This paper analyses and critically discusses the role of regions in implementing renewable energy (RE) policies, examining the relationship between state policy and RE deployment. Using evidence from four case study regions, Apulia and Tuscany in Italy and Wales and Scotland in the UK, the paper teases out some differences in terms of regional competencies to implement RE policies across the two countries. The national governments in both Italy and the UK have constructed regulatory and governance relationships to orchestrate and reorder economic, social and ecological challenges and devolve responsibilities at the sub-national level. This has offered an opportunity for the peculiarities of regional setups to be taken into account and regions have contributed towards the promotion of green and sustainable path development via the route of promoting RE deployment. The paper argues that the downscaling and distribution of responsibility in the cases investigated reflect the capacity and willingness of nation states to respond to and mediate the strategic goals and outcomes formulated at national and international levels. Nevertheless, while the regions investigated display differences in their incentives, capacities and capabilities to increase RE deployment, their ability to act is very much influenced by nation states, stressing the important role of the state in mediating the form and direction of RE deployment. The project on which this paper is grounded is the first in-depth empirical study of the impacts of COVID-19 on each stage of the English and Welsh Youth Justice System. We take the notion of a child's right to a fair trial as the lens by which we detail the findings from our research. The paper documents the experiences of professionals working in the courts and children who had contact with the courts during the pandemic. While we concentrate on processes in England and Wales as an exemplar of the impact of COVID-19, recognising that globally, courts were experiencing similar challenges, initiates a discourse about how to re-envision their role in wider criminal justice systems in a COVID-19 world. Our research demonstrates an urgent need for renewed consideration of what support children need to effectively participate in court, and where and how children's cases should be heard. The pandemic demonstrated that creativity is possible and creates a timely opportunity to review the evidence and think more radically about a welfare-based, trauma-informed court process for children. This paper examines the hypothesis that Waun Mawn in West Wales provided the bluestone monoliths that were used at Stonehenge. Some archaeologists believe that the site supports the last remains of a giant stone circle or 'Proto Stonehenge' which was dismantled and transported to Salisbury Plain around 5000 years ago. It was claimed, after three excavation seasons at Waun Mawn in 2017, 2018 and 2021, that there is firm evidence of some standing stones which were later removed or broken up, but it has still not been demonstrated that there ever was a small stone circle here, let alone a 'giant' one. Furthermore, there have been no control studies in the neighbourhood which might demonstrate that the speculative feature has any unique characteristics. There is nothing at Waun Mawn to link this site in any way to Stonehenge, and this is confirmed by recent cited research. No evidence has been brought forward in support of the claim that 'this was one of the great religious and political centres of Neolithic Britain'. It is concluded that at Waun Mawn and elsewhere in West Wales there has been substantial 'interpretative inflation' driven by the desire to demonstrate a Stonehenge connection. Police recruitment across the UK is under intense political and social pressure to increase representation and legitimacy. This layered in to a quest to raise the number of police officers in England and Wales by 20,000. However, despite decades of reform initiatives, police recruitment continues to be a challenging and potentially exclusionary process for candidates from ethnic minority backgrounds. Research in this area mainly comprises macro-level process evaluation and subsequent extrapolation of the results into positive action initiatives. There is a paucity of research at the micro-interaction level among social actors. In this paper, we present a case study of police recruitment in a large English Police Constabulary over four recruitment cohorts in 2018. We conducted 26 long-form, in-depth interviews with new police recruits. Utilising the embeddedness theoretical framework based on sociological studies of the labour market, we attempt to understand police recruitment at the micro-social interaction level. We demonstrate that police recruitment has a high level of social embeddedness within the Constabulary. Candidates utilise social connections throughout the recruitment process to develop competence in the recruitment stages, while also building their respective police social identities. Although positive action recipients also receive significant organisational and instrumental support, they build a relationship with the abstract organisation and not existing police officers. This creates an imbalance in social identity development and may have implications for how positive action initiative recipients may struggle within the policing environment. The UK charity Crimestoppers supports the police by taking and passing on information about crime. However, its service has been subject to little examination. This paper explores how Crimestoppers acts as an enabler to reporting crime and assists the police in solving crime. A small-scale qualitative study, using semi-structured interviews, was conducted with participants drawn from Crimestoppers' contact centre and two Welsh police forces. Following a thematic analysis, the overarching finding submits that 'anonymity' is the golden thread which preserves Crimestoppers existence. This paper examines the role of the police in mental health work. It explores whether the calls to 'defund the police' can be the basis for fundamental reforms of mental health services and the police role. The paper outlines the roots of the calls to ' defund the police' situating the perspective in the wider Black Lives Matter movement (BLM). The wider BLM