Background. Topicality of the topic an important device of the aircraft air conditioning system is the automatic pressure control system for the pressurized cabin, which includes a number of devices, but one of the main ones is the exhaust valve. The electromechanism of the aircraft pneumatic valve includes two brushless electric motors that control the damper, with rotor position sensors based on a magnetically controlled Hall effect microcircuit. inside the electronic control and monitoring unit of the pneumatic valve as close as possible to the object of protection, i.e. the Hall sensor. The pneumatic valve must pass the test for susceptibility to transients caused by lightning, according to the qualification requirements KT-160D in category A3, which means the third level contact test. A protection element was chosen in the form of a TVS diode (voltage limiter), which is installed in the power circuits and on the logic signal lines from the Hall sensors. Materials and methods. An electrical circuit of lightning protection against transients on the domestic element base has been developed, its practical implementation in the form of a printed circuit assembly for installation in the pneumatic valve electromechanism has been presented. The operation of the lightning protection circuit against transients was simulated in the Multisim software package, for which SPICE models of domestic elements and a microsecond pulse generator circuit were developed. Results and conclusions. The simulation results of the pneumatic valve lightning protection confirmed the operability of the proposed solution.

Boltanski and Chiapello put forward the thesis that the spirit of capitalism has fundamentally changed in the course of the 20th century. According to them, diligence, discipline and orderliness are no longer at the core of the new spirit, but values such as passion, authenticity or creativity. Following this line of thought, this contribution analyzes whether the qualifications required in Swiss-German job advertisements suggest the existence of such a new spirit. The results point to a revival of discipline-related qualifications and show that passion-related qualifications are not demanded as their substitutes, but rather in addition.

7. Defining and Evaluation of Competencies of an Officer of the Czech Armed Forces

The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies.

Information Technology (IT) is a dynamic field with constant emerging innovations. Demands for IT talents are growing as IT becomes ubiquitously present in all aspects of work and life. Information Systems (IS) faculty have the responsibility to prepare IS students for entry-level IT positions. Therefore, faculty need to understand what skills are required by employers, which is critical for keeping IS curriculum relevant to the current IT job market. We conduct an extensive literature review on the skills needed for entry-level IT positions, and relevant IS curriculum issues. We discover several salient themes and classify them into the following categories: Historic and big-picture overview, Skillscurriculum gap, IT specializations, Various skills, Job offer and employer characteristics, and Challenge of work-life-education balance for students. This research contributes to IS education field by summarizing the extant research on skills demanded by the industry. This study can assist faculty to improve, and redesign IS curriculum to be more relevant. The content and existing practice, the approach and provisions adopted in official methodological documents for assessing the qualifications of personnel, as well as the content and parameters of qualification requirements for employees during their certification have been considered. In light of this and in the light of the ongoing work on the development of professional standards in all sectors of production and the economy, the competency-based approach implemented by the Ministry of Science and Higher Education of the Russian Federation in higher professional education has been analyzed. As a result of this analysis, the shortcomings of conceptual provisions and an approach to assessing the level of professional preparedness of university graduates, to determining and accepting the general economic and professional competencies of graduates of the bachelor and master level have been revealed. Suggestions have been made for adjusting the content of the methodological support of the educational process in terms of assessing knowledge and preparedness for the practical work of graduates of vocational education institutions.

It critically discusses taken now the main approaches to the evaluation of proposals for changes in professional standards and proposes measures to improve the adequacy of the provisions of the standard “resume” the requirements of employers and the real needs of the practice of economic work. It proved the feasibility of a broad interpretation of the role and functions of the accountant in this standard, as well as the inability to meet the requirement of the universal applicability of labor accounting functions for all organizations, regardless of their scale of operation and organizational legal form. The necessity to ensure compliance with the standard set forth in the “Accountant” qualification requirements and are able to ensure their educational programs.

The implementation of the project approach has to provide maximum economic efficiency and positive social impact in conditions of limited resources, to allow to effectively manage priorities and changes in the activities of state bodies. 14. Higher legal education: problematic aspects determining the content of concept in current legislation

