This paper analyzed, for the Brazilian case, the Clean Development Mechanism (CDM). The concept of negative externality and market failure was used to understand the need for environmental policies capable of favoring the sustainable development of countries. The results show the importance of scale for the registration of projects. The energy sector, for example, has more small-scale projects that were created to simplify procedures and lower costs. It was concluded, in general, that the CDM has become an international historical landmark, as it is an innovative tool in contributing to the mitigation of climate change. However, despite its importance being recognized globally, it was observed that the mechanism has weakened over time and there are uncertainties regarding the validity of the Kyoto Protocol. The New Zealand Emissions Trading Scheme (NZ ETS) broke new ground in ETS design. Drawing from analysis of core policy documentation, this paper examines the rationale, outcomes, and outlook for three key innovations – broad sectoral coverage with some upstream points of obligation, the absence of a hard limit on system emissions, and a two-part cost containment mechanism – following the first decade of operation. It also provides comparative assessment with the European Union Emissions Trading System and California Cap-and-Trade Program. The NZ ETS was designed around the principle of least-cost compliance with international responsibility targets and a core assumption that the Kyoto Protocol emissions market would converge toward an efficient emission price aligned with rising global mitigation ambition. This assumption did not become a reality. As a result, the NZ ETS has produced a functional cross-sector trading market but little incentive for domestic mitigation to date. In late 2019, amendments were introduced to reform sectoral coverage, unit supply, and price management features so the system will better support New Zealand's targets under the 2015 Paris Agreement and 2019 Zero Carbon Act. However, substantial technical and political challenges remain to set near-term domestic mitigation ambition, phase out industrial free allocation, determine the mitigation contribution from the land sector, and design the agricultural emissions pricing regime. The evolution of the NZ ETS, relative to other systems and in response to national circumstances, offers insights that can inform the future development of emissions trading globally. Key policy insights Since 2008, the NZ ETS has successfully pioneered broad cross-sector emissions trading with upstream energy-sector obligations and deforestation obligations with afforestation crediting. Pricing of biogenic agricultural emissions is anticipated from 2025. The government's failure to adapt unit supply and cost containment mechanisms to changing market conditions has undermined incentives for domestic mitigation, resulted in a large bank of participant-held emission units, and subjected the market to long-term policy uncertainty. A cap on auctioning and new price management features will better equip the NZ ETS to support New Zealand's domestic emission reduction targets, but strategic questions remain about the future role of the land sector. Relying on complex interdependence as a theoretical approach, this paper investigates the hypothetical damage that the U.S. withdrawal from the Paris Agreement could represent for Africa in terms of climate finance. In June 2017, President Donald Trump publicly declared the U.S. intention to withdraw from further participating in the multilateral Paris Agreement. To keen followers and analysts of the U.S. climate policy beyond its borders, such unilateral action was never a surprise. Rather, it is nostalgic of the experience of the Kyoto Protocol, particularly how more or less similar move unduly prolonged the global climate negotiations up till late 2015 when the Paris Agreement came about. Although the Paris Agreement is remarkable as it represents the first states-wide climate deal, it however left a number of issues unresolved. Notable among which is climate finance which has remained the most contentious and of critical concern to developing countries, particularly in Africa. Pitted against the fact that Africa contributes less to climate change and, ironically, the hardest-hit by the phenomenon, the U.S. withdrawal from the Paris Agreement aggravates concerns around climate finance and, indeed, portends additional burdens for a continent that is still struggling to cope with the untoward fallout of climate change. The future of the Carbon Market Approach under the United Nations Framework Convention on Climate Change (UNFCCC) is uncertain. However, further development of Carbon Markets is expected. This paper estimates the average carbon price of the carbon emission permits (COP-approved units) acquired by the Spanish government and also a more realistic figure for the average carbon cost of the aforesaid emission permits. This is very useful for evaluating and comparing different carbon prices and markets. In addition, the paper contributes to the existing literature by providing a deeper understanding of the flow of emission permits between the European Union Emission Trading Scheme (EU ETS) and the Emission Trading Scheme (ETS) under the Kyoto Protocol. The main conclusions are that the estimated carbon price and cost are both lower than other reported prices and costs. This may go some way towards explaining why the government preferred to use the Flexibility Mechanisms and acquire an especially large number of COP-approved units (mainly Assigned Amount Units (AAUs)) through bilateral transactions with other Annex B countries, instead of launching actual greenhouse gas (GHG) abatement projects in the country. This review paper is devoted to elaborating the status of different energy policy planning studies and the evaluation of various GHG mitigation studies. It includes, some of the major developments in global energy scenario, status of Green House Gas (GHG) emissions, issues in the implementation of Kyoto protocol and GHG mitigation, Clean Development Mechanism (CDM) and energy scenario especially pertaining to the residential, industrial and commercial energy sector in the initial sections. The later part of this paper highlights the salient contributions in various literatures