in NRW is depicted and a sensitivity analysis with increasing carbon tax rates is conducted. With an increasing tax rate, the scope for central areas of NRW, prone to a shift to rail transport, expands and become heavily contested among multiple ports. A major profiteer of an increase is projected to be the Port of Rotterdam due to its good connectivity at the cost of Antwerp. The market share of German ports is likely to stay the same with a mode shift occurring. Policy measures like a carbon tax not only have an effect on environmentally friendly mode shift but can severely impact the competitive situation of infrastructure components. While achieving the primary goal of transport sustainability, national interests might mandate the economical existence of a functioning maritime port, which leads to the consideration of additional measures when increasing carbon tax rates. Strengthening inner urban development is a guiding principle of Germany's sustainability policy and the key to achieving the 30-hectare target. To date, however, it is hardly possible to determine retrospectively the share of building construction activity realized as inner and outer urban development. On the one hand, there is the genuine fuzziness of the inner urban area (Innenbereich) as a spatial construct, and on the other hand, there is the lack of available small-scale data on building construction activity. Against this background, this paper presents for the first time a methodological approach to determine and evaluate the relevance of inner urban development for large areas and over longer periods of time for Germany. The method is applied for the federal state of North Rhine- Westphalia and the housing construction activity from 1979 to 2011. The result shows a positive trend, indicating that cities and municipalities have succeeded in realizing more housing as inner urban development over time. At the same time, significant differences between urban and rural areas are apparent. A central conclusion is therefore to support smaller municipalities in their efforts for more inner urban development. [ABSTRACT FROM AUTHOR]

Abstract Background Various applications have been developed worldwide to contain and to combat the coronavirus disease-19 (COVID-19) pandemic. In this context, spatial information is always of great significance. The aim of this study is to describe the development of a Web GIS based on open source products for the collection and analysis of COVID-19 cases and its feasibility in terms of technical implementation and data protection. Methods With the help of this Web GIS, data on this issue were collected voluntarily from the Cologne area. Using house perimeters as a data basis, it was possible to check, in conjunction with the Official Topographic Cartographic Information System object type catalog, whether buildings with certain functions, for example residential building with trade and services, have been visited more frequently by infected persons than other types of buildings. In this context, data protection and ethical and legal issues were considered. Results The results of this study show that the development of a Web GIS for the generation and evaluation of volunteered geographic information (VGI) with the help of open source software is possible. Furthermore, there are numerous data protection and ethical and legal aspects to consider, which not only affect VGI per se but also affect IT security. Conclusions From a data protection perspective, more attention needs to be paid to the intervention and post-processing of data. In addition, official data must always be used as a reference for the actual spatial consideration of the number of infections. However, VGI provides added value at a small-scale level, so that valid information can also be reliably derived in the context of health issues. The creation of guidelines for the consideration of data protection, ethical aspects, and legal requirements in the context of VGI-based applications must also be considered. In recent years, the potential of the forest-based bioeconomy to provide competitiveness, differentiation, and sustainability to the European economy has often been claimed. Interestingly, regions, as territorial units with their own political and socioeconomic strategies, have been highlighted as the most suitable targets for the development of the European forest-based bioeconomy. Here, using the case method, we evaluated the development of the forest-based bioeconomy in three European regions (i.e., North Karelia in Finland, North Rhine-Westphalia in Germany, the Basque Country in Spain), by appraising the status of 10 previously identified key drivers through primary (interviews with experts) and secondary (literature review) sources of information. In our analysis, North Karelia and the Basque Country obtained the highest and lowest score, respectively, with regard to forest-based bioeconomy development. In any case, for the successful development of the forest-based bioeconomy in a European region, it is essential to accept the unnegotiable, critically, of the long-term sustainability of forest bioresources and production processes, as well as the need to foster the required changes in consumption patterns. Enabled by Industry 4.0, new forms of productive value creation emerge in urban spaces. But how the value creation of new digital urban production (DUP) differs from that of incumbent manufacturing and how it benefits from urban contexts remain unclear. Closing this gap, we study DUP firms in selected cities of North Rhine-Westphalia, Germany. Results indicate that DUP integrates production and design, and it displays circular problem-based value creation to develop complex production-related solutions. At urban locations, DUP draws particular advantages from proximity to customers, employees and knowledge – conducive context qualities which outweigh the 'footloosening' powers of digital tools. Dieser Beitrag knüpft an aktuelle Diskurse zu Digitalisierungsprozessen und Raumentwicklung an. Es wird untersucht, inwiefern durch digitalisierte Fertigungsmethoden (wie Industrie-4.0-Anwendungen) neue Formen urbaner Produktion entstehen können. Aufbauend auf theoretisch-konzeptionellen Überlegungen wurden empirische Erkenntnisse durch 41 Experteninterviews in acht industriell geprägten Städten Nordrhein-Westfalens gewonnen. Die Ergebnisse zeigen, dass durch die gewerbliche Anwendung neuer digitaler Fertigungsverfahren neuartige Formen hybrider digitaler urbaner Produktion entstehen, die spezifischen problemzentrierten Wertschöpfungslogiken unterliegen. Der Beitrag entwickelt ein präziseres Verständnis dieser Wertschöpfungsprozesse und der Standorteinbettung hybrider digitaler urbaner Produktion.

