Natural disasters affect structural health of buildings, thus directly impacting public safety. Continuous structural monitoring can be achieved by deploying an Internet of things network of distributed sensors in buildings to capture floor movement. These sensors can be used to compute the displacements of each floor, which can then be employed to assess building damage after a seismic event. The peak relative floor displacement is computed, which is directly related to damage level according to the United States federal agencies standards. With this information, the building inventory can be classified into immediate occupancy, life safety, or collapse prevention categories. In this paper, we propose a zero velocity update technique to minimize displacement estimation error. Theoretical derivation and experimental validation are presented. In addition, we investigate modeling sensor error and interstory drift ratio distribution. Moreover, we discuss the impact of sensor error on the achieved building classification accuracy. Epilepsy is one of the most common neurological disorders affecting a significant portion of the world’s population and approximately 2.5 million people in the United States. Important biomedical research effort is focused on the development of energy efficient devices for the real-time detection of seizures. In this paper, we propose an Internet of Medical Things (IoMT)-based automated seizure detection system which will detect a seizure from electroencephalography (EEG) signals using a voltage level detector (VLD) and a signal rejection algorithm (SRA). The proposed system analyzes neural signals continuously and extracts the hyper-synchronous pulses for the detection of seizure onset. Within a time frame, if the number of pulses exceeds a predefined threshold value, a seizure is declared. The SRA reduces false detections, which in turn enhances the accuracy of the seizure detector. The design was validated using system-level simulations and consumer electronics proof of concept. The proposed seizure detector reports a sensitivity of 96.9% and specificity of 97.5%. The use of minimal circuitry can lead to reduction of power consumption compared to many contemporary approaches. The scale of nano-sized objects requires very precise position determination. The state-of-the-art manipulators involve accurate nanometer positioning. This paper presents the design, fabrication process, and testing of a capacitance-based displacement sensor. The nanopositioner application required active sensing area dimensions to be hundreds of micrometers, making it necessary to develop sensor electrodes that are a few micrometers in size. The advantages of the sensor presented are its noninvasive method and very low voltage necessary for signal conditioning. Initial results suggest good linearity and sensitivity of 0.001 \pF/\mu\m, permitting a reliable displacement resolution on the order of 100 nm. [ABSTRACT FROM AUTHOR]

Lightning in all corners of the world is monitored by one or more land- or space-based lightning locating systems (LLSs). The applications that have driven these developments are numerous and varied. This paper describes the history leading to modern LLSs that sense lightning radiation fields at multiple remote sensors, focusing on the interactions between enabling technology, scientific discovery, technical development, and uses of the data. An overview of all widely used detection and location methods is provided, including a general discussion of their relative strengths and weaknesses for various applications. The U.S. National Lightning Detection Network (NLDN) is presented as a case study, since this LLS has been providing real-time lightning information since the early 1980s, and has provided continental-scale (U.S.) information to research and operational users since 1989. This network has also undergone a series of improvements during its >20-year life in response to evolving detection technologies and expanding requirements for applications. Recent analyses of modeled and actual performance of the current NLDN are also summarized. The paper concludes with a view of the short- and long-term requirements for improved lightning measurements that are needed to address some open scientific questions and fill the needs of emerging applications. A network of sensors can be used to obtain state-based data from the area in which they are deployed. To reduce costs, the data, sent via intermediate sensors to a sink, are often aggregated (or compressed). This compression is done by a subset of the sensors called ‘aggregators.’ Inasmuch as sensors are usually equipped with small and unreplenishable energy reserves, a critical issue is to strategically deploy an appropriate number of aggregators so as to minimize the amount of energy consumed by transporting and aggregating the data. In this paper, the authors first study single-level aggregation and propose an Energy-Efficient Protocol for Aggregator Selection (EPAS) protocol. Then, they generalize it to an aggregation hierarchy and extend EPAS to Hierarchical EPAS. The optimal number of aggregators with generalized compression and power-consumption models was derived, and fully distributed algorithms for aggregator selection were presented. Simulation results show that the algorithms significantly reduce the energy consumption for data collection in wireless sensor networks. Impulse radio (IR) and especially time-hopping IR (TH-IR) systems have attracted considerable attention since their introduction in the context of ultra wideband (UWB) systems in the early 1990s. Recently, with the U.S. Federal Communications Commission actions allowing for the wide-spread use of UWB radio systems, the interest in these systems has grown further. These systems promise to deliver high data rates in multiple access communication channels with very simple transmitter and receiver designs. The importance of multiuser detection for achieving high data rates with these systems has already been established in several studies. This paper studies several low-complexity multiuser detectors specifically designed for TH-IR radio systems. It is demonstrated that many multiuser detectors developed primarily for direct-sequence code division multiple access (DSCDMA) systems can be used essentially without any change in TH-IR receivers. Further, several novel, low-complexity multiuser detectors that exploit the special signal structure used for transmission by TH-LR systems are developed. These novel detectors are analyzed both theoretically and via simulations. DEPFET detectors are silicon (Si) active pixel sensors designed and manufactured in the Max-Planck-Institut semiconductor lab. Their high spatial resolution and high energy resolution in X-rays make them attractive for particle tracking in colliders and for X-ray astronomy. This technology is foreseen for the Wide Field Imager of the International X-ray Observatory currently in study with ESA, NASA, and JAXA. New DEPFET matrixes with 256\,\times\,256 pixels of 75-\mum pitch have been produced, mounted on ceramic boards with dedicated front-end electronics and integrated in a new setup able to acquire large-format images and spectra. Excellent homogeneity has been observed. Energy resolution as low as 127 eV FWHM at 5.9 keV has been obtained including all single events of the matrix back illuminated at -45\,^\circC and read out at a 300-frames/s rate. This paper describes a 10 V Josephson Voltage Standard (JVS) direct comparison between the National Institute of Standards and Technology (NIST) and the Instituto Nacional de Metrologia, Normalização e Qualidade Industrial (INMETRO) using automatic data acquisition. The results were in agreement to within 1.1 nV and the mean difference between the two JVSs at 10 V is 0.54 nV with a pooled combined standard uncertainty of 1.48 nV. Considering a recent JVS comparison between NIST and the Bureau International des Poids et Mesures (BIPM), the difference between INMETRO and the BIPM thus was found to be -0.26 nV with a standard uncertainty of 1.76 nV. Using multiple, heterogeneous sensors in surveillance systems is desirable, not only to tolerate sensor failures, but also to increase the accuracy of the event detection process and to provide complementary capability under different operating conditions. In the operation of multiple, heterogeneous sensors, we may encounter inconsistent sensor observations. Motivated by the need to make coherent decisions, we propose in this study a decision scheme to determine the right interpretations of sensor outputs when conflict arises. The proposed decision rule considers sensor heterogeneity in a surveillance system, while attempting to minimize the expected misclassification cost. Case studies of the surveillance sensor system in a major U.S. port demonstrate that the proposed decision scheme achieves a better robustness in the presence of sensor failures than the popular k-out-of-n decision fusion rule. Validation is an important and particularly challenging task for remote sensing of soil moisture. A key issue in the validation of soil moisture products is the disparity in spatial scales between satellite and in situ observations. Conventional measurements of soil moisture are made at a point, whereas satellite sensors provide an integrated area/volume value for a much larger spatial extent. In this paper, four soil moisture networks were developed and used as part of the Advanced Microwave Scanning Radiometer–Earth Observing System (AMSR-E) validation program. Each network is located in a different climatic region of the U.S., and provides estimates of the average soil moisture over highly instrumented experimental watersheds and surrounding areas that approximate the size of the AMSR-E footprint. Soil moisture measurements have been made at these validation sites on a continuous basis since 2002, which provided a seven-year period of record for this