The aim of international development cooperation is to combat poverty and improve the living conditions of people in low- and middle-income countries. However, the focus on quantitatively measurable outcomes does not necessarily reflect the full effects of development projects. This paper examines two monitoring and evaluation approaches to capacity development in a case study from Siphofaneni, Eswatini, to assess the effectiveness of capacity development interventions and to identify possible conceptual and practical improvements. The analyzed project involved infrastructure building for a secondary school and the provision of capacity development training for six school management committees. The inclusion of the CAS approach, as an example of systems thinking, plays a central role here. Das individuelle Recht auf Bildung im Erwachsenenalter wird in Deutschland über die Bildungsurlaubs-/Bildungszeit-/Bildungsfreistellungsgesetze der Länder als Freistellung von der Arbeit abgesichert. Der Beitrag widmet sich dem gesetzlich verankerten Recht auf Bildungsfreistellung als Instrument zur Realisierung lebensbegleitender Bildung. Er skizziert die Genese und den Status quo des Rechtsanspruchs, fasst aktuelle rechtliche Grundlagen sowie ausgewählte Regelungsaspekte der Gesetze unter Berücksichtigung ihrer Relevanz für die Teilhabe an Weiterbildung zusammen und legt Überlegungen zur Relevanz und Ausgestaltung des Rechts auf Bildungsfreistellung offen.

This volume provides the first introduction to the right to science/STEM education, with contributions from international scholars and experts from organizations, including UNESCO, and from diverse disciplines such as human rights; science education; educational studies; anti-racist and decolonizing pedagogy; feminist and gender studies in science, technology, and engineering; and management and organizational studies. The book offers a thorough grounding in the right to education and its application in the STEM fields. It provides interdisciplinary perspectives that allow for a broad understanding of the human right to science education at all intersectional levels of STEM education and in STEM careers. Zweitens wurde das Thema in Form von Expert*inneninterviews empirisch aufgearbeitet. Es stellte sich heraus, dass die aktuell in den Schulen verwendeten Konzepte vielen wissenschaftlichen Erkenntnissen, die auf Bildungsgerechtigkeit abzielen, widersprechen. Ob dies eine Verletzung des Rechts auf Bildung darstellt bleibt Auslegungssache. Les écoles accueillent aujourd’hui des élèves issu·e·s de nouvelles migrations, plus mobiles et instables, qui questionnent le modèle de l’intégration scolaire. La méconnaissance des trajectoires de ces enfants, à la scolarité chaotique ou absente, et les déplacements incessants, ne permettent pas aux enseignant·e·s d’inscrire leur pratique dans la continuité. Cet article présente un travail d’enquête comprenant des évaluations en langue d’origine des compétences et besoins d’enfants de requérant·e·s d’asile et documente différents aspects de leur expérience. La question d’équiper les enseignant·e·s et d’ouvrir les écoles à la scolarisation d’élèves migrant·e·s issu·e·s des "nouvelles mobilités" sera discutée à la lumière de l’approche de la reconnaissance. (DIPF/Orig.), Schools today welcome pupils from new, more mobile and unstable migratory backgrounds who question the model of school integration. The lack of knowledge of the trajectories of these children, with chaotic or absent schooling, and the incessant displacements, do not allow teachers to inscribe their practice in continuity. This article presents a study involving native language assessments of the skills and needs of asylum seekers’ children and documents different aspects of their experience. The issue of teachers’ training and of opening up schools to migrant pupils from “new mobilities” background will be discussed in the light of the recognition approach. (DIPF/Orig.)

Im Zuge der Inkrafttretung der UN-Behindertenrechtskonvention 2009 wurde die Forderung nach einer inklusiven Erwachsenenbildung stark, auch wenn es inklusive Kurse für behinderte und nichtbehinderte Erwachsene bereits seit den 1970er Jahren gibt. Notwendig sind eine systematische Qualifizierung und Professionalisierung von Lehrenden in der Erwachsenenbildung, was sehr heterogen diskutiert wird. Ein Teil dieser Bandbreite ist in diesem Journal abgebildet. (DIPF/Orig.), After the Convention on the Rights of Persons with Disabilities entered into force 2009 inclusive adult education was regarded as an important issue. The first inclusive courses for disabled and nondisabled adults were offered already in the 1970s but not implemented all over Germany. Now, a systematic qualification and professionalization of teachers of courses for adults is needed being discussed heterogeneously as shown in this journal.

