This paper examines trade union networking and community-oriented activity through the recent development of learning strategies in relation to migrant workers. The paper locates the discussion on learning in relation to union attempts to develop a broader urban and community-based view of the union as an organisation. It assesses the innovative ways trade unions deploy their learning strategies given the challenges associated with a liberal market economy, in particular, in relation to poor levels of co-ordination amongst key social organisations and low levels of state commitment to the area of training. The paper draws on five empirical case studies of such innovative union approaches and concludes that many of these learning initiatives represent a significant intervention by unions in local urban and community-based contexts. However, it also notes that these appear to be disconnected from stable and consistent forms of local community-based organisation and, in part, remain enveloped in a marketised project-based approach which is piecemeal and in many aspects financially dependent on the state. This paper provides a cost estimating framework for electrical, electronic and electromechanical (EEE) components obsolescence, which represents the main source of obsolescence issues, owing to the increasingly short life cycle of these types of component. The framework comprises several areas: component complexity levels, obsolescence management levels, obsolescence resolution profiles and obsolescence cost metrics. Several studies, based on the literature and on interaction with numerous obsolescence management experts from industry, have been employed in this research, following a systematic approach. The framework is able to estimate the non-recurring cost of obsolescence during the contracted period within the in-service phase. This is based on the information available at the bidding stage concerning the product breakdown structure (PBS) and the obsolescence management strategy deployed. This framework has been validated at four different UK organizations in the defence and aerospace sectors using seven case studies, one of which is presented in this paper in detail. The article presents a paper from John Fry, one of the giants of general practice (GP) in Great Britain, which focused on medical staffing requirements. The paper contained skill mix and work sharing across the primary health care team, the mantra about creating a national service, and independence in organizing general practice services. Additionally, it provides annual summary and figures on total consultations, daily and weekly workload totals for the practice per GP and hospital referrals.

This paper considers the impact of existing land use patterns on housing supply price elasticities in local areas of England, under existing planning policies. The paper demonstrates that, despite common national planning policies, local supply responses to market pressures vary considerably, because of differences in historical land uses. The study area covers the Thames Gateway and Thames Valley, which lie to the east and west of London respectively. However, whereas the latter is one of the wealthiest areas of England, the former includes some of the highest pockets of deprivation and was a government priority area for increasing housing supply. The article focuses on the political commitment to rehabilitate citizens who committed various degrees of crimes in Great Britain. The government considers sentencing and punishment practices within the British criminal justice system when it published the Legal Aid, Sentencing and Punishment of Offenders. Empirical evidence suggests that planning policies significantly impact on investment property market performance in the UK. It is less clear, however, how information about the planning policy environment feeds into investment decision-making. This paper seeks to explore this issue. It reports on interviews with the property investment community and focuses on the decision to invest in the retail sector. The paper uses a six-stage model of the investment decision-making process as a framework for analysing the way in which concerns about policy impact on behaviour. The results suggest that an understanding of the policy environment and the development of a relationship with local planning authorities are most important in the post-acquisition asset management stage of the investment process. The research also reveals variations in access to policy intelligence and that approaches to analysis of the likely effects of planning regimes vary with fund type and strategy. This paper seeks to critically examine the emergence of contemporary religious fundamentalisms and how they have been able to acquire influence in a way that has opened new ‘fault lines’ within multiculturalist public policy discourse. Specifically, the paper is interested in understanding the curiously paradoxical place of religion and faith based groupings in the contemporary multicultural polity, and the confusion, and in some instances conflicts, this has caused amongst the Left. This is illustrated through an extended examination of the Shabina Begum case concerning a Muslim schoolgirl and her demands to wear the jilbab, a specific religious headscarf, to school. It is argued that, in part, these ideological fault lines have resulted from an uncritical embrace by some progressives of ideas associated with postmodernist thinking; in particular the uncritical assertion of virtues of anti-universalism and cultural relativism. This then leaves an urgent task for progressives to think through some alternatives based on a re-articulation of a new political discourse of egalitarianism which is unashamedly universalist and secular. This paper considers recent company law reform proposals in Hong Kong in relation to the ratification of breaches of directors' duties, and also makes suggestions for further reform. In the course of this discussion, comparisons will be made with the corresponding position under the UK Companies Act 2006. Finally, several wider observations in relation to the consequences of codification of common law principles and the divergence between English and Hong Kong company law will be offered. The aim is to suggest