The purchase of public sports services by the government is an important link in comprehensively deepening reform in the field of sports and promoting the modernization of sports governance. By using the methods of literature, interview and field investigation, The dilemmas in the process of high-quality development of public sports services purchased by China's government are characterized as increasingly sound policy protection, but the lack of relevant laws binders the overall implementation of the purchased services; the number of purchases tends to increase, but too many non-competitive purchases detract from the overall performance of the services; the gradual growth of social organizations, but their own lack of capacity is difficult to ensure the quality of public services; extensive public participation, but the failure of expression leads to the distortion of the content of the purchased services. Analyzing the formation mechanism of the predicament phenomenon, it is not difficult to find that the lack of government function trans formation is the root cause of the predicament, the environmental constraints on the development of social organizations is the cause of the predicament, and the lack of social public participation channels is the driving force of the predicament. The high-quality supply of rural public sports services is an important part of realizing rural revitalization, which is conducive to satisfying the people's growing demand for better sports. Discrimination and analysis of rights and powers based on the meta-governance theory, the literature and methodological investigations were used to consider and explore the government's responsibility for the high-quality provision of rural public sports services in the new era. The government responsibility for the high-quality supply of rural public sports services has insufficient governance effectiveness under fuzzy governance, misplaced governance needs under extensive governance, insufficient governance resources under hollow governance and the reality dilemma such as the fictitious governance goal under the imbalanced governance. By constructing the government responsibility framework and meta-governance model, it is hoped that by embedding the "guaranteed quality + guaranteed quantity" governance model, it will complement the governance efficiency, embedded "fine + individual" governance model to match governance needs, embedding the "human + financial" governance model to expand governance resources and measures such as embedding the "leapfrogging + strong aid" governance model and realizing. The modernization of public ice and snow sports service management is the only way to build a strong country in ice and snow sports. It is found that the governance of ice and snow public sports services in China has gone through five stages: germination, stagnation, governance initiation, governance development and governance deepening. Governance embodies the essential characteristics of people-centered, emphasizing integrity and coordination, and paying attention to efficiency. Its internal logic should be deeply discussed from three aspects: goal, motivation and behavior. The suggestions are to lead the innovation of ice and snow public sports service system with a new development pattern; to stimulate market vitality and restrict the behavior norms of enterprises participating in governance; to clarify the basic responsibilities of sports social organizations and improve their governance ability; to expand sports consumption and cultivate the governance kinetic energy of ice and snow public sports services, so as to accelerate the process of governance modernization and provide ice and snow public sports services to the satisfaction of the people. In order to meet the needs of the development of the times,people's demands for a better life and develop high-quality public sports services,by means of literature review and logical analysis, we combed aild grasped the theory and application context of the reform of "release.regulation and service", based on the logic of function-responsibility-role-specific positioning",combined with role theory and governance theory, defined the mir orientation and development turn of the governance subject of- public sports service. The roles of government, market and social organizations in the governance of public sports services are decision makers-guarantors-service. providers and regulators ; supplier-server and actual operator-buyer; producer-server and grass-roots builder- coordinator. In order to promote the accuracy of government supply of public sports services in China in the new era, we designed, based on a test of the residents of Guangzhou according to the procedures of psychological measurement statistics, the "Social Expectation Scale of Government -- supplied Public Sports Service" by the methods of literature data, questionnaire survey, expert evaluation and mathematical statistics. The results show that: (1) The structure of the " Social Expectation Scale of Government - supplied Public Sports Service" is composed of 5 dimensions, i.e. supply content expectation, supply scale expectation, supply quality expectation, supply effect expectation and supply efficiency expectation, and a total of 55 items. (2) The confirmatory factor analysis of the 5 -- factor model shows that its cumulative contribution rate reaches 84. 813%, indicating that the scale is good in predictability. (3) The Kronbach coefficient a of each subscale is between 0. 937 and 0. 952, and the Kronbach coefficient a of the total scale is 0. 987, indicating that the scale is good in reliability. (4) The goodness - of - fit index of the model reaches a good level. Therefore, the "Social Expectation Scale of Government -- supplied Public Sports Service" is good in both reliability and validity, and can be used as an effective tool for evaluating the accuracy of the Guangzhou Municipal Governments public sports services supply, thus providing an important evaluation reference for local governments to grasp peopled expectations of public sports service demand in the new era and enhance peoples sense of gain. Contiguous destitute areas are crucial in the fight against poverty in 2020. And the obstruction in poverty alleviation and recurrence of poverty largely roots in the deficiency in capability of these areas. Providing public services enhances the capability, and makes it possible for the destitute to break out of the interior and exterior plight, which is of great significance in consolidating the results of poverty alleviation and equalizing public sports services since 2020. Focusing on capability approach, this paper employs documentation, field research and other research methods to explore the theoretical framework of how public sports services accelerate poverty alleviation of the contiguous destitute areas. The study believes that public sports services appear insufficient when it concerns maintaining the viability of the destitute, providing them with opportunities to develop and nourishing positive social relations out of them in the contiguous destitute areas, based on which the study provides supply strategies according to the demands of the destitute for public sports services. It is believed in this study that, firstly, facing the situation where human capital enhancement is hindered by the defective public sports service system, building an effective primary administration system of public sports service and encouraging non-governmental sports organizations has become a way out; secondly, considering the possible disproportionate access to public sports services caused by a fractured demand expressing mechanism, it is necessary to reduce the cost for the residents in contiguous destitute areas to receive public sports services, and establish a two-way communication mechanism; thirdly, in order to avoid poverty alleviation result retrogressing due to the lack of corresponding "soft" services, clear standards are supposed to be set to define the function and accountability of primary public sports services. Singapore's experience in social public management has attracted worldwide attention in that the public sports services in Singapore community has effectively met the needs of residents. By using the methods of documentation, field investigation and expert interview, this paper studies the operation mode of public sports services in Singapore. It's found that community management is the basic organizational form of public sports services in Singapore. With the community as the platform, Singapore has rationalized the composition and role of key elements, and actively promoted the diversified supply of public services from governmental departments, community grassroots organizations, enterprises and individuals, and ensured the rational operation of community sports services through a demand-driven allocation mechanism and a value-based service standard. The study concludes that the internal driving force behind the improved quality of community sports services in Singapore is to actively cultivate the supply subjects, enrich the service contents, innovate the service modes, and optimize the management norms and operating procedures. It is worthy to take reference to strengthen the service performance of community grass-roots organizations, promote the cooperation of multiple service suppliers, establish a demand-oriented operation mechanism, and improving the legal system of public sports services.