Higher legal education is a necessary component of the legal profession, a guarantee of professional competence of the lawyer. It plays an important role in social development, the environment for the formation of lawyers of the new generation. The analysis of the content of the concept «higher legal education» revealed the existence of serious problems of legal regulation of this category, since the diversity of its interpretations significantly affects the possibility of citizens realizing their rights, in particular labor, which is closely linked to the presence / absence of a certain level of higher education. The current legislation does not contain a single definition of the term «higher legal education». It is mentioned in the Constitution of Ukraine, as well as in several laws of Ukraine. However, his definition in these documents is different, sometimes not very correct, and sometimes not at all. In this regard, some citizens are deprived of the opportunity to realize their constitutional rights, including the right to work. Thus, the absolute majority of regional bar councils refuse to accept documents and register information about assistant attorney to those who have received higher education at the first (bachelor) level of higher education instituted after the Law of Ukraine «On Higher Education» No. 1556-VII of 01.07.2014 entered into force. The above is related to the false interpretation of the notion of «higher legal education» contained in the Law of Ukraine «On Higher Education» No. 2984-III of 17.01.2002. This contradiction, in our opinion, is a disadvantage of lawmaking technique, which should be eliminated by introducing appropriate changes to the existing standard acts of legislation. The necessity of such adjustments, in our opinion, is justified because a clear delineation of qualifying requirements to the person who carries out professional activities regulated by special legislative acts, adds an element of certainty and will clear a guide for seekers of higher education. Summarizing, we note the inexpediency of defining the notion of higher legal education by the names of specialties. More reasonable and appropriate practices leading powers would be the recognition of higher legal education (within the meaning of the Constitution and laws of Ukraine, which contain this term), higher education gained on educational programs, which during the accreditation recognized as providing an education that meets the qualification requirements for the occupation of certain positions. In this case, special conditions of accreditation of such programs may be provided, in particular, taking into account the results of the unified state exam and evaluation programs involving members of the professional community. In the future, after the establishment of the State Register of Qualifications, the conformity of education with the existing requirements for candidates for certain positions can be achieved through the corresponding marks in the register, which will be done on the basis of accreditation of educational programs, which will be assigned these qualifications.

The article examines several issues of forming of a highly professional judicial establishment in Ukraine. The author draws attention to the need to legislative implementation in Ukraine of specific, detailed requirements and criteria that would allow to give a professional assessment of a judge's ability to perform professional duties effectively, taking into account his professional, personal abilities throughout his tenure, which would encourage increase confidence in the judiciary. The purpose of the article is to study the determination of the judicial establishment and improvement of access to the position of judges in order to effectively use all possible means and methods that will help to avoid future doubts about the legitimacy of an individual judge. The independence of judges is a constitutional principle of the organization and functioning of courts, as well as the professional activities of judges, who in the administration of justice are subject only to the law. The independence of judges is ensured, foremost, by a special procedure for their appointment and dismissal, the prohibition of any influence on judges, and the protection of their professional interests. The author concludes that it is expedient to talk about the complexity of the problem of effective "vital activity" of the judiciary in Ukraine, given the existing issues, both among the judges themselves and their environment. It is advisable to legislate for judges to undergo appropriate periodic medical examinations. Given the fact that nervous overload is often exacerbated by violations of the usual mode of life, reducing the time a person spends on rest, in total it can lead to the development of emotional instability in relation to the manifestation of reduced communicative competence. The question of taking measures in the process of selection and appointment to the position of a judge to prevent the potential occurrence of a conflict of interest for a judge during the consideration of cases also arises. Legislative implementation of restrictions extensions on the appointment of a judge to persons who have been dismissed for violating the oath of a civil servant or prosecutor or for other compromising grounds that may cast objective doubt on the integrity of such a candidate. Betriebliche Weiterbildung stellt für Unternehmen eine wichtige Ressource dar, um in einer sich rasch verändernden Arbeitswelt ihren Beschäftigten die notwendigen Fertigkeiten und Fähigkeiten zu vermitteln. Kann ein Betrieb dauerhaft Stellen nicht besetzen, stehen dem Unternehmen verschiedene unternehmerische Handlungsoptionen zur Verfügung, wobei die Weiterbildung hier gleichfalls eine mögliche Strategie zur Deckung des benötigten Kompetenzbedarfs darstellt. Vor diesem Hintergrund ging die vorliegende Studie der Forschungsfrage nach, ob sich ein positiver Zusammenhang zwischen Weiterbildungsausgaben für Kurse und Schulungen und einem antizipierten Personalmangel feststellen lässt. Auf Basis der Transaktionskostentheorie wurde darüber hinaus ein Anstieg der Ausgaben in Abhängigkeit der Qualifikationsstufen des gesuchten Personals postuliert. Die Hypothese gründet auf der Annahme, dass das ökonomische Risiko in Form von Weiterbildungsausgaben sinkt, wenn ein Kompetenzmangel auf einer höheren Qualifikationsebene auftritt und die Weiterbildung vergleichsweise Höherqualifizierte nach sich zieht. Die empirische Analyse erfolgte auf Basis der österreichischen Daten der EU-weiten Unternehmenserhebung CVTS5 (Continuing Vocational Training Survey 5). Im Rahmen der deskriptiven Analyse konnte zunächst kein positiver Zusammenhang zwischen Weiterbildungsausgaben und Personalmangel festgestellt werden - im Gegenteil, die Aufwendungen für betriebliche Weiterbildungskurse lagen bei Unternehmen ohne Stellenbesetzungsproblemen sogar geringfügig über jenen von Betrieben mit Personalmangel. Der Unterschied war allerdings statistisch nicht signifikant. Die anschließende multivariate Analyse lieferte stark divergierende Ergebnisse. 18. Gender differences in the skill content of jobs

There is significant heterogeneity in actual skill use within occupations even though occupations are differentiated by the task workers should perform during work. Using data on 12 countries which are available both in the Programme for the International Assessment of Adult Competencies survey and International Social Survey Program, we show that women use their cognitive skills less than men even within the same occupation. The gap in skill intensity cannot be explained by differences in worker characteristics or in cognitive skills. Instead, we show that living in a partnership significantly increases the skill use of men compared with women. We argue that having a partner affects skill use through time allocation as the gender penalty of partnered women is halved once we control for working hours and hours spent on housework. Finally, we do not find evidence of workplace discrimination against women.

