F., Kobeis, Europa is a premier target for advancing both planetary science and astrobiology, as well as for opening a new window into the burgeoning field of comparative oceanography. The potentially habitable subsurface ocean of Europa may harbor life, and the globally young and comparatively thin ice shell of Europa may contain biosignatures that are readily accessible to a surface lander. Europa's icy shell also offers the opportunity to study tectonics and geologic cycles across a range of mechanisms and compositions. Here we detail the goals and mission architecture of the Europa Lander mission concept, as developed from 2015 through 2020. The science was developed by the 2016 Europa Lander Science Definition Team (SDT), and the mission architecture was developed by the preproject engineering team, in close collaboration with the SDT. In 2017 and 2018, the mission concept passed its mission concept review and delta-mission concept review, respectively. The Phoenix Project requested the NASA Engineering and Safety Center (NESC) perform an independent peer review of the Robotic Arm (RA) Direct Current (DC) motor brush anomalies that originated during the Mars Exploration Rover (MER) Project and recurred during the Phoenix Project. The request was to evaluate the Phoenix Project investigation efforts and provide an independent risk assessment. This includes a recommendation for additional work and assessment of the flight worthiness of the RA DC motors. Based on the investigation and findings contained within this report, the IRT concurs with the risk assessment Failure Cause / Corrective Action (FC/CA) by the project, "Failure Effect Rating "3"; Major Degradation or Total Loss of Function, Failure Cause/Corrective Action Rating Currently "4"; Unknown Cause, Uncertainty in Corrective Action."

The Science Definition Team (SDT) for NASA's Jupiter Icy Moons Orbiter (JIMO) Mission recommends including a lander as an integral part of the science payload of the JIMO Mission. The Europa Surface Science Package (ESSP) could comprise up to 25% of science payload resources. We have identified several key scientific and technical issues for such a lander, including 1) the potential effects of propellant contamination of the landng site, 2) the likely macroscopic surface roughness of potential landing sites, and 3) the desire to sample materials from depths of approximately 1 m beneath the surface. Discussion and consensus building on these issues within the science community is a prerequisite for establishing design requirements.

The Deep Space 4/Champollion mission is designed to test and validate technologies for landing on and anchoring to small bodies, and sample collection and transfer, in preparation for future sample return missions from comets, asteroids, and satellites. in addition, DS-4 will test technologies for advanced, multi-engine solar electric propulsion (SEP) systems, inflatable-rigidizable solar arrays, autonomous navigation and precision guidance for landing, autonomous hazard detection and avoidance, and advanced integrated avionics and packaging concepts. Deep Space-4/Champollion consists of two spacecraft: an orbiter/carrier vehicle which includes the multi-engine SEP stage, and a lander, called Champollion, which will descend to the surface of the 46P/Tempel 1 cometary nucleus. The spacecraft will launch in April, 2003 and land on the comet in September, 2006 Deep Space 4/Champollion is a joint project between NASA and CNES, the French space agency.
