The location of facilities in humanitarian logistics is a crucial problem as it directly affects the responsiveness, efficiency in distribution and performance of aid operations, this problem is characterized by uncertainty of information, speed of reaction, lack of resources and variability of the environment making it necessary to generate new models that can be adjusted to reality. In this literature review, research published between 2020 and 2022 was analyzed. Based on the studies reviewed, they prefer to adjust to reality using capacity limits, stochastic models, non-predefined locations, deprivation and multi-objective functions in emergencies generated by natural disasters. Finally, the following should be considered in future research: the type of temporality of the facility, the routing with its restrictions, the use of more robust models and the size of the facilities. 5. Natural Hazards, Social Policy, and Electoral Performance: Evidence from the 2017 Earthquake in Mexico City

Do large-scale and unexpected events, such as natural disasters, affect elections? This article studies the political dimension of the 19-S earthquake that hit Mexico City in 2017, a few months before the 2018 elections. Using fine-grained geospatial data, the results show that candidates from the city-level incumbent Partido de la Revolución Democrática (PRD) had a small increase in vote share in 2018 compared to the previous election in precincts more exposed to damaged caused by the earthquake (in terms of both distance-based and per capita measures), accounting for the seismic profile and socioeconomic characteristics of the neighborhood. The article shows that the implementation of disaster-recovery policy explains part of this relationship. Moreover, voters were as electorally responsive to a future risk reduction strategy as to a reconstruction credit.

Avalanches are natural disasters with substantial human and economic consequences worldwide. Chile, a mountainous country, is particularly susceptible to these events. In this study, we employ a numerical technique based on the Saint-Venant system of differential equations and the well-balanced Finite Volume method with hydrostatic reconstruction to analyse snow avalanche behaviour, taking into account topography and friction as described by the Voellmy-Salm rheology model. The Rigopiano avalanche in Italy serves as a case study to test and validate our strategy, demonstrating the model's potential in simulating real-world avalanche events. The numerical model is thoroughly explained, and the results for the real avalanche case are presented visually, showing close alignment with field data and estimates from the literature. In conclusion, we highlight key findings, emphasize the importance of further research in avalanche modelling, and suggest the potential applications of these models for avalanche risk management in regions like Chile. Floods are the main natural disasters in Brazil, causing loss of life and socioeconomic damage. This work proposes a model for the remote detection of areas that are naturally flood-prone due to the morphometric characteristics of their relief and drainage networks in the Alto Sapucaí River in Minas Gerais, Brazil. The morphometric parameters used were the drainage density, river density, relief ratio, roughness index, maintenance coefficient, form factor and stream surface length. The risk areas had a compactness coefficient of 0.75 and a form factor of 0.56, and both were considered a high risk for floods. The obtained results allowed the identification of a significant predictive equation that suggested a cutoff value of 3.82 for the discriminant function; areas with values under this cutoff were considered naturally more vulnerable to floods occurrences. These areas were corroborated with the emergency maps of the municipalities. The map obtained by the proposed model was compared with the Civil Defense map, and its accuracy, according to the Kappa coefficient, was 0.83, indicating strong similarity between the two maps. This work applies a Systematic Literature Review (SLR) based on the "Systematic Review Process to Software Engineering" methodology to determine if, in a natural disaster situation in the coastal city of Iquique, there are wireless communication technologies and protocols to permit the connectivity even if the communication is turn off. The SLR defines two questions. The first one aims to identify the most likely natural disaster situation for Iquique. The most common natural disaster situation was determined using information from the literature analyzed, along with its conditions, occurrence, and impact on the city. The second question depends on the answer to the first one and seeks to find the most suitable technology for the natural disaster situation obtained in the first question. The articles were classified based on their indexing and multi-phase review. The results show the most suitable technology available for mobile device communication considering the most frequent scenario of natural disasters in the city of Iquique. [ABSTRACT FROM AUTHOR]