During 2016-18, the issue of child safety in urban, private schools received significant media attention and resulted in protests from parents in Bengaluru. Responding to the instances of physical and sexual violence against children, the Karnataka state administration issued a range of policy measures, including mandatory use of surveillance devices in private schools. This paper examines the ways in which schools are increasingly being perceived as sites of violence and the different meanings the discourse of safety acquires in educational policy. Narratives of child sexual abuse in urban schools in Bengaluru are examined by reviewing four threads: rise of urban middle classes, the emergence and formation of narratives on child safety in schools through media, surveillance as a safety measure and potential and limits of state action. The present analysis is intended as to help shift human rights more into the focus of discussions on education and educational justice, particularly with respect to protection against discrimination. Protection against discrimination, as a structural principle of human rights, is integral to all of them. All human beings are equally entitled to human rights on the basis of their humanity, and human rights are not guaranteed unless everyone can exercise them without encountering discrimination. Thus education, as a human right, entails the recognition of equal rights for all. The publication is a slightly revised excerpt from the German publication "Das Menschenrecht auf Bildung im deutschen Schulsystem: Was zum Abbau von Diskriminierung notwendig ist".

In vorliegendem Beitrag wird das Menschenrecht auf Bildung in seiner Relation zu pädagogischen Partizipationsbegriffen ausgehandelt und aus einer universalismuskritischen Perspektive betrachtet. Dazu wird zunächst die Unterscheidbarkeit und Unterscheidung zwischen einerseits emanzipatorischen und andererseits unterdrückerischen, falschen Universalismen mit verschiedenen post-/dekolonialen Theoriezugängen betrachtet (1). Sodann wird ausgeführt, was dies für ein pädagogisches Verständnis von Partizipation bedeutet (2). Nach dieser vorbereitenden Begriffsarbeit wird sich der Leitfrage gewidmet, wer ein Recht auf Partizipation an welcher/wessen Bildung hat und wer - von falschen Universalismen eingefangen - auf assimilatorische Weise genötigt wird, an einer Bildung teilzuhaben, die er sich nicht ausgesucht hat (3). From a post- and decolonial perspective it is questioned whether it is possible, and if yes, how it is possible to discern false and oppressive universalisms from emancipatory universalisms, that must be defended (1). After elaborating a pedagogical concept of participation (2) the consequences of these philosophical and political thoughts for an engaged pedagogy are examined (3): Who has a right to participate in which educational settings? Therefore it is necessary to fight for the democratic and liberal values against populistic attacs and for the improvement of the real situation.

Die von den Vereinten Nationen 2015 ausgerufenen Sustainable Development Goals (SDGs), d.h. die Entwicklungsziele für eine nachhaltige weltweite Entwicklung, die von 2016 bis zum Jahre 2030 umgesetzt werden sollen, enthalten ein eigens dem Bereich Erziehung und Bildung gewidmetes Ziel Vier (SDG 4), das da lautet: "Bis 2030 für alle Menschen inklusive, chancengerechte und hochwertige Bildung sicherstellen sowie Möglichkeiten zum lebenslangen Lernen fördern." Im folgenden Beitrag wird das damit aufgeworfene Thema aus der Perspektive der internationalen Bildungsforschung in den Blick genommen. Dies geschieht zunächst durch eine historische Kontextualisierung mit anderen UN-Programmen seit den 1990er Jahren, um dadurch die Bedeutsamkeit des SDG 4 besser einordnen zu können. Sodann sollen die insgesamt zehn Unterpunkte des SDG 4 nach möglichst präzisen Aussagen zu den angestrebten Entwicklungen durchforstet werden, um sich jenseits der genretypisch eher allgemeinen und vagen Formulierungen ein Bild davon machen zu können, was unter den Zielvorstellungen verstanden wird und tatsächlich intendiert ist. Danach geht es um die inzwischen im System der Vereinten Nationen begonnene Arbeit an den Indikatoren, mit denen die Realisierung des SDG 4 welt- weit zwecks jährlicher Berichterstattung erhoben und verglichen werden soll. Abschließend wird die potentielle Anschlussfähigkeit des SDG 4-Monitoring an Forschung und Lehre im Rahmen einer internationalen Bildungsforschung reflektiert. (DIPF/Orig.), The Sustainable Development Goals (SDGs) declared in 2015 by the United Nations to be globally implemented by 2030 encompass one goal which is specifically devoted to a broad range of education and instruction - goal four (SDG 4) which reads: "Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all". The following article focuses this topic from the perspective of international research in education. In a first point this is realised by placing the SDG 4 into its broader historical context with other UN-programs since the 1990s. Programmatic declarations such as the SDGs are often employing rather vague language. In a next step it will therefore be clarified how the SDG 4 is turned to be operative into its ten subdivided features by screening this document for its most precise visions for education. Following this, attention will be called to the UN-led establishment and implementation of sets of indicators which are essential for the monitoring and reporting of the SDG Agendas including SDG 4. The article will conclude with remarks on how the SDG 4 and its context might be relevant for research and lecturing on international dimensions of education. (DIPF/Orig.)

