The article presents information about the wholesale wallpaper trade in the United States. The author presents a brief overview of the history of the U.S. wallpaper trade and census records of the industry's earning in 1849. Statistical information related to earnings and growth in the wallpaper industry are presented. A discussion is presented about the differences between wallpaper wholesaling and the distribution of other commodities, specifically the difference in marketing strategies used by buyers and distributors of wallpaper. Various trade organizations related to the wallpaper industry are mentioned.

What is known about this topic? We discuss a recently published paper that alleges clinicians are causal agents of non-compliant billing of Medicare. What does this paper add? The article presents an in-depth analysis of the archives of the Brown family, collected at the John Carter Brown Library at Brown University. In it the business activities of the family from the 18th to 20th centuries are charted. Comments are given highlighting the historical value of the papers, citing their remarkable comprehensiveness for such a long period. Issues addressed within the collection include records of business conditions and transactions during the Revolutionary War, the transitions in international business networks after the war, and the family's Western frontier land speculation ventures during the 19th-century.

Education is the core of the factors that improved people for a better lifestyle and increases the level of society' development. Quality education is one of the most vital goals of Sustainable Development Goals (SDGs) due to actualizing these factors. Using relational network data envelopment analysis (DEA), which have three interrelated substages, this current paper computes the educational economy efficiency of the Organisation for Economic Co-operation and Development (OECD) countries bearing in mind the characteristics related to SDGs. The contribution of our study is the use of a novel approach to computing the educational economy efficiency using relational network DEA with GAMS. Even though some interesting differences reveal in the efficiency of the countries, the findings show that countries with high-efficiency scores are clustered around countries like Latvia, Slovenia, and Korea.

Clerkship grades (like money) are a social construct that function as the currency through which value exchanges in medical education are negotiated between the system's various stakeholders. They provide a widely recognizable and efficient medium through which learner development can be assessed, tracked, compared, and demonstrated and are commonly used to make decisions regarding progression, distinction, and selection for residency. However, substantial literature has demonstrated how grades imprecisely and unreliably reflect the value of learners. In this article, the authors suggest that challenges with clerkship grades are fundamentally tied to their role as currency in the medical education system. Associations are drawn between clerkship grades and the history of the U.S. economy; 2 major concepts are highlighted: regulation and stock prices. The authors describe the history of these economic concepts and how they relate to challenges in clerkship grading. Using lessons learned from the history of the U.S. economy, the authors then propose a 2-step solution to improve upon grading for future generations of medical students: (1) transition from grades to a federally regulated competency-based assessment model and (2) development of a departmental competency letter that incorporates competency-based assessments rather than letter grades and meets the needs of program directors., (Copyright © 2020 by the Association of American Medical Colleges.)

On May 28, 2015 the Public Company Accounting Oversight Board (hereafter, the Board) issued Staff Consultation Paper No. 2015-01 (hereafter, the Staff Consultation Paper) to seek information and input on the potential need to improve standards related to the auditor's use of the work of specialists. The Board requested input from investors, accounting firms, specialists, companies, and others (such as academics) about (1) current practices, (2) the potential need for changes, and (3) possible alternative regulatory approaches, and any associated economic implications, for potential improvement in standards related to oversight and assessing the objectivity of employed and engaged specialists. Objective Scanty and controversial information is available on the impact of macroeconomic fluctuations on smoking behaviour. No study has quantified the effects of fiscal crises on smoking prevalence. This study aimed to investigate the effects of the 2007-2008 economic crisis on smoking prevalence and number of smokers in the USA. Methods Using data from the repeated Behavioural Risk Factor Surveillance System (BRFSS) surveys in pre-crisis (2005-2007) and post-crisis (2009-2010) periods on a total of 1 981 607 US adults, we separated the expected (after allowance for the demographic growth of the US population, secular smoking prevalence trends and changes in sociodemographic characteristics) from the unexpected (assumed attributable to the economic crisis) changes in the number of smokers across different employment statuses. Results Joinpoint regression analysis revealed no significant changes in smoking prevalence trends over the period 2005-2010. The crisis resulted in an increase in the number of smokers in the US by 0.6 million. This is largely due to an unexpected decrease of 1.7 million smokers among employed and an increase of 2.4 million smokers among unemployed individuals, whose smoking prevalence also remains extremely high in the post-crisis period (32.6%). Conclusions The 2008 financial crisis had a weak effect on smoking prevalence. The pro-cyclical relationship (ie, the crisis results in a lower number of smokers) found among the employed is offset by the counter-cyclical relationship (ie, the crisis results in a higher number of smokers) found among unemployed individuals. Public health interventions should specifically target those in unemployment, particularly in hard times. [ABSTRACT FROM AUTHOR]

