2. Empowering small stakeholders groups in selecting a long-term water management plan.

Strategic water management on a river basin scale requires the inclusion of stakeholders from different sectors and the use of methodologies based on scientifically sound models and techniques, keeping in mind that the power of smaller and larger subgroups of stakeholders should be equal. In this paper, we present an approach to tackle this problem based on two Social Choice Theory (SCT) methods: preferential Borda Count and no-preferential Approval voting method. Two different scenarios of grouping members of the water committee of the San Francisco River Basin in Brazil are simulated, by interested sectors and by interested delegates from the states where the river passes through, five long-term management plans are evaluated and voted in either scenario. Results indicated that if members of the committee demonstrate reasonable competency and consistency while setting their judgments on management plans, the final group decision is the same or similar, regardless the method used. One of the conclusions is also that the voting of small subgroups may have the same power as the voting of a large subgroup in the social choice-based decision-making processes. SCT methods can thus be recommended as an equity framework to empower small groups in selecting long-term water management plans. [ABSTRACT FROM AUTHOR]

In 1985 "The New York Trilogy" was finally published by Sun and Moon Press in San Francisco, this came after many denials for publishment from other companies. Even tough he regularly wrote reviews, translations and his prose poem "White Spaces" published in 1988, the Trilogy was the beginning of his literary career. The year after "The New York Trilogy" was released he released the other two novels "Ghost" and "The Locked Room." In the late sixties he attended Columbia University then moved to Paris to start The Living House, a publishing house, with his first wife. This company is where his first novel was published and since then he has published one every year. Austers work is viewed as remarkable because he has so many types of literary writings; novels, essays, translations, poems, plays, songs and collaboration various artists. When asked of his writing technique he says always notebook with a fountain pen, sometimes pencil, it seems to be more primitive and he remains more creative. He does say though that the paper also has to be in notebooks, he has a fetish of writing on quadrille line paper, the little squares.

Abstract A great deal of interest has been paid to enhance the radar range resolution for the last decades. One of the techniques is to construct a waveform combining inter-pulse and intra-pulse modulations. In this paper, stepped frequency (SF) waveform is used to represent the former, whereas phase coding (PC) is considered for the latter. To obtain the high-resolution range profile (HRRP) of a target induced by an SF waveform at the receiver, one of the approaches is the frequency domain (FD) algorithm. It has been successfully applied with SF linear frequency modulation waveforms. However, based on our investigations, processing the SFPC waveform with the FD algorithm does not lead to the performance, in terms of peak sidelobe ratio (PSLR) and integrated sidelobe ratio (ISLR), of the single-carrier phase coding (SCPC) waveform processed with a matched filter (MF). To overcome these drawbacks, we propose to split the spectrum of a phase coded pulse into a predetermined number of portions, and then to successively transmit the time-domain transformed versions of these various portions. The received echoes are then processed with a modified version of the FD algorithm. Our analysis and simulations show that the proposed waveform can be characterized by a PSLR and an ISLR close to those of the SCPC processed with MF in some scenarios. [ABSTRACT FROM AUTHOR]

The São Francisco River has been, and continues to be, the only major river in arid Northeast Brazil and, as such, continues to be a major focus for development policy in this poorest part of the country. In a context of persistent water scarcity and recurring drought, the imperative is to develop a water development and management framework capable of simultaneously creating a platform for growth, dealing with distributive conflicts and ensuring rational usage. Addressing this challenge has been complicated by the multi-layered institutions of Brazilian federalism. This paper traces the development of the institutional framework for water management in the São Francisco Basin, highlighting the role of both local innovation and the pressures of federal centralization. The single most important policy debate currently affecting the basin is an ambitious inter-basin transfer project that aims to provide secure water supply to major cities and irrigation projects in neighboring basins. The paper provides an in-depth analysis of the project, with a special focus on understanding the policy process underpinning the project. This analysis anchors the discussion in the difficult dilemmas currently faced by policymakers and gives some insights into the actual functioning of a complex and sometimes ambiguous institutional set-up. Divorce papers filed by Bronstein suggest that he may plan to challenge an existing prenuptial agreement, which reportedly grants him a $1 million settlement (Stone's fortune when the pair wed was a reported $11 million).
