The issue of reflecting the scientific achievements of individual scientists and the results of research activities of research teams in the information environment is of great importance for many branches of science and practice, including medicine, where open data can improve the provision of medical care and influence healthcare policy. The effectiveness of search queries and the further effective use of the data obtained in research and practice, especially during epidemics and the treatment of serious diseases, largely depend on accessibility of medical information. Scientific repositories allow the management of all kinds of research results, integration with information systems, and compliance with the FAIR principles. The aim of the study is to identify and analyze development, indexing (in catalogs), visibility by search engines, type-specific characteristics, etc., of open access medical repositories in Russia and abroad. As a result, of the study, the following conclusions are made: 1) the number of repositories in the world is growing, including an increase in their number in the subject area “Medicine and Health”; 2) the infrastructure of Russian open access information platforms is being formed. However, open medical repositories are being developed poorly, most part of which is not represented in global catalogs (OpenDOAR) and is incompatible with the OAI-PMN standard, which allows the collection of data from repositories by various search engines. Thus, the research results are invisible in Internet search results, and Russian medical repositories are not present in the rankings of world repositories.

This article aims to shed light on the online dissemination of scientific articles in the humanities and social sciences by adopting two perspectives. The first perspective is quantitative and aims to measure the importance of the national open archive HAL and the academic social network site Academia in the online release of research in social sciences and humanities. The study is based on a corpus of 70,000 articles published between 2010 and 2018 in five benchmark disciplines: history, geography, literature, management sciences and environmental sciences. The second perspective is qualitative and is based on interviews with some fifteen researchers from these different disciplines. The uses of HAL and Academia are situated in the wider set of digital practices of researchers and embodied in their publishing career.

Our study aims to analyze the landscape of scientific communication in the North Africa, in light of the new paradigms of scientific communication and knowledge sharing. We wish to identify the main initiatives carried out in the Northern African countries (open archives and open access journals). We wish first to reflect on the opportunities and challenges of developing open access, in the other hand, we analyze we try to propose the best path of open access that corresponds to the context of the region. We also aim to propose a national digital library model for the promotion of the Maghreb scientific heritage and increase the impact of Maghreb researchers. To attend our objective, we are using the documentary approach and consulting several international sources and directories to analyze the evolution of open access in the region.

Until now, records re-enacting social memories have not been main targets for preservation and management in Korea. However, people have recently begun to focus on forming and maintaining their memories because these personalized records have started to be recognized as social and political issues. In this respect, this study aims to find out how to preserve social memories by comparing various global open archives. For achieving our research goal, we first established the definition of social memories and records and revealed their characteristics. After then, we selected representative open archives' websites to examine their collection polices and compare them according to several criteria. As a result, we distilled insights based on similarities and differences of each archive and discussed considerations in preserving social memories consisting of three phases: analyzing target social memories, establishing collection policies, and collecting actual records. This study has significance in that it examines the characteristics of social memories and records and also suggests preliminary findings for advanced research to develop practical tools for social records management and archives.

Since its emergence in the 90s as a global movement, the world of openness has continued to generate clones. The Open Archives initiative (OAI) and the movement of Open Educational Resources (OER) constitute nowadays two essential streams of free transmission and open access to knowledge. OER, as a "derived" product of Open Archives, using the same tools and approaches, is still seeking for a better maturity, both at technical and strategical levels. From our own perspective, alignment with a better-functioning governance model of open archives would certainly be advantageous to OER, but it will also be appropriate for them to cultivate their own identity. The relations between both movements are still subject to controversies that we intend to explore from educational and scientific standpoints.

We present here an ongoing study and experimentation of a system (QueryLab) able to query different inventories at the same time, providing a larger virtual collection that can be explored through intuitive and attractive search tools. The aim is twofold: overcome data silos archives and develop a common metadata able to collect lists of intangible cultural heritage that is not yet included in any online database.

