Improving energy efficiency is considered the most direct route to reducing carbon emissions on a massive scale. To examine the long-run trend of China's energy efficiency, this paper employs a distribution dynamics approach to analyze the convergence of total-factor energy efficiency (TFEE) across 286 Chinese cities between 2002 and 2014. The result suggests the existence of convergence, which comes more from the efficiency declines in the high TFEE cities rather than the efficiency gains in the low TFEE cities. Despite the fact that a few cities have performed well in energy efficiency, the majority of cities have converged to a low-efficiency point. Further analyses show that the inefficiency was attributed to inefficient energy use in small- and medium-sized cities. Differentiation has become a core feature not only in the European integration process but also in the implementation of European policies. Among the means to address differentiated implementation are European Administrative Networks (EANs). Through the exchange of information, best practices and advice, EANs are expected to contribute to more uniform implementation. However, the ways and extent to which they do so remain largely unexplored. This article addresses this gap through the empirical analysis of the European Network of Heads of Environmental Protection Agencies (EPA Network), drawing on a unique survey dataset and social network analysis. On the one hand, the findings uncover the EPA Network as a voluntary and informal network with a fragmented and clustered structure around key members. At the same time, several participants have recognised the network as a valuable asset to improving national implementation and developing innovative policy initiatives. Therefore, while there is significant diversity within and across the network, the network's perceived contributions and added value point to the considerable importance of these instruments in EU policy implementation. Background: Proper biodiversity conservation and strategies for sustainability in environmental and public health are essential measures for addressing the problems of water-related and zoonotic-caused pandemics. It is generally assumed that a resurgence in an epidemic disease is directly linked to negligence in environmental protection policies, but there are sparse scientific publications supporting the claim. Methods: To address this issue, we collected data on the global pre- and post-industrialization scenarios and subjected it to multivariate analyses to investigate the relationship between the lack of proper environmental protection and the emergence of new diseases. Result: Our investigations found a statistically significant association between the loss of wildlife habitat and the emergence of novel diseases. The study also revealed that wildlife-related zoonotic disorders caused more than 220 million deaths amongst global pandemics. More than 30 million deaths were attributed to waterborne diseases due to improper waste management and wastewater treatment. Thus, it is recommended that other environmental parameters (e.g., pollution phase) need to be investigated to fully understand the complex relationship between environmental protection and emergence of new zoonotic diseases. Romania is committed to implementing the Sustainable Development Goals at national level and has revised its National Sustainable Development Strategy to integrate Sustainable Development Goals. Environmental protection is an essential element of sustainable economic development and a condition for long-term political and social stability. The objectives underpinning the construction of the European Union's environmental policy have been laid down in the European Community Treaty, Art. 174. Thus, it states that the objectives of European environmental policy are the following: 1. To preserve, protect and improve the quality of the environment. 2. Protection of human health. 3. Prudent and rational use of human resources. 4. Promoting measures at national level to address regional environmental and other problems. This article examines the documentary Resurrección (Eugenio Polgovksy, 2016), which deals with the catastrophic contamination of Jalisco's River Santiago by industrial waste. It discusses the slow violence of environmental poisoning in this region as a form of necropolitics and of wastelanding, and the campaign of collective Un Salto de Vida, who feature prominently in the film, for a clean river. It goes on to explore the heterogenous worlds and uncanny, sensorial aesthetics that characterise the film, arguing that through them, it makes a significant contribution to the search for visual forms through which to represent eco‐catastrophe, and the reconfigured relationship between human and non‐human required to address it. His concern is that the massive scale of new climate infrastructure urgently needed to meet our nation's greenhouse gas emissions reduction policy goals will face a substantial obstacle in theform of existing®deral, state, and local environmental laws. A small but growing chorus of politicians and commentators with impeccable green credentials agrees that reform of that systent will be needed. But how? How can environmental law be reformed to facilitate building climate infrastructure faster without unduly sacriticing its core progressive goals of environmental conservation. distributional equity. and public participation? That hard question defines what this Article describes as the Greens' Dilemma, and there are no easy answers. We take the position in this Article that the unprecedented scale and urgency of required climate infrastructure requires reconsidering the "Grand Bargain" of the 1 970% that established stronger environmental protection in exchange for more challenging infrastructure development. Green interests, however. largely remain resistant even to opening that discussion. As a result, with few exceptions, reform proposals thus jar have amounted to modest streamlining "tweaks" compared to what we argue will be needed to accelerate climate infrastructure sufficiently to achieve national climate policy goals. To move beyond tweaking to a "New Grand Bargain," we explore how to assess the trade-off between speed to develop and build climate infrastructure, on the one hand, and ensuring adequate conservation, distributional equity, and public participation on the other. We outline how a new regime would leverage streamlining methods more comprehensively and. ultimately, more aggressively than has been proposed thus far, including through federal preemption, centralizingfederal authority, establishing strict timelines, and providing more comprehensive and transparent information sources and access. The development of