This study reports on teachers' perceptions of the theme-based instruction (TBI) and integrated curriculum models favoured in the 2018 updated curricula of Turkey and sheds light on the integrated curriculum design models by establishing connections with Turkey's 2023 education vision. A qualitative research methodology was adopted, using a survey study design. Data were collected from 72 English language teachers in 34 cities. It was concluded that, within single disciplines curriculum models have been adopted. As teachers considered student and parent participation in curriculum preparation unnecessary, the Ministry's vision will require a substantial change in their mind set. TBI and curriculum integration training and professional course books are required to meet the demands of the updated curricula and the 2023 education vision of Turkey. This study aims to determine the perceived English language proficiency levels and needs of primary school teachers concerning their English language teaching experiences. Data were collected from 148 primary school teachers working in schools in Ankara where there are currently no appointed English language teachers. For data collection, the English Language Proficiency Self-Assessment Grid (Council of Europe, 2018) was used to determine the perceived levels of English proficiency,and a questionnaire with open-ended questions was used to identify the challenges these teachers experience in teaching English and necessary support mechanisms. The results demonstrate that the low level of perceived English proficiency is the biggest problem, and adequate and functional materials is the most necessary support. Considering these needs of the primary school teachers who teach English, a well-structured in-service training along with high-quality materials are required so that English language instruction in these cases can well be improved.

Sözlükler ve dil eğitimi arasında büyük bir bağ vardır. Onlar dil eğitimininbilinen en eski araçlarındır. Örneğin Asurların, Babillerin dilini öğrenmek içinyazdıkları kil tabletler bir çeşit iki dilli sözlüktüler. O günden bu zamana kadar gerekana dili eğitimi gerekse de yabancı dil öğretiminde bu eserler yaygın biçimdekullanılmaktadır. Bir dil öğrenicisine `En gerekli kaynaklar hangisidir?` diye sorulsahiç şüphesiz vereceği cevaplardan biri de sözlük olacaktır. Çünkü sözlükler, dil ile ilgilibir sorunla karşılaşıldığında ilk akla gelecek başvuru kaynaklarının başında gelmektedir.Özellikle kelimenin anlamı, kökeni, türü, söz dizimsel özellikleri gibi özel durumlardasözlükler kurtarıcı role sahiptir ve insanlar hemen onlara başvurmak isterler. Sözlüklerinbu yüklendiği misyonu yerine getirmesi ve kullanıcılarının beklentini karşılaması içinhedef kitlelerinin beklentilerine uygun olarak hazırlanmış olmaları gerekmektedir. Bubeklentinin daha azını sunmak hayal kırıklığı, daha fazlasını vermek ise kullanımzorluğu doğurur. Bu yüzden 1970'lerden sonra sözlük kullanıcılarının beklentileriniölçen, ortaya çıkaran araştırmaların sayısında büyük bir artış olmuştur. Buaraştırmalardan elde edilen verileri dikkate alan eserler üretilmeye başlanmıştır. AncakTürkiye'de hem kullanıcı beklentilerini ölçen araştırmalar, hem de kullanıcıları dikkatealarak hazırlanmış sözlükler neredeyse yok denecek kadar azdır. Türkiye'de sözlükhazırlama faaliyetleri saha araştırmalarından ziyade yazarlarının sezgilerine ve dilselbecerilerine dayalı olarak gerçekleştirilmektedir. Yani başvuru kaynağının aranılandurumu içermesi ve beklentileri karşılaması göz ardı edilmektedir. Bu gerçeğin ensomut gözlemlenebildiği kaynaklar, okul sözlükleridir. Türkiye'de özellikle okulsözlükleri gerçek saha verilerine yani öğrencilerin hedef söz varlığınadayanmamaktadır. Bu sözlükler belli bir eğitim kademesini (ilkokul sözlüğü, ortaokulsözlüğü) esas almakta, ortalama bir söz varlığını ve tutarsız madde içi bilgilerisunmaktadır. Oysa okul sözlükleri, öncelikle öğrencilerin ders durumunda ikenkarşılaştıkları sözcüklerden oluşan madde başlarını, bu derslerde öğrendiklerikelimelere ait anlam, tür, köken ve söz dizimi bilgilerini içermelidir. Ancak bunusağlamak kolay değildir. Öğrenci kitaplarını taramak ve onların içerdiği kelimelerdenbir derlem oluşturduktan sonra, öğrenci kazanımları doğrultusunda bu derlemisözlükleştirmek gerekmektedir.Bu çalışmada öğrencilerin her sınıfta sözlük ihtiyacının farklı olduğu göz önündebulundurulmuş ve 5. sınıfların kullanımına uygun bir sözlük hazırlanmasıamaçlanmıştır. Bunun için son üç yılda 5. sınıflarda okutulan Türkçe ders ve çalışmakitapları temel kaynaklar olarak kabul edilmiş ve söz varlıkları taranarak listelenmiştir.Bu listede toplam 8996 söz varlığı unsuru bulunmaktadır. Bu söz varlığının unsurlarının940'ı özel isimlere aittir. Dolayısıyla sözlük kapsamından ilk çıkarılan grup bu 940 özelisim olmuştur. Geriye kalan 8056 söz varlığı unsurunun hepsi öğrencilerin hedef sözvarlığı değildir. Zira önceden sahip oldukları sözler, onların arayacağı bilgilerolmayacaktır. Bunun için daha önce öğrenilmiş söz varlığı unsurlarının tespit edilmesive yeni karşılaşılacak kelimelerin ortaya çıkarılması gerekmiştir. Bu veriler de son üçyılda 4. sınıflardaki Türkçe ders ve çalışma kitaplarının taranması ile elde edilmiştir.Böylece hem 4. sınıfta hem de 5. sınıfta ortak olan söz varlığı unsurları da hazırlanansözlüğe dâhil edilmemiştir. Elde edilen bu yeni liste 5. sınıf öğrencilerinin öğrenmelerigereken hedef söz varlığı olarak kabul edilmiştir. Bu hedef söz varlığının tümü 3347 sözvarlığı unsurudur ve hepsi madde başı yapılmıştır. Bu sayıya ünlemler, kısaltmalar,deyim ve atasözleri dâhil değildir. Ünlemler ve kısaltmalar, sözlüğün ana metnindedeğil, son bölümünde kullanılmıştır. Deyim ve atasözleri ise başka bir sözlük türününunsurları olarak değerlendirilmiştir. Arka kısımdaki ünlem ve kısaltmalar da dâhiledildiğinde ortaya 3402 madde başı içeren sınıf temelli bir öğrenci sözlüğü ortayaçıkmıştır. Madde içleri ise Türkçe Öğretim Programında belirtilen kazanımlar veokullarda okutulan ders ve çalışma