Springfield Technical Community College (STCC) located in Springfield, Massachusetts, has started to offer a new certificate program - "Internet of Things" - in conjunction with its long running Computer Systems Engineering Technology (CSET) program. This new certificate consists of several pre-existing courses from the CSET program and four new courses that specially address the technology of the Internet of Things (IoT): ELE-111, Internet of Things; ELE-128, IoT Networking and Security; ELE-168, Developing the Things for the Internet of Things; and CSE-172, Cloud Computing for lo T. Each of these four new courses has an associated three-hour lab component that deals with the hard- ware and software of typical IoT implementations. This paper discusses the need for this new multi-disciplinary certificate, the necessary skill sets to deal with the IoT, the target audience for the certificate, and the contents of the various courses and their hands-on lab elements. Abstract

How linked are policymaking, representation, HIV/AIDS and race? Race and representation has been a problem in many American cities for minorities who feel their voices are not listened to. Turnout also harms minorities? representation because of their low numbers and, frequently, lack of mobilization. But when a community is divided on an issue that is racially skewed, how do the policymakers define the community when everybody claims to represent it? In November 1998 the city of Springfield, MA voted against the implementation of a Needle Exchange Program to serve injection drug users and reduce the spread of HIV/AIDS in the city. The referendum, that was non-binding because not enough signatures were certified on time, was proposed by the Citizens Against Needle Exchange (CANE). This group, composed mostly by suburban whites, was organized after the City Council approved needle exchange in a closed 5-4 vote. They successfully stopped the needle exchange program with the referendum results (55% against, 45% in favor) after threatening to recall the Mayor if he disregarded the results. The HIV/AIDS problem in Springfield affects minorities disproportionately with 82% of the cases in a city where minorities are 49% of the population . This presentation intends to analyze the impact of representation, turnout, and mobilization in Springfield in 1998. The city council is composed of nine at-large members in a community where 65% percent of the voting age population but 77% of the voters are white. This could be an explanation on why there are only two minority councilmen (one at the time of the referendum). Turnout and registration tends to be lower in minority-majority wards, thus affecting the outcome in favor of white-majority wards where turnout and registration is much higher. To address the problem of representation in the city council the Campaign for Fair Politics, a coalition of mostly minority community-based organizations, proposed a referendum to restructure the representation system of the city from at-large to single-member by ward. While CANE?s needle exchange referendum was approved (non-binding), a similar situation occurred with CFP (not enough certified signatures), but the City Council denied the approval of even a non-binding referendum. These actions by the City Council led to a suspicion of a racially biased policymaking. The analysis will consist of quantitative methods including turnout and registration data for Springfield wards for the 1998 election combined with demographic and geographical (GIS) data from the U.S. Census Bureau to analyze and illustrate the extent of the racial divisions and socioeconomic differences in the city. Also, the use of public health data (MassDPH and CDC) about HIV/AIDS prevalence in Springfield and the groups affected and their locations, and survey research (conducted by Market Street Research of Northampton, MA) about citizens? attitudes toward needle exchange. Ethnographic data and interviews from community leaders and persons involved in the process conducted by Dr. Susan Shaw will help create a clearer picture of what the community elite thinks about an issue in which everybody represents the community. Syringe exchange programs, which, in order to prevent HIV infections, provide injection drug users with sterile syringes in exchange for used ones, operate at the intersection of conflicting social and political beliefs about disease, drugs, the common good, and the law. This paper describes community opposition that emerged from diverse quarters in response to a proposed syringe exchange program (SEP) in Springfield, Massachusetts. White suburban residents and inner-city African-Americans both drew on concepts of personal responsibility and self-sufficiency as they described their opposition to SEP. Through archival research and in-depth interviews with key community figures, I show how their similar political positions resulted from highly divergent views on the role of government in caring for citizens and communities. Many parks and protected areas around the globe lack basic resource inventories needed for the creation of effective sustainable management plans. Despite the absence of comprehensive resource inventories, outdoor recreation planners still have to address existing problems and threatened resources on protected lands as best as they can. The challenge for parks and protected areas managers is to establish this priority, given the lack of much-needed resources and data. To address this gap, remote sensing technologies such as Light Detection and Ranging (LiDAR) can be used by recreation managers to create cost-effective resource inventories for large areas of land in national and local parks. This research note demonstrates how the use of LIDAR technology and historical archives can be used to create a resource inventory of a variety of historic features in the Bear Hole Watershed of West Springfield, Massachusetts, an area that encompasses over 1,293 acres of protected park lands. In 1663/4, citing damage caused by children, Springfield, Massachusetts, passed a bylaw that punished anyone who played sports that might break Meeting House windows, effectively prohibiting most ball play. Within a year the bylaw was revised, no longer punishing those who played sports, but instead assigning fines for windows actually broken. Thus, in contrast to the popular image of Puritans as joyless scolds, sports in Springfield were regulated, not suppressed. The revised bylaw provided relief to four families within a mile of the Meeting House, the only "public playground" for their 13 children between ages eight to 12. Given that many Springfield families came from England's West Country (Devon, Somerset, Dorset, Wiltshire), children would have played games such as stool ball, trap ball, and cat. More than three-fourths of the study population are 13, 14 and 15 years old. Abstract

The prevalence of foot and ankle disorders was determined in a community-based, multiethnic (non-Hispanic White, African American, and Puerto Rican) random sample of 784 community-dwelling adults aged 65 or more years in 2001–2002 in Springfield, Massachusetts. Overall, the five most common conditions were toenail disorders (74.9%), lesser toe deformities (60.0%), corns and calluses (58.2%), bunions (37.1%), and signs of fungal infection, cracks/fissures, or maceration between toes (36.3%); 30.9% had some tenderness to palpation of the foot or ankle, and 14.9% had ankle joint pain on most days in the past 4 weeks. Toenail conditions, fungal symptoms, and ulcers or lacerations were more common in men, while bunions and corns and calluses were more common in women (p < 0.001). Significant racial/ethnic differences, independent of education or gender, were found for the prevalence of most toe deformities and flat feet, as well as for corns and calluses, fungal signs, edema, ankle joint pain, tenderness to palpation, and sensory loss. Foot and ankle disorders are common in these older adults.