analysis. The National Aeronautics and Space Administration (NASA) and Japan Aerospace Exploration Agency (JAXA) standard soil moisture products were compared to the network observations, along with two alternative soil moisture products developed using the single-channel algorithm (SCA) and the land parameter retrieval model (LPRM). The metric used for validation is the root-mean-square error (rmse) of the soil moisture estimate as compared to the in situ data. The mission requirement for accuracy defined by the space agencies is 0.06 \m^3/\m^3. The statistical results indicate that each algorithm performs differently at each site. Neither the NASA nor the JAXA standard products provide reliable estimates for all the conditions represented by the four watershed sites. The JAXA algorithm performs better than the NASA algorithm under light-vegetation conditions, but the NASA algorithm is more reliable for moderate vegetation. However, both algorithms have a moderate to large bias in all cases. The SCA had the lowest overall rmse with a small bias. The LPRM had a very large overestimation bias and retrieval errors. When site-specific corrections were applied, all algorithms had approximately the same error level and correlation. These results clearly show that there is much room for improvement in the algorithms currently in use by JAXA and NASA. Frisch-ring CdZnTe detectors have demonstrated both good energy resolution, < 1% FWHM at 662 keV, and good efficiency in detecting gamma rays, highlighting the strong potential of CdZnTe materials for such applications. We are designing a hand-held gamma-ray spectrometer based on Frisch-ring detectors at Brookhaven National Laboratory. It employs an 8 × 8 CdZnTe detector array to achieve a high volume of 19.2 cm³, so greatly improving detection efficiency. By using the front-end application-specific integrated circuits (ASICs) developed at BNL, this spectrometer has a small profile and high energy-resolution. It includes a signal processing circuit, digitization and storage circuits, a high-voltage module, and a universal serial bus (USB) interface. A pocket radiation detection system has been developed at the Idaho National Engineering and Environmental Laboratory for homeland security applications. It can detect both neutrons and gamma rays instantaneously. This sensor has been designed with an emphasis on compactness, recognizing the widespread need for a radiation detection instrument that could provide both neutron and gamma-ray detection in a single, portable unit. It is very small, extremely sensitive, versatile, and easy to operate. It can detect gamma rays and neutrons in a radiation field as tow as 10 μR/h above the ambient background, which makes it ideal for use in national security applications. The detection system is based on a technique of using a combination of two sensors made of lithium isotopes 6Li and 7Li. It operates on one rechargeable Li-ion battery and is small enough to be put in a pocket or clipped to a belt. The evolution of the submarine and the development of radio communication are interrelated. From the earliest days, the effectiveness of a submarine as a war-fighting vessel was linked to its ability to receive orders via the then new medium of radio. This paper traces the earliest work that linked the two together — particularly from the viewpoint of the antenna as the ship's electronic "ears" — to the present, where work is being done to provide the "silent service" with the communications sensors needed to participate fully in the battle space of the future. The development of portable nuclear instrumentation demands compact high sensitivity detectors operated at room temperature. The sensitivity of these detectors mainly depends on two parameters: absolute efficiency and energy resolution. In order to provide high efficiency, large volumes are needed. For semiconductor detectors able to operate at room temperature, the largest effective volumes with acceptable resolution are achieved with CdZnTe coplanar-grid and pixel detectors. On the other hand, new scintillation materials were recently developed with spectrometric capabilities only reachable some years ago with semiconductors. In this work we compare the performance of two state of the art detectors of different technologies with a relative large volume: a coplanar-grid CdZnTe detector with dimensions 15 mm × 15 mm × 10 mm and a LaBr3 (Ce) crystal with volume 18 mm × 18 mm × 30 mm. The CdZnTe crystal was made by Yinnel Tech (USA) and the detector was manufactured by BSI (Latvia). The LaBr3 (Ce) scintillator was grown and encapsulated by Saint-Gobain (France). The energy resolution for the CZT detector is 2.05% FWHM at 662 keV. The resolution for the scintillator at this energy was near 3 %. The total efficiency was studied in a setup with calibrated point sources. The experimental spectra were compared with Monte-Carlo simulations performed with Geant4. The implications of the results of this comparison are discussed in the context of the practical use of these units. [ABSTRACT FROM AUTHOR]