environmental law starting in the mid-20th century involved constant tension with private property. Attempts to protect the dwindling natural resources, extinct species of animals, and ecosystems at risk have often encountered obstacles when they demanded interference with private property. Although the theoretical roots of private property do not justify its transformation into an environmental obstacle and, to a large extent, attach importance to environmental values in justifying private property rights, it was private property that stood at the forefront of legal conflicts that revolved around attempts to expand the environmental protection of natural resources. The reason for turning private property into an obstacle to a proper environmental policy stems from adopting a concept according to which private property protects only human interests and values. In contrast, environmental interests that cannot be converted into human terms remain outside private property boundaries. This either–or concept, or as William Baxter termed it in 1974, “peoples or penguins,” harms the ability of courts and other decision-makers to implement a proper and effective environmental policy because it prioritizes human interests over those of nature and its resources. This Article claims there is no reason for the decision-makers to be forced to choose between people and penguins since the interests of both humans and nature can normatively, and practically should, find expression in private property. Private property as a legal institution is an arena for value discussion as well as for making balances between values that are perceived as necessary for society. The exclusion of environmental values from the value clarification conducted to define the scope of property rights is not only a normative failure but also harms the ability to deal effectively and adequately with pressing environmental challenges. The internalization of environmental values into private property, along with human (owner freedom) and social values (such as efficiency and shared welfare), will enable a proper definition of property rights and will provide courts and other decision-makers with the means to formulate, and implement, a proper environmental policy. In modern conditions, environmental protection, and forests in particular, is becoming one of the main components of effective public policy, given their importance in the context of the state's welfare. Hence, it is essential to consider the impact of forestry on the development of the country's economy and its ecological systems. The study aims to conduct a comprehensive analysis of all aspects of the development of the forestry sector in Ukraine, paying attention to the problems existing in this area. The main methods used in the study were analysis, forecasting, and abstraction. The study described the role of forestry and its impact on the economy in different regions of Ukraine and the environment. The study analysed statistical data describing the current rate of logging according to open statistical sources and forest restoration in Ukraine. The study found that the current state of forestry and use of forest resources in Ukraine is insufficient to promote the economic and environmental development of the country and that Russia's full-scale invasion significantly affects the prospects for solving existing problems. Therefore, recommendations were made to improve the current state of affairs in forestry, including expanding the responsibility of forest users and wood products producers, increasing the efficiency of forest management, promoting innovation in forestry. The work brings new knowledge in the context of the study of the state of environmental development in Ukraine, and in particular the state of its forest resources. The significance of environmental governance is increasing worldwide, and Georgia is no exception. This article uses wide-ranging sources to provide comprehensive qualitative and quantitative data to discuss the most important aspects of environmental policy directions in Georgia. The results of the study show that: (a) it is crucial to increase public awareness about the importance of climate change and environmental protection; (b) introducing environmental and climate-related goals and objectives and green budgeting principles in national priorities is as important as implementing them effectively into practice; and (c) the practice of regulatory impact assessment needs further development in Georgia, especially in the environment and climate-related areas. Finally, the paper concludes that the lack of historical data is the main limitation for the current research, and proposes that scientific and practical work continues in the future to further explore the relationships between the country’s environmental policies and aspects of sustainable development on both an individual and public level. Russia has a serious problem of environmental pollution. As a party to the Paris Agreement, Russia is pivotal in participating in and advancing the global environmental governance agenda. By presenting and analyzing the main environmental policies enacted by the Russian Government after the Paris Agreement, this paper found the following new features of Russian environmental policy: Developing a new ecological concept of harmony between human and nature; Restructuring administrative institutions and strengthen the common responsibilities of environmental policy subjects such as enterprises, social groups, and the public; Strengthening the modern management of natural resources; Focusing on developing other policies that match environmental policies; Attaching importance to the construction of federal nature reserves and national parks. The present study compared the two genders in regard to Taiwan residents’ attitudes on their proenvironmental behavior intentions and other influencing factors related to environmental protection. Data were taken from the Taiwan Social Change Survey (TSCS) of 2020. Descriptive statistics were calculated, and multiple regression models were constructed with pro-environmental behavioral intentions as the dependent variable and demographics and other key factors related to environmental protection attitudes as independent variables to compare the two genders. Women had significantly stronger pro-environmental behavioral intentions and environmental values than men. By contrast, men were more willing to pay much higher taxes to protect the environment, but less willing to reduce living standards. Men were significantly more confident in the availability of opportunities for the general public to influence environmental policies, but women were significantly more confident in the ability of citizens to propose constructive