3. Causes Inhibiting Proactive Behavior of University Staff: Focusing on the Impact of Contextual Factors in University Organizations

This study aims to explore the background behind the lack of proactive behavior among university staff from the perspective of contextual factors within university organizations. Through the analysis of interviews with 13 university staff members, it was revealed that the inhibiting factors for proactive behavior among university staff include the unique structure of university organizations, the nature of the organization that hinders change, impacts reflected in the field, and reasons for hesitating to engage in proactive behavior. This suggests that university staff are not as encouraged to take proactive behavior by their organizations as employees in private companies, and there are contextual factors that make it difficult for them to take action. Therefore, to increase proactive behavior among university staff in the future, it is crucial to ensure the legitimacy of changes in management and operations by creating legitimacy through higher-ups, considering the contextual factors of university organizations, rather than simply enhancing motivational mechanisms and encouraging action.

5. The practices of managerial assessment of the resources of the university academic staff

The basis for the effective use and mobilization of the resources of the scientificpedagogical staff (SPS) of Russian universities in the interests of their development are adequate approaches to assessment. The practices of the SPS assessment are a part of university management activities, and today these practices require critical analysis for identifying directions for their improvement. The relevance of this research task is determined by the lack of comprehensive knowledge about the resource potential of the academic staff of Russian universities and about the possibilities of this potential productive realization under the current resource constraints of the higher education. The article aims at presenting management approaches to assessing the SPS resources applied in regional universities and at identifying ways for their improvement. The empirical basis of the article is the sociological study conducted in 2023-2024 using semi-structured interviews with representatives of academic community (N = 40) and university management (N = 25) in the Ural Federal District. The authors focus on the shortcomings of the formalized approach to assessing the resources of the academic staff, which is mainly used in programs for the university development and is based on quantitative metrics and limited information base (reports, statistical data, HR department certificates). The comparative analysis of the opinions of the academic and administrative staff showed a critical discrepancy between their ideas not only about the qualities and resources of the SPS but also about the efficiency of approaches used to assess them. The practical significance of the study lies in the explanation of the need for the integrated qualitativequantitative approach to assess resources of the academic staff based on the principle of “necessary and sufficient”. This approach allows to reveal all critical points in the academic staff state and development and to ensure the speed and validity of decisions in the university HR management.

6. Staff perspectives on transformational needs at a South African higher education institution.

Transformation reflects the government's engagement and policies in restructuring higher education to cultivate the country's communal economy. Higher education is challenged in providing tertiary education to students from diverse environments, and staff transformation is needed. This cross‐sectional study establishes the staff's perception of transformation in the School of Healthcare Sciences of a selected South African university. Staff were purposively sampled and were surveyed using an electronic questionnaire. The survey included aspects of equity, transformation, management, recognition, the social environment, the physical environment and general satisfaction. Demographic variables, including the perspective on transformation in the institution, the student body and transformation management, were descriptively analysed. Most staff members perceived the university as committed to transformation despite racial tensions and past injustices. Over two‐thirds of the staff support the university's goal of increasing a diverse student body. Additionally, the management is comfortable with diversity and demonstrates equity for all. 7. Readiness for sustainable accreditation management in higher education institutions: A mixed-method study in Indonesia.

Obtaining an excellent accreditation rank in various study programs has become an urgency for universities in Indonesia because accreditation rankings are believed to have an impact on the provision of quality education. However, not all universities are able to achieve an excellent accreditation rank for all of the study programs they manage. This research aims to determine the readiness of the accreditation teams in managing accreditation in various study programs. The mixed method is used, with an explanatory sequential design. The participants involved are university leaders and accreditation teams in various study programs. The research results showed that an excellent accreditation rating cannot be achieved with ordinary organizational behavior but requires great effort, care, and commitment from both the leaders and the accreditation team. It also requires active and comprehensive participation from the academic community. The excellent rank in accreditation can only be obtained with superior effort and care. It is suggested that the readiness of the leaders and accreditation teams to manage accreditation optimally is a crucial aspect in achieving an excellent rating. In conclusion, there are at least three important aspects to consider in the accreditation process in order to achieve an excellent rank: the need to achieve the highest assessment, the effort and care needed to significantly impact the highest assessment, and the institution needs to ensure a quality culture through quality assurance and the International Organization for Standardization (ISO). 8. Systemic Approach in the Study of the Current State of Knowledge in the Field of University Management.