movement seeks to overturn long standing racial and social injustices, including the disproportionate use of force against black citizens and racial biases within the Criminal Justice System. It goes further in that BLM calls for a shift in funding from policing towards an investment in welfare and community services. These calls are captured in the phrase 'defund the police'. These calls have highlighted the police role in mental health, particularly, the police response to citizens in mental health crisis. The paper examines the police role in mental health work, highlighting the historic impact of policies of deinstutionalisation and more recently austerity and welfare retrenchment. In calling for this policy shift, campaigners have highlighted the need to significant investment in mental health services. The police role in mental health services increased because of the failings of community care (Cummins, 2020a). Police officers have increasingly become first responders in mental health crises. The paper, focusing on England and Wales, uses 'defund the police' perspective as a lens to examine long standing areas of concern. Police involvement in mental health emergencies is inevitably stigmatizing. There are also concerns from the police. This is an area of police demand that has grown of austerity and the wider retrenchment in public services. Police officers often feel that they lack the skills and knowledge required to undertake their role in mental health work. In addition, there is frustration generated by poor interprofessional working. Police officers on an organizational and individual level feel that they are often left ' picking up the pieces '. There is a wide recognition that mental health services are failing to provide appropriate responses to those in crisis (Wessley, 2018). As well as being an issue of human rights and social justice, these failures place vulnerable people at increased risk. All aspects of police work involve contact with people experiencing mental health problems. People with mental health problems are first and foremost human beings who should be treated with dignity and respect. They are also citizens, family members, carers and work colleagues. Having acknowledged that core value perspective, if we accept that police officers will be involved in mental health work, we should seek to limit their role as far as is possible. The paper concludes that it is likely that there will be always be some form of police involvement in mental health–related work. However, there is a need to limit this as far as possible. A stand-alone strangulation offence was introduced in Queensland, Australia in 2016. One of the elements of the Queensland strangulation offence is that the victim did not consent to the strangulation. This paper reviews the harms and dangers associated with strangulation before overviewing the debates about the use of strangulation during sex. Drawing on focus group discussions conducted with domestic violence support workers and men's behaviour change workers, we discuss four overlapping themes identified in the discussions. These were perceptions that: strangulation during sex is normalised; consent is not informed; it happens in the context of coercive control; and the requirement of consent opens a loophole in the strangulation offence. Considering the issues raised, and the clear risks and harms, we suggest that consideration should be given to whether it is ever possible to consent to strangulation and we consider possible reforms such as following the two-tiered approaches to consent used in the England and Wales law and elsewhere in Australia. The Scottish Law Commission has recently confirmed in its Eleventh Programme of Reform, published in May 2023, the continuation of its medium-term project to examine the law of homicide. This includes a review of sexual infidelity killings and provocation as a partial defence to murder, or otherwise. It embraces a critique of whether and, if so, how any necessary proposals for modernising the law in this sensitive and important area should be made. A Discussion Paper has previously been published for examination. Against this backdrop, we analyse whether sexual infidelity ought to be retained in extant Scots law, as one of only two relationally relevant qualifying triggers. In November 2023, the Law Commission in England and Wales announced its forthcoming review of domestic homicide given contemporary understandings of the impact of domestic abuse. We provide novel insights into Anglo-Scottish law to seek to recalibrate the understanding of coercive/controlling behaviour in the contextualisation of sexual infidelity killings. Our review highlights the ways in which allegations of (actual or perceived) sexual infidelity may be symptomatic of coercive control through consideration of recent case law, and via the lens of Monckton-Smith's eight stages to femicide. A risk assessment is utilised to demonstrate the extent to which victims of coercive controlling behaviour have their capacity for action delimited, and how this should inform deliberations in cases where the coercively controlled individual kills in response. A novel and original new template is promulgated for provocation reform predicated de novo on qualifying triggers of domestic abuse and gross breach of trust and with a part-justificatory – part excusatory standardisation. It is suggested that a new nomenclature and typology is required as extant Scottish law on provocation is out of step with contemporary social mores, and the law in England and Wales does not adequately address contextual factors, such as, ethnicity, culture, religion, sexuality, disability, and migrant status, which impact on a domestic abuse victim's capacity for action. It is further propounded that a social entrapment lens, drawing on initiatives crystallised from New Zealand and Australian academician perspectives, ought to be enacted as part of urgently needed effective remedial legislation. The author says that the paper's lack of focus on the role of wider public in the enhancement and protection of environment serves as one of its failure. She adds that the Paper's main themes include the adoption of holistic management, integrated regulatory, and ecosystem approaches to ensure effective environmental law and policy in Wales.