pertaining to energy demand forecasting in residential, commercial and industrial sector, GHG estimation methodologies, and GHG mitigation studies in various sectors. The success and difficulties in implementing various policy planning practices were also discussed in the paper. Most of the prominent literature in the area of energy demand and consumption analysis towards effective implementation of GHG mitigation is described. How effective was the Kyoto protocol? International Environmental Agreements (IEA) have been on the rise over the past four decades; however, thus far their effectiveness is controversial. In view of the conflicting results found in the related literature, this paper addresses its effectiveness by utilizing for the first time the generalized synthetic control method (GSCM) to compare the emissions of the industrialized countries with a "No- Kyoto" counterfactual scenario that represents the expected emissions in the absence of the protocol. This method facilitates a robust comparison between treated and control countries as done by Almer and Winkler (2017) and account for the multiple treated units as done by Grunewald and Martinez-Zarzoso (2016), so as to capture the collective nature of the protocol. Results show that the protocol was successful in reducing the emissions of the ratifying countries approximately by 7% below the emissions expected under a "No-Kyoto" scenario, confirming the importance of accounting for the collective nature of the agreement. The carbon cycle is being altered as a result of human-induced changes in the Earth's system. Therefore, ecosystems such as wetlands, authentic CO 2 sinks, are becoming especially important. Little information exits on the soil organic carbon (SOC) stock for the middle east-countries man-made wetlands making wadis permanent with the outflow of wastewater treatment plants. This paper presents the vertical distribution of SOC content, soil bulk density (SBD) and SOC density in soil of vegetated and bare sites in Wadi Al-Thulaima, one of the artificial wetlands in central Saudi Arabia. The mean distribution of SBD in the vegetated and bare sites increased significantly with depth. Inversely, the SOC content declined significantly with depth, from 17.1 g C kg −1 at 0–3 cm depth to 3.3 g C kg −1 at 15–18 cm depth in vegetated sites and from 4.7 g C kg −1 at 0–3 cm depth to 0.7 g C kg −1 at the 15–18 cm depth in bared sites. Vegetation significantly affected the SOC pool, the total mean SOC pool of the vegetated sites (2.0 kg C m −2 ) was higher than that of the bare sites (0.5 kg C m −2 ). The Kyoto Protocol implemented the first international top-down mechanisms and provided mitigation incentives for both Annex B and non-Annex B countries. An assessment of the Kyoto Protocol would contribute to the fundamental discussion on designing future mitigation mechanisms under Article 6 of the Paris Agreement, while the use of a top-down approach that includes an emission trading scheme appears important for achieving the 2 °C target. This paper summarizes the existing literature and quantifies the effects of greenhouse gas (GHG) emission reduction impacts from the Kyoto Protocol using the Stochastic Impacts by Regression on Population, Affluence and Technology (STIRPAT) approach for Annex B countries and 'additionality' assessment of Clean Development Mechanisms (CDM) projects for non-Annex B countries. We found that the Kyoto Protocol brought about 951 Mt CO 2 e of real emission reductions in all over the world, mainly from implementing non-energy-related GHG emission reduction projects in non-Annex B countries. For the Annex B countries, 76 Mt CO 2 e of mitigation occurred during the preparation stage of the first commitment period (2005–2007), but no further effects were observed during the first commitment period (2008–2012). The following important lessons were learned from the implementation of the Kyoto Protocol: (1) insufficient emission caps did not provide any mitigation incentives; rather, they resulted in perverse effects amounting to 12 Mt CO 2 e, which increased emissions in certain Annex B countries with economies in transition; and (2) since 42% of energy-related projects in non-Annex B countries were assessed as non-additional projects, more attention needs to be paid to the design of international cooperation mechanisms. This paper examines the costs of electricity generation by the power projects under the Clean Development Mechanism (CDM) of the Kyoto Protocol. Using the CDM project-specific data, the levelized cost of electricity (LCOE) for each project is calculated. Based on the calculated LCOEs, an electricity cost function is estimated and the average cost curves for different renewable technologies, project locations, and time are derived. The results show that LCOE decreases, at a decreasing rate, with the scale and duration of the projects while the degree of economies of scale and time significantly vary across different technologies and locations. Results further show that the distribution of power projects in the CDM energy portfolio or a given location does not quite follow the relative cost structure for different technologies. Also, the distribution of different types of projects across different regions or host countries does not strictly follow the relative average costs for different locations. As the power projects under the CDM earn additional revenues from the sales of Certified Emissions Reduction credits (CERs), the CDM enables renewable electricity to be more competitive which crucially depends on CER prices, costs of CER issuance, and the length of crediting period. Background: Forests have always played an important role in agreeing on accounting rules during the past two decades of international climate policy development. Starting from activity-based gross-net accounting of selected forestry activities to mandatory accounting against a baseline-rules have changed quite rapidly and with significant consequences for accounted credits and debits. Such changes have direct consequences on incentives for climate-investments in forestry. There have also been strong arguments not to include forests into the accounting system by considering large uncertainties, procedural challenges and a fear of unearned credits corrupting the overall accounting system, among others. This