Green infrastructure (GI) has a cooling effect owing to shading and evapotranspiration and therefore has a climate regulating function within metropolitan areas. Urban parks are a type of GI that act as park cool islands (PCIs) and play a major role in mitigating the surface urban heat island. This study aims to (1) investigate the status quo of the surface cooling effect intensity of selected urban parks in North Rhine-Westphalia (NRW), including their cooling range, and to (2) propose a methodological approach for investigating the PCI intensity using remote sensing data considering the occurrence of mixed pixels. To achieve these tasks, land surface temperature values based on Landsat 8 images from three different days in 2018 and 2019 were observed. In addition, a method for the reduction of mixed pixels was developed. The results confirm a surface cooling effect of 1–5 K and thus the existence of a PCI. The impact of the surface cooling effect was found within a minimum range of 150 m. However, the process of identifying the cooling area was complicated by the high proportion of GI in cities in NRW, compared to other study areas. Farm-scale and agent-based models draw typically on detailed and preferably spatially explicit single farm data. Data protection standards however restrict or exclude their access, as for example in Germany. We provide data on a synthetic farm population of the German federal state of North Rhine-Westphalia, mainly based on the German Farm Structure Survey 2016 and plot specific crop data from 2019/2020. The population is derived from farm typology at administrative unit level to which the observed plots are allocated afterwards. The data contains 25,858 farms and covers 1.3 million ha of agricultural land, provided at plot scale in a geospatial vector and at farm scale in tabular format. For each plot, the managing farm (including the estimated farm's location), the number of livestock, the cultivated crop, as well as the corresponding administration units are indicated. Furthermore, spatial data such as yield information, soil characteristics, as well as monitoring data on environmental status are attached. The provided data allows for diverse analysis on the farm population in the federal state of North Rhine-Westphalia with farm, agent-based or different bio-physical models. Furthermore, it can serve as a test data set for models which require detailed and spatially explicit farm data.

The Russian historiography of the FRG regional policy after the unification of Germany is analyzed. Historical, political, legal, economic, cultural and geographical scientific works devoted to the relationship between the centre and the regions of Germany are considered. It is concluded that most of works are concentrated around the phenomenon of German federalism, inter-budgetary relations and problem of integration of the former lands of the GDR. The author covers discussions on the sustainability and effectiveness of cooperative federalism, problems of inter-budgetary relations, the prospects of a competitive model of federalism as a result of Federal reforms of the 21st century, the impact of regional imbalances on domestic policy, the possibility of unification of the Federal lands and their adaptation to the challenges of European integration. The state of study of the development of individual regions and local government of Germany is presented. Estimates of land elections and their influence on regional policy are given. Despite the recognition of the significant influence of the länder and municipalities on the domestic and foreign policy of the United Germany by many scholars, their position as political actors is usually either given in an overview or appears as an illustrative material to the general pattern. In conclusion, the main gaps in the study of the regional policy of modern Germany are listed, the elimination of which will help to get closer to a holistic view of the political significance of the land and municipal levels of government.

Building on current debates on digitalisation and spatial development processes, this paper aims to explore to what extent digitally enhanced production technologies, such as Industry 4.0, enable the emergence of new forms of urban production. Based on theoretical and conceptual considerations, empirical insights are derived from 41 interviews conducted with experts in eight industrial cities in the German state of North Rhine-Westphalia. The results indicate that the commercial application of new digital production technologies instigates novel forms of hybrid digital urban manufacturing which change patterns of previous value creation. The paper develops a more precise understanding of these value creation processes and the locational embeddedness of hybrid digital urban manufacturing.