kitapları doğrultusunda hazırlanmıştır. Örneğin birmadde başına ait anlamlar yazılırken sadece metinlerde geçen anlam sayısı ileyetinilmiştir. Bu anlamların tanımlanmasında genellikle TDK Güncel Türkçe Sözlük'tenyararlanılmıştır. Tanıklayıcı örnekler de metinlerden hareketle hazırlanmıştır. Ancakmetinlerden elde edilemeyen tanıklamalar için TDK Güncel Türkçe Sözlük başta olmaküzere diğer kaynaklara başvurulmuştur.Sonuç olarak öğrencilerin aradığı bilgiyi kolay bulmaları, aradıklarına hızlı vedoğru bir şekilde ulaşmaları için her sınıf düzeyine uygun sözlüklerin üretilmesigerekmektedir. Ortaokul sözlüğü, öğrenci sözlüğü gibi genel ifadeler ve sözlükler yerinegerçek verilere dayanan ve hedef kitlenin ihtiyaçlarına göre inşa edilmiş sözlüklerolmalı ki okullardaki Türkçe eğitiminin niteliğini olumlu destekleyecek kaynaklarortaya çıkarılmış olsun. Bu çalışma, Türkçe eğitiminin niteliğini olumlu destekleyeceksözlükler adına atılmış önemli bir adımdır. There is a great link between dictionaries and language education. They are theoldest known tools of language education. For example, the Assyrians, clay tablets theywrote to learn Babylon's language are some kind of bilingual dictionary. Until then,these works have been extensively used both in mother tongue education and foreignlanguage teaching. When asked to a language learner, `Which is the most necessaryresources?`, one of the answers will undoubtedly be a dictionary. Because dictionariesare one of the first sources of reference when it comes to language problems. Especiallyin special cases such as the meaning, origin, type, syntactic features of the word,dictionaries have a role of savior and people want to apply to them immediately. Thedictionaries need to be prepared in accordance with the expectations of the target groupsin order to fulfill this mission and meet the expectation of the users. Presenting less ofthis expectancy is disappointing, giving more is a difficulty to use. Therefore, there hasbeen a large increase in the number of researches that have measured and predicted theexpectations of dictionary users since the 1970s. Works that take account of the dataobtained from these researches have begun to be produced. However, both researcheswhich measure the expectations of users, as well as dictionaries which is preparedtaking into account the users are almost none in Turkey. In Turkey, dictionarypreparation activities are carried out on the basis of linguistic skills and intuition of theauthors rather than field research. In other words, the reference source does not containthe desired situation and is ignored in terms of meeting expectations. The most concreteobservable sources of this fact are school dictionaries. In Turkey, especially schooldictionaries is not based on actual field data in other words students' target vocabulary(lexicology). These dictionaries are based on a certain level of education (primaryschool dictionary,secondary school dictionary), provide an average vocabulary andinconsistent entry information. However, the school dictionaries should first include theheadword of the items that the students meet while they are in the classroom, and themeaning, genre, origin and syntax of the words they learn in these classes. But it is noteasy to achieve. After scanning student books and creating a compilation of the wordsthey contain, it is necessary to lexify this compilation in the direction of studentoutcomes.In this study, it was considered that students need different dictionary for eachclass and it is aimed to prepare a dictionary suitable for use of 5th classes. For this,Turkish lesson and workbooks, which were taught in the 5th grade in the last threeyears, were accepted as the main sources and their vocabulary was listed by beingscanned. There are a total of 8996 vocabulary elements in this list. 940 of thesevocabulary elements belong to the private name. Therefore, the first group to beexcluded from the dictionary became 940 private names. The rest of the 8056vocabulary elements are not all the target vocabulary of the students. Then the wordsthey already have, they will not be the information they seek. For this, it has beennecessary to identify previously learned vocabulary elements and to uncover new wordsto be encountered. This data was obtained by scanning the Turkish lesson andworkbooks in the 4th grade in three years. Thus, vocabulary elements common to boththe 4th and 5th grades are not included in the prepared dictionary. This new list wasaccepted as the target vocabulary that 5th grade students should learn. All of this targetvocabulary is an element of 3347 vocabulary, and they are all made headword. Thisnumber does not include exclamations, abbreviations, idioms and proverbs.Exclamations and abbreviations are used in the last part of the dictionary, not in themain text. Idioms and proverbs are regarded as elements of other dictionary types.When the exclamation and abbreviations in the back are included, a class-based studentdictionary with 3402 item headwords emerged. The entries are prepared according tothe outcomes stated in the Turkish Curriculum and the lesson and workbooks taught inthe schools. For example; while the meanings per headword are written, only thenumber of meanings in the texts is satisfied. In describing these meanings, TDK Up-To-Date Turkish Dictionary is generally used. Examples of testimony were also preparedby moving from the texts. However, for the testimonies that can not be obtained fromthe texts, mainly TDK Up-To-Date Turkish Dictionary and other sources have beenconsulted.As a result, it is necessary to produce dictionaries suitable for each grade level sothat the learners can easily find the information they seek, and quickly and accuratelyreach out to them. There should be dictionaries that are based on actual statementsrather than general expressions such as the secondary school dictionary, the studentdictionary, and built according to the needs of the target group so that resources that willpositively support the quality of Turkish education in the schools have been uncovered.This study is an important step taken in the name of dictionaries which will positivelysupport the quality of Turkish education. 402