Theoretical background: Analyzing the current set of publications relating to the issues of university management, one can distinguish a set of works relating to, among others, the quality of management at universities, the issues of sustainable development of universities, adapting teaching and research to the needs of industrial enterprises, concepts of university quality management, communication barriers at an academic university, and issues of human resource management in higher education. Regardless of the area of research, the work draws attention to the lack of consistency in the concepts which are used to understand the specific field of university management, the rigorous conceptual framework deficiency and valuable contribution to theory development is limited. Purpose of the article: The aim of this paper is to organize the current research results related to the issues of university management. The work uses the integration of the concept of systematic literature review with a tool supporting systemic thinking, i.e. System Operator. The paper points to the benefits resulting from the use of a tool derived from the Theory of Inventive Problem Solving (TRIZ) in shaping the image of the current state of knowledge, in a holistic approach. Research methods: The method of systematic literature review was used in the work. Research activities were divided into four stages, (1) determination of the purpose of the study, (2) selection of basic literature (n = 1,534), and selection of publications (n = 999) and development of a publication database, (3) bibliometric analysis, using content analysis and (4) development of a report using a tool supporting holistic thinking, i.e. System Operator. Main findings: As a result of the conducted research, six clusters relating to the issues of education and its evaluation (Cluster 1), management of human factors, including students, researchers and administrative staff (Cluster 2), shaping entrepreneurial attitudes, including knowledge and innovation management (Cluster 3), university management in the education system (Cluster 4), issues related to sustainable development and leadership policy (Cluster 5 and Cluster 6) were distinguished. As a result of content analysis, 16 thematic areas in general terms were distinguished in the scope of identifying research problems raised in the collection of the most frequently cited scientific publications. In the last one, as a result of the use of System Operator, the research problems raised in the analyzed set of publications were mapped in a comprehensive manner, i.e. determining the relations between individual elements of university management and university environment, as well as in terms of time, relating to the evaluation of past activities and strategies, research into current solutions, as well as works related to shaping the concept of future solutions in the field of university management. 10. SAP-LAP Model of higher Education for Change Management of Human Capital in Support of Sustainable Development of High-Tech Production.

This paper is aimed at determining the role of higher education in change management of human capital in support of sustainable development of high-tech production. Regression analysis was used to process the official statistics of the world bank for 2020 and knowledge for all for 2022 (105 countries). As a result, we substantiated the important place of higher education in the system of the factors of high-tech production development. We compiled expected alternative consequences of higher education development for high-tech production. The main conclusion is that the key role of higher education for the development of human capital of high-tech production consists in the financing and popularisation of higher education, as well as the provision of inclusiveness in an educational environment and flexibility of the educational process. The key results of this paper are as follows. The theoretical significance of the obtained results and conclusions is that they opened a "black box" of human capital development in the system of higher education, explaining how it supports the development of high-tech production. The developed SAP-LAP model of higher education for change management of human capital presented a novel authors' vision of higher education management and universities as flexible dynamic systems of macro- and micro-levels, accordingly. The practical significance of the developed recommendations for the improvement of state regulation of higher education is that they allow optimising the consequences of higher education development for high-tech production. The managerial significance of the paper is that the authors' recommendations will allow improving the practice of university management (in Russia and other countries) in support of high-tech production development. Since establishing its first campus in 1868, the University of California (UC), California’s land-grant university, developed into the nation’s first multi-campus system in the United States, and is today widely recognized as the world’s premier network of public research universities. This short essay provides an historical brief on the role that shared governance, and specifically the role of the Academic Senate, played in creating an academic culture of excellence and high achievement in pursuing its tripartite mission of teaching and learning, research and knowledge production, and public service. A key component in understanding the critical role of the Senate in UC’s evolution from a single campus in Berkeley to now a ten-campus system is the university’s unusual designation as a public trust in the state constitution that, beginning in 1879, protected the university at critical times from external political pressures and allowed the university to develop an internal academic culture guided by the Academic Senate. By the 1920s, the emergence of California’s unique and innovative public system of higher education, with UC as the sole public provider of doctoral degrees and state funded research, also helps explain the ability of the UC system to maintain its mission and formulate what is termed a One University model. The Academic Senate has created coherency and shared values within UC, and a culture and expectation for faculty performance that is unique among universities around the world. This essay also offers a brief reflection on the Academic Senate’s past influence, its current status, and prospective role. The overall intent is to provide context for the current academic community and higher education scholars regarding the past and future role of faculty in university governance and management, and what distinguishes UC in the pantheon of major research universities.

