2. Framing the Problem of Flood Risk and Flood Management in Metropolitan Los Angeles

Abstract

This paper develops the concept of flood problem framing to understand decision-makers’ priorities in flood risk management in the Los Angeles Metropolitan Region in California (LA Metro). Problem frames shape an individual’s preferences for particular management strategies and their future behaviors. While flooding is a complex, multifaceted problem, with multiple causes and multiple impacts, a decision-maker is most likely to manage only those dimensions of flooding about which they are aware or concerned. To evaluate flood decision-makers’ primary concerns related to flood exposure, vulnerability, and management in the LA Metro, we draw on focus groups with flood control districts, city planners, nonprofit organizations, and other flood-related decision-makers. We identify numerous concerns, including concerns about specific types of floods (e.g., fluvial vs pluvial) and impacts to diverse infrastructure and communities. Our analyses demonstrate that flood concerns aggregate into three problem frames: one concerned with large fluvial floods exacerbated by climate change and their housing, economic, and infrastructure impacts; one concerned with pluvial nuisance flooding, pollution, and historic underinvestment in communities; and one concerned with coastal and fluvial flooding’s ecosystem impacts. While each individual typically articulated concerns that overlapped with only one problem frame, each problem frame was discussed by numerous organization types, suggesting low barriers to cross-organizational coordination in flood planning and response. This paper also advances our understanding of flood risk perception in a region that does not face frequent large floods.

11. Unpacking the Role of Work Demands in Teacher Burnout: Cognitive Effort as a Protective Factor

Abstract

Introduction: This paper contributes to the research on teacher burnout by distinguishing between two aspects of work demands that are usually merged in the "workload" construct: the quantity of the demands (quantitative demands) and the cognitive effort they require (cognitive demands). Such a distinction may offer insight into how educational administrators should manage certain types of work demands. Method: In an international sample of 209 kindergarten, primary and lower secondary teachers working in 110 schools from four different countries (Brazil, Chile, Ecuador, and Spain), we administered the Maslach Burnout Inventory (MBI) and the Copenhagen Psychosocial Questionnaire II (COPSOQII). We conducted three separate multiple regressions in which the work conditions (COPSOQII) were set (forced entry) as predictors of emotional exhaustion, depersonalization, and personal accomplishment (MBI). Results: We found that quantitative and cognitive demands predict teacher burnout differently: while quantitative demands predict emotional exhaustion and depersonalization, cognitive demands play a protective role in relation to those two components and also predict personal accomplishment. Additionally, we found that emotional demands positively predict emotional exhaustion and depersonalization, and negatively predict personal accomplishment. We also found that support from colleagues and community positively predicts personal accomplishment, but shows no significant relationship with either emotional exhaustion or depersonalization. Discussion and Conclusion: Results suggest that the distinction between the quantity of demands and the cognitive effort they require is meaningful and important for future research and practice in the field of teaching. One important implication for educational administration is that the quantity of work assigned to teachers should be kept relatively low but, at the same time, this work should be cognitively activating and demanding.

Background and aimsFew studies evaluate the impact of anesthesia providers during procedures, such as colonoscopy, on low-risk patients. The objective of this study was to compare the effect of anesthesia providers on several outcome variables, including major morbidity, following screening colonoscopies.MethodsA propensity-matched cohort study of 14,006 patients who enrolled with a national insurer offering health maintenance organization (HMO), preferred provider organization (PPO), and Medicare Advantage plans for a screening colonoscopy between July 1, 2005 and June 30, 2007 were studied. Records were evaluated for completion of the colonoscopy, new cancer diagnosis (colon, anal, rectal) within 6 months of the colonoscopy, new primary diagnosis of myocardial infarction (MI), new primary diagnosis of stroke, hospital admission within 7 days of the colonoscopy, and adherence to guidelines for use of anesthesia providers.ResultsThe presence of an anesthesia provider did not affect major morbidity or the percent of completed exams. Overall morbidity within 7 days was very low. When an anesthesia provider was present, a nonsignificant trend toward greater cancer detection within 6 months of the procedure was observed. Adherence to national guidelines regarding the use of anesthesia providers for low-risk patients was poor.ConclusionA difference in outcome associated with the presence or absence of an anesthesia provider during screening colonoscopy in terms of MI, stroke, or hospital admission within 7 days of the procedure was not observed. Adherence to published guidelines for the use of anesthesia providers is low. The incidence of completed exams was unaffected by the presence of an anesthesia provider. However, a nonstatistically significant trend toward increased cancer detection requires further study.

Abstract

Introduction: Eosinophilic skin diseases encompass a broad spectrum, including Wells syndrome, which is characterized by histological findings of eosinophilic infiltration in the dermis. The etiology and pathogenesis of Wells syndrome are still unknown, but it has been reported that insect bites, infections, and medications can act as triggers. Fungal infections are common in clinical practice; however, when they are recurrent, have atypical characteristics, or are resistant to treatments, they must be recognized as potential triggers for hypersensitivity reactions such as Wells syndrome. Case Presentation: We present the clinical and histopathological characteristics of a case in which Wells syndrome was associated with a fungal infection. Conclusions: Wells syndrome is a rare skin disorder with polymorphic manifestations, making diagnosis challenging in clinical practice. Therefore, a high index of suspicion is required, and blood tests and skin biopsy are necessary to confirm the diagnosis. [ABSTRACT FROM AUTHOR]

Abstract

This thesis aims to understand how to design high-performance compression algorithms suitable for hardware implementation and to provide hardware support for an efficient compression algorithm. Lossless data compression techniques have been developed to exploit the available bandwidth of applications in data communications and computer systems by reducing the amount of data they transmit or store. As the amount of data to handle is ever increasing, traditional methods for compressing data become· insufficient. To overcome this problem, more powerful methods have been developed. Among those are the so-called statistical data compression methods that compress data based on their statistics. However, their high complexity and space requirements have prevented their hardware implementation and the full exploitation of their potential benefits. This thesis looks into the feasibility of the hardware implementation of one of these statistical data compression methods by exploring the potential for reorganising and restructuring the method for hardware implementation and investigating ways of achieving efficient and effective designs to achieve an efficient and cost-effective algorithm.

46. Teachers' Implicit Theories of Learning to Read: A Cross-Cultural Study in Ibero-American Countries

Abstract

The main goal of this study was to explore the nature and structure of implicit theories of Spanish-speaking in-service teachers on learning to read. The study sample consisted of 591 in-service teachers from various Ibero-American countries (Spain, Mexico, Guatemala, Colombia, and Ecuador). The study analyzed attributional structure or teacher beliefs on learning to read based on principal component analysis. Findings revealed that many of the implicit theories on learning to read held by the teachers correspond to the historiography analysis and representational structure identified in previous studies. Based on main component analysis with varimax rotation, a factorial structure was found to be formed by the seven main factors related to the constructivist, nativist, maturationist, social, repetition, corrective, and psycho-linguistic learning theories. Also, significant differences were found in the learning theories of the teachers depending on geographical and cultural context. Spanish teachers were more likely to be associated with the psycho-linguistic and nativist theories. Mexican teachers were more closely associated with the constructivist theory, and both Guatemalan and Colombian teachers tended to be linked to the repetition-based theory. Finally, Ecuadorian teachers tended to rely on the nativist theory.