Bu araştırmanın amacı, Öğretme Yaklaşımları Envanteri’nin Türk kültürüne uyarlanması ve eğitim fakültelerinde görev yapan öğretim elemanlarının öğretme yaklaşımlarının farklı değişkenlere göre incelenmesidir. Bu amaç doğrultusunda birbirini takip eden iki alt çalışma yürütülmüştür. Araştırmanın ilk aşamasında Öğretme Yaklaşımları Envanteri-ÖYE (Approaches to TeachingInventory-ATI) Türk kültürüne uyarlanmıştır. Uyarlama sürecinde dilsel eşdeğerlik hem yabancı dil eğitimi uzmanları ile yapılangörüşmeler ile hem de özgün form ile Türkçe formdan elde edilen puanlar arasındaki korelasyon üzerinden incelenmiştir. Türkçeformun 35 farklı kurumda görev yapmakta olan toplam 140 öğretim elemanına uygulanması ile elde edilen veriler üzerindengerçekleştirilen doğrulayıcı faktör analizi sonuçları ÖYE’nin öğretmen merkezli ve öğrenci merkezli olmak üzere iki faktörlümodeli ile veri uyumunun sağlandığını göstermiştir. Güvenirliği Cronbach ?, McDonald ? katsayıları ve test – tekrar test yöntemleri ile incelenen ÖYE’nin Türkiye’de yapılacak çalışmalarda kullanılmaya uygun psikometrik özelliklere sahip olduğugörülmüştür. Çalışmanın ikinci aşamasında ise 31 farklı kurumda görev yapmakta olan toplam 185 öğretim elemanına ulaşılmış ve verilen dersin düzeyi, sınıftaki öğrenci sayısı, akademik unvan ve kıdem değişkenlerine göre incelemeler gerçekleştirilmiştir. Analizler sonucunda lisans düzeyindeki derslerde öğretmen merkezli, lisansüstü düzeydeki derslerde ise öğrenci merkezli yaklaşımların baskın olduğu görülmüştür. Sınıf büyüklüğüne göre yapılan karşılaştırmalarda, öğrenci sayısının 20’nin üzerine çıktığı durumlarda öğretmen merkezli yaklaşımın; unvana göre yapılan karşılaştırmalarda ise Doç. Dr. unvanına sahip öğretimelemanlarının öğrenci merkezli yaklaşımı Öğr. Gör. Dr. / Arş. Gör. Dr. unvanına sahip öğretim elemanlarına göre daha baskın bir şekilde sergiledikleri ve mesleki kıdem ile öğretmen merkezli yaklaşım alt boyutu puanları arasında negatif ve zayıf bir ilişkinin bulunduğu görülmüştür. The aim of this research is to adapt the Approaches to Teaching Inventory into Turkish culture and analyze the teachingapproaches of academics working at education faculties in terms of various variables. In the light of this aim, two subsequent sub studies were conducted. In the first phase of the study, the Approaches to Teaching Inventory (ATI) was adapted to Turkish culture. During the adaptation phase, language equivalence was analyzed both through interviews conducted with foreign language experts and through the correlation scores between the original and the Turkish forms. Results of the confirmatory factor analysis which was conducted on data gathered from 140 academics working at 35 different education faculties in Turkey confirmed the two-factor model of ATI as student centered and teacher centered. Reliability studies of ATI were carried out through Cronbach ?, and McDonald ? coefficients and results revealed that ATI has the appropriate psychometric properties to be used in Turkish studies. In the second phase of the study, 185 academics working at 31 different education faculties were reached and their teaching approaches were analyzed based on the level of the course, number of students in their classes, their academic titles, and seniority variables. As a result of the analysis, it was found that academics adopted a more teacher-focused approach to teaching at undergraduate level courses whereas they adopted a more student-focused approach to teaching at graduate levelcourses. It was also found in terms of class size that academics adopted a more teacher-focused approach to teaching when the class size exceeded 20 students. In addition, in terms of academic titles, associate professors adopted a more student focused teaching approach compared to lecturer doctors and research assistant doctors. Moreover, a negative and weak relationship was found between seniority and teacher focused approach to teaching.

The purpose of this study is to analyze the PhD theses completed in the field of Curriculum and Instruction (C&I) with regard to various variables. For this, all 358 doctoral dissertations completed in Turkey in the field of C&I until 2009 are analyzed. By using the content analysis, PhD theses were analyzed according to some variables such as the subject of the theses, university, and the design of the studies. It was observed that the PhD studies in the field of C&I frequently include theses based on the effects of teaching and learning approaches, methods and techniques, teacher education and practices, and curriculum evaluation studies follow these. It was also found that there was an increase in the number of dissertations. Besides, the experimental and descriptive researches are almost equally preferred more frequently and the usage of mixed method was increased dramatically in the last ten years., Bu araştırmanın amacı, Eğitim Programları ve Öğretim (EPÖ) alanında yapılan doktora tezlerini çeşitli değişkenlere göre analiz etmektir. Bu amaçla, Türkiye’de 2009 yılına kadar EPÖ alanında yapılmış olan 358 doktora tezi incelenmiştir. Araştırmada içerik analizi tekniği kullanılmış ve doktora tezleri konu, tezin yapıldığı üniversite, desen vb. gibi birçok değişkene göre analiz edilmiştir. Araştırma sonuçlarına göre, EPÖ alanında yapılan doktora tezlerinin ağırlıklı olarak öğretme-öğrenme yaklaşım, yöntem ve tekniklerinin etkisini konu aldığı, daha sonra bunu öğretmen eğitimi program ve uygulamaları ile örgün eğitim programlarının etkililiği/değerlendirilmesi konulu tezlerin takip ettiği belirlenmiştir. Son yıllarda EPÖ alanında yapılan doktora tezi sayısında önemli bir artış olduğu bulunmuştur. Ayrıca, tezlerde deneysel ve betimsel araştırma desenlerinin birbirine yakın oranlarda tercih edildiği ve karma yöntem kullanımında son yıllarda büyük oranda artış olduğu belirlenmiştir.