suggestions on environmental protection policies. The present study examined and demonstrated the gender differences in regard to pro-environmental behavioral intentions and environmental protection-related factors among Taiwanese citizens. The study’s findings provide insight into how to provide Taiwanese citizens of different genders with proper and targeted attitudes and behaviors from the perspective of environmental protection. The protection of a portion of a country's land is vital for sustainable economic growth and biodiversity, though land protection also imposes important costs. States have set aside a growing proportion of their land for protection over time, with wide variation among states. What explains this variation? Theoretically, we argue that states exist internationally in dependence networks with each other and that those networks provide pathways for influence on a state's environmental choices. A state's dependence network is the other states with which it regularly exchanges valued goods. We find strong evidence that increases in protected lands among trade partners and international organization partners (both weighted by importance) increase a given state's protected lands, with substantive effects larger than domestic-level variables like democracy. This paper expands our understandings of the ways that states may influence each other on environmental policy. Los Estados han estado reservando para su protección una proporción, cada vez mayor, de sus tierras a lo largo del tiempo. Sin embargo, existe una amplia variación a este respecto entre los Estados. ¿Qué explica esta variación? De forma teórica, argumentamos que los Estados existen internacionalmente en redes de dependencia entre sí y que esas redes proporcionan diversas vías que influyen en las elecciones ambientales de un Estado. La red de dependencia de un Estado está formada por otros Estados con los cuales intercambia regularmente bienes valiosos. Encontramos pruebas sólidas de que los aumentos en el número de áreas protegidas entre los socios comerciales y entre los socios de las organizaciones internacionales (ambos ponderados por importancia) aumentan también la cantidad de áreas protegidas de un Estado determinado. Estos aumentos conllevan unos efectos sustantivos mayores que las variables a nivel nacional como la democracia. Este artículo amplía nuestra comprensión acerca de las formas en que los Estados pueden influir mutuamente en la política ambiental. Sur le plan théorique, nous affirmons que les États existent à l'international au sein de réseaux d'interdépendances qui ont tendance à influencer les choix environnementaux étatiques. Le réseau d'interdépendances d'un État regroupe les États avec lesquels il échange régulièrement des marchandises de valeur. Nous trouvons nombre d'éléments probants pour justifier qu'une augmentation de terres protégées chez des partenaires commerciaux et des organisations internationales partenaires (en pondérant les deux en fonction de leur importance) débouche sur une augmentation des terres protégées dans un État donné. Cet effet se révèle plus important que les variables nationales comme la démocratie. In recent years, China has embarked on a remarkable journey toward greater environmental sustainability, investing in a vast protected area system, ecocompensation programs, and a more protectionist regulatory framework. The result is a model program in the making, with progress and future prospects for China's environmental health that few could have foreseen a few short decades ago. Paralleling and sometimes preceding this environmental revolution, much of China's environmental attention focused on its "national treasure"—the giant panda. We explore developments, progress, and shortcomings in the emerging protections and environmental ethos alongside the rich history of giant panda conservation, culminating in the recent downlisting of the panda from Endangered to Vulnerable. We make the case that recent advancements in environmental progress, such as the development of a more harmonious relationship between humans and nature (termed ecocivilization) have been, in part, underpinned and inspired by efforts to conserve the panda. It is crucial to observe how international policy initiatives are implemented in each country's environmental policies to ensure global environmental conservation and sustainable development. This study aims to comprehensively analyze the trend of environmental policy in Korea over time. To this aim, we use semantic network analysis to explore the main keywords and to identify the characteristics of the key themes in each period based on the national environmental comprehensive plan. Our results show that the value of economic growth and technological development are regarded as priorities in Korean environmental policy because the economy and technology are closely related to the environment. Similarly, when it comes to the fundamental concept of environmental policy, the concept of "green growth" is applied in preference to the concept of "sustainability." The ways in which people conceptualize the human–nature relationship have significant implications for proenvironmental values and attitudes, sustainable behavior, and environmental policy measures. Human exceptionalism (HE) is one such conceptual framework, involving the belief that humans and human societies exist independently of the ecosystems in which they are embedded, promoting a sharp ontological boundary between humans and the rest of the natural world. In this paper, we introduce HE in more depth, exploring the impact of HE on perceptions of the human–nature relationship, the role of culture in HE, and speculating on the origins of HE. We consider potential implications for environmental decision‐making, conservation and environmental science, and promoting proenvironmental behavior. We present empirical evidence on the pervasiveness and consequences of HE in WEIRD (Western, Educated, Industrialized, Rich and Democratic) populations, and potential interventions. Finally, we close with implications of human‐exceptionalist thinking on other sustainability‐related fields, including conservation practices, nature management, climate change adaptation, and environmental science. Understanding the cognitive and social drivers of this disconnect is vital on a planet now dominated by environmental change, as not only are humans increasingly impacted by natural disasters, but the choices they make can have ever more dire consequences for the sustainability of ecosystems. Understanding people's conceptions of nature and the human‐nature relationship is important for understanding pro‐environmental values, attitudes, and behavior. We discuss human exceptionalism, a conceptual framework