Potential NASA optical missions such as the Space Interferometer Mission require actuators for precision positioning to accuracies of the order of nanometers. Commercially available multilayer piezoelectric stack actuators are being considered for driving these precision mirror positioning mechanisms. These mechanisms have potential mission operational requirements that exceed 5 years for one mission life. To test the feasibility of using these commercial actuators for these applications and to determine their reliability and the redundancy requirements, a life test study was undertaken. The nominal actuator requirements for the most critical actuators on the Space Interferometry Mission (SIM) in terms of number of cycles was estimated from the Modulation Optics Mechanism (MOM) and Pathlength control Optics Mechanism (POM) and these requirements were used to define the study. At a nominal drive frequency of 250 Hz, one mission life is calculated to be 40 billion cycles. In this study, a set of commercial PZT stacks configured in a potential flight actuator configuration (pre-stressed to 18 MPa and bonded in flexures) were tested for up to 100 billion cycles. Each test flexure allowed for two sets of primary and redundant stacks to be mechanically connected in series. The tests were controlled using an automated software control and data acquisition system that set up the test parameters and monitored the waveform of the stack electrical current and voltage. The samples were driven between 0 and 20 V at 2000 Hz to accelerate the life test and mimic the voltage amplitude that is expected to be applied to the stacks during operation. During the life test, 10 primary stacks were driven and 10 redundant stacks, mechanically in series with the driven stacks, were open-circuited. The stroke determined from a strain gauge, the temperature and humidity in the chamber, and the temperature of each individual stack were recorded. Other properties of the stacks, including the displacement from a capacitance gap sensor and impedance spectra were measured at specific intervals. The average degradation in the stroke over the life test was found to be small (≪3%) for the primary stacks and ≪4% for the redundant stacks. It was noted that about half of the stroke reduction occurred within the first 10 billion cycles. At the end of the life test, it was found that the actuator could recover about half of the lost stroke by applying a dc voltage of 100 V at room temperature. The Focusing Optics X-ray Solar Imager (FOXSI) is a NASA sounding rocket mission which will study particle acceleration and coronal heating on the Sun through high sensitivity observations in the hard X-ray energy band (5–15 keV). Combining high-resolution focusing X-ray optics and fine-pitch imaging sensors, FOXSI will achieve superior sensitivity; two orders of magnitude better than that of the RHESSI satellite. As the focal plane detector, a Double-sided Si Strip Detector (DSSD) with a front-end ASIC (Application Specific Integrated Circuit) will fulfill the scientific requirements of spatial and energy resolution, low energy threshold and time resolution. We have designed and fabricated a DSSD with a thickness of 500 \mu\ m and a dimension of 9.6 mm \times 9.6 mm, containing 128 strips with a pitch of 75 \mu\ m, which corresponds to 8 arcsec at the focal length of 2 m. We also developed a low-noise ASIC specified to FOXSI. The detector was successfully operated in the laboratory at a temperature of -20^\circ\ C and with an applied bias voltage of 300 V. Extremely good energy resolutions of 430 eV for the p-side and 1.6 keV for the n-side at a 14 keV line were achieved for the detector. We also demonstrated fine-pitch imaging successfully by obtaining a shadow image. Hence the implementation of scientific requirements was confirmed. [ABSTRACT FROM AUTHOR]

A new approach to extracting sea surface wind speed from high-frequency radar Doppler spectra is presented. Based on certain appropriate approximations associated with the Doppler region close to the first-order (Bragg) peaks, the second-order radar cross section equation is differentiated. Once Doppler shifts due to ocean currents are removed from the data, an expression that relates the wind speed to the frequency position of the second-order peak is derived. The method is applied to simulated noisy data as well as to field data obtained from a Seasonde (a product of CODAR Oceans Sensors) in Breezy Point, NY. In the latter case, the retrieved wind speeds are then compared to ground truth data measured by an anemometer from a National Oceanic and Atmospheric Administration weather station located in the vicinity of the illuminated patch of ocean. Detection and interdiction of nuclear materials in all forms of transport is one of the most critical security issues facing the United States and the rest of the civilized