Bu araştırmanın genel amacı öğretmen eğitimi alanında son 10 yılda ortayaçıkan dönüşümleri belirlemek, öğretmen eğitimi alanında başarılı olduğu kabul edilenFinlandiya ve Singapur ile öğretmen eğitiminde yeni yaklaşımların ve reformlarınöncüsü konumundaki A.B.D (New York) öğretmen eğitimi sistemlerini inceleyerekTürkiye?de öğretmen eğitimi alanında yapılacak yeniliklere katkıda bulunmaktır.Bu ülkelerin seçilmesinde gelişmişlik düzeyleri bakımından dünyanın öndegelen ülkeleri olmaları, TIMMS, PISA gibi sınavlarda dünyanın en başarılı ülkeleriarasında yer almaları ve farklı anakaralarda bulunmaları (Amerika, Avrupa, ve Asya)dikkate alınmış, araştırma için iyi bir örneklem olacakları düşünülmüştür.Araştırmada nitel veri toplama yöntemlerinden doküman incelemesi vegörüşme kullanılmıştır. Verilerin çözümlenmesinde 1. ve 2. araştırma sorularıkapsamında betimsel analiz, 3. araştırma sorusu kapsamında ise içerik analiziteknikleri kullanılmıştır. Görüşme formunun oluşturulmasında uzman görüşünebaşvurulmuş ve geribildirimler dikkate alınarak görüşme formuna son şekli verilmiştir.Görüşme yapılacak kişiler ölçüt örneklem tekniği ile belirlenmiş ve öğretmen eğitimialanında ülkelerini temsil edebilecek düzeyde olan öğretim üyeleri arasındanseçilmiştir. Görüşmeyi kabul eden toplam 11 öğretim üyesine görüşme öncesi izinformu ile birlikte araştırmanın amacını gösteren bir elektronik posta gönderilmiş vegerekli izinler alınmıştır. Görüşmeler sonucunda elde edilen ses kayıtları bilgisayarortamına aktarılmış ve onaylanmaları için öğretim üyelerine tekrar gönderilmiştir.Öğretim üyelerinden alınan onay ve düzeltmeler dikkate alınarak görüşmemetinlerinin çevirileri yapılmıştır. Çeviriler dil bilim uzmanı olan bir başka çevirmentarafından yeniden düzenlenmiş ve metinlere son hali verilmiştir. Bu aşamadansonra görüşme metinleri bir nitel analiz programına aktarılmış ve kodlama sürecigerçekleştirilmiştir. Kodlamalar arası tutarlığın hesaplanması için ölçmedeğerlendirme uzmanından kodlama sürecinin gerçekleştirilmesi konusunda katkıalınmıştır. Ölçme ve değerlendirme uzmanının belirlediği kodlar ile araştırmacıtarafından oluşturulan kodlar karşılaştırılmış ve temalara son şekli verilmiştir.Araştırma sonucunda; New York Eyaletinde No Child Left Behind veRace To the Top politikalarının öğretmenlik mesleğini entelektüel zemindenteknisyenlik boyutuna taşıdığı, bu politikaların ayrıca üniversite temelli öğretmeneğitimi kurumlarına büyük bir zarar verdiği sonucuna ulaşılmıştır. Öğretmen eğitiminesağlanan finansal desteğin azaltıldığı eyalette öğretmen maaşlarının yeterli olmadığıve mesleki gelişim çalışmaları için öğretmenlere bütçeden pay ayrılmadığıgörülmüştür. Diğer yandan öğretmen adaylarının seçimine yönelik kapsamlı birdeğerlendirme sürecinin uygulandığı eyalette, etkili bir insan gücü planlamasıyapılmadığı ve popülist politikalar uğruna alternatif sertifika sağlayan kurumlarınhükümet tarafından desteklendiği sonucuna ulaşılmıştır. New York?ta araştırma vebireysel gelişim odaklı öğretmen eğitimi paradigmalarının benimsendiği ancakuygulamada davranışçı ve işbaşında eğitim odaklı paradigmaların baskın olduğugörülmüştür. Farklı öğretmen eğitimi program modellerinin kullanıldığı eyaletteöğretmen eğitimi kurumlarının kendi programlarını geliştirebildikleri ve merkeziyetçiolmayan bu sürecin olumlu bir süreç olarak değerlendirildiği sonucuna ulaşılmıştır.Ancak alternatif sertifika sağlayan kurumların sayılarının hızla artması nedeniylekuram uygulama bağının sağlanamadığı ve bu kurumlarda çalışan akademisyenlerinbirçoğunun öğretmenlik meslek bilgisinde birikimleri olmadığı görülmüştür. Öğretmenbaşına düşen 14 öğrenci ile New York OECD ülkeleri içinde iyi bir konumda olmasınakarşın araştırma sonucu toplumun ve politikacıların öğretmenlik mesleğine yönelikolumsuz bakış açılarının mesleğe zarar verdiğini göstermiştir. New York?taöğretmenlerin bir üst sertifikayı alabilmek için 175 saat zorunlu mesleki gelişimçalışmalarını 5 yıl içerisinde tamamlamaları gerektiği, bu nedenle çalışmalara yoğunbir katılımın olduğu araştırmanın bir diğer sonucudur.Finlandiya?da temel eğitim ve öğretmen eğitimi politikalarında yapılan tümdeğişikliklerin 1968?deki Kapsamlı Okul Yasası çerçevesinde oluşturulduğu,öğretmen eğitiminde radikal değişimlere gidilmediği ve politik müdahalelerdenkaçınıldığı görülmüştür. Yerel otoritelere geniş yetkilerin verildiği ülkede eğitimfakültelerine kendi programlarını geliştirme fırsatının sunulduğu, bu durumunöğretmen eğitiminde niteliği artırdığı sonucuna ulaşılmıştır. Öğretmen adaylarınınkapsamlı bir seçim sürecinden geçtiği ve toplumun öğretmenlik mesleğine karşıolumlu bir bakış açısına sahip olduğu görülmüştür. Diğer yandan araştırma sonucuaraştırma temelli öğretmen eğitimi paradigmasının benimsendiği ve uygulamaya daetkili bir şekilde yansıtıldığını göstermiştir. Öğretmen eğitimi program modeli olarakfarklı modellerin kullanıldığı ülkede öğretmen eğitiminin yüksek lisans düzeyinikapsayacak şekilde yapıldığı sonucuna ulaşılmıştır. Öğretmen başına düşen 14öğrenci sayısı ile Finlandiya?nın OCED ülkeleri içinde çok iyi bir konumda olduğu,öğretmenlere sağlanan özerklik ve sosyal imkânlar neticesinde mesleğe yoğun birtalebin olduğu görülmüştür.Singapur?da devletin öğretmen yetiştirme sistemine ayırdığı yüksek bütçe ilesağladığı finansal desteğin son derece tatminkâr olduğu, bu destek ile sistemenitelikli adayların çekilmeye çalışıldığı görülmüştür. Araştırma kapsamında ulaşılanönemli bir sonuç, öğretmen adaylarına yönelik kapsamlı bir değerlendirme sürecininvarlığıdır. Singapur?da öğretmen eğitiminde bireysel gelişim odaklı