promoting beliefs that humans and human societies are ontologically distinct from non‐human living beings and natural ecosystems, and implications of this framework for environmental decision‐making, conservation, environmental science, and promoting pro‐environmental behavior. Our planet is facing increasing challenges: climate change, biodiversity loss, pandemics, poverty, and many other problems closely linked to a deteriorating environment. Meanwhile, one of our most important assets, rangers working in protected and conserved areas responsible for managing large tracts of the planet's lands and waters, are often underutilized, underrecognized and underequipped. They are generally left out of the debate about conservation and sustainable development policy, despite being central to the success of those policies. This paper outlines the need for global leaders across multiple sectors to recognize the profession of rangers as essential planetary health workers and to position rangers more effectively within global conservation and environmental policy mechanisms. It introduces the challenges facing rangers, the emerging diversity of roles within the ranger profession and the important contribution of rangers to conservation and sustainable development. It presents policy and implementation avenues to improve recognition and professionalization of rangers as key executors of conservation and development policy, particularly considering the recent Global Biodiversity Framework ambitions. Administrative traditions have become a central concept in public policy and public administration research. Despite substantial insights gained, it is still unclear how administrative traditions affect the effectiveness of public policies. This paper addresses this shortcoming. It analyzes whether the effectiveness of a specific type of public policy, namely direct regulation, varies by a country's administrative tradition. Empirically, the focus is on regulations in the area of environmental protection. By analyzing the changes in air pollutant emissions of 14 OECD countries over a period of 25 years, the article finds that the effectiveness of environmental regulations is higher in countries with a managerial administrative tradition. While both managerial and legalistic bureaucracies can successfully implement minor policy reforms, it is primarily managerial systems that can effectively handle more ambitious regulations. Textual analysis and the Entropy-TOPSIS method are used in this research to create a measure of corporate environmental protection, and multiple regressions are used to find out how digitalization affects corporate environmental protection. The research sets up a theoretical framework for how corporate digitalization affects environmental protection and looks into how external financing constraints and an organization's own financial position play a role in the middle. The research then looks at how outside factors like the business environment of the market and the level of competition in the industry affect the relationship. Using a threshold regression approach, the research also examines the change in the impact of digitalization on environmental protection after investor sentiment crosses the threshold from the distinct perspective of investor sentiment. Under the strategic background of implementing the new development concept, there is an important question to be answered about whether the' responsibility to people' water pollution control policy can promote corporate green innovation while improving the environment. Based on the panel data of Shanghai and Shenzhen A-share listed companies from 2009 to 2019, this paper empirically tested the impact of the implementation of the river chief system on corporate green innovation using the multi-period DID method. This research concluded that the river chief system could significantly improve corporate green innovation. After a series of necessary tests, such as the parallel trend test and placebo test, the conclusion remained robust. The mechanism analysis showed that the policy effect of the river chief system was mainly realized through two channels, namely, internal incentive and external pressure, and that the effect of external pressure was stronger than that of internal incentive. Further research showed that the governance power of local river chiefs had a lax effect at the boundaries of prefecture-level cities, and the promotion incentives of officials also affected the policy effect to a certain extent. More importantly, under the policy background of the river chief system, local officials were more active in water pollution control and could also monitor enterprises far away from the rivers. In addition, the results of the heterogeneity analysis showed that: ① Compared with small enterprises, large enterprises received more attention from policymakers, and the river chief system had a stronger regulatory impact on large enterprises, whose green innovation level had a more significant improvement. ② Compared with private enterprises, state-owned enterprises responded more positively to the river chief system policy, and the green innovation output stimulated by the policy was higher. ③ Compared with other industries, enterprises in the water pollution industry were less affected by the river chief system policy. This paper found that these enterprises mainly dealt with environmental governance pressure by reducing production rather than focusing on green innovation. This study provides a policy basis for implementing the environmental regulation policy of' responsibility to people' and for realizing the dual goals of environmental protection and economic development. It also provides theoretical support and practical inspiration for the refined implementation of environmental regulation policies from multiple perspectives, such as internal incentives, external media supervision, and enterprise heterogeneity. The private law of torts, property, and contracts will and should play an important role in resolving disputes regarding how private individuals and entities respond to and manage the harms of climate change that cannot be avoided through mitigation (known in climate change policy dialogue as "adaptation"). While adaptation is commonly presented as a problem needing legislative solutions, this Article presents a novel and overdue case for private law to take climate adaptation seriously. To date, the role of private law is a significant blind spot in scholarly discussions of climate adaptation. Litigation invoking common-law doctrines in climate adaption disputes has not yet taken off the way that the wave of high-profile lawsuits against sources of emissions causing climate change has, but it is inevitable that