Graduate theses and dissertations are one of the most important research outputs of universities. Yet, it is often difficult to find and provide access to them. Although it is now possible to get access to full-texts of theses and dissertations through the Internet, access problems still persist. In this paper, we investigate the issues of open access to graduate theses and dissertations in Turkey. We first reviewed the collection of the Higher Education Council Theses Center to find out what percentage of theses is accessible full-text. We then, through a questionnaire survey, collected the views of the authors of theses who opted to restrict access to their theses temporarily. Access to about one third of theses is restricted. As it was difficult to reach the authors of older theses and get their consent to make their theses available online, most of the restricted theses belong to pre-2006 period. An overwhelming majority (94%) of the authors restricted access to their theses because they wanted to publish papers based on their theses while two thirds (63%) did so because they feared of their theses being plagiarized. Yet, 81% of them said they support open access to theses and dissertations in general. Findings suggest that the issue of open access to theses needs to be dealt with from a broader perspective. We discuss the various access issues on the basis of our findings and offer some suggestions to solve them. [ABSTRACT FROM AUTHOR]

Introduction: Scientific journals are the main source of scientific data, ensuring their registration, validation, distribution and archiving. With over 2.6 million scientific articles published each year, the turnover of scientific journals exceeds $25 billion annually. Five publishers share nearly half of this lucrative market. Scientists are the key players in the process, but other stakeholders have gradually been introduced, building various business models whose similarities and differences are described here., Concepts Underlying Scientific Publication: Open access to scientific papers dates back to the scientific and technical revolution of the 17 th century. However, its evolution has been considerably boosted by the development of the Internet and the recognition of science as "commons".Scientific integrity is under the control of research institutions to ensure the prevention of fraud and misconduct in the course of scientific production. Usually, the scientific integrity is questioned during the manuscript reviewing process which may result in identification of flaws., Models of Scientific Publications: In the historical model, readers pay for access to the document. Authors are not remunerated and renounce copyright on their articles to the publisher. The limits of the historical model became clear in the 90s, facing the cost of publishing, reduction in the number of subscribers, development of the Internet and willingness to improve manuscript evaluation.With the development of the Internet and the paradigm of open access, publishers proposed a new model in the 2000s, replacing the cost of access to articles for the reader with the payment of Article Processing Charges (APCs) paid by the author or its institution ("author pays" model). In this model, the content of the article can be freely reproduced and used, provided that the original author is credited. In addition to the evaluation of the manuscript which remains a critical factor, the cost of publication appears inequitable. However, all or part of the APCs may be waived, particularly for authors from low- and middle-income countries.For the past 15 years or so, publishers, learned societies and academic or research institutions (including libraries) have been seeking to publish reliable, open access manuscripts that respect scientific integrity while being affordable for the author.Predatory journals emerged in the late 2000s, taking advantage of the success of the authorpays model to capture APCs. Lacking a proper evaluation process resulting in poor-quality publications, these journals are rejected by most scientific institutions. On the other hand, they are particularly attractive in low- and middle-income countries because of their aggressive commercial practices (insistent invitation to submit a manuscript, low rejection rate, rapid publication, reduced APC, etc.).The purpose of each journal is to secure its economic model. This goes through ensuring its visibility, which is determined by the number of citations (online and social media citations) rather than the quality of the articles published., Peer Review: This very old concept has not been widely used until the 20 th century. In the historical model, manuscript evaluation is generally carried out by members of the learned society that publishes the journal. Evaluation can be either unblinded, single-blinded (referee is anonymous) or double-blinded (author and referee are anonymous). Several studies have shown that blind procedures do not alter the quality of the evaluation. Since the early 90s, post-publication evaluation has emerged, of which there are several variants. The aim is to shorten times to publication and open up the evaluation process more widely in order to limit the bias. Apart from the fact that this system does not guarantee a better evaluation of the manuscript, its main disadvantage is that the article is accessible without validation of the data collection and analysis throughout the entire process, which can be lengthy., Cost and Funding of Scientific Journals: The cost of an article depends on charges that vary according to the conditions and places of production. Reviewers are volunteers. On the other hand, manuscript management, editing and distribution are carried out by professionals, which entail financial charges. Some of these costs are lower in low- and medium-resource countries, where economies of scale and higher benefits are possible., Conclusion: The limits of the historical model have led to the development of several business models of scientific journals, that are in constant evolution, especially the author pays model which promises open access to publications but impacts scientific production. However, the evaluation of scientific production is heterogeneous due to a limited pool of reviewers inadequately selected. Scientific publishing is looking for solutions to find a virtuous model that respects open science, open access to data and scientific integrity. Since 1948, the Government Press Office of Israel has been collecting and producing an extensive archive of photographs representing the birth and development of the Israeli nation state. Digitized and published online, this archive functions as a visual memorial of Israel, an example of what Jan Assman calls “bonding memory”, a form of memory that connects individuals to a political body, and which acts to frame a collective national identity. In 2011, the copyright terms of this archive were changed to encourage the circulation and reuse of images. This decision echoes a broader trend towards the “opening” of large data sets on the Web (“open data”, “open archives”, “open government”). At the same time, the ongoing Arab-Israeli conflict and the existence of contesting narratives of the creation of Israel threaten the integrity of the official national memory. In this context, what are the conditions and limits of “opening” the national photographic archive? Examining contemporary ideology of the “open” in new media discourses and the free culture movement, this paper investigates the conditions of circulation and appropriation of memory and the role of copyright as a potential tool to control freedom of expression.