directions for future reform in the important but somewhat inaccessible area of ratification of breaches of directors' duties. While this paper seeks to consider these issues in the light of Hong Kong, the discussion would be of interest to those from other common law jurisdictions who are examining the issue of ratification or looking with interest at the recent United Kingdom company law reform efforts and considering whether to adopt them locally. It is now broadly accepted that disability is a concept infused with both descriptive and evaluative meaning, such that invoking the concept of disability necessarily involves making judgements of moral value as well as describing certain facts about individuals. This paper aims to map the complex terrain that shapes our current understandings of disability by outlining five distinct 'discourses of disability'. It is shown how the similarities and differences between the discourses hinge on different ways of making sense of the descriptive and evaluative dimensions of the concept, and the relationships between these dimensions. The paper concludes by considering the specific implications that these different ways of elucidating the concept of disability might have for the provision of clinical ethics support, both in terms of shaping ethical decision-making relating to people with disabilities and in terms of framing the process of providing clinical ethics support itself. Commentators have argued that we have entered a new era of migration described by Vertovec as a ‘transformative diversification of diversity’. Multiple variables of difference in the ethnicity, immigration status, rights and entitlements, age and gender profiles and patterns of distribution, of new migrants mean that the UK, and many other EU countries, are now home to the most diverse population ever experienced. The onset of super-diversity challenges traditional multicultural models of welfare provision originally based upon an understanding of migrants as large and geographically contained clusters of predominantly postcolonial migrants. These changes are occurring at a time when migration has become highly politicized, multiculturalism is being questioned, a shift is under way towards assimilation and welfare provision has become re-racialized. This paper argues that models of welfare provision need to be rethought to take into account the new reality of super-diversity in a way that is affordable, politically acceptable and meets the needs of all. Using data from research undertaken from studies of health service provision in the West Midlands the paper explores the challenges of meeting the needs of new migrants under existing provision, the costs of failing to adapt to super-diversity and the reasons why provision has failed to adapt. The author comments on Great Britain's Law Commission Consultation Paper No. 195, entitled Criminal Liability in Regulatory Contexts, which seeks to restrain the deployment of regulatory criminal law. The highlights of the proposals are described. A discussion on the background of the consultation paper is also included. The author concludes that the commission is strongly of the opinion that criminal law should be used only where there is stigma and that it should not be used to simply to regulate behaviour.

The aim of this research was to predict the effect that the biodegradable municipal waste (BMW) diversion targets in the European Union landfill directive (99/31/EC) would have on landfill gas emissions. This is important for continued mitigation of these emissions. Work was undertaken in three stages using the GasSim model (v1.03) developed by the Environment Agency (England and Wales). The first stage considered the contribution to gas emissions made by each biodegradable component of the waste stream. The second stage considered how gas emissions from a landfill accepting biodegradable wastes with reduced biodegradable content would be affected. The third stage looked at the contribution to gas emissions from real samples of biologically pretreated BMW. For the first two stages, data on the waste components were available in the model. For the third stage samples were obtained from four different biological treatment facilities and the required parameters determined experimentally. The results of stage 1 indicated that in the first 15 years of the landfill the putrescible fraction makes the most significant contribution, after which paper/card becomes the most significant. The second stage found that biodegradability must be reduced by at least 60% to achieve a reduction in overall methane generation. The third stage found that emissions from samples of biologically pretreated BMW would result in a significant reduction in gas emissions over untreated waste, particularly in the early stage of the landfill lifetime; however, low level emissions would continue to occur for the long term. This paper analyses urban planning practices in South Yorkshire to reveal how EU strategic spatial ideas and values are reproduced. Specifically, the paper examines how the notion of spatial justice was interpreted as the organising concepts within the European Spatial Development Perspective became situated within a territory severely affected by deindustrialisation in the 1980s, but subsequently a major beneficiary of EU Structural Fund programmes. The analysis reveals how policy-making at this scale used a construct of polycentric urban development that reasserted a model of economic growth based on the indigenous assets held in city centres at the expense of more redistributive measures targeted at the former coal-mining communities in the sub-region. This paper recognizes the complexity of the debate on informed consent and discusses the importance of the ongoing process of consent for people affected by Huntington's disease (HD). Although written information may not be the most appropriate form of obtaining informed consent in qualitative research, it remains an important part of the ethical approval process for health research in the UK. This paper draws on a study in which the information sheet and consent form were specifically designed to help obtain consent from people who may be impaired by the cognitive and physical effects of HD. The forms were