it will, making it ripe for attention in legal scholarship. The Article begins in Part I by highlighting several features of climate change and adaptation that will place inevitable disruptive pressure on existing doctrines and principles of private law. The new normal of climate change questions some key factual predicates embedded in private law doctrine. For example, climate change is radically moving the long-stable upper and lower extremes of multiple biophysical conditions (what scientists call "nonstationarity"), meaning individuals increasingly will be unable to accurately predict the future based entirely on past data (what scientists call the "no-analog future"). Private law nonetheless must operate in a manner that provides practical and meaningful guidance to stakeholders, which will require it to confront the new realities presented by climate adaptation, including how private individuals and entities can no longer predict the future in the same ways that they have in the past. In Part II, the Article identifies a series of evaluative guideposts to help assess when changes to doctrines and principles of private law may be needed to address impending climate adaptation disputes. Private law's basic architecture helps to define and manage relationships, clarify responsibilities, and provide remedies for harm--a tripartite framework we use in Part III to unravel a few key doctrinal pressure points that private law faces as it addresses a novel set of impending climate change adaptation claims. The principle of foreseeability--central to numerous doctrines that define relationships, responsibilities, and remedies across tort, property, and contract law--is likely to face some of the strongest pushback as we confront climate adaptation. We propose a "foreseeability of nonstationarity" principle and evaluate what that might mean for some core private law doctrines. This points towards expansion of the scope of obligations private law recognizes for various actors within their adaptation footprints. Existing private law principles can address wrongfulness even in the no-analog future of climate adaptation. It is important, however, that private law defenses recognize the nonstationarity of climate risks, as well as the lack of an analog future available to predict and address the harmful effects of climate change. We conclude that private law can and will adapt to climate change. This process will be central to providing guidance as individuals, businesses, and other private actors confront new risks and harms as society adapts to a new natural world. But the path of private law's adaption matters, and how it approaches key principles such as foreseeability will be central to its capacity to provide meaningful guidance for private stakeholders adapting to the realities of climate change. The concern about the relationship between environmental problems and moral reflection is not new, however, it has been treated from the legal specificity. Importance has been given to the economic aspect because the environmental tax is necessary in the collection of the different countries. But there is no moral foundation for ecological taxes. The lack of moral basis leads to distortion and easy access to commercial interests or, failing that, to distortion. Authoritarian rulers fend off revolutions by stimulating the economy. However, expanding the economy can also increase environmental pollution. If citizens value clean air and water, worsening pollution has the potential to galvanize large segments of the society against the regime—which increases the risk of a revolution. While the literature has documented how concerns over the environment upend politics in democracies, we know relatively little about the effects of these concerns in authoritarian regimes. We analyze environmental pollution as an overlooked threat to authoritarian rulers. Using unique data from Communist East Germany and exploiting variation in thermal inversions to instrument for pollution levels, we find that pollution causes both individual and collective expressions of regime dissatisfaction. The objective of this paper is to evaluate the effect of the environmental protection policies of by Cameroonian firms on their performance. It uses the endogenous switching regression technique and propensity scores applied to micro‐data from 639 firms in Cameroon. The results show that only 17% of firms adopt these measures, while on average 85% of firms produce solid, gaseous or liquid waste. The results also indicate that the adoption of these environmental protection policies increases operating costs while significantly improving the turnover and the performance of the productive capacity of the company. These increases are 39.11%, 58.6%, and 38.63% for operating costs, turnover and return on productive capacity of the company, respectively. However, firms can also suffer significant losses resulting from the non‐adoption of environmental policies. The heavy-polluting industry is inexorably to responsible for the deterioration of the environment. Improving environmental performance is an unavoidable decision for heavy-polluting firms to ensure sustainable development under the policy framework of the carbon peak target. This study provides theoretical and empirical evidence for the effect of environmental protection subsidies on environmental performance. This study constructs basic and mediating effect models to measure how environmental protection subsidies affect environmental performance using panel data of China's heavy-polluting listed firms from 2008 to 2019. This is an important outcome of industrial green transformation in environmental governance and provides a scientific basis for government departments to formulate environmental policies. The results of the empirical analysis show that environmental protection subsidies can improve the environmental performance of heavy-polluting listed firms. After receiving environmental protection subsidies, firms engaged in clean and green production through green technology innovation, thereby reducing external environmental pollution and improving their environmental performance. The mediating role of green technology innovation in the relationship between environmental protection subsidies and environmental performance is significant only in state-owned firms and firms in Eastern China. The research results may further guide the direction of green development of heavy-polluting industries, and thus promote harmonious development between the environment and the economy. As an important measure for China􀆳s pollution control, the environmental protection tax gives each provincial government the right to independently determine and adjust the specific applicable tax amount of