This paper considers the origins and traces the history of the Social Fund, an ideologically-motivated social policy departure of the Thatcher era. It identifies the controversy, in research communities amongst others, which surrounded the establishment of the Fund, and considers the evidence of recurring difficulties in its practical operation over a thirty-year period. It then turns to the Coalition administration in Westminster’s decision to divest itself of responsibility for key parts of the Fund, devolving such obligations to local authorities in England, the Parliament in Scotland and the Assembly in Wales. The paper sets out a comparison of the approaches being developed to discharge the Fund’s prior responsibilities in the three nations. It concludes that the essential policy thrust lies in a determination to roll back central state obligations in poverty relief and income maintenance which had hitherto been accepted by all post-war administrations. The role of museums as agents of culture, education and even nationhood is widely recognised. However, the potential for museums to contribute to regeneration processes is also important. Urban development literature has demonstrated the importance of creative capital in economic development processes. Then, evaluating museums in economic terms, covering issues including visitor numbers and resulting tourism consumption, provides only a partial indication of museum ‘value’. This paper reports research undertaken with Amgueddfa Cymru—National Museum Wales to establish the economic impact of museums, but which also developed a conceptual framework to assess other elements of museum contribution. In particular, the paper picks up on research challenges on the need to test critically how far culture can be at the heart of local regeneration. The paper also addresses a challenge from the literature that a wider group of stakeholders might be involved in establishing the ‘value’ of services emanating from museums. The Ministry of Justice Green Paper on Breaking the Cycle contains proposals for the re-formation of the criminal justice system in England and Wales during the period 2010 to 2015. Even though the document includes a brief profile of the offender population, it does not engage critically by locating the profile within a neoliberal political, social, and economic explanatory context. It used to be the responsibility of the probation service to provide relevant information to the courts to explore and explain offending episodes. However, recent modernizing transformations have damaged this historic function and it is a considerable omission the Green Paper neither discusses nor rectifies. Traditionally, jurists have distinguished between voluntary/involuntary behaviour via the theory of volition. Though perceived as the conventional approach, this paper argues that the volitional understanding of voluntariness is an inadequate instrument for assessing complex behaviours which seemingly portray a striking level of intelligence and purposiveness on the part of the accused. In particular, the phenomenon known as hypnotically-induced behaviour, which forms the focus of this paper, is one such troublesome case. To this end, the version of the volitional theory most staunchly advocated by Professor Michael Moore is singled out for scrutiny, due to his strong sentiments supporting the application of his philosophy to these aforementioned behaviours. In contrast to Moore, this paper suggests that the position most recently proposed by the Law Commission of England and Wales within their discussion paper on the defences of insanity and automatism is to be preferred. Specifically, the Commission recommend substituting the theory of volition for that of 'control' as a means for assessing the voluntariness of any given behaviour. This paper submits that a theory of control has two major advantages over the traditional theory of volitionalism. First, the possession/absence of control more accurately reflects the contemporary system of criminal law in England and Wales. Second, a theory of control is more conceptually defensible as an explanation for why behaviours performed under hypnosis are typically perceived as involuntary. [ABSTRACT FROM AUTHOR]

The old common law defence of provocation has been abolished in many jurisdictions, including England and Wales and Northern Ireland, but it is still part of the law south of the Irish border. Up to now the Irish law of provocation has been built up solely by the courts, and has developed a number of peculiarities, not least the apparent rejection of the objective test by the Court of Criminal Appeal in the 1978 case of MacEoin. However, it is not until recently that the defence has come to the attention to the Supreme Court, in the 2020 case of McNamara. In this case the court set out to clarify the law, but the case has been criticised by commentators for its failure to clear up some of the existing ambiguities; indeed, it has been said that it has even introduced further ambiguities into the law that did not exist before. Be that as it may, this paper argues that McNamara is to be welcomed, in so far as it promotes a flexible approach and one which recognises the essentially normative nature of the provocation defence. Drawing upon analysis of policy documents and interviews with key policy makers and professionals co-ordinating Sex and Relationships Education (SRE) in various settings, this paper interrogates the socio-political drivers underpinning SRE policy and practice with reference to the contemporary Welsh context. In media output in the UK context and beyond, there have been widespread public concerns about the over-sexualization of young girls, sexual grooming and the increasing commercialization of sex. These issues are also significant in Wales, but a different socio-political culture has led to different public pronouncements and a distinctive SRE approach. In this paper, we outline relatively new Welsh Assembly Government guidance on SRE (March 2010) in the context of a devolved education system. We argue that the characteristics of the Welsh approach to SRE include an emphasis on children’s rights and citizenship values, together with efforts to make SRE delivery more multidisciplinary and integrated. We also identify a different political rhetoric around sexual morality and family values, compared with that of England. This more progressive approach to SRE policy making, implementation and delivery in Wales is contrasted with the more heated pronouncements