paper reflects the development of respective accounting approaches and reviews the progress made on core challenges and resulting incentives. Main text: The historic development of forest management accounting rules is analysed in the light of the Paris Agreement. Pros and cons of different approaches are discussed with specific focus on the challenge to maintain integrity of the accounting approach and on resulting incentives for additional human induced investments to increase growth for future substitution and increased C storage by forest management. The review is solely based on scientific publications and official IPCC and UNFCC documents. Some rather political statements of non-scientific stakeholders are considered to reflect criticism. Such sources are indicated accordingly. Remaining and emerging requirements for an accounting system for post 2030 are highlighted. Conclusions: The Paris Agreement is interpreted as a 'game changer' for the role of forests in climate change mitigation. Many countries rely on forests in their NDCs to achieve their self-set targets. In fact, the agreement 'to achieve a balance between anthropogenic emissions by sources and removals by sinks of greenhouse gases in the second half of this century' puts pressure on the entire land sector to contribute to overall GHG emission reductions. This also concerns forests as a resource for the bio-based economy and wood products, and for increasing carbon reservoirs. By discussing the existing elements of forest accounting rules and conditions for establishing an accounting system post 2030, it is concluded that core requirements like factoring out direct human-induced from indirect human-induced and natural impacts on managed lands, a facilitation of incentives for management changes and providing safeguards for the integrity of the accounting system are not sufficiently secured by currently discussed accounting rules. A responsibility to fulfil these basic requirements is transferred to Nationally Determined Contributions. Increased incentives for additional human induced investments are not stipulated by the accounting approach but rather by the political decision to make use of the substitution effect and potential net removals from LULUCF to contribute to self-set targets. Climate change is a significant threat to sustainable development (SD). Using the Log-Mean Divisia Index Method (LMDI) a decomposition of the data on the greenhouse gas (GHG) emissions in the European Union (EU) in 2000-2013 is carried out. To detect if decoupling of the environmental variable represented by the GHG emissions from the economic variable represented by the GDP was taking place in the EU economy, the changes of the GHG emissions were divided into three effects. These factors include the economic activity (scale), the composition or structure of the EU economy with respect to the countries, and GHG intensity of the countries. The aim of the paper is to detect if decoupling of the GHG emissions from the GDP development in the EU took place and to detect the factors of this development. The intensity effect was mainly responsible for the reduction of the GHG emissions in the EU while the scale effect contributed to their increase. The role of the composition effect was only marginal; however, it was positive. As the intensity effect often showed the high negative values, the total effect was often negative as well, which means that decoupling of GHG emissions from GDP took place. [ABSTRACT FROM AUTHOR]

Savanna fire is a major source of global greenhouse gas (GHG) emissions. In Australia, savanna fire contributes about 3% of annual GHG emissions reportable to the Kyoto Protocol. In order to reduce GHG emissions from savanna burning, the Australian government has developed and approved a Kyoto compliant savanna controlled burning methodology-the first legal instrument of this kind at a global level-under its Emission Reduction Fund. However, this approved methodology is currently only applicable to nine vegetation fuel types across northern parts of Australia in areas which receive on average over 600 mm rainfall annually, covering only 15.4% of the total land area in Australia. Savanna ecosystems extend across a large proportion of mainland Australia. This paper provides a critical review of ten key factors that need to be considered in developing a savanna burning methodology applicable to the other parts of Australia. It has been argued that the preoccupation of individual nations with economic growth and development has contributed to environmental degradation. Economic nationalism is viewed as a hindrance to international strategies that can be used to slow the rate of environmental degradation. This paper argues that, in the case of Singapore, the means to mitigate environmental concerns are largely driven by material interests. Emissions control measures have been introduced provided they have been deemed economically feasible. But this has not prevented the city state from being a socially responsible member of the global community. This paper argues that, in today's context, policies that appear to be “nationalist” may not be totally inconsistent with policies that could help to improve the standard of living of all members of the international community. Selective engagement in regional and global initiatives realistically portrays the policy choices of many nation states. This paper contends that environment-related initiatives have to be seen in terms of reconciling the dual objectives of maximising the national interest and mitigating the global problem of environmental degradation. The Kyoto Protocol entered into force on February 16, 2005. Emissions reductions targets established by the protocol will be met by domestic policies and by three international flexible mechanisms: clean development, joint implementation, and emissions trading. Following a value-theoretic and class-based approach, the purpose of this paper is to analyze these flexible mechanisms. In particular, the paper investigates the nature and adoption of flexible mechanisms, and their class and environmental links and implications. Carbon-intensive capitalist firms and developed economies are found to be exerting great influence on the shaping and implementation of flexible mechanisms. Environmental effectiveness and justice, and equal