The article deals with the causes, methods and functions of using E-learning in the process of training students English, as well as changing teacher’s and learner’s roles in the educational process. The introduction of information and communication technologies in educational and research processes is a compulsory requirement to implement the concept of modernization in Russian education. Recently, interest in English as a means of international communication has increased significantly, it has already been recognized as the language of professional communication in various fields of activity. The relevance of this work is undoubted. Modern higher school teachers are constantly looking for more effective approaches in training English and in the process of creating an electronic educational environment that would allow students access to various sources of information and help satisfy the interests of the modern student. The goal of the research is to increase the efficiency of training English in the system of higher professional education through the development and use of educational software products that apply modern information technology. Methods to achieve this goal include the method of using computer technology, methods of network planning and project management. The research showed that the organization of the information-instrumental educational environment uses a student centered approach, the development of an electronic educational and methodological complex (EEMC) is a search for an algorithm, most adapted to the student's cognitive needs, and EEMC in English creates the best conditions for the principle of interactivity. The practical significance of the study is determined by the fact that its materials related to the method of creating multimedia tasks and virtual environments can be used in the practical work of universities, as well as in the system of further training for specialists.

The article presents the experience of testing of the module of master's basic professional educational program in the direction of training "Teacher of primary general education" under network interaction between university and school (professional master’s course). The necessity of content and form changing of future primary school teachers’ training in the aspect of practical orientation strengthening is defined. The need for network interaction between university and school is determined by new requirements to the level of master’s professional competencies’ development. Changes in the content, forms and methods of work with students in the aspect of the activity-competence approach implementation to their training are normatively substantiated. The routes of cooperation between a supervisor and a teacher to assess the level of labor actions’ development of undergraduates are settled. The results of the module testing are described; the main difficulties of undergraduates in application of activity-based technologies at practical tasks fulfillment are determined. Обоснована актуальность модернизации образования на основе постоянно развивающихся информационно-коммуникационных технологий (ИКТ), влияющих на формирование современного образовательного пространства. Цель статьи – выявить и обосновать инновационные педагогические поиски в области использования постоянно совершенствующихся информационно-коммуникационных технологий в мировом образовании. Представлены результаты изучения вопроса об источниках новой образовательной среды. Установлено, что в современном образовании активно формируются и развиваются источники новой образовательной среды, которыми являются дистанционное обучение, учебные центры, процесс приобретения знаний на рабочем месте при помощи современных ИКТ, домашнее обучение с использованием Интернета. Описано проявление коэволюционного развития системы образования как объективного процесса, который состоит в том, что из всех возможных трансформаций тех или иных элементов системы образования остаются лишь взаимно совместимые (взаимное совмещение традиционного, электронного обучения и дистанционных образовательных технологий). Приведены примеры использования ИКТ в процессе приобретения знаний как в образовательных учреждениях, так и в источниках новой образовательной среды (учебных центрах, на рабочем месте при помощи современных ИКТ, в домашнем обучении с использованием Интернета). Делается вывод о проявлении синергетического эффекта в новом облике, которое приобретает образование, ориентированное на приобретение знаний на протяжении всей жизни. Современное образование предполагает активное использование в процессе обучения Интернета и цифровых технологий (например, электронного обучения и дистанционных образовательных технологий), смену модели трансляции и сохранения знаний, управление обучающимся собственной образовательной траекторией и учебной деятельностью. Информационно-коммуникационные технологии выводят процесс обучения за рамки традиционных образовательных учреждений и обусловливают появление новых источников получения знаний.