Objective We attempted to estimate the excess annual costs that a US private employer may attribute to employing an individual who smokes tobacco as compared to a non-smoking employee. Design Reviewing and synthesising previous literature estimating certain discrete costs associated with smoking employees, we developed a cost estimation approach that approximates the total of such costs for US employers. We examined absenteeism, presenteesim, smoking breaks, healthcare costs and pension benefits for smokers. Results Our best estimate of the annual excess cost to employ a smoker is $5816. This estimate should be taken as a general indicator of the extent of excess costs, not as a predictive point value. Conclusions Employees who smoke impose significant excess costs on private employers. The results of this study may help inform employer decisions about tobacco-related policies. The mortgage foreclosure crisis raises legal questions as important as its economic impact. Questions that were straightforward and uncontroversial a generation ago today threaten the stability of a $13 trillion mortgage market: Who has standing to foreclose? If a foreclosure was done improperly, what is the effect? And what is the proper legal method for transferring mortgages? These questions implicate the clarity of title for property nationwide and pose a too-big-to-fail problem for the courts. The legal confusion stems from the existence of competing systems for establishing title to mortgages and transferring those rights. Historically, mortgage title was established and transferred through the "public demonstration" regimes of UCC Article 3 and land recordation systems. This arrangement worked satisfactorily when mortgages were rarely transferred. Mortgage finance, however, shifted to securitization, which involves repeated bulk transfers of mortgages. To facilitate securitization, deal architects developed alternative "contracting" regimes for mortgage title: UCC Article 9 and MERS, a private mortgage registry. These new regimes reduced the cost of securitization by dispensing with demonstrative formalities, but at the expense of reduced clarity of title, which raised the costs of mortgage enforcement. This trade-off benefitted the securitization industry at the expense of securitization investors because it became apparent only subsequently with the rise in mortgage foreclosures. The harm, however, has not been limited to securitization investors. Clouded mortgage title has significant negative externalities on the economy as a whole. This Article proposes reconciling the competing title systems through an integrated system of note registration and mortgage recordation, with compliance as a prerequisite to foreclosure. Such a system would resolve questions about standing, remove the potential cloud to real-estate title, and facilitate mortgage financing by clarifying property rights. [ABSTRACT FROM AUTHOR]

Over the last two decades, education privatization has become a widespread phenomenon, affecting most education systems and giving place to a consistent increase in private school enrolment globally. However, far from being a monolithic phenomenon, privatization advances through a variety of context-sensitive policy processes that translate into multiple policy outcomes. This paper aims at understanding why and how education privatization unfolds in a broad variety of settings and, to this purpose, examines the different manifestations of education privatization on the light of Cultural Political Economy (CPE). The conceptual and analytical tools provided by CPE prove to be particularly well suited to explore such a multi-faceted and multi-scalar phenomenon. CPE has helped us to capture the intersect and tension between different drivers (global and local, material and ideational) of education privatization through the evolutionary mechanisms of variation, selection and retention. On the basis of a systematic literature review methodology, encompassing 227 research papers, the article identifies and systematizes six different paths towards education privatization--understood as groups of frequently associated circumstances, mechanisms and courses of action leading to privatization. Conceived as ideal types, these different paths ultimately allow for a richer understanding of education privatization and show that the international diffusion of education privatization norms and discourses is far from producing policy convergence at a global scale.

The COVID-19 pandemic is an unprecedented event that has shocked economies worldwide, propelling large-scale adaptation of expansionary policies. This paper examines how, specifically in the scope of developed countries, key economic indicators such as tax revenue and burden, labor force participation rate, and federal budget have been impacted by the pandemic. The specific nations examined in the paper include the United States of America (USA), Japan, Germany, France, and the United Kingdom (UK). The article reveals that tax revenue had fallen at a rate similar to the GDP, and a redistribution of the tax burden has also occurred to some extent. Simultaneously, a fall in the labor force participation rate and increased government deficit were observed. This observation is primarily consistent across all five countries sampled. The article explores an increase in the discussion about extended producer responsibility (EPR) for packaging and printed paper (PPP) in the U.S. It attributes the trend to the effectiveness of EPR in increasing the country's recycling rates. The use of EPR by non-alcoholic beverage company Nestlé Waters North America in its operations is cited. The role of local governments and consumers in the success of the implementation of EPR is also discussed.