pollutants within the specified scope. Studying the emission reduction effects of environmental protection tax from the perspective of increasing the applicable tax amount of pollutants has important theoretical value for the next step of adjusting pollution control measures. Using the panel data from 248 prefecture-level cit⁃ ies from 2015 to 2020, this study took the increase in the applicable tax amount of environmental protection tax in some provinces in 2018 as an external policy impact, and used the difference-in-differences method to empirically analyze the emission reduction effects of the Environmental Protection Tax Law on increasing the applicable tax amount of pollutant discharge. The study also analyzed the heterogeneity of foreign investment scale, regional location, and applicable tax increase between cities. The results showed that: ① In⁃ creasing the applicable tax amount of pollutants could significantly reduce pollutant emissions, the regression results of the DID model showed that the applicable tax on SO2 significantly reduced industrial SO2 emissions by 16.8% for each increase in SO2. The above re⁃ sults passed the robustness test. ② Heterogeneity analysis showed that the emission reduction effects were obvious in the central re⁃ gion, but those in the eastern and western regions were not significant. The scale of foreign investment was positively correlated with the emission reduction effects, and cities with a higher level of foreign investment were more affected by the policy, which could reduce pol⁃ lutant emissions by about 0.2% relative to the average. The pollution effects of the lower level of foreign investment were lower and the emission reduction effect of the policy was not significant. ③ Further research showed that the emission reduction effects of the applica⁃ ble tax amount increase of SO2 between 25% and 100% higher than the standard were better than the emission reduction effects of a more than 100% increase. However, it was not the higher the better for the applicable tax amount increase; better emissions reduction effects could be achieved by being maintained within a reasonable range. Based on the above research conclusions, it is proposed to im⁃ plement a regional coordinated environmental regulation policy, that is, the central and local governments negotiate to adjust the local environmental protection tax pollutant collection standards and increase the applicable tax amount of pollutants within an appropriate range. In international politics, is environmental protection largely a "rich-country" priority? We perceive four reasons why, although individual exceptions are possible, the answer would be yes: as a country meets more of its basic economic needs, it can better take on environmental policy's long-term thinking, policy expenses, collective action problems, and quality-of-life issues. To cut through lip service paid by governments that are not serious about environmental protection, and the fact that the "BASIC" countries (Brazil, South Africa, India, China) occupy a gray area between rich and poor, we employ computer-assisted textual analyses on all 3,774 paragraphs of statements made by national governments between 1995–2012 in the Committee on Trade and Environment (CTE) within the World Trade Organization (WTO). Controlling for other factors, we find a general pattern of environmental discussions increasing as development level increases. In this paper, we separately constructed ARIMA, ARIMAX, and RNN models to determine whether there exists an impact of the air pollutants (such as PM2.5, PM10, CO, O3, NO2, and SO2) on the number of pulmonary tuberculosis cases from January 2014 to December 2018 in Urumqi, Xinjiang. In addition, by using a new comprehensive evaluation index DISO to compare the performance of three models, it was demonstrated that ARIMAX (1,1,2) × (0,1,1)12 + PM2.5 (lag = 12) model was the optimal one, which was applied to predict the number of pulmonary tuberculosis cases in Urumqi from January 2019 to December 2019. The predicting results were in good agreement with the actual pulmonary tuberculosis cases and shown that pulmonary tuberculosis cases obviously declined, which indicated that the policies of environmental protection and universal health checkups in Urumqi have been very effective in recent years. Providing free trade conditions to all WTO Members, the GATT 1994 includes general exceptions to Article XX, which allows members to adopt trade and legislative restrictions and measures to promote values and interests and the protection of the environment. Driven by the aim of protecting the environment, various countries have been adopting a considerable number of measures to protect the environment and all human, animal and plant life and health under their jurisdiction. However, such restrictions are likely to influence the free trade regime through a clash of interests and relationships between WTO Members, which are challenged through WTO dispute settlement mechanisms. Although the WTO provides exceptions under Article XX of its free trade conditions to protect the environment via the national environmental measures of WTO Members, the justifications for such measures are challenged in meeting the requirements of Article XX. Australia's national environmental legislation, the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) has been criticized for failing to mitigate the national extinction crisis. Under the EPBC Act, projects anticipated to have a significant impact on protected matters must be referred to the Australian Government for assessment. Actions deemed unlikely to have a significant impact are granted permission to proceed, while actions expected to have a significant impact must undergo further assessment. We spatially analyzed potential habitat loss deemed either significant or non‐significant in Queensland and New South Wales for threatened species, migratory species, and threatened ecological communities between 2000 and 2015. Impact scores were developed to quantify and compare the value of woody vegetation cleared under each referral determination. We found no statistically significant difference between median impact scores for vegetation removed under significant and non‐significant determinations. Over half (63%) of all scored losses occurred under actions deemed non‐significant, with certain species disproportionately impacted. The tiger quoll (Dasyurus maculatus maculatus) and grey‐headed flying‐fox (Pteropus poliocephalus) lost 82% and 72% of their total referred potential habitat under non‐significant actions, respectively. In the literature on the subject, it is argued that tax policy is one of the tools stimulating the transition toward sustainable economies. Public authorities