on the subject emanating from Westminster, particularly in recent years. This paper investigates the controversy around scallop dredging in Cardigan Bay, Wales. The area’s scallop fishery was relatively small until the 1980s but has seen dramatic increases in catches in the past five years. Concerns have been raised about the effect of increasing fishing effort, especially for its potential impacts on the Bay’s population of bottlenose dolphins, which were the basis of its designation as a Special Area of Conservation. I show that the controversy is not merely about human management of an endangered fish stock, but also involves the actions of scallops, dolphins, the sea, seabed, fishing technologies and regulatory practices. I also show that the events in Cardigan Bay frequently are co-produced by events and actions further afield. These topics are examined through the lens of assemblage theory, with which geographers have yet to widely engage. This emphasizes heterogeneity and emergence, and encourages a focus on processes of (de)territorialization. In the paper, I contrast the territorializing practices of regulatory regimes with the smoothing movements of dolphins, the sea and the seabed, showing how the actions of these nonhumans complicate attributions of environmental harm. Through this, the paper addresses the lack of attention paid to the sea by cultural geographers, particularly through a focus on materiality and multi-dimensionality. [ABSTRACT FROM PUBLISHER]

This article explores senior and strategic perspectives on the volunteer Special Constabulary in England and Wales, based on 38 interviews with senior police leaders. The strategic context and leadership of Special Constabularies represents an overlooked element of police leadership, given the scale and potential of volunteer officers to impact upon policing delivery and reform. The paper identifies tension between a traditional strategic paradigm that frames bounded expectations of the role of Special Constables, emphasising differences between them and their paid counterparts, and considerations of police reform which prompt different thinking in respect of practice, identity and integration of volunteer officers. Improving the energy efficiency of the building sector is regarded as a key mitigation response to climate change in the United Kingdom (UK) and the European Union (EU). The building sector represents the largest source of relatively quick and inexpensive CO2 emission reductions of any economic sector. Realising this potential also provides additional economic benefits, particularly in terms of increased energy security. This paper examines the implementation of the EU's Energy Performance of Buildings Directive (EPBD) in England and Wales. It questions the potential effectiveness of the EPBD to deliver substantial emission reductions based upon shortcomings of the two main regulatory tools within the EPBD framework. The paper also draws from literature on the 'behavioural barrier' to energy efficiency that suggests that emission reductions will be unlikely in the absence of widespread change in the way in which energy is currently used by building occupants. The analysis is timely because transitioning this sector to low to zero carbon is regarded as integral to meeting emission reduction targets set for 2020 and 2050, and protecting against the risk of severe shortages in energy supply. The potential effectiveness of the EPBD is also significant because it is representative of the forefront of regulatory techniques to address a problem of the magnitude of climate change. A recurring issue in the initial training of police recruits in England and Wales concerns the status of student police officers. This position paper engages with debates concerning this aspect of initial police training from a university perspective by reflecting on the experiences gained over a three and a half year period of delivering a Student Officer Programme (SOP), a joint collaboration between a university department and a UK police service. As such it should be read as a comment piece that aims primarily to stimulate debate. Although not an empirical research piece, the paper nonetheless engages with the experiences that have been borne out of the collaborative running of the SOP. The paper presents a philosophical analysis of one particular aspect of that experience, namely the tension that arises from the contradictory status of student police officers. This paper offers a reflection on the work of the Law Commission for England and Wales, specifically on its major housing law reform programme. The paper provides a brief introduction to the Law Commission; gives some background to the decision to review housing law; considers in more detail the housing law reform programme; says something about the procedural and other innovations the housing reform team brought to the Commission's work; and, finally, offers some personal thoughts on what has been achieved and what should now be done with our work. The paper starts by setting the work in its social and policy context, outlining the contribution that the renting of residential accommodation currently makes to the delivery of housing policy. The process of transitioning from custody to the community can be a time of increased risk of reoffending and heightened anxiety brought on by uncertainty of future plans and unfamiliarity of new surroundings. This period can be particularly problematic for those experiencing complex needs or suffering with mental health difficulties. To address this concern, the Offender Personality Disorder Pathway (OPDP) in Wales established a Transitional Support Liaison service. This pilot service began with a focus on women's criminal justice journeys, and evident benefits led to service expansion to additionally address men's transitions to the community through Approved Premises. This practice note outlines the learning from these services, presenting a model of service delivery that can be adopted and expanded more widely. Devolution in a Welsh context has transferred social policy responsibilities to the National Assembly. Health has a dominant presence amongst these responsibilities, both in terms of budget commitment and political salience. This paper explores the context in which Assembly health policy making has taken place, looking at economic, administrative and political dimensions, identifying elements of continuity and change in the Assembly Government's approach to health matters. The paper argues that while policy