Social appropriation of knowledge is a theme of recent concern by scientific communities, governments and mass media and it is assumed as a commitment to the community. This article aims to contribute to the theme from the archives. First: as social appropriation places of the socio–cultural knowledge through the retrieval of memory for the construction of identity and citizenship. Second: as information units supporting social appropriation processes of the scientific–technological knowledge, by the implementation of scientific archives in new environments like the virtual and the digital.

O objetivo do estudo foi apresentar a utilização da filosofia de arquivos abertos, aliada aos instrumentos de gestão da qualidade, PDCA e 5S, como um dos pilares para a gestão da segurança e saúde no trabalho (SST). O método de pesquisa se constituiu no levantamento bibliográfico, juntamente com uma sessão de entrevistas com 23 profissionais ligados à gestão da SST, que permitiu o delineamento do grau de acesso e a percepção destes sobre a informação científica. A análise qualitativa e quantitativa dos questionários apontou a iniciativa de arquivos abertos, por meio da utilização de repositórios digitais de informações, como um instrumento de apoio à gestão da segurança e saúde no trabalho, bem como identificou a necessidade do desenvolvimento de políticas de incentivo à geração e compartilhamento do capital intelectual entre a comunidade em questão encorajando a construção de um repositório digital na área de SST, visando sobretudo à preservação da integridade física e mental do trabalhador. Constatou-se que a carência de informações disponíveis na área em questão ainda é uma barreira para a gestão do conhecimento organizacional, no sentido de promover o desenvolvimento do trabalho seguro e saudável nas organizações.The objective of this study is to present the philosophy of open archives as an instrument for occupational health and safety (OHS) management. The survey method stands for the bibliography research, together with an interview session with the 23 OSH management professionals that enabled the further understanding about access level and the perception on scientific information by these professionals. Qualitative and quantitative questionnaire analysis showed the open archives initiative, through digital information repositories as an instrument for the occupational health and safety management, as well as need of developing policies on incentive to generation and sharing of intellectual capital among the community in question, encouraging the construction of an OSH digital repository, for maintaining most of all the worker's physical and mental integrity. Lack of available information in this area is still a barrier to the occupational knowledge management for promoting the safety and healthy work development in the organizations.