Chytridiomycosis, a disease induced by the chytrid fungi Batrachochytrium dendrobatidis (Bd) and B. salamandrivorans (Bsal), has strongly contributed to the ongoing worldwide amphibian conservation crisis. While Bd infection has caused amphibian declines for decades on several continents, Bsal is a novel threat to Central European salamanders and newts, being responsible for the collapse of Fire Salamander populations in the Netherlands, Belgium, and Germany. However, numerous other parasites causing harm to amphibians exist, yet have received much less attention than the chytrid fungi. The goal of the present study was to contribute to the understanding of declines of the Green Toad, Bufotes viridis, at its northwestern distribution border, in the area of Cologne, Germany. We combined the data from four years of Bd monitoring with a metabarcoding approach to detect other, mainly unicellular parasites, from amphibian feces and environmental samples, and also report results from Bsal testing in 2019. Skin swabs of approximately 280 amphibians were tested for Bd and 66 for Bsal, and 150 cloacal swabs and environmental samples from five sites were tested for other pathogens and parasites.We found Bd in all sampled locations with high prevalences and partly high individual infection loads but without clinical signs of chytridiomycosis. None of the samples tested for Bsal was positive for this pathogen. We further detected eight additional potential amphibian pathogens from fecal samples: three metamonads (Tritrichomonas augusta, Trichomitus batrachorum and Hexamita inflata), three ciliates (Balantidium duodeni, Nyctotherus cordiformis and N. hubeiensis), one stramenopile (Blastocystis sp.) and one metazoan (the nematode Rhabdias ranae). In the environmental samples, we detected OTUs of nine organisms potentially harmful for amphibians: Blastocystis sp., Hexamita inflata, Tritrichomonas augusta, Trichomitus batrachorum, two oomycetes (Leptolegnia sp., Saprolegnia sp.), two ichthyosporeans (Amphibiocystidium ranae, Anurofeca sp.) and the myxozoan Myxobolus sp. The economic impacts of the German Renewable Energy Act (EEG) are of considerable importance for the discussion of the energy transition in Germany (Energiewende). The Energiewende implies structural changes of the energy system by deploying Renewable Energy (and energy efficiency) Technologies (RET), but it also may induce structural changes for the overall economy, with uneven effects on a sub-national level. North-Rhine Westphalia (NRW) is an ideal case to study such regional disparities, since this federal state has scarce per-capita renewable energy sources, whereas it stands out for its energy intensive industry and fossil-fuel based power plants. In order to support renewable energy policies, mostly gross impact assessments of RET deployment have been carried out both on national and regional levels. By definition, such analyses result in positive assessments, since only expansionary effects resulting from additional demand for RET are accounted for. This paper, in contrast, presents a net impact assessment of the EEG on the NRW economy of both expansionary and contractionary effects. The latter consist of negative income effects, increased production costs and, the crowding-out of conventional energy due to the renewable energy financing mechanism (i.e., electricity surcharge), as well as its preferential status for feed-in. Our findings show how North-Rhine Westphalia, with regard to the operation of RET, suffers disproportionally from negative effects in relation to the value addition of its economy in comparison to the rest the country, whereas it benefits marginally from the production of such facilities. The Green Toad (Bufotes viridis) in Germany is mostly confined to secondary habitats and is experiencing severe population declines especially at its northwestern range boundary in the city of Cologne. As a basis for conservation management of this species, viz. to investigate the status of the population structure, we used a library of over 15,000 short tandem repeats to establish a new set of 12 microsatellite markers for this species. We applied these markers to B. viridis individuals from six sampling sites in Cologne, and included outgroup samples from sites in northern and central Germany. The results suggest the sampled Cologne toads form four distinct populations, without an obvious distinction between sites east and west of the river Rhine. Only the green toads of three neighbouring sampling sites clustered as one population, supporting the initial hypothesis that individuals from proximate sampling sites are genetically more similar than those from more isolated sampling sites. However, mitochondrial DNA sequences revealed a haplotype east of the Rhine that was absent west of the river. Toads from the northernmost sampled population in Cologne "Ginsterpfad" were not genetically depauperate, indicating that the severe declines at this site did not lead to a loss of genetic variation and were not related to inbreeding. Some Ginsterpfad individuals were genetically highly distinct from others, which may be explained by human introduction. Despite the encountered population structure, the low number of private alleles in the populations west of the Rhine, and the uniformity in mitochondrial haplotypes with the exception of one deviant allele east of the Rhine, lead us to recommend a pragmatic approach for conservation management. We suggest to consider all Cologne Green toads as belonging to a single management unit, but propose that, wherever possible, populations east and west of the Rhine should not be mixed in reintroduction measures. The paper reflects more than 25 years of experience in regional governance. The argumentation centres on North Rhine-Westphalia and the Ruhr area. The Ruhr area worked as a "laboratory" in experimenting with new modes of regional governance in the 1990s and 2000s. In a nutshell, four streams of regionalization have been implemented: Integrated regional development strategies, the International Building Exhibition IBA Emscher Park, Cluster policy, and Innovation City Bottrop and Rebuilding 21 - Digitalization in the Emscher Region as an example for real laboratories. The paper concludes with a hypothesis about different modes of regional governance, their strengths and weaknesses and asks for possibilities to improve the governance of smart specialisation. The integration of refugees with prospects of remaining in the country has noticeably shifted into the focus of public attention and is presently being addressed in numerous research projects as well. Our contribution aims to address the significance, which the various contacts or networks, respectively, hold for the integration of the refugees. Issues of particular interest are how contacts to friends and families are maintained, what role these contacts play in the refugees' daily lives, how new social contacts are established in the arrival context, and which factors may ease or hinder the creation of new contacts. Based on the assumption that integration processes of migrants and refugees are influenced to a large extent by the prevailing local context, we investigated whether there are differences between a metropolitan situation (city of Cologne) and a small or medium-sized setting (district of Heinsberg) in the social contacts and networks of the refugees. In both distinct local contexts, which are located in North Rhine-Westphalia (Germany), we conducted qualitative interviews with 41 refugees in total. All interviews were recorded, subsequently transcribed and analysed using a largely inductive category scheme. Due to the exceptional situation of the flight and the assignment of a place of residence by the state, similarly escaped relatives and friends from the past usually live in other parts of Germany or even in other countries, and therefore cannot serve as a localised network to cushion the individual's arrival. Within the arrival context, contacts to other refugees who share the same or a similar background and language provide an important source of practical support and emotional backing. Bridging ties to members of the receiving society are most likely to be established through language courses and volunteer initiatives. Here, the openness and proactive attitude of the refugees prove to be an important factor. The metropolis offers abundant opportunities for new but fleeting social contacts. In the context of small and medium-sized towns, the greater manageability imbues the newly developing networks with greater stability. [ABSTRACT FROM AUTHOR]