can use two functions for this purpose: fiscal and non-fiscal functions. High emission rates and the rising rapid atmospheric changes that come with them are serious threats to the climate and sustainable development. Reducing greenhouse gas emissions is one of the goals towards which the world strives (including the EU), so as to keep a balance between people's expectations, economic aspects, and the needs of the environment. Therefore, it is necessary to explain whether, along with other factors, environmental policy and its component "green taxes" can act as a factor in limiting greenhouse gas emissions. The purpose of this article is to seek an answer to the question of whether "green taxes" as an instrument of tax policy are a significant factor influencing climate change by contributing to reducing greenhouse gas emissions. This article attempts to identify the determinants of greenhouse gas emissions (the dependent variable) using the method of linear regression analysis. Multiple linear regression models are used to predict the value of the dependent variable based on the values of the independent variables (identified from the literature). Trading of CO2 emissions was not included in the analysis due to lack of data. The regression analysis was carried out using specialized statistical software (SPSS). The authors negatively verified the hypothesis that environmental taxes are a significant determinant of greenhouse gas emission reductions compared to the analyzed determinants. "Population", "current and capital transfers for environmental protection", and "supply, transformation and consumption of solid fossil fuels" are the most important factors influencing greenhouse gas emissions. Changing consumer behavior (as an effect of the non-fiscal function of taxes) appears to be an extremely important factor in reducing greenhouse gas emissions. This article explores the contradictory relationship between identity politics and environmental conservation in Brazil. First, the rationale for setting aside territories for ethnic groups in Brazil that have been historically discriminated against is examined and legal definitions for such traditional populations are presented. Second, ethnographic and philosophical critiques of essentialized ethnic identity are used to highlight how traditionality and conservation are conflated in Brazilian environmental policies. These policies, in turn, are related to another bundle of contradictions in Western bio-centric preservation which (erroneously) essentializes nature and excludes the human presence from within reserves. Research findings from two remote regions located in critical biomes for conservation in Brazil are presented succinctly to illustrate different kinds of contradictions between ethnic territories and conservation. The Arctic National Wildlife Refuge (ANWR), a national wildlife refuge in a remote region of Alaska, has captured the national spotlight for decades due to conflicting viewpoints on how to manage the refuge's resources. ANWR is home to a large population of diverse species and Alaska Native communities. However, it may also contain large quantities of oil. Debates over ANWR resource management often provide only two options: preserve the Coastal Plain as wilderness or allow energy development. In 2017, a congressional budget resolution opened a portion of ANWR (the Coastal Plain) to oil and gas leasing for the first time. Concerned with the environmental impacts of this resolution, the Biden Administration is currently evaluating oil and gas development in ANWR. This Note outlines how managers historically have balanced resources in ANWR and evaluates options for balancing resources in the future. It also explores practical ways the Biden Administration and Congress could cancel oil and gas leases, and ways to reimagine this debate to expand beyond the binary options of wilderness or oil. Plastics pollute people and the planet throughout their lifecycle, from intensive extraction of raw materials to chemical leaching during their use to entangling animals in discarded plastic products. Plastic waste is especially troublesome in Alaska, where the state's extensive shoreline and coastal communities are disproportionately inundated with plastic marine debris. Current policies internationally, in the United States, and in Alaska have not done enough to prevent plastic waste from ending up on Alaska's coasts, to hold plastic producers accountable for that waste, or to provide Alaskan communities the support needed to remove the waste themselves. This Note offers several proposals to address the rising tide of plastic pollution, including a system for holding plastic producers accountable for plastic throughout its life cycle, changes to grant programs that fund marine debris cleanups, and other improvements to existing international, federal, and state plastic policies. The United Nations Conference on the Human Environment held in Stockholm in 1972 both triggered the organization of environmental management in many countries and brought about the formation of an understanding of environmental protection on a national and international scale. Similarly, the Conference has been a starting point in terms of institutionalizing environmental management, creating legislation, and developing environmental policy practice in Turkey. When the institutional structure is examined, a process comes to the fore in which the central government is the main actor in terms of institutional, legal, and representation. Parallel to this, when the environmental protection perspective of the environmental management organization in question is considered, an understanding that prioritizes economic development draws attention. The main argument of this paper is that environmental management has a institutionally centralized, practically developmentalist nature that displays a continuity. In order to illuminate the centralist and developmentalist continuity, this process which started in 1973, is handled over a period of 50 years and changes in the institutional structure of environmental management are discussed. Afterwards, the legal sources that support environmental policies and the institutional structures are discussed, and their positioning on the axis of protection-development is debated. DNA sequencing technologies are transforming how environments are monitored. In this article, we pose the question: is environmental DNA (eDNA) the tool that Aotearoa New Zealand needs, but does not yet realise it does? The step change with eDNA is that genetic 'breadcrumbs' left behind in the environment can identify every living thing, from microbes to mammals, thus providing a more nuanced and holistic lens on ecosystems. Using eDNA, we can explore