13. Organizational and managerial context of project-based learning development in higher school

The article is devoted to the study of the organizational and managerial context of the development of project-based learning in Russian universities. The sample of the study is represented by twelve universities of different types (federal, research, reference) Volga, Ural, Siberian and Southern Federal districts. Based on the traditional analysis of official documents posted on the official websites of universities, an assessment of key aspects of university policies in the implementation of project-based student education was carried out, reflecting the development of the organizational infrastructure of the analyzed practice and forming an environment of social interaction between students, teachers, curators, employers and representatives of educational management. The development of assessment tools was based on the methodology of systemic, organizational and managerial, process, situational and temporal approaches. The purpose of the study is to analyze the organizational and managerial context of project–based education in Russian universities. It is established that the institutional practices of implementing project-based learning in the universities under study have different resource capabilities and are implemented along different trajectories that have their own logic. The study recorded that in the information space, and accordingly in the organizational and managerial environment, diversity is represented in determining the goals and effectiveness of project training. The demarcation lines in the existing organizational and managerial models are strategic forks that ensure: the mass or selectivity of project-based education in universities; orientation towards educational and/or product results; integration of project-based learning into the educational process or the implementation of students' project activities beyond their educational activities. The dependence between the organizational design of project training and its resource provision – regulatory, personnel, and information support is revealed. The scale and intensity of managerial innovations associated with the transition of the educational process to project-based learning formats are more typical for universities included in the “Priority-2030” university development program. They determine not only serious institutional and organizational changes, but also the transformation of social interaction practices in higher education.

14. Sociological Conceptualization of the Concept of 'Driver' in the Context of Solving Problems of Development of Socio-Humanitarian Research at Russian Universities

These days, management studies and domestic economic and sociological research frequently employ the term “driver.” Additionally, this concept’s cognitive capacity is significantly reduced by the lack of an agreed-upon definition. The article’s purpose is to demonstrate the concept of “drivers” heuristic potential for sociological analysis of issues related to the growth of sociohumanitarian research in Russian universities. Three components of the university’s social structure—academic ethics compliance, graduate school, and online academic communities— are regarded as internal drivers of socio-humanitarian research in Russian universities after firstconceptualizing the term “driver” from the standpoint of sociological theory. Study design. This is a pilot project that uses secondary data analysis as its foundation. The information theory developed by K. Shannon provides the theoretical framework that enables us to identify the characteristics of the driver that set it apart from other system mediating components. The frameworks of institutional analysis and the theory of social action are used in the process of sociological conceptualization. This enables us to draw attention to the social system’s motivator’s subjective element. Results. A general definition of the concept of a driver is given, and two of its key attributes — its requirement and information recoding — are emphasized. It is demonstrated that the sociological reading of the driver is linked to an evaluation of the degree of functionality of the effects of its operation on the social structure. The personal qualities of the individuals involved in its work define the nature of these consequences. In this sense, the driver can influence the social system’s growth as well as its stagnation. University research can be internally motivated by a variety of factors, such as upholding academic ethics standards, successfully implementing postgraduate programs, and founding and moderating online academic communities. The novelty of the results obtained is associated with the implementation of technical terms into socio-humanitarian knowledge, which made it possible to give a more rigorous definition of the concept of driver in relation to the analysis of social changes and processes. The article will be of interest to science administrators at universities.

Introduction. Mobilization of the resource potential of academic staff is a key task of university management. The development of management approaches to its solution should be preceded by a comprehensive study of both the academic staff resources and management practices. The possibilities of research are provided by an interdisciplinary theoretical and methodological framework. The purpose of the article is to substantiate the possibilities of developing interdisciplinary foundations for the study of the mobilization of the academic staff resource potential and the prospects for empirical study. Materials and Methods. The theoretico-methodological nature of the article required the use of methods for generalizing and systematizing the provisions of interdisciplinary and disciplinary approaches and theories that have been developed by social and humanitarian science. The main directions for the exploration of the problem of academic staff resource potential in modern socio-humanitarian knowledge have been identified through the method of systematic analysis of literature. Results. The main result of the research is the substantiation of the theoretical and methodological framework for an interdisciplinary study of the mobilization of the academic staff resources. This justification is based on the “revision” of theoretical and methodological provisions of theories of education. The basic interdisciplinary theories are the theories of adult continuing education, professional development and education, non-cognitive human capital, social networks, scientific and educational knowledge. Community-based, resource-based, institutional, normative, and communicative approaches are in demand. The provisions of these theories and approaches are adapted to the subject of the study. An important result of the research is the substantiation of the interdisciplinary synthesis in the practices of university management. Discussion and Conclusion. The prospects for using the interdisciplinary framework in an empirical study dealing with evaluation and activation of academic staff resources are shown. The practical significance of the results lies in the development of a model of mobilization management of the academic staff resources.