Introduction: Natural catastrophes influence the progress of nursing. The largest recorded earthquake in the world occurred in the South of Chile and is documented as driving the development of nursing in the city of Valdivia, but not in similarly-affected places. Objective: To describe the impact of the mega-earthquake of 1960 in the development of professional nursing in Los Lagos. Methodology: qualitative-historical study. Snowball sampling. Data collection through semi-structured interviews and secondary sources. Inclusion criteria: belonging to the health team of the place and period studied. Informants with cognitive deterioration were excluded. Thematic analysis was carried out. Atlas Ti version 8.3.0 was used. Study approved by ethics committee. Results: in 1960 there were no nurses in Los Lagos and the only hospital in the area was incapacitated. A field hospital was installed, and a new hospital was built with national and international help, which led to arrival of the earliest nurses. Conclusion: the mega-earthquake drove the improvement of health infrastructure and the subsequent arrival of the earliest nurses, which contributed to more complex local health services and raised the quality of care. 15. Associations between media exposure and mental health among children and parents after the Great East Japan Earthquake.

Background: Exposure to natural disaster media coverage is associated with mental health problems, but its long-term impacts are still unclear. Also, no study has analysed the psychological impact of exposure to natural disaster media coverage among children who are generally sensitive to threatening events. Objective: We aimed to examine how television images of victims after the 2011 Great East Japan Earthquake were associated with mental health among children and their parents. Methods: In 2012, questionnaires for sociodemographic factors were distributed to 2053 families. Parents who provided written consent were contacted in 2013 and invited to provide information on mental health problems (outcome) and retrospectively provide information on television watching at the time of the earthquake (exposure). We used data from 159 parents who completed the survey as the final sample. We used a dichotomous variable to evaluate exposure to media coverage. Multivariable regression was used to examine the association between exposure to television images of victims and mental health, adjusting for potential confounders. Bias-corrected and accelerated bootstrap confidence intervals (CIs) were used. Results: Exposure to television images of victims was significantly associated with worse psychopathology among children (β, 1.51; 95% CI, 0.07–2.96) and greater psychological distress among their parents (β, 1.49; 95% CI, 0.28–2.70). Child psychopathology and parental psychological distress were significantly correlated (r = 0.36, p <.001). Conclusions: Exposure to television images of disaster victims may produce long-term impacts on mental health among children and their parents. To reduce the likelihood of mental health problems associated with disasters, clinicians may recommend reducing exposure to television images of victims. Television images of victims after the 2011 Great East Japan Earthquake were associated with worse psychopathology among children in 2013, adjusted for potential confounders. Similar associations were found in psychological distress among their parents. Child psychopathology and parental psychological distress were correlated with each other. [ABSTRACT FROM AUTHOR]

Objective: We assess the impact of 2016 Hurricane Earl on consumption and prices, two main variables to understand effects for economics. Methodology: In order to test how public policy soften economic impacts, we conduct a natural experiment and analyze data by using a difference-in-differencesapproach. Results: We learn that economic impacts, produced by Earl, is not properly softened, by public intervention. Households indeed decrease consumption to compensate income shocks after disasters. We found evidence of prices decreasing after disasters. Limitations: Because we started field research 6 days after the hurricane exposure, it is probably that we did not capture whole short-term effects; additionally, we do not know anything about medium-term effects, suggesting the need of return to the field research after some months. Conclusions: A reduction in prices followed by a reduction in consumption suggests short-term welfare losses, which could not be compensated by the million-dollar intervention of public policy. - Abstract
Background: the teaching improvement on natural disaster risk management in medical sciences in Cienfuegos has been characterized by insufficient treatment of its content in professional activity, despite being an importance subject, granted both nationally and internationally. Objective: to design a course of improvement in risk management against natural disasters aimed at medical sciences teachers. Methods: pedagogical research carried out at the Cienfuegos Faculty of Medical Sciences in the 2020-2021 academic year. The learning needs diagnosis was carried out, the course was designed and it was submit to validation by experts. It was given to a group of teachers who presented thesis at the end of the course. Methods of the theoretical level such as analytical-synthetic, inductive-deductive, historical-logical, and of the empirical level modeling and survey were used. Results: the course was structured in five topics that included problems related to risk identification, analysis and evaluation, as part of the necessary steps to understand risk management and learning its three stages: proactive, corrective and reactive. The experts considered it feasible, relevant and of high quality. The students presented thesis with great scientific methodological rigor that served as a platform in research projects and works on science, technology and society. Conclusions: the course contributed to increase the teachers' knowledge of the Cienfuegos Medical Sciences Faculty regarding disaster risk management. [ABSTRACT FROM AUTHOR]