öğretmen eğitimiparadigmasının baskın olduğu, ancak kuram-uygulama bağının istenilen düzeydesağlanamadığı araştırmanın önemli bir diğer sonucudur. Farklı öğretmen eğitimiprogram modellerin uygulandığı ülkede öğretmenlik uygulamasının lisans düzeyindeanlaşma yapılan diğer ülkelerde gerçekleştirilebilmesi araştırmanın önemli bir diğersonucudur. Öte yandan Ulusal Eğitim Kurumu?na sağlanan özerklik ve destek ile bukurumun öğretmen eğitiminde niteliği artırdığı görülmüştür. İlköğretim okullarındaöğretmen başına düşen 17 öğrenci sayısı ile Singapur?un OECD ortalamasınınaltında olduğu, öğretmenlerin aldığı maaş itibariyle ise Singapur?un OECD ülkeleriortalamasının bir hayli üzerinde olduğu araştırmanın sonuçlarını oluşturmaktadır.Mesleki gelişim için öğretmenlerin zorunlu olarak katılmaları gereken 100 saatlikçalışmaların finansmanının Ulusal Eğitim Kurumu tarafından karşılandığı veçalışmalar sonucunda öğretmenler ödüllendirildiği için çalışmaların etkin bir şekildeyürütüldüğü görülmüştür.viTürkiye?de merkeziyetçi YÖK sisteminin varlığı dolayısıyla üniversitelerin kendiprogramlarını hazırlayamadığı, uygulayıp değerlendiremediği ve farklı programmodellerini deneyip araştırma bulgularıyla değerini ortaya koyamadığı; bu durumunönemli bir zayıflık ve tehdit olarak algılandığı görülmüştür. Sertifika programlarının öğretmenliğientellektüel ve profesyonel bir zeminden, teknisyenlik boyutuna indirgediği ve buprogramların öğretmen eğitimine büyük zararlar verdiği sonucuna ulaşılmıştır.Öğretmen eğitimi alanında tutarlı ve uzun soluklu politikalara gereksinim olduğu, bunedenle öğretmen eğitiminde yapılacak değişimlerin bireysel algı temelli değil,araştırma sonuçlarına dayalı olarak yapılması ve uygulama sürecinde sıkdeğişikliklerden kaçınılması gerektiği araştırmanın bir diğer sonucunuoluşturmaktadır. Diğer yandan mevcut eğitim fakültelerinin sayısının ve niteliğiningözden geçirilerek özellikle vakıf üniversiteleri ile yeni açılan devlet üniversitelerindeeğitim fakültesi açılmaması konusunda önlemlerin alınması gerektiği araştırmanın birdiğer önemli sonucudur. Ayrıca, Türkiye?de gerek politika gerekse program düzeyindeöğretmen eğitimi paradigması olarak araştırmacı ve bireysel gelişim odaklıparadigmaların dile getirildiği, ancak uygulamada davranışçı paradigmanın egemenolduğu görülmüştür. İlköğretim okullarında öğretmen başına düşen 27,6 öğrencisayısı ile Türkiye?nin OECD ortalamasının üzerinde olduğu, öğretmenlerin aldığımaaş itibariyle ise Türkiye?nin OECD ülkeleri ortalamasının bir hayli altında olduğuaraştırmanın diğer sonuçlarını oluşturmaktadır. The general purpose of this study is to identify the transformation in teachereducation in the last 10 years and to contribute into forthcoming innovations in thefield of teacher education in Turkey by analyzing the systems of teacher education inFinland and Singapore, acknowledged as being successful in the field of teachereducation and the U.S.A. (New York), being in the leading position in newapproaches and reforms in teacher education.During the selection process, the facts that these countries are the leadingones in the world regarding their development level; that they are the most successfulcountries in international evaluations such as TIMMS, PISA and that they are locatedin different continents (America, Europe and Asia) were taken into consideration andtherefore they were expected to be good samples for the study.Two of the qualitative research methods, document analysis and interviewmethods, were used in the study. Data were analyzed using descriptive analysistechnique within the scope of the 1st and 2nd research questions and contentanalysis technique for the 3rd research question. During the formation of theinterview questions, expert opinion was gathered and the final version of the formwas developed in the light of the feedback from them. The interviewees weredetermined using criteria sampling technique and were selected among facultymembers who would be able to successfully represent their countries in the field ofteacher education. 11 faculty members accepted to participate in the interview. Aconsent form together with an e-mail introducing the purpose of the study was sent tothe faculty members and necessary permissions were received. The recordingsobtained through the interviews were transferred to the computer; the transcriptswere written and then were sent back to the faculty members for final confirmation. Inthe light of feedback from the faculty members, the interview texts were organizedand translated into Turkish. The translations were sent to another translator, alinguistics specialist, and the texts were finalized according to the feedback from thetranslator. After this process, the interview texts were transferred into a qualitativeanalysis program and the coding process was performed. In order to calculate theconsistency among codes, the data were sent to a specialist in the field ofmeasurement and evaluation and he was asked to perform the coding process. Thecodes from this specialist and the codes of the researcher were compared and thethemes were finalized.In terms of New York, it has been concluded that the policy titled ?No ChildLeft Behind and Race to the Top? in New York degrades the teaching profession froman intellectual basis to a technicional dimension and also these policies give a bigharm to university-based teacher education institutions. It has been found out that thewages of the teachers are not satisfactory in the state where the financial support toteacher education has been decreased and no share is spared from the budget