sustainable development raised and claimed by worker-citizens, social movements, local communities, and developing countries have not been secured. The authors review the decision-making since the Labour Government came into office (November 2007). The Australian Government's 'Carbon Pollution Reduction Scheme' White Paper (15 December 2008) proposes that an Australian Emissions Trading Scheme (AETS) be implemented in mid-2010. Acknowledging that the scheme is comprehensive, the paper finds that in many cases, Australia will take a softer approach to climate change through the AETS than the European Union ETS (EUETS). The paper assesses key issues in the White Paper such as emissions reduction targets, GHG coverage, sectoral coverage, inclusion of unlimited quantities of offsets from Kyoto international markets and exclusion of deforestation activities. Abstract: This paper argues that the problem with the targets and timetable approach to climate policy is that it ignores uncertainty about costs. An alternative approach on coordinating short run prices within a long run emissions targeting framework is outlined. A global economic model is used to demonstrate the nature of the economic uncertainty about climate policy and the gains to be achieved by equalizing carbon prices across countries. Many firms generate large amounts of carbon dioxide and other greenhouse gases when they burn fossil fuels in their production processes. In addition, production of raw materials and other inputs the firms procure for their operations also generates greenhouse gases indirectly. These direct and indirect greenhouse gas emissions occur in many sectors of our economies. In this paper, we first present sector-specific estimates for such greenhouse gas emissions. We then show that estimates for such sector-specific greenhouse gas emissions are often required for various types of corporate as well as public policy analyses in both domestic and international contexts. Measuring greenhouse gas emissions resulting from firms’ multi-stage production processes in a multi-sector context is relevant for policies related to the Kyoto protocol, an international agreement to limit global greenhouse gas emissions. For example, since the protocol allows firms to engage in trading and offsetting of their greenhouse gas emissions across national borders, provided that emissions are correctly measured, the firms can take advantage of such trading schemes by placing their energy-intensive production facilities globally and strategically. We present several case studies which illustrate the importance of this and other aspects of greenhouse gas emissions in firms’ environmental management. We also argue that our modeling and estimation methods based on input–output analyses are suitable for the types of research goals we have in this paper. Abstract: This paper assesses clean development mechanism (CDM) potential of large-scale energy efficiency measures in selected heavy industries (iron and steel, cement, aluminium, pulp and paper, and ammonia) taking India and Brazil as examples of CDM project host countries. We have chosen two criteria for identification of the CDM potential of each energy efficiency measure: (i) emission reductions volume (in CO2e) that can be expected from the measure and (ii) likelihood of the measure passing the additionality test of the CDM Executive Board (EB) when submitted as a proposed CDM project activity. The paper shows that the CDM potential of large-scale energy efficiency measures strongly depends on the project-specific and country-specific context. In particular, technologies for the iron and steel industry (coke dry quenching (CDQ), top pressure recovery turbine (TRT), and basic oxygen furnace (BOF) gas recovery), the aluminium industry (point feeder prebake (PFPB) smelter), and the pulp and paper industry (continuous digester technology) offer promising CDM potential. This paper focuses on potential implications from the introduction of the European Union's Emissions Trading Scheme in January 2005 (EUETS) for defined 'point sources', or stationary installations, in the energy and manufacturing industries. This Scheme is expected to become integrated with international emissions trading from 2008 within the framework of the Kyoto Protocol, following the implementation of that agreement in February 2005. The paper explains the background to the EUETS, focusing on its structure as a 'cap and trade' system for defined installations, and how it differs from the UK's Emissions Trading System, which preceded it and will continue to operate in parallel until 2008. The paper highlights some of the difficulties in harmonization of the Scheme across all of the member countries of the EU and then discusses the economic implications arising from increased energy prices and consequent increased operating costs for energy-intensive industries. The paper concludes that this may give rise to continued relocation of manufacturing industries from Europe to countries not subject to emission targets or caps, such as China, India and the USA. This relocation may be mitigated if European industries implement carbon saving technologies and procedures in a cost-effective manner, and such actions will become particularly important if those countries not subject to targets before 2012, such as China and the USA, do not change their position thereafter. Abstract: Climate change response, including the implementation of the Kyoto targets as the first step, calls for technological innovation of future sustainable energy systems. Based on the Danish case, this paper evaluates the type of technological change necessary. During a period of 30 years, Denmark managed to stabilize primary energy supply, and CO2 emissions decreased by 10%, during a period of 20 years. However, after the introduction of the Kyoto Mechanisms, Denmark has changed its strategy. Instead of continuing the domestic CO2 emission controls, Denmark plans to buy CO2 reductions in other countries. Consequently, the innovative technological development has changed. This paper evaluates the character of such change and makes preliminary recommendations for policies to encourage the use of the Kyoto Mechanisms as an acceleration of the necessary technological innovation. Abstract: This paper analyses the impact of electric power generation