developed by drawing on expert opinion and relevant literature and fall in line with recommendations from the Mental Capacity Act 2005 to encourage people to make their own decisions. The paper describes the feasibility of a method for obtaining consent as an ongoing process with patients affected by HD using information sheets and consent forms specifically designed for people with potential cognitive and/or physical impairments. In conclusion, this paper adds a pragmatic approach to the debate on informed consent by describing the development of a written information sheet and consent form being used in a current social research study. This paper presents the results of the second phase of a Research Information Network study, which sought to establish the impact of e-journals on the scholarly behaviour of researchers in the UK. The first phase of the project was a deep log analysis of the usage and information seeking behaviour of researchers in connection with the ScienceDirect and Oxford Journals databases. This paper reports on the second phase, which sought to explain and provide context for the deep log data by taking the questions raised by the quantitative study to the research community via interview, questionnaire and observation. Nine major research institutions took part, six subjects were covered and the behaviour of about 1400 people was analyzed. Findings show that academic journals have become central to all disciplines and that the e-form is the prime means of access. Most importantly the study demonstrates that computer usage logs provide an accurate picture of online behaviour. A second reading of the Energy Bill is conducted to bring in legislation that is required by the Low Carbon Transition Plan. The Climate Change Bill which requires economic sectors to set energy usage targets is presented to Parliament for its first reading. The principle of autonomy is at the heart of the right of a competent individual to make an advance directive that refuses life-sustaining medical treatment, and to have that directive complied with by medical professionals. That right is protected by both the common law and, to an extent, by legislation that has been enacted in the United Kingdom and many jurisdictions in Australia. The courts have a critical role in protecting that autonomy, both in those jurisdictions in which the common law continues to operate and in those jurisdictions which are now governed by statute, and in which judicial determinations will need to be made about legislative provisions. The problem explored in this paper is that while the judiciary espouses the importance of autonomy in its judgments, that rhetoric is frequently not reflected in the decisions that are reached. In the United Kingdom and Australia, there is a relatively small number of decisions that consider the validity and applicability of advance directives that refuse life-sustaining medical treatment. This paper critically evaluates all of the publicly available decisions and concludes that there is cause for concern. In some cases, there has been an unprincipled evolution of common law principles, while in others there has been inappropriate adjudication through operational irregularities or failure to apply correct legal principles. Further, some decisions appear to be based on a strained interpretation of the facts of the case. The apparent reluctance of some members of the judiciary to give effect to advance directives that refuse treatment is also evidenced by the language used in the judgments. While the focus of this paper is on common law decisions, reference will also be made to legislation and the extent to which it has addressed some of the problems identified in this paper. This paper reflects on a pilot programme to evaluate the use and effectiveness of design coding. It focuses on the roles and relationships between the different stakeholders in the coding process and compares the preconceptions about coding with actual experiences in use. The paper reveals the gulf in professional cultures that impact on the development process. This is underpinned by the continuing struggle between creative, market-driven and regulatory modes of praxis. The paper is polemical in that it points the finger at approaches that potentially undermine the creation of the built environment as a collective endeavour. It is also propositional in that it draws from the evidence-base provided by the pilot programme to propose that design coding could, if used correctly, positively regulate the essentials of urbanism, whilst leaving room for design creativity and enhanced market value. The paper discusses the long-term relationship between property investment and urban economic change which is in turn the consequence of changing transport and industrial technologies. This is exemplified by the decentralisation of economic activities and population suburbanisation that has transformed the spatial structure of cities in the UK over the past 30 years. As part of this process, new property forms have revolved including retail parks and office parks. The paper examines the consequences for the property market and the responses of the planning system and institutional property investors that have traditionally viewed property as a long-term investment medium. The analysis begins by considering the context of urban economic change. The heart of the research examines the changing structure of property portfolios and the development of investment markets for these new property forms. Since the creation of the National Health Service (NHS) in the United Kingdom in 1948 there have been significant changes in the way waste materials produced by healthcare facilities have been managed due to a number of environmental, legal and social drivers. This paper reviews the key changes in legislation and healthcare waste management that have occurred in the UK between 1948 and the present time. It investigates reasons for the changes and how the problems associated with healthcare wastes have been addressed. The reaction of the public to offensive disposal practices taking place locally required political action by the UK government and subsequently by the European legislature. The relatively new UK industry of hazardous healthcare waste management