After "The Freeman" closed down that strange rumors came to the author's notice about the conduct of the paper and the part that the author and his partner Albert Jay Nock had taken in its production. There were a good many people who resented the idea of terminating it so suddenly. From the letters that the author received' one could have gathered the impression that these protestants had assisted in maintaining the expense of the venture. This article presents the Report of the Editor of the journal "American Sociological Review." The growth of the Review has taken place during a period when several other journals to which many sociologists contribute have become established, apparently the Review is holding its own. The relatively large number of books reviewed during 1960, the only "deviant" figure in the table, may suggest the desirability of greater selectivity than that of the present editors, who have viewed numerous marginal works as appropriate grist for the sociologist's mill. During this period, approximately 1,050 papers will have been evaluated, and except in a very few cases each manuscript has been read by at least two referees. There have been no important editorial innovations since last year's report, but certain developments may be noted. More papers by foreign authors have been received, articles by sociologists in England, Poland, and Israel already have been published, and scholars from many nations have been encouraged to submit such papers.

This article presents an information related to a new journal "Mathematical Programming." This information is announced by the North-Holland Publishing Co., Journal Division in Amsterdam, the Netherlands. It will appear bi-monthly and its editor-in-chief is to be professor Michel L. Balinski of the City University of New York. This new English language journal will publish papers on every theoretical, computational, and applicational aspect of mathematical programming, that is, everything of direct or indirect use for questions surrounding the problem of finding the extreme values of functions of many variables. This includes along with the conventional topics in linear, nonlinear and integer programming, computer experimentation, technique for formulating and applying mathematical programming models, computer programming devices of special interest to the subject, unconstrained optimization, and control theory done in the spirit of mathematical programming.

The Publications Committee of the American Sociological Society begs leave to present the report of its activities during the year 1951-1952. It submitted a list of candidates for the office of editor of the American Sociological Review to replace Maurice Davie, who had submitted his resignation. With the cooperation of the executive office, it prepared a special bulletin on financial assistance available for Graduate Study in Sociology. as well as conducted a study to determine the feasibility of sponsoring a monographic series. The article discusses the use readership studies in the development of comic books for children. The author notes that at the time of publication, the stories and illustrations contained in comic books have remained the same for 30 or 40 years. The case of the periodical "Eagle," a weekly magazine for boys published by Hulton Press, is discussed. Because the publisher ran a risk by breaking the mold of the traditional comic formula, Hulton conducted a study to reduce the risk of the periodical failing.

This article presents information on the periodical "Sociometry." During the period, June 1, 1963, to May 31, 1964, 168 manuscripts were submitted for the first time, a 33 per cent increase over last year. Of the manuscripts received, 21 were accepted, 110 rejected, 7 returned with encouragement for revision and 29 were in process of review on the concluding date. In addition, 17 papers submitted earlier were accepted for publication. Because of the increase in manuscripts processed, the avenge review period was extended so that most reviews required from two to three months, from submission to first return and a few ran longer. All but two accepted manuscripts were returned to the author for substantial revision before publication. Most papers were published within six months of acceptance and all within nine months. Circulation of "Sociometry" continued to increase, reaching 2,050 for June 1964. Three major problems confronted the editor during the year. Because of the excessively high rejection rate imposed by the ratio of space to manuscripts received, some good work had to be turned down.

Researcher Harold Capener and Jerry Stockdale are principal investigators for the "Paths Out of Poverty," a rural poverty project at Cornell University, Ithaca, New York. Two new research projects have been initiated in South Dakota State University, Brookings, South Dakota. The first of these is a project dealing with recreation for the state of South Dakota, and the second is a project dealing with low-income families of the poverty program with special emphasis on the surplus commodities aspect of the program. A team in the Department of Rural Sociology, South Dakota State University are developing a team teaching approach to the introductory sociology course of the department.

Harvard University Professor Pitirim A. Sorokin has been named to the advisory council of the Institute of European Studies, a non-profit organization conducting foreign study programs for American college students. Professor Sorokin joins a group of leading United States educators formed during the past year to advise the Institute on matters pertaining to courses, standards and the over-all objectives of its existing and projected overseas study programs. Professor Fred C. Frey will retire on June 30, 1962. The first head of the Department of Sociology, Professor Frey has had a long and distinguished career of serviced to the university and the profession. The University of New England, Australia, has announced that it is providing a course in sociology for the first time this year. The European Society for Rural Sociology announces the publication of its journal Sociologia Ruralis. Publication is twice a year and the annual subscription rate is $6.25. The Twentieth congress of the International Institute of Sociology will meet at Cordoba, Argentina, September 12-18, 1962. Academicians are invited to participate. The theme for this meeting is "Sociology of Societies in Industrial Development."