The author comments on the papers by economists Robert H. Rasche and Leonall Andersen. The aim of the author is to demonstrate why the research conducted by Rasche and Andersen presents an important professional event and the analytical problems this event raises. It is explained that the event the author references is the establishment of monetarism as "conventional wisdom." In Andersen's research he attests to the legitimacy of the monetarist succession by citing the now-familiar litany of impressive empirical research results achieved at the St. Louis Federal Reserve Bank. Rasche's research demonstrates that the FRB-MIT-Penn Model has to incorporate what the author takes as being the critical structural element of monetarism.

Economic effects of public policy alternatives often are analyzed with simulation models. The value of simulation is enhanced when model parameters can credibly be estimated econometrically. But unrestricted estimation can be expected to result in problematic estimates, for example, estimated parameters contrary in sign to what economic theory dictates. The information contract curve (ICC), developed by Leamer, provides a flexible means to impose regularity on estimated parameters at minimum-likelihood cost. We extend the ICC methodology, using conically uniform priors, and apply it to measuring the welfare costs of environmental regulations in the U.S. pulp, paper, and paperboard industry. In the summer of 1861, the United States embarked on its first widespread use of paper money: the Demand Notes of 1861. Although their convertibility into gold ended at the end of that year, they remained acceptable for tariff payment at a par with gold coin while they were gradually replaced with paper money that did not share this provision, the Greenbacks. We present daily observations of exchange rates between the Notes, Greenbacks, and gold for the extended period during which they simultaneously circulated. These exchange rates substantiate our revisionist notion that the Notes were replaced because the tariff provision prevented them from generating sufficient seigniorage for wartime needs. The article discusses the significance of the field-oriented academic conference series in the U.S. According to the author, the publication was a unique inception in 1970 because it has inspired imitation of the editors Arthur Okun and George Perry who were the first to understand the value of field-oriented academic conference series. Its hostility to the real business cycle model is easier to explain and reflects well on the editors. It has been said that the smaller general-equilibrium models was an easy way to better understand the transition from hostility to the big models to the smaller ones.

Given the steady increase in co-authored papers in economics journals, this paper reports a study of the patterns of co-authorship between US universities and colleges. A majority of institutions produce more co-authored than single-authored papers. Contacts with researchers from the same institution are still an important source of co-authored papers, even though slightly decreasing in frequency. The determinants of co-authorship outside the own institution are tested in a gravity model and it is found that distance and other geographical variables do not matter. However, the quality of co-authors' institutions, measured by rankings of institutions, has a significant impact on the number of co-authored papers in top economics journals. [ABSTRACT FROM AUTHOR]

Unlike scholars in many other disciplines, economists show little organized concern for preserving disciplinary archives. Consider the contrast between the community of mathematicians and the community of economists: the American Mathematical Society and the Mathematical Association of America have embarked on a joint project to preserve official archives and to advise individuals and groups about the preservation of personal and organization-related papers: these two large organizations have recognized that mathematicians' "personal papers and the records of mathematical institutions and organizations are a source for an understanding of history." Generally, donors are asked to sign an agreement that gives property of the papers to the repository; rarely do repositories accept collections on loan or deposit. Before signing such an agreement, one should become familiar with the repository's policies on availability and publication of the papers. Most repositories are willing to attempt to address any concerns one may have, such as a desire to restrict part of the collection to protect the privacy of others.

Our current globalized economic regimes of financialized capital have systematically altered relations of learning and labour through the dynamics of precarity, debt, and the political economy of new wars. The risks of these regimes are absorbed unevenly across transnational landscapes, creating cartographies of violence and dispossession, particularly among youth, indigenous, working class, and racialized women. Presently there is surprisingly little discussion on the relevance of financialization for adult educators. Transnational resistances organizing against neoliberal restructuring, austerity policies, and debt crises are emerging at the same time that massive investments are being made into homeland security and the carceral state. This paper opens up discussion on the implications of financialized times for educators, and develops an analytic framework for examining how these global realities are best addressed at local sites of adult and higher education.