has developed rapidly over the past 25 years in response to significant changes in healthcare practices. The growth in knowledge and appreciation of environmental issues has also been fundamental to the development of this industry. Legislation emanating from Europe is now responsible for driving change to UK healthcare waste management. This paper examines the drivers that have caused the healthcare waste management to move forward in the 60 years since the NHS was formed. It demonstrates that the situation has moved from a position where there was no overall strategy to the current situation where there is a strong regulatory framework but still no national strategy. The reasons for this situation are examined and based upon the experience gained; suggestions are made for the benefit of countries with systems for healthcare waste management still in the early stages of development or without any provisions at all. Since the advent of political devolution in the UK, it has been widely reported that markedly different health policies have emerged. However, most of these analyses are based on a comparison of health care policies and, as such, only tell part of a complex and evolving story. This paper considers official responses to a shared public health policy aim, the reduction of health inequalities, through an examination of national policy statements produced in England, Scotland and Wales respectively since 1997. The analysis suggests that the relatively consistent manner in which the `policy problem' of health inequalities has been framed combined with the dominance of a medical model of health have constrained policy responses. Our findings differ from existing analyses, raising some important questions about the actuality of, and scope for, policy divergence since devolution. [ABSTRACT FROM PUBLISHER]

This paper discusses the divergence in the operation of the doctrine of adverse possession which the Land Registration Act 2002 brings about, resulting in a separate approach to registered and unregistered land. The Law Commission justified the new dichotomy by explaining that while adverse possession runs counter to the fundamental concept of indefeasibility which is a feature of registered title, its role in encouraging the owner of land to guard possession is fully compatible with the unregistered title system which is based on possession. It also noted that the doctrine plays a vital role in the investigation of title to unregistered land and concluded that making the requirements for adverse possession of unregistered land too demanding could weaken the security of title to that land. Section II of this paper investigates claims that the doctrine of adverse possession is at odds with principles of title registration. Section III examines the role played by possession and adverse possession in the unregistered conveyancing system. It is submitted that the reasons adduced by the Law Commission for restricting the reforms of the doctrine to registered land do not hold up under scrutiny. Once this is acknowledged, it becomes necessary to consider whether the reforms could be extended to unregistered land in a manner which would not raise concerns about the functionality of the unregistered conveyancing system or the reliability of the Land Register once first registration has occurred. The marketable title legislation which operates in the US illustrates how title defects that may not be revealed by a standard investigation of title may be eliminated without reliance on the doctrine of adverse possession. If England were to borrow the basic premise behind the US approach, requiring the registration of certain older interests in order to preserve their validity, an extension of the veto system to unregistered owners could be contemplated. To what extent does the Freirean concept of submerged consciousness contribute towards understanding of tenant participation in housing stock transfers? This paper describes the policy and process of housing stock transfer, noting both its contested nature and the role of tenants in the process. It explores Freire's concept of submerged consciousness, relating it to a cliché common amongst tenants experiencing stock transfer-'better the devil you know'-before applying a Freirean analytical framework to an ethnographic study of a housing stock transfer. The paper concludes that Freire does offer a valuable analytical framework in respect of tenant participation in housing stock transfers, before offering some suggestions for further, related research. This paper presents new findings regarding the public response to public spending cuts as part of the UK Government fiscal consolidation programme, specifically to the perceived effects of reduced library opening hours on the public library user in a city in the North of England. An inductive approach was taken to the mixed methods study, using a self-completion, cross-sectional survey distributed to adults visiting one of three libraries in the city during a six-day period. Qualitative and quantitative data analyses indicate a shared level of dissatisfaction with the service reductions across the respondents, and a shared perception of having been adversely affected. Statistical analyses revealed a strong level of agreement that the changes had a significantly negative impact on different aspects of respondents' lives. The existing literature on modelling provides two main ways of viewing model migration: a modular view, which seeks to decompose models in their constitutive elements, and thus provides a view on what it is that migrates; and a practice-based view, which focuses on modelling as an activity, and understands a model as intricately entangled with its context of use. This article brings together these two sensitivities by focusing on ontologies of modelling. The paper presents a case study of the appropriation of modern finance theory's 'no-arbitrage' models by British actuaries – a process that gradually unfolded at around the turn of the century and led to significant friction within the UK's insurance industry. We can distinguish two main modelling ontologies: a 'risk-neutral ontology', which underpins no-arbitrage models and holds that the value of financial instruments is determined by 'arbitrage'; and, a 