Peran pemerintah daerah dalam mewujudkan negara kesejahteraan sangat besar, hal ini dikarenakan negara Indonesia dengan konsep negara kesatuan memilih asas desentralisasi, sehingga pemerintah daerah diberikan urusan pemerintahan oleh pemerintah pusat yang dikenal dengan istilah otonomi daerah, namun otonomi daerah sangat sulit terhindar dari praktik korupsi yang dilakukan oleh pejabat daerah, bahkan korupsi ini menjadi musuh besar yang sering menghantui pemerintah daerah. Hal ini disebabkan karena peran pengawas internal pemerintah tidak kuat, bahkan yang ada adalah sebagai bawahan dari kepala daerah. Permasalahannya adalah bagaimana merekonstruksi sistem pengawasan pemerintahan di daerah. Penelitian ini bertujuan untuk menganalisis sistem pengawasan pemerintah daerah, jenis penelitian ini adalah deskriptif analisis, dengan menggunakan pendekatan perundang-undangan (statute approach) dan pendekatan konseptual (conceptual approach). Hasil dari penelitian ini dalam rangka mengurangi terjadinya korupsi di pemerintah daerah adalah dengan cara memperkuat sistem pengawasan pemerintah daerah, antara lain; Pertama, aparat pengawas internal pemerintah harus diperkuat dengan undang-undang. Kedua, Paran DPRD juga harus dikembalikan sebagaimana ajaran trias politica Montesque, yaitu perannya sebagai kontrol terhadap pemerintah daerah dalam rangka mewujudkan Checks and Balances. Ketiga, Partisipasi Masyarakat juga memiliki peran penting untuk mencegah terjadinya praktik korupsi di pemerintahan daerah, karena dalam negara demokrasi tanpa adanya partisipasi masyarakat maka akan sulit untuk mewujudkan tata kelola pemerintahan daerah yang baik. The role of local governments in realizing a welfare state is very large, this is because the Indonesian state with the concept of a unitary state chooses the principle of decentralization, so that local governments are given government affairs by the central government known as regional autonomy, but regional autonomy is very difficult to avoid corrupt practices carried out by regional officials, even this corruption is a big enemy that often haunts local governments. This is due to the role of internal government supervisors is not strong, even existing as subordinate to regional heads. The problem is how to reconstruct the peerintahan surveillance system in the regions. This study aims to analyze the local government supervision system, this type of research is a discriptive analysis, using a statutory approach (statute approach) and a conceptual approach (conceptual approach). The results of this study in order to reduce the occurrence of corruption in local governments are by strengthening the local government supervision system, including; First, the government's internal supervisory apparatus must be strengthened by law. Second, Paran DPRD must also be restored as the teaching of Montesque's trias politica, namely its role as a control of local government in order to realize Checks and Balances. Third, Public Participation also has an important role to prevent corrupt practices in local governments, because in a democratic country without public participation it will be difficult to realize good local governance.

The construction supervision system plays an essential role in promoting the development of Chinese construction industry. However, as the core of the supervision system, the supervisor may deviate from duty and collude with the contractor to seek more profits. This paper investigates optimal collusion governance strategies under the prevailing supervision system. This paper develops a game-theoretic framework including an owner, a supervisor and a contractor, wherein all players interact and pursue to maximize their self-profits. The collusion equilibrium and the collusion-proof equilibrium are explored. Since the game contains multiple rounds of strategic interactions, backward induction is applied to ensure subgame perfection. The results show that collusion makes the supervision system not always in the owner's interests. For projects recommended to implement the supervision system, the boundary condition for the owner applying the supervision system is derived. For projects required mandatory supervision, the owner prefers to let the contractor and supervisor collude under certain conditions and guard against collusive behaviours otherwise. This study contributes to the theory by exploring the effects of covert collusion and optimal governance strategies. Building an intelligent supervision system through information technology for quality and safety of food contact materials and products is one important measure to promote the precision supervision and improve supervision efficiency. In this paper, the development of intelligent supervision in the current smart society is studied, and the current supervision modes and situation of food contact materials and products in China are analyzed. Based on this, this paper gives out the smart regulatory system framework construction suggestion for quality and safety of food contact materials and products, and provides the reference for government departments to supervise the quality and safety of food contact materials and products under new situations.