Purpose: The purpose of this paper is to explore a framework for considering moral K-12 instructional technology. It seeks to examine the extent that development of technology policies consider and respect affected parties interests. Design/methodology/approach: Interpreting morality as an economic concept that involves a reconciliation of societal members' diverse needs and wants, the authors describe moral instruction technology use as a negotiation of administrative, teaching and learning needs along five continua defined by Mason, in 1986 and Peace and Hartzel in 2002: property, freedom of speech, privacy, accessibility, and accountability. The paper commences with observations concerning research into technology-based empowerment and associated ethical issues. It then describes the five continua of ethical instructional technology challenges within the contexts of K-12 settings. Findings: The authors encourage research through observational and survey studies to clarify understandings of these continua. Although presented separately, they acknowledge that these dimensions overlap and interact to comprise a mesh of moral dilemmas. If morality represents a concept designed to balance societal powers, then implementation of moral instructional technology processes respects the views of all educators. The authors argue that how educators interpret technology's placements along these moral continua have important consequences for practice. They encourage research that interprets these relationships and how they may best support classroom processes. Between 1862 and 1878, the view of the United States government towards the nation's money was transformed. Early in the Civil War, the government got into the bank note printing business out of necessity, printing and issuing the first-ever federal currency. Over the following years, debates raged whether the national currency should be printed privately or by the government's bank note printer, the United States Bureau of Engraving and Printing (BEP). Matters came to a head in 1878 when Congress debated the future of the BEP. That year, in a radical departure from the past, Congress gave the Bureau of Engraving and Printing a monopoly on the production of currency, forever changing the role of the government in the nation's economy. Money, be it in the form of coin or currency, was now the exclusive province of the government – not private banks or bank note companies. This change was the result of a rare consensus between Democrats and Republicans and between the forces of the antimonopoly tradition, Greenbackism, and hard money. For various reasons, they were unanimous in believing that the government, especially Congress, should be in control of those matters affecting the monetary affairs of the country. The article discusses the printing and use of scrip-money during the early twentieth century in isolated areas of the U.S. where mining and forestry where the dominant industries. It is noted that private money such as was printed by lumbering and mining companies would have been common tender and not legal tender. The article concludes by postulating what might have happened if the scrip system had become an intercommunity system and if there had not been laws regarding the private printing of money.

The author comments on the usefulness of a monetary commission in the United States. The author cites the work of economists, Robert Z. Aliber, William G. Dewald, and Scott Gordon. It is suggested that the economists do not take a position on the question of the prospective usefulness of the monetary commission. The author asserts that they should have used a cross-sectional study of a number of commissions according to type. The author also expresses criticism towards the authors for not offering ideas for the formation of a new commission.

With the development of the market economy, agricultural trade has become more and more significant for the development of the agricultural economy, which has triggered people's further thinking and exploration on the impact of agricultural trade on agricultural carbon emissions. This paper takes the measurement of trade implied carbon as the carbon dioxide emission index under the impact of agricultural trade and analyzes the impact of trade implied carbon and implied carbon balance on carbon emission. Taking the impact of Sino-US agricultural trade as an empirical background, this paper measures the impact of environmental changes in agricultural trade opening on China's agricultural development and its carbon emissions, so as to predict changes in China's regional agricultural carbon emissions performance. After calculation, it is found that the scale of China's exports has decreased by 0.089%, which is lower than the decline of 0.361% in the United States. The trade conflict has a significant impact on China's import and export structure. Under the scenario of mutual tariffs on agricultural products, China's exports to the United States are expected to decrease by 6.28%, while China's imports from the United States decreased by 13.02%. The Sino-US agricultural trade dispute will reduce China's carbon emissions by 0.013% and the United States' carbon emissions by 0.024%, which is related to the negative impact on the economy. Improving the performance of agricultural carbon emissions is not only the need for the green and sustainable development of the agricultural economy but also conducive to improving the international competitiveness of agricultural products. Recent discussions about the increasing prices of prescription drugs have focused on pharmacy benefit managers (PBMs), third-party intermediaries for various types of employers and government purchasers who negotiate drug prices in health plans and thus play a crucial role in determining the amount millions of Americans pay for medications. In this position paper, the American College of Physicians expands on its position paper from 2016 by offering additional recommendations to improve transparency in the PBM industry and highlighting the need for reliable, timely, and relevant information on prescription drug pricing for physicians and patients. The prescription drug market in the United States relies on competition to keep prices reasonable. Although many policies have been implemented to spur competition and decrease costs for patients, these policies may be outdated and should be redesigned and updated to achieve success in the current prescription drug market. In this paper, the American College of Physicians (ACP) proposes that new policies should be implemented to prevent market manipulation, help lower-cost alternatives make it to the market faster, and ensure a robust and competitive market for generic and biosimilar drugs. This article presents the author's view on George Stigler's paper debunking the effects of economic conditions on electoral results in the United States. I view Stigler's paper as a healthy antidote to conventional wisdom and a refreshing contrast to the frequent practice of computer-users of running regressions until they find something significant. Nonetheless, I believe there is more to the relation between voting behavior and general economic conditions than meets the jaundiced eye, and I am particularly concerned that Stigler's criticisms should be correctly interpreted as dropping the gauntlet--and not a wet blanket--on research in this area. I do not share his negative presumptions about the satisficing model in general or its applicability to voting behavior in particular. To use his example of a 3 percentage point increase in the unemployment rate, it tells us far more than the extra number of people unemployed at a moment of time. It also means that an extra 12 percent of all adult male workers will have experienced some costly spell of unemployment within the preceding year. Without a reliable theoretical guide, the specification of favorable economic conditions becomes a matter of hunch and taste. In the final section of his paper, Stigler sets forth as an alternative a long-memory model of how macroeconomic performance might influence voters. Unlike the Kramer satisficing voter who sees the two parties only as ins and outs, the Stigler long-memory voter has a definite perception of Republicans and Democrats.