Universities aim at increasing student retention, with evidence‐based and data‐based governance of universities becoming best practice. In this context, managing large amounts of data in university management is a challenge. Sankey diagram visualizations of student flows per time unit (e.g. semesters) have been used as method for structuring but lacked the ability to go beyond program level. This study aims to advance this method by displaying multiple student lifecycles from school to doctorate, while including user‐based input. Data of 83,264 students enrolled into 140,593 programs between 2012/13 and 2022/23 with 657.615 distinct rows in the raw data were used. A self‐synchronizing web interface was provided, including filter and stratification variables. The diagrams could be mapped to students' lifecycles and extended over all degree levels and fields of study. Limitations were data availability and the lack of indicators for each stage of the student lifecycle. Improvements in the mapping are warranted. [ABSTRACT FROM AUTHOR]

Background: Multidimensionality, as well as the potential benefits of social responsibility of universities (SRU) described in the literature, prompts in-depth research into the actual implementation of this concept by universities. In Poland, it is only since 2017 that higher education institutions have started to declare the implementation of its principles. Research objectives: The aim of this article is to present the results of research concerning the practical implementation of the idea of social responsibility at Polish HEIs. The literature review was supplemented with empirical research based on the analysis and evaluation of information on SRU available on HEIs’ websites (random selection was used for this purpose). The research was conducted in the period July-September 2023. Research design and methods: A review of the literature on the subject was supplemented with empirical research. The research was based on the analysis and evaluation of information on SRU available on the websites of higher education institutions. It was conducted in the period July-September 2023, and a random selection of institutions that had signed the Declaration of Social Responsibility of Universities between 2017 and 2022 was evaluated. Results: The research resulted in a list of good practices, as well as recommendations for improvement measures for universities that have formally declared the implementation of SRU principles in practice. Conclusions: Higher education stakeholders (internal and external), especially management, have a decisive influence on the practical implementation of the SRU concept. It is their awareness and determination that determines whether social responsibility will be developed in a real and tangible way by all university partners. [ABSTRACT FROM AUTHOR]

Orientation: The argument rethinks current managerial practices in higher education. Research purpose: Satire beckons when normal science cannot reproduce itself or shift to account for different ways of doing things. When reality mimics satire, satire becomes an appropriate methodology. Such literary approaches can reveal what normal science cannot. Motivation for the study: To add to critical management studies and the combatting of academentia as an institutional condition. Research design, approach and method: The general methodology derives from both literary and business principles read through critical management studies and cultural studies. Autoethnography is shown here to be useful within accounting and management studies. The Semler and the Kalahari management practices explicitly specify the need to rethink ‘operational models’. Main findings: No findings are offered in the conventional sense. Rather, relations are analysed and conclusions result from my own internal dialogue as a central player in the case study. The ‘transformation’ objectives of governance were disconnected from educational purposes. The resulting dramatic narrative hopefully appeals to readers in terms of their own lived conditions: can readers insert themselves into the narrative in terms of their own experiences? Practical and/or managerial implications: Institutions to be managed as adhocracies. What has been learned after 20 years of transformation and restructuring, if anything? Contribution and/or value-add: An engagement with critical management studies from the perspective of cultural studies identifies some solutions. Like the former, the latter examines issues of power relations, in this case, relations subsisting within administrative systems rather than the more usual framing as being between classes, races, ethnicities and genders.

26. Identifying the Antecedents and Consequences of Boundary Spanning of Industry and University Communication with a Mixed Meta-Synthesis Approach