В мировой практике накоплен опыт подготовки учителей, способных осуществлять профессиональную деятельность в условиях стандартизации и гибко реагировать на изменения в сфере образования. В статье на основе анализа проведено исследование опыта подготовки, переподготовки и повышения квалификации педагогических кадров для системыосновного общего образования во Франции и Великобритании. Проанализированы тренды и тенденции изменений в структуре и содержании подготовки, переподготовки и повышения квалификации учителей. В ходе анализа рассмотрены структура, ориентированность и направленность системы подготовки, переподготовки и повышения квалификации педагогов школ. В результате исследования сделаны выводы об учете трендов индивидуализации и проектных форм обучения; о необходимости изменения как содержания образования будущих педагогов, учебных форм, так и системы отбора кадров, подготовки и аттестации будущих учителей; об отделении лицензирования учителей от системы подготовки. Относительно страновой направленности анализ показал, что в Великобритании ведущими подходами в педагогическом образовании являются деятельностный и личностно ориентированный, в то время как во Франции преобладает компетентностный подход и индивидуализация процесса подготовки педагогов. Даны рекомендации по учету опыта педагогического образования Франции и Великобритании при выявлении условий подготовки специалистов по сопровождению деятельностных образовательных практик, включающие ориентацию на обучение на основе решения конкретных профессиональных задач на рабочем месте, рефлексию собственных профессиональных действий на предмет соответствия деятельностной парадигме в образовании, опору на зону ближайшего развития специалиста по сопровождению деятельностных образовательных практик, Great experience has been accumulated in the world for teachers training capable to perform professional activity in the conditions of standardization and to flexibly respond to the changes in education. The article conducted research based on the analysis of the experience of training, re-training and qualification upgrade teachers of the main secondary education system in France and Great Britain. Trends and tendencies of changes in the structure and content of teachers training, re-training and qualification upgrade are analyzed. Analysis reviewed the structure, orientation and tendency of the school teachers training, re-training and qualification upgrade. Research resulted in conclusions regarding taking into account the trends of individualization and project forms of education; regarding necessity of changes of the content of future teachers education, training forms, as well as the staff selection system, future teachers training and attestation; regarding separation of teachers licensing from the training system. As for the country- wise orientation, the analysis shown that the activity-based and personally-oriented approaches are the main ones in pedagogical education in Great Britain, while competence approach and individualization of the teachers training process prevail in France. Recommendations are provided for taking into account experience of pedagogical education in France and Great Britain for detection of the conditions of training of specialists of control the activity-based educational practices that include orientation on training based on resolution of specific professional objectives at the work place, reflection of the own professional actions for compliance with the activity-based paradigm in education, support on the area of nearest development of specialists of control the activity-based educational practices, №1(46) (2019)

The essence of some notions of higher education discourse («globalization», «education globalization», «internationalization») is also analyzed. The thesis concerning the need of deep theoretical researches at the sphere of higher education modernization is substantiated standing on position that globalization is a determinant of the series of complicated social phenomena such as academic mobility one. It is underlined that methodological approaches of social philosophy and philosophy of education have heuristic potential for substantiation of reforms at the sphere of higher education. Mentioned methodology is able to understand specific character of Ukraine as “transit state”.