world. Naturally emitted gamma rays by these materials, while abundant and detectable when unshielded, are low in energy and readily shielded. X-ray radiography is useful in detecting the possible presence of shielding material. Positive detection of concealed nuclear materials requires methods which unequivocally detect specific attributes of the materials. These methods typically involve active interrogation by penetrating radiation of neutrons, photons or other particles. Fortunately, nuclear materials, probed by various types of radiation, yield very unique and often strong signatures. Paramount among them are the detectable fission signatures, namely prompt neutrons and gamma rays, and delayed neutrons gamma rays. Other useful signatures are the nuclear states excited by neutrons, via inelastic scattering, or photons, via nuclear resonance fluorescence and absorption. The signatures are very different in magnitude, level of specificity, ease of excitation and detection, signal to background ratios, etc. For example, delayed neutrons are very unique to the fission process, but are scarce, have low energy, and hence are easily absorbed. Delayed gamma rays are more abundant but "featureless," and have a higher background from natural sources and more importantly, from activation due to the interrogation sources. The prompt fission signatures need to be measured in the presence of the much higher levels of probing radiation. This requires taking special measures to look for the signatures, sometimes leading to a significant sensitivity loss or a complete inability to detect them. Characteristic gamma rays induced in nuclear materials reflecting their nuclear structure, while rather unique, require very high intensity of interrogation radiation and very high resolution in energy and/or time. The article provides information on designing effective alarms for radiation detection in homeland security screening. Homeland security and likelihood alarm display are mentioned to supplement details in the article. The human factors needed for the design of alarm systems are described. The deployment of the radiation portal monitor (RPM) at U.S. ports of entry is studied. It is stated that RPM shows a good simple detection capability but its threat classification performance is only at a chance level.

The article reports on the study conducted by Radu Stoleru of Texas A&M University and John A. Stankovic and Sang H. Son of the University of Virginia on node localization in wireless sensor networks and the potential of localization protocol composability in the U.S. There are several wireless sensor network (WSN) systems are developed for several domains including military surveillance, environmental monitoring, habitat monitoring and structural monitoring. When researchers studied how one can effectively locate sensor nodes at low cost, they failed because despite the myriads of schemes available in the market, no robust localization system has potential to provide the solution needed. Transmit beampattern design is a critically important task in many fields including defense and homeland security as well as biomedical applications. Flexible transmit beampattern designs can be achieved by exploiting the waveform diversity offered by an array of sensors that transmit probing signals chosen at will. Unlike a standard phased-array, which transmits scaled versions of a single waveform, a waveform diversity-based system offers the flexibility of choosing how the different probing signals are correlated with one another. Recently proposed techniques for waveform diversity-based transmit beampattern design have focused on the optimization of the covariance matrix R of the waveforms, as optimizing a performance metric directly with respect to the waveform matrix is a more complicated operation. Given an R, obtained in a previous optimization stage or simply pre-specified, the problem becomes that of determining a signal waveform matrix X whose covariance matrix is equal or close to R, and which also satisfies some practically motivated constraints (such as constant-modulus or low peak-to-average-power ratio constraints). We propose a cyclic optimization algorithm for the synthesis of such an X, which (approximately) realizes a given optimal covariance matrix R under various practical constraints. Fingerprint friction ridge details are generally described in a hierarchical order at three different levels, namely, Level 1 (pattern), Level 2 (minutia points), and Level 3 (pores and ridge contours). Although latent print examiners frequently take advantage of Level 3 features to assist in identification, Automated Fingerprint Identification Systems (AFIS) currently rely only on Level 1 and Level 2 features. In fact, the Federal Bureau of Investigation's (FBI) standard of fingerprint resolution for AFIS is 500 pixels per inch (ppi), which is inadequate for capturing Level 3 features, such as pores. With the advances in fingerprint sensing