Russian universities aim at developing their own programs along with increasing the international mobility. Cooperation with recognized English-speaking professional associations (ACA, CFA, ACCA) and making use of their learning materials, exams and certifications is an important factor though so far underestimated. Teaching manuals of the above associations are not expected to contain scientific novelty but they are well styled and include components of abstracts, tests, problem solutions and essays written in the thoroughly edited English language. In this they have an obvious advantage over heavy-style university textbooks or the Business English manual simplifications. Advisable for borrowing is the practice of multiple complex exams rather than the single State Final Examination not unfrequently followed by paid re-examinations ousting traditional hardships of motivating a fee-paying student. The strict methodological support and taking some exams under control of associations offer a contrast to a softer practice of national universities and are more in line with the Unified State Examination of the latest years or the IELTS. The third highest level exams by their form and required skills may be useful for the Russian PhD programs and PhD minimum exams. It is important to understand the specifics of the preparation for a professional English exam which requires every-day systemic diligence instead of our traditional session rush as well as a different number of hours depending on a course and acquired students’ knowledge. All the above is analyzed based on the author’ experience of program accreditation, adjustment of academic disciplines to domestic cases and regulations, engagement of our teachers as the methodologists and interpreters.

His article studies the problems of legal regulation of relations, connected to the establishment of qualification requirements for posts of state civil service of the Russian Federation. It fully analyzes the qualification requirements for a post of the state civil service of the Russian Federation containing some egulatory gaps that reduce the value of the principle of professionalism and competence of civil servants. The article points out the lack of elaboration of qualification requirements to the level of professional education, professional experience, field of study, knowledge and skills that are necessary for the performance of official duties. It highlights the proposals for changes to the federal legislation concerning the regulations in this sphere, based on the analysis of the legislation on the civil service of the Russian Federation and the statistics.

This article gives a brief assessment of the current management education crisis and presents the author’s approach to its maintenance and development, based on the assumption that the management objects are technical, socio-economic systems, and socio-political processes. Accordingly, the requirements for the maintenance of curriculums of the trainings for the management specialists in the university, the ratio of the technical-technological disciplines in economics, organization and production management, socio-political relations organization and management are determined. The post-graduate management education is also considered.

Context: Against a backdrop of dwindling oil resources and increasing unemployment rates, the government of Oman has set out to diversify its industry and establish a knowledge-based economy. In this context, forming a highly-skilled Omani workforce is considered to be of crucial importance. Yet, the national TVET system suffers from low social status, poor quality, and limited labour market connectivity. This paper offers an analysis of Oman's TVET system in the socio-economic and cultural context of a rentier state. Approach: We draw on the political economy of skills and socio-cultural approaches that understand TVET systems and the broader skills regimes in which they are embedded as part and expression of particular patterns of the social organisation of work. This helps to locate TVET systems' strengths and weaknesses in the context of their underlying social relations instead of considering them as mere dysfunctionalities at the systemic level. This paper draws on an unpublished study on TVET for industrialisation commissioned by an Omani line ministry in cooperation with an international organisation. For this study, the authors carried out a literature review, undertook two field trips to Oman in 2018 and 2019 and conducted forty semi-structured interviews with stakeholders from government, private companies, business associations, and TVET and higher education institutions. Findings: Our analysis highlights how skill formation in Oman is shaped by the socio-economic and cultural context of the Omani rentier state. First, the availability of cheap expatriate labour and Omanis' traditional preference for public sector jobs culminate in poor incentives for employing Omani nationals in the private sector. Second, reluctant employer attitudes towards national skill formation deepen quality issues in the TVET system, especially with regard to work-based training. This reinforces negative perceptions of the local workforce, which in turn contribute to biased employment patterns. Both social processes mutually reinforce each other, eventually preventing the emergence of strong national skill formation dynamics. Conclusions: While immediate structural change appears challenging, it is evident that reforms of the TVET system alone will not lead to its sustainable improvement. More research into how skill formation relates to Oman's specific socio-economic structures, how employment dynamics relate to educational credentials and how cultural traditions shape educational and work practices is needed.