forteachers to pursue professional development programs. Moreover, it has beenconcluded that there is no effective manpower plan and the institutions providingalternative certificates are supported by the government for the sake of some populistpolicies in the state where a comprehensive evaluation process is applied for theselection of teacher candidates. It has also been observed that behaviorist andapprenticeship based paradigms are dominant in New York though research andpersonalistic based teacher education paradigms are embraced. It has beenconcluded that teacher education institutions are able to develop their own curriculumand this decentralized process is evaluated as a positive process in the state wheredifferent teacher education programs are applied. However, it has been viewed thatas a result of the rapid increase in the number of alternative certification institutions,theory application link cannot be provided and the academicians who work in thoseinstitutions do not have satisfactory professional knowledge. The research hasrevealed that the negative viewpoints of the society and the politicians towardsteaching profession give harm to the profession even though New York has a goodposition among the other OECD countries with 14 students per teacher. Anotherresult of the study is that teachers have to complete a 175-hour-compulsoryprofessional training program within 5 years to get a higher level certificate and thusthere is an active participation in these programs.In terms of Finland, it has been recognized that all changes in basic educationand teacher education policies were constructed within the framework ofComprehensive School Policy of 1968; there were no radical changes in teachereducation and political interventions were avoided. Education faculties were given anopportunity to develop their own curriculum in a country where local authorities heldbroad range of authority, which has been concluded to increase the quality in teachereducation. It has been viewed that teacher candidate go through a comprehensiveselection process and there is a positive viewpoint towards teaching profession in thesociety. Furthermore, the result of the research has shown that research-basedteacher education paradigm has been embraced and effectively reflected in theapplication process. It has been concluded that teacher education is implementedincluding post graduate education in the country where different teacher educationprogram models are applied. It has been observed that Finland has a really goodposition among other OECD countries with 14 students per teacher and there is anintense demand towards teaching profession due to autonomy and socialopportunities provided to teachers.In terms of Singapore, it has been observed that the budget the governmenthas spared for the teacher education system and the financial support it provides arehighly satisfying and qualified candidates are attracted to the system with thissupport. An important finding obtained within the research is the existence of acomprehensive evaluation process related to teacher candidates. The otherimportant finding of the research is the dominance of personalistic teacher educationparadigm though the link between theory-application is not satisfactorily maintained.That in this country where various teacher education program modals are appliedteaching process can be applied in other countries with which they have agreementsis another important finding of the research. Moreover, with the autonomy andsupport provided to National Education Institution, this institution was able to developthe quality in teacher education. The facts that Singapore is below the average ofOECD with 17 students per teacher and considerably above the average of OECDwith wages of the teachers are other findings of the research. It has also beenobserved that the 100-hour-programs which teachers are obliged to participate in arexfinanced by National Education Institution and that the programs are effectively heldas teachers are rewarded at the end of the programs.In terms of Turkey, the result of the study has indicated that an extreme YÖKcentered system does not give universities the opportunity to implement and evaluatetheir own curriculum and put forward the efficiency of different curriculum applicationswith the help of their research findings and therefore this condition is perceived as animportant weakness and threat. Furthermore, it has been concluded that anevaluation consisting of multiple choice questions which test the cognitive level isextremely insufficient in choosing teacher candidates and that measures such asinterviews, portfolio files, teacher assessments, inventories about teaching professionshould be used in addition to the central test to have a more thorough evaluation. Ithas also been concluded that alternative certificate programs are degrading teachinginto technician level from an intellectual and professional level and these programscreate big threats to teacher education. Another conclusion is that consistent andlong-termed policies are necessary in teacher education and therefore the changesto be made in teacher education should not be based on individual perceptions, butshould be based on research results and frequent changes should be avoided inpolicy making and implementation. Another important result of the study is thatnecessary precautions should be taken to prevent the establishment of educationfaculties, especially in foundation universities and new state universities byexamining the quantity and quality of existing education faculties. Moreover, it hasbeen observed that in Turkey research based and individual development basedparadigms are claimed to take part as teacher education paradigm both in politicsand curriculum levels, but in reality behaviorist paradigm is dominant in practice. Interms of student pupil ratio (27,6) in primary education, Turkey can be categorizedamong the countries over the OECD average (20) whereas in terms of actual salariesthat teachers are paid, Turkey could be regarded well beyond the average of theOECD countries. 288