Zweifelsohne war der Impuls der Reformation für die Entwicklung des Bildungswesens und des Verständnisses von Bildung von Bedeutung, doch in welcher Hinsicht lässt sich heute in einer säkularen Welt von einem evangelischen Bildungsverständnis sprechen? In diesem Artikel wird Verständnis und Umfang evangelischer Bildung heute - 500 Jahre nach der Reformation - beschrieben. Dazu wird das evangelische Bildungsverständnis rekonstruiert und das kirchliche Engagement im Bildungswesen skizziert. Zunächst werden kirchliche Verlautbarungen auf zentrale Aussagen hin analysiert. Der Beitrag gibt einen Überblick über die wichtigsten deutschlandweiten Positionen der letzten 20 Jahre; vor diesem Hintergrund wird das normative Profil des protestantischen Bildungsverständnisses herausgearbeitet. Zweitens wird mit Hilfe vorliegender Daten eine empirisch fundierte Skizze des protestantischen Bildungsbeitrags beschrieben. Ergebnisse beider Zugänge werden aufeinander bezogen und praxis- wie forschungsbezogene Herausforderungen entwickelt. Der Beitrag bezieht sich ausschließlich auf die Diskussion in Deutschland. (DIPF/Orig.), The impulses of the protestant Reformation were without doubt important for the development of education and the education system. But in which way in today's secular world is it still appropriate to talk about a protestant understanding of education? In this article the understanding and extent of protestant education will be described - 500 years after the Reformation - by outlining the protestant understanding of education and sketching the churches' involvement in education. First, the official statements about education from the protestant churches in Germany over the last 20 years are analysed. The normative profile of this understanding is presented in detail. Secondly, by using available data, an empirically informed sketch of the current involvement of protestant churches in the educational landscape is outlined. Thirdly, the results of both approaches are discussed in relation to challenges to research and the practice of education. This contribution focuses on the discussion in Germany. (DIPF/Orig.)

La migration remet en question le droit à l’éducation et les approches des pays sont différentes. Cet article analyse la situation du droit à l’éducation pour les destinations francophones les plus recherchées, à savoir la France et le Québec. Accès gratuity à l’enseignement et égalité des chances, intérêt supérieur de l’enfant et respect des engagements internationaux façonnent le paysage du droit à l’éducation. L’article note que la législation française respecte entièrement le droit à l’éducation, alors que pour le Québec, le cadre législatif et le statut ambigu de résident constituent les principaux obstacles aux droits des enfants migrants. L’article peut également enrichir les réflexions des chercheurs des pays ayant un niveau élevé de migration tels que le Royaume-Uni ou la Suisse. (DIPF/Orig.), Angesichts der hohen Einwanderungsquote gewinnt das Recht auf Bildung an Bedeutung. Dieses Recht wird in den betroffenen Ländern unterschiedlich gehandhabt. Der Artikel befasst sich kritisch mit der Situation in Frankreich und Québec, den bevorzugten Zielen französischsprachiger Einwanderer. Das Recht auf Bildung bedeutet freien Zugang zum Bildungswesen, Chancengleichheit, Rücksicht auf das Wohl des Kindes und Achtung der international eingegangenen Verpflichtungen. Die Untersuchung zeigt, dass Frankreich das Recht auf Bildung in vollem Umfang respektiert, während in Québec der gesetzliche Rahmen und der zweideutige Status als «resident» sich als Hindernis für das Recht auf Bildung von Einwandererkindern erweisen. Der Artikel geht darüber hinaus auch auf die Überlegungen von Wissenschaftlern in von der Flüchtlingswelle besonders betroffenen Ländern wie Grossbritanien und der Schweiz ein. (DIPF/Orig.)

