Studies about Old Turkic inscriptions proceed rapidly today. The approach to the inscriptions should now be more detailed in new research. There are still problems with Turkish translating the inscriptions. Detailed explanations should be made on each word for correct understanding of the sentences in the Old Turkic inscriptions. With this thought in mind, we decided to focus on the meaning of anča in published Turkish editions until now. Until today, no other meaning of anča has been noticed in Turkish editions except 'so'. Until today, only the meaning of 'so, thus' was only registered in Turkish editions. Taking into account Uighur use, I also think that anča has three different functions and meanings in the Old Turkic inscriptions: 1. as an adverb in the meaning of 'so, such as'; 2. as an adverb with the meanings of 'many, fast'; 3. as an adjective in the sense of 'many'. In three great Old Turkic inscriptions I think a different Turkish translate of anča. I believe that Turkish editions of ancient Turkish inscriptions should take account of the fact that anča has meanings such as 'so, like this', as well as 'many, fast'. [ABSTRACT FROM AUTHOR]

Extracting the user reviews in websites such as forums, blogs, newspapers, commerce, trips, etc. is crucial for text processing applications (e.g. sentiment analysis, trend detection/monitoring and recommendation systems) which are needed to deal with structured data. Traditional algorithms have three processes consisting of Document Object Model (DOM) tree creation, extraction of features obtained from this tree and machine learning. However, these algorithms increase time complexity of extraction process. This study proposes a novel algorithm that involves two complementary stages. The first stage determines which HTML tags correspond to review layout for a web domain by using the DOM tree as well as its features and decision tree learning. The second stage extracts review layout for web pages in a web domain using the found tags obtained from the first stage. This stage is more time-efficient, being approximately 21 times faster compared to the first stage. The lexicalization is a way of word formation in Turkish. This process is considered as 'adoption into the lexicon' and 'falling outside the productive rules of grammar'. Lexicalized words differ from words with productive suffixes, so lexicalized words have petrified or frozen suffixes. The frozen suffixes are very important on account of etymological explanations. Frozen is different from word formation. Frozen suffix does not carry any living formation function. There is a specific joining here. The word yapa is not found in Versuch eines etymologischen Wörterbuchs der Türksprachen, Drevnetyurkskiy Slovar, An Etymological Dictionary of Pre-Thirteenth Century and Old Turkic Word Formation. The correct first determination about the meaning of yapa was made in the Insadi-Sūtra. However, there is no explanation about the structure and origins of yapa. Old Turkic yapa is derived from yap- 'to cover (all); to stick (all) together' by frozen vowel converb suffix -A. Old Turkic yapa must be inserted to forthcoming Old Turkic dictionaries. The majority of Uighur manuscripts from IX. to XVIIth centuries are written with Uighur and Manichean scripts, but most of them belong to the Buddhist Uighur literary context. The first scholarly works in publishing the Uighur texts were produced in the beginning of XXth century. Willy BANG and his follower students Annamarie von GABAIN and Rešit Rahmeti ARAT (Gabdurrešit Rahmeti) have initiated in the 1930's the series of Turkish Turfan Texts (TT). This publications series have been interrupted by the World War II and started again after the war with the title Berlin Turfan Texts (BTT). The methods for text edition used in these two series were quite successful. The Uighur 'jātaka' narrative with the title of "Edgü Ögli Tigin Anyıg Ögli Tigin" was published a few times till nowadays. The last edition of these texts in Turkish is problematic in many ways. OpenFlow is an open platform that manages flow tables and packet forwarding in the network switches and other network components. The OpenFlow controller, connected network switch's control path with secure channel that is basically flow control software. A large section of written documents remaining from Buddhist Uighurs relies on translations from Chinese, Tibetan, Tohar, Sogdian and the Sanskrit language. Even though the preserved works are characteristic translations, they excel in expressing Buddhist concepts, which are difficult to understand, in Uighur. They used in expressing these concepts they used existing available resources and borrowings from foreign languages as well as derived new words. The word yilvi, elaborated in this paper, is one of the words created in the Uighur period. Pronunciation and etymology of the Uighur word yilvi wasn't done correctly up till now. Determination of high and low vowels in the first syllable is a quite important problem in Old Turkic. How can this important problem be solved and which method must be carried out? Old Turkic sources are not adequate for solution of this problem, so we need to refer comparative Turkic Languages. In this stage, can Dīvānu Lugāt-it Türk contribute us? Aim: To investigate whether electroencephalographic (EEG) frequency bands are applicable in distinguishing abnormal respiratory events such as obstructive apnea and hypopnea in patients with sleep apnea. Materials and methods: The polysomnographic recordings of 20 patients were examined retrospectively. EEG record segments were taken from C4-A1 and