Disaster risk is a social process characterized by the coincidence, at the same time and place, of potentially dangerous physical phenomena and socioeconomic elements exposed to these phenomena in a condition of vulnerability. Therefore, forces derived from society and nature are at work in determining the existence of risk and its levels. Neither of these two elements are stable or permanent over time. They undergo continuous changes and variations. In this sense, this work presents a system dynamics simulation model of the degree of preparedness in the disaster risk management process at the level of an autonomous community. All this with the aim of raising awareness of the problematic of the social and economic impact of this type of physical phenomena. This model is applied to the context of the Filomena storm (natural disaster that took place in Spain on January 7, 2021) in order to validate its usefulness in a real case study. The model is implemented in two simulations and results are compared. In the first simulation, actual data associated with the policies, reports and descriptions of the community of Madrid during the 120 days prior to the event are introduced according to certain variables within the Sendai risk reduction framework (forecast errors, available information, CO2 emissions, recycling and commodity index prices). With that, the value " of the "Degree of Preparedness" achieved by the capital before the storm is obtained. This essay uses the EM-DAT database and individual-level data from AmericasBarometer survey to characterize the citizen assessment on government performance after a natural disaster in Latin America. The analysis shows that the death toll and damages due to natural disasters occurred in the last six decades have been mainly provoked by earthquakes, floods, droughts, and hurricanes. In turn, the likelihood of vulnerability in the aftermath of natural disasters is higher than 60%, exhibits a downward trend, and is heterogenous among Latin American countries. Finally, Latin American public opinion assigns itself a larger responsibility regarding government for the occurrence of climatological- and hydrological-related disasters. [ABSTRACT FROM AUTHOR]

Under conditions of climate change, the main objective was to determine the vulnerability and risk assessment due to the activation of San Idelfonso torrent, Trujillo, La Libertad-Peru. Hydrological and topographic maps were made by using raster information and ArcGis 10.4 software, the methodology was based on technical-scientific studies of CENEPRED. Through the matrices of vulnerability in the social, economic and environmental areas. The weighted values found as following: El Porvenir district 0.260, Trujillo district 0.179 and Victor Larco district 0.179, corresponding to very high and high vulnerability indices respectively. It is relevant that on the Peruvian coast, especially the northern zone, there are heavy rains, increase the temperature in sea water and environment during the El Niño event, causing damage to the population, infrastructure, loss agricultural activity and the economy general which corresponding to climate change. In the Caribbean region multiple political configurations of non-sovereign territories coexist which link to the metropolises of France, the United States, the Netherlands, and the United Kingdom. In 2017, several of these territories were devastated by the Hurricanes María and Irma. These events put their relations with the metropolises to the test and showed that paradiplomacy has a fundamental role in responding to natural disasters. Using the critical incident method this research analyzes primary documents published months after the hurricanes to analyze the variations in the use of paradiplomacy. It shows that while the American territories did not use paradiplomatic networks, the British territories, such as the Virgin Islands, achieved greater international participation. This allowed them to secure funds and technical assistance from various regional and international organizations. These differences between paradiplomatic experiences require further theorizing, in which the impact of structures versus the agency of the leaders of each territory is analyzed as a possible explanation. This work then discovers the need for a historical-institutional analysis of the evolution of Caribbean paradiplomacy in particular and paradiplomacy in general. [ABSTRACT FROM AUTHOR]