'real-world ontology', which assumes that the economic world consists of real probabilities that may be approximated through a combination of archival-statistical methods and expert judgment. The appropriation of the risk-neutral modelling ontology was made possible by the declining legitimacy of actuarial expertise as 'financial stewards' of life insurance companies. The risk-neutral modelling ontology provided an 'objective' alternative to the traditional actuarial models, which explicitly required actuaries to make 'prudent' judgments. Despite the fact that the no-arbitrage modelling was considered an 'objective' affair, the valuation models that insurers use today are strongly shaped by political compromises, a result of the 'rough edges' of models. The affordability of housing is a major policy issue that has increasingly become a concern for UK government as house prices have risen dramatically in recent years. This is partly because of the importance of affordability for the recruitment and retention of key workers, many of whom are on national pay scales and earning salaries that do not fully reflect the differences in prices that exist, in particular between London and the South East and the rest of Great Britain. Government policy is to increase the supply of housing in order to improve affordability in the greater South East. However, assuming that this expansion in housing supply is also to be accompanied by an expansion in employment, the outcome is that there will be both an increase in supply and in demand for housing, with the counter-intuitive result that, under one of the scenarios set out in this paper, in some areas affordability will worsen rather than improve. Psychological therapy today plays a key role in UK public mental health. In large part, this has been through the development of the (specifically English) Improving Access to Psychological Therapies (IAPT) programme. Through IAPT, millions of citizens have encountered interventions such as cognitive behaviour therapy, largely for the treatment of depression and anxiety. This article interrogates how this national response to problems of mental ill-health – and the problematization itself – was developed, accounted for, and sustained. By imbricating economic expertise with accounts of mental ill-health and mechanisms of treatment, IAPT has revivified psychological framings of pathology and therapy. However, it has done so in ways that are more familiar within biomedical contexts (e.g. through recourse to randomized controlled trial studies). Today, the initiative is a principal player in relation to which other services are increasingly developed. Indeed, in many respects IAPT has transformed from content to context within UK public mental health (in a process of what I term 'contextification'). By documenting these developments, this paper contributes to re-centring questions about the place and role of psychology in contemporary healthcare. This paper broadens our understanding of the consequences of negative intergroup contact. Study 1 reports cross-sectional evidence that negative contact with European immigrants in Britain is not only associated with increased prejudice, but also the avoidance of future contact with this group. Studies 2A and 2B provided an experimental replication in a different intergroup context. A negative encounter with an outgroup member, but not an ingroup member, was found to reduce intentions to engage in contact with the outgroup in the future. Study 3 went on to demonstrate that the effect of negative contact on outgroup avoidance is not limited to the contacted outgroup, but is indirectly associated with reduced intentions to engage with other, secondary outgroups—an effect we refer to as avoidance generalization effect. Negative contact was also associated with lower general contact self-efficacy. Together, findings suggest that negative contact is damaging not just because it increases prejudice but also because it compromises future engagement with diversity. [ABSTRACT FROM AUTHOR]

The concept of a knowledge-based approach to policy making (also referred to as 'evidence-based policy making' or 'science meets policy') has been around for 10 years, and is widely 'signed up to' by Governments. This paper examines the theory and the practice at national government (using the UK as a case study) and European levels, looking at how the knowledge-based approach has been applied in waste and resources management. There is general agreement that a knowledge(or evidence-) based approach to policy making is a 'good thing'; however putting the concept into practice has proven challenging and is still evolving. The linkages between researchers and policy makers need to be further strengthened, as does the 'demand' for evidence from policy; requiring policy specialists to articulate their requirements for evidence sufficiently well in advance, and to do so routinely, is still an area of weakness. Using a model developed by the UK's Department for Environment, Food and Rural Affairs (Defra), we examine in detail some of the implications of changing the question from 'is this good research on waste and resources issues?' to 'is this good evidence for waste and resources policy?'. The paper also provides recommendations for further work required to achieve this at a European level, and for priority areas where international co-ordination of waste and resources research could add most value to policy. This paper presents empirical evidence and analysis that supports the existence of a significant heat loss mechanism resulting from air movement through cavities in party walls in masonry construction. A range of heat loss experiments were undertaken as part of the Stamford Brook housing field trial in Altrincham in the United Kingdom. Co-heating tests showed a large discrepancy between the predicted and measured whole house heat loss coefficients. Analysis of the co-heating results, along with internal temperature data, thermal imaging and a theoretical analysis indicated that the most likely explanation for the discrepancy was bypassing of the thermal insulation via the uninsulated party wall cavities. The data show that such a bypass mechanism is potentially the largest single contributor to heat