Editors of the journal have attempted to create a specialized journal of high scientific and literary quality in which the reader will encounter significant hypotheses and data concerning the pressing problems of contemporary time. The author states that the journal is interested both in analyses of social problems and in the application of social science theory and research to their solution. The ideal paper, in the journal's view, is one which combines problem-focus, forceful writing, theoretical sophistication, data obtained by valid research methods, and compelling logic. Above all, it should make some addition to existing knowledge. While some papers will be predominantly theoretical and others primarily empirical, the journal look for theory which can be empirically tested and data which have theoretical relevance. World Congress of Sociology will meet from September 2-8, 1962, in Washington, D.C. The section on the family will meet for one day under the chairmanship of sociologist Reuben Hill. After the Congress of Seventh meeting of the International Seminar on Family Research will convene under the chairmanship of sociologist John Mogey for seven days.

The Journal of Marketing Research is a scientific journal in which the editor strives to publish the best manuscripts available dealing with fundamental research in marketing and with marketing research practice. JMR is a scholarly and professional journal. It does not strive to serve the generalist in marketing management, but it does attempt to appeal to the professional in marketing research. It is the editorial policy of JMR to publish material demonstrating the best applications of marketing research as well as to publish the best basic research in marketing. New methodology and demonstrations of its application to marketing problems or relationships of new methods have been and will be published in JMR. While there is a strong empirical bias in the selection criteria for manuscripts, unusually strong theoretical papers devoid of numbers will occasionally be published, and review articles which summarize and evaluate the state of knowledge in some area of marketing will also find their way into JMR. A proposal is presented for a new journal titled "Human Resource Planning: A Quarterly Journal of Research and Practice." The purpose of the new journal would be to promote effective human resource planning and related human resource management processes by publishing articles of noteworthy research and discussion. This journal would differ from other personnel management journals in that it is concerned with the planning and programming of human resource management actions with regard to corporate plans and objectives. Some of the aspects of the new journal that are outlined include subscription rate, the contents, the format, and the frequency of distribution.

The article provides information on Auxiliary Publication, which is now an accepted and useful adjunct to scientific and scholarly publishing. Auxiliary Publication was inaugurated under the auspices of Science Service as a part of the American Documentation Institute's Documentation Division. The plan was set forth in communications to journals on January 20, 1936, and shortly thereafter documents were received for deposit, the first document being 1001. Since its inauguration there have been 2, 148 documents deposited through April 30, 1951. The fact that a document is not ordered or is ordered only a small number of times is a compliment to the judgment of the cooperating editor and an assurance to the editor that by utilizing Auxiliary Publication and saving the cost of complete publication of the document in his journal, he is conserving the resources of scientific and scholarly publishing without dangering the free flow of scientific or scholarly information.

This article presents information about the proceedings of the annual meeting of the Standing Conference on Studies in Education, held on January 5, 1954, in the Council Room at King's College, London, England. College's Principal Peter Noble had welcomed the Conference members. Conference secretary J.W. Tibble had presented a report on the work of the Conference Committee during the year. After that, executive editor of the "British Journal of Educational Studies" A.C.F. Beales reported on the journal. He recalled the policy which had decided the form and make-up of the journal originally, and also the suggestions made during discussion at the previous annual meeting. The Editorial Board felt that the spread of the main articles in this year's issue was better balanced than in the past, and that the contents of the journal were still avoiding successfully any overlap into the fields for which other specialist journals already existed. In the course of discussion on the report several positive suggestions for future contents were offered for the Editorial Board's consideration. A revised draft of the Standing Conference, previously circulated, was then considered in conference, amended, and adopted.

Brill, Leiden, is a new quarterly journal edited by a world wide body of scholars. It deals with the study and analysis of social structures and processes in the developing nations of Asia and Africa and draws contributions from anthropology, sociology, and related social sciences. The policy of this periodical is to accept, select and publish the best papers in the field. Thirdly, "Children in Substitute Care" is a critical review of completed and ongoing research undertaken since 1948 in Western Europe, the United States and Israel, on which the National Bureau for Cooperation in Child Care is at present engaged.

This article presents a report of the editor of the journal "Sociometry". During the period, June 1, 1962, to May 31, 1963, 126 manuscripts were submitted for the first time, Of these, 22 were accepted, 71 rejected, 10 returned with encouragement for revision, and 23 were in process of review on the concluding date. In addition, 12 papers submitted earlier were accepted for publication. The complete review process takes from 6 weeks to 10 weeks in all but a few cases. Most papers were published within six months of acceptance and within nine months.

The volume of manuscripts submitted to the "American Sociological Review" continued to increase during the past year. For the period from June 1, 1952 to May 31, 1953 there were submitted 266 manuscripts 42 more than in the previous year. Of these, 84 were accepted and 173 rejected. It goes without saying that much worthy material is contained in the manuscripts for which the Review had no space. Not all of these papers were lost to the readers, however, for many were printed in other journals. The expansion of the Editorial Board helped to accommodate the increased flow of material, but, since some members are ill, busy, or traveling, at almost any time, the size of the Board is still barely adequate, and may have to be further increased before long. The American Sociological Society owes a debt to the skilled, conscientious, un- celebrated services of the Assistant Editors.