In disaster situations, one of the vital problems that the population must face is the lack of food or the impossibility of adequate food. The objective of this work is to analyze the social role of the graduate of Food Sciences in disaster scenes. For this, the professional's curriculum for job performance in such circumstances and participation in food-related actions, in the disaster reduction cycle in Cuba, were analyzed, integrating Cuban experiences with those of other countries and international organizations. Theoretical and empirical methods and techniques were used in the research, among which the historical-logical, the analysis-synthesis, the bibliographic review and the interviews with specialists stand out. As a result, it was concluded that the graduate of Food Science plays the role of methodological advisor with an active participation in everything related to feeding in disaster situations. Objective: To understand nursing schools' contribution to developing undergraduate students' knowledge and skills in disaster scenarios and the existing constraints on integrating this content into undergraduate nursing curricula. Methodology: A qualitative study with methodological triangulation, including interviews and focus group, was carried out to explore the perceptions of 35 nurse teachers and 6 nurses with experience in health care provision in disaster scenarios, about integrating disaster-related content into nursing curricula. Results: The study reveals that disaster management and preparedness should be integrated into undergraduate nursing education to guarantee the effective development and more objective regulation of students' skills in this area. Hazards are any sort of extreme events that occurred by natural causes, human activities or sometimes both reasons are responsible. Social vulnerability exposes people's condition in hazards. To prevent the loss and damages by hazards, it is necessary to identify vulnerable population of a region by constructing social vulnerability maps of that region. Here in this work, study region is Malaga province, located in southern part of Spain, under the autonomous community of Andalusia. 23 key indicators have been adopted to understand the vulnerability of people in Malaga province at a municipality scale. Three different standardization methodologies (maximum value transformation, z score transformation and min-max rescaling transformation) have been used to build five vulnerable zones. There exists strong to very strong relationship between the results obtained by using three methodologies. The final result shows that most socio-economically vulnerable municipalities are located mainly in western part of the Malaga province. [ABSTRACT FROM AUTHOR]

40. Resilience after natural disasters: the process of harnessing resources in communities differentially exposed to a flood.