Çalışmanın amacı, dış borçlanmanın bütçe açıkları finansmanı üzerindeki etkisidir.Konunun açıklanabilmesi amacıyla en temel toplumsal kavramların tanımı, dönüşümü, kurumsallaşma süreci, toplumbilim yöntemleriyle anlatılmıştır. Borçlanmanın iktisat teorisi çerçevesinde bütçe teorileri, ekonomide izlenmesi gereken maliye politikaları yazılarak teorik çerçevesi çizilmiştir.Çalışmanın içinde, grafik, çizelge, tablo ve istatistiki bilgilerle konunun anlatımı güçlendirilmiştir.Sonuçta, bütçe açıklarının dış borçlanmayla finanse edilemeyeceği, fonlardan ve borçlardan oluşan bütçe açıklarının, ulusal ekonomide yatırımlara dönüştürülerek üretimi arttırmanın, ulusal geliri büyütmenin, sonuca etki eden en önemli faktör olduğu ortaya konmuştur. Araştırma 2007?2008 eğitim öğretim yılı bahar döneminde Çankaya Üniversitesi Hazırlık Okulu'ndaki İngilizce seviyesi orta düzey olan iki sınıfta yapılmıştır. Araştırmada kullanılan araçlar, öğrencilerin deyimsel fiilleri konuşmaları esnasında mümkün olduğunca fazla sayıda ve doğru bir şekilde kullanmalarını ve konuşmaları esnasındaki akıcılığı değerlendiren başarı testleridir. Bu başarı testleri, araştırmacı tarafından uzman görüşleri alınarak geliştirilmiştir. Uygulama, 24 Mart?2 Mayıs 2008 tarihleri arasında gerçekleştirilmiştir. Araştırma sonucu elde edilen veriler SPSS 10.0 programında çözümlenmiştir. Araştırma sorularının yanıtlarını bulmak amacıyla uygulanan başarı testleri için öncelikle Kendal W Uyum Testi yardımıyla değerlendiricilerin vermiş oldukları puanlar arası uyum bulunmuştur. Uyum bulunması durumunda gruplar arası ve gruplar içi başarı puanları arasındaki farkın manidarlığı t testi ile değerlendirilmiştir. Diese Untersuohung besteht aus zwei Hauptteilem 1= theoretisohem Teil, 2. experiment e Hem Teil. Der theoretische Teil bringt einen Überblick über die Begriffe `Zeichen` und `Symbol` und ihre An- wendungsbeispiele in der Architektur. Die Untersuohung der Be griffe `Zeichen` und `Symbol` nach ihren Urspriingen, Anwendungs- formen, Bedeutungsrelationen und Entwicklungslinien wird bier unter den Aspekten der drei zeitgenössischer. semiologischen Theo- rien unterncmmen. Diese semiologischen Betrachtungen beruhen auf 1. die triadisohe Zeiobenrelation, 2. die diadische Zeiobenrelation und 3. die monadisobe Zeiobenrelation. Die triadisohe Eelation der Metaphysik von Charles Sanders Peirce ist der Ausgangspunkt der `triadi soben öder pragmatischen Zeichen- tbeorie`von Charles Morris. Die `diadisohe oder strukturalistisohe Zeiobentbeorie` beruht auf die diadische Eelation von Signif ikant und Signif ikat im de Saussure ' soben Modeli. Schliesslich die mon- adische Relation ist der Erklarungsansatz der `monadisoben oder naiven Zeiobentbeorie`. In den Abscnnitten 1.1. und 1.2. werden die semiologisohen Er- klârungen zu den Begriff en `Zeioben` und `Symbol` gebraohtj wo sie unter den Blickwinkeln der genannten Theorien einzeln be- traohtet werden. Im Abschnitt 1.3. werden die Begriff serlfiuterungen zum `Zeioben` und `Symbol` auf die Architektur angewandt. Die Beziehungen und Vergleiche zwisoben dem Arcbitekturobjekt und dem arcbitekto-VIII ni sahan Zeichen warden angegebenf die Ursprtinge der Architektur- f ormen werden diskutiert j daB Arohitekturerzeugnis wird noch unter Betraohtung ale Kunstphanomen, als Informationsgebilde -eine Kach- richt auf kommunikativer Ebene und als stadtisches laume lament un- tersucht. Der Abschnitt 1.4. beschreibt den Übergangsbereich zwischen dem Zeichen- und dem Symbolgebilde. Ton den genannten semiologischen Theorien ausgehend wird diese Schwelle festgestellt, wobei die Übergangsbedingungen der Zeichen*- und Symboleigenschaf ten disku tiert werden. Darüber hinaus zeigen die Zeiohen- und Symboleigen- echaften eine Dynamik durch Zeit und râumliche Zustânde. Der Ab- Bchnitt 1.4.4» betrachtet die Bedeutungs- und KontextverSnderungen an Zeiohen- und Symbolbegriffen durch zeitliohe und râumliche Be- dingungssehwankungen. Die Kritik der drei semiologischen Theorien wird im Abschnitt 1.5. unternommen. Der Vergleich zwischen den Theorien wird in zwei Be- trachtungsgruppen durchgef ührt 5 in der einen werden ihre Gemein- samkeiten und in der anderen ihre Differenzierungen genannt. Die gemeinsamen Aspekte der triadischen, diadischen und monadisohen Zeichen theorien sammeln sioh in drei Punk t en : 1. Das Zeichen- und das Symbolbegriff erklSren sich auf Grund der Relationen. 2. Der Zeichenaustausch ist ein Phânomen, das auf kommunikativer Ebene vorkommt. 3. Die Symbolbildung zeigt parallelen Erscheinungscharakter zum Lernprozess. Diejenigen Aspekte, in denen sioh die Zeichentheorien unterschei- den, sind auch in drei Punkten zu nennen 1IX 1. Das triadisehe Zeichenmodell unterscheidet die drei Belations- ebenen der Zeiohen und erklârt die syntaktische, semantische una pragmatische Dimensionen der Zeichen. Haoh der triadisclıen Zeiohentheorie ist '? das Symbol eine Unter- klasse des Zeichens objektbezogerier Relation. mit niedrigstem Beziehungswert zum Objekt. 