IntroductionBoundary spanning is a critical strategy for fostering the growth and development of both industry and university institutions. This strategy necessitates identifying the requirements, drivers, and antecedents that influence the interaction between industry and university, ultimately leading to enhanced effectiveness for both parties. Moreover, as a collaborative strategy between industry and university, boundary spanning has significant impacts on various organizational components, resulting in consequences that contribute to the growth and development of both sectors. Previous research has examined the relationship between boundary spanning and specific variables on a case-by-case basis. Variables like academic motivation, deep understanding of organizational procedures, complex communication and interpersonal skills, organizational structure, environmental dynamics, organizational agility, and flexibility have been investigated in relation to boundary spanning. However, a comprehensive research effort that identifies the antecedent-consequence components of boundary spanning and elucidates the role of each variable in the industry-university relationship is lacking. To address this gap and provide a comprehensive model of boundary spanning variables in the context of industry and university, it is necessary to conduct a comprehensive review of previous studies and systematically examine the antecedents and consequences within a framework. Therefore, this research aimed to answer the following questions: 1) What are the antecedents of boundary spanning between industry and university? 2) What are the ramifications of boundary spanning between industry and university? Materials & MethodsThis research employed a qualitative study design, utilizing a systematic review approach and a mixed research synthesis approach. The research focused on English-language studies published between 2012 and 2023 sourced from various scientific databases. Sampling was conducted in a targeted manner. To achieve the research objectives, the 7-step model proposed by Sandelowski and Barroso (2007) was employed. Discussion of Results & ConclusionDuring the analysis of the selected studies, a total of 148 categories were identified and extracted. Subsequently, the number of categories was reduced to 94 through further analysis. Finally, these categories were classified into general categories, resulting in 16 thematic components. Among these components, 6 components fell under the broader category of Antecedents, while the remaining ten were categorized as Consequences.The research findings revealed that the antecedents of boundary spanning could be classified into 6 general categories: structural-technological antecedents, structural-organizational antecedents, individual-organizational antecedents, leadership style, psychological-individual antecedents, and team-building antecedents.The research findings indicated that the consequences of boundary spanning could be classified into 10 general categories. These included the development of knowledge management skills, promotion of organizational creativity and innovation, enhancement of social capital, establishment of effective communication networks, impact on organizational performance, fostering of psychological capital, individual career-related outcomes, personal development, promotion of organizational commitment, and potential organizational role damage.Furthermore, this study emphasized the importance of fulfilling specific requirements for the successful implementation of boundary spanning in the industry-university relationship. Neglecting these requirements could hinder favorable outcomes in terms of industry-university communication. To enhance and strengthen the interaction between industry and university, various solutions could be implemented, such as offering internship programs for students in the industry, organizing joint meetings between university faculty and industry officials, facilitating exchange visits between industry employees and university staff, recruiting graduates from the university, providing training opportunities for company employees in universities, facilitating researcher transfers between academia and industry, licensing university patents to companies, offering industry study opportunities, conducting joint research programs, and engaging in community-level problem-solving projects. Employing the boundary spanning strategy can greatly benefit these initiatives.

The purpose of this article is to analyze the relevance of Internal Communication (IC) in the University Management process. This is a theoretical essay that presents a conception of university and contextualizes IC within the scope of University Management. The IC encompasses communication phenomena that can both facilitate and complicate relationships within the institutions – therefore, it´s easy to see that IC guidelines can increase its effectiveness. In order to formulate communication guidelines in federal universities it is necessary to know the reality in which they are inserted. Furthermore, the existence and implementation of IC guidelines, with objectivity and clarity, brings up the possibility of enhancing the internal climate in the institution, as well as the commitment and satisfaction with work, decreasing conflicts and uncertainties, in addition to acting as a factor of innovation and integration within the institution, strengthening the role of the university as a social institution. 28. The precarity paradox: the precarity-driven inefficiencies of research at a public university.