O artigo analisa a oferta de cursos a distância organizados pela Universidade Aberta do Brasil (UAB) e discute o cenário institucional brasileiro. Apresenta trabalhos sobre a produção científica em Educação a Distância (EAD) no cenário internacional e no Brasil, apontando diferenças e similaridades entre as publicações. A partir da análise da publicação sobre EAD em arquivos abertos, usando o SciELO como amostra, conclui que a publicação científica está distribuída em vários periódicos e recomenda que a publicação de pesquisas referendadas pelos pares seja feita em periódicos indexados e disponíveis em bases que usem arquivos abertos.This article analyzes distance education (DE) courses organized by the Open University of Brazil (UAB) and discusses the Brazilian institutional scene on DE. The scientific production about DE in the international and Brazilian scenes is presented and differences and similarities among the publications are outlined. Publications on DE in Open Archives are analyzed using SciELO as a sample. It is concluded that the scientific production on DE is distributed in several journals and it is recommended that peer-reviewed academic publication should be made available in Open-Archive indexedjournals.

The author reviews past work with Ibict and the global progress made by the Open Access Movement. He postulates a theory of open access being an example of a complex adaptive system created by Internet-based scholarly publishing. Open access could be the cause of a cascade of increasing complexity and opportunities that will reshape this system. He has chosen the pervasive and global "Connectedness" created by the internet and the content spaces it provides for open access collections as a "simple disruptive agent". He discusses how connectedness influences infinite variety, creativity, work, change, knowledge, and the information economy. Case studies from the University of New Mexico Libraries are used where appropriate.O autor revisa um trabalho passado feito com o Ibict e o progresso mundial do Movimento de Acesso Aberto. Ele apresenta e defende a teoria de que o acesso aberto é um sistema adaptativo complexo criado a partir da publicação acadêmica utilizando a Internet. O acesso aberto poderia ser a causa de uma cascata de complexidade crescente que leva a oportunidades que modificarão o sistema. Ele escolheu a conexidade global que se espalha, criada pela Internet e pelos espaços de conteúdo que ela proporciona para coleções abertas, como um 'agente simples para quebras do status quo'. Ele discute a influência da conexidade nas infinitas variedades, na criatividade, no trabalho, na mudança, no conhecimento e na economia da informação. Estudos de caso das Bibliotecas da Universidade do Novo México são apresentados.

Trata do problema da aceitação, pela comunidade científica, dos periódicos eletrônicos de acesso aberto. Propõe a questão da legitimação e legitimidade dessas publicações como elemento essencial para sua plena aceitação. Define legitimação e legitimidade com base em alguns autores. Mostra como a crise dos periódicos da década de 1980 detonou o início do processo de aceitação dos periódicos eletrônicos e como agora o movimento pelo acesso aberto vem crescendo e, ao mesmo tempo, enfrentando barreiras do preconceito e interesses. Nota, como grandes empecilhos ao pleno reconhecimento, o processo de avaliação pelos pares, interesses de segmentos da comunidade científica e interesses das editoras comerciais. Conclui notando o fortalecimento do conceito da necessidade da avaliação prévia e amadurecimento nas idéias pioneiras de democratização na publicação do conhecimento científico e avanço na aceitação das idéias. Mas reconhece também o papel das editoras e das elites de cada área como os poderes com maior influência na direção e velocidade do percurso das publicações eletrônicas de acesso livre e sua incorporação ao sistema de comunicação científica como canais legítimos.The open access movement acceptance by the scientific community has met many barriers. It is argued that understanding the processes of legitimation and legitimacy is essential to the issue. Bringing forward some definition by scholars on the subject of legitimation and legitimacy, the article tries to show how the periodical crisis of the 80's triggered the processes of acceptance of the electronic periodical. The open access movement followed, and today it is currently trying to overcome barriers of prejudice and vested interests. It concludes by noting the strengthening of the concept of the necessity of peer review, but also the maturing of the movement, today less utopian and more realistic. It recognizes the role of the publishers and of segments of the scientific communities as the main forces in shaping scientific communication system and allowing advances of the open access channels towards legitimacy.