loss in terraced dwellings built to the 2006 revision of the Building Regulations. A comparable convective heat bypass associated with masonry party walls was identified in the late 1970s during the course of the Twin Rivers Project in the United States, albeit in a somewhat different construction from that used at Stamford Brook. A similar effect was also reported in the United Kingdom in the mid 1990s. However, it appears that no action was taken at that time either to confirm the results, to develop any technical solutions, or to amend standards for calculating heat losses from buildings. Current conventions for heat loss calculations in the United Kingdom do not take account of heat losses associated with party walls and it is suggested by the authors that such conventions may need to be updated to take account of the effect described in this paper. In the final part of the paper, the authors propose straightforward solutions to prevent bypassing of roof insulation via party walls by for example filling the cavity of the party wall with mineral fibre insulation, or by inserting a cavity closer across the cavity in the plane of the roof insulation. Practical application: The heat bypass mechanism described in this paper is believed by the authors to contribute to a significant proportion of heat loss from buildings in the UK constructed with clear cavities such as those found in separating walls between cavity masonry dwellings. It is proposed that relatively simple design changes could be undertaken to eliminate such heat loss pathways from new buildings. In addition, simple and cost effective measures are envisaged that could be used to minimise or eliminate the bypass from existing buildings. The article provides updates concerning criminal law legislation in Great Britain. Three acts relevant to the criminal law received Royal Assent on November 8, 2006: the Armed Forces Act 2006, the Violent Crime Reduction Act 2006 and the Animal Welfare Act 200. The Fraud Act (Commencement) Order 2006 came into force on January 15, 2007. The Sentencing Advisory Panel issued a consultation paper on sentencing for offences of theft and dishonesty.

The paper assesses the impact of the elected executive mayor on leadership and management in UK local government After exploring the new executive arrangements introduced by the Local Government Act 2000, the three themes of governing, governance and allegiance within mayoral councils are discussed in detail. Principally using the results of interviews with a group of the mayors first elected in 2002, the paper suggests that the directly elected mayor has an enhanced individual role in the leadership of the local council, that elected mayors increasingly coordinate the efforts of external partners in the wider governance of the area, that new and potentially problematic relationships are developed with elected councillors and with senior managers, and that there is a changed local political context in which the mayor must now operate. The elected mayor is seen as both leader and manager. It is suggested that mayors have sought a new direct relationship with the public and that this has implications for the continued role of other local representatives. Finally, the prospects for extending the mayoral experiment under the ‘modernization’ framework of the government re-elected in May 2005 are examined. Although the mayoral initiative has been adopted in only a small number of councils, it is concluded that leadership and management of the local authority are significantly changed within those areas. There are substantial inequities within the current National Health Service (NHS), with people in lower socioeconomic groups (SEGs) using a wide range of services less relative to their needs than people in higher SEGs. These inequities are likely to arise due to factors on both the demand and the supply side of the system. On the demand side, they could arise from differences in patients' beliefs, knowledge, costs, resources and capabilities. On the supply side, professional beliefs and attitudes, and risk selection or cream-skimming by providers may result in inequities. This paper discusses whether these factors are at play within the English NHS and analyses whether current policy to extend patient choice of provider is likely to reduce or increase these inequities. It shows that extending patient choice may leave unchanged inequity due to differences in health beliefs (because choice does not affect these directly), increase inequity due to unequal resources (because patients may have to travel further), and decrease inequity due to unequal capabilities (because the poor will have access to a new and, for them a more effective, source of leverage over health service professionals). On the supply side, there will be little change. The paper then discusses policy options for dealing with factors that contribute to greater inequity on the demand side. It proposes a package of supported choice whereby individuals from lower SEGs would receive assistance in making choices, including an identified key worker to act as patient care adviser and help with transport costs. This paper sketches some conceptual tools by which cultural geographers might advance geographies of architecture. It does so by thinking specifically about one architectural form: the modernist residential highrise, which is the 'big thing' of this paper. The paper draws on recent developments in material semiotics in order to interrogate features often uniquely associated with the highrise, such as its global reach, uniformity, and scale. The paper first rethinks how cultural geography has traditionally explained the movement of built forms, explicitly turning from diffusionist accounts to the notion of translation. It then offers a reconsideration of the way geographers might think about scale in relation to a 'big' and 'global' thing like the modernist highrise, arguing that scale is produced relationally and in specific contexts. Finally, it offers a template for cultural geographical scholarship which takes seriously the technical work entailed in things, like a highrise, materialising or de-materializing. It does so by way of two illustrative stories: one about the productive social science of highrise