Актуальность. Новая редакция Квалификационных требований к медицинским и фармацевтическим работникам с высшим образованием будет определять до 1 сентября 2025 г. вектор развития высшего медицинского и высшего фармацевтического образования в России, а также оказывать влияние на обеспечение кадрами системы здравоохранения. Цель работы заключается в совершенствовании нормативно-правового регулирования разрешительной системы здравоохранения в части допуска физических лиц к осуществлению медицинской и фармацевтической деятельности, а также в оптимизации подготовки медицинских и фармацевтических кадров. Материалы и методы. Проанализированы положения нормативных правовых актов, составляющих разрешительную систему здравоохранения и определяющих характеристику квалификации медицинских и фармацевтических работников. Результаты. Проанализированы основные новеллы новой редакции Квалификационных требований к медицинским и фармацевтическим работникам с высшим образованием по некоторым специальностям специалистов с высшим медицинским и фармацевтическим образованием. По результатам анализа выделены проблемы, которые заслуживают дальнейшего обсуждения. Даны предложения по внесению изменений в новую редакцию Квалификационных требований к медицинским и фармацевтическим работникам. Заключение. С целью развития высшего медицинского и высшего фармацевтического образования России, а также повышения обеспеченности кадрами системы здравоохранения даны предложения по внесению изменений в новую редакцию Квалификационных требований к медицинским и фармацевтическим работникам по некоторым специальностям специалистов с высшим медицинским и фармацевтическим образованием. Данная работа может представлять интерес для образовательных и научных организаций, реализующих образовательные программы в области здравоохранения и медицинских наук, а также для органов и организаций системы здравоохранения, занимающихся вопросами допуска физических лиц к осуществлению медицинской и фармацевтической деятельности., Topicality. The new version of the Qualification requirements for doctors and pharmacists will determine the vector of development of higher medical and higher pharmaceutical education in Russia until September 1, 2025, as well as influence the provision of personnel for the healthcare system. The work purpose is to improve the legal regulation of the healthcare licensing system in terms of allowing individuals to carry out medical and pharmaceutical activities, as well as to optimize the training of medical and pharmaceutical personnel. Materials and methods. The provisions of regulatory legal acts that make up the licensing system of healthcare and determine the characteristics of the qualifications of medical and pharmaceutical workers are analyzed. Results. The main novelties of the new edition of the Qualification requirements for doctors and pharmacists in some specialties of specialists with higher medical and pharmaceutical education are analyzed. Based on the results of the analysis, problems that deserve further discussion are highlighted. Proposals were made to amend the new edition of the Qualification requirements for doctors and pharmacists. Conclusion. In order to develop higher medical and higher pharmaceutical education in Russia, as well as to increase the staffing of the healthcare system, proposals were made to amend the new edition of the Qualification requirements for doctors and pharmacists in some specialties of specialists with higher medical and pharmaceutical education. This work may be of interest to educational and scientific organizations that implement educational programs in the field of healthcare and medical sciences, as well as to bodies and organizations of the healthcare system dealing with the admission of individuals to medical and pharmaceutical activities.

Актуальность. В свете активного обсуждения реализации Болонской системы в России и дальнейшего развития национальной системы высшего образования представляется актуальным проанализировать единственных представителей данной системы в рамках высшего медицинского образования, а именно, программы бакалавриата и магистратуры высшего сестринского образования на предмет их нормативно-правового регулирования. Цель работы заключается в совершенствовании нормативно-правового регулирования высшего сестринского образования, а также разрешительной системы здравоохранения в части допуска физических лиц к осуществлению медицинской деятельности в сфере сестринского дела. Материалы и методы. Проанализированы положения действующих и проектных нормативных правовых актов, составляющих систему высшего образования, а также разрешительную систему здравоохранения. Результаты. Показана будущая структура высшего сестринского образования, которая получит незначительные редакционные изменения. Предложены: авторская редакция раздела «Уровень профессионального образования» в проекте квалификационных требований к медицинским и фармацевтическим работникам по специальности «Управление сестринской деятельностью»; введение условия приема в магистратуру по управлению сестринской деятельностью при наличии высшего сестринского образования уровня бакалавриата. Заключение. С целью поступательного развития национальной системы высшего образования в части высшего сестринского образования и профессиональной реализации выпускников бакалавриата и магистратуры высшего сестринского образования даны предложения по совершенствованию федеральных государственных образовательных стандартов высшего образования, а также квалификационных требований к медицинским и фармацевтическим работникам, призванные обеспечить преемственность бакалавриата и магистратуры в системе высшего сестринского образования, и качество медицинского образования., Topicality. In the light of the active discussion of the implementation of the Bologna system in Russia and the further development of the national system of higher education, it seems relevant to analyze the only representatives of this system within the framework of higher medical education, namely, the bachelor's and master's programs of higher nursing education for their regulatory and legal regulation. The work purpose is to improve the legal regulation of higher nursing education, as well as the licensing system of healthcare in terms of allowing individuals to carry out medical activities in the field of nursing. Materials and methods. The provisions of the current and draft regulatory legal acts that make up the system of higher education, as well as the licensing system of health care, are analyzed. Results. The future structure of higher nursing education is shown, which will receive minor editorial changes. Proposed: the author's version of the section "Level of professional education" in the draft qualification requirements for medical and pharmaceutical workers in the specialty "Management of nursing"; introduction of a condition for admission to the master's program in nursing management in the presence of higher nursing education at the bachelor's level. Conclusion. In order to progressively develop the national system of higher education in terms of higher nursing education and the professional implementation of bachelor's and master's degree graduates of higher nursing education, proposals were made to improve federal state educational standards of higher education, as well as qualification requirements for medical and pharmaceutical workers, designed to ensure the continuity of undergraduate and graduate programs in the system of higher nursing education, and the quality of medical education.