Background: Disasters negatively impact mental health and well-being. Studying how people adapt and recover after adversity is crucial for disaster preparedness and response. Objective: This study examined how differentially affected communities harness their resources to adapt to the aftermath of a flood. We predicted that stronger individual, interpersonal, and community resources protect against psychosocial resource loss and, through that, are related to fewer symptoms of posttraumatic stress and depression and higher life satisfaction. We also predicted that these effects would be stronger in a flooded community, compared to a threatened, but non-flooded community. Method: Participants were randomly sampled community members from two neighbouring municipalities. One municipality was severely flooded during the 2014 floods in South East Europe (affected community, na = 223), the other was threatened but not flooded (comparison community, nc = 224). Interviews were conducted one and a half years after the disaster using the Connor-Davidson Resilience Scale 10-item version, the Multidimensional Scale of Perceived Social Support, the Community Resources Scale, the Psychosocial Resource Loss Scale, the PTSD Checklist for DSM-5, the Center for Epidemiological Studies Depression Scale Revised and the Satisfaction with Life Scale. Results: Stronger individual, interpersonal, and community resources were found to be related to better post-disaster outcomes directly and indirectly through psychosocial resource loss. In the affected community, interpersonal resources and community social capital and engagement were stronger predictors of positive adaptation. In the comparison community, community economic development and trust in community leadership were more important. Conclusion: This study provides evidence that people affected by disasters can harness their individual, interpersonal, and community resources to recover and adapt. Post-disaster interventions should aim to strengthen family and community ties, thus increasing available social support and community connectedness. • Psychosocial resource loss after disasters can be reduced by harnessing individual, interpersonal and community resources. • This is then related to better mental health and wellbeing. • Post-disaster interventions should aim to strengthen social support and community connectedness. Objective: Propose the use of adapted shipping containers as temporary shelters for prompt response to homeless victims of natural disasters in Brazil. Methodology/Approach: In this study we call this alternative as Humanitarian Logistics Bases (BLHs). To carry out this proposition, a data collection was carried out with the public bases from 2013 to 2018 on the occurrence of natural disasters in the country. The impacts and consequences of these disasters were analyzed and quantified the total number of homeless victims in the period. To locate the BLHs, the p-Median method was applied in conjunction with Simple Multi-Attribute Rating Technique (SMART) to measure the weight of each decision criterion in the localization process. The number of BLHs was defined by the clustering method, considering the distribution of homeless people by State. Relevance: Considering the aspects related to the end of life of containers, which has generated a new market for container houses, it was that this research identified a gap in terms of adapting these containers for temporary shelters. Thus, a study that considers the impacts of climatic events on Brazilian states is justified, as well as the ability to use alternative instruments to increase the state's prompt response to meet the needy. Results: In the end, the results showed that the development of a methodological process for locating the BLHs, composed of shipping containers, is a possible strategy to improve the response to victims displaced by natural disasters. A greater incidence of disasters was observed in the country's coastal zone, as well as in the South, Southeast and North regions, and thus there was a need for 52 BLHs and a total of 90,775 container houses in a support network to serve the main affected regions. by natural disasters. Contributions: This research sought to fill a gap on a procedure for locating temporary shelters of reused shipping containers for humanitarian logistics, in order to contribute so that public agencies can offer a quick combat to the homeless during the post-disaster phase. Conclusión: The use of shipping containers is a sustainable alternative to reduce the response time to the homeless. This approach can allow entities linked to the maritime sector to enter into partnerships with the public sector in order to meet a repressed demand in the country due to the recurrence of problems of climatic events, besides contributing to reduce the problem of final destination, providing favorable conditions to container recycling. Introduction: Natural disasters can happen anytime. There is no gold standard for emergency department triaging and setup during these kind of emergencies. On September 19th 2017, at 13:14:40, a 7.1 magnitude on the Richter scale earthquake hit Mexico City. Buildings, including hospitals, collapsed. Our hospital offered free medical attention to those affected by the earthquake. Material and methods: We reviewed the patient database for all patients who had been treated between September 19th and September 24th as a consequence of earthquake related injuries in both campuses. Age, gender, diagnosis, injured part, transportation method to hospital, triage color assigned in the emergency room, campus where attention was received, attention type, time spent in hospital, attention type. We calculated frequencies, medians, and standard deviation of lesions, triage code, and treatment in the emergency room. Results: After the September 19th 2017 earthquake in Mexico City, our hospital treated 184 patients, most were female, most patients were between 21 and 60 years of age, the most common diagnosis were lower extremity trauma (no fractures), lower limb fractures, psychiatric disorders, craneoencephalic trauma and other upper extremity trauma. Most patients received a green triage and were discharged from the emergency department. Conclusion: Epidemiology of patients treated at our hospital is consistent with epidemiology reported in the literature for earthquake casualties. There was an adequate adaption of the emergency department for the reception and treatment of massive casualties. Patient records were mostly complete. We believe a standardized format designed specifically for these kinds of situations could be of great help in order to keep accurate patient records. [ABSTRACT FROM AUTHOR]

47. Natural Disasters and Mortality: A Probabilistic Analysis for Argentina (1970-2015).

The frequency and intensity of natural disasters are expected to increase due to climate change. In this context, this work advances in the estimation of an absolute measure of mortality risk generated by natural disasters, in regions of Argentina. In particular, exceedance probabilities of mortality are estimated using the information diffusion method. The historical data of natural disasters provided by the records of DesInventar are used. These records cover the 1970-2015 period and are published by the Social Studies Network in Disaster Prevention in Latin America (LA RED). The results suggest that the Centro region is the one with the highest risk of absolute mortality, while the Noreste region has the lowest risk levels. In a given year there is a 0.93 probability that, at least, one death will occur due to natural disasters in the Centro region. In the Noreste region, this probability is 0.77. This article addresses, from a review of the local press, the repercussions of the earthquake and subsequent tsunami of August 13, 1868 on the public opinion of the province of Tarapacá. The article describes how a series of political, social, and economic problems that existed before the earthquake resulted in the idea that behind the impact of a natural hazard there was, strictly speaking, another type of disaster that was much broader and profound, referring to the condition of structural vulnerability linked not only to the complex situation that Perú was experiencing in those years because of a deep tax and financial crisis, but also the weak presence of the State in the southernmost province of the country. This situation mainly affected the port of Iquique as a result of its accelerated and uncontrolled urban growth driven by the expansion of saltpeter mining. [ABSTRACT FROM AUTHOR]