Precarity is often interpreted as a neoliberal management strategy to maximize profits in private companies through the endorsement of insecure jobs, inadequate wages, and limited rights for workers. This interpretation, however, is unsuitable to analyse situations where the State endorses precarity in non-profit public organizations, for example, State-sponsored universities. We hypothesize that in these situations, the 'precarity paradox' is particularly prone to manifest. Such a paradox can be defined as the endorsement of precarity to induce organizational productivity and flexibility that, instead, leads to overwhelming inefficiencies and productivity losses. To test this hypothesis, we conducted empirical research at the faculty of engineering of a Portuguese public university where precarious contracts are dominant among researchers. Based on the analysis of the quantitative and qualitative data collected, it is concluded that productivity- and flexibility-oriented precarities reduce the productivity of researchers while jeopardizing the capacity of the faculty to rationally employ its human resources. In this paper we analyze the problem of data-driven university management. We propose a concept of an intelligent strategic decision support system (ISDSS) to ensure that informed decisions are made in the management of higher education institutions. We show that the underlying task of various decision support tasks in university management is the analysis and forecasting of scientific and technological trends. We propose an approach to solving this task which includes determining promising emerging and existing technological areas, forecasting the further development of each of the selected areas, generating possible scenarios of their development and preparing suggestions for decision makers. - Abstract
Trends in the implementation of digital twins (DTs) of real-world objects for the effective and safe management of complex sociotechnical systems and processes have been identified. Their composition and their share of the IT market are discussed. The features of the formation of data centers on hardware and software platforms from the most well-known companies in the IT industry are considered. It is proposed that DT technologies be used in creating conditions for a high-quality and mobile educational process that takes into account the individual trajectories of personal growth of students. The concept of a digital student profile (DSP) is presented, which is convenient for obtaining a quick quantitative assessment of personal skills and abilities, which is convenient when entering the labor market. In an educational environment, DSPs can be used to analyze the academic achievements, behavior and needs of students. Criteria for the formation of DSPs as a multidimensional quantitative assessment are proposed. Using the example of the course Information Technologies in Science and Education, a criteria-based convolutional assessment of the mastery of the material covered is constructed, characterizing the achievements of a particular student, allowing the use of methods and means of data mining. The creation and application of DTs and DPSs is an important step in the development of a new paradigm of education, with the help of which it is possible to significantly improve the quality of learning and provide participants in the educational process with individual support and assistance in achieving their unique life goals. Theoretical background: The management of student organisations is still unexplored and full of issues requiring an in-depth analysis. Along with the development and unification of management processes at universities, matters related to students’ pro-academic activities assume new significance and often require revision and proper ordering. Purpose of the article: This article presents the results of the bibliometric analysis of developing issues related to student organisations. Research methods: The primary reference points are journals and publications released in the Web of Science database in 1900–2022. The obtained data were used to perform bibliometric analysis, including the number of publications, authorship and co-authorship, citations, publishing journals, thematic categories, institutions, countries and keywords. The research drew from 506 publications related to the analysed subject, whose citation frequency amounted to 4,548. Main findings: The bibliometric analysis performed showed that the priority of the issues addressed about student organisations is not only the development and improvement of their classifications but also broadly defined ethnic groups and their membership in relevant bodies. There was also no shortage of issues related to LGBT-oriented groups as centres for self acceptance. However, other essential elements, such as the management of student organisations, are missing from the topics covered. This research gap in the administrative field reveals the extent to which the topic of student organisations is a topic and area that is underexplored and unexplored.

The discrepancy between the level of qualifications and competencies of specialists produced by universities and the demand of the labor market has become the main challenge for the competitiveness and development of universities at the beginning of the XXI century. However, in recent years, the higher education sector has been characterized by the desire of universities to solve this problem by reducing the imbalance between the graduation of specialists and the needs of potential employers. In this connection, a new strategy for the development of universities aimed at shaping the content and structure of the educational process in accordance with the requirements of the labor market and the specifics of technology development at the present stage of higher education development is becoming a key factor for ensuring a sustainable pace of university development. The purpose of the study is to compare the state of the labor market in general and the labor market of young professionals with higher education for the period 2010–2021. to identify their relationship with the features of the modern strategic development of universities and to check the impact of the graduation structure in the areas of training and the relevance of the acquired competencies on the development of the labor market in the short term. The article offers a set of indicators that allows a comprehensive assessment of the situation in the labor market segment – the labor market of young professionals with higher education. The possibility of considering the functioning of the labor market in connection with the peculiarities of modern university development significantly expands the understanding of the labor behavior of university graduates and can also be the basis for adjusting the strategic development of universities in terms of the structure of the graduation of young specialists, which together can serve as a factor in increasing the competitiveness of universities in the educational services market.

33. Student Evaluation of Teaching: More Harm than Good?

Student evaluation of teaching (SET) has more than forty years of history as a tool of feedback in North American, Australian and European universities. In Russian universities it is not widespread, although increasing its implementation could solve the problem of Russian students feeling that they are not involved in the management of the educational process and improve the quality of courses and teaching. The barriers to the implementation of SET in the Russian higher education system, among other things, are concerns and prejudices of teachers and students, who see SET more as a problem than an effective tool. In this article, authors analyze the most common faculty concerns about student evaluations of teaching, obtained from ten focus groups in five Russian universities. Authors put collected opinions in the context of the recent methodological discussions about the validity of Student Evaluations of Teaching. The main idea is that SET is an effective tool of getting feedback in higher education and involvement of students and teachers in a dialogue and cooperation in the educational process, but highly questionable as a data source for administrative decisions.