suicides in Singapore; the other about the destructive role of the inquiry into collapse of Ronan point in the UK. Fear of the 'Fifth Column' was one of the most important aspects of the defeat suffered by the British army in France and Belgium during May and June 1940, but it has so far been largely overlooked in most accounts of the campaign. There was widespread paranoia throughout the British Expeditionary Force that its efforts were being undermined by spies, traitors and saboteurs, all working behind the lines to deliver a fatal 'stab in the back' to British forces. This paper suggests that this feature of the experience of retreat is a fundamental issue. It argues that many of the other notable facets of the retreat – the strained relationship with allies, the problems in dealing with civilians, the deterioration of morale – can be better understood within the context of the widespread fear of the 'Fifth Column'. Furthermore, it argues that there was a disintegration and brutalization of relationships with civilians, refugees and allies as a direct result of 'Fifth Column' paranoia. It concludes that although the actual influence of any Fifth Column was probably insignificant, the British army suffered far greater damage from the phantom menace of its imaginary 'Fifth Column'. Objectives: To examine how people from Bradford's Pakistani Muslim community experience living with epilepsy. Specifically, the paper addresses social interactions and negotiations with care providers and considers how different understandings of epilepsy are integrated. Methods: Interviews were conducted with a sample of Bradford's Pakistani Muslim community (n = 20). Interviews were analysed to identify themes and significant areas of shared concern. Results: This paper identifies popular, professional and folk sectors contributing to an individual's 'health system'. Where sectors overlap, zones of hybridity are created: that is, a person might simultaneously seek help from a doctor and from a religious healer, or might offer explanations for seizures that include neurological and spiritual components. Discussion: While there are many similarities between the experiences of these minority ethnic community members and published work on the lived experience of epilepsy in other communities, there are also important differences that service providers need to recognize and respond to. With the EU Energy Performance in Buildings Directive imminent in 2006, attention is focusing on how to reduce carbon emissions from buildings in practice. This research was undertaken to try to establish some 'real' buildingbased figures for the energy performance of air-conditioning systems in UK office buildings. One of the major questions to be answered is whether chilled beam and ceiling systems really are more efficient than traditional air-conditioning systems when used in the real world. This paper presents findings of a twoyear field monitoring study investigating the energy performance of air-conditioning (AC) systems in UK office buildings. The findings shown in this paper include: 1) the cooling power demand for the various air-conditioning systems monitored; 2) comparison of national energy consumption and carbon emissions bench-marks to the monitored systems; 3) comparison of the energy consumption and carbon emissions of reverse-cycle AC systems with traditional heating-only systems. The results show that chilled ceiling systems typically consume significantly less energy than the other generic AC types in the heating and cooling of office buildings. However, all the generic AC system types studied appeared capable of meeting current 'good practice' standards for energy use in the UK. Practical application: The work provides an insight into the energy performance achieved by real AC systems as operated in UK Offices. When the EC Energy Performance in Buildings Directive becomes law in January 2006 the practically achievable energy and emissions performance of building services will fall more sharply into focus for designers. It is hoped that this paper will provide information useful to both designers and operators of AC systems in the UK as they attempt to reduce the impact of AC systems on the environment. The role of organizational factors in the generation of adverse events, and the manner in which such factors can also inhibit an organization's abilities to learn, have become important agenda items within health care. The government report 'An organization with a memory' highlighted many of the problems facing health care and suggested changes that need to be made if the sector is to learn effective lessons and prevent adverse events from occurring. This paper seeks to examine some of these organizational factors in more detail and suggests issues that managers need to consider as part of their wider strategies for the prevention and management of risk. The paper sets out five core elements that are held to be of importance in shaping the manner in which the potential for risk is incubated within organizations. Each year the police receive a large number of reports of missing persons. They are faced with the immediate task of identifying those people likely to have come to harm, in particular those who have been the victim of homicide. Whilst recognizing the inherent difficulty in identifying such a small sub-set of homicide victims within the overall number of reports of missing persons, this paper outlines how estimating the risk faced by different groups of missing persons to different outcomes can improve the police service's response to missing persons. The findings are based on an analysis if a sample of homicide cases which first came to the attention of the police as missing person reports. Specifically, females — both adults as well as children — face a relatively higher risk of being the victim of homicide when reported missing. Whilst the availability of sufficient data poses an immediate limit to further research of this type, the paper demonstrates how similar risk estimations can be made for other potential outcomes of going missing. This paper focuses on one global aspect of the current health sector workforce policy agenda – the international recruitment and migration of health workers. It does so primarily by