making has been far-reaching, the implementation of that policy agenda has proved problematic. It concludes that both social policy academics and politicians have underestimated the ways in which barriers to reform can be mobilized, including the way in which health policy debates are presented in the media, even when radicalism has been established in policy intent. Occupation orders are the dedicated legal remedy through which victims of domestic abuse can be supported to remain in the family home following a relationship breakdown. Case law indicates, however, that victims experience barriers to securing orders due to the high threshold criteria and because concerns about protecting the rights of perpetrators has led to judicial reluctance to grant extensive protection to victims. The options for providing protection to victims of abuse in respect of the family home are shortly set to be reformed by the Domestic Abuse Act 2021, which creates a new Domestic Abuse Protection Order (DAPO). It is anticipated that DAPOs will be easier to secure because they will have a lower threshold criteria, they will be available in family, civil and criminal proceedings, and both victims and third parties will be able to make an application thereby alleviating the burden on victims who feel unable to take any action. Whilst there is no intention at this point to repeal occupation orders, the Home Office has acknowledged that 'DAPOs will become the 'go to' protective order in cases of domestic abuse' suggesting that occupation orders will be replaced by DAPOs in most cases. By drawing on data obtained from an analysis of court statistics, a questionnaire of legal practitioners and domestic abuse specialists, and in-depth interviews with victims of domestic abuse, this paper offers original empirical insights into where the current law fails victims of domestic abuse. The analysis reveals three key barriers to securing occupation orders. Firstly, despite the Legal Aid, Sentencing and Punishment of Offenders Act 2012 making efforts to preserve legal aid for victims of domestic abuse, the means test is difficult for victims to satisfy, resulting in increases both to the number of victims taking no action to pursue protection and who act as litigants in person in occupation order proceedings. Secondly, the prospects of a victim securing protection can be adversely affected by their unrepresented status. Thirdly, despite case law indicating a less restrictive approach to granting occupation orders, many victims continue to struggle to satisfy the strict threshold criteria. Some judges are seemingly willing to bypass this by granting alternative remedies which may offer victims a weaker form of protection in respect of the family home. Where orders are granted, the data suggest this is on restricted terms and for limited durations which reduce their effectiveness at preventing post-separation abuse and supporting victims to regulate their short and longer-term housing situation. These empirical findings are then situated within a discussion of the Domestic Abuse Act 2021. The authors analyse whether forthcoming DAPOs are likely to offer a more accessible and effective form of protection than occupation orders. The analysis suggests that by increasing the scope of applicants, the breadth and flexibility of available protection and the sanctions for breach, DAPOs have the potential to remedy many of the existing barriers to securing protection over the family home. As is always the case with new legislation however, the key will be in its implementation, to ensure that existing issues are not simply transferred across to the new regime. The findings are novel because academic commentaries on protective injunctions typically focus on 'personal protection' offered by non-molestation orders, domestic violence protection orders, and restraining orders, meaning that both occupation orders and protection for victims in respect of the family home are under-researched areas of domestic abuse. This article discusses the involvement in the New South Wales criminal justice system of a cohort of children in out-of-home care. The paper reports the findings of a four-year research project that investigated the relationship between the child welfare and justice systems as experienced by a cohort of children in the New South Wales Children's Court criminal jurisdiction. Analysis of 160 case files identified that children in out-of-home care appeared before the Children's Court on criminal charges at disproportionate rates compared to children who were not in out-of-home care. The out-of-home care cohort had a different and negative experience of the justice system, entering it at a significantly younger age and being more likely to experience custodial remand, than children who had not been in out-ofhome care. While both cohorts shared many of the risk factors common to young offenders appearing before the Children's Court, the out-of-home care cohort experienced significant additional disadvantage within the care environment ('care-criminalisation'), such that living arrangements designed to protect them from harm instead created the environment for offending. The paper concludes by arguing that a paucity of research exists regarding the drivers and dynamics of care-criminalisation and that more research is needed to explore the criminogenic impacts of a childhood spent in out-of-home care. This paper discusses the contradictions of citizen participation in regeneration. Focusing on the south Wales Valleys, it observes that the creation of the Welsh Assembly in 1999 created a window of opportunity for a radical, bottom–up programme of ‘non-prescriptive’ regeneration, Communities First, which invoked active citizenship to address democratic deficit and economic crisis. Drawing on interview and policy evidence, the analysis shows how the programme became captured by a New Labour policy agenda shifting the priorities from citizen representation to ‘community activation’. This trajectory is interpreted in the light of Jones’ and Ward’s analysis of the ‘crisis of crisis management’, in which the state attempts to offset repeated failures to address economic crisis by a series of political-level ‘fixes’ that in turn create new problems. In the case discussed, these fixes take the form of risk management measures, which the paper discusses using the concepts of the risk society (Beck) and reflexive government (Dean). ‘Asset-based welfare’ was one of the social policy innovations of the last Labour government