The case of the English ski instructor Simon Butler working in France is the best example of the malfunctioning of the professional-qualifi cationsrecognition system in Europe. The practice of European and national administration as well as the jurisprudence of the CJEU and French courts shows how important and complex the subject of qualifi cation recognition is. A review of administrative practices and an analysis of case law show the positive and negative sides of the EU’s qualifi cation recognition system. The European Commission is carrying out numerous activities aimed at improving said system. The latest solutions make the idea of qualifi cation without borders a reality. The most important task is to examine the changes and legislative proposals of the European Union, analyse the case of Simon Butler and present proposals for changes against the background of activities undertaken throughout the Union. They should be realised through legal research methods and non-reactive social methods.

Boltanski and Chiapello put forward the thesis that the spirit of capitalism has fundamentally changed in the course of the 20th century. According to them, diligence, discipline and orderliness are no longer at the core of the new spirit, but values such as passion, authenticity or creativity. Following this line of thought, this contribution analyzes whether the qualifications required in Swiss-German job advertisements suggest the existence of such a new spirit. The results point to a revival of discipline-related qualifications and show that passion-related qualifications are not demanded as their substitutes, but rather in addition.

Im Zeitraum vom 06.12.2021 bis 26.01.2022 wurde im Rahmen des Zukunftszentrum Digitale Arbeit Sachsen-Anhalt eine Online-Umfrage zum Thema "Arbeit betrieblicher Interessenvertretungen und Digitalisierung" durchgeführt. Zielgruppe dieser Befragung waren Mitglieder verschiedener betrieblicher Interessenvertretungen in Sachsen-Anhalt. Mit der Befragung sollten sowohl die Erfahrungen als auch Bedarfe in Bezug auf Betriebsratsarbeit und Digitalisierung der Interessenvertretungen in Sachsen-Anhalt erhoben werden, um als Ergebnis bedarfsgerechte Qualifizierungskonzepte entwickeln und erproben zu können. Dafür wurde einerseits der Ist-Zustand der Betriebsratsarbeit, als auch mögliche künftige Entwicklungen durch das neue Betriebsrätemodernisierungsgesetz in den Blick genommen. Im Folgenden wird die Auswertung der Umfrage beschrieben und die Ergebnisse in den Kontext weiterer Studien gesetzt. Abschließend werden Handlungsempfehlungen für Qualifizierungskonzepte und die digitale Betriebsratsarbeit formuliert.

33. The nexus between digital skills/competences and work: A bibliometric study

The widespread use of computers and other new information and communication technologies (ICT) in every realm of society has increased the demand for specific skills and competences for people at any age and stage of life to use and work with ICT effectively. Summarised under the terms "digital skills" and "digital competences" by the European Commission in 2018, these concepts still lack clarity and are characterised by some ambiguity though much research has been devoted to them. Given that these two concepts are of high topicality with regard to current labour market developments, like skills mismatch, the digital divide or the design and implementation of occupational retraining programmes, the main purpose of this paper is to contribute to a more clear-cut understanding of the nexus between digital skills/competences and work. To accomplish this goal, we carry out a bibliometric study consisting of both quantitative and qualitative analysis. Our main findings are that research on the nexus between digital skills/competences and work is evolving and this research field is anchored in many different scientific disciplines and shares thematic overlaps with various other areas such as higher education research. The qualitative part of our analysis reveals that this research field is defined by six building blocks with one motor theme on "digital literacy". Furthermore, employment or employability as well as the effects of changing technologies at the workplace are the most crucial topics addressed in this research field, reflecting the high value attributed to digital skills/competences in determining the employability of the current and future workforce.