Incessant food safety scandals in China have given rise to a loss of public trust in food safety, stimulating a series of studies focussing on food safety governance, accountability, and trust restoration. Against this backdrop, Chinese scholars are keen to reflect on different strategies for ensuring food safety public accountability and credibility, presenting different perspectives on issues like responsibility, trust, risk communication, and transparency. In this paper, we aim to get more in-depth insight into how Chinese scholarly debates co-construct public accountability for food safety as a public issue. We selected 51 articles from 10,790 candidates drawn from four Chinese academic databases for content analysis. Drawing from political theories on public accountability as well as science and technology studies, the analysis shows that arguments for a specific public accountability model (more or less centralised, more or less stakeholder participation) are intertwined with the specific role of scientific expertise (more or less authoritative, more or less democratising). As such, the analysis shows how scholarly debates on public accountability for food safety in China co-construct a public forum for discussing supervision and accountability, risk assessment, and transparency. In oil and gas industrial production and transportation plants, gas turbines are considered to be the major pieces of equipment exposed to several unstable phenomena presenting a serious danger to their proper operation and to their exploitation. The main objective of this work is to improve the competitiveness performance of this type of equipment by analyses and control of the dynamic behaviors and to develop a fault monitoring system for the equipment exposed and subject to certain eventual anomalies related to the main components, namely the shaft and the rotors. This study will allow the detection and localization of vibration phenomena in the studied gas turbine based on the input / output data.

More and more attention has been paid to the safety of laboratory in colleges. The laboratory biosafety management system following the principle of human safety is the pre-condition of a routine laboratory operation.Under the national regulation and technical guidance about laboratory safety management, this paper reviewed the potential risk factors in the neurobiology laboratory, and put forward feasible solutions. Through safety training, the establishment of safety management system,standardized procedurs and extensive supervision system, the medical students in the neurobiology laboratory are constrained in terms of ideology, system and management norms, in order to improve the students'awareness, cultivate training of GOP techonology,so to ensure the safety of medical students in the neurobiology laboratory.

In this paper, we describe the needs and specific requirements of the aerospace industry in the field of metal machining; specifically, the concept of an edge-computing-based production supervision system for the aerospace industry using a tool and cutting process condition monitoring system. The new concept was developed based on experience gained during the implementation of research projects in Poland’s Aviation Valley at aerospace plants such as Pratt & Whitney and Lockheed Martin. Commercial tool condition monitoring (TCM) and production monitoring systems do not effectively meet the requirements and specificity of the aerospace industry. The main objective of the system is real-time diagnostics and sharing of data, knowledge, and system configurations among technologists, line bosses, machine tool operators, and quality control. The concept presented in this paper is a special tool condition monitoring system comprising a three-stage (natural wear, accelerated wear, and catastrophic tool failure) set of diagnostic algorithms designed for short-run machining and aimed at protecting the workpiece from damage by a damaged or worn tool.

In the present work a computer application is made responsible for supervising the monitoring of an intelligent network in the conditions of a less developed infrastructure and through the use of free software. Currently with incorporation of renewable sources of energy, new systems of tariffs, services and the Internet of Things; Electrical power systems have also evolved towards the smart grid. These require a communications infrastructure and Internet access that is sometimes not available, so the platform developed can cover these deficiencies and provide an environment for growth and technological independence. The system is implemented using the Python programming language and a SQLite database. Food is the paramount necessity of the people, and safety is most essential for food. Food safety is related to people's fundamental interests, affecting people's basic health. It is an important factor in promoting people's livelihood development and social progress. Compared with European countries and the United States in developed food safety supervision systems, the development of food safety supervision system in China is still relatively backward. As food safety supervision is not in place, food safety incidents have occurred in recent years, so that public's panic about food safety has intensified. It has a strong impact on social stability and the food economy. Thus, strengthening the construction of food safety supervision system is imperative. Since experiencing a series of food safety incidents, the EU has gradually improved its food safety supervision system and has developed the most comprehensive and mature food safety supervision system in the world. On the basis of sorting out the characteristics of EU's food safety supervision system, the development direction of China's food safety supervision system is proposed from four aspects: supervisor, legal system, law enforcement ability and safety standards. Aiming at the four outstanding problems of informationized supervision for judicial publicity, the judicial public data is classified based on data driven to form the finally valuable data. Then, the functional structure, technical structure and business structure of the data processing system are put forward, including data collection module, data reduction module, data analysis module, data application module and data security module, etc. The development of the data processing system based on these structures can effectively reduce work intensity of judicial open iformation management, summarize the work state, find the problems, and promote the level of judicial publicity.

This paper reviewed management of pesticide residues in China including laws and regulations, the supervision system, the standard system, and the quality and safety of agricultural products. The process of establishment and internationalization of standards for pesticide residues were also discussed. Results indicate that the progress of the management of pesticide residues has been steadily made in China. However, the following aspects which refer to updates to regulations, supervising efficiency, standard system, risk assessment, international cooperation and communication, should be further improved. China should draw lessons from international experience, and then establish its own management system, which focuses on pesticides controls by strictly following relevant laws and technical standards to ensure the quality and safety of agricultural products.

This paper describes a supervisor system for monitoring the operation of automated agricultural vehicles. The system analyses all of the information provided by the sensors and subsystems on the vehicles in real time and notifies the user when a failure or potentially dangerous situation is detected. In some situations, it is even able to execute a neutralising protocol to remedy the failure. The system is based on a distributed and multi-level architecture that divides the supervision into different subsystems, allowing for better management of the detection and repair of failures. The proposed supervision system was developed to perform well in several scenarios, such as spraying canopy treatments against insects and diseases and selective weed treatments, by either spraying herbicide or burning pests with a mechanical-thermal actuator. Results are presented for selective weed treatment by the spraying of herbicide. The system successfully supervised the task; it detected failures such as service disruptions, incorrect working speeds, incorrect implement states, and potential collisions. Moreover, the system was able to prevent collisions between vehicles by taking action to avoid intersecting trajectories. The results show that the proposed system is a highly useful tool for managing fleets of autonomous vehicles. In particular, it can be used to manage agricultural vehicles during treatment operations.