in the UK. A recent financialization critique suggests policies such as the Child Trust Fund were aimed at creating subjects for financial markets. This paper argues that the focus on New Labour in Westminster overlooks the way that the Welsh government tried to shape asset-based welfare in different directions. This is emphasized as part of efforts to boost financial inclusion, that is the access that those on low incomes have to mainstream financial services. The Welsh government placed more weight on this alternative financial inclusion agenda by boosting progressive universalism and encouraging the delivery of assets through credit unions. Background: The Draft Mental Health Bill proposes removal of both intellectual disability and autism from Section 3 of the Mental Health Act for England and Wales (MHA). This would lead to people with intellectual disability (PwID) and/or autism could not be detained beyond 28 days, in the absence of diagnosed co-occurring mental illness. Aim: To obtain views of psychiatrists working with PwID in England and Wales regarding the proposed MHA changes. This study focusses specifically on the impact on PwID. Methods: A cross-sectional online mixed methodology survey of Likert and free-text response questions was developed, to ascertain perceptions of proposed legislative changes to the MHA. A non-discriminatory exponential snowballing technique leading to non-probability sampling was used to disseminate the survey. Quantitative data was analysed using descriptive statistics, Mann-Whitney and Fisher's exact tests. Thematic analysis was conducted on free text responses. Results: A total of 82 psychiatrists (33%) from approximately 250 eligible completed the survey. Nearly two-thirds (64%) reported good awareness of the proposed changes, with over half (55%) reporting disagreement with the changes. Psychiatrists working in inpatient settings for PwID reported increased awareness of the changes, less agreement with the reforms, and increased expectations of the reforms having negative unintended consequences, compared to their peers working exclusively in the community. Consultants reported greater disagreement with the changes compared to their non-consultant peers. Qualitative analysis identified five main themes: impact on diagnosis and treatment, seeking alternative options, introducing inequities, resources, and meeting holistic care goals through the Care, Education and Treatment Reviews (CETR) process. Conclusion: Psychiatrists working with PwID report widespread disagreement with the proposed changes to the MHA for PwID, with greater levels of disagreement among those working in inpatient services. Austerity in Wales has to be understood in the context of the more general budgetary limitations created by the out-dated Barnett formula and the current debates in Wales (and Scotland) about the ways in which devolved functions should be funded in the future. This paper identifies the key measures which successive administrations have taken in support of an essentially Keynesian, counter-cyclical approach to countering recession in Wales. It traces the outcomes of the May 2011 Assembly election and the emerging policy and legislative agenda of the minority Labour administration which that election produced. This article explores the recent enormous increase in the number of prisoners recalled each year to prison in England and Wales: prisoners who had previously been released, either automatically or on the direction of the Parole Board. It explores law and practice, focusing in the analysis on pre-release processes, the process of recall and on the prisoner's journey towards re-release. Having considered the role of the Parole Board and of the executive more generally, the paper concludes that there should be a review of whether ‘sentence review courts’ would work better to encourage offenders to earn their way out of prison and off supervision. The pervading thought in England and Wales has been that private utility companies such as water-only companies (WOCs) and water and sewage companies (WASCs) were public authorities under the 2004 Environmental Information Regulations (EIR) and so were subject to the regime. However, on 23 November 2010, on appeal, the Upper Tribunal delivered a judgment in the case of Smartsource Drainage & Water Report Ltd v The Information Commissioner and 19 Water Companies to the effect that WOCs and WASCs were not public authorities under the EIR. This decision potentially puts certain important environmental information out of public reach in England and Wales. This paper briefl y addresses the contextual issues of the advancement of the public's right to access environmental information into the domain of the private sector and why the public needs to be able to access environmental information directly from private companies and not just from government regulators. Primarily, however, this paper reinforces the case for wide public access to environmental information held by private companies mainly through counter-arguments raised to demonstrate the lack of purposive and contextual interpretation by the Upper Tribunal, in the Smartsource case, of the relevant provisions of the EIR (i.e., Regulation 2(2)(c) and (d)). The Map of Medicine provides access to around 400 care pathways for clinicians. Its primary function is to support clinical decision-making and increase clinical effectiveness. It also has the potential to act as an educational tool. This paper seeks to explore that function and to evaluate how student nurses take advantage of this facility. Two student nursing cohorts at a single college in Wales were asked to complete two questionnaires; one at the point where the Map of Medicine was first introduced to them, and subsequently six months later. The results show that the expressed initial enthusiasm for the Map waned over the six months, but that most students recognized the benefits of the online resource compared with paper-based alternatives. Traditional resources remain important and there were indications that access to other resources or forgetting about using it alongside the lack of IT access in a clinical setting may have presented a barrier. The idea of a generic community sentence first emerged officially in England and Wales in 1988. The first half of this article traces the development of this policy initiative through its various guises, until its introduction in the Criminal Justice Act 2003. The new order, not surprisingly, given its fragmentary development as a