C3-A2 channels and were analyzed with software that uses digital signal processing methods, developed by the study team. Percentage values of delta, theta, alpha, and beta frequency bands were evaluated through discriminant and receiver-operator curve (ROC) analysis to distinguish between apneas and hypopneas. Results: For the C4-A1 channel, delta (%) provided the highest discriminative value (AUC = 0.563; P < 0.001); on the other hand, alpha (%) gave the lowest discriminative value (AUC = 0.519; P = 0.041). Likewise, whereas for the C3-A2 channel delta (%) gave the highest discriminative value (AUC = 0.565; P < 0.001), alpha produced the lowest discriminative value (AUC = 0.501; P = 0.943). Conclusion: As a result of discriminant analysis, the accurate classification rate of hypopneas was 44.8% and the accurate classification of obstructive apneas was 63.5%. In this study, a knowledge-based expert system has been developed for the diagnosis of computer numerically controlled(cnc) milling machine with fanuc 18ibm control unit. These machines are heavily used in mold making workshops. The developed system provides a very fast and cost-efficient fault diagnosis help to users by supplying rare expertise knowledge. By using this expertise knowledge, users will find the reason of a fault and repair the machine themselves like a domain expert. It is also predicted that this system will be used as a teaching material for the Error/Fault Diagnosis lessons at the faculties and vocational schools. The developed system called CNCEXP has been programmed in Delphi language, and Excel work sheets have been used as a knowledge base. Inference engine and knowledge base are separated from each other. Thus the main advantages of this separation is to simplify the development of an expert system in different domain by replacing knowledge stored in the knowledge base of the developed system. Abstract: One of the key factors in successful information security management is the effective compliance of security policies and proper integration of “people”, “process” and “technology”. When it comes to the issue of “people”, this effectiveness can be achieved through several mechanisms, one of which is the security awareness training of employees. However, the outcomes should also be measured to see how successful and effective this training has been for the employees. In this study, an information security awareness project is implemented in a company both by training and by subsequent auditing of the effectiveness and success of this training (which focussed on password usage, password quality and compliance of employees with the password policies of the company). The project was conducted in a Turkish company with 2900 white-collar employees. Each employee took information security training including password usage. Also, there were several supporting awareness campaigns such as educational posters, animations and e-messages on the company Intranet, surveys and simple online quizzes. The project was carried out over a 12 month period and three password security strength audits were made during this period. The results were comparatively and statistically analysed. The results show us the effectiveness of the project and the impact of human awareness on the success of information security management programmes in companies. This study gives us some crucial results, facts and methods that can also be used as a guideline for further similar projects. [Copyright &y& Elsevier]

Online services on the Internet are increasing day by day, and in parallel, the number of cyber-attacks is rapidly increasing. These attacks are not always about data theft, but they can cause severe damage by denial of service attacks. Intrusion Prevention System products that many organizations use at the border of their enterprise networks are not strong enough to protect against DoS attacks. The typical way to mitigate such attacks is to get support from a service provider. However, a service provider only provides solutions for the traffic originating from itself. If the source of attack is in another ISP domain, it is possible to inform that ISP via phone or e-mail. As a result, the source of the attack is blocked by the manual intervention of the service provider whose domain hosts it. Border Gateway Protocol (BGP) based solutions are also available for automating a blocking system, but not all enterprise networks support BGP. In this research, we have developed a centralized automation solution for software defined network (SDN) environments that is capable of preventing cyber-attacks at the source of attack. This solution does not require any BGP support. Non-SDN environments can also use this attack mitigation and notification system. Complementary resistive switches (CRSs) are suggested as an alternative to one-cell memristor memories to decrease leakage currents. However, their sensing is more difficult and complex than one-cell memristor memories. A method has been given for sensing their state using only DC voltages in the literature. However, in this strategy, sensing one of the logic states results in the destruction of the state and the destroyed state must be written again. To the best of our knowledge, a circuit with this sensing strategy does not exist in the literature yet. In this paper, such a circuit employing this method, which is able to read the CRS cells and able to reconstruct their data if the data are destroyed, is given. A new CRS model is also constructed in this paper and used for simulations to verify the operation of the circuit. The circuit is simulated using Simulink.