This paper describes a project led by the Instituto Brasileiro de Informações em Ciência e Tecnologia (Ibict), a government institution, to build a national digital library for electronic theses and dissertations - Bibliteca Digital de Teses e Dissertações (BDTD). The project has been a collaborative effort among Ibict, universities and other research centers in Brazil. The developers adopted a system architecture based on the Open Archives Initiative (OAI) in which universities and research centers act as data providers and Ibict as a service provider. A Brazilian metadata standard for electronic theses and dissertations was developed for the digital library. A toolkit including open source package was also developed by Ibict to be distributed to potential data providers. BDTD has been integrated with the international initiative: the Networked Digital Library of Thesis and Dissertation (NDLTD). Discussions in the paper address various issues related to project design, development and management as well as the role played by Ibict. Conclusions highlight some important lessons learned to date and challenges for the future in expanding the BDTD project.Este artigo descreve o projeto liderado pelo Instituto Brasileiro de Informação em Ciência e Tecnologia (Ibict), instituição governamental, para construção de uma biblioteca digital nacional de teses e dissertações eletrônicas Biblioteca Digital de Teses e Dissertações (BDTD). O projeto é um esforço colaborativo entre o Ibict, universidades e outros centros de pesquisa no Brasil. No planejamento do sistema foi adotada arquitetura de sistema baseada na Open Archives Iniciative (OAI), na qual universidades e centros de pesquisas atuam como provedores de dados e, o Ibict, como provedor de serviço. O Ibict desenvolveu para a biblioteca digital um padrão brasileiro de metadados para teses e dissertações eletrônicas e um conjunto de ferramentas, incluindo pacote de arquivos abertos, a ser distribuído entre potenciais provedores de dados. A BDTD está integrada à iniciativa internacional Networked Digital Library of Thesis and Dissertation (NDLTD). As discussões deste artigo estão direcionadas à concepção do projeto, ao seu desenvolvimento e gestão, bem como ao papel desempenhado pelo Ibict. As conclusões destacam algumas importantes lições atuais e mudanças futuras, visando a expansão do projeto da BDTD.

O acesso à informação científica tem sido um grande desafio para países em desenvolvimento como o Brasil. Com a crise dos periódicos, surgida em função dos altos custos na manutenção das assinaturas das revistas científicas, o acesso à informação científica ficou bastante limitado. Embora essa crise tenha começado em meados dos anos 80, ainda hoje não existe nenhuma solução definitiva. Com as tecnologias da informação e da comunicação, surge a iniciativa de arquivos abertos (Open Archvies Initiative), a qual define um modelo de interoperabilidade entre bibliotecas e repositórios digitais, possibilitando alternativas para a comunicação científica. Ao mesmo tempo, consolida-se o movimento em favor do acesso livre à informação científica em todo o mundo, pelos grandes editores ou publishers, por meio de propostas de ações que possam viabilizar essa iniciativa. Essas são as bases da proposta de um novo modelo para intensificar e consolidar o registro e a disseminação da produção científica brasileira, assim como do acesso à informação científica. Com as experiências obtidas na implantação da Biblioteca Digital Brasileira de Teses e Dissertações (BDTD), o Instituto Brasileiro de Informação em Ciência e Tecnologia (Ibict) detém, hoje, a competência técnica para consolidar e implantar essa proposta.Scientific information access has been a great challenge to undeveloped countries as Brazil. With the scientific journal crisis motivated by the high prices on the scholarly journals subscriptions, that access became very limited. Even that crisis had started in the middle 80's, until today there is not a definitive solution. With the information and communication technologies, rises, the Open Archives Initiative, which defines a model of interoperability for libraries and digital repositories, making possible new alternatives for scientific communication. At the same time, the open access to scientific information movement got stronger around the world, confronting the big editors and publishers, proposing actions to make possible the consolidation that initiative. Those are the bases proposed by the new model to intensified and consolidate the register and dissemination of the Brazilian scientific information content, as well as its access. With the experiences brought with the development of Brazilian Digital Library of Theses and dissertations (BDTD), the Brazilian Institute for Information on Science and Technology has today the technical ability to implement and consolidate that project.