34. Grasping Digitalization in the Working World: An Example From the German National Educational Panel Study

Digitalization and automation have increased substantially in recent years and are reshaping the working world. These fundamental changes alter employee training needs and training programs. They create new employment opportunities, may cause excessive demands or raise fears of job loss. The extent of the societal transitions induced by the ongoing digitalization call for high-quality research data. In this paper, we introduce a new multi-dimensional survey module on digitalization and its consequences for the working world, which has recently been implemented in the adult cohorts of the German National Educational Panel Study (NEPS). We show how well and for which employee groups the newly developed survey questions capture experiences with digital technologies at the workplace. We test for the applicability of the instrument with regard to gender, age, education, and job tasks and show that it predicts employee’s actual participation in further training. Moreover, we show the potential that results from the combination of the new survey module with further key strengths of the NEPS data such as its life-course or competence measures., Digitalisierung, der Einsatz vernetzter digitaler Technologien und Automatisierung haben in den letzten Jahren stark zugenommen. Sie prägen die heutige Arbeitswelt. Dieser tiefgreifende Wandel führt zu veränderten Weiterbildungsbedürfnissen und schafft neue Beschäftigungsmöglichkeiten. Aber er führt auch zu Überforderung oder der Angst vor Arbeitsplatzverlust. Das Ausmaß der durch die fortschreitende Digitalisierung induzierten gesellschaftlichen Veränderungen erfordert qualitativ hochwertige Forschungsdaten. In diesem Beitrag stellen wir ein neues mehrdimensionales Messinstrument zur Digitalisierung der Arbeitswelt vor, das in den Erwachsenenkohorten des Nationalen Bildungspanels (NEPS) implementiert wurde. Wir zeigen, wie gut und für welche Beschäftigtengruppen die neu entwickelten Items die Alltagsrealität am Arbeitsplatz abbilden. Wir prüfen die Anwendbarkeit des Instruments im Hinblick auf Geschlecht, Alter, Ausbildung und Aufgaben im Beruf und zeigen, dass es die tatsächliche Weiterbildungsbeteiligung von Beschäftigten vorhersagt. Darüber hinaus zeigen wir das Potenzial auf, das sich aus der Kombination der neu implementierten Items mit weiteren zentralen Stärken der NEPS-Daten - wie der Lebensverlaufserfassung und Kompetenzmessung - ergibt.

Cílem studie je analýza přístupu české vzdělávací politiky ke kvalifikačním požadavkům na vstup do učitelské profese v souvislosti s aktuálně projednávanou novelou zákona č. 563/2004 Sb., o pedagogických pracovnících, a zejména jejím kontroverzním § 9a odst. 1, který otevírá učitelskou profesi vysokoškolsky vzdělaným odborníkům bez pedagogické kvalifikace. Na případu legislativního procesu v daném tématu je dokumentován a analyzován přístup české vzdělávací politiky k profesi učitele v kontextu vztahů vrcholné decizní sféry k výzkumným zjištěním, mezinárodním trendům a strategiím relevantním pro kvalitu učitelů v 21. století. Zkoumání uvedeného případu vzdělávací politiky je založeno na metodologii desk research. Klíčové zdroje dat představují dokumenty: legislativní (různé verze novely – sněmovní a senátní tisk novely, pozměňovací návrhy, stenozápisy z jednání obou komor Parlamentu ČR), dokumenty odborné a strategické (na národní i evropské úrovni), MŠMT, stanoviska důležitých aktérů a tiskové zprávy (profesní asociace, odborníci, neziskové organizace, příspěvky na sociálních sítích), mailová komunikace jedné z autorek příspěvku s poslanci a senátory. Dále míra využití relevantních výzkumných dat a doporučení v procesu tvorby návrhu a politického rozhodování v otázce zákonných požadavků na kvalifikaci učitele., The aim of the study is to analyse the approach of Czech educational policy to qualification requirements for the entry into the teaching profession, related with the currently discussed amendment to Act 563/2004 Coll., on educational staff and its controversial § 9a (1). The investigation of the legislative definition of teaching qualification requirements in this amendment and the process of its debate aims at comprehension and a deeper understanding of the relation between political decision-making, research-based findings and the way they are communicated to politicians. The main research questions are: (1) What reasons for the reduction of qualification requirements in the de-professionalization amendment were formulated by the submitter of the amendment - the Ministry of Education, Youth and Sports, Deputies and Senators of the Parliament of the Czech Republic? (2) What arguments did politicians - supporters and opponents of the amendment - present in their statements during the legislative process? (3) What opinions did other actors of the professional and general public express during the amendment debate? The questions related to the case of the de-professionalization and de-qualification amendment are followed by more general research questions: (1) How does Czech educational policy approach teaching as a regulated profession with certain occupational roles, the performance of which is regulated and limited? (2) How are research findings and research-based recommendations of the European and national levels used in Czech educational policy and in decision-making processes in the field of the teaching profession? The study is based on the desk research methodology. Key data sources are: legislation (different versions of the amendment – deputy and senate copies of the amendment, amendatory proposals, steno records of both Czech Parliament chamber meetings), professional and strategic documents (at national and European levels), documents of the Ministry of

Introduction. Reforming of the military education system requires the development and implementation of a number of legal documents governing the activities of higher education institutions, the system of professional training and retraining of military specialists. Among the main legal documents is the development of the Sectoral Framework of Qualifications in the field of knowledge "Military Sciences, National Security, State Border Security.Purpose. The purpose of the article is to determine the stages and content of the process of formation of the sectoral framework of qualifications in the field of knowledge "Military Sciences, National Security, State Border Security".Methods. The system of general scientific and special methods of theoretical and empirical research (analysis of scientific literature, systematization and generalization of materials, logic and comparative, content analysis) was used in order to realize the article purpose. Results.The issues of formation of the sectoral qualification framework in the field of knowledge "Military Sciences, National Security, State Border Security" have been investigated, proposals have been analyzed and developed for amending the relevant legal framework.Content. Analysis of higher education standards in the field of knowledge "Military Sciences, National Security, State Border Security" indicates that today there is no single approach to the goals, methods and results of training of servicemen of the Armed Forces and other military formations formed in accordance with the laws of Ukraine. The standards developed for the respective specialties in each of the law enforcement agencies differ in essence and are not structurally related. This is especially true of the training of operational-level officers. This is a problem that needs to be addressed, including in the development of the Sectoral Qualifications Framework, as it is directly related to military education and training, in some respects preventing further reform of the entire NATO higher education and training system. Conclusion. The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies.