the biological networks that underpin healthy environments. Here we explore whether changes in policy setting, guidance, or pathways for uptake of eDNA are needed. The environmental protection tax is an important tool for China to deal with environmental problems when the country' s environmental governance faces severe challenges. China' s current environmental protection tax system is largely an extension of the sewage charging system. There are some problems, such as the need to adjust the tax base, unreasonable tax rates, imperfect preferential policies, and the need to improve the efficiency of tax collection and management. Comprehensively evaluating the impact of environmental protection tax and optimizing the design of the environmental protection tax rate from the perspective of economic, environmental, and innovation synergy is of great value to improving China' s environmental governance system and realizing the transformation of the green economy. This study theoretically analyzed the impact of environmental protection tax on enterprise development; constructed a simulation model to analyze the impact of environmental protection tax; and numerically simulated the comprehensive impact of different environmental protection tax implementation intensity (IEPT) from 2006 to 2019 by using the mixed data of Chinese micro-enterprises and provincial panels and the scenario analysis method to predict the multi-dimensional impact of environmental protection tax in 2030. The results showed that: ① From 2006 to 2019, China' s environmental protection tax rate was at a low level, which was less than the optimal IEPT. The relationship between the optimal IEPT and the synergy index was 'inverted-U' shaped; that is, with the continuous rise of IEPT, the synergy index also showed the trend of rising first and then fluctuating and declining. ② Over time, the optimal IEPT showed an overall upward trend. ③ When the development level and demands of the economy, environment, and innovation became different, the optimal IEPT would also change. Finally, this study puts forward policy suggestions for China' s environmental protection tax reform: ① After fully investigating the operation status and innovation development status of regional inter-industry enterprises, we should consider further refining regional and industrial heterogeneous pricing strategies within the scope of regional environmental carrying capacity. ② A dynamic adjustment mechanism for the tax rate of environmental protection tax should be established to gradually increase the tax rate and give full play to the policy effect of environmental protection tax. ③ The environmental protection tax should be used to establish a special fund for innovation support, to avoid bringing higher environmental costs to innovative enterprises due to the increase in the environmental protection tax rate. Conservation and environmental policies are increasingly criticized for marginalizing peoples, entities and practices. Typically overlooked, yet critical in their potential for marginalization and exclusion, are the assumptions that underlie a policy's classifications, categorizations and descriptions of reality. These ontological assumptions come to define which interventions are appropriate, or even possible, and for whom. We seek to illuminate the importance of ontology to policy‐making and implementation processes. We do so via an ontological analysis of selected elements of an international policy, the Convention on Biological Diversity, to show how language, logic, rights and responsibilities expressed and inferred within the policy could marginalize different entities and practices. The analysis demonstrates how a policy represents reality and thereby intervenes in the world, with consequences for alternative ontologies, peoples, and knowledges. To support ontological accountability, we offer a three‐stage conceptual framework to: deconstruct the language used in describing reality; make sense of how language and logic entangle rights and responsibilities; and enable transformation by becoming accountable to diverse practices of reality. Enabling the coexistence and practice of multiple ontologies is not easy or simple, but it is fundamental for transforming to inclusive policy‐making, implementation, and self‐determination. This paper uses discourse theory to obtain a broader understanding of how research impact of sustainable tourism research develops in the environmental policy domain. Discourse theory shifts emphasis from the substance of science versus policy to the use of science in policy processes and explains the political dimensions of policymaking. We first review a well-documented science-policy gap in sustainable tourism research on climate change to develop an alternative conceptualisation of research impact. Then, using a case study approach, we investigate this framework by evaluating the impact of a PhD thesis about aviation's global CO2 emissions on the Dutch aviation policy process. The case study shows research impact is entwined with various other elements, and embedded in a specific governance context. Research influenced contrasting science-policy interactions and contributed to conflicting policy actions and reactions. The impact of research in this case was manifested through the formation and interplay of multiple knowledge objects that were both embraced and marginalised. In settings like this, research is used to legitimise pre-existing policy positions rather than to develop new policies. We discuss the implications of narrow conceptions of research impact. For process parameter optimization in high-speed dry hobbing, an optimization decision method is proposed in this study based on the multi-objective whale optimization algorithm (MOWOA). Firstly, according to the characteristics of high-speed dry hobbing, the processing time and processing error models are constructed; considering the carbon quota energy conservation and environmental protection policy, the processing cost model is established. Founded on the above models, the fitness function of the multi-objective optimization model is proposed. Afterward, on the basis of the traditional single-objective whale algorithm, the non-dominant set and crowding calculation method is introduced to establish a multi-objective optimization whale algorithm model. On this basis, the Pareto solution set is obtained. Finally, the actual decision case is compared to verify the effectiveness of the proposed method. Furthermore, the optimization data of MOWOA and several commonly multi-objective algorithms are compared to analyze the characteristics of the optimization solution set, thus verifying the superiority of the process parameter optimization method based on MOWOA.