policy, is expected to achieve a variety of objectives, many of which move in the direction of a more punitive penal culture. In the second part of the paper, using official statistics, trends in the use of the order are examined and compared with the suspended sentence order. The paper examines the potential implications of the Welsh Assembly Government's decision to restructure the funding of agri-environment schemes in Wales with the proposed introduction, from 1 January 2012, of the new All Wales Glastir Sustainable Land Management Scheme. The research on which this paper is based was initiated in January 2010. It involved a selection of farmers from one Welsh county, Montgomeryshire, being engaged, aimed at establishing how the change to Glastir will impact upon their farming businesses and practices and, ultimately, the achievement of a sustainable agricultural industry. Montgomeryshire, which is set in the heart of Wales, is typified by the traditional family farm, being an important structure for achieving sustainable agriculture. This paper uses the notion of the body to frame an archaeology of sexual violence policy in England and Wales, applying and developing Pillow's ideas. It argues that the dominant construction is of sexual violence as an individualized crime, with the solution being for a survivor to report, and with support often instrumentalized in relation to criminal justice objectives. However, criminal justice proceedings can intensify or create further trauma for sexual violence survivors. Furthermore, in addition to criminalizing the violent body and supporting the victimized one, there is a need for policy to produce alternative types of bodies through preventative interventions. Much sexual violence is situated within (hetero)sexual dynamics constructing a masculine aggressor and a feminine body which eventually yields. Prevention must therefore focus on developing embodied boundaries, and narratives at the margins of policy could underpin such efforts. [ABSTRACT FROM AUTHOR]

Personal insolvency rates vary considerably across local areas of England and Wales but the reasons for this have barely been explored. This paper presents an empirical study of the factors determining variations in personal insolvency rates in 2006 utilising newly available data. The results suggest that a number of economic and demographic factors are important including income, social benefits, age, occupation, public-sector and armed forces employment and level of local entrepreneurship. Significant spatial autocorrelation is evident in the dataset and three sub-regional clusters of local authorities are identified; one in the South West is characterised by adjacent areas with a high insolvency rate and two others in Wales and the North West that are characterised by low insolvency rates. In recent years partnership has become an established aspect of rural development across rural Europe. Both Wales and the Netherlands have seen similar trends towards more decentralized and territorial modes of rural governance in which policy networks of governmental and societal actors work together at a local or regional level to further rural development. Such networks are called 'partnerships' in English and 'gebiedscommissies' in Dutch. This paper addresses differences in the composition and organization of rural partnerships in these two countries and attributes the differences between them to the policy context in each country. Four policy factors are identified as contributing to the specific approach to partnership adopted in the two countries. The review sustains the presumption that in Dutch rural partnerships the integration discourse is more important than the participation discourse, which is more prominent in Wales. The paper undertakes a linkage analysis on a regional economy, concentrating on tourism-related sectors. Recent improvements in the accounting for tourism activity, through satellite account frameworks, provide information on tourism-related sectors and their transactions with the rest of the economy. Several regions of the UK have highlighted tourism as an important development sector, but often with a less than perfect understanding of how changes in tourism demand affect tourism-related sectors and then how changes in these sectors impact the rest of the economy. The study employs a series of approaches, to construct linkage measures and to explore the regional intensity of the transactions linkages of tourism-related sectors; it also considers the extent to which, in the case study region of Wales, these same sectors might be considered as 'key' in terms of their linkage strength. Changes in environmental legislation and standards governing healthcare waste, such as the Hazardous Waste Regulations are expected to have a significant impact on healthcare waste quantities and costs in England and Wales. This paper presents findings from two award winning case study organizations, the Cardiff and Vale NHS Trust and the Cornwall NHS Trust on `systems' they have employed for minimizing waste. The results suggest the need for the development and implementation of a holistic range of systems in order to develop best practice, including waste minimization strategies, key performance indicators, and staff training and awareness. There has been a growth in managerialism of professionals in the Public Sector. This paper contributes to this debate by examining perceptions of senior managers in mental health services within Health Authorities, NHS Trusts and Local Authorities' Social Services departments in Wales. Mentally vulnerable defendants who struggle to effectively participate in their trial in the magistrates' courts are not receiving the same protection as those who stand trial in the Crown Court. The Law Commission for England and Wales recognised this lacuna and suggested that the law relating to effective participation should be equally applicable in the magistrates' courts. On closer examination of the law, the legal aid system and perspectives of legal professionals on the 'front line', it is clear that improvements in policy are of greater importance than legal reform and are more likely to meet the needs of these vulnerable individuals. The aim of this paper will be to demonstrate that reform of the law will be insufficient to adequately protect mentally vulnerable defendants in the magistrates' courts and that changes in policy are needed in place of, or alongside, legal reforms. This article examines adult social care policy in Wales. It argues