Objetivo: The high incidence of people with disabilities is a global issue that concerns policy development. The article aims to analyze the institutional development plans of universities in Brazil, namely, the Federal Fluminense University (UFF) and the Federal University of Rio de Janeiro (UFRJ), as well as in Portugal, the University of Porto and the University of Lisbon. The objective is to determine whether there are policies focused on the social inclusion of people with disabilities and whether there is mention of the university library in these plans. Methods: The methodology used is a literature review followed by content analysis following Bardin (2009). Results: It discusses the concern for the inclusion and retention of these individuals in higher education, both in Brazil and Portugal. Studies on Information Regime in Information Science emphasize the inclusion of socially excluded groups. Conclusions: It concludes that institutional development plans have incorporated actions aimed at accessibility and inclusion, including guidelines for libraries to be inclusive in all accessibility aspects. This study is motivated by the need for higher education institutions to leverage big data analytics to strengthen decisionmaking and enable personalized learning. The problem addressed is that colleges and universities collect vast amounts of student data, but often lack frameworks to apply analytics that generate actionable insights from this data. A gap exists between data collection and the application of analytics to inform management practices. The purpose of this study is to demonstrate how predictive modeling, data mining, and other techniques can be applied to harness big data to improve student success. The paper outlines an approach for implementing responsible big data analytics strategies, including building internal expertise, establishing data governance, and communicating transparently. Examples of existing initiatives highlight the potential to monitor student progress, increase retention, and tailor instruction. The originality lies in offering an analytical methodology tailored to higher education institutions. The study contributes pragmatic recommendations for universities to implement big data analytics to enhance data-driven decision-making and personalize learning, while avoiding pitfalls related to ethics and privacy. This study proposes a critical and reflective analysis of the adhesion of the University Hospital (HU) of the Federal University of Santa Catarina (UFSC) to the Brazilian Hospital Services Company (EBSERH), based on the theory of Organizational Hybridism as a lens of analysis. The methodology used in the research is qualitative, with descriptive and explanatory objectives, carried out through bibliographic and documentary data collection. We argue that Organizational Hybridism has the potential to be adopted as a theory for analyzing phenomena related to the management of university hospitals run by public companies under private law. HU-UFSC/EBSERH is a hybrid organization which, given its organizational specificity and complexity, as well as the multiple institutional logics that make it up, is still in the process of building its organizational identity The integration of the institutional public policies materialized by HU-UFSC with the educational public policies materialized by EBSERH causes inconsistencies and contradictions in the face of contractual, educational and social divergences. The main results show that the work of managers becomes more complex when it comes to giving back to society about the social function that the university hospital performs. Since it combines the characteristics of non-profit organizations with profit-making organizations. HU-UFSC/EBSERH is a dissident hybrid, where the role of organizational governance is crucial to balancing different logical prescriptions. [ABSTRACT FROM AUTHOR]

Purpose: The study aims to determine the directions of professionalization of university management to achieve sustainable development of higher education institutions. Methods: The paper examines the leading theoretical standpoints concerning professional university management and presents the concept of the university as an organized system. An expert survey is utilized to identify the main directions of specialization of university management. Results: Most respondents (56.4%) believe that changes introduced by Federal Law facilitate more efficient university management, while 40% voice the opposite opinion. The study shows that the respondents very strongly (29.1%) and rather strongly (38.2%) agree that universities need to fulfill similar tasks. Conclusions: The authors conclude that the professionalization of university management is taking place in many countries, is a part of the transformation of the higher education sector, and encompasses the implementation of the concept of strategic university management, the enhancement and improvement of university administration, and the professional development of managers in higher education. - Abstract
The article is devoted to justifying the classification of models of university autonomy based on their comparative analysis. It is emphasized that education functions as a systemic element in the social structure, which is embedded in connections and coordination with other social actors, in particular with state power and the market. It is noted that university autonomy is the authority of a higher education institution to determine its own goals and programs, as well as the means to achieve them; autonomy, independence and responsibility in making decisions regarding one's own development. It is emphasized that the degree of university autonomy is correlated with the country's political and administrative system, economic development and cultural traditions, historical and ideological context, axiological orientation of society, traditional role of higher education institutions. On the basis of a comparative analysis of common features and specifics of models of university autonomy, the author's classification is substantiated depending on three fundamental factors: relations between state authorities and universities; internal organizational and management structure of universities; as well as generalization of cases of certain national systems of higher education or groups of countries united by historical and regional features. It is emphasized that the most relevant is the classification of models of university autonomy, which takes into account not only the relationship between state control and university autonomy and the peculiarities of intra-university management, but also the administrative and financial system of the state, financial support of higher education, etc. [ABSTRACT FROM AUTHOR]