The entrenchment of the neoliberal state and rise of populist leaders has marginalized the role of voluntary organizations in society. This presents significant challenges for nonprofit leaders in economically challenged areas as it erodes their ability to protect and serve vulnerable populations. Attention turns to maintaining hard fought gains at the expense of making progress. Yet doing so requires new skills and leadership styles to manage organizational change where innovation and transformation are key. Based on 42 qualitative interviews with disability nonprofit leaders in Atlantic Canada, our study aims to characterize this transformation. Using Szerb’s (2003) key attributes of entrepreneurship that distinguish between entre-, intra-, and interpreneurs, we find disability leaders have become interpreneurs. We find a strong emphasis on networked service delivery underscoring shared goals, risks and responsibilities, and resources. For disability leaders, cultivating relationships and strong communication skills are essential. In the face of populist desires for state retrenchment, we question how long this collective response can hold given ongoing economic challenges.

Im Zeitraum vom 06.12.2021 bis 26.01.2022 wurde im Rahmen des Zukunftszentrum Digitale Arbeit Sachsen-Anhalt eine Online-Umfrage zum Thema "Arbeit betrieblicher Interessenvertretungen und Digitalisierung" durchgeführt. Zielgruppe dieser Befragung waren Mitglieder verschiedener betrieblicher Interessenvertretungen in Sachsen-Anhalt. Mit der Befragung sollten sowohl die Erfahrungen als auch Bedarfe in Bezug auf Betriebsratsarbeit und Digitalisierung der Interessenvertretungen in Sachsen-Anhalt erhoben werden, um als Ergebnis bedarfsgerechte Qualifizierungskonzepte entwickeln und erproben zu können. Dafür wurde einerseits der Ist-Zustand der Betriebsratsarbeit, als auch mögliche künftige Entwicklungen durch das neue Betriebsrätemodernisierungsgesetz in den Blick genommen. Im Folgenden wird die Auswertung der Umfrage beschrieben und die Ergebnisse in den Kontext weiterer Studien gesetzt. Abschließend werden Handlungsempfehlungen für Qualifizierungskonzepte und die digitale Betriebsratsarbeit formuliert.

Статья посвящена развитию теоретических и практических аспектов применения профессиональных стандартов в деятельности организации. Вводимая система профессиональных стандартов в России меняет требования к уровню квалификации сотрудников и содержанию исполняемых ими функций. В данном исследовании проведено теоретическое обоснование и представлены разработки для практического применения методического инструментария разработки модели управления персоналом организации в условиях внедрения профессиональных стандартов. Результаты исследования апробированы на примере межрайонного Управления Пенсионного фонда России (УПФР). С точки зрения теоретического обеспечения в статье представлена зависимость принципов кадровых стратегий от используемой базовой стратегии в организации и обоснована роль профессиональных стандартов в ее реализации, а также организационно-методическая модель управления персоналом в условиях внедрения профессиональных стандартов. С практической точки зрения проведен комплексный анализ факторов, влияющих на разработку кадровой стратегии организации, который показал значительное влияние человеческого фактора на деятельность межрайонного УПФР, данный фактор является главным рискообразующим фактором. Далее представлена разработанная авторами система сбалансированных показателей межрайонного УПФР для детализации целей кадровой политики. Составлена карта рисков управления персоналом на основе профессиональных стандартов, и проведено сравнение рисков до и после внедрения предлагаемой модели., The article is devoted to the theoretical and practical aspects development of the professional standards application in the organization’s activities. The introduced professional standards system in Russia changes the requirements for the employees’ qualification level and their functions content. This study provides a theoretical justification and presents developments for the methodological tools practical application for developing an organization's HRM model in the professional standards introduction context. The results of the study were tested in the inter-district Pension Fund of Russia Department (PFRD). From the theoretical point of view, the article presents the dependence of the HR strategies principles on the basic organizational strategy and substantiates the professional standards role in its implementation, as well as the organizational and methodological HRM model in the professional standards introduction context. From a practical point of view, a comprehensive analysis of the factors influencing the development of the organization's HR strategy was carried out, which showed the human factor significant influence on the inter-district PFRD activities, this factor is the main risk-forming factor. Further, the balanced indicators system developed by the authors is presented to detail the HR policy goals. The domestic experience of employees' collective formation in the past was to a much extent based on the state system of personnel training, when the enterprises were provided with personnel by plan. The transition to the market economy nowadays has not resulted in the formation of a purposeful advanced system of personnel training. The generation of employees who obtained training in the Soviet period, when both the demand and training were planned, is now reaching the retirement age, and there is no trained substitution for them. This is especially true for the Russian industrial enterprises.