Die Analyse möchte einen Beitrag dazu leisten, die Diskussionen um Bildung und Bildungsgerechtigkeit stärker an Menschenrech­ten zu orientieren, und zwar insbesondere im Hinblick auf Diskriminierungsschutz. Der Schutz vor Diskriminierung ist als menschenrechtliches Strukturprinzip Bestandteil aller Menschenrechte.

Das Recht auf Bildung frei von Diskriminierung ist ein etabliertes Prinzip der internationalen Menschenrechtsnormen und geschützt durch die EU-Richtlinie zur Gleichbehandlung ohne Unterschied der Rasse. In der wegweisenden Entscheidung des Europäischen Gerichtshofs für Menschenrechte im Fall DH und Andere gegen die Tschechische Republik entschied das Gericht, dass die schulische Segregation von Roma Schüler/inne/n gegen das Recht auf Bildung frei von Diskriminierung verstößt. Hiernach hätte erwartet werden können, dass Staaten, in denen Roma überproportional in Sonderschulen oder -Klassen beschult werden, Maßnahmen gegen schulische Segregation unternehmen. Schritte in diese Richtung werden jedoch bemerkenswert langsam vollzogen und es gab ähnliche Urteile des Gerichtshofs gegen Griechenland, Kroatien und Ungarn. In vielen europäischen Ländern sind Roma nach wie vor vom Zugang zu gleichen Bildungschancen weit entfernt. Die Persistenz schulischer Segregation gefährdet den sozialen Zusammenhalt und erfordert eine strengere Position der europäischen Institutionen. (DIPF/Orig.), The right to receive an education free from discrimination is a well-established principle of international human rights law and is protected by the EU Race Equality Directive. The landmark decision of the European Court of Human Rights in DH and Others established that the segregation of Roma pupils violated their right to an education free from discrimination. It might thereafter have been expected that states in which Roma disproportionately attend remedial schools or classes would begin to move towards desegregation. Yet progress has been lamentably slow, with similar judgements handed down to Greece, Croatia and Hungary. Meanwhile Roma pupils continue to receive an unequal, inferior education in many European states. The persistence of segregation threatens social inclusion and demands that the European institutions adopt a much more assertive position. (DIPF/Orig.)

Menschen auf der Flucht sind zunächst gezwungen ihr Überleben zu sichern. Es geht um körperliche Unversehrtheit und Sicherheit, um Obdach, Trinkwasserzugang und Nahrungssicherung. Für Flüchtlinge selbst wird Bildung jedoch schnell als grundlegend wichtig wahrgenommen. Denn Bildung kann die Sicherung einer besseren Zukunft für die eigene Familie ermöglichen, unabhängig davon, ob eine Rückkehr in die Herkunftsregion möglich ist oder nicht. Zudem ist Bildung ein Menschenrecht, das gerade für Postkonfliktgesellschaften, die Überwindung von Konfliktfolgen und die Entstehung von Frieden eine wichtige Voraussetzung ist. Bildung ermöglicht Hoffnung und Würde, in ihr liegen die Möglichkeiten für eine hoffnungsvolle Zukunft. Der Zugang zu Bildung ist eng verbunden mit der Möglichkeit, Armut zu überwinden, Stabilität und Wirtschaftswachstum zu erzielen und bedeutet die Chance auf ein besseres Leben. Im folgenden Artikel wird das Recht auf Bildung im Kontext Flucht näher vorgestellt und seine Umsetzung anhand des Beispiels tamilischer Flüchtlinge in Südindien deutlich. (DIPF/Orig.), In the context of violent conflict education is often understood rather as a subordinated asset. Humans forced to flee initially seek to secure their survival. Main concerns are physical integrity and safety, shelter, access to water and food security. But for refugees education is quickly perceived as fundamentally important. Education may be a key to a better future for one's family, regardless of whether a return to the region of origin is possible or not. In addition, education is a human right, which is an important requirement, especially for post-conflict societies, in order to overcome the aftermath of conflict and the emergence of peace. Education allows hope and dignity. Access to education is closely linked to the ability to overcome poverty, to achieve economic stability and growth and it offers the chance for a better life. In the following article the right to education is presented in the context of flight. The author looks on its implementation by introducing the example of Tamil refugees in southern India.