on greenhouse gas emissions in Europe (including the Asian part of Russia) with reference to Russia, Greece, Italy, and views of the EU power plant supply industry in respect of the Kyoto protocol. The outlook of power industry development in Russia in the 21st century is first considered and its impact on Russia’s greenhouse gas emissions is examined. Forecasts for developing Russia’s economy and electric power industry in the first half of the 21st century are presented. Possible structural change in the electric power industry in Russia together with dynamic changes of CO2 emissions from fuel combustion in power plants are examined. It is shown that CO2 emissions from fuel combustion at power plants in Russia may increase 2.7-fold in 50 years. Calculations depict that specific CO2 emissions in Asian Russia exceed greatly that of the European part. It then reviews measures to limit greenhouse gas emissions in Greece. Impact of the currently adopted measures and initiatives to reduce emissions in the Greek energy system for the period up to 2030 is discussed with emphasis on the current decade. Under the scenario for environmental policy, the additional commitments and measures to limit CO2 emissions towards the Kyoto targets are discussed. The paper summarizes a possible Italian strategy for implementing Kyoto protocol mechanisms to meet commitments of the EU Emission Trading Draft Directive, the Italian strategy in the Ministerial documents, and final considerations. It then examines clean power generation technology for the 21st Century and gives a perspective from the EU power plant supply industry. A perspective is presented with respect to impact of global climate change on product development strategy. Fossil fuel based power generation technologies will continue to play an important part of the energy mix in the foreseeable future and different parts of the world will require different technologies to meet their local specific requirements. The Kyoto Protocol, in its present form, is quantitatively and structurally totally inadequate to combat dangerous climate change. That is--to the authors of this paper--the inevitable conclusion to be drawn from three careful scientific studies on behalf of the Ministry of Environment of the German federal state of Baden-Wuerttemberg, two published in Beyond Kyoto--A New Global Climate Certificate System. Continuing Kyoto Commitments or a New Global Climate "Cap-and-Trade Scheme" for a Sustainable Climate Policy? (Wicke 2005) and one in Cost Impacts of a "Beyond Kyoto"-Global Cap and Trade Scheme (Wicke 2006) However, as the cited publications demonstrate, by a "structural evolution" of the climate regime, there can and should be an efficient and internationally acceptable beyond-Kyoto system. It is only necessary to combine some brilliant ideas that have already been proposed: the flexible Kyoto cap-and-trade mechanisms (emission trading between states, joint implementation, and the clean development mechanism) "invented" by US scientists and implemented in the Kyoto Protocol should be enlarged to a global cap-and-trade system, while the idea of equal per capita emission rights from India and Pakistan--which has been unfairly written off as not a serious proposal--can be the basic key to fair distribution of emission rights. Additionally, there must be economic corrections and mechanisms within such a free-market-oriented cap-and-trade scheme to make it economically acceptable for all countries to combat successfully dangerous climate change. This system would give incentives for climate-efficient behavior and structures worldwide and provide adequate means and incentives for sustainable, climate-friendly development and for the elimination of poverty--especially in developing countries. International climate-control or environmental agreements have substantial impacts on international terms of trade. This would seem to suggest that international environmental coalitions cooperating on climate control could penalize non-cooperating countries through trade sanctions. However, alternative approaches exist in which cooperating nations provide incentives for non-cooperating nations to join their coalition. This paper investigates potential impacts of trade sanctions against non-cooperating nations. It compares different climate coalitions and their impacts on trade and international spillover effects if free-riding countries are sanctioned with trade restrictions. Specifically, the paper looks at the Kyoto Protocol as the prime example of a climate-policy coalition, and the United States as the most important noncooperating country. Modeling indicates that trade restrictions are not the right tool to induce noncooperating nations to join a coalition. The United States could most likely be persuaded to cooperate if developing nations participated in a climate-policy coalition in which they both benefited from technology transfer and from emissions trading. Germany is the leader among countries belonging to the Organisation for Economic Co-operation and Development (OECD) in reducing its emissions of the Kyoto basket of greenhouse gases (GHGs), having accomplished an emissions reduction of 18.9 percent from 1990 to 2000. This paper aims to explain the reasons for this success and to examine the impacts of the adoption of the Kyoto Protocol on the development of Germany's climate policy. In order to identify the factors that determined this outcome, we divide our examination of the policy process in Germany since 1987 into five periods and will evaluate it with a focus on policy measures implemented and actors as well as the institutions involved. It concludes that domestic factors, including the participation of the Greens in the coalition government, mainly determined Germany's success in developing advanced climate policies and measures to reduce its GHG emissions. The paper also highlights the importance of the linkage of climate policy with other policies, which provided incentives to those who would otherwise have opposed or remained neutral on the development of climate policy. As such, the adoption of the Kyoto Protocol did not have a direct impact on climate policy development in Germany, but it did have an indirect impact in that it triggered the development of common and coordinated policies and measures at the European Union (EU) level in order to achieve its quantified GHG reduction target of 8 percent committed to under the Kyoto Protocol, as seen in the introduction of an EU-wide emissions trading scheme. The objective of this paper is to assess recent developments and prospects for future changes in United States (US) climate strategy. In doing so, the paper explores some of the key factors that have shaped strategies and policies to date, distinguishing between factors related to institutional and governance structures, linkages between science and policy, energy technology and the role of interest groups. Against this background, the paper attempts to explore future development paths for US climate policy. More specifically, the paper assesses opportunities for policy changes compared to the preferences of the current administration, and the prospects for future linkages between US and international climate change strategies. In brief, the paper argues that substantial changes are unlikely to take place in the near to medium term, leaving open, however, the possibility of wide-ranging changes in domestic politics or major incidents that could facilitate a shift in the perceived need for near-term action. The objective of this paper is first to provide empirical evidence of what can be seen as a rather remarkable change in EU’s position on the use of greenhouse gas (GHG) emissions trading (ET) in climate policy, from the role of a sceptic in the run-up to Kyoto towards more of a frontrunner. The paper argues that there is a synergistic and multilevel mix of explanatory factors for this “U-turn”, including developments at the international, EU, Member State, sub-national, and even down to the personal level. Second, the paper explores and discusses the philosophy behind the Commission’s proposal for a directive on GHG ET. Third, the paper examines the prospects for ‘success’ of a scheme for EU-wide ET using a multifaceted set of metrics. In brief, we argue that output success—the chances for having a directive adopted—hinges on the resolution of two key issues. First, whether the preliminary phase is to be mandatory or voluntary, and second, incompatibilities with domestic ET schemes. The developed countries committed to greenhouse gases reductions under the aegis of the Kyoto Protocol of the United Nations Framework Convention on Climate Change will, in order to reduce the cost of meeting their commitments, depend on cheaper reductions elsewhere. The reductions will be materialised through several mechanisms of the Kyoto Protocol: the Emission Trade, Joint Implementation and Clean Development Mechanisms. The Mechanisms will carry a strong financial incentive for the dissemination of clean energy technologies, including renewable energy technologies and especially technologies that increase the efficiency of energy transformation and consume. This paper concentrates on the case typical of more than 30 Small Island Developing States, that all have a common situation of relatively low carbon intensity and high price of fossil fuel based economies, and on how the Clean Development Mechanism is expected to influence the transfer of clean energy technologies under the aegis of the Kyoto Protocol. The paper shows, by assessing a case of a small island, that although the emission reduction on global scale is small, there is great potential for establishing a strong market presence of renewable energy technologies in developing countries. A typical small island electricity generation is heavily dependent on Diesel engines, expensive and polluting, but still the most appropriate on such a small scale. This paper studies implications of different scenaria of development of electrical energy system on the island of Santiago, Cape Verde. An estimate of electricity demand for the period until 2030 is given. Baseline scenarium based on Diesel capacity is compared to a renewable energy scenario envisaging 30% of the electricity generated by the wind power, and the other supply side efficiency scenario replacing Diesel capacity with combined cycle. The declining price of clean energy technologies is taken into account. The possible influence of the Clean Development Mechanism is assessed. As a key element in its climate change strategy, the UK government launched a greenhouse gas emissions trading scheme in April 2002. The UK ETS is the first-ever national, industry-wide carbon trading scheme in the world and will eventually form part of the global carbon market which is expected to be established under the Kyoto Protocol. This paper assesses the effectiveness of the scheme both in facilitating emission reductions and also as driver towards moving from a fossil-fuel-based economy towards a low-carbon economy. By looking at early developments in the UK ETS and examining the emission profiles of FTSE 100 companies, the paper reveals some serious weaknesses and highlights that the environmental credibility of the market is hampered by low standards of emissions monitoring and reporting. There are several air pollution issues that concern the international community at the regional and global level, including acid deposition, heavy metals, persistent organic pollutants, stratospheric ozone depletion, and climate change. Governments at the regional and global levels have entered into various agreements in an effort to deal with these problems. This paper deals with two major global atmospheric change issues: stratospheric ozone depletion and climate change. The focus is on the policy responses of the United States to these global issues. The United States has signed and ratified international agreements to deal with both problems. The Vienna Convention and the Montreal Protocol on Substances that Deplete the Ozone Layer have led to an effort in both developed and developing countries to phase out ozone depleting substances. The United Nations Framework Convention on Climate Change (UNFCCC) has been signed and ratified by over 180 countries. The UNFCC contained no binding targets and timetables for emissions reductions. The Kyoto Protocol (1997) to the UNFCCC did contain targets and timetables for reductions of greenhouse gases on the part of developed countries. The United States has signed but not ratified the Kyoto Protocol. The United States has experienced some movement to reduce greenhouse gas emissions on the