technology, many sensors are now equipped with dual resolution (500 ppi/1,000 ppi) scanning capability. However, increasing the scan resolution alone does not necessarily provide any performance improvement in fingerprint matching, unless an extended feature set is utilized. As a result, a systematic study to determine how much performance gain one can achieve by introducing Level 3 features in AFIS is highly desired. We propose a hierarchical matching system that utilizes features at all the three levels extracted from 1,000 ppi fingerprint scans. Level 3 features, including pores and ridge contours, are automatically extracted using Gabor filters and wavelet transform and are locally matched using the Iterative Closest Point (ICP) algorithm. Our experiments show that Level 3 features carry significant discriminatory information. There is a relative reduction of 20 percent in the equal error rate (EER) of the matching system when Level 3 features are employed in combination with Level 1 and 2 features. We describe the design and performance of a position sensitive scintillator detector developed for neutron measurements. Several of these detectors are to be used in the assembly of the Fast Neutron Imaging Telescope (FNIT), an instrument with imaging and energy measurement capabilities, sensitive to neutrons in the 2–20 MeV energy range. FNIT was initially conceived to study solar neutrons as a candidate instrument for the Inner Heliospheric Sentinels (IHS) program under formulation at NASA. It is now being adapted to locate Special Nuclear Material (SNM) for homeland security purposes by detecting fission neutrons and reconstructing the image of their source. The detection principle is based on multiple elastic neutron-proton scatterings in organic scintillator. The detector presented here utilizes wavelength-shifting (WLS) fibers, grooved into the plastic scintillator and read out by multianode photomultiplier tubes (MAPMTs) to determine scattering locations. By also measuring the recoil proton and scattered neutron's energies, the direction and energy spectrum of incident neutrons can be determined and discrete sources identified. [ABSTRACT FROM AUTHOR]

The current interest in returning to the Moon and Mars by 2030 makes cost effective and low mass health monitoring sensors essential for spacecraft development. In space, there are many surface measurements that are required to monitor the condition of the spacecraft including: surface temperature, radiation dose, and impact. Through the use of phosphors, these conditions can be monitored. Practical space-based phosphor sensors will depend heavily upon research investigating the resistance of phosphors to ionizing radiation and the ability to anneal or self-heal from damage caused by ionizing radiation. The cathodoluminescence (CL) testing was performed using the low energy electron system located at the NASA Marshall Space Flight Center (MSFC) in Huntsville, Alabama. For the materials tested, several interesting results were observed. For most materials, increases in both beam energy and current density improved the CL fluorescence yield. It was also noted that YAG:Nd,Ce has the greatest near infrared intensity for any of the tested materials. The evaluation of dopant concentration in YPO4:Nd showed minimal differences in spectral shape and intensity. Different ways to simultaneously control event sensing reliability and device utilization in a beacon-enabled IEEE 802.15.4 sensor cluster are investigated. Activity management is achieved through probabilistic control of the duration of active and inactive (i.e., service and sleep) periods. The Cosmic Ray Observatory Project (CROP) at University of Nebraska/Lincoln and the Washington Area Large-scale Time coincidence Array (WALTA) at University of Washington/Seattle are among several outreach projects siting cosmic-ray detectors at local high schools in cities around North America, to study the origins and interactions of high-energy cosmic rays. In a collaboration between QuarkNet, the outreach program based at Fermilab, CROP, and WALTA, a low-cost data acquisition electronics card has been developed to collect and synchronize the data from each detector site. The cost per card is under US$500 for parts (for 15 boards), functionally replacing much more expensive electronics crates and modules at each high school site. The card has four analog discriminator inputs for photomultiplier tube signals, a four-channel time-to-digital converter (TDC) for local coincidence and time-over-threshold measurements with ∼ 1 ns resolution, programmable trigger logic via a CPLD and microcontroller, and a built-in low-cost GPS receiver/antenna module (via external cable) to provide event trigger time stamps with 50 ns accuracy. Temperature sensors and a barometer are also integrated to record environmental data along with the counter data. The card connects to any PC or laptop via a standard RS-232 serial port for data output and control.
