Leading diplomats in the Soviet camp are naming two primary conditions for a German settlement. One is that all the territorial claims will be renounced and the other is a guarantee that West Germany shall neither possess nor have access to nuclear arms. The Volkswagen has been ahead of the times ever since German leader Adolf Hitler first conceived of a "people's car" in 1933 as part of his "Strength Through Joy" movement for the German workers.