using a case study of the recruitment of nurses to the UK, as a means of exploring the policy challenges and associated research questions. The paper highlights the limitations in comparing national data on the nursing workforce, illustrating the extent to which currently collated national data can present a misleading picture of staff:population ratios in different countries. It then reports on the significant growth in the numbers of nurses entering the UK from other countries, using registration data. In 2001/02, more than 16 000 nurses entered the UK nursing register from non-UK sources. In this year, for the first time, the number exceeded the number of home-trained nurses. An analysis of postcode data highlights that these non-UK nurses have a younger age profile than home-based registered nurses and are more likely to report a postcode in London and south-east England. The paper also examines the push and pull factors that contribute to the international mobility of health workers. The paper concludes by examining the policy implications of this growing reliance on international recruitment, including the effect of the ethical guidelines on international recruitment introduced by the Department of Health in England. Drives to improve industry performance are being hindered by difficulties in managing the construction design process, preventing the UK construction industry from delivering projects on time, to budget and to the specified quality. This paper reports on a research project at a major UK civil and building design and construction company to develop and deploy a training initiative capable of making significant improvements to its design management performance and deliver benefits to many project stakeholders. It describes the development, content and trailing of the training material and a suite of 21 design management tools to drive change throughout the organization. The paper is likely to be of interest to those involved in design management and the development of tools and practices to help the industry improve design management performance. ABSTRACT The privatization of the British electricity supply industry (ESI) in the late 1980s and early 1990s was associated with a transformation in electricity generation technology. In a sudden and unexpected 'dash for gas', previously unused combined cycle gas turbine plant was adopted for all new large power stations. Gas turbine technology, politically and institutionally excluded from the industry before privatization, gained ascendancy due to the coincidence and interaction of FSI liberalization with lower fuel prices and greater availability, improved turbine performance, pollution abatement legislation, and the manifestation of institutional tensions accumulated under nationalization. An earlier paper found that the demise of established generation technology, particularly the British nuclear power programme, exposed the inadequacies of autonomistic and deterministic notions of technological change. The present paper considers the value of a more subtle framework — Hughes' sociotechnical systems model — for analysing the rise of gas turbines in the British ESI. The systems perspective enables the dash for gas to be understood, rather than as a result of technical and economic imperatives, or structural and regulatory reform, as a contingent and largely unplanned outcome of the interplay of previously excluded international forces with latent local interests, mediated by policymaking expediency. This paper aims to enrich our understanding of the history and substance of cybernetics. It reviews the work of three British cyberneticians — W. Ross Ashby, Stafford Beer and Gordon Pask — paying attention particularly to the materiality of their practice — the strange and fascinating devices and systems that were at the heart of their work — and to the worldly projects they pursued — scientific, technological, artistic, organizational, political and spiritual. Connections are drawn between cybernetics and recent theoretical work in science and technology studies, in the hope of illuminating key features of both. The paper concludes by suggesting that the antidisciplinary impulse of contemporary science studies might find inspiration in the work of cyberneticians — that theory does not have to remain confined to the realm of theory. This paper considers how three jurisdictions, Canada, the United States and the United Kingdom, have sought to reconcile freedom of religion with equality rights, particularly in the commercial context, and particularly in relation to sexual orientation. The recent decisions of the United Kingdom Supreme Court and United States Supreme Court form the backdrop for that discussion. It is argued that the former made piecemeal, and misleading, use of American case law, and a fuller consideration of that jurisdiction's position was warranted, and would have led to a different view of the recent American decision. It argues that the United Kingdom Supreme Court was in error in viewing a message on a cake ordered from a baker as an example of the baker's expression, leading it to an incorrect conclusion at odds with statutory mandates in the commercial sphere around refusals of service. While the effects of the platform economy on work are mainly studied through the lens of gig or cloud workers, many more employees are likely to be affected in non-platform firms or sectors. We discuss the mechanisms of platform economy's impact on the employment relationships and indirect effect on employment trends. Platform firms enter the service economy with business models that put existing service providers under pressure and advance a platform model of employment relationship. However, their transformative force is limited by three factors: employment regulations, access to welfare provisions and the employment relations at legacy firms. We examine the case of Amazon logistics in the US, Germany and the UK and find that the employment contract, as a legal institution, prevents the dissemination of independent contracting as the preferred employment model. Moreover, the welfare state has a paradoxical effect on platform work: universal welfare and liberal employment law facilitate the rise of precarious work. [ABSTRACT FROM AUTHOR]