This paper deals with management competencies of head and department nurses in Moravian hospitals. There are cited papers from Czech authors in the theoretical part which deal with health care, and the work of nurses. The research is based on a questionnaire sent to the hospitals in Znojmo, Třebíč and the Faculty hospital of St. Anna in Brno. Totally, the average response rate was 63,6 %, covering 886 nurses, 124 department nurses and 29 head nurses – 1039 in total. In terms of nurses’ education the high school-leaving exam is most common; in average about 80 % of all nurses. And this is the same for head and department nurses, where there will be a requirement for a university degree in future especially for the position head nurse. This research shows that informal relationships predominate in hospitals. This is based on the democratic managerial style of department and head nurses. They predominantly obtained knowledge from human resource management in their working practice and previous occupation, (65,9 % respondents). Nurses and especially department nurses (66,7 %) don’t want to manage people but don’t want to reach higher positions (I think this is what you mean) and don’t reach position of their subordinate. Department nurses but head nurses would like to participate in management and human resource management courses. According to the results of this questionnaire research (evaluation of nurses and self evaluation of department nurses and head nurses as well) management competencies are on good level in analysed hospitals. By testing dependence of chosen variables was found middle strong dependence between valuables: working position by department and head nurses and their preferences of communicative relationships. By department nurses which evaluated managerial style of head nurse and satisfaction with their occupation was found middle strong dependence as well.

Durch die treibenden Kräfte der Digitalisierung befindet sich unsere Arbeitswelt in einem kontinuierlichen Wandel. Eine stetige Neuausrichtung und Anpassung der beruflichen und persönlichen Kompetenzen ist notwendig, um den Anforderungen der Zukunft begegnen zu können. Im vorliegenden Beitrag wird darauf eingegangen, welche Kompetenzen in Zukunft besonders gefragt sein werden und wie diese gefördert werden können. Hard Skills wie IT- und Medienkompetenz bleiben auch in Zukunft zentrale Anforderungen und müssen in Bildungssystemen gezielt forciert werden. Besondere Bedeutung haben Soft Skills wie soziale Kompetenz, kritisches Denken, Agilität und Resilienz - diese können ebenfalls erlernt werden. Kompetenzen der Zukunft sollen auf Ebene der Politik, der Organisationen sowie der Individuen gefördert werden.

Im Zuge der wachsenden Bedeutung von Wissen und Wissenschaft liegt die Vermutung nahe, dass besonders Hochqualifizierte bzw. Akademiker/innen von diesem Bedeutungszuwachs profitieren. Damit kann ferner angenommen werden, dass diese Entwicklung auch für Absolvent/innen geisteswissenschaftlicher Disziplinen mit höheren beruflichen Erfolgschancen einhergeht. In der vorliegenden Untersuchung wurde ein Index entwickelt, mit dessen Hilfe sich die beruflichen Erfolgschancen von Personen sehr viel genauer ermitteln lassen. Die Ergebnisse dieser Berechnung laufen den Annahmen zuwider. Der berufliche Erfolg von Akademiker/innen sinkt, dabei haben Geisteswissenschaftler/innen die niedrigsten Erfolgschancen unter allen Akademiker/innen.

Aufgrund des schnellen technischen Fortschritts, den Veränderungen auf dem Arbeitsmarkt und dem gesellschaftlichen Wandel ist es von Bedeutung, dass sich alle Bevölkerungsgruppen an Weiterbildung beteiligen, um sich weiterhin in dieser stetig verändernden (Arbeits-) Umwelt erfolgreich behaupten zu können. Dem Staat kommt hierbei eine bildungspolitische Gestaltungsaufgabe zu, für deren Erfüllung zahlreiche Informationen über den bundesweiten Stand der Entwicklung der Weiterbildung notwendig sind. Allerdings liefern die empirischen Erhebungen sehr unterschiedliche, zum Teil sogar widersprüchliche Informationen über die Weiterbildungsaktivitäten in Deutschland. Gemäß der Daten des Berichtssystems Weiterbildung IX bildeten sich 2003 41% der erwachsenen Bevölkerung weiter; laut Mikrozensus waren es hingegen im selben Jahr nur knapp 13% der Erwachsenen! Welche Aussage nähert sich nun aber der wahren Beteiligungsquote an? Wie effizient sind überhaupt die verschiedenen Weiterbildungserhebungen? Worin sind die Unterschiede der Ergebnisse der verschiedenen Erhebungen begründet und welche Auswirkungen auf Analyseergebnisse sind schließlich die Folge? Diese Fragen wurden in der Expertise für die Personenbefragungen Mikrozensus 2003 (MZ 03) und Berichtssystem Weiterbildung IX (BSW IX) sowie die Unternehmensbefragungen Continuing Vocational Training Survey 2 (CVTS 2) und IAB Betriebspanel 1999 (IAB BP 99) verfolgt.