that successive Welsh Governments have sought to develop policy which rejects the principles of marketisation and individualisation that have characterised the public sector policy of UK governments for decades, and upholds instead a distinctive set of socialist-inclined values. It assesses whether Welsh social care policy and legislation effectively diverge from the Westminster paradigm, and how Welsh Governments have dealt with the narrative of 'personalisation' which dominates social care discussion elsewhere in the UK. It finds that Welsh Governments have to date struggled to craft social care policies that incorporate their stated principles, explores the difficulties inherent in superimposing new principles on inherited policy narratives and mechanisms, and considers the implications for devolved policymaking. This article considers how minoritisation features in Domestic Homicide Reviews (DHRs) in England and Wales and identifies critical learning in relation to addressing minoritisation. Five themes were identified: i) the invisibility of race, culture and ethnicity; ii) perceptions and experiences of services; iii) use of stereotypes and the culturalisation of domestic violence and abuse (DVA); iv) lack of interpreters; and v) DHR recommendations. Our analysis illustrates that statutory sector services should strengthen their responses to Black and minoritised victims by ensuring proper recording of cultural background is used to inform practice; engage professionally trained interpreters with an awareness of DVA; resist framing DVA as endemic to minoritised cultures; and enhance trust and confidence in public services within minoritised communities. The best examples of DHRs challenged service narratives and usually sought expertise from a specialist Black/minoritised DVA service or community organisation (frequently minoritised women's rights organisations). Aims: The purpose of this research was to gain a better understanding of accent perception in language contact situations in which monolingual speakers of a contact variety and bilinguals live in the same community. Design: We investigated the English accents of monolinguals and bilinguals from the same area in South-West Wales, and listeners' perceptions thereof, in three inter-related studies. Data: In Study 1, an accent perception experiment, participants from four different listener groups were asked to differentiate English monolinguals and Welsh–English bilinguals on the basis of short English speech samples. In Study 2, the same participants' views about differences between the accentual features of monolinguals and bilinguals were examined in individual structured interviews. Finally, in Study 3, the speech samples from the accent perception experiment were analysed phonetically based on the accentual features mentioned in Study 2. Findings: Study 1 revealed that monolinguals and bilinguals can be identified above chance based on their English accent, but performance was unexceptional. Identification was better with greater accent familiarity, but unrelated to the listener's ability to speak Welsh. Study 2 revealed the specific segmental and suprasegmental features that the listeners considered indicative of monolingual and bilingual speakers' English accents, while Study 3 showed that only some of the listeners' views are consistent with the production data from Study 1. Originality: This paper is the first to examine whether monolinguals and bilinguals from a bilingual area with historical language contact can be identified on the basis of their majority language accent, and on what grounds these identifications are made. Implications: This research shows that settings in which minority-language features originate from both historical language contact and individual bilingualism yield subtle accentual differences in the majority language between monolinguals and bilinguals to which even listeners from the same accent background may not be responsive. The paper reports a study that examines how to determine if a road traffic collision took place in daylight or in the dark. An innovative method was developed, based on solar altitude, to establish cut-off points of daylight and darkness determined from a study of daylight availability in England, Scotland and Wales. This approach provides a rigorous method to differentiate daytime and night-time collisions. The criteria were used in a study of the collisions reported in the STATS19 data set for the weeks either side of the clock changes that are necessary between Greenwich Mean Time and British Summer Time. By comparing periods with the same clock time either side of the time change, using the aforementioned method, it was possible to isolate collisions within the same time period that during one week occurred in darkness and in the other week in daylight. The initial finding was that there are 19.3% more collisions in the dark periods and there is an even greater increase (31.7%) in pedestrian injuries. [ABSTRACT FROM AUTHOR]

This article explores how looked after children and young people experience social media and cyberbullying. Thirty-one young people, aged 13 to 20 from Wales, were recruited primarily via social media. They participated in semi-structured interviews sharing examples from their daily online lives, the types of social media they used and their experiences with cyberbullying. They also provided their opinions on social media and that of the adults in their lives. The analysis showed insights into their online lives but also highlighted the challenges of using social media to recruit interview participants. The findings of this study show that young people with care experience have similar rates of cyberbullying and social media usage as their peers, but questions remain. It is recommended that more research is needed in this area and that adults who engage with vulnerable populations, such as looked after children, should have access to training on social media and how to recognise cyberbullying. Plain Language Summary: Thirty-one young people with care experience in Wales were asked their opinions on social media and the internet, as well as their experiences with cyberbullying. It was found that those with care experience have similar rates of cyberbullying as their peers. They also used and accessed social media in similar ways. The findings gave insight into their online lives but also drew attention to challenges in using social media to recruit young people with care experience. Ways to address this are highlighted.