part of various levels of government as well as the private sector. The policy process is constantly informed by scientific research. In the case of stratospheric ozone depletion and climate change, much of this work is carried out under the auspices of international scientific panels. From a policy perspective, there is a great deal of interest in the use of indicators for assessing the scope and magnitude of these problems, both for fashioning policy responses as well as assessing the impact of adopted programs to reduce ozone depleting substances, and potentially, greenhouse gases. This paper has two main aims: to offer an overview of Spain׳s strategy for fulfilling its Kyoto commitments and to analyze the main drivers that have influenced the recent trend in its greenhouse gas (GHG) emissions, with special emphasis on the Spanish power sector. First, the use of the Kyoto Flexibility Mechanisms in Spain and the role of the different subsectors of the country׳s economy in fulfilling the aforesaid commitment are explored, focusing on the sectors affected by the European Union Emission Trading Scheme (EU ETS). Then, based on the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model and on the analysis of trends in Spain׳s primary and final energy intensity ratios, the main drivers in GHG emission trends are identified, with a distinction being drawn between “strategic” and “non-strategic” drivers. The results show that the trend in the level of the economy is the main “non-strategic” driver, while increased penetration of renewable energies in the Spanish power mix and improvements in final energy efficiency are the main “new-strategic” drivers which explain the downward trend observed in GHG emissions from 2006 onwards. However, changes in legislation introduced in 2012 are negatively affecting the new renewable installed power generation capacity: they seem to mean a step backward in the future Spanish strategy to reduce or limit GHG emissions. Forest expansion into formerly agricultural land plays a relevant role for generating carbon sinks eligible under afforestation activities in the Kyoto Protocol (KP) carbon accounting framework. This paper provides a methodological framework for the multi-temporal assessment of carbon accumulated in these new forest stands, at the reference years of the KP commitment periods: remote sensing analyses, integrating optical imagery and airborne laser scanning data with field survey, are combined with the carbon simulation model CO2FIX to project carbon changes. The approach is applied to a case study in the central Apennines (Italy) to assess the carbon sink associated to these new forests at the years 2008, 2012 and 2020. The approach is based on forest cover change detection and growing stock mapping, while the multi-temporal carbon sink analysis is performed by means of the CO2FIX model. In the considered test area, the results highlight a compound annual rate of forest expansion equal to 0.26% for the period 1990–2012. The overall carbon stored by the new stands is 21.1 Mg ha −1 (relative standard error less than 10%) at the year 2012, projected to reach 33.5 Mg ha −1 at the year 2020. [ABSTRACT FROM AUTHOR]

This paper presents a methodology of measuring greenhouse gas emissions (mainly CO) for the transportation sector and illustratively applies it in Korea. The transportation sector is one of the most critical sectors concerning environmental pollution and represents about 20 percent of the yearly total greenhouse gas emissions for the energy sector in Korea. In spite of the increasing importance of the transportation sector in the eco-environment, current methodologies to analyze greenhouse gas emissions use a Tier 1 method, which is the simplest type among the methodologies recommended by IPCC guidelines. For a new methodology, we consider characteristics of transportation modes and operational environments in Korea. The proposed methodology can analyze the amount of greenhouse gas emissions for each transport mode and integrate it through transportation environments. It also provides a decision-making tool for governments to make transportation polices. Carbon sources and sinks have been widely scrutinized over the last ten years as a result of the Kyoto Protocol. In this paper we added a new concept (standardized reference depth, DSR) to the current calculation method in order to assess and compare the soil organic carbon (SOC) storage changes due to three major land use changes with a certain historical relationship (from primary rain forest to fallow land to natural secondary forest and finally to rubber plantations - Hevea brasiliensis) in a northern tropical ecosystem in southwest China. Over 30 years, the soil organic carbon storage did not decrease significantly with a land use change from primary rain forest to fallow land (approximately 10.3%). However, it did increase significantly (approximately 49.3%) due to conversions to natural secondary forest and rubber plantations (approximately 41.6%). In this region, the soil carbon sequestration at rubber plantations is similar to that of natural secondary forests. Compared with the modified method, the current method overestimated carbon storage on fallow land by 8.8% more than the actual storage (calculated reference depth of 13.9 cm, Dr - DSR = 13.9, without the reference depth standardization process), overestimated carbon storage at rubber plantations by 3.6% (calculated reference depth of 4.9 cm), and underestimated the natural secondary forest carbon storage by 6.4% (calculated reference depth of 9.7 cm). Thus, the modified process using the standardized reference depth for the current method is necessary for the evolution and comparison of soil carbon or other nutrient storage changes. This paper argues that the development of the Ecosystem Services framework, which has recently emerged as an internationally recognized framework for valuing 'the 'natural capital' of ecosystems, presents a number of opportunities for heritage management and the archaeological record, arguing that the inclusion of archaeological and palaeoenvironmental 'value' within this framework presents an opportunity to incorporate heritage alongside a range of other critical 'services'. It presents a short case study focusing on the problems facing the preservation of peatland archaeological