2. Saoh der diadischen Zeidhentheorie besteht der Untersohied zwi- schen dem Zeichen und dem Symbol in der inneren Eelationsart des strukturellen Modells. Die motivierte Relation z-jrischen Signif ikant und Signif ikat des Modells deutet das Zeichen, und die arbitrâre Relation derselben Elemente im Modeli deutet das Symbol. 3. In der monadischen Zeiohentheorie ist das Symbol eine höhere Klasse des Zeichens, die in bestimmten kulturellen. und sozi- alen Kontexten bestimmte Bedeutungen besitzt. Als natürliohes und als auoh künstliohes Gebilde erscheint das Symbol auf all- gemeiner Ebene. Das Zeichen dagegen ist künstliohes Frodukt eines Lebewesens. Den zweiten Teil der Arbeit bildet die Durchführung eines Expe riments, in dem der Lemprozess als symbolbildende Erscheinung auf Versuch gestellt wird. In der Einleitung des Experiments ^Absohnitt 2.1.) wird das Pro blem vorgestellt. Sach einer Wiederholung der unterliegenden Theo- rien trie die Zeichen-, Informations- und Lerntheorien wird die Hy- pothese des Experiments formuliert. Jedea Dia stellte ein natürliohes oder ein künstliches (Bauwerk) Element aus einer Umgebung dar, das bestimmte Eigen- schaften der theoretisch festgestellten Symbolwerte für die ge- wahlte Ortslandschaft besass. Die Symbolwerte stützen sich auf soziale, kültürelle, geographisohe u.a. Eigenarten einzelner Ge- meinschaften. Als Versuchspersonen nahmen 35 Gymnasiumsohüler und -schülerinnen in der Altersschioht von 15 bis 19 Jahren (darunter % 77 von 16 «Jahren) an dieser Befragung teil. Es wurde noch gleichzeitig e ine geme in same Bildungsebene unter den Versuchspersonen erzielt. Die Befragung dauerte 3 Tage lang und bestand aus insgesamt 5 S^tzungen. An den ersten beiden Tagen wurden die gewahlten 20 Dias -jedesmal in einer anderen beliebigen Eeihenfolge vorgeführt, und bei jedem Dia wurde die Versuchspersonengruppe gefragt, ihre frei assozierten Meinungen und Gedanken in einer gegebenen Liste auf- zuschreiben. In der ersten Sitzung wurden die 20 Dias ohne Ortsnamen zu geben vorgeführt und die freien Assbziationen der Versuchspersonen er- wartet. Zwischen der ersten und der zweiten Sitzung wurde eine Pause gehalten, in der die jenige Diagruppe in einer anderen be liebigen Eeihenfolge -diesmal aber gleichzeitig die Ortsnamen an- gebend rasch projeziert. Gleioh nach der Pause fand die n&chste Sitzung mit denselben Bedingungen wie bei der ersten statt. Am zweiten Tag wurden die beiden Sitzungen des ersten Tages wie- derholt, jedoch in anderen beliebigen Reihenfolgen. Am drittenxz und letzten Tag wurden in die gelernte Diagruppe noch andere 20 Bias mit &hn lichen Darstellungen beigemischt. Bach dieser Kon- textvergrBsserung wurde aus 40 Elementen bestehende neue Diagrup pe -jedooh ohne Angabe der Ortsnamen vorgeführt und dieselben Var- suchspersonen wiederum nach ihren freien Aseoziationen gefragt. Uach dem Ablauf der Befragungen wurden die Assoziationslisten durchbewertet und die richtig assozierten `abgebildetes Symbol- gebilde-Herkunftsorf'-Paare festgestellt} dann wurden die Daten analysiert und bewertet. Der Experimentvorgang beBteht aus Lern-, Vergessens- und Brinne- rungsphasen. Mit dem Angeben der Ortsnamen wurde die Erinnerung an die Assoziationspaare `abgebildetes Symbolgebilde-Herkunfts- ort` erzielt. Die zeitliqhen AbstSnde zwischen den Sitzungen und die Beimischung anderer Dias bildeten das physikalische und se- mantische Gerausch, d.h. die Bedingungen zum Verge s sen der er- lernten Aseoziationen als Beetandteil des Lernprozesses. Die Ver- tauschung der Anordnuhg vorgeführter Dias in geder Sitzung beab- sichtigte die Verhinderung des unerwiinsohten Assozierens duroh dieselbe wiederholte Reihenfolge. Im Abschnitt 2.3. wurden als Schlussfolgerung des Experiments die Beobachtungen, Bewertungen und Vergleiohe der Ergebnisse erörtert. Die mittlere Frequenz der riohtig gewussteft AsBoziationspaare er- höhte sich in der letzten Sitzung des Experimentmodells auf % 99» so dass dieses Ergebnis diejenige Behauptung der Hypothese bestfi- tigt. Die Relation zwischen der Symbolbildung und dem Erlernen informativer Kenntnisse wird im Abschnitt 2.3.3. mit dem Modeli `kültüreller Kanon` von E. Neumann verglichen. Der 3. Abschnitt enthâlt die Schlussfolgerungen der Arbeit. DieXII Ergebnisse der Untersuchung semiologisoher Aspekte im architek tonischen Gebilde warden h.ier zusamraenfassend diskutiert. Die Sym- bolbildung und der Übergangsbereich zwischen dem Zeichen und dem Symbol in der Arehitektur werden festgestellt. Die Interpretation des architektonischen Objekts deutet auf einen Inf ormationsyorgang -einen Zeichenaustausch unter seinen Interpre ter Der Lernvorgang ist die Informationsübertragung in einem ge- meinsamen kulturellenKontext einer Gemeinschaft. Die Interpreten im architektonischen Kontext sind der Architekt als Vermittler und der Benützer des Architektürerzeugnisses. in entsprechender Beziehung auf kommunikativer Ebene ist der Architekt als Absen- der der Architekturinformation und der Benützer des Bauwerks öder einer Stadtlandschaft als Empfânger derjenigen Information zu sehen. Dieselbe Analogie auch auf die wirtschaftliche Ebene über- tragend ist die Architekturinterpretation ein Zeichenaustausch zwischen dem Architekten -dem Produzenten des Architekturprodukts und dem Benützer des Architekturobjekts öder den Bewohnern einer Stadt -den Konsumenten der architektonischen Umwelt. Die Bewertung der Arbeit ist im Abschnitt 3-4. Das bearbeitete Thema bringt Erörterungen zu einer Grundlage in der Architektur-. bewertung, insbesondere zu allgemeinen Kriterienlisten in der Diskussion des Denkmalwertes an Architekturobjekten.