It also offers recommendations about the introduction of the positive experience of leading countries on the issues of cooperation between religious education and upbringing. To begin with, in a post-secular society where religious meanings begin to play a great role in guiding the spiritual life of society, education needs new impulses. In recent years in education gained some experience of usage and inter-confessional communication during preparation of modern specialists.Firstly, components of the moral and esthetic teaching of different confession have to find the full display in studying of the subjects of a social and humanitarian orientation. Especially it concerns Christian ethics which defines the direction to educational practice of education. It can be promoted by obligatory or facultative teaching religious disciplines in educational institutions, but teaching religious courses must be non-confession.Secondly, it’s necessary to refer to the experience of leading countries regarding religious education component including its implications on the civil or patriotic education and research opportunities to approach the main priorities of European education using educational standards and curriculum of future professionals.One should, however, not forget that, nowadays philosophical analysis of religious component of education and its impact on the education process is very important. Religion and culture for thousands of years served not only faith functions, they considerably influenced development of science, education and high spiritual culture. It formed the fundamental basis of educational doctrine, gained considerable potential in the education of the young generation. Furthermore, one should not forget that social changes of recent decades associated with the development of Ukraine as an independent state. The current nature of church-state relations and the free activity of religious organizations gained new development opportunities.Despite the differences in the interaction between the secular and religious education in the European area, there are three groups of countries to determine the role of religious education in general education system. The first group – the lack of such studying at school (France). The second group includes countries where religious education in schools usually state guaranteed (Germany, Finland, Italy, Poland) The third group includes the countries where available non-confessional education (Denmark, UK, Norway).To draw the conclusion, one can say that the phenomenon of civil religion holds a special place in consideration of a religious component of education. The place of religious component in education is quite important at all levels. What is more, we should not forget the basic rule: the basic value of democratic society it’s atheism. Secularism is one of the main factors for providing and guaranteeing liberty of conscience, including an education system, that is a social institute which is the most important aspect of socialization today. Thus, the principle of secularism in the legal framework of the state is a guarantee of autonomy and freedom of everyone to freely make decisions to define themselves in ideological-spiritual sphere without interference of the power factor. A secular state must ensure such a situation, in which no confession, and moreover, no power structure, would not impose someone certain religious-based moral, cultural and spiritual principles, some religious identity.Consequently, pupils and students of educational institutions should have a thorough scientific knowledge of religion, its denominational manifestations, direction, courses, know their history, the basic provisions of their teachings, moral guidance. Knowledge of religion in the education system must provide a «quality intellectual plant» for future professionals. It will help them to express opinions on religious issues freely, including ethical dimensions and effectively carry out work on teaching and educating representative of many faiths.

Модернизация высшего образования в современном мире осуществляется, главным образом, под воздействием следующих факторов: становления общества, основанного на знаниях; информационно-коммуникационной революции и глобализации. Два ведущих государственных университета Болгарии: Технический университет города Варны и Университет имени проф. д-ра Асена Златарова города Бургаса, представителем которых есть автор, являются активными участниками процесса модернизации высшых образовательных институций в Республике Болгария. Глобальная технологическая революция в конце XX – начале XXI в. заставила человечество пересмотреть взгляды на социально-экономические процессы, происходящие в обществе. Разумеется, это коснулось и образования как важнейшего фактора, определяющего здоровье нации и являющегося основой развития государства. Индустриальная эпоха ушла в прошлое, вместе с ней ушла и старая система образования.

Durante septiembre de 2002 y enero de 2004, la Maestría en Ciencias Educativas del Instituto de Investigación y Desarrollo Educativo (IIDE) de la Universidad Autónoma de Baja California (UABC) se transformó gradualmente, de una modalidad presencial a una modalidad híbrida (Presencial/En línea). La nueva versión se evaluó en dos ocasiones con la participación de los estudiantes mediante cuestionarios y grupos de discusión. Esta evaluación muestra que el modelo híbrido adoptado, presencial/en línea, fue adecuado. El discurso de los estudiantes muestra que se comprometieron por las bondades de la modalidad, sin embargo siguieron presente problemas tanto didácticos como pedagógicos comunes en los procesos de enseñanza-aprendizaje, además de los problemas inherentes a la modalidad, como el de la tutoría a distancia. In between September of 2002 and January of 2004, the Instituto de Investigación y Desarrollo Educativo (IIDE) – Universidad Autónoma de Baja California’s (UABC) Master in Educational Sciences was put on-line gradually, trimester by trimester. This new version was evaluated twice with the students, through questionnaires and focus groups. The results of this evaluation are presented in this paper; it shows that the hybrid face-to-face/on-line pattern used was appropriate. However the students’ discourse shows they involved themselves mainly for practical reasons; it seems clear for them that the usual problems associated with the teaching-learning process, such as didactical and pedagogical one, were not solved by the on-line formula, which moreover displayed new ones, such as tutoring.

The results of sociological research into the state of education in modern Siberian villages are presented. The essential differences between rural and urban schools are given, and the basic functioning of village schools is presented. The respective influences of the village and its school on each other are examined., Изложены результаты социологического исследования состояния образования в современном сибирском селе.
