The article discusses various approaches to the decision-making methodology to reduce hydrological and economic risks in the field of water resources management. The possibility of creating a fully automated integrated system is considered, the essence of which is the primary processing and analysis of the initial data, modeling possible scenarios, determining possible solutions for each of them, compiling primary clusters of a matrix of possible solutions, methodically combining clusters corresponding to the same decisions and the final assessment of the financial component. An example of GIS modeling for spatial analysis of heterogeneous incoming information is given. The effectiveness of GIS is shown in conditions of difficult decision-making with high uncertainty of hydrometeorological, climatic, socio-economic and other factors affecting the degree of risk of dangerous hydrological phenomena. The practical significance of an automatic system is substantiated, which solves both the direct problem of decision-making based on hydrometeorological forecasts and the reverse problem of optimizing forecasting systems based on an analysis of the potential economic efficiency of issued forecasts. The possibilities of application of digital identification by using video surveillance in real time to identify and identify minors who have been subjected to sexual violence are reviewed in the article. It is proposed to supplement the Federal Bank of Criminal Information with search records of "images of minors subjected to violent acts of a sexual nature", which will be replenished in the process of identification of illegal content in information and telecommunication networks. Such a technological solution will make it possible to carry out automatic identification of the victims, followed by operational-search measures and investigative actions aimed at establishing the identity of the suspects and their involvement in the commission of these crimes. The authors note the problem of use of anonymizer programs and the anonymous TOR network in illegal activities in the field of distribution of child pornography and other prohibited content in information and telecommunication networks. It is proposed to classify such networks as a "potentially criminogenic information technology" that poses a threat to the security of society and the state, as well as to other persons. The authors propose to introduce a number of amendments to the legislation that would allow for the successful implementation of digital identification of persons subjected to violence and the subsequent identification of persons involved in the commission of crimes against sexual integrity and sexual freedom of minors. The article raises questions of the possible use of the capabilities of artificial intelligence in terms of contribution to the development of the digital economy. The current state of technological innovations in the field of artificial intelligence development is considered, a review of the directions of its application for the practical needs of participants in economic processes is carried out. The purpose of the work is to review solutions based on artificial intelligence that perform the tasks of increasing the innovativeness of business and the economy as a whole. The methodological basis of the study was the theoretical sources and fundamental concepts of research related to the business aspects of the application of artificial intelligence technologies. The empirical base of the study is represented by the materials of international organizations, information and analytical materials of national research institutions, official statistical materials of research agencies. The analysis shows that the introduction of artificial intelligence into the business processes of private companies increases their economic efficiency and competitiveness in the market, allows them to create products based on innovations with an increase in their quality and volume of production, ultimately acting as a breakthrough technology for the digital economy. The obtained results allow to identify artificial intelligence as the most important factor in digitalization and draw conclusions about the presence of promising areas for the application of artificial intelligence technologies in an innovative economy. The problems of development of tools for dynamic monitoring of the efficiency of the operation of automated process control lines in the engineering industry in the conditions of Industry 4.0, in particular, aspects of implementing adaptive control in a multi-loop system that combines both preparation and assembly of units are considered in the article. Cybernetic problems of interaction are given. The path of the life (working) cycle of the control system is described. The complexity of the application of existing control methods is indicated in dynamic systems where the definition of the evolution of the technological process is associated with the challenges of the real world and the situation, taking into account the different nature of the variables. The principle of organization of a complex method for calculation of the optimal mode of a complex technical system of work as a whole is formalized. This principle is reduced to integrating a tool of program-analytical content that expresses the solution of problems of comparison at the level of metrics of the values of the intensity of work of chain links and their evaluation in each cycle of work (with subsequent integration by functional and temporal feature). A diagram for data organizing according to the dataset model used in machine learning is given. The importance is indicated by determination of the degree of correlation of the effective signs of work in real time. Formal methods of organization of a cybernetic experiment and econometric analysis of numerical values are used to identify the degree of influence of the functional parameters of the operation of the control loop links. Every enterprise faces the issues of waste generation and its disposal during implementation of the production process and manufacturing of finished products. Due to the fact that waste can be different, the process of disposal and recycling is different. Along with this, there is also waste that has an adverse impact on the environment, and consequently on the Earth's ecology. In this regard, there are mandatory rules for calculation of the caused damage. This study provides an analysis of the negative impact of various industrial wastes. Along with this, the analysis of emissions of adverse substances into the atmosphere and water bodies has been carried out on the example of the ferroalloy plantain the course of the study it was revealed that among the pollutants emitted into the atmosphere by the enterprise per year, the first place is taken by coal ash, followed by nitrogen dioxide. The selected organization in the process of calculation is classified as the first hazard class. The article raises the issue of organizing the signal processing process in existing classes of digital systems and analogue-to-digital converters. The authors indicate a significant problem of the synthesis of controlled action (and its adequate perception by the control system through the "sensory level of perception", in particular, the aspectology of redundancy in computing power and the problem of choice and delegation in stream processing of signals).A solution for an information system for collecting and managing data based on peripheral interrogation of sensors is generalized and formalized. For the first time authors are developing a new class of hardware devices that combine the principles of organization