Laboratories of colleges and universities are important places for scientific research, experimental teaching and production practice. Laboratory safety has become more and more valued by the departments of security and management of colleges and universities. And laboratory safety supervision, which is a significant means to monitor a laboratory safety status, has also drawn increasing attention. This article states a comprehensive and systematic exposition of the laboratory safety supervision system from the aspects of system connotation, operating mechanism and other factors. Moreover, the article indicates the significance of laboratory safety supervision system in laboratory safety management in universities, and expounds the supervisory role of laboratory safety supervision in safety responsibility system. Combined with the current laboratory safety management in universities and colleges, in order to enhance the management level of safety management departments and improve the safety management of teachers and students, enhance the ability of teaching and research, the article has given a number of operable suggestions on promoting the safety responsibility system. In this work, we present the design of a fault detection and isolation (FDI) system for the mass air flow (MAF) sensor of an internal combustion (IC) engine based on adaptive observers, which in turn are based on a couple of ordinary differential equations which express the dynamics of the intake temperature and the pressure. Specifically, the observers were designed to estimate the MAF value that enters into the system in order to generate analytical redundancy, i.e. to have two signals of the same variable, one provided by the observers and the other one provided by the sensor. The FDI system allows the uninterrupted operation of the IC engine, after a total failure of the MAF sensor, by switching the faulty signal to the healthy value given by the observers. To modernize food safety governance, we must carry out basic restructuring of its internal logic at the national level to reflect the features of contemporary Chinese society that shape food safety. This will entail establishing an overarching, macro-level conception of food safety that integrates 'baseline safety', 'hub safety', 'co-constructed safety' and 'endogenous safety'. These four dimensions of safety represent four fundamental requirements of food safety governance in modern Chinese society, which is a 'risk society' (Beck 1992) and one that is also complex, open and pluralist. These requirements are: maximum legal liability, a unified, authoritative and efficient supervision system, a concept of social co-governance, and enterprises being the primary entities accountable for food safety. This article uses this analytical framework to interpret the basic contents of the newly revised Food Safety Law of the People's Republic of China, and uses a focus on social co-governance to present the institutional highlights of this law and the transformation of the internal logic of food safety governance. In this paper, for the problem of the security of students in primary and secondary schools, we propose a campus intelligent safety supervision system based on RFID technology. Through the use of RFID technology for non-contact automatic recognition features, the system achieves the goal of supervising the school gate, classroom, danger zone entrance and other places in the primary and secondary schools. Then the information of the acquisition is classified, compared, displayed, alarm, etc. The information is automatically acquired and transmitted in real time, which makes the supervision and management of the school more intelligent. Compared with the existing campus management system, the system can be more accurate access to information in real-time, improve the convenience and effectiveness of safety management, and realize the intelligent supervision and management of the students in primary and secondary schools. The paper presents the functionality and applicability of AeroSafetyShow Demonstrator+PL (ASSD+PL). Software was invented and developed by a scientific consortium between Żelazny6 Wojciech Krupa company and Poznan University of Technology. Project was co-financed by the European Union and the National Centre for Research and Development. ASSD+PL is an intelligent system, which allows to increase the safety of flight operations by conducting surveillance in the real time. This article aims to build a model to identify key performance indicators for regional supervision system performance in China. A quantitative model consisting of performance indicators using discriminant analysis method was developed using regional data from 2005 to 2009. Validity of the identified key performance indicators was verified using classification analysis and group membership prediction based on 2010 data. The results show, first, that the differences between groups arise from the scale, structure, and human resources of regional supervision systems. Second, regional supervision systems are labor intensive instead of knowledge intensive, no matter which group they belong to. Third, it may be appropriate to merge developing and underdeveloped regions. This implies that practicing engineering managers could play an even more significant role in these markets. Practicing engineering managers could provide knowledge-intensive services, such as design supervision and life-cycle cost supervision so that global consulting competitors could enter the Chinese supervision market and sustain a competitive edge. Based on the policy background of China '13th Five-Year Environmental Protection Plan', this paper empirically explores the influences of external corporate features and internal governance structure on the score of environmental responsibility (ER) rating. It is concluded that the score of ER rating is positively related to corporate scale and concentration of shareholding. Besides, the findings show that the score of ER rating of heavy pollution industry is significantly lower than that of other industries. The government in China should improve the supervision system of ER information disclosure so as to drive enterprises to earnestly fulfill their social responsibility. [ABSTRACT FROM AUTHOR]