El modelo actual de comunicación científica está atravesando un momento de cambios profundos. Se presenta el modelo de archivos abiertos, actualmente en desarrollo en varios países centrales. El objetivo de esta iniciativa es facilitar la eficiente diseminación de la información académica a través de la construcción de archivos virtuales globales de literatura científica, de acceso libre e irrestricto a través de servidores Web. El origen de este notable avance debe buscarse tanto en desarrollos tecnológicos en informática y telecomunicaciones, como en la necesidad de revertir el modelo de comunicación científica vigente, en el que la lentitud en la transferencia de resultados y el alto costo de las publicaciones periódicas es visto por muchos como un obstáculo a la diseminación de la información y, por ende, al avance de la ciencia. Se explican brevemente tres iniciativas que se están llevando a cabo en Estados Unidos, país que ha liderado esta innovación, a partir del primer emprendimiento con archivos abiertos en el Laboratorio Nacional de Los Alamos, en 1991.The current pattern of scholarly publishing goes through times of dramatic changes. Descreve as opções tecnológicas e metodológicas para atingir a interoperabilidade no acesso a recursos informacionais eletrônicos, disponíveis na Internet, no âmbito do projeto da Biblioteca Digital Brasileira em Ciência e Tecnologia, desenvolvido pelo Instituto Brasileiro de Informação em Ciência e Tecnologia (IBICT). Destaca o impacto da Internet sobre as formas de publicação e comunicação em C&T e sobre os sistemas de informação e bibliotecas. São explicitados os objetivos do projeto da BDB de fomentar mecanismos de publicação pela comunidade brasileira de C&T, de textos completos diretamente na Internet, sob a forma teses, artigos de periódicos, trabalhos em congressos, literatura "cinzenta", ampliando sua visibilidade e acessibilidade nacional e internacional, e também de possibilitar a interoperabilidade entre estes recursos informacionais brasileiros em C&T, heterogêneos e distribuídos, através de acesso unificado via um portal, sem a necessidade de o usuário navegar e consultar cada recurso individualmente.This paper describes technological and methodological options to achieve interoperability in accessing electronic information resources, available in Internet, in the scope of Brazilian Digital Library in Science and Technology Project - BDL, developed by Brazilian Institute for Scientific and Technical Information - IBICT. It stresses the impact of the Web on publishing and communication in science and technology and also on information systems and libraries. The work stresses the two main objectives of BDL project: promoting electronic publishing of different full text materials - theses, journal articles, papers in events, "grey" literature - by Brazilian scientific community, so amplifying their nationally and internationally visibility; and achieving, through a gateway, interoperability among those heterogeneous electronic information resources available in the Web, thus avoiding a user to navigate and query those resources one by one separately.

There is scant research-based evidence on the development and adoption of open access (OA) and institutional repositories (IRs) in Africa, and in Kenya in particular. This article reports on a study that attempted to fill that gap and provide feedback on the various OA projects and advocacy work currently underway in universities and research institutions in Kenya and in other developing countries. The article presents the findings of a descriptive study that set out to evaluate the current state of IRs in Kenya. Webometric approaches and interviews with IR managers were used to collect the data for the study. The findings showed that Kenya has made some progress in adopting OA with a total of 12 IRs currently listed in the Directory of Open access Repositories (OpenDOAR) and five mandatory self-archiving policies listed in the Registry of Open access Repositories Mandatory archiving Policies (ROARMAP). Most of the IRs are owned by universities where theses and dissertations constitute the majority of the content type followed by journal articles. The results on the usage and impact of materials deposited in Kenyan IRs indicated that the most viewed publications in the repositories also received citations in Google Scholar, thereby signifying their impact and importance. Since 2008, the French Ministry for Higher Education and Research has been pursuing an extensive strategy intending to give the country a solid digital infrastructure for the provision of scientific and technical information to French researchers.