of neural pathogens (perceptrons) that work within the activation function and trend line (neural memory), and quantum logic in a Boolean basis. The functional testing of the developed device is presented, the simplicity and reliability of the hardware implementation is indicated. While formulating research methods, the goal is to develop a reliable integrative system for information support of the hardware circuit system. A structural block of controlled addiction has been implemented, taking into account quantum caching that is taken as a mean of ensuring the unity and consistency of data transmission from the measuring environment in case of increasing its structural component. The article provides a critical overview of modern orientation and decision-making systems for mobile unmanned systems used in warehouse logistics and mechatronic applications (manipulators and actuators). The general strategy for the development of these systems is considered and generalized, weak points in the operation are identified, structural redundancy and a weak degree of reliability of these systems are indicated. The study provides an opinion on the need to consider the behaviour of the system for the object of study not through the values of direct "blind" measurements of the metrics and the location of the object in space, but through the analysis of the line of behaviour of the object from the starting point of the route or initial position. This is justified by considerations of measurement accuracy. The study provides the author's algorithm for bringing the control system under consideration to the system of the evaluative decision-making system. The implementation of the task comes down to two points: optimization of the process of calculation of the capacity for the data received for processing, and the implementation of the control paradigm from the formal rules of behaviour describing fuzzy regulation for an automated control system. Up to date, the task of increasing the fidelity of receiving the signals of continuous automatic train signaling (CATS) remains relevant. One of the possible ways to solve it is the correlation receiving of signals in the CATS receiving device. The article presents a correlation receiver with quadrature channels, as well as the results of a study of its operation under conditions of frequency instability and with a random carrier phase of the CATS signal. The study has shown that a change in the phase value of the carrier wave in the range of from 0° to 45° does not lead to a change in the amplitude of the envelope at the output of the quadrature correlator. It has also been found out that with an increase in the absolute frequency instability, carrying up to ±1 Hz relative to the nominal value of 25 Hz and 50 Hz, the amplitude of the envelope decreases by 0.41% and 0.44%, respectively. Thus, the correlation receiver with quadrature channels has at least a two-fold margin of stability for the absolute instability of the carrier frequency in comparison with the tolerance of±0.5 Hz according to the power supply standards of signaling devices relative to the nominal value of 25 (50) Hz. The loss of receiver performance is observed with absolute instability of the carrier frequency of ±9.3 Hz relative to the carrier frequency of 25 Hz and ±9.5 Hz relative to the carrier frequency of 50 Hz. The article is devoted to solving the problem of thermal stabilization of continuous welded rail using loop heat pipes. Critical temperature fluctuations on the ground during the year can create a problem of use of continuous welded rail due to the possibility of rails or rail-sleeper "ejection" at the maximum annual temperatures, rupture or breakage of the rails at the minimum annual temperatures. The practical problem of thermal stabilization of a continuous welded rail using heat pipes is considered in the above sources. During the summer operation of the railway track, due to the possible need to cool the rails during their critical heating, it is proposed to use loop heat pipes and geothermal cold of the subgrade or the soil of the lower structure of the track. Cooling with loop heat pipes in summer and heating them in winter maintains the temperature of the rails in an acceptable mode, protecting them from the "temperature" release of the rails or strings in the summer, or rupture in the winter at extreme temperatures of the continuous welded rail. In this study, a fundamental design of a thermal stabilization system has been developed and a calculation for regulating the temperature regime of rails of a continuous welded rail using loop heat pipes has been made. The technical result of temperature control of the superstructure of the track using loop heat pipes will be assurance of reliability and operability of the continuous welded rail at all possible temperatures. According to preliminary calculations, the control of the temperature mode of a continuous welded rail using loop heat pipes shall guarantee an acceptable temperature of the rails under extreme weather conditions. Without them, the ecosystem cоllapses. In recent decades, climate change has led tо a change in the cоmpоsitiоn оf phytоplanktоn in the wоrld's оceans in a way that is nоw wоrrying mоre and mоre marine scientists. The planktоn pоpulatiоn has increased markedly in the Baltic Sea оver the past decade. The study considers the main problems that concern plankton in the Baltic Sea. This problem is global warming, which contributes to a decrease in nutrients in the food for plankton, hence the size of plankton decreases, but the population increases. The article offers several variants of genetic algorithms, which are investigated using the Rastrygin, Svedefel, Grivenko functions. The developed software is used to visualize the process of extremum searching. Special medical software has been developed in order to visualize the process of function extremum searching. Heuristic algorithms for finding the extremum of functions of several variables are considered. The mathematical apparatus of heuristic algorithms based on evolutionary calculations is described. The target map of the optimization problem is determined. This map is feasible only if the set of feasible solutions is not empty, i.e. there is at least one feasible solution, otherwise the optimization problem is not feasible. The description of the proposed variant of the genetic algorithm is given. A software simulation of the operation of the genetic algorithm configuration has been developed. The algorithm includes random generation of solutions at the first iteration, stopping the search for solutions when localizing individuals in a separate neighborhood, using panmixis as an operator for choosing parents, obtaining new solutions to the optimization problem due to real recombination of genes, mutation of real genes offspring individuals, elite selection of individuals into a new population. The parameters of the genetic algorithm have been determined experimentally. These parameters ensure the finding of the global minima of the functions of Rastrygin, Shvefel, Gravenk in the smallest number of iterations. The work of the software for the implementation of visualization of the proposed genetic algorithm and the results of testing the algorithm are demonstrated. The programmed setting of such parameters of the genetic algorithm as the initial population size, the percentage of the best individuals capable of becoming parents, the generated number of parental pairs, the probability of mutation, the maximum deviation of the real gene from the current value, the percentage of the best individuals passing into the new population is implemented.