It draws on critical discourse analysis to explore power relations between higher education, society, and the government and suggests that the university has always been considered a valuable resource for state development. By analyzing the heterogeneity of discourses used in official documents and the academic literature, this research identifies the social contradictions that triggered the education reform movement in the 1990s, including humanistic resistance against economic utility, educational inequality, and demand for academic autonomy. Neoliberalization in higher education is shown as a contemporary model for mobilizing academic resources in indirect but effective ways, with the aim of mapping both neoliberal practices in Taiwan and their connections with the global trend of marketizing higher education. 42. Universities Need a Social License to Operate and Grow: Reflecting on the University-Community Engagement of two Transnational Universities.

Transnational higher education is big business. However, it is unclear what transnational universities must do to behave in a responsible way or to gain a social licence to operate. Examining the University of Nottingham Ningbo China (UNNC) and Xi'an Jiaotong-Liverpool University (XJTLU), we discuss what universities could do to gain approval from host communities. They have to meet home and host country regulations, and the expectations of local communities and other stakeholders. Consideration of their social licence and of the negative and positive social impacts they create will contribute to their reputation and ability to access local knowledge. To earn a social licence to operate and grow, universities must understand and respond to their local context, share benefits with local communities, and have effective community engagement practices. In the universities we studied, there was limited information provided to community stakeholders and poor stakeholder engagement. The purpose of this article is to determine the potential for constructive social change that can reach the communities of technology enthusiasts in Russian universities, and to identify possible directions for such changes. University communities of technology enthusiasts and the sites where they work are chosen as the object of research: fab labs, CMITs, circles. The basic conceptual framework of the research is the theory of fields, which asserts that society is a system of embedded social fields. Social changes in this theory are referred to as the transformation of existing social fields or the emergence of new ones. The term “practice of the future” is first introduced, and understood as a group of people united by common interests in advanced technological and social solutions sharing common activities and knowledge (sharing), but not included in a sustainable social field. The hypothesis of the present study is that communities of practice of the future have the capacity for social change and the directions of such changes can be identified through the analysis of strategies that are consistently applied in these communities. The semi-structured in-depth interviews of leaders and participants of university student technological centers are used as the material for the study. The article concludes that the two most obvious social fields in which communities of technology enthusiasts of Russian universities are capable of producing changes are the field of technological entrepreneurship and the field of educational innovation. In the first of these fields, the strategies of technology enthusiasts (initiative, project orientation, diversity and meritocracy) give advantages over players who do not employ these strategies. In the second field (educational innovation) these strategies can give the direction of changes, bringing together enthusiasts of relevant educational technologies. Social changes of the techno-optimistic type generated by the university communities of technology enthusiasts is not yet directed to a specific social field. However, examples of large-scale country-wide projects show that such a field is beginning to form. It is quite possible that modern university communities of technology enthusiasts are able to generate a social field no less powerful than their predecessors – the movement of technological kruzhoks – at the begining of the 20th century.

The prevailing education management systems in colleges and universities are antiquated, adversely impacting not only the administrative efficiency but also the formulation of faculty teaching plans and class schedules, as well as the management of student electives and credit accrual. This paper presents an innovation and optimization of the existing system, wherein education management processes are categorized into seven distinct modules. It delineates the flow and integration of heterogeneous data sources within the system, leveraging heterogeneous database technology as the foundational framework. Subsequently, we redesign heterogeneous computation scheduling and adaptation, enhancing distributed database allocation and query algorithms. The culmination of this research is the development of a novel pathway for the education management information system in higher education institutions. Upon empirical testing of the system proposed in this paper, we explore its practical implications through IPA analysis. User satisfaction is notably high in areas such as A4 invigilation information, A13 subjective grading of routine assessments, A14 querying and feedback on grades, and A15 remediation of failed courses, with performance ratings of 4.77008, 4.73981, 4.8961, and 4.86558 respectively. These indices predominantly reside in the “continue to maintain” and “oversupply” zones, indicating the substantial efficacy of the innovative college management information system introduced herein. This study significantly contributes to the standardization and intellectualization of college administrative processes, proposing new paradigms and methodologies for the integration of educational management and information technology within tertiary institutions.