sites and deposits in situ alongside developments within peatland conservation and restoration initiatives partly driven by the ability of healthy, functioning peatlands to sequester carbon and hence mitigate climate change. It is argued that this drive towards peatland re-wetting may bring both positive benefits and opportunities for heritage management but also presents a number of practical issues, which now require active engagement from the archaeological community. International agreements require countries to annually report on greenhouse gas emissions and removals. For the land-use sector, this includes estimating stock changes in various carbon pools. For carbon pools like mineral forest soil where a country-level statistical inventory based on measurements is very difficult, models are usually applied together with data from case studies. In this paper, we present a country-specific model together with case studies that aim at capturing major soil processes due to forestry activity. These processes include “hot moments”, e.g., disturbances that occur rarely but might result in relatively high emissions. The model only aims at developing a conservative estimate, rather than a central one, of net country-level carbon stock change with emissions overestimated and removals underestimated. The model is partially parameterised using paired sampling of soil organic carbon in the uppermost 30-cm layer, applying standard methods including those suggested by IPCC, in afforestations on former croplands and in artificial regenerations. Results show that soils of afforested croplands act as a sink, and carbon stock after regeneration might decrease due to disturbance by forest operations, but might also increase due to transfer of carbon from dead roots to soil depending on disturbance levels. The estimation at the country level, which involves additional considerations and data from the literature, suggests that overall, forest soils are a net sink in Hungary, but also that artificially limiting soil organic carbon changes estimation to the uppermost 30-cm layer as applied in the IPCC methodology might lead to artefacts. About 25 years ago, the Intergovernmental Panel on Climate Change claimed that the greenhouse gases, in particular Carbon Dioxide, are mainly responsible for global warming and its adverse effects. The claim rapidly became an absolute and incontrovertible truth regardless of countless scientific counterevidences. Such international trend was directed to a birth of the United Nations Framework Convention on Climate Change and the Kyoto Protocol, the detailed norm to the Convention. Even to this very day, the "man-made climate change" operates as implicit prerequisite of continuing international climate conferences and international environmental law studies. The paper tries to introduce a viewpoint from the scientific skepticism towards man-made climate change and figure out the political calculations inside Kyoto Protocol. By doing so, the author demonstrates that serious concern about the environment barely exists in current climate response system and attempts to adduce suggestions that should be made in future climate change conferences. SUMMARY Greenhouse gas emission reduction is the pillar of the Kyoto Protocol and one of the main goals of the European Union (UE) energy policy. National reduction targets for EU member states and an overall target for the EU-15 (8%) were set by the Kyoto Protocol. This reduction target is based on emissions in the reference year (1990) and must be reached by 2012. EU energy policy does not set any national targets, only an overall reduction target of 20% by 2020. This paper transfers global greenhouse gas emission reduction targets in both these documents to the transport sector and specifically to CO2 emissions. It proposes a nonlinear distribution method with objective, dynamic targets for reducing CO2 emissions in the transport sector, according to the context and characteristics of each geographical area. First, we analyse CO2 emissions from transport in the reference year (1990) and their evolution from 1990 to 2007. We then propose a nonlinear methodology for distributing dynamic CO2 emission reduction targets. We have applied the proposed distribution function for 2012 and 2020 at two territorial levels (EU member states and Spanish autonomous regions). The weighted distribution is based on per capita CO2 emissions and CO2 emissions per gross domestic product. Finally, we show the weighted targets found for each EU member state and each Spanish autonomous region, compare them with the real achievements to date, and forecast the situation for the years the Kyoto and EU goals are to be met. The results underline the need for 'weighted' decentralised decisions to be made at different territorial levels with a view to achieving a common goal, so relative convergence of all the geographical areas is reached over time. Abstract: Industry practitioners and policy makers are under increasing pressure to continuously reduce the negative environmental impact of their supply chains. An original equipment manufacturer that is concerned with minimizing the environmental impact of its activities should choose its suppliers based on the trade-off between costs and respective emissions. This decision requires the manufacturer to coordinate closely with its suppliers in order to achieve the required level of emissions. In this paper, we develop a mixed integer program for the carbon-sensitive supply chain that minimizes emissions throughout the supply chain by taking into consideration green procurement also known as environmental sourcing. In this paper, we develop an infinite dimensional Lagrangian duality framework for modeling and analyzing the evolutionary pollution control problem. Specifically, we examine the situation in which different countries aim at determining the optimal investment allocation in environmental projects and the tolerable pollutant emissions, so as to maximize their welfare. We state the equilibrium conditions underlying the model, and provide an equivalent formulation in terms of an evolutionary variational inequality. Moreover, by means of infinite dimensional duality tools, we prove the existence of Lagrange multipliers that play a fundamental role in order to describe countries' decision-making processes.