Retail trade is no longer occurring in urban centres or suburban malls on the edge of cities, exclusively. It increasingly takes place online. The aim of this study is to examine the determining factors for in-store and online shopping respectively. The results are based on a survey of approximately 2,900 people in the six North Rhine-Westphalian city regions of Aachen, Bochum, Bonn, Dortmund, Münster and Cologne. Depending on the distance to each particular urban centre, 26 neighbourhoods were chosen to conduct the questionnaires. In all six city regions it is apparent that instead of spatial factors selected demographic and socio-economic forces determine buyer behaviour. While gender, age and lifestyles are important in terms of online shopping, income is no longer an influencing parameter.

For some time now, there has been a lively debate about reurbanisation in Germany with regard to trends in spatial development. At the same time, the consequences of spatially imbalanced development can be observed in many regions. In large metropolitan areas in particular, the renewed appeal of cities has made living space scarce and expensive. There is extensive investment in residential construction and infrastructure, yet the first signs of a further shift in the trend are starting to emerge. It is against this background that this paper investigates migratory movements in the state of North Rhine-Westphalia, covering a period of more than four decades. The resulting change in the distance between place of residence and the nearest major centre is calculated for each case of migration in the time period under investigation. By aggregating the individual values, an indicator is generated that can be used to identify different phases of spatial concentration and deconcentration. The results remind us that for a long time the predominant forces in migratory movements were centrifugal. This makes the transition to the spatial concentration phase that took place in the past decade, and that can be precisely traced from the values obtained, all the more striking. In the final years of the period under investigation, the results are significantly influenced by the handling of the publicly-directed migration of refugees and asylum-seekers within the state. If municipalities with admission facilities for these groups that exhibit anomalous migration data are excluded from the analysis, deconcentration processes appear in fact to be gaining the upper hand again in North Rhine-Westphalia. Renewed momentum in residential suburbanisation in the areas surrounding the major centres is behind this current development. Deceleration of the migratory losses from more peripheral municipalities can also be observed, however.