This article focuses on papers discussed at the round table meeting on "the teaching of elementary economics" on December 30, 1949, at New York. Since the movement toward a general course in the social sciences seems to one essential it would be useful at this stage to collate the experiences of the hundred institutions now engaged in offering such a course. Fortunately both the American Economic Association and the American Political Science Association are engaged in a survey of this field by questionnaire and interviews. It is already clear, however, that the general course can be expected to follow no set formula. Its content and emphasis will vary from college to college with the abilities, interests, and philosophies of the staff members, and with the financial resources of the institution. One do not consider such diversity unfortunate. It is fragmentation and compartmentalization which are making the teaching of the social sciences increasingly ineffective in the light of social integration today. The closest integration will continue to recognize the infinite diversity contained in the fundamental unity of society.

In the 1940s and 1950s, institutionalist economists rapidly lost their influence over American economics. In parallel, a new mainstream emerged, and the institutionalists were extremely dissatisfied with the path taken by the economic science. We analyze the opinions and feelings about this context to shed light on the institutionalists’ understanding of the new mainstream economics. We construct a historical account of the institutionalists’ dissatisfaction with post-war economics based on archival material from the personal papers of Allan Gruchy, John Gambs, John Blair, and Clarence Ayres. In the period analyzed, the economists, who would later found the Association for Evolutionary Economics, acted as dissenters rather than institutionalists. Attempts to answer the question of who should own scientific papers. Studying a sample of recently published papers in the main Economics journals, I find that these American journals mostly publish work on American data, written by members of American universities. I argue that this state of affairs is not essentially because of a language problem, but is explained by the domination of US universities on the international academic market in Economics. The article provides information regarding the Consortium on Competitiveness and Cooperation (CCC). The CCC is a network of scholars from leading universities and management schools in the U.S. who perform research on the improvement of the United States' competitive performance in the global economy. Telemedicine-the use of technology to deliver care at a distance-is rapidly growing and can potentially expand access for patients, enhance patient-physician collaboration, improve health outcomes, and reduce medical costs. However, the potential benefits of telemedicine must be measured against the risks and challenges associated with its use, including the absence of the physical examination, variation in state practice and licensing regulations, and issues surrounding the establishment of the patient-physician relationship. This paper offers policy recommendations for the practice and use of telemedicine in primary care and reimbursement policies associated with telemedicine use. The positions put forward by the American College of Physicians highlight a meaningful approach to telemedicine policies and regulations that will have lasting positive effects for patients and physicians. Gender effects in large-scale assessments have become an increasingly important research area within and across countries. Yet few studies have linked differences in assessment results of male and female students in higher education to construct-relevant features of the target construct. This paper examines gender effects on students' economic content knowledge with a focus on construct-relevant explanations. Moreover, we compare gender effects cross-nationally between Germany, Japan, and the United States. To assess economic content knowledge of higher education students, we used translated, adapted, and validated versions of the Test of Understanding in College Economics (TUCE, 4th ed.), an instrument that is commonly used internationally. We found gender effects on test scores in all three countries; effects were larger in Germany and the United States than in Japan. Gender effects were generally more pronounced on the numeracy subscale than on the literacy subscale, that is, male students had a greater edge over female students when items required calculations. In our conclusion, we discuss how numeracy and literacy items may tap different abilities.
